Village Approves New Water and Sanitary Sewer Rates - Revised 3/26/2025
The Environmental Protection Agency (EPA) has mandated that all lead service lines will need to be replaced within ten years, starting in 2027. This mandate is estimated to cost the Village and its residents $69.7 million in today’s dollars. As the Village has only had one small water rate increase in almost ten years, current rates are insufficient to meet that cost.
At the unanimous recommendation of the Public Works Committee, the Village Board in January 2025 voted to approve new utility billing rates to address this mandate. All bills issued after May 1, 2025 will reflect a sewer rate of $0.96 per 1,000 gallons of water used, a water rate of $11.15* per 1,000 gallons of water used, and a new monthly water usage charge. The user charge for customers with 5/8″ or 1″ meters, which includes most residents, will be $5 per month or $15 per quarterly bill. Customers with larger meters will have higher user charges. Additional rate increases will occur annually. In addition to funding the replacement of lead service lines, these rates will also fund a needed $13.9 million new pumping station and pressure valve project to ensure drinking water remains safe for Niles residents for years to come.
For the average resident, the new rates will still be around $20 less per month, or $60 less per bill, than the average of other area rates. More information can be found in the Water and Sanitary Sewer Rate Study at www.vniles.com/waterrates.

National Flood Insurance Program

If you live in a floodplain or flood prone area and do not have flood insurance, talk to your insurance agent. Most homeowner’s insurance policies do not cover damage from floods. Niles is part of the National Flood Insurance Program and its residents are able to obtain flood insurance. Remind your agent that Niles has a Community Rating System score of 5, which entitles you to up to a 25% discount. If your building is located in the floodplain, the purchase of flood insurance is mandatory if using a federally regulated/insured lender for a loan.

New Utility Billing Payment Options and Processing Fee
The Village of Niles is proud to announce a new and improved online utility billing portal. This new portal, launching in March 2025 at www.vniles.com/ onlinebillpay, provides customized services that address some of the most frequent requests from water customers. In addition to current payment methods, customers will now also be able to pay with Apple Pay, Google Pay, Venmo, PayPal, eCheck, fully automated pay-by-phone (IVR), and American Express.
Other Benefits:
• Customers with multiple accounts can link them.
• Payments can be made via text.
• Bill pay reminders are available via email, text, or calendar.
• Bills can be emailed for faster delivery and less environmental impact.
AutoPay is much easier to set up, so you save a stamp and never need to worry about forgetting to pay on time.
A new 3.50% fee ($2.50 minimum) will be assessed to all online payments and all credit card payments. Those who pay with cash or check in person or who sign up for recurring AutoPay from their bank account will not be assessed the fee.
Finally, the Village recognizes that different households experience different financial situations. To help those in greater need, the new portal will allow those Niles customers in a position to help to donate to assist fellow Niles residents who are having difficulty making their utility payments. Your small gift can make a big difference to a family in financial crisis.

