Deschutes County Seeks Volunteers for Investment Advisory Committee

Deschutes County seeks two residents to serve on the County’s Investment Advisory Committee, which is composed of five members with a background and/or experience as a banker, security broker, or CPA/accountant.

The Committee meets with the County Treasurer at least twice per year and reviews the investment portfolio with regard to compliance with the adopted investment policy. The committee makes recommendations to policy changes and possible investment procedures.

Applications, available at www.deschutes.org/jobs, are being accepted through Jan. 3, 2023.

Deschutes Land Trust Establishing Nature Preserve Near La Pine

Deschutes Land Trust announced that it has established a new 1,099-acre conservation area to protect fish and wildlife and provide outdoor experiences for Central Oregon residents.

The new Paulina Creek Preserve, known locally as Kelldano Ranch and located near La Pine and the Newberry National Volcanic Monument -- protects three miles of Paulina Creek, wet and dry meadows and forests containing ponderosa and lodgepole trees.

It also contains a variety of wildlife, including frogs, fish, monarch butterflies, songbirds and bats. The preserve, a former ranch, will also protect winter range for deer and elk.

The Deschutes Land Trust purchased the property for $4.2 million from Spectre Ranch LLC, which had owned it since 2016.

La Pine and Sisters Are Central Oregon’s Fastest-Growing Cities

Although Oregon grew by just 14,728 residents in the year ended July 1 – for a growth rate of just 0.35%, which is even slower than last year’s 0.54% estimate – it was a different story in Central Oregon.

Crook County was the state’s second-fastest-growing county (after Gilliam County), which added 567 residents to reach a population of 26,162, up an estimated 2.22%.

Deschutes County added 3,289 residents in the year, reaching a population of 207,206, growth of just over 1.6%. Jefferson County grew by 372 residents to 25,404, up just under 1.5%.

La Pine was the High Desert’s fastest-growing city, adding 184 people for a total population of 2,838, or just under 7% growth.

Sisters was close behind, with 189 new residents for a total of 3,475, a 5.75% rise in the past year.

Bend added 1,902 residents, for a new population estimate of 102,834, just under 2%, which is half the growth rate seen in Redmond, which added 1,444 people to reach 37,566, one-year growth of about 4%.

Madras added 353 residents this year, for a population of 8,070, growth of about 4.5%. Prineville saw similar growth, adding 471 residents for a population of 11,513, up 4.26%.

17 New Businesses Open in Redmond This Year

The Redmond Urban Renewal Agency announced that 17 new businesses in the retail/restaurant/service sectors have opened downtown since the beginning of 2022. The growth in startups also led to an increase in the occupancy rate, up from 88% in 2021 to a strong 94% in 2022.

Many of these new businesses, which include clothing boutiques, food and drink, and home furnishings, “partnered with Urban Renewal for improvements to buildings that are adding value to the entire downtown,” said Tobias Colvin, Chair of the Downtown Urban Renewal Advisory Committee.

710 Acres Rezoned West of Terrebonne

The Deschutes County Commission has rezoned 710 acres of farmland west of Terrebonne, allowing the property to be carved up into 71 10-acre residential plots.

The applicant -- 710 Properties of Sisters -- purchased the land in November 2020 and is planning a completely self-sustaining, solar-powered community.

710 Properties partnered with four nonprofits that will receive some proceeds from the development. One is Furnish Hope, a Bend-based organization that donates furniture and other home essentials to those in need throughout the tri-county area.

Sisters Ranger District Conducting Hazardous Fuels Reduction

Sisters Ranger District fire specialists are conducting brush removal work with Forest Service staff and contractors to mow about 3,300 acres of brush across several sites within three project areas: the Metolius Basin Vegetation Management Project, Sisters Area Fuels Reduction (SAFR) and Highway 20 project area.

This fuels reduction work is funded, in part, through the Joint Chief’s Landscape Restoration Partnership, a national initiative between the USDA Forest Service and Natural Resources Conservation Service to invest in projects aimed at mitigating wildfire risk, improving water quality and restoring healthy forest ecosystems on public and private lands.

This is an open competition for Artists or Artist Teams residing in in the Northwest and Southwest United States, specifically Oregon, Washington, Idaho, Montana, Nevada, California, Arizona, Texas, New Mexico, Wyoming, Colorado and Utah. The project timeline is 2023-2024. Total project budget for the roundabout is $130,000.

Hidden World of Deep Snow Explored in New High Desert Museum Exhibit

In the depth of winter, a deep layer of snow quiets the High Desert’s forests. But under the surface, a secret world comes to life. A new High Desert Museum exhibit dives into the snow, where voles, shrews, insects and porcupines build a matrix of tunnels to survive the winter and hide from the predators that lurk just above the surface.

