SEESKULPIE HOU KONSERT: Seeskulpie se verbeeldingsvliegtuig het op 28 Mei die oumas en oupas van die kleinspan op ’n kammawêreldreis geneem. Elke ouderdomsgroep het ’n ander land uitgebeeld. Die vliegtuig het selfs in Kaapstad geland waar dié groep vriendelike kleuters hulle beste Klopse­danspassies op die verhoog uitgehaal het. Meer foto’s binne.

Visvang met nette in strandmeer? Ek het ’n voëltjie hoor fluit dis taboe, dit mag nie, maar ek mag verkeerd wees. Mens kan deesdae nie alles glo wat mens hoor nie. So, visvang met nette in die lagune? Wettig of onwettig? As elkeen van ons net sy klein deeltjie doen wat reg is, sal dit só goed gaan met ons mooie planeet, land, diere en sy mense. So gaan ek weer soos altyd op my wandeling op die strand in Langebaan en hier sien ek ’n pragtige blou bootjie digby die strand naby die strandsakke, (dis nou daar waar jy afry in Sleighstraat na die strand). Die bootjie met die twee insittendes, lyk so mooi. En ek neem gou ’n paar foto’s, want die prentjie roer regtig my hartsnare. En toe onthou ek, maar dis mos die tweede keer dié week wat ek hulle sien. Die bootjie maak sirkels en daar dryf sul-

ke wit balletjies op die water. Iemand op ’n kano wat seker gedink het hy is in rustige waters sukkel vervaard op die rowwe branders om weg te kom of eerder, om bo te bly, toe die blou bootjie vinnige sirkels, al in die rondte woeste golwe op die lagune maak. Ons kyk bekommerd toe. Die boot jaag so vinnig weg sy neus lig voor op en hulle is min gepla oor die kano naby hulle. Netvissers op die strandmeer. ’n Mooi prentjie of Pierre Nel, senior official het die mense in die blou boot iets onwettig gedoen? in question are legal net fishermen who have permission to fish in the lagoon. This is largely a traditional fishery and SANParks supports such traditional community livelihoods. These fishermen catch harders/mullet, a well-known fish on the West Coast. They have permits to use a specific net (kept afloat by the observed white floats) to catch these fish and the actions of the skipper (as observed by the reader) are merely an attempt to “round up” the fish into the net.

NSRI rescues man after kayaking accident Fishermen on a boat came across an unmanned kayak on Friday morning 30 May and raised the alarm. At 08:05 the NSRI Mykonos volunteer sea rescue duty crew were activated. Their sea rescue craft Gemini Rescuer was launched and the unmanned kayak was found. On investigation it was determined that a man on a houseboat at Kraalbaai reported that his brother, Gerhard Kemp (37) of Citrusdal, had gone paddling in the early hours of the morning in a dense fog and had not returned. The fishermen on the fish-

ing boat then reported seeing a man waving and shouting for help on the rocky shore on the south side of Kraalbaai. It was Kemp and he had suffered lacerations and a suspected fractured leg. He reported that he had fallen out of the kayak while paddling and had managed to swim ashore. His brother was informed that Kemp was found safe and the NSRI took him to the Langebaan Yacht Club where Atlantic Medical Response took over treatment. Kemp was transported to hospital in a stable condition for further treatment.

Portrait artist exhibits at Pumpkin House Despite the cold weather on Thursday evening 29 May, the monthly exhibition at the Art Square Studio/Gallery at the Pumpkin House was once again well attended. Guest artist Eugene Wicht grew up in the Saldanha Bay area and is mainly a self taught artist. He has returned to the West Coast where he will be focusing on his art. In 2013 Eugene took part in the Sanlam Private Investment National Portrait Awards and was selected as one o the top 40 finalists out of 1 078 entries. The chosen work is currently touring the country as part of the SPI Portrait Award 2013 National Exhibition. His works have also been on exhibition at the Rococo Gallery in Cape Town, Royal Art

Dít is Mariaan Wheeler (54) van Langebaan se lewensles aan elkeen wat nie besef hoe kortstondig die lewe is nie. Mariaan is in 2011 met borskanker gediagnoseer en vroeer vanjaar het sy by die dood omgedraai ná ’n operasie en komplikasies weens haar siektetoestand. Wonder bo wonder het sy ten volle herstel en vandag wil sy ’n boodskap van hoop aan ander bring wat met kanker worstel. Sy glo kanker kán met geloof oorwin word!

