SANParks concerned about mine SANParks are also concerned about the proposed phosphate mine at Elandsfontein and its possible impact on Langebaan Lagoon.

Willem Louw, SANParks manager: park planning and development, on Friday told members of the Park Forum that SANParks are cautious about this project. In national and social media concern have been expressed about this project’s impact on the environmentally sensitive area where the mine is planned. On Facebook a petition is doing the rounds and at last count it was allegedly signed by more than a thousand objectors. The Elandsfontein mining project falls within the park’s buffer zone near Hopefield, an area of critical biodiversity, and is situated on top of two groundwater bodies, the Elandsfontein and Langebaan aquifers, one of which is believed to feed into Langebaan Lagoon. Louw explained that the mining company currently proposes to disturb water in the top layer of the Elandsfon-

tein aquifer for the phosphate mining proces The Elandsfontein aquifer consists of two layers of water, separated by a thin clay layer and feeds into the Langebaan Lagoon. Louw said the mine would have to careful that they don’t penetrate the clay layer and pollute the aquifer and/or cause water levels of the lagoon to drop. However SANParks appear to be cautious to appear too antagonistic. Louw has since told Weslander that specialist studies undertaken by renowned wetland expert Toni Belcher indicated that the proposed Elandsfontein mining activities will not negatively affect the Langebaan Lagoon and surrounding farms and land users. He also highlighted the 400 job opportunities that the mine project would bring. Forum member Jaco Kotze told the forum the water issue may be resolved should the Elandsfontein mine consider using treated sewerage. Elandsfontein Exploration and Mining (EMM) are currently in the process of applying for mining rights.

Microlights to help combat crime Crime fighting in the West Coast National Park is taking to the skies. Capt Noel Minnaar confirmed that the Langebaan Police now have an agreement with the Saldanha Airfield for assistance . Microlight pilots may be asked from time to time to assist with aerial patrols of the park. Theft and housebreaking over the last months, especially in Churchaven, have become a problem.

The hamlet is 45 km from Langebaan, making police patrols difficult, and it is suspected that the perpetrators hide for several days in the veld, before and after break-ins. Low flying aerial patrols is thought to be more effective than land patrols. The airfield will obtain permission from the Langebaanweg Airforce Base for every aerial patrol.

Minus heupbeen, maar Piet loop TRISH GOOSEN Dié kat het sowaar nege lewens ... Ná iemand op hom geskiet het met ’n .22-geweer en hy onder die mes moes deurloop om ’n gedeelte van sy heupbeen te laat amputeer, is Piet weer katjie van die baan – Langebaan om presies te wees. Piet se eienaar, Alta Dednam, het vertel Piet het amper sy been verloor, maar dr. Derette Kotze van Longacres Animal Hospital het ’n plan gemaak om die been te red. Die koeël het deur die boonste gedeelte van sy been gegaan en die femur is redelik skade aangedoen. Omdat Piet nie baie swaar is nie, is ’n operasie gedoen waar ’n gedeelte van die been weggesny word en die heuppotjie ’n skyngewrig vorm, wat gerehabiliteer moet word. In Piet se ge-

Here follows a short recap: .Two men from Zimbabwe were arrested on 18 and 19 June in connection with the recent break-ins at private homes in West Coast National Park. The park’s manager, Pat Bopape, told Langebaan News that management is in the process of discussing improved security measures. .The Western Cape Department of Local Government interviewed committee members of Ward 6 (Langebaan) on 24 June in an attempt

to resolve an alleged dispute between members and the municipal council. The committee is currently suspended and members feel this decision by the municipality’s speaker, Olwene Daniels, was unjust. The municipality’s spokesperson, Ethne Julius, told Langebaan News that a full report of the situation will be made public on completion of the the Department of Local Government’s fact-finding investigation. .West Coast National Park excelled at the recent SANParks Regional Award ceremony held at Kirstenbosch. Ranger Huzalle Blake (marine section) received an award for excellent perform-

ance in the workplace. Tanya Heald of HOW Wildlife received the Regional Manager’s Special Award. Willem Louw (park planning and development) also received the Regional Manager’s Special Award. .Langebaan residents are keeping their fingers crossed for two local boys who will be featured on e-TV in the next season of the Ultimate Braai Master. John Grundlingh (35) is from Langebaan and Bruno Julian Mori (34) from Melkbosstrand. The first episode of this season of the popular reality television series will be broadcast in September. .On 31 January 2014 the

popular Beach Bar at Mykonos closed its doors after 13 years. Some residents and visitors even sent out petitions to save the establishment, but all was in vain. Mykonos decided not to renew the Beach Bar’s contract. Mykonos promised the public a similar recreational facility in January, but after six months the building is still vacant. Mykonos director, Jac Vos, told Langebaan News recently that they are currently negotiating with new tenants and renovation of the building is expected to begin soon. If all goes well, a new bar and/or possibly a restaurant will open by summer.

