There’s no denying it: It’s been a rough few weeks for everyone. Staying at home and practising social distancing is not easy for a city filled with people who thrive on work, outdoor activity and the freedom to come and go as they please. Perhaps the one comforting thought is knowing that we are all in this together, and together, we will flatten the curve so we can get on with life sooner, rather than later. Virtual lot release In an effort to still meet the needs of new-home buyers, Cardel Homes hosted its first virtual lot release at noon on Friday April 3. Four 38-ft. single-family lots were made available in its Blackstone community. Interested parties emailed their information to Cardel, and a lottery system followed. Virtual appointments were set up with buyers, and signatures were acquired electronically.

TARION ADVISES HOMEOWNERS AND BUILDERS ON THE COVID-19 PANDEMIC by SUSAN LEGGE

The Ontario government, through the Ministry of Consumer Services, continues to empowered Tarion to administer and enforce the Ontario New Home Warranties Plan Act and Regulations. In response to the continuing COVID-19 pandemic, the Ontario government has passed an Emergency Order suspending for the duration of the emergency any provisions of any government statute, regulation, rule or by-law that imposes limitation periods. The suspension is retroactive to March 16, 2020 and can last up to 90 days and be renewed. As the Ontario New Home Warranties Plan Act includes a number of mandated deadlines, Tarion has issued the following advisory which supersedes previously issued advisories: WARRANTY COVERAGE

• The warranty coverage time periods (one year, two year, three to seven year, delayed closing, financial loss and deposit claims) remain in place but to ensure claim rights are not jeopardized the claim submission periods are effectively extended as noted below. WARRANTY CLAIM SUBMISSIONS AND REQUESTS FOR CONCILIATION

• Until the Emergency Order has been lifted, all warranty claim submission deadlines (30-day, YearEnd, Second-Year, MSD, delayed closing, financial loss and deposit claims) are suspended. Homeowners should still submit forms to their builder and to Tarion but are not required to meet the regular statutory deadlines for submitting forms and will not have forms rejected for being late. Once the Emergency Order has been lifted, homeowners will receive a reasonable extension to submit their forms. Please note: If forms submitted via Tarion’s MyHome homeowner portal are automatically rejected for being late due to the system’s programming, Tarion will amend this by accepting the form as on time and 14

a new letter will be sent outlining the next steps in the process. • The 30-day period in which homeowners must request a conciliation is suspended until the Emergency Order has been lifted. Once the emergency is over, homeowners will receive a reasonable extension to submit a request for conciliation. • Conciliations and inspections are postponed and will be rescheduled at the earliest possible date after the Emergency Order has been lifted. Tarion will continuously monitor information from official health authorities and plan and adjust for business continuity in an evolving environment. At first, you were afraid to put away winter gear because it was impossible to believe that unrelenting, snow-filled season was really over. But spring has slowly slid into place, and now you’re finding spring jackets and raincoats being layered on hangers atop winter jackets. The hall closet is bursting at the seams trying to contain the collection of everything from mitts and snow boots to umbrellas and Wellies. It’s time for the seasonal switch. Make some space for your spring and summer things, and don’t give Jack Frost another thought. QUICK TIPS ON ORGANIZING YOUR HOME

Make room for spring. It’s that wonderful time of year again when we can put away the winter gear and lighten the load. Although there’s never enough storage, there are creative ways to better utilize existing spaces when storing out-of-season items. Here are some ideas to consider: Add another shelf above the existing one in all the closets, and purchase under-the-bed organizers. If your bed is not high enough, you can get a bed riser to lift it. Consider creating a document on your computer that serves as an index to outline where you’ve stored what. When winter arrives, you won’t have to rely on your memory to find what you need. 18 New Home + Condo Guide |

