We have included a ton of market research and forecasting in this issue, that quite frankly, it’s a bit overwhelming.

Where are prices headed in the pre-construction market?

Is supply going up or down? What about the resale market?

It’s difficult not to allow such predictions to influence your decision-making process. For many, it can be a key reason to hold off on buying a home and fence-sitting.

What’s clear to me after reviewing the research is this: the market is heating up, and prices are rising, particular in the condominium market.

For reference, take a look at the Urbanation numbers on page 16 — condo sales for 2019 were the third highest on record, with the 905 area taking the bulk of the sales across the entire GTA, according to experts of this Toronto-based market research firm.

The 905 region is a hot area for buyers, particularly millennial first-time buyers who want to be within easy commuting distance of the city, and that will continue this year thanks to the number of new openings and releases.

Last year’s sales numbers from Building Industry and Land Development Association’s (BILD) are also telling (see page 30) regarding the hot factor of condominiums according to market intelligence from Altus Group.

Their numbers indicate sales were up 27 per cent from 2018 and were 16 per cent higher than the 10-year average.

In December 2019, BILD recorded that the benchmark price of condo apartments was up 15 per cent over the last 12 months, sitting at $916,585, while the benchmark price of a single-family home was down 4.6 per cent, at $1,088,317.

More on these numbers, and the importance of meeting the demand for housing in the GTA with supply, is explained in this issue’s BILD Report beginning on page 26.

Google announces offices in Toronto and Waterloo Google announced the expansion of its Canadian presence with plans to build three new offices in Waterloo, Toronto and Montreal adding up to 5,000 employees to the Canadian workforce by 2022.

In downtown Toronto, the company plans to occupy space at the new 65 King East Tower.

Located in the St. Lawrence neighbourhood, 65 King East is steps from the financial core at King & Yonge, and is less than a 10-minute walk to Union Station.

In Waterloo, as part of the same announcement, Google said it will be launching the first ‘Google for Startups Accelerator’ in Canada.

Less than 150 first-time buyers in the GTA applied for federal assistance through CMHC’s First-Time Home Buyer Incentive last year. The average loan in Ontario averaged $20,000 according to a parliamentary report.

Buying intentions dip but desire to own is still strong Fewer GTA households are planning to buy homes in 2020, according to an Altus Group FIRM Survey that was conducted in late 2019.

Home-buying intentions among renters – the primary pool for potential first-time buyers – had shown some recovery in late 2018 yet softened again by late 2019, according to the survey.

Those who currently own a home also expressed less willingness to buy in the next year than in the previous year.

Their reasons? Growing uncertainty with respect to the economic and job outlook, along with affordability concerns as prices started to rise again, likely played a role in dampened home-buying intentions, said the report. The good news is that the desire for homeownership remains strong among renters under 45 years of age, with 1 in 3 saying they are still saving for a downpayment on a home and only about 1 in 9 indicating they prefer the renter lifestyle.

Cortel Group tests new app offering instant mortgage pre-approval at sales offices VersaBank is initiating beta-testing on its newly developed high-volume mortgage software app with the Cortel Group, one of Canada’s largest home and condominium builders.

The app is called Direct-Connect and it was designed to facilitate and significantly reduce the lengthy finance approval process typically experienced by home buyers when visiting home and condo pre-construction sales offices, according to a press release sent out by VersaBank.

VersaBank’s Direct-Connect is designed to assist builders with their pre-sales process. Sales offices will be provided with a device preloaded with the Direct-Connect software app and with a few easy steps, purchasers will know on the spot if they are pre-approved for financing and for what amount.

Third highesT year on record for GTA new Condo SAleS Urbanation Inc., a leading source of GTA condo market information and analysis, reported that new condo sales recorded the third highest level on record last year.

GTA sales grew by 27 per cent in 2019 to a total of 25,097 units,, with activity surging in the final months of the year. A total of 8,044 units were sold in Q4-2019, 38 per cent higher than the same period a year ago, nearly matching the record high reached in Q42017 (8,755).

