Where are all the shopping baskets at Fred Meyer? I’ve been to two different Portland locations this week and couldn’t find a single one.

Are they being phased out? Is this a scam to get us to use full-sized shopping carts instead, so we’ll buy more stuff ? —Fred Menace

I admit I hadn’t noticed the problem you’re referencing, Menace—I’ve been too busy founding the world’s steamiest international aid organization, Doctors Without Trousers. But after reading your letter, I went to Fred’s to see for myself. You’re right: The baskets are gone—but according to Fred Meyer’s corporate affairs office, it’s not because they’re pulling a scam.

I wouldn’t blame you for being skeptical about this—insisting that a company’s scams aren’t scams is, after all, about 90% of what corporate affairs offices do—but in this case, the story checks out. Street-level Fred Meyer employees (who are too exhausted to lie) confirm that the baskets are being stolen faster than they can be replaced.

I wish I could tell you there was some astonishing story behind this—you can snort shopping baskets to get high, maybe, or they can be redeemed for shares of GameStop. The mundane truth is

that the baskets are disappearing at the same rate they always have (about two or three per store each week). It’s just that now they’re getting replaced a lot more slowly than they used to.

“We are definitely not phasing out our shopping baskets,” says Fred Meyer’s Jeffery Temple. (But then, he would, wouldn’t he? Dun-dun-DUUUN!*) “However, our orders for these baskets have not been consistently fulfilled due to product shortages. We will continue to order the baskets and place them in our stores as they become available.”

There you have it: Yet another towering soufflé of anti-consumer conspiracy is collapsed by the slamming oven door of facts into a mundane omelet of supply-chain disruption. In any case, the baskets aren’t even entirely gone (at my store, anyway); they’re just hard to find because they’re nearly always in use.

Eventually, the manufacturing economy will return to normal and replacement baskets will show up. And when they do, I’m definitely going to try snorting one, because hey, you never know. *Nah, it’s legit; I’m just messing with you.

BYNUM WILL AGAIN SEEK SPEAKER’S GAVEL: Oregon House Speaker Tina Kotek, who is running for governor, will not step down as leader of the state House of Representatives. “Speaker Kotek plans to remain in her role through the 2022 session,” says spokesman Danny Moran. But that hasn’t dissuaded Rep. Janelle Bynum (D-East Portland) from announcing she will run again for speaker as soon as there’s an opening. The next vote for speaker, short of a resignation by Kotek, will come after the November 2022 election.

Bynum previously challenged Oregon’s longest-serving speaker but, in January, withdrew her name from consideration after it became clear she did not have the votes. Bynum says she intends to try again, but would not call on Kotek to resign. “That’s up to her,” Bynum says. But after repeated Republican walkouts and tension between the GOP and Democrats, Bynum adds, it is time for new leadership.

“I think having different players at the table, or maybe having a different way of bringing together the standard players, is in order,” Bynum tells WW.

OFFICE SPACE DECLINES AS BUSINESS RESUMES: Portland office space is slowly but steadily filling up. CoStar Analytics, a commercial real estate advisory service, sent out a report Sept. 30 to its Portland clients about the status of space available to sublet in Portland. The numbers show just how much available sublease space increased over the course of the pandemic, and how it’s slowly but steadily falling as companies return employees to the office. In 2019, there was only 750,000 square feet of sublease space available in Portland. In the first quarter of 2021, that measure—an indication of companies seeking to exit their leases early—had risen to nearly 1.6 million square feet. But CoStar says the past two quarters have seen an incremental but steady decline of available sublease space, with a 3% decrease in the second quarter and a 5% decrease in the third, signaling that businesses are filling vacancies downtown. The available sublease space has declined to around 1.47 million square feet. “Of the 10 largest leases signed in the downtown thus far in the third quarter [of 2021], five have

been sublet space,” CoStar reported. “This is a positive sign the market may be turning a corner, but landlords and investors should refrain from cheering prematurely.”

GROCERY BOOZE WARS ESCALATE: The Northwest Grocery Association last week withdrew and then quickly refiled a pair of 2022 ballot measures that would allow Oregon grocery stores to sell hard liquor. That desire, which would break the near monopoly that state-chartered liquor stores have held since Prohibition, is not new. This effort marks the third time in the past decade that grocers have sought permission to sell liquor. They failed to make the ballot the past two times, but the Legislature’s willingness to approve $90 million earlier this year for a new liquor warehouse for the Oregon Liquor and Cannabis Commission added urgency to the grocers’ push. As in the past, the state’s beer and wine distributors oppose privatization of liquor sales, and the American Federation of State, County and Municipal Employees, whose members staff OLCC warehouses, are likely to oppose it also.

Amanda Dalton of the grocers’ association says her group’s intent remains the same. “It’s all about customer choice and convenience,” Dalton says.

ANXIETY BUILDS AMID WAIT FOR RENT CHECKS: State officials told reporters last week that the state had averted a disaster: The federal government is unlikely to demand unspent rental assistance money back. That was a threat hanging over the state’s head because of how slowly Oregon is distributing checks to landlords. Instead, says Margaret Salazar, executive director of the agency that the program, Oregon Housing and Community Services, the state expects to receive more rental assistance dollars because of how well it stacks up against other states’ performance. But there is a disconnect between the state’s report and the experience of tenants and landlords waiting in limbo: Though the state has either promised or cut checks for 73% of the available funds, that doesn’t mean it’s reached landlords yet—meaning landlords can still evict tenants in Multnomah County if they haven’t received a check within 90 days of the application.

That’s how long ago Officer Brian Hunzeker resigned from his role as president of the Portland Police Association due to what the union described as a “serious, isolated mistake related to the Police Bureau’s investigation into the alleged hit-and-run by Commissioner Hardesty.” We still don’t know what he did.

The mayor’s office says it doesn’t know what he did. Hunzeker has been on paid administrative leave since May 27.

The Oregon Liquor and Cannabis Commission sold a lot more liquor in 2020 than it did before the pandemic—about 12% more, despite the widespread closure of bars and restaurants for parts of the year.

Lawmakers and the OLCC did their part to keep Oregonians lubricated, loosening the state’s notoriously strict liquor laws to allow cocktails to go and curbside delivery. All that made Mike Marshall, executive director of the advocacy group Oregon Recovers, wonder what the outcomes were.

It’s not pretty. State and national increases in drug overdoses during the pandemic have been well publicized but, according to the Oregon State Medical Examiner’s Office, alcohol fatalities rose even more.

The ME divides alcohol-related deaths into three categories: acute effect of alcohol as the sole cause; alcohol plays a role in combination with other drugs; and deaths due to chronic alcohol use. Most of the 2020 deaths were from chronic use.

and the OLCC disregarded public health warnings and worked overtime to increase alcohol sales,” Marshall says. “They made no effort—none—to advise people on the dangers of consuming alcohol while isolated at home.”

Marshall notes that even as drinking increased, the number of treatment beds and other services for people battling substance abuse declined as a result of social distancing requirements and personnel shortages at treatment centers.

“Virtually all of these deaths were avoidable,” he says of the alcohol-related fatalities.

OLCC spokesman Bryant Haley says his agency seeks a balance that will “provide for public health protections while allowing Oregon businesses to safely conduct their operations.”

Charles Boyle, an aide to Gov. Kate Brown, says she worked with lawmakers this year to secure $350 million in new behavioral health funding and additional dollars for substance abuse disorder but, he acknowledges, “much work remains to be done.”

Umatilla Indian Reservation The COVID outbreak from the Pendleton Round-Up hits tribes.

OREGON’S COVID-19 lockdowns and restrictions ended in June, around the time the state hit a 70% vaccination rate. But on Sept. 24, the board governing the Confederated Tribes of the Umatilla Indian Reservation declared a new public health emergency.

It reinstated limits on social gathering—no more than six people from only two households; only immediate family at funerals; and limited capacity at restaurants and the casino.

The decision came just six days after the Pendleton Round-Up, when it was clear that a COVID-19 outbreak was underway, sparked by the iconic rodeo.

The Round-Up outbreak is among the biggest stories in the state. Less notice has been given to its effect on the Umatilla tribes.

The Yellowhawk Tribal Health Center, which provides health care to some 3,000 patients, including residents

of the reservation, Native Alaskans and American Indians in Umatilla and Union counties, saw 123 new cases last week.

