Niles Celebrates 125 Years!

Niles was incorporated on August 24, 1899. This summer, Niles celebrated its 125th anniversary with a celebration event at Golf Mill Park (picturedhere) . Thanks to all who came together to celebrate the occasion, and here’s to the next 125 years!

REGISTER TO VOTE

If you have an Illinois driver’s license or state ID, you may register online through the Illinois Board of Elections website by October 20 or register in person at Village Hall by October 8. You can also register at any Early Voting site and on Election Day; however, you must vote at the same time. Please note that any voter who needs to register for the first time or file an address change must present two forms of ID, one of which shows the voter’s current address.

VOTE BY MAIL AND SECURE DROP BOXES

Apply for a mail ballot application at cookcountyclerk. com/elections or request an application from the Village Clerk’s office. Completed applications must be returned to Cook County by Thursday, October 31, 2024. In addition to mailing your ballots back to Cook County via USPS, there will be secure drop boxes located at many early voting sites (including Niles Village Hall) where voters can drop off their completed mail ballots during Early Voting. Mail ballots will be collected daily and will be time-stamped. Act early to allow enough time to receive and return your ballot!

Notice is hereby given that the Office of the Village Clerk of the Village of Niles will be accepting candidate petitions for the following offices to be elected on April 1, 2025: one (1) Village President (four-year term) and three (3) Village Trustees (four-year terms).

For Independent and New Political Party candidates filing for the April 1, 2025, Consolidated Election, candidate petitions or certificates shall be accepted beginning November 12, 2024, through November 18, 2024.

All candidate petitions or certificates must be filed with the Village Clerk’s Office at Village Hall, 1000 Civic Center Drive, Second Floor, during regular business hours 8:30 A.M. to 5:00 P.M.

Business Section

Economic Development and New Business Updates

Golf Mill

The Village Board approved the Golf Mill Town Center redevelopment agreement at the June 25 Village Board meeting following presentations from Village staff and the Sterling Organization. The Sterling Organization envisions a masterplanned, mixed-use development featuring retail, restaurant, entertainment, medical office, hotel, and recreational uses. Sterling plans to obtain new investors and raise the equity to facilitate the redevelopment, which is expected to begin in 2025.

Nea Maya Apartment Development

Nea Maya Real Estate & Development has completed the foundation work on their mixed-use development at 9201 N. Milwaukee. The $20-million, five-story mixed-use development will feature ground floor retail space and 48 luxury apartment units above. The ground floor commercial space will be 4,555 sf, split into three retail spaces.

YMCA

The Village is in the process of purchasing the YMCA property following a number of onsite inspections during the due diligence period. The Village is planning to purchase the YMCA and assemble the property with the Village-owned former Grainger property for redevelopment. The Village has received several inquiries regarding retail, hotel, residential uses, and mixed-use.

K Teriyaki

K Teriyaki opened in late August at 5948 W. Touhy in the former Al’s Beef location. K Teriyaki became interested in Niles following contact by Village Trustee Dean Strzelecki and Economic Development Director John Melaniphy and the Village’s personal invitation to review sites in the Village.

Kouklas Restaurant

The former Amici’s Restaurant at 7620 N. Milwaukee Avenue was purchased by Bannos Jr. Real Estate in May. They completed the interior demolition and will soon complete the exterior renovations. Kouklas Restaurant installed their new monument signage and hopes to open in November. Kouklas will be a Greek-inspired restaurant that will feature James Beard Award winning chef Jimmy Bannos Jr.

Star Nissan and Berman Infinity

The owners of Star Nissan initiated construction on their plans to create separate entrances to each of the automobile dealerships at 5733 and 5757 W. Touhy Avenue. The developer plans to create a different customer experience for Nissan customers and Infinity customers. The owners plan a nearly

$6.0-million renovation of the two dealerships. The Niles Village Board approved an economic incentive agreement with Star Nissan and Berman Infinity to rebate sales tax revenues in order to retain both dealerships in Niles.

Southwest Touhy TIF District

The Village Board approved a contract with the Village’s TIF consultant to evaluate the boundaries and eligibility of a proposed Southwest Touhy TIF District. The Village plans to prepare a strategy to redevelop a section of Touhy Avenue from Caldwell to Harlem Avenue.

