Prineville Community Builds Wheelchair-Accessible Covered Wagons

As part of the master planning process for the Barnes Butte Recreation Area, the City of Prineville enlisted Barnes Butte Elementary School students as “junior land use planners.”

About 100 first-graders spent weeks on intertwined lessons studying maps and paying visits to the 620 acres and discussing how to make Barnes Butte a place worth visiting.

The students approached the City of Prineville with the idea of finding a way for every child and community member to access the Barnes Butte Recreation Area. The students’ ideas resulted in the community’s first all-inclusive covered wagons. c

Oregon State Parks Offers $5 Off Annual Parking Permit Purchases

Oregon State Parks 12-month parking permit is available through December for only $24 – a $5 savings. Once again, it features whimsical designs from Portland artist El Tran.

Passes can be purchased online at the State Parks store, or at select local businesses. For a complete list of vendors, visit stateparks.oregon.gov.

The permits are transferable from vehicle to vehicle.

Winter Wildlife Range Closures in Effect

Four winter range closures -- Cabin/Silver Lake, Metolius Winter Range, Opine Travel Management Area, and Tumalo Winter Range -- are now in effect across the Deschutes National Forest to provide critical habitat for deer and elk.

Winter ranges usually have minimal amounts of snow cover and provide vegetation for forage, hiding cover, and protection from the weather. In Oregon, elk and mule deer migrate, often long distances, to lower elevations to escape or minimize exposure to snow cover.

Motorized vehicles (including snowmobiles and electric bicycles) are prohibited in the closure areas to protect deer and elk during the winter. The winter wildlife closures will last through March 31, 2023.

join Black Butte Ranch Police Dept.

A pair of police K-9s have joined Black Butte Ranch’s Police Department: eight-year-old Brandy, a golden retriever, and Yukon, a 19-month-old Newfoundland. They are not deployed to track escapees, disarm burglars, or sniff out contraband, however. Instead, Officer Joe Schneider, the dogs’ owner along with his wife, is accompanied on his daily rounds by the canines. They serve two purposes, according to Schneider. First, they are classic comfort or therapy dogs who are available for residents and guests at the Ranch in need of a little companionship or a furry listener. Second, they are goodwill ambassadors of the Ranch in the wider Sisters community.

Schneider, with one or the other, but not both at once, makes regular visits to The Lodge in Sisters, schools, and public events where the dogs’ presence is at once calming and reassuring to all with whom they come in contact.

Sisters Council Passes on City Manager Candidates

After a month of advertising the city manager opening in Sisters, screening applicants, narrowing the field to three finalists, and holding a week of panels, receptions, tours, and a final interview in front of the City Council, the Council decided not to offer the position to any one of the three candidates – Ron Tinseth, Keith Witcosky, or Simon Kim.

The City will begin the process over again, using its search firm Jensen Strategies – whose spokesperson Erik Jensen said that the candidate pool was small this time around.

“The 2022 Sisters city manager recruitment process resulted in seven candidates who submitted complete applications. While this number is considerably smaller compared to the 41 complete applications for the position in 2017, it is reflective of the current job market experience across the country and typical for city manager recruitments in Oregon at this time.”

Bend Park Board Seeks Applicants for Two Upcoming Vacancies

The Bend Park and Recreation District is seeking two applicants for upcoming vacancies on the board of directors following the announced resignations of Ariel Méndez and Jason Kropf, as well as three budget committee openings. The volunteer positions are directly involved in oversight of BPRD on behalf of the community members served by the special district.

Hidden World of Deep Snow Explored in New High Desert Museum

Exhibit

In the depth of winter, a deep layer of snow quiets the High Desert’s forests. But under the surface, a secret world comes to life. A new High Desert Museum exhibit dives into the snow, where voles, shrews, insects and porcupines build a matrix of tunnels to survive the winter and hide from the predators that lurk just above the surface.

Under the Snow, which opens on Dec. 17, runs through May 7, 2023. It explores this seasonal habitat where the temperature stays a toasty 32-degrees Fahrenheit, which protects plants and animals from the winter’s frigid temperatures.

The exhibit also explores how reduced snowfall and rain-on-snow events are threatening the habitat on which thousands of plants and animals depend.

Advantages and Disadvantages of Studded Tires – La Pine’s Les Schwab Weighs in

According to the experts at Les Schwab in La Pine, despite the disadvantages of using studded tires (such as the damage they do to paved roads), “we still sell a lot of them with all the snow and ice around here. In other markets such as Seattle or Portland, not so much.”