(The reservation has had four deaths since the beginning of the pandemic and still has a low vaccination rate: just 48% of residents.)

We do believe that we’ve hit our peak from that surge and we’re on the downhill side of it, but we’ll continue to monitor on a daily basis our case count.

WW: Did you expect an outbreak after the rodeo?

Aaron Hines: Leading up to the Pendleton Round-Up, we were preparing for a potential surge, just knowing that the type of large event that draws thousands of people definitely has that high possibility of being a superspreader event.

Critics question the close relationships between nonprofits and the county office that battles homelessness.

Portland faces no bigger challenge than the plight of thousands of homeless people living on sidewalks, along highway ramps, and in tent villages throughout the city.

Last year, that crisis prompted regional voters to raise billions of dollars in new taxes for homeless services. Now, some question whether the Multnomah County office charged with spending those funds is set up to make the best decisions.

The stakes are enormous—not just for the homeless but for taxpayers.

This year, the Joint Office of Homeless Services will spend about $150 million, twice its budget two years ago.

As the largest beneficiary of the homeless services bond passed by Metro voters in 2020, the office’s budget will only grow.

The measure will send nearly $1 billion to the joint office over the next decade. (It’s called the “joint” office because City Hall and the county chip in roughly equal funding to it—$30 million to $35 million each per year.)

“The joint office’s role should be to address the immediate emergency on our streets, and I have not seen that kind of leadership from them,” says City Commissioner Jo Ann Hardesty. “If we are in a crisis, why are we not acting like it?”

Part of Hardesty’s complaint is a philosophical disagreement: She and other city officials want more shelters, while the county is focused on permanent housing.

(County officials dispute that narrative, saying they’ve moved aggressively to open shelters.)

But she and others also maintain that the joint office operates in an excessively cozy atmosphere of partnerships with nonprofits. In other words, says Hardesty, the people handing out the money don’t have sufficient distance from the people receiving it.

“Anytime you set up a process where the people making decisions about how money gets spent are also beneficiaries, it’s inherently flawed,” Hardesty says. “It’s a big problem.”

Hardesty worries the patterns she’s observed at the joint office threaten to undermine the effectiveness of the new

funding voters approved.

“We need a different model,” she says.

“If the money gets sucked up doing what we’ve always done, then we will get the same results we’ve always gotten.”

One example of that coziness involves the man who has run the joint office since its founding: Marc Jolin.

Jolin, 52, a top student in his class at the University of Chicago Law School, chucked corporate law 15 years ago to help the homeless, first at the Portland nonprofit JOIN. In January 2015, he shifted to Multnomah County to run what was then called A Home for Everyone and, in July 2016, became the Joint Office of Homeless Services.

Observers who know Jolin say he’s scrupulously honest, fair and entirely committed to reducing homelessness.

“Marc Jolin is the person who, when everyone else has gone home to bed during a winter storm, drives the streets of Portland dropping off blankets to people on the street, works shifts at emergency shelters, and hands out supplies,” says Jolin’s boss, Multnomah County Chair Deborah Kafoury. “And that’s after spending at

least 12 hours a day building a response system that serves thousands more people now than it did before the Joint Office of Homeless Services existed.”

In December, as the three counties geared up to begin spending the new Metro homeless services money, Jolin’s office requested proposals from consultants to help the counties prepare. Thirty-nine firms responded.

Jolin’s office ranked the proposals and sent its results to the three Metro-area counties—Multnomah, Washington and Clackamas—that will use the scores to decide on contracts.

The top scorer on that RFP: a company called Kristina Smock Consulting.

Smock is Jolin’s wife.

Three of the five members of the scoring panel that rated Smock, including Jolin’s deputy, Joshua Bates, work for Jolin at the joint office.

Jolin’s spokesman, Denis Theriault, says Jolin had no involvement in the panel and that the RFP process followed normal county procurement procedures.

Smock disclosed her relationship to Jolin in her application, saying she would not take work from Multnomah County.

Instead, she hoped to receive money from Washington and Clackamas counties. (She has not received contracts from either county since then.)

Smock, 50, holds a Ph.D. from Northwestern University in sociology. She has worked in the field of homelessness and affordable housing in Multnomah County for almost 30 years and, she tells WW, “I have a set of skills and experiences that make me particularly qualified for the projects that I take on.”

But the role of Jolin’s office in grading

Smock’s application raises questions about past practices. Since Jolin became a county employee in January 2015, records obtained by WW show, Smock has obtained a series of contracts in his orbit.

Those contracts include $16,500 to write a report on poverty for the Multnomah County Department of County Human Services in 2015; a $28,000 contract in 2016 with JOIN, a provider of homeless services; a $22,000 contract in 2019 with Human Solutions, a shelter provider; and a $23,400 contract in 2019, also with DCHS. JOIN and Human Solutions get much of their funding from Jolin’s office. Over the past three years, his office has paid the two nonprofits about $32 million—$18 million to JOIN and $14 million to Human Solutions. The payments constitute more than a quarter of Human Solutions’ budget and more than half of JOIN’s.

Theriault says Jolin had no involvement in decision making about the county contracts Smock received. Both nonprofits also say Jolin’s position had nothing to do with their decisions to hire Smock.

Jolin says he disclosed potential conflicts of interest stemming from his wife’s business when he joined the county and does not believe her contracts violate county or state ethical guidelines, which prohibit using one’s public position for private gain or favoring a family member.

“We take our ethical responsibilities very seriously,” Jolin says. “She doesn’t need my help to get contacts—and, in fact, I’d never do anything to help her.”

Theriault notes that Smock actually lost work, including managing the point in time count, which tallies baseline data on homeless Portlanders every two years. She’d led that count since 2009 but stopped when it became Jolin’s responsibility—a contract worth $30,000.

“I have acted at all times in accordance with the guidance I received on conflicts of interest,” Smock says. “As a professional with decades of experience and a reputation for high-quality work, my business relationships with the nonprofits and service providers in this community go back well before the creation of the JOHS.” Yet observers of the work done by the joint office were surprised to learn that Smock is still accepting contracts within her husband’s orbit.

Bob Ames, a former president of both the Prosper Portland and Port of Portland boards, and now a commercial real estate owner, says people spending public money have to be extremely careful. “You can’t get anywhere close to a conflict,” Ames says. “It’s the kind of thing that can easily turn into a fire.”

Robert McCullough, an energy consultant and former Southeast Uplift Neighborhood Program leader, says Jolin and Smock should have drawn bright lines between their duties. “In public work,” McCullough says, “you have to be astonishingly careful or you end with the appearance of impropriety.”

Hardesty agrees. “It doesn’t smell right,” she says. “It’s not appropriate.

When you are handling the amount of public money the joint office is, you have to avoid even the appearance of a conflict.”

Street Conflicts THERE’S A FAR LARGER ISSUE on the table at the Joint Office of Homeless Services than contracts involving the director’s spouse.

Highly placed critics have raised questions about larger-scale conflicts of interest. Specifically, they point to members of a volunteer board that guides the joint office’s work who also have contracts with the office—and will be seeking more.

“Most of the coordinating board members are employees of organizations who receive funding from the county, creating a conflict of interest,” wrote Vanessa Sturgeon, CEO of TMT Development, in Sept.

8 email to city and county officials that WW obtained through a public records request. “It raises both ethical and governance concerns.”

The governance of homeless services is complicated.

Sturgeon is a member of the executive committee of A Home for Everyone. That group of seven includes five elected officials, led by Multnomah County Chair Deborah Kafoury and Portland Mayor Ted Wheeler. Beneath the executive committee sits a 33-member coordinating board.

Representatives of 20 private nonprofits sit on the coordinating board. In addition to JOIN and Human Solutions, they include Transition Projects Inc., Central City Concern and Cascadia Behavorial Healthcare.

County spokeswoman Julie Sullivan Springhetti notes that some of the nonprofits on the board don’t have county contracts, but those who do comprise “about half of our contracted partners.”

Last year, the coordinating

board wrote the plan for how the joint office should spend the new Metro money.

Sturgeon’s concern is that the nonprofits recommending how the money should be spent are among the same groups that will get the money.

