Biden Makes Historic Strides in Diversifying Federal Judiciary

President Joe Biden has set a historic precedent by appointing more non-white and female judges to the federal judiciary than any other president in U.S. history, a significant achievement in his first three and a half years in office. According to a published analysis of self-reported data from the Federal Judicial Center, only 13 percent of Biden’s Senate-confirmed judicial appointments are white men.

“I’m particularly proud that these judges reflect the diversity that is our country’s strength, Biden said in February following the confirmation of his 175th judge.

As of mid-May, Biden remains the only president to have appointed more women than men to the federal bench, with over 60 percent of his judges being female. This surpasses the previous record set by former

President Barack Obama, who appointed 138 female judges during his eight-year presidency. Biden is on track to surpass this figure as he nears the end of his first term.

The Senate is set to confirm more of Biden’s judicial nominees this week, including Seth Aframe of New Hampshire, who will serve as a Circuit Court Judge on the First Circuit. “This is a big deal,” White

Attorney General James Applauds Decision Protecting Health Insurance Coverage for Abortion Care

NEW YORK – New York Attorney General Letitia James today released the following statement after the New York Court of Appeals issued a decision in Roman Catholic Diocese of Albany v. Vullo, upholding New York’s law that requires insurers to include health insurance coverage for abortion care in their plans:

“Millions of New Yorkers rely on their employerprovided health insurance for essential medical care for themselves and their families, including reproductive care. Today’s decision affirming abortion coverage must be included in insurance plans as outlined in state law is a win for all New Yorkers and for our most basic right to make decisions about our own bodies. Abortion care is health care, and my office will always protect our state’s residents and ensure our laws are respected and upheld.”

New York’s employer health insurance law requires insurers who provide hospital, surgical, or medical coverage to provide coverage for medically necessary abortion services. Today’s court decision affirms the constitutionality of the law.

Attorney General James has been a national leader in defending access to reproductive care and protecting reproductive freedom in New York and nationwide. Earlier this month, Attorney General James sued an anti-abortion group and 11 crisis pregnancy centers for promoting unproven abortion reversal treatment.

In April, Attorney General James led a coalition of attorneys general in urging Congress to expand access to reproductive health services and pass the Access to Family Building Act. In January, Attorney General James led a coalition of 24 attorneys general urging the U.S. Supreme Court to protect access to mifepristone.

In December 2022, Attorney General James secured a court order to stop militant anti-abortion group Red Rose Rescue from blocking access to abortion care in New York.

This matter was handled by Assistant Solicitor General Laura Etlinger, Deputy Solicitor General Andrea Oser, and Solicitor General Barbara D. Underwood.

House Deputy Communications Director Herbie Ziskend asserted. “These highly qualified individuals have diverse professional backgrounds: they’ve been labor lawyers, civil rights lawyers, public defenders, served in the U.S. military, and more,” Ziskend continued, noting that over 60 percent of women and 60 percent of individuals of color have been included in Biden’s appointments. “These men and women will rule on issues critical to fundamental freedoms: reproductive healthcare, the freedom to cast ballots, whether workers have the freedom to unionize, whether children have the freedom to breathe clean air and drink clean water,” Ziskend declared.

Aframe’s confirmation will mark the 198th judge confirmed under Biden. “This week, the Senate will confirm more of President Biden’s outstanding judicial nominees for lifetime appointments to the federal bench, and we will hit a major milestone along the way,” Senate Majority Leader Charles Schumer (D-N.Y.) stated. “Later, the Senate will vote on the confirmation of Aframe.”

Schumer praised Aframe as an exceptional addition to the First Circuit, highlighting his unani-

mous “well-qualified” rating by the American Bar Association and extensive experience in the U.S. Attorney’s office in New Hampshire.

“I expect that the Senate will reach the significant milestone of 200 judges under Senate Democrats and President Biden,” Schumer continued. “That is a figure we can all be proud of and shows how intensely focused we are on filling the bench with jurists who will make our democracy stronger and uphold the rule of law.”

