Informe del Vice-Presidente para la Región de las Américas Pr. Eliseo Vílchez-Blancas De forma breve, entendiendo las condiciones de tiempo de la Asamblea o Concilio de la WCEU, presento las principales acciones desarrolladas por mi persona en el último año y durante mi gestión y encargo como Vice-Presidente para las Américas. 1. Acompañamiento pastoral en el último año. 1.1. Las uniones nacionales en cada denominación y país llaman de distinta forma a la reunión donde cambian de directiva y donde definen sus principales líneas de trabajo para la siguiente gestión. Así, en el último año, visité a la UNSEC-México en su “Convención” y al DENEC-Perú en su “Asamblea”. Mi acompañamiento a la UNSEC fue como delegado fraternal en sus sesiones, en la predicación y compartiendo una conferencia sobre los “500 Años de la Reforma Protestante”. En la DENEC fue similar en el acompañamiento de sus sesiones, en la predicación y en la ministración de la Santa Cena, y en la instalación de la nueva directiva por encargo de los pastores y líderes de la denominación.

1.2. En junio del 2017 recibí, desde la oficina del Secretario General, la solicitud del directorio de las uniones nacionales y denominacionales de Guatemala, México y Perú. Solicitud a la que respondí y compartí. Sin embargo, desconozco el tipo de comunicaciones y acciones desarrolladas desde la oficina en relación con la región. En cuanto al directorio he instado de forma constante a las uniones que establezcan una dirección oficial; sin embargo, por las condiciones de trabajo de cada una de las uniones, esto no ha sido posible en todas (a excepción de la DENEC-Perú). Para el trabajo en el futuro, cabe recordar de estar atentos a las asambleas anuales y bianuales de las uniones, y mantener una comunicación constante con los nuevos directivos. 2. Acompañamiento pastoral desde la vice-presidencia desde 2010-2018. Incluyo en este informe –ahora al cumplir mi encargo en la vice-presidencia– un resumen de los principales objetivos y acciones de mi caminar y ministerio en la WCEU. Entendiendo el carácter de mis funciones, los objetivos que hemos buscado han sido: establecer contacto con los EC en la región; propiciar la integración entre ellas, abriendo espacios de encuentro y socialización; acompañar al liderazgo, esto es aprovechando mi ministerio docente y pastoral –en cierto sentido “itinerante”– en Perú, México y Guatemala.
2.1. Encuentro de dos uniones mexicanas (julio 2012). Con motivo de la visita a México del Presidente de la WCEU, Rev. Kálmán Adorján, organizamos el primer espacio de integración al que llamamos: “Encuentro del EC en México”. En este evento se logró reunir a las directivas de dos uniones denominacionales: la UNSEC de la Iglesia Nacional Presbiteriana y la USSEC de la Iglesia Nacional Presbiteriana Conservadora. Lo significativo fue compartir los espacios de adoración, de oración y reflexión con jóvenes de dos denominaciones que en el pasado fueron parte de una sola iglesia, y que ante la división mantuvieron el EC. 2.2. Contacto con las uniones denominacionales y nacionales de la región. Las uniones denominacionales con las que la WCEU tiene contacto –desde décadas atrás– son: • DENEC - Departamento Nacional de EC / Iglesia Evangélica Peruana (IEP). • UNSEC - Unión Nacional de Sociedades de EC / Iglesia Nacional Presbiteriana de México (INPM). • UNEC - Unión Nacional de EC / Iglesia Evangélica Nacional Presbiteriana de Guatemala (IENPG).
Las uniones denominacionales con las que tomamos contacto –desde el 2012– son: • UNSIEC - Unión Nacional de Sociedades Intermedias de EC / Iglesia Nacional Presbiteriana de México (INPM). • USECCC - Unión de Sociedades de EC del Campo Congregacional / Iglesia Cristiana Congregacional de México (ICCM). • USSEC - Unión Sinódica de Sociedades de EC / Iglesia Presbiteriana Asociada Reformada de México (IPAR). • USSEC - Unión Sinódica de Sociedades de EC / Iglesia Nacional Presbiteriana Conservadora de México (INPCM).
