Blain to lead council COUNCILLOR Ben Blain was elected mayor of Warrnambool City Council this week.

126 Manifold St, Camperdown. 3260 Telephone (03) 5593 1888

Cr Blain, who was the sole nomination, succeeds outgoing mayor Debbie Arnott. “I would just like to say thank you to my fellow councillors, especially Debbie for the last year as mayor,” he said. “I’d like to make the commitment to Warrnambool to work as a team, with this council, to progress the city. “I look forward to working together to deliver for Warrnambool. “Coming into this last year of our term we’ve got the Aquatic Strategy, we’re working towards that to get a new pool; Brierly Reserve, it’s on the boil, it’s coming through; key worker housing is going to be another key focus for our city – we’re struggling to fill the roles that we have. “We’re working towards what’s going to happen with the saleyards site. Hopefully we can get that done over the next year and hopefully build on the facilities that we already have there like the basketball courts.” Cr Blain said he was “really keen” to see the West Warrnambool Neighbourhood House project delivered over the next 12 months and he would be pushing to get funding to try and protect the breakwater. “I look forward to working with councillors and Andrew as the CEO, and directors and staff to continue to progress Warrnambool and keep doing the best we can to keep Warrnambool one of the most special places to live in the country and the only way we are going to do that is by working together,” he said. It is believed 34 year-old Cr Blain is Warrnambool’s youngest mayor. Past mayor Cr Vicki Jellie was elected deputy mayor, also unopposed.

MEMBER for South-West Coast, Roma Britnell has called on Minister for Planning Sonya Kilkenny to reject the amended planning permit for the Woolsthorpe wind farm.

The wind farm’s planning permit originally had wind turbines up to 168 meters in height, leaving them clear of the flight path for the nearby Warrnambool Airport. However, the height limit has been amended by the Labor Government’s planning panel to allow towers up to 230 meters in height, representing a 40 per

While the panel stated that CASA could raise the minimum safe operating level to accommodate the wind turbines and allow aircraft to operate, it appears unlikely CASA would allow such a situation to occur, as this could potentially place lives at risk. “Warrnambool airport is home to Ambulance Victoria’s HEMS4 Helicopter,

Rally gathers to DESPITE Sunday’s cool and blustery conditions along the Warrnambool Breakwater, a large crowd gathered to voice their concerns over proposed seismic blasting in coastal waters along the Great Ocean Road. The Gunditjmara-led Southern Ocean Protection Embassy Collective (SOPEC) were joined by a large contingent of supporters from across the south west – many carrying placards and some dressed as colourful marinelife – all eager to voice their concerns. A proposal to conduct seismic blasting in coastal waters spanning the length of the iconic Great Ocean Road coastline and beyond, across the whole of Gunditjmara sacred lands and sea country, has been met with opposition from several local community members along with marine biologists, environmentalists, First Nations groups, fishermen, swimmers and surfers. The seismic blasting is commonly used to identify resources beneath the ocean floor, blasting powerful sound waves that have been shown to negatively and harshly impact marine ecosystems. Gunditjmara Whale Songline custodian, Yarran Couzens Bundle, led the fight to protect Sea Country in Warrnambool this weekend.

When you’re ready to choose a Home Care Package provider, La Bella Life is here. Owned, managed and staffed by locals right here in Warrnambool Providing quality, consistent care across the South West Low fees to allow the most value from your Home Care Package

The protest comes just four years after Warrnambool came out in record numbers to support the successful Fight for The Bight campaign, which saw the Norwegian oil and gas giant, Equinor, withdraw from the area. “Seismic blasting companies are not genuinely engaging with or understanding traditional custodians and their deep reciprocal kinship relationships with Sea Country,” Yaraan Couzens Bundle, Gunditjmara woman and Whale Dreaming Custodian said. “Traditional owner consultation is never about if a project goes ahead, only how and when. “Consultation is not consent. In Gunditjmara country, seismic blasting can never coexist peacefully with ancient living creation Songlines and our sacred traditions.” According to Ms Bundle, no environment plan, put forward by any company, can truly measure the irreversible damage done by seismic blasting and then drilling into the ocean floor. “Many significant Southern Ocean species from the plankton families, including the southern rock lobster to other species like the short-finned eel and southern right whales, have been blatantly dismissed and their rightful place in their own habitats is shown to come last for consideration.”

Advocacy continues in ACT MOYNE Shire’s advocacy agenda continued last week, with mayor Karen Foster and CEO Brett Davis holding meetings with key federal government stakeholders in the national capital. Meetings were held with Minister for Regional Development, Local Government and Territories Kristy McBain, Member for Wannon Dan Tehan and senior advisers to Minister for Energy and Climate Change Chris Bowen and Minister for Agriculture Murray Watt. Cr Foster said it was a productive day with plenty of important discussions taking place. “We have a clear advocacy agenda at Moyne and we took the opportunity to keep those priorities at the front of mind of ministers and their advisers,” she said. “Key projects like the Koroit Township Renewal, our worker cabins and other facility and infrastructure upgrades were all discussed as well as the impact of renewable energy and the need for a better deal for our communities. “We invited each minister to visit Moyne in the future and felt we had a positive response to our priorities and our concerns. We would also like to thank Dan Tehan and his team for hosting us for the day.”