Mariaan het onlangs verneem dat die X-strale wat van haar longe geneem is, ietwat kommerwekkend is. Verdere toetse sal gedoen word om te bepaal hoe ernstig die situasie is. Oupas en oumas koer oor kleingoed se kamma-wêreldreis TRISH GOOSEN Suid-Afrika, Engeland, Frankryk en selfs ou Oom MacDonald se plaas in Amerika. Ná al dié interessante plekke het die kleuters en babas van Seeskulpie hul oupas en oumas op ’n konsertreis geneem. Dié pragtige konsert was deel van Oupa-en-Ouma-dag, ’n gewilde jaarlikse geleentheid wat Seeskulpie hou, waar die trotse grootouers ge-

nooi word om die dag saam met hulle kleinkinders te kom geniet. Vanjaar is Oupa-en-Oumadag op Woensdag 28 Mei gehou en nié net oupas en oumas het dié opwindende vlug om die wêreld meegemaak nie. Tantes, ooms, mammas én pappas het almal vir die reis opgedaag. Seeskulpie se saal was stampvol met amper 200 mense. Ná ’n lang reis was almal honger en die oupas en oumas het die geleentheid gekry om saam met die kleinspan koek te eet.

Jeugorkes hou konsert vir Moedersdag Niemand is kosbaarder as ’n ma nie. Daarom het die Weskus Jeugorkes (WCYO) en Phax Trio ’n konsert vir alle moeders op Sondag 11 Mei by Curro in Langebaan gehou. Daar was ook bederfies vir die ma’s in die vorm van ’n gelukkige trekking. WCYO bedank al hul borge wat die geleentheid moontlik gemaak het. WCYO is ’n niewinsgewende organisasie wat hom beywer om talent-

volle jeug te onderrig in musiekopleiding. Met die nodige finansiering kan meer minderbevoorregte musici opleiding kry. Besoek www.wyco.org.za vir meer inligting oor die organisasie. The Purpose of Ward Committees It is the time of the year when Langebaners can enjoy their village and experience the wonder of the changing of the environment into a spectacular floral display. We all have the responsibility to be positive in our approach and contribute where we can. In this regard I would like to thank all those organisations who pro-actively serve our community. The Langebaan Ward Committee has been extensively discussed in the media, including the social media, these past weeks. This also included attacks on me personally. The SBM speaker has suspended the Committee un-

til further notice. In this light I find it necessary to give an overview of the Ward Committee. •It is an advisory body and a committee of the community. •It must be impartial and perform its functions without fear, favour or prejudice. The Ward Councillor acts as chairperson with 10 members of the community elected for five years. •Six members representing geographical areas, sectors or interest groups and four nominated by registered voters in the Ward. The purpose of the Committee is to make recommendations through the Ward Councillor and it has no executive powers. It serves as a public participatory structure of the SBM to. •Assist the Councillor to identify needs of the residents.

•Disseminate information concerning municipal affairs such as the budget. •Obtain inputs from residents regarding service delivery including complaints and interact with organisations on matters of the Ward. There have been resignations from the Ward Committee that I felt have rendered it dysfunctional to act effectively. I am not at liberty to discuss the reasons stated for resignation by individual members as I feel that this would be unethical. The situation was reported to the speaker and the dispute resolution process, as described in paragraph 20 of the SBM Ward Committee Policy, is now in process. The Council approved the Budget for 2014/15 and outer years to 2016/17 on 29 May. SBM is financially sound and in a position to serve the com-