Recientemente, en el último año, tuve la ocasión de conversar con los líderes nacionales de la Iglesia Evangélica del Nor Oriente Peruano (IENOP), denominación en la que existió en décadas pasadas el ministerio del EC, ellos me expresaron su deseo de retomar el contacto con la WCEU. Asimismo, tuve una entrevista con los/las líderes de la Iglesia Evangélica Filadelfia en la selva central del Perú, quienes a la fecha están introduciendo el EC en su primera iglesia. Cabe aquí mencionar el trabajo de las pastoras Ma. Deníz Ramírez y Gladys Cardenas. Oremos por el EC en estas dos iglesias: • Por el EC en la Iglesia Evangélica del Nor Oriente Peruano (IENOP). • Por el EC en la Iglesia Evangélica Filadelfia (IEF). 2.3. Los Encuentros de EC de las Américas. Son tres los Encuentros que hemos organizado como WCEU: México 2014, Guatemala 2015 y Perú 2017. Estos espacios buscaron integrar a los directivos de las uniones denominacionales de la región, logrando la participación de líderes de 7 uniones en la primera; de 4 en la segunda; y, de igual número en la tercera. Cada Encuentro trabajó temas a favor de la integración y cooperación del EC en la región. Cabe mencionar las visitas que el Rev. Andreas A. Rudolph –entonces Secretario General de la WCEU– realizó a los países de la región, visitas que antecedieron a la serie de Encuentros y que ayudó en el contacto e información del ministerio que realizamos como WCEU.

2.4. La promoción de las Semanas de Oración del EC. En estos años hemos buscado promover la realización de la Semana de Oración del EC entre los esforzadores y sociedades de nuestra región. El 2012 publicamos y distribuimos el cuaderno que fue elaborado por las Uniones de EC de Hungría y Rumania, El 2013 este trabajo estuvo a nuestro cargo, e invitamos a un grupo de pastores peruanos a colaborar con la serie de temas de la Semana de Oración. Estos trabajos contaron con el apoyo y participación de varios esforzadores en la preparación de los temas, en la traducción y en el diseño de los cuadernos, todos ellos están mencionados al final de cada publicación. 2.5. Publicación de Generosa Libertad en español. La edición en ingles se publicó en Lima el 2010, y la edición en español también lo publicamos en Lima el 2017. Este libro es el recurso de presentación del EC y de la WCEU, y por su contenido es de motivación a la misión y trabajo del EC en el mundo.
2.6. Visitas pastorales. En este tiempo al frente de la WCEU en mi región, he asistido y participado de varias reuniones de las uniones denominacionales: UNSEC (Chilpancingo, Oaxaca, Mérida, Tuxtla, Monterrey), UNSIEC (Toluca), DENEC (Lima, Oxapampa), UNEC (Amatitlán, Quetzaltenango, Retalhuleu). Mi labor pastoral y docente en Perú, México y Guatemala me ha permitido estar cerca a los EC, de otra forma hubiera sido imposible principalmente por el tiempo y el financiamiento, ya que el financiamiento de la WCEU es limitado. Por otro lado, he procurado visitar a la USSEC de la INPCM en alguna de sus convenciones, pero no ha sido posible, entiendo por ser pastor de la INPM, por el antecedente histórico de división. Sin embargo, nuestra comunicación y reuniones con sus directivos ha sido posible y siempre fraterna. Queda visitar a la USECCC y USSEC de la IPAR, espero que ésta pueda ser posible en el siguiente periodo con los nuevos directivos de la WCEU. 3. Desafíos hacia el futuro. Uno es especial. Creo que el mayor desafío para la WCEU es cambiar su esquema misiológico que ha sido predominantemente nórdico. Los proyectos misiológicos de nuestro tiempo han girado su orientación de sur a norte, que en nuestro caso sería: dar más lugar a la India, Africa y América Latina en la dirección e implementación de nuevas estrategias para fortalecer el ministerio del EC. La vitalidad misionera en este nuevo tiempo está en el sur, no es que sea superior en organización o más fuerte en términos económicos, su fortaleza es a nivel de su organismo que refleja vitalidad y crecimiento, en medio de sus limitaciones de recursos. ____ Culmino mi último informe expresando a Dios mi gratitud por su gracia al hacerme parte del EC y del ministerio de la WCEU. Asimismo, agradezco el compañerismo de todos los esforzadores que Dios puso en nuestro camino a lo largo de estos años. Agradezco a los compañeros de camino y ministerio en las distintas reuniones y actividades de la WCEU, en especial a Andreas A. Rudolph, Kálmán Adorján, Tong-un Ko, Joyce Spicer, Surendra K. Sahu, Michael Warren, Jon Stewart, Dave Coryell y más compañeros –hombres y mujeres– en este camino y misión de fe. Soli Deo Gloria! ¡Por Cristo y por su Iglesia!