Despite being locked out of a Supreme Court majority, Biden, with the support of the Democratic-majority Senate, has made substantial changes to the federal courts by emphasizing diversity. The absence of Sen. Bob Menendez (D-NJ) due to his corruption trial and the opposition from Sen. Joe Manchin (D-WV), who has pledged to support only nominees with bipartisan backing, poses challenges for Schumer in advancing more controversial judges.

Notably, Biden’s appointments have generally garnered bipartisan support. Many have received voice votes, and some have the support of moderate Republicans like Sens. Susan Collins (R-ME) and Lisa Murkowski (R-AK), who backed a pro-

cedural vote on Aframe’s nomination.

The racial and ethnic breakdown of Biden’s judicial appointments reveals a diverse slate: 36 percent white, 27 percent Black, 16 percent Hispanic, 14 percent Asian, 5 percent multi-racial, 1 percent Native American, and 1 percent Middle Eastern.

In contrast, 65 percent of Trump’s judicial appointments were white men. Biden has appointed 125 non-white judges compared to Trump’s 37 and Obama’s 120.

As Biden aims to match Trump’s record of 237 federal judicial appointments, including three Supreme Court justices, his administration will require significant Senate cooperation in the coming months. The Supreme Court’s decision to overturn Roe v. Wade in 2022 was a prime example of the conservative influence that Trump’s administration and a Republican-controlled Senate had on the judiciary.

Reflecting on the importance of judicial diversity, Schumer concluded, “We are intensely focused on filling the bench with jurists who will make our democracy stronger and uphold the rule of law.”

SUNY Westchester Community College Celebrates Nurse Pinning Ceremony

VALHALLA, NY -- (May 21, 2024) – SUNY Westchester Community College celebrated its Nurse Pinning Ceremony in which 19 students completed their nursing studies and received their SUNY WCC nursing pins..

May has been designated National Nurses Month, and May 8 is National Student Nurse Day. This year’s nursing students completed the two-year Nursing A.A.S. Program, which is designed to prepare students for careers as Registered Nurses. Graduates of the program can transfer almost anywhere, instate or out-of-state. New York State residents are also guaranteed admission to a SUNY four-year campus.

“We are proud to see our nursing students reach this day as they embark on a new chapter,” said George Contreras, Dean of the School of Health Sciences and Wellness. “Our nursing graduates will soon be serving our community in this noble profession. As was evident during the

recent pandemic, the U.S. has a critical shortage of registered nurses, a shortage that might top 1 million by the end of this decade. In response to this shortage, SUNY WCC expanded its nursing program in January 2024 to provide more students with the training and education they need to help fill this need while providing for their families.”

Voters Approve $271.2 million Mount Vernon City

School District Budget for 2024-25 School Year

MOUNT VERNON, N.Y. (May 21, 2024) —

Voters approved a $271,266,317 budget for the Mount Vernon City School District 2024-2025 school year by a 1,103-445 vote – unofficially – today. Results will be certified and made official on Wednesday.

The budget increases spending by $5,296,496, or 1.99%, from the 20232024 school year budget.

The spending plan maintains academic and extracurricular programming and expands and continues investments in academic initiatives throughout the District, including early childhood education and technology and dual language programs.

“Thank you to the Mount Vernon community for your support on this budget,” said Acting Superintendent Dr. K. Veronica Smith. “This spending plan will allow us to provide a high standard of education to our scholars in the upcoming school year and continue the positive academic trends throughout the District.”

The budget requires a 0% change to the $135,947,117 tax levy. State Foundation Aid will remain flat at $83,975,448. That accounts for 30.96% of the district’s revenue.

The budget takes effect July 1, maintains teaching and staffing levels and provides additional funding for transportation.

The largest increase in spending is $4,725,885 for special education programs. Other significant increases include $105,160 for extracurricular and interscholastic sports and $759,128 for employee benefits.

