hopping for a home online is a great way to narrow your search, but there’s nothing like visiting the sites, models and sales offices to get down to the nitty-gritty. Before you venture out, here are some pointers: First, be clear about what you want and expect in a new home and in your builder. Remember, the range of prices in the new-home market generally reflects differences in location, features and home styles. There’s no magic involved. If a builder’s pricing seems out of whack with others in the area, ask for an explanation. Higher prices could mean better quality materials, finishings, features and service. Make sure that

the price you are paying will deliver the quality you want. Second, understand exactly what is included with the home you are buying and what is optional. Ask the sales representative to show you samples, and request a “spec” sheet that clearly lists what is included, as well as any upgrade options. Third, evaluate any promises that have been made during your visit. Is the builder prepared to put them in writing? Hearsay comments should not be included as part of your evaluation process. Sit down with your sales representative, ask questions and discuss your Agreement of Purchase and Sale in detail – then take it to a lawyer before it’s finalized.

f you’re currently in the market to buy a new home – and doing your due diligence and research – you’re likely hearing more and more about something called Development Charges. DCs are the fees applied by various levels of government when homes are built, to pay for new roads, transit and other infrastructure. Home building associations across the country have been speaking out – and lobbying the appropriate government bodies – on this increasingly challenging issue, since the charges in many cases are skyrocketing. These costs are transferred right on to you, the new-home buyer – along with your associated mortgage interest. No one will argue against the need for new infrastructure, but the industry warns that affordability is increasingly at

risk with skyrocketing fees. If they are allowed to rise unchecked, what will that do for the future of homeownership? And what will it do for a sector that is an important engine of economic growth? Studies are already showing there is a growing disconnect between the ambitions of GenYers and Millennials – the homebuyers of the future – and their financial realities. And more and more sources – including the latest RBC Economics Research Housing Trends and Affordability Report – warn affordability is only going to get worse. Add rising Development Charges to the equation, and – not next year but maybe in five or 10 years – we could be facing an ultimate price that none of us can afford to pay.

Baby, we’re growing fast! News that a record number of children were born in the province last year confirms the impression gained from frequent stroller sightings – Alberta is enjoying a baby boom. The media hubbub about the popularity of the names Liam and Olivia drowned out any talk about what the birth of 53,090 babies means for Alberta communities. Just imagine this. That’s enough babies to require more than 11 million diapers in a single year. They could fill 736 full-sized school buses that would stretch out in a convoy for more than eight kilometres. Someday, they could snap up almost every seat in three new NHL arenas like the one under construction in downtown Edmonton. And even though these babies don’t know it, they are the reason thousands of families spend time discussing a theme familiar to many parents: “Do you think we need a bigger home?” Population experts talk about “family formation” as one of the key reasons people decide to buy their first home. And with Edmontonians in the mood for lots of “family formation,” it only makes sense to expect the city’s already strong housing market to get a baby boost. The Edmonton home building industry is certainly seeing the impact

of rising population and a strong economy. The number of new single-family homes started so far this year is up 10 per cent over last year to more than 1,800 residences. Canadians still optimistic

about housing market: BMO

According to the 2014 BMO Housing Confidence Report, 44 per cent of homeowners intend to buy a property in the next five years. This represents a slight drop from 2013, but still signals a high level of confidence in Canada’s housing market – particularly among those under 30 years of age.

However, results vary widely in Canada’s major city centres: » I ntent to buy has surged in Montreal, with 63 per cent planning to purchase a property in the next five years – up 13 points from last year » Half of those in the Greater Toronto Area (51 per cent) plan to buy in the next five years, a decline of eight points from 2013 » Further west, intent to buy in Calgary is up five points to 54 per cent, while Vancouver is down four points to 54 per cent » A fter seeing an increase of 15 points last year, Atlantic Canada dropped notably; intent decreased by 18 points to 29 per cent. “The dip in overall intent could reflect expectations of higher interest rates, while the drop in the GTA likely reflects concerns about valuations and a possible price correction,” says Sal Guatieri, senior economist, BMO Capital Markets. “The improvement in buyer confidence in Montreal should help to absorb a moderate overhang of condos in that market.” After seeing an improvement in affordability between fall 2012 and spring of last year, this measure has flattened in 2014, with 45 per cent of homeowners cutting back or dipping into their savings to pay their mortgage. “Seeing consistency in terms of affordability year over year is encouraging, however, interest rates are likely to begin moving up in the near future, resulting in households potentially facing some strain down the ...continued on pg 38