Crumbl Cookies

Mayor Alpogianis, the Niles Chamber of Commerce and Village staff attended the ribbon cutting ceremony for the second Crumbl Cookies in Niles, which opened at 8419 W. Golf Road. The first unit is located at Pointe Plaza at 5704 W. Touhy Avenue. Economic Development staff assisted both franchisees in bringing these two operations to Niles.

Pointe Plaza

Economic Development staff has been working with Fresh Farms and the owners of Pointe Plaza shopping center to assist them with a $6.0-million renovation of the Fresh Farms store as part of a lease renewal. Economic Development staff is also working with Walmart on some plans for their store.

Costco

Costco completed the additional fuel pumps that were added at their fuel center. The additional fuel pumps have enhanced efficiency and sales productivity of the Costco fuel center, while reducing lines at the facility. Costco also received Village approval to construct the company’s first car wash in Illinois on a portion of the former Grainger property.

WashU Car Wash

Economic Development staff assisted WashU Car Wash in acquiring the ground lease for the existing $5.00 Car Wash at 900 Civic Center Drive. WashU Car Wash has initiated redevelopment and reconfiguration of the site, including remodeling the exterior, a complete interior renovation to the car wash tunnel, replacement of the equipment on site, and more.

Norbert Pools Site

The owner of the vacant former Norbert Pools site plans to undertake demolition of the former Norbert Pools site at 9141 N. Milwaukee Avenue. Village staff has been working with the owner to create a “shovel ready” site for redevelopment. Economic Development staff has received inquiries for the property from a variety of businesses.

Noah Properties Apartment Development

Mayor Alpogianis and Village staff participated in a groundbreaking ceremony with Noah Properties at 6633 N. Milwaukee Avenue for their $52-million, 180-unit luxury apartment project on the former Hesco Janitorial Supplies site. The Village Board approved up to $500,000 in building permit waivers to make the project financially feasible. The

luxury apartment project will feature a swimming pool, public art, rooftop garden, and event space. Other amenities will include stainless steel appliances in all units, in-unit washers and dryers, private balconies for most units, grilling stations, and a walking path around the detention pond in the rear of the building. The property is adjacent to the Cook County Forest Preserve and the North Branch of the Chicago River.

Niles 2040 Comprehensive Plan Updates

Niles 2040 is the vision for the Village of Niles and its people. This update to the Niles Comprehensive Plan was approved by the Village Board earlier this year. It serves as a road map for creating a resilient, well-designed, livable community that reflects the aspirations and values of its residents. As an example of Comprehensive Planning in action, Niles Residents recently voiced their preferences for the types of commercial, entertainment, and recreation establishments they desired to see more of in the Village. The top choice among respondents was bars and restaurants. Excitingly, Crosby’s Kitchen has recently opened its doors at 6480 W. Touhy Avenue, and a new Greek restaurant named Kouklas is set to replace the closed Amici restaurant at 7620 N. Milwaukee Avenue.

Rodent Control/Garbage Can

Please support the efforts of the community by making sure you are regularly picking up dog waste, not feeding

animals, garbage is kept in a sealed container free of holes, and any rat activity is reported to the Village. Please also be aware that some common fall decorations such as corn stalks, hay bales, and pumpkins can be attractive to rats. Building Division & Zoning Inquiries

Do not forget to apply for your building permits. Call (847) 588-8040 to check whether your projects require a permit before beginning any work. Some of the typical items that require permits include, but are not limited to:

• Mechanical, electrical, plumbing and sewer work

• Sheds, fences and concrete work

• Windows and roofs (new and reroofing)

• Hot water heaters

• Kitchen, bath and basement remodeling.

Rental Licenses & Inspections

All rental licenses were renewed and mailed out on September 13. Please be aware that each property is required to undergo an inspection once every three years. Keep an eye on your mailbox for a letter regarding your scheduled inspection. Leaf Collection 2024

The Village of Niles offers free in-street leaf pick up from October 1 through November 27 according to the following schedule. Dates marked with an asterisk (*) differ from the zone’s typical day of the week, due to a holiday.

It is a violation of Village code to dump leaves in the street on dates outside the above schedule. Landscape services are responsible for removing leaves and cannot dump leaves in the street. In-street leaf collection ends after the above dates, with no exceptions. Groot also offers a bagged yard waste collection program.

Remember: Grass clippings are NOT allowed in leaf piles in the street, so please do not rake them into the street.