Critics acknowledge those firms and other nonprofits bring vast expertise to the board.

“I am not aware of any conflicts of interest,” Kafoury tells WW. “The coordinating board isn’t just a group of service providers.

Members also come from business associations, education districts, neighborhoods, and health care, or they’re community members serving at large, or elected officials.

They don’t spend money, they give advice.”

Meieran has also called for more experts with no financial stake in contracts—such as county public and behavioral health officials—to be included on the coordinating board.

Jon Isaacs, a Portland Business Alliance lobbyist, and Mark Bond, an aide to Housing Commissioner Dan Ryan, supported Sturgeon’s call for outside ethics guidance at the coordinating board’s Sept. 1 meeting.

There’s little question that concerns over how bond dollars will be spent stem in part from a good faith disagreement over the most effective ways to help people who are homeless.

But the double role of some nonprofits in steering and receiving taxpayer money could blind them to solutions they cannot provide.

Helen Ying, an educator and longtime advocate for Old Town-Chinatown, is one of the community members on the coordinating board. She thinks Sturgeon and Meieran raise a valid point.

“The board shouldn’t be dominated by service providers,” Ying says.

There’s little discussion or appetite, she adds, for trying new solutions to homelessness, which she thinks hinders progress. “The way we are serving our homeless population right now—we need a huge improvement from where we are.” NJ.

The atmosphere outside Providence Park last weekend was one of paradise lost—and it wasn’t just the billowing red smoke plumes released by fuming fans of the Portland Thorns Football Club.

When sports website The Athletic published allegations Sept. 30 by two former Thorns players that onetime coach Paul Riley had sexually harassed them from 2012 to 2015, the news rocked a city that supports women’s soccer in numbers seen nowhere else in America.

“We’re just so angry that the Thorns organization did not hold Paul Riley accountable,” said Thorns season ticketholder Emily Brew as she stood outside the stadium Oct. 2. “The two players he coerced and abused lost their jobs and he went to get another job. It’s just unacceptable.”

For years, Thorns supporters—especially the die-hard Rose City Riveters—cheered and sang for their favorite players, treated the downtown stadium as a second home and de facto LGBTQ+ club, and brought their daughters to meet new heroes.

In a 2016 WW cover story, midfielder Meleana “Mana” Shim described how it felt to be serenaded by the crowd: “There’s a sense of family, just that this group of people has your back.”

Just 15 months earlier and a block away, Riley had allegedly brought Shim and her teammate Sinead Farrelly to his apartment so Shim could use the bathroom after a night of drinking for which Riley picked up the tab. When they were all alone, he pressured Shim and Farrelly to kiss each other, in exchange for a reprieve from grueling wind sprints at the next day’s practice.

That was just one sordid detail in a 10

owner Merritt Paulson to sell the soccer club.

“Many community members have lost confidence in Thorns management,” former City Commissioner Amanda Fritz, a devoted fan of the team, tells WW. “They opted to protect an accused predator over ensuring that he was immediately driven out of coaching and positions of power over women.”

The degree to which the Riley scandal will upend the Thorns front office and drain its fandom will depend on answers to a few central questions.

That year, she had told Outsports, “I think the silence sends a message that it’s not OK to be a lesbian in sports, or that it’s a taboo topic.”

Wilkinson told The Athletic that the idea he would muzzle a player was “bullshit.” He later softened his denial and apologized.

If Wilkinson did instruct Shim to stop speaking out publicly about being a lesbian, that suggests that a culture of controlling players’ personal lives extended beyond one rogue coach. That’s what Shim asserts: On the Today show, she described feeling like a possession, “not just from Paul but from the team that I was playing for. They silenced me for multiple issues, my sexuality being the most important one.”

What is the Thorns front office saying it will do now?

The Thorns say they’ve now launched a fresh investigation into the way they handled the last one.

That might buy the team some time.

Thorns management declined to respond specifically to any of WW’s questions about past practices: “Thorns FC will withhold comment until findings of the investigation are complete.” A Thorns management representative didn’t know how long the investigation would take.

But the heat is now firmly on Wilkinson and Paulson.

Paulson is the son of former U.S. Secretary of the Treasury (and before that CEO of Goldman Sachs) Hank Paulson.

He’s known for being passionate, combative and persuasive: In 2010, he convinced the Portland City Council to spend $40 million renovating Providence Park to Major League Soccer specifications, placing the sport in the literal center of the city.

Wilkinson has similarly been with the Timbers organization since before the major league expansion. He was operating as the Timbers’ coach but moved into the role of general manager as the Timbers joined the major leagues.

Former Commissioner Fritz says he should not be on the job. “Gavin Wilkinson should be removed from any aspect of management of the Thorns until the investigation is completed,” she tells WW. In his open letter to fans, Paulson wrote: “We as an organization disavow the culture of silence that may have allowed for additional victimization by a predatory coach, whose actions we forcefully condemn.”

Paulson’s letter outlined eight actions management would take. Some are tangible changes—like the adoption of a confidential and anonymous reporting system.

Some are hazier, like renewing the team’s commitment to its preestablished anti-harassment policy.

He apologized to Shim and Farrelly.

The next morning, they appeared on national television to rebuke his franchise, and the Riveters demanded a boycott of stadium concessions.

n Nov. 13, 2019, Willy Hollings dashed off a quick text message to a friend.

“The 7 mag did some work on the way home today,” wrote Hollings, referring to his 7 mm Remington Magnum rifle. He attached a cellphone picture of three cougar cubs—dead.

Police investigators believe Hollings, a stocky, full-bearded 36-year-old, shot the cubs in Oregon’s Central Coast Range, driving back from his job with a Philomath logging company.

It wasn’t his first time killing cougars, which Oregonians can legally hunt under specific circumstances. It wasn’t even his first that month.

Oregon is home to some of North America’s most magnificent wildlife, including wolves, black bears, and Roosevelt elk, named after the 26th president. In his 1893 book, The Wilderness Hunter, Theodore Roosevelt described elk as “lordly, antlered beasts” that are “perhaps the most majestic-looking of all the animal creation.”

More than a century later, conservationists and outdoors enthusiasts agree that the large mammals that roam Oregon’s mountains and forests are the state’s treasure—one of our last connections to wilderness.

For Hollings, they were dinner.

But the meals weren’t always tasty. “This cougar is bland as fuck,” he texted a hunting buddy and co-defendant in January 2019. “Should have had it with taters.”

Last year, Willy Hollings—born William Huet Hollings IV—was snared in what may be Oregon’s largest poaching bust since state lawmakers passed a package of laws in 2019 that changed the crime of poaching from a misdemeanor to a felony.

To Portlanders, this might seem an obscure problem.

Hollings and friends weren’t doing what a layperson might more commonly associate with poaching, like selling bear gallbladders on the black market, importing exotic animal parts from overseas, or leaving kills to rot in the woods.

But they weren’t playing by the rules.

For at least a year, prosecutors allege, Hollings and his friends Nicholas Lisenby and Eric Hamilton went on a poaching spree through the forests of at least four Oregon counties, killing more than 30 big game animals, including elk, cougars, mule deer, bears and bobcats.

Investigators say the trio exceeded their tag limits, hunted animals that were too young, killed others when they were out of season and, in some instances, hunted in the dark using spotlights.

The scope of their alleged activities spanned hundreds of miles. So far, prosecutors in Lincoln, Benton, Linn and Polk counties have filed more than 40 counts of poaching-related charges against the crew collectively. So far, the defendants have pleaded guilty to or been convicted on 13 counts. Two more cases, one each for Lisenby and Hamilton, remain open.

Sgt. Jim Andrews of the Oregon State Police Fish & Wildlife Division, who led the state’s investigation, says Hamilton and Lisenby grew up hunting and, to some extent, viewed their poaching as a means to feed their families.

“But then it morphed into something more with Hollings to the point where it almost seemed like he was feeding an addiction,” Andrews says.

The seeds of Hollings’ obsession sprouted in text messages with his buddies. Those digital missives would become the central evidence in the state’s cases against him and the two others.

From at least December 2018 to March 2019, search warrant affidavits show, Hollings and his pals exchanged hunting advice via text messages.

They discussed which guns and scopes worked best for long-range shooting, sought contact information for an “under the radar” taxidermist, and made appointments for elk hunts. They shared so many photos of kills that Hollings’ girlfriend later told police she lost track of which man had bagged what.