On the plus side, studded winter tires have one proven performance advantage over studless: they provide superior grip on icy and hard-packed snowy roads.

Although the traction characteristics of modern studless winter tires are excellent -substantially better than the traction offered by any all-season tires -- a studless winter tire provides its traction benefits primarily due to the enhanced wintertime grip of the speciallydesigned tire tread compound, and its road surface interaction.

Studded winter tires provide an additional level of grip because they’re not just interacting with the road surface conditions; the studs penetrate frozen precipitation, and dig in like miniature anchors.

On the negative side, studs are really only advantageous in icy and hard-packed snow conditions. When winter roads are dry or wet, studs actually decrease traction potential because they interrupt the crucial interaction between the tire tread and the road surface, which can have a negative effect on stopping distances.

Studs are also known to produce additional road noise, including a ticking sound as the studs contact the pavement. And in snowy, slushy, or mixed conditions, the traction advantages of studs are minimal.

Another disadvantage is the toll that studs take on paved roads. The Washington State Department of Transportation claims that studded tires wear down pavement at a much higher rate than normal tires. They also cause rutting of roads, especially interstate highways, which can lead to safety problems like pooling water, excessive tire spray, hydroplaning, and other vehicle control issues.

The bottom line is that you should only install and use studs if there’s a distinct performance and traction advantage in doing it, i.e., regular travel on ice-covered or hard-packed snowy roads -- subject to the state law restrictions.

Kiwanis Club of Redmond is resuming See’s Candy sales at the Redmond Chamber’s Holiday Village in Centennial Park, 11 a.m. – 5 p.m., on Dec. 3 and 10. Candy sales provided nearly $5,000 toward the club’s youth projects in 2021.

Windermere Real Estate Shares the Warmth During Winter Months

Brokers from Windermere Real Estate are teaming up to help provide winter necessities for those in need. As part of its annual campaign, its offices in Bend and Sunriver will be collecting donations through Fri., Dec. 16 to benefit the Bethlehem Inn and Central Oregon Veterans Outreach. The organizations are specifically asking for coats, blankets, hand warmers, tents and sleeping bags in all sizes.

The public can also make monetary donations to help purchase needed items via the secure donation portal on the Share the Warmth website.

“Our real estate brokers have always been committed to their local communities, and Share the Warmth is a prime example of that,” said Scott Mitchelson, president of Windermere Services Company in Oregon and SW Washington. “I’m always amazed by the generosity this campaign inspires and proud of the ways we come together to take care of each other.”

Warm Springs Wins National Language Preservation Award

Freedom Award at a national conference in Oklahoma last month. The award recognizes a school or program that promotes language preservation. The program teaches the three native languages of the confederated tribes including Ichishkin, Numu and Kiksht. Winter Traditions’ Santa Claus Charms the Kids – and the Ladies

Graciously allowing an interview after several days of lap sitting and gift requesting by attendees at La Pine’s first-ever Winter Traditions family event, Santa Claus (aka Bob Seidenberg) began by saying that he and Mrs. Claus (aka Kathy Seidenberg) “had a great time.”

He explained that the wigged, white-haired couple, dressed in their holiday regalia, “have been doing this for more than 25 years,” with one particularly memorable time spent “walking the wards in a Southern California hospital on Dec. 24, and wishing the patients a ‘Merry Christmas.’

“The first year, Mrs. Claus made her own outfit,” recalled Santa, “while I bought a cheap, one-size-fits-all costume from Walmart, grew a beard, and spray painted it white. Then we graduated to authentic outfits – which still fit us both all these years later.”

At the La Pine Activity Center-sponsored Winter Traditions, Santa estimated that 20 percent of those asking to sit on his lap were teenagers and older, while 75 percent were female. (“Ladies have always enjoyed his company,” said Mrs. Claus indulgently.)

Santa’s youngest visitor was a three-month-old baby, while a 92-year-old World War II veteran chose to sit on Mrs. Santa’s lap while sharing his Christmas wishes. “There were a few crying kids,” Santa had to admit, despite his best ho ho ho greetings, “but that’s OK.”

He described the event as “festive, with everyone getting into the spirit. This always happens in La Pine at community events,” added Santa. “That’s the way it is here.”

“The volunteers did a great job of setting everything up, and dealing with unexpected situations,” complimented Vicki Pollard, who has been doing craft shows for 20 years.