Report from the Vice-President of the Americas and Caribbean Region Rev. Eliseo Vílchez-Blancas Briefly, understanding the time conditions of the Assembly and the Counsel of WCEU, I present the main actions exercised by me in the last year and during my management as Vice-president of the region of the Americas and the Caribbean. 1. Pastoral accompaniment in the last year. 1.1. The national unions of each denomination and country call in different ways to the meetings where they change officials and where they define the main work guidelines for the next management. In the last year, I visited the UNSEC-Mexico, in their “convention” and the DENECPeru in their “Assembly”. My accompaniment to the UNSEC was as a fraternal delegate during their sessions, by preaching, and by sharing a conference regarding the “500 years of the Protestant Reformation”. In the DENEC, it was similar the accompaniment to their sessions, preaching and in the ministration of the Lord’s Supper, as well as in the installation of the new officers, on request from the pastors and leaders of the denomination.

1.2. In June 2017, I received from the office of the General Secretary, the request for a directory of the national and denominational unions of Guatemala, Mexico and Peru. Request which I answered and shared. However, I am not aware of the type of communications and actions conducted by the office in relation to the region. Regarding the directory, I have constantly urged the unions to establish an official directory. However, due to the work conditions of each of the unions, this was not possible in all (except in the DENEC-Peru). For future work, it is important to be aware of the annual and biannual assemblies of the unions, and keep a constant communication with the new officers. 2. Pastoral accompaniment since the Vice-presidency 2010-2018. I include in this report –as my term as vice-presidents concludes– a briefing of the principal objectives and actions of my ministry and walk with WCEU. Understanding the character of my functions, the objectives that I have sought have been: establish contact with the CE of the region; propitiate integration among them, opening spaces for meeting and socialization; and accompany the leadership, all of this taking advantage of mi teaching and pastoral ministry –in a certain way “itinerant”- in Peru, Mexico and Guatemala.
2.1. Meeting of two Mexican unions (July 2012). Because of the visit of the WCEU President to Mexico, Rev. Kálmán Adorján, we organized a first integration space, which we called “CE Meeting in Mexico”. In this event, we were able to bring together the officers of two denominational unions: the UNSEC of the National Presbyterian Church, and the USSEC of the National Presbyterian-Conservative Church. The work was meaningful as we shared spaces for worshiping, praying and reflection with the youth of both denominations, which in the past were part of the same church and as they faced a division they both kept the CE. 2.2. Contact with the national and denominational unions of the region. The denominational unions with which the WCEU is in contact –since decades ago– are the following: • DENEC - Departamento Nacional de EC / Iglesia Evangélica Peruana (IEP). • UNSEC - Unión Nacional de Sociedades de EC / Iglesia Nacional Presbiteriana de México (INPM). • UNEC - Unión Nacional de EC / Iglesia Evangélica Nacional Presbiteriana de Guatemala (IENPG).