On Jan. 19, 2019, Hollings and Lisenby exchanged approximately 100 messages. Near the end of the string, Lisenby asked Hollings if he planned to go hunting in Alsea, Ore. Hollings replied: “Yep. Probably next week.

Then black rock”—a mountainous area near Falls City. Seconds later, Hollings added one final thought: “Things will die.”

T

o understand why Hollings’ actions so trouble Oregon law enforcement, you have to go back 109 years.

The snow was nearly 4 feet deep in the Wallowa Valley on March 14, 1912. It was Thursday—a school day—but class was not in session. Businesses had shut down for the day.

An estimated 10,000 spectators gathered at train stations across the region, hoping to catch a glimpse of history passing by: the arrival of 15 elk being shipped by train from Jackson Hole,

The elks’ arrival signaled the revival of Oregon’s ecosystem. By 1900, “America’s elk teetered on the brink of extinction” because of lax hunting regulations and the commercial sale of elk parts, namely teeth and tongues, writes author Mark Highberger in The Elk Killers.

(Elk tongues were considered a delicacy.

Roosevelt, in his 1885 book, Hunting Trips of a Ranchman, called them the “most delicious eating, being juicy, tender, and well flavored.”)

News of the decimated population sparked public outrage. It prompted an outright ban on elk hunting in Oregon, which lasted for decades until the population recovered.

The Jackson Hole elks’ arrival in 1912 may seem eons ago. But poaching is an ongoing problem today. It’s also a crime that’s uniquely difficult to detect, often occurring in very rural areas with few witnesses.

“The victims obviously cannot speak up for themselves,” says Sristi Kamal of Defenders of Wildlife. “And then evidence—including the victim—is easy to hide or dispose [of ].”

Without the ability to enforce poaching regulations, the state’s wildlife populations risk a repeat of the early 20th century.

“We’ve seen what could happen,” says Curt Melcher, director of the Oregon Department of Fish and Wildlife, “and that happened back in the late 1800s and early 1900s, when essentially elk were all but extirpated from Oregon. And the same is true and would be true with other species.”

Anti-poaching officials will tell you the state’s wildlife belongs to everyone who resides here, meaning poachers are stealing from even the least outdoorsy among us. And poaching affects the Portland metro area, too, particularly birds, including bald eagles and red-tailed hawks.

In 2019, Oregon State Police tallied 324 instances of illegal killing of big game animals.

In 2020, as many Oregonians found themselves with idle hands amid a pandemic, that number increased to 417.

Those are the illegal animal killings that OSP can confirm. State researchers and police say the actual figures are likely much higher.

Investigators and lobbyists say compulsion to kill big game animals—with no financial incentive—is an increasingly common motive for poachers.

“In the past five years, we’re starting to see a lot more illegal take that is, to be blunt, more of a thrill-kill model where the animal is just shot and left—almost like people are doing live target shooting,” says Steve Hagan, vice president of the Oregon Hunters Association, a lobbying

group. “For them, this criminal activity is their version of a drug.”

he Oregon State Police’s recipe for catching poachers often starts with hauling a taxidermied deer into the woods, then waiting for somebody to shoot at it.

Inside: one massive taxidermied elk on the floor to the left of the door, and four taxidermied black tail deer hanging on the wall two by two, like a macabre display of Santa’s reindeer.

These mounted “decoys,” as OSP calls them, are illegally slain animals the agency recovered during poaching investigations. They’re taxidermied for the specific purpose of catching poachers. (Oregon law does not distinguish between shooting at a live animal versus a decoy.)

Warwick says the decoys are stuffed with foam, and the bigger ones—like the elk—weigh about 80 pounds. When it rains? Add another 30.

“It’s kind of a pain. You gotta carry this thing out into a clear-cut during the day,” Warwick says. “In fact, we had a trooper get a compound fracture last year carrying the elk decoy through a clear-cut. I guess that’s one of the dangers of the job.”

Poaching was classified as a class A misdemeanor in Oregon, which is punishable by up to 364 days in jail and a $6,250 fine. But in

2019, authorities busted a father-son duo from Longview, Wash., who led a poaching ring that killed dozens of big game animals and led to nearly 200 counts of poaching-related charges in Oregon and Washington courts.

“This was an organized killing spree,” testified Paul Donheffner, legislative committee chair for the Oregon Hunters Association, during the 2019 session. “They weren’t hunting.

They were out to destroy our wildlife.”

That case was part of the reason the Legislature in 2019 passed a pair of anti-poaching bills.

House Bills 3035 and 3087, co-sponsored by Reps. Ken Helm (D-Washington County) and Brad Witt (D-Clatskanie), changed poaching from a misdemeanor to a felony if the poacher is

found to have a “culpable mental state” or if the acts were committed “intentionally, knowingly or recklessly.” That means a maximum five-year prison sentence and a $125,000 fine.

In addition, HB 3087 allocated $4.4 million to fund an anti-poaching awareness campaign run by ODFW, the purchase of about 65 trail cameras, and the hiring of four OSP Fish & Wildlife troopers and a roving assistant attorney general to assist county prosecutors statewide in poaching cases, says ODFW’s Stop Poaching Campaign coordinator, Yvonne Shaw.

“Some very, very evil people—there’s no way other than that to explain it—they enjoy killing,” said Witt, a longtime hunter, in a recent interview with WW. “There is nothing more reprehensible, gut-wrenching, than people who kill for the pleasure of killing.”

One year after the legislation passed, state troopers interviewed a Philomath woman who described just the case they were looking for.

n March 2020, somebody submitted an anonymous complaint to OSP’s “Turn in Poachers,” or TIP, line. The tipster said Willy Hollings and his girlfriend Shannon Robinson had just broken up and that “he had

never known Shannon to hunt.”

That matched a hunch that state troopers were already following.

The previous November, Hollings brought the skull of an adult female cougar into an ODFW check-in station, as state law requires.

About a week after that, he brought in three more cougar skulls—all juveniles—that were killed in the same location as the adult cougar from the week before.

In Oregon, it is illegal to kill cougars with spots, or a female that is with them. The spots, which fade within about 18 months, indicate the animal is possibly still nursing.

So when Hollings brought in three juvenile cougar skulls but did not bring their pelts along with them about a week after bringing in the adult female’s skull and claimed two of the four were killed by his girlfriend, that set off alarm bells for department wildlife biologist Anne Mary Myers. Maybe these were cubs.

Investigators reached out to Robinson, who had left Hollings after 11 years and was willing to talk. During an interview on April 4, 2020, at the Philomath Police Department, Sgt. Andrews and two other officers questioned her about Hollings.

Robinson remembered him boiling a skull.

It belonged to a forked-horn buck. The do-it-yourself taxidermy technique melts flesh off of bone.

The memory of the submerged skull was one of several key details Robinson told investigators she had witnessed during the two years she and Hollings lived together under a red tin roof in their Philomath home, according to search warrant affidavits reviewed by WW. Robinson described guns on a wooden rack.

More in Hollings’ black work truck. At least 10 firearms total.

Freezers with meat of the mammals he’d killed and butchered. A deer in the bed of the black pickup. Two cougars. A spike elk. A black bear that Hollings wanted to get mounted because he killed it on the last day of the season and because “he was somewhat attacked by it after he initially saw it.”

She recalled an elk skull mounted on the wall in Hollings’ shop. Maybe it was the same one he had boiled, but it was hard to be certain. Especially with all the cellphone pictures of Hollings and his buddies posing with slain animals. Who had killed what became a blur.

Some of what Robinson described to police,

like an allegation that Hollings killed animals using her tags, was clearly poaching. Other instances may have qualified as legal hunting— except Hollings was convicted of a felony sex crime in 2005 and therefore prohibited from possessing a firearm.

Shortly after interviewing Robinson, state police determined they had enough evidence to search Hollings’ home, vehicles and electronic devices, and to analyze data from his iPhone— even text messages Hollings had deleted.

“Girlfriends, ex-wives—they come into play many times,” ODFW’s Melcher says. “In situations like this, the state police in many years have developed cases because an ex-wife or ex-girlfriend will tip them off.”