A 75 per cent share of the 23,953 units brought to the presale market by developers in 2019 were sold (up from a 63 per cent share of new launches in 2018), averaging a selling price of $967 per sq. ft. (a 4.7 per cent increase from 2018). Unsold inventory at year-end declined by 4.8 per cent to 13,373 units, which remained below the 10-year average of 15,907. Against current demand levels, new condo inventory fell to 6.4 months of supply — substantially below what is considered to be a balanced level at 10 months. As a result, pricing for available units climbed to a record high $1,073 per sq. ft. — a 9 per cent annual increase that followed a 50 per cent two-year increase between 2016 and 2018, effectively leading to a doubling of new condo prices over the past decade.

A total of 18,232 units were sold in projects that launched in 2019 — up 17 per cent compared to new launches sold in 2018. While this provides a good indicator of growth in demand from investors, who tend to be most prevalent 16 New Home + Condo Guide | Feb. 15–29, 2020

within newly launched projects, sales within preexisting projects in development that launched prior to 2019 grew even stronger with a 70 per cent jump to 6,865 units, providing evidence of a rebound in demand from end-user buyers as well.

By region, the strongest source of growth was in the 905, which comprised their largest share of GTA sales on record in 2019 at 42 per cent, recording a 72 per cent rise in activity last year. New launches in the 905 averaged a selling price of $795 psf, which was 28 per cent below the 416 average of $1,108 Meantime, former City of Toronto new condo sales fell by 15 per cent to their lowest level since 2013 and recorded their lowest share of GTA sales on record at 31 per cent, providing a clear illustration of how the diminishing number of high-rise development sites are impacting prices in the core and the distribution of activity across the GTA. By submarket, activity was

heavily concentrated in the city centres of Vaughan and Mississauga, which combined for 4,172 sales in newly launched projects (23 per cent share) in 2019, averaging nearly identical selling prices of $834 and $857 psf, respectively. Within the 416, the top submarkets were North Midtown (i.e. Yonge & Eglinton), Downsview, and Downtown East, which together sold 2,757 units in new launches that averaged selling prices between $931 and $1,230 psf.

The level of condo completions in 2020 is expected to be one an important factor for the GTA market this year. After years of low completions and strong construction starts, the number of units under construction at year-end 2019 soared to a record 78,112 units — rising by more than 20,000 units over the past two years. The approximately 29,500 scheduled for completion this year will double the level completed in 2018 and will far surpass the previous high set in 2014 (21,000).

Every month the BILD reports on new home sales in the GTA. This data is collected and compiled by the Altus Group and provides us with important information on how many new homes were sold, the average asking price and the remaining number of new homes in builders’ inventory. It is an important tool that gives those involved in housing, real estate and development real time insight on how government housing regulations, fiscal policy, economic 26 New Home + Condo Guide | Feb. 15–29, 2020

conditions and consumer confidence influence the housing market in the region. BILD recently released the 2019 year end new homes sales data, showing that GTA new home sales rallied from the 22-year low of 2018. Overall in 2019, there were 36,471 new homes sold in the GTA. Only 24,855 new homes had been sold the previous year, which made 2018 the year with the lowest number of new home sales in the GTA since 1996.

There were 26,948 condominium apartments, including units in low, medium and high-rise buildings, stacked townhouses and loft units, sold in 2019, up 27 per cent from 2018 and 16 per cent above the

10-year average. Single family homes, including detached, linked, and semi-detached houses and townhouses (excluding stacked townhouses), accounted for 9,523 new home sales, up 157 per cent from 2018 the lowest year for new single-family home sales since comprehensive tracking started in 1981 but still 30 per cent below the 10-year average.

So what do these numbers mean? At first glance it looks like new home sales were solid for 2019, but that was not the case.

We need to keep our focus on is increasing housing supply, making sure that there’s a solid inventory base to ensure that housing prices remain stable. Consumer demand has not diminished, in fact as the region continues to grow we can be sure it will remain robust and we must make housing more affordable for the average person living in the GTA by eliminating barriers and build homes faster.