Grass clippings must be placed in yard waste collection bags/containers, or simply be mulched on your lawn.

Branch pickup and yard waste collection also continue through November. Branches must be properly bundled, and yard waste bags or containers must have a yard waste sticker attached (available for purchase at Jewel-Osco stores, Niles Senior Center, and Niles Village Hall).

Snow Removal

Soon, Niles Public Works will be getting ready to battle the winter weather. It takes months of planning and preparation to make the snow and ice program the best it can be. When it snows, keep in mind:

• Major roads have priority in snow plow operations, followed by side streets, then cul-de-sacs, dead ends, alleys and parking spaces. Plowing bigger streets first allows traffic to flow better throughout the Village.

• Place garbage and recycling carts on the house side of

the curb, not in the street. Carts in the street obstruct snow removal operations.

• Shovel snow from your driveway towards your right as you’re facing the street. This leaves less snow that plows might push onto your driveway as they approach from your left.

• Do not shovel snow into the streets or alleys. Not only does this create a hazard, but it is illegal.

• Parking is prohibited on streets with posted snow route signs until snow plowing operations have been completed.

Lead Service Lines

Water Service Line Replacement: What You Need to Know!

• Water service lines bring water from the Village’s main line in the street into your home.

• The Village owns the section from the water main to the parkway valve.

• Property owners own the section from the parkway valve to your home’s meter, so it’s important to know what’s on your property.

Do You Have a Lead Service Line?

• Inspect yourself: Lead pipes are usually dull gray and soft to scratch. You can submit your results to www. vniles.com/servicesurvey if you haven’t previously.

• Use our GIS map at www.vniles.com/leadservice to check your property’s water service line material.

• Contact Public Works at (847) 588-7900 with any questions.

Why Does This Matter?

Lead in drinking water is a serious concern, and Illinois requires municipalities to inventory service materials under House Bill 3739. Efforts are underway to roll out expanded lead service line replacements so look out for more information in the months to come!

CPR Classes

The Niles Fire Department (NFD) hosts American Heart Association “Healthcare Provider” and “Heartsaver” CPR Classes at NFD Station 2 throughout the year (pictured above). Furthermore, the Fire Department can send a CPR Instructor offsite to your location for large groups interested in obtaining their CPR certifications. The Heartsaver class is designed for anyone looking to prepare themselves for an emergency that may occur in your everyday setting. This class is ideal for teachers, babysitters, students, or anyone else looking to improve their skills and help ensure those around them remain safe. The Healthcare Provider class is geared towards pre-hospital and in-patient staff who may be called upon to perform high-quality, team-driven CPR in a healthcare setting. Upon completion, participants of both classes will receive a completion card valid for two years. Halloween Fire Safety Tips

Keep all decorations away from heat sources including light bulbs, candles, heaters, or anything else that produces heat. Consider illuminating pumpkins with flashlights instead of candles to help reduce the risk of unwanted and unexpected fires.

This year’s Fire Prevention Week theme is: “Smoke Alarms: Make them Work for You!” This campaign strives to educate everyone about the importance of having working smoke alarms in the home. The Niles Fire Department recommends placing a working smoke alarm in every bedroom, outside every sleeping area (like hallways), and on each level of the home including basements. The Department also recommends testing your smoke alarms monthly and replacing them if they are more than ten years old or if they stop responding when tested.

Similarly, the NFD has a smoke alarm installation program where NFD Firefighters will come to your home and install ten-year sealedbattery smoke alarms FREE of charge. Outdoor Fireplaces and Fire Pits

The Village of Niles allows the use of outdoor fireplaces for recreational fires, but they are subject to conditions and regulations. Please visit www.vniles.com/1462/firepits for a comprehensive look at the rules governing outdoor fire place use.

Thanksgiving Fire Safety Tips

Thanksgiving is the leading day of the calendar year for home fires involving cooking equipment. While preparing your Thanksgiving meal, please remain in the kitchen while cooking anything on the stovetop and keep any young children at least three feet away from the stove to try and prevent any burns, spills, or other mishaps.

