The Art Square Studio/Gallery het onlangs sy deure by die Pumpkin House Backpackers geopen.

Smiley is moving to Langebaan HELÉNE MEISSENHEIMER Smiley van Zyl, whose wife Jane was killed by a convicted criminal six years ago, is moving to Langebaan with his new wife, Robin-Leanne. Van Zyl made a vow at his wife’s deathbed in April 2008 that he would turn her murder into something meaningful, that she would not have died in vain. He lodged a civil case against the Minister of Police, Minister of Justice and the Director of National prosecution for negligence. The man convicted of Smiley’s wife’s murder, Gershwin Hartzenberg (25) from Grassy Park, should not have been a free man when he committed the heinous act. According to Van Zyl, Hartzenberg was well known to the au-

thorities, had a long history of crime and was a potential danger to society, but was still allowed back on the streets only 10 days before he murdered Van Zyl’s wife. He had been set free due to “another ‘misplaced’ docket situation”. The case has taken nearly six years to get to court, but proceedings were scheduled to start on Tuesday 4 March in the Cape High Court. In the mean time Smiley married again. He wrote to Weslander this week that they have bought property in Myburg Park, Langebaan and hope to move here permanently within the next few months. He says he often came to Langebaan on holiday as a child and it was also one of his and Jane’s favourite places to visit. Van Zyl says if successful his case will help to make South Africa a better and safer place.

Positive developments encourage The festive season in Langebaan still seems to be in full swing. The feedback we get from visitors is mainly positive. This is an indication that Langebaan is well on its way to being a preferred tourist destination. This scenario was not the case before May 2011. The Saldanha Bay Municipality (SBM) has in the last two years made a major effort to “turn the ship around”. Fundamental to this change was the restructuring of the SBM from a bloated centralised approach to a decentralised organisation providing services in our towns. An example of this is the appointment of the Langebaan Town Engineer. Restructuring is always

a difficult task and it is still in process. The following are some of the positive developments that have happened over the past two years or are still in progress: • The upgrading of our informal trading area. • The painting and extension of the Langebaan Library. • The upgrading of the SBM municipal maintenance yard with paving and perimeter wall. • Paving of the main routes to Langebaan Primary School and paving of the central business area and new parking – Main, Dwars and Suffren Streets. • Building of a new ablution facility at “Die Watergat” and the maintenance of all other public ablutions. A new ablution facility at March Street is in process. • The erection of an en-

trance structure and garden at the town entrance. • The extension of the Seaview Park stone-wall perimeter. • Upgrading of street lights in the town tourism area, floodlights on the beach, the town’s electrical network and the new substation. • The development of the Storm Water Master Plan in conjunction with the plan for the upgrading of Oostewal Street. This is a multi-year project which will be implemented over the next four years. • The rehabilitation of Sandbaai against beach erosion is in process. • The new “Olifantskop” road in conjunction with Province. • The establishment of a boardwalk on our main beach is in process. • The upgrading of water

pipes in critical areas. • The final approval of the Langebaan Skateboard Park. • The establishment of the Langebaan Sport Forum which is approaching finalisation. • The beautification of Langebaan with gardens is in progress. • The maintenance and neatness of our roads and side walks have improved. Projects in the pipeline include the rehabilitation of the refuse facility, a study to establish a recycling facility and plans to develop sport fields for Langebaan. My “champion” for this month is the new Langebaan Town Engineer, Waldo Julius. Since his appointment in October 2013 he has made a marked difference in our village. Langebaan Nuus 6 Maart, 2014