We have to accept that demand will continue to increase, and both the building industry, municipal governments, and the provincial government must work together to keep all types of housing (rental and ownership) within reach.

bureaucracy, outdated zoning, and complex policies and procedures have created barriers to the efficient operation of the housing market that have resulted in a generational shortfall of housing.

These obstacles have delayed the development of new homes, and have contributed to the increase in housing costs experienced over the past decade.

In addition, demand for new housing has increased as the Greater Toronto Area has become one of the most desirable places to live. The GTA is the fastest growing region in North America with an estimated 115,000 new residents arriving every year. The population of the GTA is set to grow by 40 per cent or an estimated 9.7 million people by 2041, that timeline is not far away.

In 2019, the Ontario government announced the Housing Supply Action Plan in May of last year, representing the first major step

by any provincial government to address the supply challenges facing the housing market and their effects on affordability.

The proposed changes also acknowledge the cumulative effect that taxes, fees and charges have on housing affordability.

Land transfer taxes, HST, parkland fees and development charges collectively add $124,000 to the cost of an average new condo in the GTA and $222,000 to the cost of an average new singlefamily home.

This is not a time for small plans.

The numbers don’t lie. This year, all levels of government and our industry must continue to work together so we can fix the housing supply problem in the GTA. GTA new home sales rally in 2019 In 2019, GTA new home sales rallied from the 22-year low of 2018, the Building Industry and Land Development Association (BILD) announced recently.

Overall in 2019, there were 36,471 new homes sold in the GTA, according to Altus Group, BILD’s official source for new home market intelligence. Only 24,855 new homes had been sold the previous year, which had made 2018 the year with the lowest number of new home sales in the GTA since 1996.

There were 26,948 condominium apartments, including units in low, medium and high-rise buildings, stacked townhouses and loft units, sold in 2019, up 27 per cent from 2018 and 16 per cent above the 10-year average. Single family homes, including detached, linked, and semi-detached houses and townhouses (excluding stacked townhouses), accounted for 9,523 new home sales, up 157 per cent from 2018, which was the lowest year for new single-family home sales since comprehensive tracking started in 1981, but still 30 per cent below the 10-year average.

A busier than normal December contributed to the pick-up in new home sales in 2019. There were 2,371 total new home sales in December 2019. This included 1,871 new condominium apartment sales, up 132 per cent from December 2018 and 63 per cent above the 10-year average. Single-family home sales, with 500 units sold in December, were up 214 per cent from December 2018 and 13 per cent below the 10-year average.

“The improvement in new singlefamily home sales in 2019 was aided by the narrowing of the price gap between new single-family homes and new condominium apartments, as well as fewer competing options in the resale home market as inventories were whittled down,” said Patricia Arsenault, Altus Group’s Executive Vice President, Data Solutions. “The 2019 performance in the new single-family home market, however, needs to be put in perspective – sales were still very low in historical terms, as available product to purchase remains limited, in particular at price points that are affordable to a broader range of buyers.”

In December, the benchmark price for new condo apartments was $916,585, which was up 15 per cent over the last 12 months, and the benchmark price for singlefamily homes was $1,088,317, which was down 4.8 per cent over the last 12 months.

With no new projects launching in December, as is common for the time of year, remaining inventory decreased compared to the previous month, to 17,116 units, consisting of 12,280 condominium apartment units and 4,836 singlefamily homes. Remaining inventory includes units in preconstruction projects, in projects currently under construction, and in completed buildings.

“In 2019, the Ontario government took important steps to address housing supply and affordability with the introduction of its Housing Supply Action Plan and related legislation,” said David Wilkes, BILD President & CEO. “This year, all levels of government and our industry must continue to work together to transform our planning system so we can fix the housing supply problem in our region.”

