The 988 number is easy to remember, like 911. 988 will be available to help people who are experiencing a range of behavioral health crises, including: thoughts of suicide or self-harm, substance use, or any other kind of behavioral health crisis.

Central Oregon Public Land Agencies Boost Fire Danger Rating to ‘High’ The Deschutes and Ochoco National Forests, Crooked River National Grassland, and Prineville District Bureau of Land Management have increased the fire danger rating for their respective public lands to “High” – which reflects sustained hot temperatures and increased drying of vegetation. As temperatures warm, fine fuels such as grasses and pine needles start to dry out, becoming receptive to fire.

Annual campfire restrictions are in effect on portions of the Crooked, Deschutes, John Day, and White rivers, as well as BLM-administered lands along Lake Billy Chinook and Lake Simtustus – but not for the Deschutes and Ochoco National Forest and Crooked River National Grassland.

Redmond Fire & Rescue’s Fire Marshal’s Office Launches New Software Redmond Fire & Rescue’s Fire Marshal’s Office has launched new cutting-edge fire inspection software that will provide improved efficiencies when conducting fire inspections at businesses.

Currently inspectors complete a fire inspection using a paper form, then return to the office and input the information into an older database, subsequently reprinting the inspection and returning to the business to provide them with a report.

With the new software, an inspection is completed on a tablet, and emailed within seconds to the business owner before the inspector departs the business.

Red Cross Urges Everyone to Prepare for Emergency Situations Now that wildfire season has officially started in Oregon, the Red Cross emphasizes that it’s more important than ever to follow the three simple steps below to help keep your family safe.

Build an emergency kit with bottled water, non-perishable food, a flashlight and battery-powered radio. Also include medications, copies of important papers, cell phone charges and emergency contact information.

Users can view the data in different formats to meet their needs, such as data for a particular pesticide they are interested in, data from a specific location and/ or specific time-period, or a summary of all pesticide detections and measured concentrations across PSP basins.

The tool also includes an interactive map, which displays where the water samples are collected, the areas that may be contributing pesticides to each sample location, and generalized land uses (e.g., agriculture, urban or forest) to help users better understand the monitoring data.

Senior Center’s Third-Ever Quilt Show Featured Historical Dimension More than 100 quilts, most of them made by La Pine residents, filled the Senior Activity Center’s Heritage Room for its thirdever quilt show, with a weekend market outside the building adding temptations for would-be buyers.

This year’s array, in addition to showcasing the creativity and patience of its contributors, featured an historical dimension by displaying the quilt made by the great-grandmother of Stu Martinez, La Pine’s first mayor, and one fashioned in 1862.

Family Access Network Receives $2,500 From Chambers Family Foundation The Family Access Network (FAN) received a grant of $2,500 from Chambers Family Foundation to support FAN advocate services at M.A. Lynch Elementary School in Redmond, Oregon for the upcoming school year.

27 Central Oregon Artists Receive Grants to Combat Covid Financial Hardship Recovery grants ranging from $1,000 to $5,000 are being awarded to 485 artists representing the diversity of Oregon through the Oregon Arts Commission’s Artist Resilience Program, a partnership with Oregon Community Foundation and the James F. and Marion L. Miller Foundation. The partnership invests an additional $1.5 million in support for artists’ recovery from the pandemic, bringing the total investment to $2.75 million. The average award is $2,500.

The purpose of the Artist Resilience Program is to provide funding to Oregon artists who have experienced financial hardship during the Covid-19 pandemic due to loss of income, loss of opportunity or other unanticipated impacts to their artistic practice.

The funding is intended to help sustain the artistic practice of professional artists.

Central Oregon is home to approximately 20,000 military veterans, over half of them above the age of 65. Many of these veterans either fail to utilize or underutilize government benefits. They often don’t know they qualify for them.

The Oregon Department of Veterans Affairs hopes to change that by expanding a volunteer program to educate Oregon’s aging veterans about the availability of financial, health care and long-term care benefits.