‘Why were public participation inputs ignored?” The 2014/2015 Budget kicked into gear on 1 July 2014. The LRRA forwarded a letter to council requesting reasons why public participation inputs were ignored. We hope to report on that in the next edition. We obtained the latest Strategic Development Budget Implementation Plan (SDBIP) Report from council on 3 July 2014 reporting on the expenditure of the 2013/2014 budget. The SDBIP is a statuary requirement to measure the performance of council and the administration on the execution and spending of the previous year’s budget. Council’s own report, dated 11 June 2014, stated that the spending of the capital budget and implementation plans (including orders issued) reflects only 64,8% as at end May 2014. This means that at least R73 million on the capital budget alone was not spent. The report stated that the low level of spending could hamper service delivery. The report also stated that the ratio of spending should have been at least 95% at end of May 2014.The capital budget mainly addresses the building of bulk services capacity such as sewage, road infrastructure and mainte-

nance, potable water distribution, storm water management and electricity distribution and maintenance. A further concern is that most of these projects are executed by external service providers and contractors and not municipal staff. The under spending of the capital budget could therefore not be blamed on understaffing, but rather the inefficient administration thereof. As expected, it is reported that the employee costs and spending on salaries are within single digits of the budget projections. The other aspect of concern is the R156 million rand total gross debtors outstanding as at 31 May 2014, which is also on the increase. This means more money was lost due to bad debt than was spent on the entire capital budget during the last budget period alone. The R156 million of gross debtors outstanding consists of R4,5 million from government, R28,5 million from business and R123,3 million from households. On 31 May 2014 there were 1 492 summonses to the amount of

R13 million to be processed, of which the courts could only deal with 400 per month. There were 200 cases attributed to the amount of R2,02 million untraceable debtors. The recommendations of the report only state that directors be requested to implement control on overtime spending. No recommendations were made how to rectify the underspending of the capital budget. The suspension of the ward committee has became a contentious issue. Initially the speaker, Olwene Daniels, stated that the committee was placed in suspension on request of the ward councillor, Kruger, due to a lack of a quorum. This reason was rejected by the members. Only after it was established that a quorum still exists, another member, Charlton Nieuwoudt, suddenly resigned. It is well documented that both the speaker and councillor were on numerous occasions requested to fill the vacancies, but failed to do so over a period of almost a year. I received a letter from the speaker dated 28 May 2014 that all further communication would soon follow via the councillor to enable the committee to continue its work. Committee members were yet again stunned

less than a week later by the creative actions of both these worthies when the councillor announced in his last edition of Councillors Town Talk, that the matter is now being dealt with in terms of section 20 of the SBM Ward Committee Policy dealing with dispute resolution. I mean, really? What dispute? A dispute between whom? Who declared the dispute? Not one of the committee members nor the officials from province “assisting” council are aware of any dispute. Mr Councillor, would you please enlighten us on this matter. Do us all a favour and start to practice what you preach. A petition with 86 signatures of registered voters was served on the Municipal Manager forcing council to have an ordinary public meeting. At least four such meetings are required per annum in terms of the SBM policy. None have taken place so far. The LRRA and Langebaan Country Estate engaged with the SBM last week to provide a possible solution to the illegal discharge of treated effluent into the Langebaan lagoon. Capital budget overview for L’baan The sunsets in Langebaan must be the best in the world! Langebaners can enjoy the peace and tranquillity of the winter months to chill at home or at our restaurants and enjoy the wonderful West Coast wines while watching World Cup soccer, tennis and rugby. Shortly this will change as the flower season gets into full swing and we are overrun by the ever welcome visitors that boost our local economy. Let us all participate and make their stay a unique experience. In my last article I promised to give a summarised overview of the Capital Budget for Langebaan. The Capital Budget for the Saldanha Bay Municipality (SBM) is R212 million. Shared services costing R50 million are provided to all wards in the SBM while the rest is divided amongst the 13 individual wards for capital projects in their respective areas. The following projects have been identified as part of the Integrated Development Plan for Langebaan and approved by Council to the value of 13