In January of 2020, resale property transactions in the Greater Toronto Area (GTA) increased by 15 per cent annually and the composite index price jumped by 9 per cent year-over-year, the largest annual increase since October of 2017.

Looks like the market is back, and dare we say it’s hot again.

The biggest contributor to this price spike was the fact that new listings were down 17 per cent annually and active listings were down 35 per cent annually - a perfect example of how low supply and high demand result in price inflation.

In early 2020, Engel & Völkers Americas released their 2019 Year-End Canadian Market Report.

The high-end brokerage indicated

that Toronto’s housing market proved resilient in 2019, finding its footing in the second part of the year, with sellers clearly having a negotiating advantage in Q4-2019.

They pointed to strong economic conditions like job growth, accelerated population growth, and low interest rates as factors tipping the scale heavily towards sellers again.

The report suggested that the mortgage stress test and nonresident buyers tax had an impact

on luxury property transactions for inventory priced more than $4 million, however, the latter part of the year saw these properties start to move again. Once the ultra luxury market picks up, that’s a clear sign the market is very strong.

On the flip side of the market, demand for existing condos last year was high, and there were multiple offers for much of the available product under $500,000.

In other words, the entire price spectrum is booming.

The local Toronto office of Engel & Völkers pointed to strong immigration supporting the housing market, and their agents are working with clients from China, Iran and Russia. There continues to be steady interest in the high-end market from this new GTA residents, including

the typical affluent communities of Yorkville, the Annex, Forest Hill, and Rosedale. They also noted that there has been a noticeable increase of interest in King Street from domestic buyers looking to downsize, with a keen interest in one-of-a-kind builds like the one by Westbank Corporation that was designed by starchitect Bjarke Ingels.

Another observation by the Engel & Völkers Toronto Central office is that investor groups are pooling resources and looking outside Toronto for multi-family properties in areas like Hamilton, Burlington, and Barrie. Other driving factors for Toronto investors considering out-of-town opportunities is the lower prices, better affordability for the tenants, larger lot sizes, and more singlefamily new builds.

According to Anita SpringateRenaud, License Partner at Engel & Völkers Toronto Central, “Interest rates are coming down and buyers have become acclimated to the mortgage stress test. We are seeing more private financing to get around the constraints formal banks adhere to. As a result, things started picking up in the latter part of 2019, and we expect that to continue into 2020. Home sellers are also becoming more realistic about the offers and prices they’ll receive for their properties. Because of these factors, I see the market continuing to gain traction in 2020.”

The recently rebranded Toronto Regional Real Estate Board expects the average resale house price in the GTA to increase by approximately 10 per cent in 2020. According to Engel & Völkers, resale prices in the City of Toronto will increase by 4 per cent to 7 per cent in 2020 and suburban prices will rise between 0 per cent and 3 per cent this year, a more modest prediction.

Many other industry experts forecasting pricing for 2020

have pointed to the return of consumer confidence in the GTA marketplace, as interest rates stay flat and population continues to grow. CMHC’s Fall 2019 Housing Market Outlook report forecast that Toronto CMA population growth of 138,000 people in 2020, with employment rising by 92,000 jobs - these are very strong results historically.

In conclusion, the resale market often leads the new home market, as resale end-user sentiment leads investors and more affluent endusers to make decisions to buy or not to buy the more expensive new homes. The new condo market remained very strong in 2019 with over 26,000 sales, so the resale strength shouldn’t have a big positive impact on new condo sales in 2020. However, on the single-family home side, the resale market growth should lead to more single-detached, semidetached and townhouse sales in 2020 and more launch activity in the outer-suburban municipalities.

Most homeowners would agree that home maintenance and unexpected repairs are a fact of life. So, why does talk of a special assessment send shock waves through a condominium?

WHaT is a speCial assessMenT?

A special assessment is a demand for suite owners to pay an additional contribution to the common expenses on top of the regular monthly fees. A reserve fund is where your portion of common expenses is deposited for major repairs of the capital assets of the corporation. When the reserve fund is insufficient to cover condominium costs, the board may levy a special assessment.