Cr Foster said the Canberra trip followed the previous week’s Municipal Association of Victoria State Council, where Moyne Shire successfully moved three motions. The motions related to the undergrounding of new transmission infrastructure, calling on the state government to reinstate a road funding program to assist local government and establishing a set of community investment standards for renewable developments. “These are all key issues for our community and communities across Victoria, so we put forward these motions asking for them to be included in MAVs advocacy to government,” she said. “I’m pleased to say they were all supported.” Cr Foster believes the roads issue is important. “The former Coalition Government had a program called Country Roads and Bridges which was then altered to become the Fixing Country Roads program under the current Labor Government,” Cr Foster said. “Those funds allowed local governments to apply for funding to support works on our local road improvement programs, but when that funding was exhausted in 2019 the program wasn’t reinstated.” Cr Foster called on the government to

Car enthusiats brave the weather NOT even Warrnambool’s cold, wet and windy weather could deter a group of motoring enthusiasts last weekend. The Show and Shine event, held at Lake Pertobe on Sunday, attracted about 45 cars including the Triumph TR2-TR8, Spitfire, MK1 and MK2 sedans and a Dolomite Sprint. A number of local interest cars from the Warrnambool and Districts Historical Vehicle Club – whose members also helped run the event – were also on display. Unfortunately for organisers Warrnambool’s varied and unpredictable weather may have kept large crowds away, however those who did attend enjoyed the opportunity to take a closer look at the vehicles on display.

Info sought on past businesswomen DID you, your mother, grandmother, aunt, sister or female cousin run a business in Warrnambool before 1980? Dr Catherine Bishop is researching a history of Australian businesswomen since 1880 and Warrnambool is one of her focus towns. Historian Dr Catherine Bishop is the award-winning author of Minding Her

Own Business: Colonial Businesswomen in Sydney, Women Mean Business: Colonial Businesswomen in New Zealand, and Too Much Cabbage and Jesus Christ: Australia’s ‘Mission Girl’ Annie Lock. She is looking for stories of women in business – for tales of publicans and shopkeepers, pharmacists and photographers, farmers and physiotherapists.

Businesswomen include those who had part-time enterprises, who were involved in family businesses and who had ‘side-hustles’. “I’m also keen to hear about women who were conwomen, brothel keepers and bookies … surely there must be at least one of these in Warrnambool’s rich history,” Dr Bishop said. Dr Bishop is in Warrnambool until November 8 and will be delving into the

archives at the Warrnambool Heritage Centre as well as giving some talks. She will be at the RHSV Regional Seminar tomorrow (October 28) and at the BPW dinner on November 7. Dr Bishop also wants to hear from anyone who has information about entrepreneurial women in Warrnambool’s past. If you can help please contact her at Catherine.Bishop@mq.edu.au.

Caring homes needed

WITH a vision to end cruelty to all animals, to improve animal welfare and to support owners with their pets, the team at Warrnambool RSPCA is second-to-none. Jordan Waters and her staff, together with a band of dedicated volunteers, work hard to not only ensure the animals in their care are well looked after and well treated, they also do all they can to keep them happy and content. “We all absolutely love animals and it breaks our hearts to see or hear of any who have been mistreated,” Jordan said. “With kitten season fast approaching, we are heading into a really busy period when it comes to finding new homes for an influx of kittens, along with our usual number of cats, dogs, rabbits, guinea pigs – all creatures.” While some animals are reluctantly surrendered by owners who can no longer care for them due to a variety of unseen circumstances, some are handed over to the RSPCA due to mistreatment or neglect. “At the moment we have more than 30 dogs here at Warrnambool and several cats but we expected the cat and kitten numbers to increase to well over 100 throughout spring and summer,” Jordan said. “We are desperate to find new homes for these animals; some we have had here for a relatively long period, including two-year-old German Shepherd Kelpie Dexter who has been with us for over 80 days. “We would love to find Dexter, and others here, a kind, loving and supportive forever home.” The Warrnambool RSPCA would love to hear from anyone who can provide shelter, food and a loving home. Simply call in to the centre in Braithwaite Street, Warrnambool, or phone the team on 5561 2591.

‘Walking off the War Within’ FLETCHER JONES MARKET

YOUNG and old are invited to join this Sunday’s ‘Walking off the War Within’ walk at Warrnambool’s Lake Pertobe.

Registrations for the walk will open at 7.30am, with the event scheduled to start at 8am. It is hoped the walk will shine a light on mental health and help fight depression and post-traumatic stress disorder. ‘Walking off the War Within’ is held in memory of Nathan Shanahan, a returned soldier and firefighter – along with other fallen servicemen and women who have taken their own lives after battling mental health issues. The walk is for emergency services personnel, Defence Force personnel and members of the public to come together to share the burden and march as one. Nathan was a strong advocate for

mental health and PTSD who, sadly, lost his own battle in December 2016. He created the image of a soldier with a shadow on his back, and walks right across Australia are now a way to ensure Nathan’s legacy continues. In April 2015 Nathan walked from Mildura to Adelaide with a 20kg pack to raise awareness and funds for PTSD and depression. That was his ‘Walking off the War Within.’ All participants in this Sunday’s walk are encouraged, where possible, to wear their colours or uniform to display a united front. Following Sunday’s walk there will be a free family picnic and concert from 10am-3pm at Lake Pertobe. A free sausage sizzle, petting zoo and face painting will also be on offer while several musicians keep audiences entertained.

THE thrill, smells and nostalgia of steam engine power will be on show this weekend when the steam locomotive R711 and diesel S313 roll in to Warrnambool this Saturday. The locomotive will thunder towards Warrnambool from Melbourne’s Southern Cross Station. It will head out of the city in the morning, picking up passengers at Werribee before an express run to Geelong. After a short stop at Waurn Ponds to pick up the last passengers, the engines will make easy work of the line as they pick up speed and head towards the volcanic plains of Camperdown and then on to Warrnambool. For those not making the train journey, its arrival in Warrnambool (expected to be shortly before 1pm) will no doubt be a great spectacle. The train will spend around three hours at the station before departing for its return journey at 4.30pm.