“To everyone who came out to support this budget, I want to extend my heartfelt thank you,” said Board of Education President Lorna Kirwan.

“Your commitment and involvement are deeply appreciated and vital to our ongoing efforts to enhance our educational system. I am looking forward to this upcoming school year, as we continue on the mission of educating our youth and providing them with enriching opportunities and safe places to learn during and after school.”

Voters elected three members to the Board of Education, with a fourth seat pending the counting of absentee ballots:

• Dr. Donna Marable (1,109 votes) will be sworn in on Tuesday, July 2, 2024, and will serve a full term, expiring June 30, 2027

• Wanda White (1,040 votes) will be sworn in on Tuesday, July 2, 2024, and will serve a full term, expiring June 30, 2027

• Christopher McDonough (957 votes) will be sworn in on Tuesday, July 2, 2024, and will serve a full term, expiring June 30, 2027

• The vote tally for the final seat is too close to call, and the winner will be declared following the counting of absentee ballots. Helene ThompsonNjenga (891 votes currently) or Cynthia Crenshaw (804 votes currently) will be sworn in at a Special Meeting of the Board of Education on Thursday, May 23, 2024, pending the counting of absentee ballots. She will serve the unexpired portion of a term that will run through June 30, 2025.

Erica Peterson (683 votes) did not earn a seat.

This is your Congressman, Dr. Jamaal Bowman, and I am honored to be here to talk about what is happening in our district NY-16 this election, which I’ll be doing right here in the Westchester County Press with this weekly column. In 2020, our community made history when we turned out record numbers to elect as the first Black man to represent this district, and in 2022 you elected me again.

I would also like to introduce myself to those of you I haven’t yet met. I’ve had the pleasure of serving this district for nearly four years. Becoming a Congressman wasn’t the path many like me have been able to take. I grew up in public housing and was raised by a single mom who could support us thanks to a union job as a postal worker. I later became a teacher in the south Bronx and had the honor of opening my own public middle school, the Cornerstone Academy for Social Action, which I served as principal of for ten years. My greatest title is

that of husband to a brilliant wife and father to three wonderful children. Working to educate and improve the lives of children defines my life. What made me take the chance and run for Congress in the first place was when I saw too many kids dying from senseless violence, suffering from a lack of resources, and too many elected officials whose lived experience is not ours.

I have an unyielding belief in what’s possible. I believe in unlocking the potential of all people, everywhere. So I fight for the resources and support that will enable every person in this district to become their best selves. For what our communities need.

When a tragic shooting in New Rochelle took a young girl’s life, I wrote a letter to President Biden that resulted in the first federal regulation on “ghost guns,” and brought the community a new $1-million dollar violence prevention program locally. Because we have to keep our kids safe.

President Biden has been a strong partner for our district. So when others thought we had to let Joe Manchin kill the President’s Build Back Better agenda, I kept fighting for it. That was how we passed the Inflation Reduction Act (IRA), President Biden’s signature accomplishment, which protects our children’s futures with the IRA’s historic clean energy funding, and our seniors’ health with its medicare drug price reforms.

Whether it’s winning 3 million dollars for expanded health clinics for public schools in New Rochelle,

Yonkers, and Mount Vernon, to 2 million dollars for housing and small business development in Yonkers, to millions for proven public safety and violence intervention programs, and more, I’ve fought to bring the resources and support to the communities who need them most.

We need to fund jobs and education, not bombs and incarceration. I was an original sponsor of the Congressional resolution calling for a ceasefire that will bring safety to all Israelis and Palestinians alike. And because what MAGA Republicans fear more than anything is a world where more and more people show the kind of moral leadership that takes money away from weapons and towards teachers and doctors and affordable housing and green jobs.

Those wealthy white men are used to getting their way. They give millions to Republicans to take away the freedoms, the voting rights and civil rights, that our sisters and brothers died for in the Civil Rights movement. They are scared of our unity and so they attack our leaders, and try to divide our community. And now these billionaires have come to our district. They are going to make the June 25th NY-16 primary the most expensive Congressional primary in US history against us.