million rand for the financial year 2014/15: •Sport – Spectators’ stands and an Environmental Impact Analysis for the new sports grounds. R600 000. •Resorts – Upgrading of facilities whilst a viability study on the future of the resorts is underway. R 200 000. •Recycled benches for our beachfront and public areas. R50 000. •Maintenance equipment required for the decentralised approach to maintenance in our town. R721 000. •Public toilets in March Street and ablution facilities for our municipal workers in the depot. R600 000. •Rehabilitation of the revetment on the beach. 1 million rand annually. •Upgrading of Oostewal Street. R5 000 million over the next three years. I am trying my best to move this project forward to start upgrading early in 2015. •Paving in Seaview Park, Langebaan North and Alabamha Road and bus shelters in identified areas. R802 000. •Upgrading of the storm water system in March Street. 2 million rand. •Traffic calming. R48 000.

My “Champions” for the month are the Extended Public Works Programme workers, controlled by the West Coast National Park, who cleaned over 1 200 km of beach in our area, recycled tons of waste and also kept the alien vegetation in the WCNP under control. DADS TREATED TO FATHER’S DAY SAFARI: A group of Mykonos Casino VIPs were treated to a spectacular Father’s Day safari at the exquisite Buffelsfontein Game and Nature Reserve to mark the special occasion. Before heading out on the game drive, guests enjoyed an exuberant session of clay pigeon shooting. During the two hour game drive, dads were indulged with treats while the Bufflesfontein “cast” – including lion, buffalo, cheetah, zebra, springbok, giraffe, kudu and blue wildebeest – put on a spectacular show. LCE launches golf initiative for kids Langebaan Country Estate’s Junior Golf Academy has launched a new initiative to make golf an accessible sport for children around the West Coast. The Grass Roots Initiative was launched on Friday 20 June with a visit to Steenberg’s Cove Primary in St Helena Bay, where children aged between 7 and 9 had the opportunity to play with SNAG equipment, aided by Bob Parry and Gavin Vorster from the Langebaan Country Estate (LCE). SNAG equipment is specifically designed to simplify learning to play golf by using bigger clubs, balls and a launching pad. Parry confirmed LCE’s enthusiasm regarding the initiative. “We want to foster an interest in the game. “These children don’t have the infrastructure or access to equipment to play

“Who knows, maybe one day some of them will come play at the academy or acquire the skills to work at a golf club.” Parry and his team plan to visit 15 schools along the

West Coast at least once a month. “We want to foster the talented children and, if necessary, sponsor them to play at the academy,” Parry said.

Is galjoen poaching any different from rhino poaching? We seem to be in for a third above-rainfall year and the farmers and the Mercedes dealers are smiling. The normal pattern of showers every six to ten days is holding true. On the angling front there is absolutely nothing to report. The snoek have not really made an appearance off our coast and most of us have bought snoek from the “langaans”. As I write they are still being caught in the Elands Bay area. During the last month our little village has been bombarded by every possible person trying to tell us to be more ethical. It started with our deputy president, filtered down to our local councillor,

then to the Yacht Club actually putting it in their constitution! The cherry on the top was when SANParks also came up with the problem of people not showing the same ethical importance to marine protected areas as they do to landbased protected areas. This made me think about the situation of our sea-resource users along our coast. Many people seem to think that sea-resource protection laws are really only applicable to other people and if you can get away with it then that’s fine. This is especially true with the catching of under-size fish

and exceeding the bag limits. There are even stories being told that when confronted by the rangers of SANParks, they will pull a knife and threaten them. There is simply no adherence to the rules pertaining to sea resources. Our national fish, the galjoen, is caught in gill nets by the hundreds and then sold to the general public who seem to think this is fine. Is this so different from the poaching of rhino in the Kruger? Only the scale seems to differ. A further problem with our

sea resources is what is known as the law of the common which simply means that the resource belongs to everybody and to nobody. The result is that it is not in your interest to protect it as it does not really belong to you. It is therefore no wonder all our resources are under such huge pressure of over exploitation. Let us hope that all the writing and appealing to our citizens to act in a more ethical way will make a difference to the protection of our marine resources. All you anglers, there is still a month ahead before it becomes a little warmer and the first stumpnose come on the bite. Learn to play bridge in the meantime. – Vincent Taylor