How long have you been putting off that rummage sale? Have you been saving items for years with the intention of selling them, but never seem to get around to it? Pull out your calendar today and book a definite date to have your sale. Blocking the time now increases the likelihood of following through with it later. Another option is to forgo the big sell-off entirely and donate these items instead. It takes several days to orchestrate a successful sale, so determine whether the money you’ll make is worth the time and energy it will take. After all, you can always get more money but you can never replace lost time. Jump-start your spring cleaning with baby steps. If you don’t know where to begin when it comes to spring-cleaning your home, start small. Pick just one room. Moving clockwise, remove anything that doesn’t belong in that room and place it in a “move elsewhere” box to deliver to the room it should live in. Pull out anything that doesn’t give you joy or value and place it in a giveaway box. Toss or recycle any papers and garbage that are left over. Designate this room as a “noclutter zone” so you will always have a sanctuary to escape to, regardless of what the rest of the house looks like. Have you stored your winter coats yet? If you’ve been putting off the task of storing your winter coats because you don’t have an

extra closet, there’s a solution. A sturdy, rolling garment rack makes an ideal spot to store winter coats during the summer. Be sure to dry-clean all items before storing, even if they look clean. Body oils and not-yetvisible food stains attract moths – especially on wool coats. Cover the clothes with a clean, cotton bed sheet or use a zippered canvas wardrobe cover specifically designed for this purpose to keep your clothes dust-free. If you don’t have room for a garment rack, store seasonal items in large garment bags, suitcases or underbed storage bins. On April 3, the provincial government announced restrictions to residential construction and renovation – essentially ordering that current builds/projects could be finished, but no new ones could be started. Why is it so important that current new home sites be allowed to stay open and be completed? An average of 500 to 600 families a month move into a new 20

home in Ottawa. Most often, they are leaving a home that another family is moving into, or leaving an apartment that will be filled by someone else. Many don’t have alternative accommodation

available if they aren’t able to move into these new homes. So, there are a lot of people across the city who are relying on local builders to deliver the housing they will use to shelter their families during this difficult time. That’s why protecting employees and trades is the number one priority for Greater Ottawa Home Builders’ Association (GOHBA) members while they continue to deliver the keys to the families waiting for their homes. Members of the GOHBA pride themselves on having clean, organized and safe job sites. But absolutely, the onset of the COVID-19 pandemic presented a


challenge for new-home builders and renovators in Ottawa. They had to figure out how to step up their game even more. And they’ve come through for their employees and trades. HERE’S WHAT WE’RE SEEING AND WILL CONTINUE TO SEE AS BUILDERS COMPLETE ALREADY-STARTED PROJECTS:

• Staggered starts and breaks, minimizing the number of people at any given time (typically one trade at a time) and enforcing physical separation of those who are on site. • Enhanced sanitation – more washroom facilities, more handwashing stations, temporary sinks with running water, and frequent sanitizing of common areas like hoists, site trailers, door handles, and equipment. More gloves and masks are being used, and there is very limited sharing of tools. • Members are also communicating with their employees and trades every day to ensure they are well-informed

on the latest measures that are in place to prevent transmission and protect everyone who comes on site. This is happening verbally, by email and with increased signage onsite. • There is also enhanced tracking and monitoring of every individual who comes onsite, including information on where the employee has worked as well as contact information. Members have completely supported the government’s increased inspection activity during this time, and they endorse shutting down sites that do not meet Ministry of Labour

requirements and place everyone on the job site at risk. The residential construction industry in Ottawa and across the province is committed to this motto: We all want safe job sites. Let’s keep each other safe. We are all in this together.

Our clerks are also working remotely, but we are functioning like a fine-tuned automobile, firing on all cylinders. We are conducting introductory meetings by Skype

The bright, refreshing appeal of a white-based colour palette has been a long-standing trend, and it’s little wonder why. From living rooms to kitchens and bathrooms, across a vast range of styles, it will always be a popular choice. Now, there’s a right way and a wrong way to work with white. Here’s why I love the white choice, and how I use it when designing a space.

Some trends come and go – and trust me, when they go, it’s painfully obvious. (Remember your grandma’s avocadocoloured appliances and shag carpet?) Some finishes will instantly date your home. White, on the other hand, has no expiry date. Because white is the ultimate neutral, it’s easy to update any space with new accessories in trendy colours, patterns and metallic finishes. This is a quick and inexpensive fix when your home feels like it’s suffering from a “style slump.” The timeless appeal of white is perfect for items that are expensive or difficult to change, such as tiles, walls and big-ticket furniture items.