The Niles Public Works Department had a highly productive and impactful year in 2024, making significant strides in infrastructure improvements, sustainability, and community services.
Major Infrastructure Improvements
One of the standout achievements was the completion of the Village’s most extensive street improvement program in over a decade, which included revitalizing Nordica Avenue. Additionally, work continued at the intersection of Touhy Avenue and Caldwell Avenue. While the widening portion of the project has been finished, ongoing efforts to install traffic signals and streetlights are set to wrap up in 2025.
Green Alley Improvements
In the fall, the Department successfully completed the Green Alley Improvements Project, which was partially funded by a grant from the Metropolitan Water Reclamation District (MWRD). The project involved constructing a permeable paver alley west of Milwaukee Avenue and north of Neva. This innovative installation helps reduce strain on the sewer system by capturing and storing stormwater before it enters the network, advancing the Village’s sustainability efforts.
Niles Public Works Campus
The new salt dome is now operational, storing over 6,000 tons of salt. The Public Works garage addition, which was also part of the salt dome project, is nearly complete and will further enhance operational capacity.
Street and Tree Maintenance
The Public Works team remained busy throughout the year in 2024, planting over 370 trees and completing essential maintenance tasks such as crack sealing, patch paving, and filling over 300 potholes. The team also responded to numerous water main breaks and efficiently managed winter plowing operations to ensure the safety of Niles residents during colder months.
Village Hall Plaza & Facility Upgrades
Work on redesigning the plaza outside Village Hall commenced in 2024 with the goal of enhancing both the aesthetics and traffic flow of the area. Although some delays have occurred, the project is slated for completion in spring 2025. Once this project is complete, the Village will begin improvements to the lobby of Village Hall. Pedestrian Safety Improvements
In collaboration with the Illinois Department of Transportation (IDOT), the Village completed the Caldwell Avenue and Cleveland Street Pedestrian Crossing Safety Improvements Project in 2024. This project, which broke ground in the spring, included road widening, the construction of a refuge island, and the installation of rectangular rapid flashing beacons. These improvements, completed in the fall, enhance pedestrian safety in a key area of the Village.
Looking Ahead: 2025 Projects
The Public Works Department is poised to continue its progress in 2025 with several major projects:
Oakton Neighborhood Connection: This project will add sidewalks along Oakton Street from Caldwell Avenue to the Evergreen Estates neighborhood, improving pedestrian safety and connectivity.
Golf Road, Greenwood Avenue, and Milwaukee Avenue Improvements: Starting in spring 2025, this initiative will add sidewalks and street lighting along these major thoroughfares to improve safety and pedestrian access.
Lead Service Line Replacement Pilot Project: The Village is proactively addressing state and federal mandates to eliminate lead water services with a pilot project set to break ground in the summer of 2025. The project is funded through a no-interest loan from the Illinois Environmental Protection Agency (IEPA) and will serve as a test of the Village’s long-term plan to replace lead water services. YMCA: Asbestos remediation at the YMCA building has been completed, and demolition is set to begin in April 2025.
Fleet Division’s Sustainability Initiative: As part of its ongoing commitment to sustainability and cost reduction, the Fleet Division is preparing to transition to hybrid vehicles in 2025. This shift will not only benefit the environment but also reduce annual fuel costs. The FY26 Capital Improvement Plan includes the purchase of 16 hybrid vehicles, which will be distributed across various departments.

Animal Control Corner
Springtime means warmer weather and more wildlife activity in Niles. While it may be tempting to feed wild animals, Niles has a wildlife feeding ordinance that was established in 2023.
Under no circumstances is feeding deer allowed in Niles; this is a state-wide law that Illinois has in place to reduce the number of deer afflicted by Chronic Wasting Disease, a fatal brain disease. In the Village of Niles, people shall not feed wildlife on someone else’s property without that person’s permission; this also applies to feeding birds and other wildlife in parking lots, cemeteries, parks, and forest preserves. Ground feeding is not permitted if you provide food for wildlife on your own property. However, the use of birdfeeders is allowed, with some restrictions outlined in the ordinance. Birdfeeders must be located at least 5 feet inside property lines and be designed for the specific purpose of feeding birds. Any feed spilled onto the ground or other surfaces from birdfeeders must be cleaned up by the property owner daily so as not to accumulate and be an attractant to insects, rodents, deer, or other wildlife.

Stay Alert: Protect Yourself from Ruse Burglaries
Ruse entry burglaries, also known as distraction burglaries, involve deceptive tactics to gain access to someone’s home, typically with the intent to steal valuables or cash. Senior citizens are often targeted during daylight hours. Offenders may pose as utility workers or other service personnel to distract the homeowner while an accomplice sneaks inside to steal small items.
To protect yourself:
• Don’t open the door if you’re unsure about the visitor.
• Verify the person’s identity by calling the company they claim to represent, using a number from a bill or the company’s official website.
• Utility companies often call ahead of visits; ask for the technician’s name.
• Keep valuables in a safe or deposit box.
• Always lock doors and windows.
• If someone needs assistance, offer help through a closed door or contact a neighbor. Call 9-1-1 if:
• You feel something is suspicious.
• Someone enters your home without permission.
• Items go missing shortly after a visitor arrives.
• You suspect a crime has been, or will be, committed.