The right wing, pro-Netanyahu lobby group known as AIPAC recruited George Latimer to run against me. Nine of AIPAC’s top ten donors are Republican billionaires who support Donald Trump. One of their biggest donors is Daniel Loeb, a white hedge fund billionaire who once said that our great state senator Andrea Stewart-Cousins had “done more damage to people of color”

than the Ku Klux Klan. We aren’t surprised that AIPAC also endorsed 109 January 6th insurrectionists who voted against certifying President Biden’s election. The ones I saw attempting to overturn our democracy on my third day representing you in Congress.

That’s who wants to unseat Jamaal Bowman. That’s who is spending $25 million dollars on ads trying to mislead you about the representative you made history by electing twice.

It might be my name they’re dragging through the mud, but this election isn’t really about me. It’s about our whole community, who is coming together to fight for what we deserve. And we need to show these Republican billionaires we won’t be divided. We need to keep speaking up. We need to show the Black and brown people who are discriminated against, and working people who just need room to breathe, and young people who are losing the hope for the future they deserve—that someone is listening. And that someone is fighting for you.

We do it to win the kinds of things we have been denied for too long. The kinds of victories that build the people up. The kinds of funding that brings resources like teachers, doctors, affordable housing, and good jobs to communities who need it most. The kinds of victories that racist billionaires can’t erase no matter how much money they spend.

But this election, we decide. We decide our future, and we decide to keep pushing until we are there.

Armed With New Technology and Tactics, Russian Trolls Are Back to Disrupt U.S. Elections

“Russia remains the most active foreign threat to our elections. The Russian government’s goals in such influence operations tend to include eroding trust in U.S. democratic institutions, exacerbating sociopolitical divisions in the United States, and degrading western support to Ukraine. Russia relies on a vast multimedia influence apparatus, which consists of its intelligence services, cyber actors, state media, proxies, and social media trolls. Moscow most likely views such operations as a means to tear down the United States as its perceived primary adversary, enabling Russia to promote itself as a great power.”

In the spring of 2019, the National Urban League’s State of Black America report was the first to highlight the extent of Russian efforts to deceive, manipulate and exploit Black voters in the 2016 presidential election. Five months later, a Senate Intelligence Committee report confirmed our findings: Russian trolls targeted Black Americans more than any other group to dissuade them from voting.

Now, as the 2024 presidential election approaches, the Russians are at it again, armed with new technology and new techniques. Videos, spewing disinformation, with voices and images manipulated by artificial intelligence, are the medium of choice for Russian operatives. Falsely represented as the work of independent journalists or whistleblowers, the videos are considered more likely thank simple blog or social media posts to enter the mainstream discourse.

Though the tactics are new, the goal remains the same: the election of Donald Trump and the implementation of Trump’s pro-Russia policies. Trump has said he would encourage Russia to do “whatever the hell they want” to our NATO allies who don’t meet defense spending guidelines. He would end U.S. support for Ukraine in its fight against Russia’s invasion.

Key to Russia’s disruptive plan is the promotion of racial strife and

the suppression of Black votes.

“By far, race and related issues were the preferred target of the information warfare campaign designed to divide the country in 2016.” the U.S. Senate Intelligence Committee concluded. Of Russian operatives’ top 10 Instagram accounts, five were focused on African-American issues and audiences. Their Twitter content was “heavily focused on hot-button issues with racial undertones such as the NFL kneeling protests.” And 96 percent of their YouTube content was targeted at racial issues and police brutality. “Some of the videos featured expressly voter suppressive content intended to dissuade African-American voters from participating in the 2016 presidential election,” the committee found.

Russia continued to target Black Americans through the 2020 presidential election.

Our best defense against disinformation, national security experts say, is identifying and publicizing the propaganda push.