‘This is why I left the LYC Exec’ Johann Rüster had this dream of creating a type of ‘marina’ in front of the Langebaan Yacht Club (LYC). He truly wanted to make the LYC more of a yacht club as he maintains it was 30 years ago. Being the person he is, there was no time to really think through the complete picture. It had to be done ASAP. To this end with the help of Nico Jacobs and Gavin Goldschmidt, they sold this idea to certain members of the club. At this stage they brought the matter to the executive committee saying that they had persuaded six members to donate R300 000 to construct the jetties. On further inquiry it was revealed that the amounts were not donations but paying up front for their positions at the new jetties. One member paid R150 000 for his site, which gave him lifelong use of the site. The other five paid R36 000 for the first year. I immediately made objections to this as these were not donations. This made me an enemy of the development. I further enquired whether SANParks had been consulted and was informed that they

need not be as we hired the waters from them and therefore could do what we liked in this area. Having been a lecturer in Environmental Science, I very much doubted this statement. The extra jetties were to come from Special Forces and I once more enquired about the legality of this move and asked them to get it in writing from the Special Forces saying that they had donated the jetties to us. This was never done. By now I was very sceptical about the whole experience. The final nail in the coffin was when the Commodore Nico Jacobs informed us that he was in charge of the project and that George Bartie, the main sponsor, insisted that the work be done by Johann Rüster. At this point I said that in that case I felt it could not be a LYC project as I was responsible for the finances and all monies paid out I would have to OK. A decision was taken at this meeting (26 July 2013) that Nico Jacobs and Johann Rüster would run this project and only when it was completed would it be handed over to the club. All moneys collected for the

project were placed in a separate account run by LYC, but without me having any say how it was to be spent. Everything continued for a couple of months while Johann Rüster cleaned the jetties received from the Special Forces. After this exercise was completed, the next phase was the putting in place of the ‘new’ jetties in front of the club house. To my astonishment one of the old jetties was removed and brought forward to a position in front of the club and the new jetties were added on. At this stage in a meeting I asked what was the position of the other 754 members with boats and where were they going to land? Only then did they realise that this position was untenable and the ‘outside’ of the new jetties were set open for all to use. Because of this, two member ‘contracts’ were cancelled and the three remaining members were asked to each pay a further R15 000. For this amount they would now be allowed to use the sites for three years. The next problem that arose was that the ‘sausages’ had to be moved further out into the

channel as there wasn’t enough space for all the new jetties. At this stage SANParks wrote a letter to the LYC asking what was happening and why they were not notified about these changes. Now the press became interested and started asking questions. I understand that a meeting was held with SANParks where LYC president Koos Louw was involved? None of this has ever been reported to an executive meeting and I am not sure whether the SANParks were ever told that this meeting was their own initiative. At the last executive meeting of the LYC I said we should admit that we should relook the whole matter and try to solve it for the good of all our members. I even suggested that we ‘buy back’ the jetties from three of the members as it was really a bargain at R153 000. At this stage I can now no longer keep quiet as it would not be in the interest of the LYC. Furthermore, my personal integrity is being affected by all this.

DR VINCENT TAYLOR

This is what the Langebaan Yacht Club Committee leaders had to say In response to Mr Taylor’s letter to the media, we would like to say that the matter was brought up at the executive meeting and the only opposition was from him. The whole project was managed from a fund which was raised by the four people who would be hiring the berths. One of these for a period of ten years and the other three for a period of three years. On completion of this project it would be handed over to the club to be managed. These people do not intend to use these berths for the whole year but only peri-

odically, therefore these berths are open to all members to hire as well as visiting yachts. The funds generated from this would go into jetty maintenance and would therefore save the club a huge expense. Where the old jetties were situated in the shallow water, they were not usable at low tide and furthermore they were being destroyed by the sand. We would again like to stress that these jetties were not sold to anybody but merely rented to members who provided the funds for this project.

Regarding the notification of the parks board, we were wrong in this matter, but have had a meeting with them and will be having a follow-up meeting later this month. We have also engaged with environmental groups and are in the process of having all structures legalised. The members have more jetty space than before and we can now also accommodate deep keel vessels. We would also like to stress that Adm Louw was involved in the meeting merely as an observer and has no input in LYC decisions.

I would also like to mention that all executive members have signed a code of conduct and that also covers the confidentiality of meetings held by the executive. It has also come to the fore that it is much easier to criticise people negatively than it is to contribute positively. We would also like to wish our manager, Mr Jannie Pietersen, well as he is retiring at the end of the month and will be moving to Bettie’s Bay. We would like to thank him for many years of faithful service.

