Ribbon Cutting Held at Greenburgh Senior Housing

GREENBURGH, NY -- State, county and local officials gathered with the senior residents and guests for the ribbon cutting at the Manhattan Avenue Senior Apartments, 52 Manhattan Avenue in Greenburgh, on Wednesday, April 3, 2024. The long awaited completion of the project provided much needed affordable housing in the community for seniors age 62 and over and replaces cluster sites and outdated buildings which were demolished to clear the way for construction of the new building.

Raju Abraham, Executive Director of the Greenburgh Housing Authority, welcomed all assembled and gave a brief history of the senior housing project, which began in 2012. The new three story building contains 70 apartments, all of which have been rented at this time, with the occupants of the scattered housing as the first moveins. The former sites had a total of 30 units.

Rev. Dr. Verlin D. Williams, Pastor of Union Baptist Church in Greenburgh, led the reading of the

litany and offered prayers for the new development for seniors and the Greenburgh community.

Deputy County Executive Ken Jenkins congratulated all involved for seeing the project to its completion. Although the seniors were displaced for a while and had to make many adjustments, he added this was a great use of public land which benefits the Greenburgh community and Westchester County. Although the County did

not provide funding for the project, technical support was provided by the Westchester County Planning Department.

Greenburgh Town Supervisor, Paul Feiner said it was over a decade ago when he was approached by members of the Greenburgh Housing Authority and it was agreed by all that this would be a worthwhile endeavor. He stated that the seniors living here will benefit from the comfortable stateof-the-art affordable housing and acknowledged that the government and the private sector had worked together to provide the best quality of life for seniors, .He thanked the GHA for their vision and not giving up, and expressed appreciation to former Town Councilman Ken Jones for being persistent and pushing through.

The senior housing project was created by the Greenburgh Housing Authority, New York State Homes and Community Renewal, and Georgia Green Ventures. David Gallo, President of Georgia Green Ventures, stated that when the project was started, it was in the middle of COVID, but everyone stepped up to see it through. He further stated that the company believes in diversity of race, income, age and life space which makes the community better. Georgia Green has a passion for affordable housing, which enhances the quality of life for those who live there and the community, adding that affordable housing is good for the residents and the community and we need more or it. He thanked the Town of Greenburgh for making this happen.

Mr. Abraham thanked J.P. Morgan Chase, represented by Jane Silverman, for investing in the project. Former Town Councilman Ken Jones, who was there from the beginning when affordable housing was scattered throughout the community, said that to be a part of this development for the last twelve years was truly important to him and thanked Town Supervisor Feiner and the Board for supporting it. He added that his aunt was also involved at the beginning stage and now another aunt is a resident of the new senior building.

James Robinson, a Commissioner of the Greenburgh Housing Authority, conveyed remarks on behalf of Bishop Wilbert Preston. He stated “To-

day makes a significant moment in our journey, a moment that we have been eagerly anticipating and working towards for a long time. As we stand at the threshold of this new endeavor, we cannot help but feel a sense of pride and accomplishment. This occasion is a testament to the dedication, hard work, and collaboration of so many individuals who have poured their hearts and souls into making this vision a reality.” He further stated “Let us also remember that this is just the beginning. The true measure of our success lies not in this moment, but in what we do next. Let us continue to strive for excellence, to push the boundaries of what is possible, and to always keep the spirit of our seniors alike…let us not only cut the ribbon at this ceremony, but also cut through the barriers that stand in the way of our dreams. Let us forge ahead with courage, determination and optimism, knowing that the best is yet to come.” The Housing Authority was also represented by Commissioners Fred Campbell, Ruth Mathis, and Cliff Abrams.