The Village of Niles is proud to announce the promotion of Joseph Romano (pictured here) to Chief of Police, effective November 2, 2024. Chief Romano brings nearly four decades of dedicated service to the Niles Police Department.
A product of local schools, including Nelson School, Gemini Junior High School, and Maine East High School, Chief Romano began his journey in law enforcement as a Niles Police Explorer during high school. His career with the Department officially started in 1986 as a Public Service Aid, followed by roles as 911 Telecommunicator, Canine Officer, Detective, and beyond. His leadership was further demonstrated in positions such as Administrative Sergeant, Detective Commander, and Deputy Chief of Operations. Chief Romano’s exceptional service has earned him accolades, including being named “Outstanding Recruit” at the Police Academy and receiving the Public Safety Executive Leadership Award from Northwestern University in 2021.
With his deep ties to the community, exemplary leadership, and extensive experience, Chief Romano is poised to guide the Niles Police Department into an exciting new chapter.
Winter Event Highlights: A Look Back at Shop with a Cop and Operation Santa
The Niles Police Department (NPD) hosted two favorite holiday events this winter. Officers invited 21 children to “Shop with a Cop” for toys and gifts provided by Wal-Mart, arranged in partnership with Niles Family Services. During “Operation Santa,” NPD escorted Santa to deliver gifts and holiday meals to nine families, thanks to support from WalMart, ComEd, Niles Memorial VFW Post 3579, Jewel-Osco, and other community partners. The Village of Niles, Niles Fire Department, Niles Public Works, and volunteers played key roles in making these events successful, spreading holiday cheer and creating cherished memories for local families. Emergency Medical Services (EMS) Week
This year’s EMS Week will take place from May 18 through May 24, 2025. Traditionally, there is a single theme for the entire week, but this year’s recognition will have a new EMS topic each day, such as education, safety, EMS for children, and more. EMS Week is a time to educate the public about the essential pre-hospital services provided throughout the country and–most notably–within the Village. The Niles Fire Department has a proud history of providing EMS service to the community and they have made remarkable strides in the quality of services provided over the past nearly eighty years. Niles Fire Department personnel are highly educated, highly motivated, and always willing to provide the best possible care to those in need within the community.
CPR
The Niles Fire Department (NFD) proudly offers two different CPR courses to the public: The “Heartsaver” course and the “Healthcare Provider” course. The Heartsaver class is designed for anyone looking to prepare themselves for an emergency that may occur in your everyday setting. The Healthcare Provider class is geared towards pre-hospital and in-patient facility staff who may be called upon to perform high-quality, team-driven CPR in a healthcare setting. Upon completion, participants of both classes will receive a completion card valid for two years. Additionally, NFD can send a CPR Instructor offsite to your location if you are interested in hosting a class for a larger group. 2024 NFD Statistics
Throughout calendar year 2024, the NFD responded to 7,917 calls for service. That means NFD Firefighters responded to an average of more than 21 incidents per day, every day of the year. NFD companies responded to 4,879 Emergency Medical Services incidents, 281 auto accidents, as well as a variety of structure fires both within the Village and in surrounding communities.

In order to help us better serve the community, we ask that all residents (who are physically able to do so) ensure their address is clearly visible on the exterior of the front of their homes. When responding to emergency calls for service, we want to be able to identify the correct location as quickly and efficiently as possible. Having large, easily visible or highcontrast numbers helps us help you quicker when time is of the essence.
Spring Fire Safety Tips
Spring is often synonymous with cleaning and it is a great time to ensure the fire extinguishers in your home are accessible, pressurized, and have not yet expired. The Niles Fire Department recommends having a fire extinguisher on every level of the home, including the basement. It is also important to have a fire extinguisher in the kitchen and the garage where flammable materials may be stored. When purchasing a fire extinguisher for your home, consider buying an “ABC” extinguisher, which offers fire protection for a wide variety of products that may be stored within the home.