On April 8, state troopers served the warrant at Hollings’ home. They seized an iPhone and iPad, a Ruger .338 Magnum rifle, a spotlight, a gun silencer, 400 rounds of ammo, and the skull and antlers of a five-point bull elk.

The spotlight was particularly important.

Investigators allege Hollings used it to kill animals in the dark, either before or after work on the logging crew. Hunting is prohibited within 30 minutes of sunrise and sunset, in part because many big game animals are noc-

turnal. But spotlights are considered especially unsporting.

“It’s really taking advantage of their senses more than anything,” OSP’s Andrews says.

“Hunting is supposed to be somewhat fair. Lots of deer and elk, you shine ’em with a spotlight in the middle of the night and they just stand there and stare at you, and that’s not normal behavior for them.”

With a judge’s approval, OSP Detective Clint Galusha used Cellebrite, the Israeli surveillance company, to extract deleted text messages from Hollings’ iCloud account.

And in the cloud were hundreds of text messages between Hollings, Hamilton and Lisenby in which they discussed their activities.

That February, for example, Lisenby texted Hollings his recipe for an elk he had killed.

“Stuffed rear hind quarter for dinner…

Yummy yummy,” Lisenby wrote. “Just took it out of the oven…Took some main muscle sections cleaned them up slit them down the center. Filled them with cream cheese and jalapenos.”

“Oh my,” Hollings responded, seemingly impressed.

One texted photo was especially damning.

On Jan. 28, 2019, Hollings texted Hamilton and asked him to send a picture, presumably from earlier that day. Hamilton responded with photos of Hollings holding up a four-point elk.

It was not elk hunting season, meaning it was illegal to kill the animal at that time.

Hamilton added a message: “Fuck yea bro. wouldn’t miss it for the world.

You’re a stone-cold killer.”

rosecutors had more evidence beyond text messages. On April 25, 2020, police served warrants on both Lisenby and Hamilton.

At Lisenby’s house, they found 11 packs of elk meat, five packs of deer meat, three containers marked “broth” in his freezer, and a cougar claw.

At Hamilton’s, they seized four bear teeth, three elk antlers with skulls, and the antlers from a black tail deer mounted on a plaque.

Hollings pleaded guilty to all three cases against him. On Sept. 20, a Polk County circuit judge adjudicated his final case. The total punishment for the three pleas: one year in state prison, more than $40,000 in fines, and a lifetime suspension of his hunting license. Hollings started his sentence last month.

Hamilton awaits his second trial, slated for next April in Polk County, where he faces eight counts related to poaching. In his first trial, he represented himself. The attempt went poorly, especially when he tried to explain away the “stone-cold killer” text message.

During the two-day bench trial in Lincoln County, Hamilton gave a dubious explanation.

He testified that the elk was actually roadkill, hit by a van “driven by four or five Mexican guys.”

He claimed Hollings happened upon the carcass and then called Hamilton to drive an hour out to help him load it in his truck. In fact, Hamilton explained, the two were simply taking advantage of the state’s recent passage of new roadkill laws.

Lincoln County Circuit Judge Sheryl Bachart wasn’t convinced.

“You wouldn’t miss what for the world, a roadkill?” Bachart said at sentencing. “You took a picture of your buddy posing with the elk.

Actually, you provided the evidence that convicted him. It’s not the first time vanity, I guess, or ego, has sunk somebody’s ship.”

On June 3, Bachart found Hamilton guilty on both of his Lincoln County charges: one count of poaching and another of failing to appear in court.

“I should have got a lawyer,” he muttered to himself during sentencing.

Police may never know how long the poaching went on, or how many animals the crew killed illegally, beyond what was revealed in the scope of their investigation. Andrews says it’s hard to choose which act of theirs was the most egregious. “It was just the constant need for more,” he says.

As for the cougar cub siblings, Andrews theorizes that Hollings first killed the adult female.

general area, and I think he spotted them basically in a group together and shot all three of them,” Andrews says. “Some of that is speculation, but that’s my theory.”

So far, Lisenby is the only member of the trio to be convicted of a felony poaching charge (Hollings pleaded guilty to felony firearm charges and misdemeanor poaching charges.)

Andrews recalls a conversation he had with a longtime source of his, a logger. That logger told

him Lisenby was “the most prolific poacher that he’d ever known, and that we would never catch him,” Andrews says.

“And the fact that I had already been in this career over 10 years at that point, and I had never even met Nic Lisenby, definitely made me think that they’ve gotten away with it for a lot of years,” Andrews says. “And they were gonna continue getting away with it for a lot of years if something didn’t change.”

For a city bisected by a river, Portland has a shocking scarcity of fish sandwiches on its restaurant menus. Stop searching and head straight for Flying Fish Company. The 6-ounce fillet of steelhead is prepped simply and topped with a green confetti of slightly sweet cabbage and earthy kale doused in a piquant marinade of lime, jalapeño, cilantro and Arbequina olive oil. The dressing’s citrus is so bright, it will leave you vibrating like the first sunny, 70-degree day in spring.

Portland should have a conservatory. If you haven’t been to one—or never really paid attention during Clue—they’re like greenhouses but for leisure. In a city as overwhelmingly populated with plant lovers as ours and with such gigantic seasonal affective disorder complaints, a muggy glass house full of ferns might really take off.

Until that happens, though, Ann Lee’s comfortable yet somewhat Space Age ambience restaurant The Soop is the next best thing.

Located just around the corner from Providence Park on West Burnside, The Soop has certainly been mistaken, by more than one person, for a kitschy soup spot—it actually doesn’t have a drop.

Soop is a Korean word for forest, and when you visit, you’ll see why the name fits so well. Especially in the evening, The Soop glows with shades of warm magenta emanating from lamps hanging over microgreen planters in the kitchen and all around the restaurant.

“We grow green radish, purple radish, mustard greens, arugula, sprouts, sunflowers, pea shoots, and just lots of other lettuces,” Lee says, casually listing her crops.

Before she opened The Soop at the beginning of January 2021, Lee originally

thought about starting a farm. She’d always wanted to offer a microgreen subscription service, but she thought the land around Portland was too expensive. So, about five years ago, Lee started teaching herself about hydroponic farming, “mostly from the internet,” she muses.

Now Lee has a part comfort food, part grow house restaurant and an unconventional microgreen approach to dishes as dissimilar as bibimbap, chicken and microgreen nachos and even the BLT. The Soop’s BLT is easy to obsess over, due to the thick cut of smoked applewood bacon that it’s built around. Held firmly in place by generous applications of avocado, the fresh lettuces, sprouts and pea shoots poke out from beneath the toasted sourdough bread offering a delightful, fresh crunch. You’ll be thinking about it for a while after, and it poses quite a conundrum when all you want is that BLT but you also want to try the other dishes on The Soop’s menu.

One detraction: Against the freshness of the restaurant’s other produce, items not grown in house, like carrots, noticeably lack flavor. For that reason, The Soop’s microgreen bibimbap stands a little above the restaurant’s traditional version.

It’s strange to imagine fresh lettuce could make such a difference, but Lee has built her business around it. She’s even been running an unadvertised version of her original idea—a microgreen subscription service. For now, Lee has no great designs to hydroponically grow the rest of the vegetable kingdom, though she does grow new lettuces. She’s pretty into lettuces.

Tulip Shop believed in its fried fish sandwich so much that it put out a call to review it on its social media: “We’re still waiting on the #fishwich articles to come out.” So here we are.

Tulip serves up an impressively large, crispy 4-ounce rectangle of panko-breaded, perfectly flaky, Blue North wild Alaskan cod, served on a Dos Hermanos milk bun with tartar sauce, shredded lettuce and pickle. Pro tip from the bar: Add two slices of American cheese for $1.

With its tasteful ’70s nudie-pic décor and big velvet booths, the inside of the Vern was always the cool place to be. But when the pandemic hit, the owners annexed their little-used parking lot attached to the building and created a fancy fenced and covered outdoor dive-bar experience. A Friday night is an exercise in finding a picnic table to drink one of the rotating slushie drinks at, or buy pudding shots at last call for maximum hangover energy. While a few tables have gas fires in the center, most do not, so if in doubt, bundle up for the night. And don’t skip the tots.