A tour of the building followed the ribbon cutting ceremony and the residents were pleased and proud to show off their new home. Lillie Green said she was happy to be back in the community and settled in as she had been moved several times before the new building was completed. Effie Johnson, who had moved in a few weeks ago, expressed her happiness with her new home. “I’m happy here and it is nice and clean. I really like it here!” Dorothy Jenkins, who recently moved from Tarryhill Apartments, just a short distance away, was excited about the spacious rooms and the fact that she did not have to contend with stairs. With a big smile on her face, she said “I love it. It’s really beautiful.” She was originally a Greenburgh resident but had lived in White Plains for a while. Twelve of the original tenants who had been displaced and were in temporary housing are now residents of the new building; eight more from the original group who resided in the scattered sites are deceased. The apartments are brightly lit and spacious and are equipped with energy efficient electric appliances. They are also designed for wheelchair use and include a roll-in shower. Shared amenities include a first-floor laundry room, computer room, community room, beautiful large

Westchester County Parks Conservation Division Hosted Solar Eclipse Events Countywide

(White Plains, NY) – The Westchester County Parks Conservation Division hosted solar eclipse events County-wide on Monday, April 8, where participants could safely view the solar eclipse and learn more about the astronomical marvel.

A total solar eclipse occurs when the moon blocks any part of the sun, leaving only the sun’s outer corona visible. Westchester County experienced a partial eclipse between 2 and 4 p.m., with approximately 90% eclipse for a brief period around 3:25 p.m.

Westchester County Executive George Latimer said: “It is rare for a total solar eclipse to be viewable to so many people, and it’s exciting that it was partially visible in our area. Being able to experience it safely at one of our County parks was a great way to celebrate this rare and special phenomenon.”

Westchester County Department of Parks, Recreation and Conservation Commissioner Kathy O’Connor said: “Our Conservation Division does an incredible job of hosting educational events that inform the public of seasonal environmental happenings, and this event was both fun and informative.”

White House plan proposes solutions for an estimated 3.5 million first-time buyers

The approaching spring season signals not only a change in weather; but an annual surge in homebuying. Underscoring this longstanding trend is the annual April observance of Fair Housing Month.

Enacted in 1968, the Fair Housing Act banned discrimination on the basis of race, religion, and national origin in the sale or rental of housing by banks, insurers and real estate agents.

But fair housing for whom? While homeownership has been the primary means for most American families to build and pass on intergenerational wealth, Blacks rank last in their ability to achieve the wealth-building benefits of buying a home.

SANDY: Do you believe in a two-state solution in the IsraeliPalestine situation?

According to the National Association of Realtors’ 2024 Snapshot of Race and Home Buying in America report, disparity between Black homeownership rates and those of other racial and ethnic groups has actually grown larger since 2012. Only 44.1 percent of Blacks owned homes compared to majorities of Asian-Americans (63.3 percent), and Latinos (51.1 percent).

“The connection between homeownership rates and net worth is a critical one. Net worth, or the total assets minus household liabilities, is an essential indicator of financial stability and economic well-being,” states the report.

After more than 50 years of federal laws – envisioned and enacted in hopes of helping Black America reduce lingering wealth disparities – NAR lists a litany of familiar reasons for homeownership disparities that read like a set of falling dominoes:

Median household income disparities between whites and Blacks continued to grow over the past decade. In 2012, the income gap between these two groups was $21,540. In 2022, the income gap grew to $27,840.

This gap in income is a determining factor in home affordability. In 45 of the nation’s 50 states, according to NAR, Black renters face greater affordability challenges than their white counterparts. The ability to save for a home down payment is seriously diminished when rental costs are already a financial stretch.

COUNTY EXEC: Yes, I do. I think the only way you’re going to have ultimate peace is to have a two-state solution. That could be one of the most difficult negotiation that you can imagine, because there was an opportunity for a twostate solution in 1948. The Arab states didn’t want it. In 1967, they launched a war on Israel. 1973, they attacked Israel. Throughout the course of the early 2000’s, they had inter-fighting where they had urban terrorism, where people were blowing themselves up on buses, blowing themselves up in other ways. So, there’s been a lot of aggression from that side. Now, Israel, as of late, Netanyahu has been aggressive as well. Not to defend the position, but remember that there is a cause and effect to these things. When you’ve had Israeli prime ministers that wanted to make some efforts in the right direction, they did not get a positive response across the board. Sadat was able to seal a deal with Begin, and they gave back the Sinai, and that worked. And they have also had a reasonable relationship with Jordan. The have had a relationship with some of the Gulf Emirates, like the Saudi Arabia. But where you have Iran and Iran is hostile, Hezbollah and Lebanon

are hostile, you have an enemy, and the enemy wants to kill you, and they don’t want to sit down and negotiate with you. So, if you’re going to have a two-state solution, you need to have an understanding on both sides that we’re going to sit down and negotiate, not just Israel is going to sit down and negotiate, both sides have to negotiate. I don’t see the pressure being placed on the other side of that equation. You say, “Look Hamas, you’re committed to murder, you’ve got to stop this stuff,.” It’s like, “No, we don’t want to talk about that stuff. We’re just going to talk about Israel and Palestine.” And that’s a mistake. You have to have that balance, if you’re going to make a promise.