Bridge financing – what is it and how can it help you? » by alyssa richard

It’s unlikely that the first home you buy will be the one you stay in forever. At some point, you’ll want to sell and buy a new home – either to upsize, downsize or move to a new location. And when you find yourself in that situation, there’s a good chance you’ll be relying on the equity from your existing home to help you purchase your next one. Unfortunately, you could get stuck in a situation where the closing date for your new home is before the closing date of the home you’re selling, which leaves your down payment tied up in equity. Mortgage brokers estimate that 20 to 30 per cent of Canadian homeowners find themselves in this situation; if you’re one of them, bridge financing is the tool that can help you out of it. How does a bridge loan work? Well, let’s say the closing date for the home you’re buying is 40 days before the closing

To qualify for a bridge loan, all you need is a copy of the Sale Agreement from your existing home and the Purchase Agreement for your new home. 54 New home Guide | jun 6 - jul 4, 2014

date for the home you’re selling. A bridge loan is simply a loan for the amount of equity you want to take from your existing home that covers you for those 40 days. Bridge loans are automatically repaid when your sale goes through and your equity is put against the mortgage on your new home. Because bridge financing is so common, all of the big banks offer it to their mortgage customers. (Note that some smaller lenders and credit unions do not.) Most lenders are comfortable lending up to $200,000 for as many as 120 days. If you require a larger loan or an extended period of time, you may need to hire a real estate lawyer, which makes the financing process more expensive, as legal fees will be involved. Of course, as much as a bridge loan is meant to help you out with your home purchase, it is still subject to interest – often at a rate similar to an open mortgage or a personal line of credit (such as Prime plus two or three per cent). The interest rate may seem high, but remember it’s only charged for a short period of time, before the equity from your first home will be available to repay the loan. Your lender may also charge a flat administration fee in the range of $200 to $500. To qualify for a bridge loan, all you need is a copy of the Sale Agreement from your existing home and the Purchase Agreement for your new home. Oh, and firm closing dates on both properties – without them, you may need to get a bridge loan from a private lender, who will charge you a much higher interest rate than what one of the big banks would. In a casual chat with a real estate agent about our plan – selling our home first, then buying – he advised me and my husband to take the reverse route and buy first. “It’s a sellers’ market,” he said. “Selling won’t be the problem, it’s buying that you should be more concerned with.” Well, the agent was right on one count – our house sold in a matter of days. But buying before selling? While the idea of taking our time to house hunt, pack and move appealed to us (my husband are I are both meticulous planners; we had our whole wedding timed, right down to the minute!), the possibility of paying two mortgages simultaneously, or settling for less than list price on our home in the interest of a quick sale, were certainly not in the plan. Ultimately, our comfort level dictated that selling before buying was the way to go. We now know exactly how much equity we have to put toward our new house, and we won’t get stuck paying two mortgages. To us, this peace of mind is worth the risk of possible bidding wars and being beaten out by a bigger, better offer. In fact, we almost expect that scenario. After all, it is a sellers’ market, right? While it’s a good idea to pay attention to the headlines and all the advice offered – professional and otherwise – take it with a grain of salt. You can never really predict what will happen in the real estate market, though many may try. Experts guess at where the market is going based on trends and historic data. And while the picture may look a certain way from a national, provincial or city-wide perspective, what happens from one street to the next, from one price range to the next, can differ dramatically. Your guess as to what the housing market holds in your specific circumstances is as good as anyone’s. Is it a buyers’ or sellers’ market? Will prices rise or drop in the next few weeks while we search for the best home and the best deal? What will happen to mortgage interest rates in the short term? Should we buy now, or wait until the feverish,

