This spring, new qualifying mortgage rules are being put in place to help Canadians boost their home-buying power.

Finance Minister Bill Morneau announced that beginning on April 6, the benchmark rate used to determine the minimum qualifying rate for insured mortgages, also known as the stress test, will be calculated based using the weekly median fiveyear fixed insured mortgage rate from mortgage insurance applications plus two per cent.

Under current rules, a family with an annual income of $100,000 with a 10 per cent down payment and a five-year fixed mortgage rate of 2.89 per cent amortized over 25 years qualifies for a home valued at $511,424 using the 5.19 per cent qualifying rate, according to calculations using Ratehub.ca’s mortgage affordability calculator, Under the new stress-test rate of 4.89 per cent, they can now afford a home worth $526,632, a difference of three per cent or $15,208 in this scenario.

“As a result of Morneau’s review of the stress test he has announced a change to the rate that will be used to stress test insured and insurable mortgages,” says James Laird, co-founder of Ratehub.ca and president of CanWise Financial in a press release. “When the change takes place April 6th, the stress test rate will be set at the average five-year fixed rate for mortgages applying for default insurance on applications received by CMHC in the past week.”

Since the stress-test rate was set at the average of the big bank’s five-year fixed posted rate, the old system gave banks too much control over mortgage qualifying. The stress-test rate did not change in correlation with underlying mortgage rates, said Laird. “Canadians who are getting insured and insurable mortgages can expect to qualify for a little bit more than what they can today.”

Low supply drives up home prices in GGH: CREA According to the Canadian Real Estate Association (CREA) resale housing prices are on the rise again this year in Ontario’s Greater Golden Horseshoe (GGH) region.

“Home price growth continues to pick up in housing markets where listings are in short supply, particularly in Southern, Central and Eastern Ontario,” said Jason Stephen, president of CREA in a report released earlier this month. CREA stats show home price growth has re-accelerated across most of the GGH with a number of markets getting close to double digits. “Looking at local market trends across the country, one thing that stands out in markets with historically tight supply is a larger than normal drop in new listings at this time of the year,” said Shaun Cathcart, CREA’s Senior Economist.

More than 50 per cent of neighbourhoods in the Greater Toronto Area reported an increase in detached housing values the first half of 2019, according to a new report released by RE/MAX of Ontario-Atlantic Canada.

Registration opens for The Dylan Condos Chestnut Hill Developments is taking registrations now for its new Toronto condominium, The Dylan.

According to the preview registration website, the new community is a three-minute walk to Glencairn subway station and a few blocks to the Eglinton LRT. The site says this is an urban community inspired by stunning design, enviable suites and deluxe amenities.

Marlin Spring acquires parcel in Junction Triangle Marlin Spring continues to purchase properties with nearby access to public transit and cycling infrastructure, and its latest acquisition in the Junction Triangle is no exception.

Final phase of east Toronto neighbourhood will be 88 Queen South Award-winning Canadian real estate developer St. Thomas Developments is building the final phase of its master-planned, multi-tower community in east Toronto, 88 Queen South.

The Condo Completions are Coming!

Every year alarm bells are sounded about the number of new condominium apartments that are scheduled to complete in the Greater Toronto Area (GTA). Could all these units drive down rents?

Could they drive down resale prices? Will investors sell on mass?

Is there enough people to fill all these expensive new units?

Last year when I made my forecast for huge rent growth in the City of Toronto, people claimed 14 New Home + Condo Guide | Feb. 29–Mar. 14, 2020

that GTA condo completions could reach 25,000, which would result in muted rent growth. According to data from Canada Mortgage and Housing Corporation (CMHC) there were just 12,672 condominium apartment completions in the Toronto metro area, the lowest level in 10 years. The forecasts for completions almost always fall well short of projections.

However rent growth was still fairly muted last year despite the lack of new condo apartment supply hitting the market. Data tracking firm Urbanation Inc indicated that the rent per-squarefoot (psf) for leased condos in the former City of Toronto was $3.79

psf in Q4-2019, an increase of just 1.9 per cent year-over-year. In contrast, the “905” or suburban condo market, rent per-squarefoot hit $2.85, an increase of 7 per cent year-over-year. Secondly, rent per-square-foot purpose-built rental apartments increased by 7 per cent in the fourth quarter of 2019 over Q4-2018 in Toronto, rising from $2.80 psf to $3.00 psf based on data from Rentals.ca.

increase rent at the level they have in the past. CMHC data from October of last year showed that the vacancy rate in downtown Toronto for rental apartments was 2.9 per cent, close to the balanced level of 3-4 per cent. So despite the demand for apartments in the core, people just can’t make the numbers fit their budget.

What does all this mean if you’re a budding real estate investor?

Will supply put a damper on rent growth moving forward? According to Urbanation data, as many as 29,000 condominium apartments could complete and occupy in 2020, but they forecast that the number will be closer to 25,000.

Those seem like massive numbers, but it must be kept in mind that the Toronto metro area is expecting population growth of nearly 16 New Home + Condo Guide | Feb. 29–Mar. 14, 2020

140,000 people this year per CMHC forecasts, and the tech boom continues to bring in high-income tenants from across Canada and across the globe to Toronto.