Under the Snow, which opens on Dec. 17, runs through May 7, 2023. It explores this seasonal habitat where the temperature stays a toasty 32-degrees Fahrenheit, which protects plants and animals from the winter’s frigid temperatures.

The exhibit also explores how reduced snowfall and rain-on-snow events are threatening the habitat on which thousands of plants and animals depend.

Festival of Trees Gala Returns on Dec. 3

After a two-year hiatus due to the pandemic, Hospice of Redmond will host two events at the Deschutes County Fairgrounds on Dec. 3: a Free Family Fun Tree preview, and a Gala and live tree auction.

The community is invited to the fairgrounds for a free viewing of the trees from 10 a.m. -2 p.m. The Gala and live auction will begin at 5 p.m. Tickets to attend the Gala and live auction are now available on the Hospice of Redmond website.

Food at Redmond’s Wild Catch Described as ‘Unbelievably Good’

The owners of Wild Catch English Style Fish & Chips are not only survivors, but they have managed to thrive against intimidating odds that have struck down many other eating establishments. Opening in May 2020 outside Wild Ride Brewing in Redmond, they first had to contend with Covid-19. (According to an estimate by the Oregon Restaurant & Lodging Association, at least 1,000 restaurants in the state closed during the pandemic.) Then there is the fact that around 60 percent of food trucks fail within the first three years of operation.

“On a busy day, we sell hundreds of orders,” estimated Shawn Cranston, co-owner (along with his wife Chris – “but she’s the boss”), proving how Wild Catch defied these odds.

“I’d say that what sets up apart, in addition to our recipe, is our caring about quality,” Cranston said. “No matter how difficult a customer may be, or how bad my mood is, we aim to put out the best possible food on the face of the planet. Then everybody’s happy.”

This commitment has obviously paid off, as the husband-and-wife team opened a second Wild Catch location last summer outside Prineville’s Wild Ride Brewing. Both the Redmond and Prineville food trucks are open seven days a week from 11 a.m. – 10 p.m.

Seafood is the main attraction, including baskets of fish & chips (which garner rhapsodic reviews such as “light and flavorful,” “fish is cooked to perfection with a crisp shell and moist interior,” and “possibly the best fish & chips I’ve ever had”), and honey garlic shrimp (“unbelievably good,” and “to die for” are typical customer comments). The “chips” also have a fan base -- “always so hot and crispy,” “super yummy,” “top notch” as do the accompanying tartar sauce and coleslaw.

Those not in the mood for seafood can choose among several options of chicken wings, and know that they won’t be disappointed: “Everything on the menu is outstanding – can’t go wrong here” is the consensus.

And a final comment: “Service is always quick, prices are great, portions are generous, very friendly staff – all experiences I’ve had here are wonderful.” Well, what are you waiting for?

Offering customized items that range from gift baskets to t-shirts, sweatshirts, coasters, decals, and home décor, choices also include mugs, and etched wine glasses and tumblers (complete with lid and straw) that can be personalized with the recipient’s name, for example, or a greeting such as “Happy Birthday, Mom”. “The customization is perfect for special occasions such as baby and bridal showers,” Posvar said.

Growing up in Bend, she spent two years in Eugene before realizing “that I needed to come home to Central Oregon. Bend had gotten too big, so my significant other and I (he’s a mechanic who specializes in European autos) chose La Pine – buying a house here in May – so our three daughters could have access to the river and parks as I did.”

Upon their return, Posvar continued working remotely doing prescription authorizations, “until our baby was ill for months after contracting Covid, and I was no longer able to work 9-5. After making the decision to be a stay-at-home mom, I needed to do something so my teenagers could stay in sports, while allowing me to care for the baby.” Central Oregon Hearts & Crafts was the answer.

“My biggest focus is on realtors,” said Posvar, “as they regularly want to gift their clients, yet are short on time. And as I offer delivery, this option “is as easy as could be for them.”

While items cost as little as $7 for a customized coaster, the most popular choice – gift baskets – have a minimum price of $50, “yet can be as extravagant as the buyer wishes,” she specified.

Posvar added that “I want to make the choices affordable, yet maintain good quality. So with our gift baskets, all the contents are hand-selected, with input from the client welcomed. Everything at Central Oregon Hearts & Crafts is made custom and made to order so we can create gifts just the way you like them!”

Said Posvar, “I’m putting my heart and soul into this venture, which is designed to make people’s lives easier, while showing that their gifts are also coming from the heart.”