It’s hard to offend with white. Other colours, such as yellow, red or virtually any hue, have the potential to be an affront to some. And the bolder you go, the greater the risk. Don’t get me wrong – I love designing with colour. But for someone who may be hesitant to commit to a vibrant hue, or when there are vastly opposing opinions in the home, white is typically an easy win that still makes a big impact.

Designer Tip Don’t feel like you have to shy away from white upholstery. Of course, if you have young children or pets in the home, a white sofa might not be the most practical choice. With that said, fabrics come in a range of washable and fibre-guard practical options that will stand the test of time – and sticky fingers.

3. Selecting the right white Before you choose “white” and move on to your next design decision, know that white comes in hundreds of different colours. What the what? That’s right – every colour in the rainbow comes in its own version of white. Yellow, blue, pink and green tints make every white appear different. Pure White, China White, Antique White, Bone White... when compared side by side, it’s easy to see how different they can be. Layering different tones of whites within a space can be a great strategy to warm up your palette and bring depth to the overall design. Just be sure your whites complement one another. Remember to pay attention to the kind of natural lighting in the space as this will also change the overall perceived brightness of the white. As a designer, white is one of my all-time favourite colour choices – despite the fact that it’s technically not a colour at all! White has been trending for some time, and it’s not going anywhere anytime soon. Contrary to popular belief, white can be an exciting choice for your interiors, when it’s done right.

In practice, this means the builder should make each step in the buying and building process easy and worry-free for you. service focused on you, your needs and your peace of mind. Here’s what you can and should expect. THE BUILDER AND TEAM

Expect the builder and/or sales and site staff to be: • Open and upfront: Good service begins with honesty, trust and good communication. • Knowledgeable: Good service depends on in-depth product and process knowledge.


The size of a company has little to do with service. Large or small, you should expect personalized service focused on you, your needs and your peace of mind.

• Take you on a tour of the model home(s), or give you detailed descriptions based on scale models, maps, drawings and blueprints. • Explain the company’s approach to design and finishing, and your opportunities to customize. • Be able to tell you about the development and the area in detail – including amenities and features, schools, transportation, shopping and so on. • Provide you with helpful information to take home. READY TO BUY

• Prompt and efficient: Good service sets and respects realistic timelines. • “On your side”: Customeroriented builders and staff work for you and with you. VISITING A SALES OFFICE OR MODEL HOME

When you first visit the sales office or model home, expect the builder or staff to: • Be interested in knowing your housing needs and wants – style, size, features, amenities, price range, location and timing. That way, they can show you the most suitable homes and options.

Once you are ready to buy, expect the builder or staff to: • Give you a clear explanation of the entire process: Who is responsible for what; construction and payment milestones; what’s needed on closing; after-sales service and warranty. • Give you an idea of closing costs: What’s involved, and general cost ranges. • Provide you with a detailed written sales contract. • Respect your wish to think about it and not pressure you to sign a contract. • Appoint a contact (e.g., the builder, the sales manager or the salesperson) who will always return your messages promptly and never be too busy to deal with you. • Make arrangements for your site visits during construction. • Give you regular progress updates.

• And of course, deliver what they promised. UPON COMPLETION

Once your home is completed, expect the builder to: • Give you a detailed orientation tour when you take possession of your new home, or shortly before, so you can inspect it thoroughly and they can explain how everything works. • Explain what is covered by warranties, for how long, and how to request after-sales service. • Explain what you can expect the first year, and a schedule of contact and check-ups. • Ask you about your experiences with their company and your satisfaction with your new home, so they know what they are doing right and where there is room for improvement. If you plan to visit many builder sites, keep a separate record of each place you see and note things like the overall quality of the model home and the finishes, your impression of the sales and design centres, and how the company deals with after-sale service and third-party warranties, to name a few.