“The great antidote to all of this is being able to shine a light on it,” former NSA director Gen. Paul M. Nakasone told the Senate Intelligence Committee. “If they are trying to influence or interfere in our elections, we should make it as hard as possible for them.”

As we observe Memorial Day, we pay tribute to the valiant African American men and women who have laid down their lives in the service of our nation. Their sacrifices have been instrumental in upholding the freedoms and values that we cherish as a country.

From the courageous soldiers of the 54th Massachusetts infantry regiment during the civil war to the Tuskegee Airmen in World War II, and to the countless unnamed heroes and conflicts throughout history, African American service members have fought with unwavering bravery and dedication.

Today, we remember their legacy, honor their courage, and express our deepest gratitude for their ultimate sacrifice. Their commitment to liberty and justice for all has not only shaped our nation’s history but continues to inspire future generations. Let us reflect on their selfless acts and reaffirm our commitment to ensuring that their contributions to our nation’s freedom are never forgotten. On this Memorial Day, we stand united in solemn remembrance of these remarkable individuals who have given their all for the United States of America.

OP-ED: How We Can Make Our Roads Safer for Black Teens This Summer

Cookouts. Beach trips. Baseball games. Summer is almost here, a season everyone loves. But in a town in Connecticut, this July will be a solemn time for the family and friends of a 15-year-old girl who was killed one year ago when the young driver of a car she was in was distracted. She was a gifted, beautiful student. Most importantly, she is more than a statistic and our hearts go out to her family and friends. But sadly, her death adds to the tragic consequences of distracted driving that affects everyone. Her death, as a young Black teen, highlights a disturbing truth: Research in the American Journal of Preventive Medicine found that fatality rates per 100 million miles traveled are systematically higher for Black and Hispanic Americans for all modes of transportation. Federal data shows that 225 teens (ages 15 to 19) were killed in distraction-affected crashes in 2021.

We also know that distracted driving (including texting while driving) is blamed for 58% of crashes involving teen drivers. We can prevent more deaths by making the time between Memorial Day and Labor Day the “100 Safest Days of Summer.” This is our time to remain vigilant and provide teens with every safety tip that we know will keep them alive. Sometimes, it takes a little extra courage to remind our independence-seeking teens that too many passengers are dangerous, that their cell phones should be turned off while driving and that other distractions can be just as deadly. We need to explain that impaired driving is not only dangerous but also a crime that can result in truly life-altering consequences.

Parents should remember these tips to give teens the best chance at staying alive:

• Lead by example by eliminating distractions behind the wheel and always driving soberly. According to the National Safety Council, a recent survey reported that 91% of parents who use their cell phones do it in front of their teens knowing that they are “one of their teens’ primary driving teachers.”

• Urge your teens to call you if they are ever in a potentially bad driving situation. Let them know you will pick them up without repercussions, no questions asked. If your child is afraid, they’ll “get in trouble” if you see them under the influence, wouldn’t they be more likely to drive impaired or get in a car with someone who is?

• If your teen is learning to drive, practice with them frequently, be patient and positive, and always demonstrate safe driving habits when you drive. They will follow your example. Consider employing a professional for this often high-stress rite of passage.

• Ask them to add #BUTNOTWHILEDRIVINGto their mobile device signature and teach them how to use “Focus” or “Do Not Disturb.”

• Ask them to keep you informed of where they’re going, and with whom and to call you if their plans change; it can save a lot of grief and worry.

• Never serve alcohol or other drugs at parties. Not only is it dangerous, but in some states, parents can be held liable for underage drinking if a party-goer crashes on the way home.

• Empower them to show courage and decline a ride from a friend who has been drinking, taking drugs, speeding, or tends to drive distracted. Saying “no thanks” may make the difference between life and death. Encourage them to take care of their passengers and promise to keep them safe.

• Encourage them to sign the Courage to Intervene Unfortunately, there exists the commonly misguided notion that someone else will do the right thing, that someone else will speak up, that someone else will have the Courage to Intervene.