munity in the execution of its budget. I intend discussing the projects approved in the budget for Langebaan, as they were identified in the IDP process by the community, in my next article in July. My “Champions” for the month are the Langebaan Clinic Staff under the leadership of Sister Karlienke Terblanche. They managed to continue with their medical service to the community whilst establishing a temporary clinic under difficult circumstances so that the Langebaan Clinic can be renovated. Hoop vir wykskomitee TRISH GOOSEN Langebaan se wykskomitee (wyk 6) is tydelik opgeskort, maar die speaker kyk om dit weer in te stel. Speaker Olwene Daniels het onlangs ’n amptelike e-pos aan die lede gestuur waarin sy skryf dat die raad tans aandag gee aan die kwessie om die komitee weer spoedig in te stel. Daniels het die wykskomitee opgeskort omdat dit volgens haar disfunksioneel was en daar nie ’n kworum was nie, weens bedankings die afgelope jaar. Jaco Kotze, lid van dié wykskomitee en voorsitter van die Langebaan-belastingbetalers en -inwonersvereniging (LBBIV) sê bywoning van vergaderings was volgens hom die afgelope jaar bo 75% en daar was “nog nooit nié ’n kworum nie”. Hy het ook gesê die enigste “disfunksionele” deel van die komitee is ‘die voorsitter,

raadslid André Kruger, en die speaker. Dis die Speaker se rol om poste te vul. Kotze voel gesonde demokratiese debat word onderdruk omdat Kruger glo nie onafhanklik kan optree in die lig van omstrede munisipale en raadskwessies nie. Daniels het gesê dat sy op die wykskomitee tydelik op ys gesit het, sodat die huidige “situasie” opgelos kan word. Sy het ook genoem dat alle lede van wykskomitees volgens wet daarop geregtig is om hul pligte sonder vrees en vooroordeel te verrig. Kruger het aan Weslander gesê dat hy sy professionaliteit gaan behou en nie gaan uitpraat oor die kwessie nie aangesien Daniels reeds namens die raad terugvoering gegee het. Hy voel die aantygings deur Kotze en kie, sowel as die kommentaar wat die afgelope maand op sosiale media gelewer is, is ’n persoonlike aanval op hom.

Uitspraak oor Shark Bay ingewag TRISH GOOSEN Dit blyk die omstrede Shark Bay-stryd is uiteindelik besig om tot ’n einde te loop. Op Maandag 12 Mei en Maandag 19 Mei is die saak tussen Anton Bredell, die Wes-Kaapse minister van omgewingsake, Dormell Eiendomme, die ontwikkelaars van Shark Bay en die Langebaan-belastingbetalers- en inwonersvereniging (LBBIV) finaal in die hooggeregshof in Kaapstad aangehoor. Die partye wag nou op die hofuitspraak. Die storm rondom Shark Bay, wat al etlike jare woed, het te doen met die hersonering en onderverdeling van ’n gedeelte van die plaas 292,

Oostewal en die bou van 69 woonhuise in ’n ekologies sensitiewe gebied in die buffersone van die Weskus Nasionale Park. Teenstanders van die Shark Bay-projek was verbaas toe Bredell, strydig met ’n vorige besluit van sy departement, in 2012 aangekondig het dat hy die ontwikkeling, onderhewig aan streng voorwaardes, goedkeur. Ingesluit by die goedkeuring op appèl, was die voorwaardes dat die aantal erwe wat ontwikkel mag word, verminder word na 69 in plaas van 109. Bredell het intussen onttrek en gesê hy gaan nie sy besluit in die hof verdedig nie. Die Saldanhabaaise raad het uiteindelik in Maart 2013 die ja-woord vir die Shark Bay-ontwikkeling gegee.

Selfs die Weskus Nasionale Park, wat sedert 1990 die ontwikkeling teenstaan, het hul deuntjie verander en onsekerheid heers tans oor hul posisie ten opsigte van die ontwikkeling. Dít hou moontlik verband met Riccardo Scarpellini, eienaar van Dormell Eiendomme, wat in Desember 2013 besluit het om ’n groot deel van die omstrede eiendom aan SANParke te skenk. Die parkforum, die skakel tussen Weskus Nasionale Park en die gemeenskap, het hulle deurlopend verset teen die ontwikkeling en eis nou antwoorde van die park oor hulle posisie. LBBIV, met breë ondersteuning van binne en buite die gemeenskap, het bly vasstaan in hul stryd teen die ont-