Plan for walkway and boardwalk The draft Saldanha Bay Municipal 2014/2015 budget will be tabled for approval by Council on 27 March 2014. The Langebaan Ratepayers’ and Residents’ Association (LRRA) kindly requests members of the public to actively participateinthepublicparticipation process thereof. Besidesthepropertyvaluationon our properties, the budget is an equally important factor having an impact on our property rates. It is our duty as good citizens to actively participate therein. . The LRRA was told the Uitsig Street tourism infrastructure project could start as soon as the first week of March 2014. This project is way overdue. We can only hope the project will be completed before the winter. The Breë Street board walk project has featured on the LRRA Langebaan IDP for many

years and formed part of the LRRA proposal to the Langebaan spatial planning and precinct plans. One of the primary goals of the board walk is to relieve the Breë Street CBD of its parkingcongestionbyconnecting it to the under-utilised parking on Dwars Street. The board walk will form part of the much-needed tourism infrastructure for the town, creating an easy walk, with viewpoints and benches from one tourism node to the other. It is designed to be userfriendly and meant to limit or eradicate the constant trampling and destruction of sensitive dune areas. The long-term plan is to form a continuous pedestrian and cycle route along the beach, linking the Uitsig Street walkway and Breë Street boardwalk to the northern tourism nodes. Due to

budget restraints the various board walks and walkways willbephasedinoverthemedium term. . The LRRA identified and registered 37 public accesses within Ward 6 alone to secure reasonable public access to beaches as required in the Integrated Coastal Management Act of 2008. . The illegal discharge of treated sewage at the Strandloper beach area still produces more questions than answers. The Saldanha Bay Municipality brought in extreme creativenesstojustifytheconstruction of infrastructure enabling the discharge. The Western Cape Department of Environ-

mental Affairs issued a directive on 24 December 2013 demanding (a) within 7 days written representations from the SBM why a Pre-Compliance Notice should not be issued and, (b) that SBM submit within 30 days a detailed rehabilitation plan by an independent Environmental Assessment Practitioner. The area of discharge is a proclaimed marine protected area, protected under legislation preceding any discharge authorisation. The reasons and documentation provided by the SBM to date could not prove any authorisation to discharge such polluted substance into the marine protected area. Till proper authorisation can be presented, the LRRA regards this activity as illegal and criminal. Jaco Kotze 082 889 0685. Chairperson LRRA.

Helder naels vir ’n huppel in jou stap Dis tyd vir sandale en pragtige plakkies vriendin, so sorg dat jou toonnaels net so mooi geverf is soos jou vingernaels dié somer. . .

Betekenis in ’n skulpmandjie Verlede Vrydag kry ek ’n kelpmossel voor my deur. Vandag bestudeer ek die skulpies in die mandjie, met my seeskulp-veldgids en die boek, A gift from the sea, langs my.

There are many ways to help destitute animals For those of you who love or care for animals, Weslander has very kindly offered to sponsor Langebaan Animal Care (LAC) with a monthly column to keep you updated on our requirements or simply to thank you for your support. We know there are many of you who absolutely love animals and would like to help, but either don’t have the time, income or heart of steel that is required to deal “hands on” with traumatic situations. Fortunately there are many ways that you can help. The cost of running LAC amounts to thousands of rands every month. The

money is spent on vet bills, cellphone accounts, deworming pills, tick and flea remedies, sterilisation, food, blankets, bones, cleaning aids, petrol, bakkie services, collars, leashes and feeding bowls – to

name, hopefully, most of them. On top of this, the volunteers at LAC are so busy with emergency calls, deticking, de-fleaing and deworming. It would therefore be much appreciated if people could assist with fetching and carrying

those drop-offs of old dog baskets, toys, food or blankets at a drop off zone rather than expecting volunteers to come and collect these kind offers. For those with the cash, sponsorships of eg. a bag of Montego are also welcome. Do give LAC chairman Charmian a call to see what they need most. For those of us who have time but not money there are the following options: offer to wash a load of pet blankets, take a dog for a walk, help with maintenance of kennels or collect and drop a load of blankets off at the launderette after your morning school run. A donation of marrow