Recently, in the last year, I had the opportunity to talk with the national leaders of the Iglesia Evangelica del Nor Oriente Peruano (IENOP), denomination in which the ministry of CE existed many decades ago. They expressed towards me their desire to be in contact again with the WCEU. At the same time, I had an interview with the leaders of the Iglesia Evangelica Filadelfia in the central jungle area of Peru, who to this date are introducing CE to their first church. It is important to mention the work of the pastors Ma. Deniz Ramirez and Gladys Cardernas. Let’s pray for the CE in these two churches: • For CE in the Iglesia Evangélica del Nor Oriente Peruano (IENOP). • For CE in the Iglesia Evangélica Filadelfia (IEF). 2.3. CE Meetings in the Americas. There were three meetings that we organized as WCEU: Mexico 2014, Guatemala 2015 and Peru 2017. These spaces sought to integrate the officers of the denominational unions of the region. We achieved the participation of leaders from 7 unions in the first meeting; from 4 unions in the second; and also, from 4 unions in the third. In each meeting, we worked issues in favor of integration and cooperation of CE in the region. It is important to mention the visits from Rev. Andreas A. Rudolph –by then the General Secretary– to the countries of the region. These visits anteceded the series of meetings and helped contacting and providing information for the ministry that we do as WCEU.

2.4. Promotion of the Prayer Week of CE. In these years, we sought to promote the exercise of the Prayer Week of CE among endeavorers and societies of our region. In 2012, we published and distributed a handbook, which was first created by the CE unions of Hungary and Rumania. In 2013, this work was in charge of us, and we invited a group of Peruvian pastors to collaborate with a series of issues for the Prayer Week. This work had the support and participation of many endeavorers in the preparation of the topics, in the translation and in the design of the handbooks; they are all mentioned at the end of each publication. 2.5. Publishing of Generous Freedom in Spanish. The English edition was published in Lima in 2010, and the edition in Spanish was, also, published in Lima in 2017. This book is a resource to introduce CE and the WCEU, and due to its content it encourages the mission and the work of CE around the world.
2.6. Pastoral Visits. During this time in front of the WCEU in my region, I have assisted and participated from many meetings of the denominational unions: UNSEC (Chilpancingo, Oaxaca, Mérida, Tuxtla, Monterrey), UNSIEC (Toluca), DENEC (Lima, Oxapampa), UNEC (Amatitlán, Quetzaltenango, Retalhuleu). My pastoral and teaching work in Peru, Mexico and Guatemala has allowed me to be close to the CEs. It would have been impossible otherwise, mainly because of time and financing, because the budget of WCEU is limited. On the other hand, I have tried to visit the USSEC and the INPCM in some of their conferences, but it has not been possible. I understand because I am a pastor of the INPM, and due to the historical antecedent of division. However, communication and meetings with their officers has been possible and always fraternal. It is pending to visit the USECCC and USSEC of the IPAR. I hope this could happen in the next term with the new officers of the WCEU. 3. Challenges for the future. One is special. I believe the biggest challenge for WCEU is to change its missiological scheme, which has been predominantly Nordic. The missiological projects in our time have turned its orientation from south to north, which in our case would be: give more place to India, Africa and Latin America in the direction and implementation of new strategies to strengthen the ministry of CE. The missionary vitality in these new times is in the south. That does not mean that it is superior as an organization or stronger economically. Its strength is at the level of its organism, which shows vitality and growth, in the midst of its limited resources. ____ I end my last report expressing to God my gratitude for his grace to make me part of the CE and the ministry of the WCEU. Moreover, I thank the fellowship of all the endeavorers that God put in our paths throughout these years. I thank my road and ministry companions in the different meetings and activities of the WCEU, specially to Andreas A. Rudolph, Kálmán Adorján, Tong-un Ko, Joyce Spicer, Surendra K.