Back to School Traffic Safety

As the new school year begins, the Niles Police Department urges all residents to prioritize safety during their commutes. With increased pedestrian and vehicular traffic around schools, it’s vital to remain vigilant. Drivers are reminded to obey school zone speed limits, watch for crossing guards, and never pass a stopped school bus. Parents should encourage children to use designated crosswalks and wear helmets when biking. The Niles Police Department will be increasing patrols in school zones to enforce traffic laws and ensure the safety of students. Let’s work together to keep our community safe this school year.

Animal Control Corner

Let’s talk about skunks! Have you been seeing/smelling them more in Niles this year? Reports of skunks are up this year compared to the past few years. This may have something to do with the emergence of the 17-year cicadas this year and the skunks having a plentiful food source, or it could just be a normal rise in the population. Skunk populations do tend to fluctuate so we may see an increased amount for several years, but then the population will naturally decrease again through disease and overpopulation since skunks do not have many natural predators.

In the meantime, what can we do to coexist with these animals? It is always good to remain vigilant when outside, especially in the early morning and evening. Skunks do not have very good vision but respond well to noise. Keep your dogs from getting sprayed by clapping your hands and talking loudly before letting your dog outside in the backyard. Skunks are not typically quick to spray, but dogs are often sprayed because they tend to run up to a skunk making it react quickly. Skunks are diggers and will burrow underneath sheds, porches, decks, etc. Make sure you have all of these types of areas blocked with a wire mesh screen that also is buried 6 inches into the ground.

If you already have skunks burrowed on your property, a bright light pointed into their den and a radio playing should get them to leave within a few days. If you are wanting to remove the animal(s), you can request a permit from the Illinois Department of Natural Resources (IDNR). The IDNR’s website also has a list of nuisance wildlife control operators if you would prefer to hire someone else to remove the animal(s). If you have questions regarding any of this information or for other animal issues, please contact the Niles Police Department at (847) 588-6500 and ask to speak with the Animal Control Officer.

4th Annual Walk and Roll Niles

On August 8, the Niles Police Department hosted its 4th Annual Walk and Roll Niles (pictured above and below) Thank you to everyone who joined us for this event and the community partners and local businesses who made it possible. As always, we had a great time meeting with so many people and promoting bicycle and pedestrian safety. At this year’s event, the NPD was also able to raffle off some exciting prizes, including bicycle helmets, gift baskets and gift cards donated by local businesses, and a brand-new Trek Bicycle! We are already looking ahead with excitement to bringing this event back once again in the summer of 2025!

Walk Like MADD

The Niles Police Department invites the community to join us on October 12 for the annual Walk Like MADD event at Wintrust Field in Schaumburg to honor Retired Officer Joseph Paglia, Sergeant Joseph Lazo, and Community Service Officer Michael White, who were tragically killed by an intoxicated driver in 2020. This event, hosted by Mothers Against Drunk Driving (MADD), is a powerful reminder of the devastating impact of impaired driving and serves as a call to action to prevent future tragedies. Special Olympics Plane Pull

The Niles Police Department is proud to be participating in the Special Olympics Plane Pull once again this year on October 5. This event challenges teams to participate in a fundraiser and compete to pull a plane across the tarmac, all in support of Special Olympics Illinois. Niles Historical Society

Avon Exhibit at Senior Center

Stop by the Niles Senior Center to see the Historical Society’s new offsite exhibit “AVON Calling!” On exhibit are Avon Perfume and Cologne bottles from the Niles Historical Society collection and a timeline of the history of Avon, who broke ground for their Morton Grove facility in 1955 at the intersection of Golf & Waukegan Road. Special thanks to the Morton Grove Historical Society for their help with this project! This exhibit will be at the Senior Center on the second floor through March 2025.

Time Capsule

NTC Summer Outreach

Once again, the Teen Center was out in the community at their NTC at the Park summer events! In June, they were at Golf Mill Park and in August they were at Washington Terrace Park. The events attracted over 225 students and their families as they experienced inflatables, football, gaga ball, soccer, basketball, foam machine, and grilled food!

New Teen Center Building

Work is underway to develop a new location for the Niles Teen Center! The architectural plans for the new Niles Teen Center have been completed. The next step is for the Village Board to consider approving the funds for the project, and then the interior build-out of the space will go out for public bidding. This project is a close collaboration between all Village Departments, with financial support from state and federal government.

The Niles Historical Society Needs Your Help! In celebration of the 125th Anniversary of the Village of Niles, the Historical Sociey is collecting items for a new time capsule. It’s not too late to donate!