Your condo board may do this various reasons. Often, a special assessment is used to offset unexpected expenses or shortfalls in the budget. This may be the case in a critical year, where the reserve fund is depleted due to a scheduled improvement to the building. Alternatively, the board may have underestimated the cost of a project. Unit owners also bear the cost of litigation that results in a judgment against the condominium. If the reserve fund is depleted, the board will have to levy a special assessment to pay a judgment.

HOW MUCH DO i HaVe TO pay?

Owners pay a special assessment, as per the declaration, in the same proportion as their common expenses. Therefore, a smaller suite’s special assessment will be lower than the one paid by a larger suite. If you refuse to pay the assessment you risk the same consequences as if you neglected to pay your common expenses — it may result in a lien against the unit. A lien may affect financing, or in extreme cases, force a sale and can involve significant legal fees. aVOiDing speCial assessMenTs

A. Potential Buyers New buyers are legally entitled to a status certificate. It’s important to review this carefully as it will include information about any special assessments. It is a good idea to make your offer conditional upon a review of the status certificate. Even if you go ahead with the purchase of your unit, you may be able to negotiate a lower purchase price based on an upcoming special assessment.

B. Current Owners The best way to avoid a special assessment is to ensure that there are sufficient funds in the reserve fund. As an owner, higher common expenses are not always a bad thing. The board needs to set fees high enough to cover their expenses. If fees are too low, a special assessment is more likely.

However, if owners believe the rationale for the special assessment is not well founded they can requisition a meeting to force the board to discuss the issue.

While the board does not have to stop the assessment, if it was the board’s own failures that caused

the assessment, then they can be voted out. In some extreme cases, owners may seek legal recourse against the board for lack of due diligence or to stop the special assessment.

C. Board of Directors If you are a board member looking to avoid special assessment, then alternative methods for raising capital should be explored. A loan may place less financial burden on owners as it can be paid back over time. Check the bylaws to ensure the corporation can borrow funds.

Special assessments require careful consideration by boards and owners alike. But, with adequate planning and well informed owners, condominium

buildings can be maintained for years to come.

REAL ESTATE GLOSSARY AdjuSTAbLE-RATE And fixEd RATE moRTgAgES There are generally two types of conventional mortgages – a fixed-rate and an adjustable-rate mortgage. An adjustable-rate mortgage means the interest rate can change over the term of the loan. A fixed-rated mortgage simply means that the interest rate stays the same through the entire term of the mortgage and is “locked in”.

AmoRTizATion This process combines the interest and principal together in an established schedule of payment installments, rather than simply paying off interest at the start, which helps build home equity early on.

ASSESSEd vALuE This is how much a home is worth according to a public tax assessor who makes this determination in order to figure out how much city or state tax the owner owes.

CLoSing Closing refers to the meeting that takes place where the sale of the property is finalized. At the closing, buyers and sellers sign the final documents, and the buyer makes the down payment and pays closing costs. It is advisable to have a lawyer facilitate closing.

Condo ownERShip Condominium ownership is real estate that is independently owned and sellable, but the owners of the individual units also collectively own the common areas, amenities and utilities which are managed collectively by the owners as outlined in the Ontario Condominium Act.

CLoSing CoSTS In addition to the actual price of a home, there are also closing costs, which will typically make up about two to five percent of the purchase price, not including the down payment. Examples of closings costs include the mortgage processing costs, title insurance, and excise tax, and legal fees.

dEbT To SERviCE RATio This amount shows the ratio of your household’s debt payments to gross household income. Banks look at this when assessing how much money to loan you.

fREEhoLd ownERShip Freehold means permanent and absolute tenure of land or property with freedom of full use and control of the land and buildings on it, subject to any rights of the Crown, local land-use bylaws and any other restrictions in place at the time of purchase.