SANDY: The October 7th attack on Israelis was a horrific act. But we all know that something was going on before then. People want to discuss what was going on in Israel before October 7th; they want to discuss what happened on October 7th, and they want to talk about

They also are the same ones waging war on the teaching of our nation’s full history. But if we studied that history they seek to quash, we would know that the news out of Tennessee is just the latest example of conservatives rejecting the notion that Black people possess the capacity for self-governance.” – Gevin Reynolds

It’s a familiar pattern in right-wing political manipulation: Sabotage an institution. Point to the resulting damage as evidence of the institution’s ineffectiveness. Use the manufactured evidence to subvert the institution.

That’s what’s at play in Tennessee Governor Bill Lee’s hostile takeover of Tennessee State University.

Over the last three decades, the state of Tennessee has shortchanged TSU by a staggering $2.1 billion, according to a federal study. Unsurprisingly, TSU has faced challenges in

maintaining financial stability. But instead of responding rationally by honoring its legal obligation to equitably fund the university, the state has chosen to dissolve the state’s board of trustees.

It’s hard to find a more blatant example of blaming the victim.

TSU, like other HBCUs, was created by state lawmakers in response to an 1890 ultimatum: admit Black students to existing land grant universities or create a separate institution. Federal law required “a just and equitable division” of funds between the two.

Yet year after year, in budget after budget, the state of Tennessee continually allocated more funding per student and more funding overall to the University of Tennessee-Knoxville than to TSU. In the last five years alone, the state has spent an average of $2,206 more per student at the University of Tennessee-Knoxville than at TSU, Nashville’s NewsChannel 5 found.

A study by the U.S. Departments of Education and Agriculture recently found that of the 18 states with historically Black land-grant institutions, only Delaware and Ohio have equitably funded their HBCUs in accordance with federal law. Overall, the 16 states have underfunded their HBCUs by $12 billion between 1987 to 2020.

what’s happening after October 7th. Are you willing to have that kind of discussion?

COUNTY EXEC: I don’t think you can gloss over what happened on October 7th.

SANDY: No.

COUNTY EXEC: It’s part of a continuum. It’s this, it’s October 7th and it’s that. On October 7th, people came in by hang gliders into a kibbutz community, pulled out M-16s, and shot people to death. They used hand grenades to burn people out of their homes. They raped women brutally and viciously. Then they took out their cell phones and showed the deaths, so that the families would see their loved ones die. Things like sexual crimes; they put a baby in an oven; they killed defenseless children for no reason at all. This is not just one or two things. October 7th was a vicious terrorist attack. And there is nothing that happened be-

Despite the fact that the Tennessee legislature had previously acknowledged its own failure to comply with the law, Senate Education Chairman Jon Lundberg responded to the report by accusing the Education and Agricultural departments of “using TSU to stoke political and racial division in our state.”

Lundberg’s response is familiar to historians of the “Lost Cause” mythology that permeated the Civil Rights Era, falsely labeling those fought end segregation and secure voting rights as “outside agitators” disrupting the cherished Southern way of life.

The modern “Lost Cause” movement –known in some circles as “anti-woke” -- doesn’t pretend that Black Americans are content to live under racism. It claims that racism doesn’t exist.