If you’re looking to buy a new condo, keep these figures in mind: Urbanation data shows that suburban condos were priced at $761 psf at the end of 2019, compared to $930 psf in the “outer 416” area (which is primarily Etobicoke, North York, East York, and Scarborough), while pricing hit a whopping $1,349 psf in the former City of Toronto. A buyer really needs to consider which market they want to be in.

For potential investors worried that new condo prices will come crashing down, it is important to note that a big part of the reason that new condo prices have increased is due to the significant

jump in construction costs.

According to Altus Group project monitors, it cost about $120 psf to build a new apartment 20 years ago, that rose to approximately $195 psf in 2010, a 62 per cent increase. Developers looking to build a new condominium or rental apartment in 2020 are facing construction costs upwards of $325 psf, a nearly 70 per cent increase from a decade ago.

Batory Management and my firm Bullpen Research & Consulting Inc just recently released our Q4-2019 GTA Land Insights Report that showed condo land prices in 2019 increased by 28 per cent in the former City of Toronto. Everything is going up.

There is clearly huge upward pressure on costs via land prices, government fees and construction escalations, which will ultimately prevent developers from making the numbers work on new projects in the future, ultimately reducing supply and increasing prices over the next decade. Should be interesting to watch.

If I can offer one piece of advice for new and even experienced investors, check the track record of the developer to ensure that they the have experience and financial capability to complete project that you’re buying into.

Do your own research on price and rent values, buy what you can afford, and good luck!

LPAT – anyone in Ontario who has an unsettled issue with a builder or developer can turn to the Local Planning Appeal Tribunal (LPAT) to plead their case. This might include disputes over development charges or other municipal governance, heritage conservation, land use, minor variances, the height of proposed condo towers, etc. This tribunal is part of the Environment and Land Division of Tribunals Ontario, which was established on January 1, 2019 and reports to the Ministry of the Attorney General.

CANADA’S TALLEST CONDO TOWER COMING TO ONE YONGE Just when you thought the Toronto condo market couldn’t possibly reach new heights, Pinnacle International announces the next phase of its Pinnacle One Yonge development, and with it, details of the country’s tallest residential condominium tower, to be called SkyTower at Pinnacle One Yonge.

What are all these documents and why are they necessary? The following is an overview of the rules and regulations governing condo living.

COnDOMInIUM DECLARATIOn

The declaration is like the constitution of a condo. It provides information regarding each suite’s boundaries and its share of 30 New Home + Condo Guide | Feb. 29–Mar. 14, 2020

common expenses expressed as a percentage of the total budget.

The declaration also describes any recreational facilities and how they will be used. It can also contain restrictions on the use or occupation of the units and common elements. A review of the declaration will tell you exactly what you are buying into.

A declaration can only be changed if over 80 per cent of the owners agree to the change.

This makes subsequent changes to the declaration not only difficult, but rare.

By-LAWs

By-laws control how condominium corporations are run. They outline the qualifications of condominium directors, their remuneration (if any), and the quorum necessary for a meeting. The by-laws can also outline when and how the condominium can borrow money.

This is important if there is ever a special assessment levied. As an alternative to a special assessment, the condo may be able to borrow funds if allowed in the by-laws, rather than makeup any shortfalls from the unit owners.

By-laws can be passed, appealed or amended by the board of directors. Before becoming effective, by-laws must be approved by a majority of the units of the corporation and registered with the land registry office.

COnDOMInIUM RULEs

The board of directors can also make, amend or repeal rules. The rules govern the safety, security and welfare of the owners and the property or assets of the corporation. They typically prevent unreasonable interference with the use and enjoyment of the common elements or units.

It’s common for the rules to prevent owners from renting out their units for short periods of time (i.e. Airbnb) or restrict visitors’ use of the common elements. It is also

increasingly common for the rules to limit the number and/or size of pets allowed in the building.

The rules can vary greatly in each condominium, so even if you are familiar with condo living it’s important to review the rules in each building you consider.

Perhaps the most important document you’ll receive is the status certificate. This document gives buyers specific details around the financial and legal circumstances of the condominium building. A status certificate will include information regarding increases in common expenses, law suits against the condominium corporation and any upcoming large expenditures for repairs.

A status certificate will also have information about the individual condo unit. It indicates if the current owner is in default of paying common expenses, and if any increase in common

Nearly a decade has passed since Hines was named the

master developer of Bayside Toronto, following an international competition by Waterfront Toronto. Hines brought Canada’s leading condominium developer Tridel on as its exclusive residential development partner at Bayside.

Aqualina was the first of the four residential projects onsite to launch, and completed occupancy last year. Intentions to pursue LEED Platinum were stated in 2017.

REAL ESTATE GLOSSARY AdjuSTAbLE-RATE And fixEd RATE moRTgAgES There are generally two types of conventional mortgages – a fixed-rate and an adjustable-rate mortgage. An adjustable-rate mortgage means the interest rate can change over the term of the loan. A fixed-rated mortgage simply means that the interest rate stays the same through the entire term of the mortgage and is “locked in”.