Jojo’s signature Southern fried chicken sandwich was a classic the second the inaugural batch came out of the fryer two years ago: equal parts crispy and juicy; topped with vinegary coleslaw and a not so secret sauce of ketchup and Duke’s Mayo; big enough to bulge the eyes without forcing you to unhinge your jaw. Get yours today from the sky-blue cart tucked in the back of a parking lot next to John’s Marketplace. Few trips are as essential.

4. Holler

Holler was built on fried chicken, and the restaurant’s fish sandwich is “chicken-fried” so it essentially goes through the same process as the birds: buttermilk with a little Crystal hot sauce, then seasoned flour. Served on Texas toast with dill-and-fennel ranch, jalapeño jelly, butter lettuce and “Holler pickles,” the overall flavor profile of the jelly and pickles can strike some as too sweet. But the fillet itself— Riverence farmed steelhead—is both seriously crunchy and impeccably cooked.

5. Yonder

At Yonder, you can get your catfish dusted Nashville hot or with lemon pepper. Breaded in both rice flour and cornmeal, the wild kojicured Tennessee catfish comes on America’s best fast food sandwich bun, the Martin’s potato roll, with a pile of iceberg lettuce and what Yonder has dubbed “tartar slaw”—julienned bread-and-butter pickles, chives, dill and Duke’s Mayo. The fish is tasty, tender and crispy, but what really makes this sandwich memorable is the cheese. This is no slice of American à la Mickey D’s nor something implausibly exotic but, rather, grated Tillamook white cheddar cooked into a lacy frico. It adds both extra crunch and a piquant note that hits you in the nose before you can even taste it.

Complete with big-game trophies and carefully curated bookshelves just out of reach, this tavern in the heart of Mississippi is charming and warm in spite of its somewhat forced rustic décor. The patio, however, is the real gold nugget here, with two fire pits and a cozy, lush enclosure.

Throughout the pandemic, Bar Bar was our constant. With a covered patio, heat lamps and fire pits—that we were, for a time, forbidden to gather around—Bar Bar set the standard for distanced, gruff, lovable service. Now that things are a little more normal (though we’re still maskin’ and relaxin’), Bar Bar is back to setting the standard for live entertainment, top-notch burgers and a warming, rotating tap list that always has something surprising.

4. Thunderbird

The menu at Thunderbird, one of Portland’s favorite vegan bars, is loaded with meat alternatives, from the Thunder Beyond Burger to poutine doused in vegan gravy and cheese.

The drink menu is well stocked with classic and inventive cocktails, plus rotating slushies like strawberry daiquiri and amaretto sour.

Vegan or not, come here for the laid-back atmosphere—with two covered patios filled with rows of blue picnic tables, finding a seat is rarely a problem.

5. Landmark Saloon

If you’re from a small country town, the Landmark will remind you of your hometown bar—a little grimy, a lot drunk, and always a ton of fun. The slightly ragged but highly functional outdoor space is covered in a perpetual haze due to the meat smoker in the corner, and the vibe is perpetually boisterous—those with rural pasts will feel a twinge of nostalgia for the bonfire you and your friends would spend every weekend at in high school.

A Grape’s Tale

The new Switch game by local developer Picogram invites you to inhabit a fruit-focused Animal Crossing-like world with more fights.

If you like slasher puzzles and helping out sensitive neighbors—who are probably talking about you on whatever this video game world’s version of Nextdoor would be— consider the fusion of farm sim-meets-fight and forage that is Garden Story.

Recently released on Steam’s and Nintendo Switch’s marketplaces this past August, Garden Story was developed by a Portland game maker and distributed by Rose City Games, making it a thoroughly Portland-made game.

Filipino digital artist Picogram started working on Garden Story in 2018, about a year before they connected with RCG. “They help with distribution and development, but the hands-on work and direction for the game stayed with me,” Picogram tells WW. “I talked with a few publishers, but ultimately went with RCG because they were local, and I wanted to be involved locally.”

Community-focused narrative is a highlight of the game—obviously important to the game’s creator—and most of the central character’s quests come at the pleading of a produce-populated village called Spring Hamlet, where Concord, a young grape and the game’s main character, lives.

In the not too distant past, a giant, mana-spouting tree that sustained the hamlet, its Smurf-like inhabitants, and the larger world fell prey to a blight that everyone calls Rot. In a plot that feels like it predicted the pandemic era, disease and climate change run rampant through Spring Hamlet—leaving its infrastructure on the verge of collapse.

Concord is chosen to be Spring Hamlet’s new guardian, following a familiar, day-by-day, fight-and-forage gameplay.

Quests and side missions revolve around completing tasks: simple village maintenance, activating puzzle bridges, or swapping supplies with villagers.

Along the way, Concord meets a frog named Rana (a wise-mouthed spiritual cousin of Hello Kitty’s Keroppi); a tough, aviator cap-sporting cherry called Maraschino, who guards Spring Hamlet’s shores; and the aloof, Brooklyn-accented fungi refugees from Autumn Town.

Concord’s neighbors are classic Portland passive-aggressive. Your predecessor Plum coddles you, while several other residents talk down to you as they openly doubt your abilities.

Though players are encouraged to complete tasks in their own time, they’re often reminded that Spring Hamlet is used to “making do” if tasks aren’t completed. However, if Concord loses all health without completing the daily tasks, you’re reminded exactly how neighbors suffer the consequences. This interface feels like a manager saying, “It sounds tough that you died,” then following up with “When can you clock in for your shift?”

Garden Story offers a satisfying ratio of dialogue to playtime, with sufficiently challenging villains and bosses. The game’s score, by local composer Grahm Nesbitt, who’s also scored Picogram’s free browser titles P.E. Noire and Planet Pain: Hyper-Conflict—compounds the game’s vintage-inspired graphics, shifting dungeon formats giving the game-

play the mixed feel of Animal Crossing Crossing, Harvest Moon and classic Pokémon.

Another interesting note: As Garden Story’s main character, Concord doesn’t express a gender—being a grape and all—which seems like a casual reflection of Picogram’s own identity.

Picogram is nonbinary, uses they/them pronouns, and goes by their artist moniker—for reasons both creative and personal, but mostly related to the harsh realities of working in the gaming industry. “It can be a little volatile,” Picogram says. “As opposed to working solely under the brand of a studio, making games as an individual opens up a lot of windows to personal griefing.”

Though initial reviews complained about the game’s buggy qualities, newly released patches weeded out technical problems, freeing players to root themselves in Garden Story’s world.

1. Historian Heather Cox Richardson She does these daily written missives, and you can sign up for them via email.

She’s a historian who lives in Maine, and she calls her daily letters “Letters From an American.” It’s political commentary with historical context. I have found her perspective to be really helpful in making sense of what’s happening in the world. I want the best for us and I’m scared for us as a country.

2. Mary Oliver’s Poetry I grew up with the natural world all around me: fishing in small streams with my dad, working in the berry fields every summer like all of us farm kids did, climbing trees, swimming in the creek. Mary Oliver’s poetry takes me back to the natural world and helps me see it more clearly, whether it’s a bird or grasses.

3. Edward Albee Who’s Afraid of Virginia Woolf ? is my favorite of his plays and the one that I go back to most. I remember watching the film, which is quite good, and not being able to turn it off, even though, three-quarters of the way through, I had to go to the bathroom. I write nothing like him—zero percent like him. But I really love his fierce, fearless appraisal of our absurd world and human frailty.

E.M. Lewis

The Magellanica playwright discusses her many passions, from Who’s Afraid of Virginia Woolf ? to Star Trek.

If you know the wild work of playwright E.M. Lewis, you might be surprised that she recently worked on the romantic comedy web series Duck Harbor.

“Very much a change of pace for me, because I really am more frequently either ecological or sociopolitical or mining the darkness,” Lewis laughs. “It was really fun to write a romantic comedy and say, ‘What happens if we try and get these two people together?’”

“Ecological,” “sociopolitical” and “dark” are fitting descriptions of some Lewis plays, but they don’t convey the scope of her genius. With the tenacity of an anthropologist and the splendor of a symphony conductor, she burrows into the emotional lives of her characters, daring us to follow them everywhere from Antarctica in Magellanica to the Malheur National Wildlife Refuge in the upcoming The Great Divide.