According to Mark Newell, the department’s veteran volunteer coordinator, many veterans, especially Vietnam veterans, experience both visible and invisible health-related issues that they don’t always realize are related to their service, which is why learning about unused benefits is the focus of this volunteer program.

“If a veteran walks away from their benefits and doesn’t use them, then they just don’t get used,” Newell said.

Redmond Park And Rec Submitting $49 Million Bond for Recreation Center The Redmond Area Park and Recreation District has presented details to city councilors for a proposed $49 million, nearly 75,000-square-foot recreation facility that will be located on 10 acres that RAPRD purchased back in 2008 on SW 35th Street adjacent to Highland Baptist Church and outside of Redmond’s city limits.

It actually will be two ballot measures, one to build the facility and the second a five-year levy to fund its operation. The park district estimates it would cost property taxpayers with a $225,000 home about $13 a month.

There will be several swimming pools, a gym, locker rooms, a lounge- a game room, a classroom, a spa, water slide, a bouldering wall and so much more.

The Central Oregon Health Quality Alliance (COHQA) has awarded a Health Within Reach grant of $30,000 to Volunteers in Medicine Clinic of the Cascades (VIM). The grant will sponsor a new pilot program for diabetes education with oral health and healthy food support for economically disadvantaged, Latino/a/x patients in Central Oregon.

VIM serves over 900 economically disadvantaged, working adults annually. None of VIM’s patients are eligible for ACA coverage, so they rely on the clinic’s services, which are always free of charge. Patients typically have multiple underlying conditions such as high blood pressure, diabetes and hypertension. They face language and cultural barriers in obtaining healthcare, and VIM puts these needs front and center.

‘I Want to Be an Inspiration for the Next Generation,’ Says DCSO’s Deputy Jonathan Ebner

Deputy Jonathan Ebner chose his career path early in life – at five years old, to be exact. “I loved the friendliness and helpfulness of the DCSO deputies who came to our school and handed out stickers, and told my father, ‘Whatever they are, that’s what I want to be.”

But first, after graduating from LPHS and obtaining an AA degree in Criminal Justice, he joined the U.S. Air Force as a Security Forces member, serving in many law enforcement and security capacities that included working as a Protective Service Agent in Afghanistan and Africa. He also flew with aircraft bringing doctors, medicine, and other needed supplies to strife-torn areas.”

Even after a decade in the military – “I’ve been to 25+ countries and every continent, and did a lot of different duties” – Deputy Ebner’s childhood dream remained intact. As he explained to his wife, who he met in Germany: “While we have to make this decision together, I’ve always wanted to work with the DCSO in La Pine.” And as his “greatest source of support,” Deputy Ebner’s wife agreed.

As he recalled: “In every interaction I ever had with law enforcement, officers took the time to educate me – they weren’t just big, mean guys.

They seemed to genuinely care, explained why my behavior needed to be corrected, and talked me through the situation.

“Children too often see police when bad things happen,” added Deputy Ebner. “I want to leave a good, lasting impression with young people – to be an inspiration for the next generation by letting them know they have potential, and should aspire to reach their goals.”

The job isn’t an easy one. “Ninety-five percent of the people we interact with here in La Pine absolutely love us, and are happy to see us,” he said, “while the other five percent cuss us out, spit on us, or even say that they wish we were dead. We spend 95 percent of our time with that five percent, dealing with negativity.”

But Deputy Ebner is determined to “maintain a good-natured, happy attitude – I don’t want to be a grouch.” And this extends to his free time, often spent out in the community with volunteer activities such as Frontier Days – “which was always my favorite place to go on 4th of July. I want to be part of the fun, as well as arrest the ‘bad guys,’ and play a part in helping La Pine maintain its traditions and small-town feel.”

He emphasized that “the two primary sources of joy and love in my life that extend to everything I do are my faith in Jesus Christ, and the relationship with my wife. Each morning, I get out of bed, put on my uniform and a smile on my face. I may be the only guiding light people see that day.”