spring-time frenzy blows over? Rather than losing sleep worrying about things you can’t predict or control, think about your own circumstances and plan your future based on your personal facts. Take an honest look at your financial situation. Review your assets and debts, including mortgage (current and expected payments), car loans, lines of credit, student loans and other bills. Are you secure in your job? Are you planning to grow your family? Will you be taking parental leave from work, and if so, can you afford to pay all your bills on your now-decreased income? Once you figure out what your reality is and where your comfort level lies, you’ll be better equipped to make a decision without being bombarded by the latest headlines. The key message? Buy when you’re ready for the market, not when the market is ready for you.

Working within a budget will not only prevent you from getting into a home you can’t afford, it will give you peace of mind. Once you have your budget in place, work with a broker to get a pre-approval and secure an interest rate for at least 120 days, so that you don’t have to worry about rising rates while taking your time to find the right property.

NHG Short, long, fixed, variable – what type of mortgage might better suit first-time buyers, and why? Richard If you’d prefer to pay the same amount each month, go fixed. If you’re

comfortable with some level of risk and want to minimize costs, variable rates are proven to be cheaper in the long run. As for your mortgage term, it’s important for first-time buyers to think about a five-year time line. Studies show that 70 per cent of homeowners break a five-year term at the 3.5-year mark, which if you went fixed could result in a big prepayment penalty. If there’s any chance you’d move in five years, go variable (penalty is only three months’ interest) or get a shorter term.

Kinch The truth is, everyone has a unique set of circumstances. If you can get a five-year rate around three per cent, go with a long-term rate. Otherwise, take the variable. A fixed-rate mortgage guarantees you a certain interest rate for a fixed term, such as five years. This rate is typically higher than a variable rate would be, but think of the extra cost as “insurance” against interest rates going up. A variable rate will start out lower, but there is no guarantee as to when or how high it will go, so there is a risk factor. If you’re on a tight budget and you can’t afford for your mortgage costs to go above a certain amount, then take a fixed rate and sleep well knowing exactly what you can pay and afford for the next five to 10 years. If you have a little more flexibility in your budget, take a variable rate today, but increase your monthly payments to more than the minimum. You’ll accomplish two things: accelerate the speed at which you pay down your mortgage; and adjust your family budget so that if you renew into a higher rate environment five years from now, you won’t experience payment shock. Ross The challenge for first-time buyers is that they tend to want the stability of a

payment – good for budgeting purposes. The problem is that they typically own the home for less than five years. Generally speaking, it is important to remember that the cash-flow crunch typically exists only for a short period at closing and shortly thereafter, and depending on the difference between short- and long-term rates, the difference in payments can be substantial. Make sure you do the math and make the decision that won’t cause you to have payments over your cash-flow comfort level.

NHG What do you foresee in the mortgage landscape in the coming year that first-time buyers should be aware of? Richard It doesn’t sound like interest rates will go up until late 2014 or even

2015. Canada’s low interest rates have been referred to as “an anomaly,” but some economists say the numbers are normal based on our current rate of inflation. Of course, Ottawa can always change things, such as the minimum down payment requirements or the lending guidelines. In any case, I’d suggest first-time buyers pay close attention to what’s happening in their market and follow the news.

Kinch The government is definitely trying to find ways to become involved in slowing down what it perceives to be a heated housing market. The question is, what is left? Ottawa can impact only high-ratio mortgages such as those insured by CMHC. Currently, homebuyers can get a high-ratio mortgage with only five per cent down. I really don’t see them changing the down payment requirement to 10 per cent. An area they may intervene is the CMHC insurance premiums – such as increasing the premiums homebuyers have to pay based on how much they put down. They have also taken a closer look at qualification rules, especially for the self-employed. Outside of CMHC, the Office of Superintendent of Financial Institutions (OSFI) will put more pressure on banks that currently offer a 30-year amortization on conventional mortgages (minimum 20 per cent down) to change the maximum amortization to 25 years. Ross The lending environment may

very well see more stringent mortgage guidelines in the next six to 12 months. There is a growing concern about household debt levels, which could result in changes to the way mortgages are approved with both banks and other mortgage suppliers. At this time, I don’t think we are likely to see much in the way of changes for first-time buyers, but there is talk about moving the amortization period from 30 years back to 25, which could mean that the payments will be larger for mortgages.