2021 continues to be a busy time for Lewis, whose many new projects include Apple Hunters!, a play about detectives searching for missing apple varieties. Yet she found time to discuss seven things that she considers essential in her life—a list as varied and vibrant as her work.

4. Star Trek I like Star Trek because there’s this sense of ourselves as explorers, joy, discovery—and also because of some of the philosophy that’s baked into it, like Infinite Diversity in Infinite Combinations, the Vulcan motto. And I still think that there’s something there for us—to be appreciative of the differences of each other and what beautiful music we can make together when we come together with folks who are different from us.

5. The Farm The farm is right here in the Willamette Valley, about an hour south of Portland. It’s a fourth-generation farm, so it’s where I grew up, but it was my great-grandparents’ farm—they bought it when they came out from Wyoming. It was a little bit of a scary decision coming back to the farm after moving away. I missed so much about Oregon, but at the same time, I worried, “Will I disappear?” But I did move here. And the opposite has been the case.

6. The Theater Community That’s the whole thing about theater, right? You’re telling stories with other humans in the room, both the makers and the audience. I love it so much, this old-fashioned art form that I believe will speak forever to the human heart, because nothing is quite like being with each other, telling a story.

7. Working From the time when I was young and trying to make sense of a complicated world, telling stories on the page helped me. It gave me a safe place to figure things out, and it continues to do that.

It gives me a place to ask all the questions I have that I don’t know the answers to—and let me tell you, there are a lot. And those are the ones that end up being plays.

Listening recommendations from the past, present, Portland and the periphery.

SOMETHING OLD Of all the collaborations between older blues musicians and younger countercultural envoys that took place in the early ’70s, the inevitably titled Hooker ’n Heat may be the best.

John Lee Hooker’s dark-comic narratives and percussive guitar work are as much reason to descend into its double-disc sprawl as his camaraderie with Canned Heat leader Alan “Blind Owl” Wilson, a scholar of American music who’d been backing up blues musicians since his teens and whose harmonica playing Hooker himself marvels at on tape.

SOMETHING NEW The Heart Pumps KoolAid, the new collaboration between Seth Graham and More Eaze, fuses genres with the all-in-one-pot furor typical of Graham’s Orange Milk label—black metal vocals, moments of orchestral beauty, somber saxophones, Auto-Tuned crooning. But the overall impression isn’t of digital overload but of a mournful stillness: “the expression of Midwestern sadness.” It’s one of the year’s most poignant song cycles, clearly meant as an all-encompassing masterpiece yet somehow quiet and unassuming.

SOMETHING LOCAL Soul Ipsum celebrates the beauty of basketball on his new Charity Stripe EP. The four tracks, plus a breakbeat-happy remix by Chicago crew Purelink, capture the acrobatics and dynamism of basketball with their fleet beats. Meanwhile, the big, overlaying jazz chords hint at the game’s more sentimental aspects: the fond memories formed while playing, the camaraderie with your fellow players, the possibility that one of you might become a star. It’s also worth noting that 50% of the EP’s proceeds go to Urban League of Portland.

SOMETHING ASKEW As Huerco S., Kansas City producer Brian Leeds makes mossy, mysterious ambient techno—but under his Pendant moniker, he wanders darker territory. The new Pendant album, To All Sides They Will Stretch Their Hands, seems easy enough to drift off to at first—its lengthy, horizontal tracks sprawling into nowhere.

But as the noisier second half crashes in, we can go back and hear tension in those early tracks where we once heard calm and quiet. The usual reassurances of ambient music do not apply here.

When Claude Got Shot This PBS documentary traces the legal, political and existential fallout of a car-jacking run amok. Director Brad Lichtenstein mines power from the granular experiences of law student and father Claude Motley, who’s violently wounded while visiting his old stomping grounds in Milwaukee. What separates When Claude Got Shot from your average crime docu-journalism is watching Motley and his family tirelessly process the crime while judicial, health and municipal systems render the perpetrator and victim all but inscrutable to each other.

Pho the People Soak up this short about Portlander Maryam Tu on a cold morning, and the steam of her enormous soup pot may send a tremor of phantom warmth up your spine.

That level of bone-deep nourishment is part why Tu, a first-generation Vietnamese American, started her own pho business amid the pandemic. Bask in the activism, labor, culture and generosity behind the broth.

Nisqually Moving Forward Conceived as an Oregon State University journalism class project, Caleb Jacobson’s short touching on the Nisqually Tribe’s fishing rights is indebted to tribal legend Billy Frank Jr., who died in 2014. Here, we find the treaty rights activist’s son, chairman Willie Frank III, piloting the Nisqually River’s shallows and obstructions while ruminating on legacy, leadership and his people’s lifeblood. The documentary’s most powerful moments see Frank III speaking toward the water rather than the camera.

We all know the story: Bella Swan (Kristen Stewart) moves to Forks, Wash., and falls for the brooding Edward Cullen (Robert Pattinson), who turns out to be a vampire. Shot in the Portland area, this supernatural melodrama is an indisputable Pacific Northwest classic; sorry haters! All hail the Twilight renaissance! Screens in 35 mm. 5th Avenue, Oct. 8-10.

Ginger Snaps (2000) In this gruesome coming-of-age creature feature, two death-obsessed teenagers (Emily Perkins and Katharine Isabelle) find their sisterhood tested when one of them is attacked by a werewolf, catalyzing a bloody transformation that’s even more disturbing than the horrors of puberty.

The Bird With the Crystal Plumage (1970) LETTERBOXD

In its heart of hearts, no community-centered film festival wants to go virtual. But if it must migrate online—as Portland Film Festival has for another year—it might as well blow it out.

Expanding to a full month of programming (Oct. 6-Nov. 8) and approximately 320 titles, one of Portland’s staple festivals is attempting to maximize its online format. From centerpieces like Women Is Losers, to international documentaries like Africa & I, to Portland features like Sing to Me Sylvie, its offerings have increased by more than 100 from the previous year and doubled from two years ago, notes director of programming Joe Stevens.

“We wanted more content available,” he says. “You can’t just have 100 films running for 30 days. People would burn through them. We tend to have a lot of people who sit down and watch 10 films in a row.”

This year’s festival blocks are sectioned by identity—Black Voices, Indigenous Voices, LGBTQIA+ Voices, Veterans’ Voices—but also extend to specific themes and experiences like Voices of Mental Health. That organizing principle ensures programming diversity, but Stevens says it’s just as much about categorical clarity for the home viewer, who can watch many of the films for free with Xfinity X1 or Xfinity Flex packages. Films à la carte are generally $10, full festival passes run $100, and the VIP experience is $250.

“Online,” Stevens adds, “we find people tend to like to know what they’re walking into.”

While human interest stories of the pandemic appear up and down the selections, Stevens says the festival scrapped an idea for a COVID-19 film block. Not wanting to give a virus programming clout, he’s impressed by filmmakers processing the pandemic in ways beyond its blunt tragedy, as in the debt-collecting short comedy CoVIG 19.

“Things are starting to lighten up as people get accustomed to the way things are,” says Stevens. “Artists are trying to make movies again, things that are relatable.”

Instead of spending October hopping from projection booth to booth or milling around theater lobbies to poll audiences, Stevens and company will tend to screening metrics, Facebook reviews and online festival elements like ticket-capping and geo-blocking. “[Virtual] is a different experience,” Stevens says, “but it’s what we have to do.”

While director Talia Lugacy’s overall style of docu-realism is commonplace at indie film festivals, the way she fragments scenes of veterans reckoning with post-traumatic stress disorder, embraces auditorily ambient counseling sessions, and unifies her actors creates a rare naturalism.

Performers Sam Adegoke, Danny Ramirez and Lugacy herself adopt mirrored and distinct body language, often pacing on some mission to nowhere, eyes averted. But the real star of this vet therapy story is the therapy method—a papermaking studio, where vets shred and soak their old uniforms into pulp for artistic expressions of who they’ve become.