If you want to say that the Israelis have done things in the West Bank that was wrong, and there were incidents of violence, I agree, and those things have to be dealt with. But you cannot put it on the same level. But people who say that, they will come up with an excuse why Russia says, “Well, you know Ukraine made some incursions on the Black Sea that they shouldn’t have done. We’re only defending Russia’s interests.” Whoa! You went into Ukraine because you wanted to take over Ukraine. That was your mission. What happen before is just a justification that you’re giving to the world for why you went in. You went in, you did what you did and you’re killing civilians there. Nobody’s protesting that. People are silent about that. So, I don’t buy the argument

Trump Allies Push for Focus on “Anti-White Racism” in Civil Rights Interpretation

Donald Trump’s history is riddled with instances of racism and racially-charged remarks, which have only intensified as he faces legal challenges and seeks a return to the White House. Despite his claims to the contrary, Trump’s language and actions consistently reveal deepseated bigotry.

In response to his four criminal indictments and 91 felony charges, Trump has attacked prosecutors and judges, often resorting to explicitly racist language. He’s labeled Black prosecutors handling his cases as “animals,” “criminals,” and “racists,” using language that resonates with his supporters and incites further division.

Trump’s past is marred by accusations of discrimination, including a lawsuit alleging he refused to rent apartments to Black tenants in the 1970s. He infamously called for the execution of the Central Park Five, despite their subsequent exoneration, and has made derogatory remarks about Native Americans, Latinos, Asians, and other minority groups.

During his presidency, the twiceimpeached Trump promoted racist narratives, such as suggesting immigrants from certain countries were undesirable and pushing the debunked “birther” conspiracy theory against Barack Obama. He enacted policies like the Muslim ban and targeted fair housing rules, all while using inflammatory language to sow fear and hatred.

Trump’s rhetoric has encouraged his supporters, and, despite facing legal scrutiny and condemnation, Trump’s influence on far-right movements and conspiracy theories persists, posing a threat to democracy and exacerbating racial tensions.

According to a report from Axios, Trump and his allies are plotting anti-racism protections for white people. The report said the proposed shift would see a redirection of focus from combating discrimination against people of color to what they term “anti-white racism.” Underpinning the push is a flurry of legal ac-

tions orchestrated by Trump-aligned groups, notably America First Legal, founded by former Trump aide Stephen Miller.

Leveraging the language of civil rights, these groups have challenged existing policies and norms, with some cases achieving notable success. For example, contemporary legal disputes have focused on discriminatory practices within the entertainment and professional sports sectors, alleging that affirmative action-like initiatives put white people at a disadvantage.

The Heritage Foundation’s “Project 2025,” which envisions a Trump administration dismantling what they perceive to be “affirmative discrimination,” is one organization that has articulated a larger agenda. Central is the assertion that policies designed to uplift marginalized communities come at the expense of others.

As Axios reported, America First cited the Civil Rights Act of 1964 in a lawsuit against CBS and Paramount Global for what the group argued was discrimination against a white, straight man who was a writer

for the show “Seal Team” in 2017.

The group also filed a civil rights complaint against the NFL over its “Rooney Rule,” which was instituted in 2003 and expanded in 2022.

American First argued that “given the limited time frame to hire executives and coaches after the season, this results in fewer opportunities for similarly situated, well-qualified candidates who are not minorities.”

In 2021, Miller’s group successfully sued to block the implementation of a $29 billion pandemic-era program for women- and minority-owned restaurants, saying it discriminated against white-owned businesses.

“This ruling is the first, but crucial, step towards ending government-sponsored racial discrimination,” Miller said then. Axios also highlighted that Trump-aligned groups have gained momentum with the Supreme Court’s turn to the right — most notably its recent rejection of affirmative action in college admissions. The court ruled that programs designed to benefit people of color and address past injustices discriminate against white and Asian Americans. A federal judge blocked

a $4 billion program to help Black farmers in 2021. Last month, another federal judge ruled that the Commerce Department’s Minority Business Development Agency discriminated against white people and that the program must be open to everyone.

Most recently, The Legal Insurrection Foundation filed the legal complaint with the U.S. Department of Education Office for Civil Rights. The conservative nonprofit says its mission is devoted to advancing free expression and academic freedom on campuses.

The foundation claims the George Floyd Memorial Scholarship is violating Title VI of the Civil Rights Act of 1964, which “prohibits discrimination on the basis of race, color and national origin in programs and activities receiving federal financial assistance.”