bones will be most welcome. Maybe there is someone who can help with car servicing? Any launderettes who can donate a few loads of laundry a month? Pet stores, can you help with anything? Most of us love to give and to help, we sometimes just need a little reminder or a nudge in the right direction. No offer of help or donation is too small. Let’s make a difference starting now. For any queries, please email gcbaronetti@gmail.com or call Charmian on 082 410 3762 or Lizette on 084 244 6414. To arrange a drop off at Jacquie’s house, please call her on 072 959 7059. Red-eye sardine in the lagoon A good friend of mine has a saying “you think you know everything but I tell you, you know nothing”. I started fishing at the age of five some 63 years ago and in all these years it is really all I wanted to do. Furthermore, I had an excellent memory and often thought I understood most things. O boy, do I know nothing. Our lagoon has really tried its best to do things it has never done before. The yellowtail run has continued through the month of February, not as plentiful as January but still plenty by normal standards. Then arrived shoals of bait fish, mackerel and what I

thought was anchovy but which turned out to be red-eye sardine. I have never seen the red-eyes in the lagoon before and the mackerel have been absent for a number of years. It was quite incredible to see such huge shoals of bait fish. Speaking to my angling friends along the rest of the coast, mackerel have made an appearance all along the coast. False Bay has huge shoals for the first time in more than 10 years. Some of the best fish caught this month were a geelbek of over 8 kg and a fine stumpnose of over 1,9 kg, caught by our ace lady angler Madelize Visser. All the yellowtail are still in the 4 to 5 kg class. Again I was baffled by the lack of stumpnose. There were simply none to be found any-

where in the lagoon. The only ones that were caught were by the shore anglers. It is possible that because of the yellowtail, very few kob were recorded as it is the same anglers catching the yellowtail who usually catch the kob. March is generally our best month for fishing, so let’s hope it is the same this year. It is especially the large elf that makes an appearance now. To end with this month, a strange story. As a child I was fascinated by the stories about mermaids. Many persons arriving home well-oiled with brandy told stories about them. Now it would appear that they may exist! There are more and more “sightings” being reported from around the world and even from our own waters. The creature being reported is not the romantic one from

A proud moment for Harry Brehm of the Royal Cape Yacht Club Sailing Academy and his young crew, who were sailing neck and neck at the finish against world class skipper, JJ Provoyeur. PHOTO: TREVOR WILKINS

Mykonos Offshore Regatta a success The 24th Mykonos Offshore Regatta that took place last weekend impressed once again with over 80 entries and was one of the best attended events to grace the shores of Langebaan. The overall winner of the prestigious regatta, based on the Royal Cape Yacht Club’s (RCYC) handicap, was the talented Patrick Holloway and his team from the yacht Jacana. The 65 nautical mile race took sailors from the Royal Cape Yacht Club start line in

Table Bay all the way through to Club Mykonos. The race began with a light 10 knot North West wind, which allowed the first boats to get off the line into an upwind race. As the fleet headed up to Dassen Island the wind picked up for the front runners, giving the first half of the fleet really good sailing conditions. Later in the day, with wind slowly disappearing and mist arriving, it was very difficult for most of the fleet to finish. The first yachts started arriving at Club Mykonos at 19:00 on Friday evening and the

last yacht only made its appearance on Saturday morning. The RCYC had entered their Sailing Academy into the regatta for the first time this year. At times they were sailing neck and neck with world class skipper, JJ Provoyeur, which was indeed a proud moment for Harry Brehm, who represented the academy. The Pursuit Bay race, which followed on Saturday, was equally remarkable. Many yachts took part in this fun race around Saldanha Bay and spectators enjoying

the spirited competitiveness of the sailors. The prize-giving and dinner was held on Saturday evening at Bouzouki restaurant. There were trophies awarded for the IRC Class, Multihull Class, Division 1, 2, 3 Fleet, and the RCYC Handicap Overall. A first prize for each division that had five or more starters was also issued, and some other prizes based on performance. The ceremonious proceedings led on to a big celebration that lasted till after midnight. MC Deon Bing from KFM 94.5 did a good job at hosting the event.