• Teens can also help ensure that they and their friends stay alive to enjoy summer by pledging to practice responsible and safe driving habits, whether they’re the driver or passenger, with the “I PROMise Pledge.”

And, of course, talk early and often about speed limits, seatbelts, basic highway safety laws and tips on what to do if a tire goes flat and how to safely pull over in an emergency. Unfortunately, our young drivers are more likely to underestimate dangerous situations or not recognize potentially hazardous situations than older drivers. Life is too precious to waste it on a cell phone conversation drink or using drugs before driving. Together, we can make the time from now until Labor Day the 100 Safest Days of Summer.

It is the national commitment to provide children, ages 0-5 years old, with the foundation they need to thrive and set them up for a lifetime of learning and growth in school and the wider world. “Project Head Start” was launched in 1965 as a comprehensive child development program. Shriver to convene an interdisciplinary panel of experts to design a program to help communities meet the needs of preschool children – in and beyond the classroom. The committee’s “Cooke Report,” named after its chair Dr. Robert Cooke, became the blueprint for Project Head Start.

Designed to help break the cycle of poverty, Project Head Start provided preschool children from lowincome families with a comprehensive program to meet their educational, health, and nutritional needs as well as offer support and resources to their parents. Over the years, numerous studies have shown that Head Start students and graduates have improved life circumstances, including better health and a greater likelihood of graduating high school and earning a college degree or postsecondary certificate or license.

Head Start is rooted in the unwavering philosophy

that where you come from shouldn’t stand in the way of where you’re going. The program now serves more than 800,000 children from incomeeligible families each year in urban and rural areas in all 50 states, the District of Columbia, Puerto Rico, and all U.S. territories, as well as American Indian and Alaska Native and migrant and seasonal communities.

Every Head Start classroom takes the same rigorous approach to learning, and our dedication extends far beyond the classroom as we focus on the development of the whole child. Parents and caregivers are treated as partners in their child’s education; Head Start provides support related to their child’s health, nutrition, and developmental needs. Head Start families have varying levels of experience navigating the educational system –we meet them where they are, treat them with respect, and support them to become a part of the community. This approach has long demonstrated success – kindergarten teachers notice that Head Start graduates are more likely to demonstrate the skills needed for success in elementary school, such as raising their hands and waiting their turn patiently. 2024 – a Primary on June 25th and a General on November 5th and hundreds of trained poll workers are still needed. True, it is a long day: set-up begins at 5 AM and the day ends about 30 minutes after the polls close at 9 PM. However, you would be joining your neighbors in performing an invaluable civic duty. Cheryl Brannan Mercy University 2024 Commencement Speaker

DOBBS FERRY, NY -- Cheryl Brannan was the Mercy University School of Business 89th Commencement Speaker and was presented with an Honorary Doctor of Commercial Science, from President Susan Parish and was hooded by Trustee Valerie Mason Cunningham.

Dr. Brannan said, “It was exciting to serve as the Commencement Speaker and receive an Honorary Doctorate from Mercy University, where I have been an alumni, former faculty member, and community partner for almost 20 years.”

Her speech was entitled, Another Milestone: Striving to Live Your Best Life! She shared two pieces of advice that she calls Golden Nuggets that have served her well during her life and career journey. They were to Expand your worldview and Bet on Yourself!

During her introduction, President Parish said, Cheryl Lynn Brannan, has been a dynamic leader who has excelled in the civic, political, corporate, academic, and international arenas for over 30 years, claiming “On the Move” as her mantra.

As someone who values education and lifelong learning, she is a proud Mercy alumna having earned

a master’s degree in organizational leadership in 2002 and later joined the faculty at the School of Business.

She climbed the corporate ladder at Xerox while establishing the Xerox Black Women’s Caucus Group, making significant contributions to diversity and leadership in the corporate sector.