No Time to Die The essence of James Bond is iteration, evolving just enough to survive new eras rather than conclude—just like the Cold War, Hollywood machine and patriarchal framework that birthed the character. So it’s an unprecedented position in which No Time to Die finds itself: belting out a nearly three-hour swan song to Daniel Craig’s chiseled, well-meaning, haunted 007. Director Cary Joji Fukunaga (Beasts of No Nation) breaks visual ground in the enchanting blues and purples of nocturnal Cuba and Jamaica set pieces, and bursts of eerie emotional tension stamp his trademark on action set pieces. Meanwhile, stellar supporting actors like Ralph Fiennes (M), Jeffrey Wright (Felix Leiter) and Naomie Harris (Moneypenny) savor their chemistry with Craig to the last sip. Of course, No Time to Die was literally and figuratively meant for two years ago (delayed

by COVID-19), when its plot line about weaponized contagions wasn’t so gutting, when villain Rami Malek’s dead stare and monotone whispering wasn’t such tired schtick. More impressive than fun, this 25th Bond outing wraps the Craig years with all the heartache (for Léa Seydoux’s Madeleine Swann) and visceral ass-kicking he’s cultivated since Casino Royale. Always in pain, always trying to quit, Craig’s Bond was the only 007 who saw his end from the very beginning.

In a sublime scene in Blue Bayou, Antonio (Justin Chon) lets his friend Parker (Linh Dan Pham) ride on the back of his motorcycle without a helmet. Parker has terminal cancer, and as they ride through the night, the wind blows off her wig, leaving her head bare. It’s a moment of both freedom and vulnerability—two forces that define Antonio’s existence.

He’s a Korean immigrant who was legally adopted and raised in the Louisiana bayou, but is now being threatened with deportation because of a cruel technicality that could tear him away from his wife, Kathy (Alicia Vikander), and his stepdaughter Jessie (Sydney Kowalske). To watch Blue Bayou, which Chon wrote and directed, is to understand everything about the lives of its characters—the food they eat, the vehicles they drive, the emotions that ripple through their souls.

Thousands of real-life international adoptees have suffered the same fate as Antonio, but the film conveys the horror of that reality through the beauty of its intimacy.

How could anyone who has watched Antonio and Jessie running together at blissfully breakneck speeds believe they should be parted?

Nothing in Blue Bayou—not family, not friendship, not work—lasts forever, but the film reminds you that the things that are finite are the things most worth fighting for. R. BENNETT CAMPBELL FERGUSON. Fox Tower.

The Alpinist This compelling profile of climber Marc-André Leclerc comprises a mountain of existential contradictions.

Leclerc’s winningest attribute is his indifference to attention while The Alpinist pours it on.

And against all odds, this is a gripping adventure documentary despite Leclerc defining his improvised solo climbs as completely solo, i.e., largely unfilmed. What’s more, can documentarians really tell an ethical nonfiction story in a retrospective present tense when the shallowest Google of the subject’s name transforms the story? In any case, The Alpinist is wise to invest so deeply in Leclerc that he can’t resist its affection and insights. The almost shamanistic British Columbian is depicted as a climber’s climber, practicing the purest expression of human move-

ment and risk. Granted, some voice-over flourishes by directors Peter Mortimer and Nick Rosen land as both pretentious and naive: “It’s hard to reconcile the ideals of his ascents with the tragic consequences.” Counterpoint— no it’s not. Maximal life and instant death dwell together in each of Leclerc’s fearless steps. And though audiences who like to stay on the ground and, let’s say, watch a lot of movies may deem The Alpinist in the shadow of Free Solo, climber Alex Honnold is here too, repeatedly testifying to Leclerc’s mixedmethod supremacy on snow, ice, rock and in the undiluted philosophy of climbing itself.

Shang-Chi and the Legend of the Ten Rings In the 1970s, when a floppy-haired Bruce Lee lookalike named Shang-Chi first graced the cover of his own Marvel title, comic book crusaders seemed destined to follow radio cowboys and dime novel detectives into the dustbin of cultural oblivion. The struggling publisher responded by feverishly refashioning the heroes of trending genres (horror, blaxploitation, space opera) in the Mighty Marvel Manner, typically disappointing fans all around. But Shang-Chi, Master of Kung Fu, forged an odd yet successful kinship with bloodless ultraviolence, pulp grandiosity and an inane origin story endlessly explained. Shang-Chi and the Legend of the Ten Rings completes the circle, bringing the dispossessed son of an alien-bracelet-empowered warlord to the big screen, and somehow, this latest iteration of a pointedly two-dimensional martial artist avatar reaches undeserved depths. Credit goes to the bulletproof MCU template, of course. But shove the equally athletic and comedic newcomer Simu Liu (as Shang-Chi) between the looming presence of legend Tony Leung Chiu-wai (playing Shang-Chi’s father) and comic relief Awkwafina (as Shang-Chi’s confidante/ karaoke buddy), and you’ve got the makings of an excellent cast that propels the film to another level. True believers should be more than satisfied with the punch-’em-up choreography effortlessly pivoting from balletic bouts to Wick-ian technique to fated CGI spectacle. Somehow, still,

director Destin Daniel Cretton (Just Mercy, Short Term 12) finds space to let blossom a genuinely touching emotive backstory for our immortal archvillain and a (however fleeting) fresh perspective on a martial arts master. PG-13.

The Universality of It All The Universality of It All is the debut documentary by Andrés Bronnimann, a Swiss-Mexican-Costa Rican director and producer. The film, which took nearly two years to make, is a study of human interconnectedness as explored through the eyes of the director’s best friend, Emad, a Yemeni refugee living in Vancouver, Canada. The question driving Bronnimann’s project: How did two people with such different backgrounds become so connected? He starts to answer that by explaining how the two met in college in 2013, which instantly grounds the film in a relatable space before taking the audience on a voyage through some of the global events that defined that era. The Universality of It All touches everything from the Yemeni Civil War to the 2016 U.S. election to the great Costa Rican and Nicaraguan migrations. Bronnimann artfully lays out how those experiences contribute to our current migration trends by employing infographic aids and interviews with experts.

But rather than presenting the information academically, Bronnimann artfully shoots imagery that pops off the screen like moving Life magazine photographs that provide emotional weight, and the narration is hushed but sincere. While this isn’t a documentary that follows traditional journalistic standards, it certainly gives us context worthy of any equation used to come to a conclusion about global migration. NR. Dear Evan Hansen Is Evan Hansen a teen tormented by anxiety, isolation and depression? Or a con artist masquerading as the best friend of a boy who killed himself? The answer is simple—he’s both. Humans crave characters who are easy to adore or despise, but when Dear Evan Hansen debuted on Broadway in 2016, it defied that dichotomy, becoming a blockbuster musical and winning six Tony Awards. The movie mines the play’s ambiguous

magic by bringing back original star Ben Platt as Evan, who is so lonely that he invents a history of bromance between him and his dead classmate Connor (Colton Ryan). Connor’s parents (Amy Adams and Danny Pino) accept Evan as a surrogate son, but he’s haunted by guilt—and the truth that his deception may be all that’s keeping him from ending his own life. Dear Evan Hansen diehards will be delighted by the film’s heart-expanding performances of songs like “You Will Be Found,” but not by the ending, which radically revises the story so Evan can atone for his lies. In the play, the greatest act of penitence wasn’t apologizing. It was living honorably in the wake of your mistakes, an idea the film fails to understand. The result? An adaptation with the shape of Dear Evan Hansen, but not enough of its sad, strange and beautiful soul. PG-13. BENNETT CAMPBELL FERGUSON. The Eyes of Tammy Faye In the most absurdly erotic scene in The Eyes of Tammy Faye, Jim Bakker (Andrew Garfield) tells his future wife Tammy Faye (Jessica Chastain) how he found God. He claims that after running over a little boy and rupturing his lung, he vowed to devote his life to the Lord if the child lived.

When the story is finished, Tammy Faye is so enraptured that she practically orgasms, proving that religion is an aphrodisiac for the pair—at least until they get lost in greed and the film develops a case of the biopic blahs.

During the ’70s and ’80s, the Bakkers ruled PTL, a televangelist empire that created a Christian water park, concealed Jim’s infidelity, and swindled its followers out of millions. Their marriage was an epic saga of capitalism, faith and sex, so it’s no surprise that The Eyes of Tammy Faye tries to cram in decades of gaudy details.

By trying to show us everything, the film risks saying nothing, but it’s somewhat salvaged by Chastain’s eerie sincerity and Garfield’s trademark smirk, which gives new life to the old joke that PTL stood for “pass the loot.”