Both designers Ivee Fromkin, Allied ASID, and Karen Topjian, ASID, put technology at the top of their 2020 trends lists. Fromkin says, “I believe that we designers will increasingly include technology in our projects, an important part of each plan, whether for security, climate control, remote access, food prep or ways we don’t even know about yet.

“For the client who may be

reluctant to learn about smart home technology, I’d suggest starting small with something really useful, like a simple homemonitoring system perhaps with camera security both inside and outside the home.”

Bringing up another aspect of technology, Topjian says, “If one wants to update a room, start with the lighting. If you have recessed lights, change bulbs to LEDs, which will eliminate the dull, yellowish light cast from 50- and 75-watt bulbs. Use either 2700 K or 3000 K. The quality of light emitted will be brighter and crisper and fabrics and furnishings will look refreshed. Designer Mary Catherine McCarthy, Associate ASID, also an advocate for lighting’s increased significance, says, “As the decade unfolds, I believe the use of light and its effects on our mood and health will be analyzed by scientists in depth. There will be many more developments and opportunities to create with lighting.

“Lighting has become the anchor of a design plan, requiring special attention in all areas of the home,” she advises. “The play of light across walls, floors, fabrics and counters adds additional energy or calm, controlled with dimmers to attain the desired effect.

“Lighting is actually becoming a sculptural artistic statement not only a functional one,” she adds.

“The play of light on such materials as forged metals, glass and crystal are all artworks on their own.”

“An open floorplan of kitchen, dining and living zones is a new must for modern life’s dynamic,” Fromkin explains. “Socializing while cooking is a trend that this addresses while also increasing communication among family members and guests.”

Texture will play a bigger role in the kitchen, says McCarthy, provided by patterns and most

often seen in backsplashes.

“Clients are beginning to value layering on different elements to create more visual interest.”

Fromkin also sees more vinyl being used on kitchen floors (and throughout the home). Unlike 1950s vinyl, today’s version is durable, moisture-resistant, comfortable under foot, less expensive and increasingly interesting with patterns reminiscent of wood, tiles and marble among other things.

A new trend for large kitchens that McCarthy has adopted is the two-toned kitchen. “You could pair a navy cabinet with a woodtoned island featuring raw edges,” she suggests. Another concept is black cabinets with a white island or vice-versa. “To encourage the clean, minimalist, clutter-free look now in demand, are 2.5” – 3” thick countertops and garage doorstyle storage,” she adds. “Anything to make the workspace a new landscape for cooking, eating and foodscaping presentations is in!”

MiX’n-MATcHing

Agreeing, Fromkin adds, “Comfort will be a top priority in the 2020s, along with sustainability, durability and ease of maintenance. To create a softer, more comfortable contemporary look, she recommends adding an antique you love, perhaps a family heirloom, an end table, ottoman, desk or chair. Any of these will add an eclectic feel and help to change transitional mindsets into more modern ones. “Lastly, patterned rugs and scattered cushions will subtly introduce different design eras and cultures into the space, adding interest as well,” she says. cOLOUR On THe Rise

“What comes after grey?” queries Topjian. “Grey has been popular for so long that we now have a hunger for colour! Change a colour, change the mood,” she believes. “And just a little will 54 New Home + Condo Guide | Feb. 15–29, 2020

do; try an accent wall, pillows or throws.”

Citing a December 2019 article in Forbes, Mary Catherine McCarthy says she agrees that the desire to introduce more vibrant colours into the home is a new direction. Aligned with that is the comeback of wallpaper, used as an accent. She shares a recent project to illustrate these trends.

Her client had recently moved into a new home, primarily grey and beige, and wanted more colour, more excitement. But she was timid as to how to accomplish this, and also experiencing “‘decision fatigue,” McCarthy began by papering the dining room’s tray ceiling in a teal blue that reflected the dining chairs’ upholstery. As the client saw the gentle progression of teal that McCarthy employed in the adjoining kitchen, then on into the foyer and finally the nearby bedroom, which is ceilinged in a companion paper to that used in the dining room and Roman shades with of the same palette, she was indeed, timid no more.