Four things Canadians would rather do than think about insurance When it comes to thinking about insurance, new research has found that there are a lot of unpleasant tasks Canadians would rather do in place of researching coverage options. A recent survey commissioned by TD Insurance found that 62 per cent of respondents would prefer to shovel snow, spend a Saturday doing laundry, go to the dentist or even wait in an airport security line rather than think or talk about insurance coverage. The national survey also explored Canadians’ ability to estimate risks and the likelihood of certain events. The findings indicate that as a group, Canadians generally underestimate risks. For example, the survey found that 81 per cent of participants underestimated the likelihood of a home break-in, which is about 1 in 200 according to Statistics Canada. Furthermore, two-thirds (67 per cent) of those surveyed reported seeing themselves as more safety conscious than the rest of the population, even though statistically this can’t be the case. “When the probability of risks are not well-known it can be difficult to seek out insurance coverage that offers

the right protection,” says Craig Richardson, vice-president at TD Insurance. “We encourage customers to talk to their insurance providers to better understand their coverage. We strive to help customers weigh options against risks and factor in the necessary considerations to choose coverage that best reflects their needs.” The survey found that respondents were as likely to overestimate potential risks as they were to underestimate them. Asked to predict the chances of being injured, even slightly, in an auto accident in a typical year, 36 per cent underestimated the likelihood but 30 per cent overestimated. According to Transport Canada statistics the odds are approximately 1 in 130. “Studies have shown that many people prefer to avoid thinking about negative situations, even if they believe those situations are likely to happen,” says Dr. Edwin Weinstein, a psychologist and president of the Brondesbury Group who advised TD on its research for this initiative. “Shopping for insurance is one of those times in life where you’re forced to think about situations you would rather avoid. It’s not surprising that people would choose to shovel snow than consider the possibility that unpleasant things can happen.” The results also showed risk assessments differ across gender and age groups. For example, men were more likely than women to identify themselves as above average in safety consciousness and health. Almost three quarters of men (72 per cent) said they were more safety conscious than others, whereas only 62 per cent of women made the same claim. And, at 53 per cent, men were also more likely than women to believe they were healthier than others their age – only 44 per cent of women identified themselves as having above average health. Interestingly seniors over 65 years of age were the group most likely to rate themselves healthier than others their age, with 65 per cent choosing this option. “It’s great to have a positive outlook in life, but it’s also important to be prepared,” says Richardson. “Our advice is to expect the best, but plan for bumps in the road. For example creditor protection insurance – on a mortgage, car loan or even a credit card – can help ensure one doesn’t default on a loan in the case of a life event that makes it difficult to make payments.”

mortgage loan insurance? Buying a new home and not sure if you need mortgage loan insurance? Well, if you’re making a down payment of less than 20 per cent of the purchase price (what’s known as a high-ratio mortgage), your lender will almost certainly require you to have mortgage loan insurance. What many consumers don’t realize, however, is that this insurance doesn’t protect you, the homeowner – it protects your lender against mortgage default. But since the mortgage is insured – essentially guaranteed by Canada Mortgage and Housing Corp. – this program also enables consumers to purchase homes with a minimum down payment of five per cent.