wikkelaar. Jaco Kotze, voorsitter van die LBBIV, het Dinsdag aan Weslander gesê dat dit inderdaad hartseer is dat belastingbetalers hulle deesdae tot die howe moet wend omdat daar nie vertroue in die plaaslike regering is om sulke tipe kwessies op die korrekte en demokratiese manier te hanteer nie. “Maar ons het vertroue in ons regstelsel dat die regte besluit geneem sal word. Ons het van die begin af ons saak op ’n berekende en rasionele wyse op feite gebaseer.” Scarpellini is van mening dat die minister se besluit die regte een was. “Die feit dat die park ons skenking aanvaar het, is vir ons ’n bewys dat die ontwikkeling baie ‘groen’ is.”

Municipal budget doesn’t reflect wishes of public It is regrettable that comments by the public, including the LRRA, on the municipal budget seem to have been ignored by the council. This is especially regrettable since in the last edition of Langebaan News the councillor profusely thanked the public for their participation. At a special council budget meeting on 29 May, the council’s original draft was rubber stamped – without accommodating any of the suggestions that the council was required to obtain, and did so, from affected people, and which it did at great cost in time and trouble. It is also regrettable that this is no new occurrence. But what is a new worry is that the ward committee was denied the opportunity to advise on the draft budget before it went to the council on 28 March. The LRRA, as usual, provided detailed suggestions and requests on the capital and operating budgets. Ironically at last week’s special meeting the mayor

gave honourable mention to the public and ward committee inputs. But the only vague sign that anyone had even read the LRRA inputs came from a minority party representative who used the LRRA inputs as his own but without giving us any credit. We are grateful that he at least made the effort to read and embrace our submission. To confirm our suspicion, a ruling party representative commended this chap for his inputs and stated that they would be taken into account next year. It is also a worry that the list of the capital projects published in the Draft Budget as coming from the public were not a reflection of public wishes. The latest move by the same council worthies to muzzle the Langebaan Ward committee after previous unsuccessful attempts through the banning of meeting recordings, manipulating of minutes and rejection of agenda points, is an all-time low. The patently flawed stunt by the speaker, at the request of the Lange-

baan councillor, to suspend the ward committee, was another pathetic attempt to gag participatory democracy. The suspension of the committee for supposedly lacking a quorum is revealed as a desperate measure by the supposedly unbiased speaker because the shortage of members had to be artificially created. A petition by 50 eligible voters will force an ordinary public meeting to be called, with the councillor as chairman. Meanwhile, a notice by the National Department of Environmental Affairs was served on the municipal manager to cease discharge of effluent into the lagoon from 20 May. This followed a complaint by the LRRA last year about the discharge of “treated” effluent and storm water just north of Seabreeze Park, which resulted in a directive being issued by the department in December. The fine for such offences is up to R5 million. Yet the discharge continues.

The Uitsig street stair repair project was halted by SANParks last month because of alleged contravention of environmental law or non-compliance with, or absence of, environmental management plans. SANParks acted correctly after the municipality’s failure to abide by environmental best practice. The LRRA has agitated for this tourism infrastructure initiative for the past six years, initiated and presented the design plan. It also helped the contractors to find a suitable construction site after lack of one delayed the start of the project. We hope to see our pet project completed soon -- and that it is done according to good environmental practice. The long-awaited Shark Bay development case was heard at the Cape High Court on 12 and 19 May by Judge Saldanha. Judgment was reserved. Winter Knights back to fight the cold While the temperatures begin to plummet and the long, cold nights set in, the Winter Knights of the Round Table are gearing up to once again bring the joy of warmth to thousands of less fortunate and destitute people who are faced with surviving the cold winter months. “We are a family-orientated organisation for young men who make serving our communities a fun experience. Our annual Winter Knights campaign has over the past decade successfully seen the collection and distribution of blankets, warm clothing and hot meals to thousands in need each year. This project goes beyond provision by bringing hope and smiles that warm the hearts of every life touched by, Winter Knights – whether its on the receiving