AmoRTizATion This process combines the interest and principal together in an established schedule of payment installments, rather than simply paying off interest at the start, which helps build home equity early on.

ASSESSEd vALuE This is how much a home is worth according to a public tax assessor who makes this determination in order to figure out how much city or state tax the owner owes.

CLoSing Closing refers to the meeting that takes place where the sale of the property is finalized. At the closing, buyers and sellers sign the final documents, and the buyer makes the down payment and pays closing costs. It is advisable to have a lawyer facilitate closing.

Condo ownERShip Condominium ownership is real estate that is independently owned and sellable, but the owners of the individual units also collectively own the common areas, amenities and utilities which are managed collectively by the owners as outlined in the Ontario Condominium Act.

CLoSing CoSTS In addition to the actual price of a home, there are also closing costs, which will typically make up about two to five percent of the purchase price, not including the down payment. Examples of closings costs include the mortgage processing costs, title insurance, and excise tax, and legal fees.

dEbT To SERviCE RATio This amount shows the ratio of your household’s debt payments to gross household income. Banks look at this when assessing how much money to loan you.

My key advice to homebuyers searching for a new community and home is: Firstly, do your math and set your budget and do not overextend yourself. That’s where so many homebuyers can get into serious trouble.

They become blind by the thrill of possible homeownership.

Secondly, factor in all costs of homeownership such as property taxes, utility costs and maintenance fees. Payments don’t just stop at the monthly mortgage payment. Thirdly, I encourage purchasers to read up on the builder’s experience, reputation and customer service; choose one who is well-respected and known for excellent customer service. Lastly, research your neighbourhood. What is being planned there? What is on the horizon for local development and transit? You can get this from the City or better still, speak to the local councillor.

Knowledge is power and knowledge is key in every point I’ve made.

Then, before we commit to any development, we take our time to do extensive research on the neighbourhood; where people live, who those people are, and most importantly, how they live in their urban surroundings.

This impacts everything in our developments, from our suite designs to maximize efficiency in everyday living, furnishings and artwork to create the proper ambiance for purchasers to enjoy, to the meticulously planned amenities we provide for purchasers to ensure we have what they are looking for, from young couples, to families to empty-nesters.

City living is often characterized by compromises which we know translates into less living space.

Most urbanites are well-versed with terms such as “micro,” “mini” and “minimal.” So, you can imagine my surprise when my clients wanted to combine two apartments into a single functional and fabulous dwelling. Aside from its ample square footage, this stunning apartment features a few other urban extras that take it to the next level. Here are some of my favourite highlights of this home.

FRONT FOyeR

This is the first impression of your home, so make it a grand one. In the apartment’s front entrance area, I opted for a glamorous look. Walls were finished in faux eel-skin wallpaper. Underfoot, soft white and grey vein cut marble tile. Brass-detailed furniture, and elegant glass sconces add rich, textural layers into the space.

Regardless if your home is large or small, if the space is shared with one or eight, one thing is certain – the need for enough bathrooms.

They’ve taken their rightful place as a focal point in the home with unique and sometimes unusual patterns, colours and finishing options. By its very nature, the floor is a key visual component of any space. Your floor will set the tone and the overall aesthetic boldly or subtly, depending on the type of flooring product you choose. Here are four flooring trends to keep in mind for 2020.

Homeowners are investing more in their homes these days, and they’re looking for a great product that is durable, long-lasting and aesthetically pleasing. And if it’s also budget-friendly, then even better. But when it comes to floors, buyer beware: you get what you pay for. We’ve all had experiences with a sub-par product that is left looking dull and dinged-up in six months. If you want your floors to last, go for high quality.

HANd-ScRAPed WIde PlANkS

In my professional experience, hand-scraped wideplank floors have always been in high demand. In 2020, they will continue their reign as the musthave complement to country-rustic and urbancontemporary styles alike. This trendy flooring style has a long history and was once the norm, when wood planks had to be hand-planed, which resulted in varied grooves, uneven pigment with each board a one-of-a-kind. The wider planks have a clunky charm that is warm, inviting and durable. The resurgence of patterned floors will continue through 2020 and beyond – and I’m not referring to dear-old Granny’s parquet! Today’s fabulous new patterns, such as herringbone and other linear installations, are a striking design feature being executed with tile and wood alike. I’m partial to a chevron pattern done in a light, neutral wood for a modern and classic look. cOlOuRed FlOORINg

Consider your floor to be a fifth wall. From that perspective, colour is essential. Though a coloured floor seems like a bold and permanent commitment for what is one of the priciest elements in your home, it really does create a statement. Soft creamy white, pale blue or grey can lighten and brighten a small space or a basement. Most of these floors will come in an engineered wood material, which is perfect for a basement or a condo. If you have ample space, dark, dramatic wood floors are a classic choice.

Remember, style trends come and go. Your floors are a significant investment and an even bigger commitment when you consider the cost and inconvenience of replacement. But, if you choose wisely, you shouldn’t have to change anything for decades.