As founder of Sister to Sister International, Cheryl led efforts to support the health, education, and empow-

erment of Black and Brown women and girls, and spearheaded the creation of the first STEAM summer camp for girls of color in the Lower Hudson Valley. She has been integral in highlighting the significant disparities in Black maternal health in Westchester County, and creating a Westchester Black Maternal Child Center of Excellence to improve those outcomes. This important work reaches beyond our region.

Majority Leader Andrea Stewart-Cousins Receives Honorary Doctorate Degree from Pace University

(PLEASANTVILLE, NY) – New York State Senate Majority Leader Andrea Stewart-Cousins received an Honorary Doctorate of Humane Letters from Pace University on Monday.

Senator Stewart-Cousins, a proud double-alumna of Pace University, was unable to attend the Commencement Ceremony on May 20th due to the legislative calendar. However, she expressed her gratitude and shared a heartfelt message with the 2024 graduates through video remarks.

“I am deeply honored to accept an Honorary Doctorate of Humane Letters,” said Senator Stewart-Cousins. “This recognition is profoundly meaningful to me as a proud alumna of Pace University. It underscores the enduring value and transformative power of education. My experiences at Pace have significantly shaped my career and commitment to public service. I am grateful for the opportunities and support I received as a student.”

Senator Stewart-Cousins received the degree in recognition of “her tireless dedication to public service, her transformative impact on New York State, and for modeling all that a Pace graduate can accomplish,” according to the Honorary Degree Citation.

Senator Stewart-Cousins also extended her thanks to Pace University President Marvin Krislov for his leadership and congratulated the 2024 graduates on their achievements.

“I extend my sincere thanks to President Marvin Krislov for his exceptional leadership. I look forward to our continued collaboration on behalf of the entire Pace community,” said Senator Stewart-Cousins. The honorary degree will be formally presented at the Spirit of Pace Awards Dinner.

Congratulations to the Graduates!!!

Dr. Glenetta C. Phillips graduated from Manhattanville College on May 18, 2024. Her Dissertation Title: A QUALITATIVE STUDY OF FORMERLY INCARCERATED BLACK MALE STUDENTS’ RESILIENCE FOLLOWING PARTICIPATION IN A PRISON-BASED EDUCATION PROGRAM.

The purpose of this qualitative study was to describe the experiences of formerly incarcerated Black male students’ participation in a prison-based education program. Drawing upon the theory of resilience, this study sought to understand how the formerly incarcerated students rose above their many hardships like mental health disorders and trauma-informed systemic racism, depression, and wellness. Analysis of data collected from interviews with 12 Black males enrolled in community college revealed how participants drew upon their grit and pride to rise above oppressive situations. The findings from this study are important in that they illuminated how resiliency and having a sense of pride play a large part in identifying the link between mental health, trauma-informed disorders, impeded progress concerns, and racial discrimination which are pivotal aspects of the study. Based on mental health challenges a person’s hope and resilience within a systemic world of incarceration can lead to severe post-traumatic stressors; yet, it could also leverage the students’ capabilities within themselves.

Celeste A. Coleman-Housey, Ed.D. graduated from Fordham University on May 18, 2024. As a researcher in the Graduate School of Education’s Educational Leadership, Administration, and Policy Program, Dr. ColemanHousey focused her work on culturally responsive instructional leadership practices in better service of Black and brown students in NYC. Her dissertation, “DESIGNING AND FACILITATING CRITICAL ANDRAGOGY: A (RE)MEMBERING LEADERSHIP CASE STUDY”, explores a problem of practice using Improvement Science.

The problem of practice in this district was that principals had widely varying abilities to recognize harmful and oppressive teacher practices when conducting classroom observations and to respond appropriately with a coaching stance to disrupt cycles of harm for students of color. The research provides an analysis of leadership practice while designing and facilitating Critical Andragogy to develop the Critical consciousness, racial literacy, and culturally responsive instructional leadership practices of principals. The resulting Framework for Critical Andragogy holds promise as a tool for selfevaluation and (re)membering growth in implementing equity-focused adult learning. The tool serves as a wealth of knowledge from across the African diaspora in service of our Black and brown students.