“Every institution in America is under attack from this Marxist concept of ‘equity,’” Trump said in 2023. “I will get this extremism out of the White House, out of the military, out of the Justice Department, and out of our government.”

Temporary Channel Opens as Authorities Strive to

Clear Key Bridge Wreckage

It is still unclear when the rubble of the Francis Scott Key Bridge and the Dali container ship will be removed from the Patapsco River following the structure’s collapse on March 26.

The Unified Command spent 10 hours cutting and lifting a 200-ton piece of the North section of the bridge out of the channel on March 30. They are scheduled to remove an estimated 350-ton span of the bridge on April 1, barring lightning.

Governor Wes Moore stressed the need to prioritize safety over speed while cleanup efforts are underway.

“I know there’s an urgency to move fast, and nobody feels that urgency more than the people standing up here today, but we have to be clear on the risks,” Moore said during an April 1 press conference. “This is a steel bridge that is sitting on top of a container ship in the middle of the Patapsco River. We’re talking about tons of steel that is mangled and tangled up and water that is so murky and so filled with debris that divers cannot see any more than a foot or two in front of them.”

Crew members remained on board the Dali, which has a section of the bridge across its bow.

Unified Command and the National Transportation Safety Board (NTSB) have reportedly stayed in close contact with the seafarers.

Crew members’ living quarters were not impacted by the fall of the bridge and kitchen operations remain intact.

Unified Command has described the bridge’s remains as “chaotic wreckage.” According to U.S. Coast Guard Rear Admiral Shannon Gilreath, the steel beams are intertwined, making it difficult to determine where to cut them before they can be hoisted out of the water.

“It’s turning out to be more challenging than we thought it might be just in trying to determine how they’re tangled and how we’re eventually going to cut through them,” Gilreath said.

As authorities work to remove the debris, a temporary 11-foot channel for commercial vessels has opened under the Northern part of the bridge that remains standing. The action is a step in restoring transit to the Port of Baltimore.

The channel will be marked with government lights to aid vessel navigation. A second, temporary 15-foot channel is expected to open

on the Southwest side of the waterway in the ensuing days.

Moore said at least 8,000 port jobs have been affected by the collapse.

“These are individuals who work hard, never complain and get the job done,” Moore said. “Many have continued to work on the docks. Many haven’t been able to get back to work at all.”

“We want to let them know this: we have their backs because they’ve always had ours,” Moore added.

Following a request by the state of Maryland, the Small Business Administration (SBA) is now deploying low-interest loans of up to $2 million to businesses affected by the incident. Since March 30, the agency has received 57 applications for the relief.

“We cannot rebuild the bridge until we clear the wreckage, but I’m telling you, we are going to get this done,” Moore said. “We will clear the channel, we will move the Dali and we will rebuild the Francis Scott Key Bridge.”

North America Awed by Total Solar Eclipse

The eagerly anticipated celestial spectacle of a total solar eclipse finally descended upon North America after a seven-year hiatus, captivating millions of skywatchers on Monday. With its grand entrance at the Mexican beachside resort town of Mazatlan, the eclipse marked the beginning of a mesmerizing journey along the “path of totality,” stretching across various regions of the continent. Eclipse enthusiasts congregated at numerous vantage points along the path, which spanned from Mexico’s Pacific Coast through Texas, traversing 14 other U.S. states before reaching Canada. Cities like Wilmington, Del., Philadelphia, Penn., Baltimore, Md., and New York City witnessed citizens stepping outside their usual routines to behold this historic event. Similar scenes unfolded in urban centers across Illinois, Ohio, and Texas,

where individuals paused to witness the cosmic marvel.

At a duration of up to 4 minutes and 28 seconds, the 2024 total eclipse exceeded its predecessor’s duration in 2017, which lasted up to 2 minutes and 42 seconds. According to NASA, total eclipses can range from a fleeting 10 seconds to an astonishing 7-1/2 minutes. Other cities along the path of totality, such as San Antonio, Austin, and Dallas in Texas; Indianapolis, Indiana; Cleveland, Ohio; Erie, Pennsylvania; both Niagara Falls, New York, and Niagara Falls, Ontario, along with Montreal, Quebec, hosted eager eclipse-watchers. Approximately 32 million people in the United States reside within the path of totality, with federal officials predicting an additional 5 million to witness the phenomenon.