Acknowledging that DCSO officers have to be “in a state of constant readiness” because of the situations they encounter, Deputy Ebner described the job as “the most interesting and dynamic one I’ve ever had.” And he doesn’t lose sight of how it was inspired: “I regularly go to the local elementary schools, and am now a big giver-outer of stickers myself.”

Even ‘Goats Can Have a Bad Day,’ Claims Co-Owner of La Pine’s Broken Top Farm

“Living near the largest goat farm in Wisconsin, I was exposed to goats before I could walk,” said Abby Messer, co-owner with partner Erin of Broken Top Farm in La Pine. “By the time I was eight, I spent many mornings feeding up to 2,000 kids before being promoted to more serious roles -- and soon learned that goats have distinct personalities, like people, and can be nuts, dopey, really sweet, bull headed or ill tempered, for example. And also, like humans, goats can have a bad day.”

When deciding to relocate from the Midwest, “as I always wanted more than corn fields and cows, and had a lifelong love of the Pacific Northwest,” Messer had to sell the entire herd of Nigerian Dwarf dairy goats she had acquired, “which broke my heart, but Erin and I brought along the son of the first one I ever owned, putting him in a dog carrier for the trip.”

And such was the Messer’s commitment to starting up again where they had left off was that “we purchased goats before even making the down payment on our house,” recalled Abby Messer, who has won innumerable awards at various Nigerian Dwarf goat shows around the country.

The partners are currently raising 21 goats and 22 chickens – “who co-exist happily together,” by the way – and treat all of them with (forgive the pun) “kid gloves.” As an example, “for the first week after they’re born, the goats live in our guest bedroom,” said Messer unapologetically.

“Very few vets handle goats, so we do everything on our own,” she continued, “including giving them vaccines, hoof trimming, blood draws, and taking care of emergencies. We also mix all of their food to ensure they eat a balanced diet, which results in milk that is high in butterfat and protein.”

And how much milk are we talking about here? “We milk the goats twice a day, which yields about two gallons – or 14 gallons a week – which is a lot of milk,” admitted Messer. “So Erin and I decided to use up the extra quantity (minus what their chickens are given as a treat) by making all-natural goat milk products.”

The Broken Top Farm line currently consists of soap, shower fizzies, bath bombs, chap stick, and pet treats. “Goat milk is really good for your skin, and easy to absorb,” Messer explained, “We hope to add more products such as body butter and lotion, and new flavors of pet treats such as peanut butter, sweet potato, pumpkin, and sea kelp.”

“Goats will always be a part of my life,” claimed Abby Messer. “Raising them is what I love, and helps keep me sane – as reinforced by the values, adventures, and spirit of Central Oregon.”

OBITUARY

Arlis Charles Hay

January 1, 1932 - June 30, 2022 Arlis Charles Hay of La Pine, Ore. passed peacefully surrounded by family, on June 30, 2022, in Grants Pass, Ore. at the age of 90.

The son of Mabel L (Hartman) Hay and Erwin Herman Hay, Arlis was born and raised in Tripoli, Iowa as the oldest of three children, and grew up working a large farm. He graduated in 1950 from Tripoli High School, and joined the U.S. Army in 1952, serving as a sergeant in the Korean War and becoming a decorated veteran.

In 1958, he married the love of his life, Iva D. Mollenhauer. Together they raised their three children in Simi Valley, Calif., later retiring in La Pine.

Arlis cherished memories of hunting, trapping, gold panning, rock hounding, woodworking, and especially fishing. He will be remembered as a loving, witty, and traditional man.

Survivors include his sister, Shirley Thompson of Akron, Ohio; son, Charles Hay of Grants Pass; daughter, Dawn Swink of Grants Pass; grandchildren Billy Swink, Timothy Swink, Amber Sarmento, and Dana Swink; and six great-grandchildren.

He was preceded in death by his parents and wife; a sister, Marilyn (Hay) Weber; and a son, Jeffrey Hay. Visitation was held in his honor on Friday, July 22 at Faith Lutheran Church in La Pine. Graveside services followed at La Pine Community Cemetery with military funeral honors.