Mortgage loan insurance is not to be confused with mortgage life insurance, which guarantees that your remaining mortgage at the time of your death will not be a burden to your estate. The CMHC Mortgage Loan Insurance premium is calculated as a percentage of the loan and is based on the size of your down payment. The higher the percentage of the total house price/value that you borrow, the higher percentage you will pay in insurance premiums. If you’re putting down five per cent as a down payment and mortgaging the balance, your loan-to-value (LTV) ratio is then 95 per cent. Generally speaking, the higher the LTV, the greater the premium for mortgage loan insurance. For example, for an LTV of 95 per cent, the standard premium is 2.75 per cent of the purchase price; for an LTV of 90 per cent, it’s two per cent; for an LTV of 85 per cent, the premium is 1.75 per cent, and so on. The premium can be paid in a single lump sum or it can be added to your mortgage and included in your monthly payments. Without mortgage insurance, you may avoid the insurance premium, but you could also pay higher interest rates for the mortgage, as well as additional administrative fees. At the end of the day, for the vast majority of borrowers, the cost of CMHC Mortgage Loan Insurance is more than fully offset by the savings achieved. Under the CMHC Green Home program, buyers may qualify for a 10-per-cent premium refund and extended amortization period without surcharge, for mortgages used to finance an energy-efficient home. Insurance companies generally prefer homes where the plumbing is made of copper or plastic. » Age of roof Not usually an issue with new homes, insurers generally prefer a roof that has been updated within the last 20 years. Some policies will pay only depreciated values, as low as 25 per cent of the replacement cost, for damaged roofs that are near the end of their designated service life. » Other uses of your home Insurers will want to know if you have built or are planning to build a secondary rental suite in your home; begin operating a business there; or make any other significant alterations to the structure or the way your home is used. » Other factors Insurers will ask if you have a security alarm and a fi re alarm, and whether they are monitored by an outside service. They will also want to know if you have a swimming pool and other structures on your property, such as pool houses or storage sheds, that are worth more than 10 per cent of the insured value of your home.

Generally thought of as a playful background to a home’s interior, wallpaper has been around for many, many years – dating back to the 16th century. Today it is more popular than ever. Wallpaper can inject so much more

personality into a space in the form of pattern, texture and colour, which you can’t always get with a paintbrush and roller.

Types of Wallpaper

Wallpaper is available in several different materials, each with its own characteristics. Vinyl The most basic type of wallpaper, easy to clean, hang and remove, and great for moist areas such as bathrooms. Embossed Textured paper can usually be painted and is excellent for covering up walls with imperfections. Easy to install and easy to clean. Foils Metallic-looking wallpaper that will add brightness and sparkle to any room. Looks best

installed on flat walls with no flaws or damage. Can be difficult to hang, though it is fairly easy to clean. Grass cloth Woven out of long strands of grass, this extremely textural wallpaper has an organic quality like no other. Very difficult to hang and tough to remove. Textile Fabric type of wallpaper which can be more difficult to both clean and hang, but adds great texture and depth to a space. Flocks Velvet or velvet-like raised designs on vinyl type paper. It can add great personality and aesthetic to any room however not all types are washable. This paper can be tricky to handle and difficult to hang. Choosing the Right Pattern

If your furnishings and decor are already complete, then you want to select a paper that complements the existing colour and style as well as the size and shape of the room being wallpapered. In the 1970s, your house wasn’t quite up to par unless you covered every square inch of every wall with wallpaper. Today, that’s hardly the case. However, if you’re using it in a smaller space such as a powder room, I still say to go for it. One feature wall is usually all you need to make a room pop, like behind the bed in a bedroom. Also, consider wallpapering the ceiling to create high impact and style.

Measuring for Wallpaper

Measure your walls carefully to calculate the amount of paper you’ll need to cover the desired area. Standard rolls measure 11 yards in length, 20.5 in. in width, and wide width rolls are sometimes available which are the same length but measure 27 in. wide. I always recommend adding one extra roll to the amount you require just in case. The experts where you’re buying the material should be able to assist in the calculations to be sure. Calculate the combined monthly before-tax income of you and your spouse. Divide by three. This figure is the monthly payment you can afford to make on your home. Take the total price of the home and subtract the amount of money you expect to make as a down payment. This is the money you will have to borrow.

Portable mortgage: Flexibility if borrowers move. Borrowers can take the mortgage to their new home or can transfer it (usually with the consent of the lender) to the purchaser of their old home. This is an attractive option if the rate on the existing mortgage is lower than current rates.