Numerous eclipse-watching events unfolded at bars, stadiums, fairgrounds, and parks along the eclipse’s trajectory, offering diverse opportunities for people to experience this rare event. Scientists estimated that the entire process, from the initial moment the moon begins to obscure the sun to the culmination of totality and the subsequent return to normalcy, took about 80 minutes. Veteran eclipse observers have described the moments preceding totality as ominous, with shadows taking on a peculiar sharpness and sunlight assuming an eerie hue. Just before totality, a phenomenon known as “shadow bands” may manifest, creating shimmering patterns akin to those seen at the bottom of a swimming pool.

As totality approaches, stars become visible in the midday sky, while the abrupt darkness causes temperatures to plummet. “When a solar eclipse reaches totality, nocturnal wildlife sometimes wakes up, thinking that it’s nighttime, and non-nocturnal wildlife might think it’s time to head to sleep,” NASA officials wrote on the agency’s website. The final glimpse of brilliant sunlight before totality creates the enchanting “diamond ring effect,” wherein a bright spot appears along the lunar edge as the sun’s corona forms a luminous ring around the moon. According to NASA, the next solar eclipse that can be seen from the contiguous United States will occur on Aug. 23, 2044.

You have missiles going in everyday from Gaza into areas of Israel, before October 7th, and that was just as wrong, too. That’s why they have to have an iron dome. Because if they don’t shoot down these missiles, you would have multiple deaths all the time. It’s got to be an understanding. You can’t say, “Well, Israel is kind of wrong, and Hamas is kind of wrong.” Hamas is a terrorist organization, same as Al-Qaeda, Islamic Jihad, and other terrorist organizations. The Houthis are showing themselves to be like that, too.

comes and lack of savings, many Black borrowers often have high debt-toincome ratios. Together, these two factors frequently lead to higher rates of mortgage application denials. In 2022, the highest mortgage denial rates occurred in three Southern states: Mississippi (34 percent), followed by Arkansas and Louisiana (each at 31percent).

A related and independent perspective from the Consumer Financial Protection Bureau (CFPB) notes yet another hurdle to homeownership: closing costs.

“While home prices and interest rates often command our attention, closing costs also contribute to borrowers’ monthly burdens. One measure of closing costs is total loan costs,” wrote Julie Margetta Morgan in a March CFPB blog. “Total loan costs include origination fees, appraisal and credit report fees, title insurance, discount points, and other fees increased by 21.8 percent – nearly $6,000 – from 2021 to 2022. From 2021 to 2022, median total loan costs rose sharply, increasing by 21.8 percent on home purchase loans.”

“Often, closing costs are simply rolled into the total loan amount, racking up interest for the life of the loan,” Morgan continued. “Borrowers who can’t bring cash to the table often have to pay more, through higher interest rates or mortgage insurance payments.”

But a new proposal by the Biden Administration has the potential to lessen the financial heft of these homebuying issues. In a March 12 speech before the Urban Institute, a DC-based progressive think-tank, Lael Brainard, the Biden Administration’s Economic Adviser, shared the White House plan.

“In today’s market, too many households that want to buy their first home are locked-out by high costs, while many homeowners looking to right-size their housing needs are locked-in because the rate they’d get on a new mortgage is higher than the rate on their current mortgage,” said Brainard.

Central to the administration’s plan are targeted tax credits that would enable more than 3.5 million middle-class families to purchase their first home. Eligible consumers would receive up to $10,000 in mortgage relief credit for two years – the equivalent of reducing mortgage rates by 1.5 percentage points on a median home.

“These tax credits would serve as a bridge,” explained Brainard, “as rates are projected to continue to fall with inflation and as our supply investments come online.”

Peggy Bailey, vice president for housing and income security with the Center on Budget and Policy Priorities reacted favorably.

“If policies created the inequities that we have, then we have to have policies to reverse them,” noted Bailey. “The only way to do that is to actually talk about Black People, Latinx people, Native Americans very specifically because it’s going to take very specific and targeted community investments to make those changes.”