Garage Sales
The Community-Wide Garage Sale will take place May 1618, 2025. Permits are required. Participants will be included in an online map and will receive five signs.
Residents may have two garage sales within a 12-month period and they must be conducted Friday-Sunday between 9:00 A.M. and 6:00 P.M. Garage sale permits can be obtained from the Community Development Department at Village Hall. Signs shall not be placed in the public right of way and must be removed upon conclusion.
Building Permits
Construction season is right around the corner, so do not forget to apply for your building permits. Call the Community Development Department to check whether your projects require a permit before beginning any work. The entire permitting process can be completed online at www.vniles.com/css.
Some of the typical work that requires permits includes, but is not limited to: mechanical, electrical, plumbing and sewer work, sheds, fences, gazebos, pools, concrete work, windows and roofs (new and reroofing), hot water heaters, kitchen, bath and basement remodeling.
Zoning — Did you know?
In addition to obtaining building permits, projects must also comply with the Village’s Zoning Ordinance. In residential areas, this includes the distance sheds and garages must be from property lines, where other accessory structures can be located on your property, and how much of your property you can cover with impervious surfaces (concrete, patios, etc.). Before starting a project, check the Village’s zoning requirements.
Business Licensing
Whether you are starting a new business, taking ownership of an existing one, or expanding or relocating your current business, all businesses must obtain a business license. Information is available at vniles.com indicating which businesses are permitted and which require a Special Use Permit. Please note: you are not allowed to operate your business until the license and occupancy certificate are issued.
Lighting – Window Treatment
Village code prohibits any type of lighting (LED tubing,
neon, or series lights) trimming either the inside or outside of windows. Please contact the Community Development Department before starting any projects, including window treatments.
Rental Licenses & Inspections
Any person, firm, partnership, or corporation operating, maintaining, or offering rental property in the Village of Niles needs a rental license. It is unlawful for a tenant to occupy a residential rental property that is not licensed. Licenses are not transferable. A new property owner has 30 days from the date of closing to apply for a new rental license. Rental licenses help ensure that the licensed home or apartment has met minimum housing standards and is compliant with all codes. To apply for a license, complete an application and mail it or drop off at Village Hall. Please be aware that each rental property is required to undergo an inspection once every three years. Smoke Detector & Carbon Monoxide Act
As of January 1, 2023, the Illinois Smoke Detector Act requires that smoke detectors shall either be hardwired or of the self-contained, non-removable, longterm battery type (10-year battery). This applies to existing smoke detectors that are over 10 years old or for any newly installed smoke detectors. In Illinois, you do not need to use hardwired smoke detectors unless you substantially remodel a dwelling (such as removing a majority of the interior wall/ceiling finishes).

Backflow Devices
Before using your sprinkler system this season, please make sure that your system has a backflow device that is installed and in working order. According to Illinois law, all backflow devices shall be tested upon installation and annually to protect the Village’s public water supply. Please contact the Plumbing Inspector at (847) 588-8068 if you have any questions.
Removal of Holiday Lights
Village ordinance requires all holiday lights and decorations to be removed within 90 days of the holiday. The deadline for removal of decorations from the December holiday season is April 1, 2025.
Grow Your Home
The resident home improvement program has been expanded. Property owners may be eligible to have permit fees waived and receive reimbursement for up to 50% of professional services, with a maximum reimbursement of $3,000 for a front elevation enhancement and a maximum reimbursement of $4,000 for a covered front porch improvement. Property owners may be eligible for a permit reduction/waiver of up to $10,000 for significant improvements that increase the square footage of habitable space by a minimum of 100 square feet for an addition.

Vegetation Ordinances & Yard Waste
Grass must be cut and maintained at 6 inches tall or less. Branches can be bundled for free removal starting the week of April 1. Yard waste should not be mixed with other garbage or put in plastic bags. Yard waste stickers are required for the removal of yard waste bags or cans and can be purchased from the Finance Department at Village Hall or at Jewel-Osco locations in Niles.

Niles Family Services (NFS) continues to look for ways to better serve the community. NFS offers individual and group counseling for children, teens, adults and seniors. They also support the community through emergency assistance programs to combat financial emergencies, food insecurities, and other community needs. Some of the newest offerings from NFS include:
• Grief groups: Loss of Adult Child, Widow/Widower Support, and Suicide Support (providing support for those who have lost a loved one to suicide).
• Parenting classes and support for infants through adolescents.
The NFS “Engage” program supports addiction recovery through various ongoing and special events including 12-step programs throughout the community, sober yoga, Narcan training, and activities and events that support sober living.
Outreach at Maine East High School
The Niles Family Services Engage team was thrilled to join Maine East High School in January for one of their ‘Healthy Families’ workshop series (pictured at right). This event educated parents and students on the dangers, warning signs and resources related to vaping and substance use in youth.
NFS provided information about community resources for treatment, Niles Family Services programming, Narcan training, and had local speakers share stories of hope and recovery.

To commemorate the 100-year anniversary of the Niles Historical Society’s building, which was formerly the Cook County Sheriff’s Police Station, this new exhibit outlines the history of the Cook County Sheriff’s Police from 1924–1984.
