Farewell, but Not Goodbye By Craig Pustejovsky

Community Manager

Over the past three years, I’ve had the pleasure of introducing you to management team members, watching them develop into integral parts of this community, and wishing some of them the best in their future endeavors as they moved on to new roles within CCMC. This month, it is bittersweet to announce my departure as your community manager. I have accepted a promotion to become a vice president for CCMC’s Western Division. While I will no longer oversee the community’s day-to-day operations, Vistancia will be part of my portfolio, and I will continue to work with the Board of Directors and management team to continue the success of your community.

The last three years have seen this community transition to a homeowner Board of Directors and become a premier community- not just in Arizona, but among the more than 200 communities served by CCMC. Your Board of Directors is a great group of community leaders, and there are dozens of committee members who volunteer their time to better the community. Our active and vibrant lifestyle program has clubs, classes, and events for residents of all ages, and the team works diligently to ensure this is a community you are proud to call home. As of this writing, a new community manager has not been identified. We will introduce the new manager in a future

issue of this magazine. I have the utmost confidence in the Board of Directors and management team to maintain the care, attention, and service that you have come to expect. Thank you for your support over the last three years and for the confidence you have placed in myself, the team, CCMC, and Board of Directors. I look forward to continuing to serve this great community in my new role and watching this community continue to grow and thrive.

Behind the Processes and Guidelines of Our Design Review Committee By Jeff McNaughton

One of the most common questions I get asked is why it’s necessary to have and enforce design guidelines in our community. Why do we have to get approval from a Design Review Committee? I’m often told it takes valuable time as a homeowner that does not always feel necessary. The primary purpose of your Design Review Committee (DRC) is to maintain environmental and architectural design standards for the community. Some homeowners mistakenly believe these standards restrict their freedom of individual expression; but, they provide a framework within which each homeowner can express individual tastes and preferences. The standards have been carefully developed to reflect a balance between individual rights and the good of the entire community-that is, our property values. But, why do we need processes and guidelines to maintain architectural standards? Perhaps most important, we need a basis for treating all homeowners fairly and reasonably. Written guidelines allow you and the DRC to work from the same criteria. Sometimes, architectural requirements can be complex. The guidelines outline both required and commonly requested improvements made to your home and front or back yard to help you design improvements that comply with the

community’s standards. While the guidelines address many improvements, it obviously can’t cover every improvement you can dream up. Then there’s the application and approval. The DRC members assure you they want the paperwork to be as simple as possible for everyone. The application brings to life your ideas in a logical way that allows the DRC to determine compliance. In fact, they not only provide criteria for the current DRC to make appropriate decisions, but for future committee members to make consistent decisions in the future. Without the criteria in the guidelines, the application approval today may result in work being deemed unacceptable by new DRC members upon completion. Your DRC is composed of all volunteer residents living within The Village. They care greatly about our community and work to keep it looking clean and aesthetically pleasing by assisting residents with the planning of outside projects while following the guidelines set forth by our governing documents. The design review process can be found on myvistancia.com. If have questions, feel free to call the Association office and ask to speak to Susan Claeys, our Design Review Coordinator. She can answer any questions you may have, as well as guide you through the process to make it as easy for you to submit a successful application. Working with the DRC and within the design guidelines ensures you to have and enjoy the home of your dreams.

Rules to Rule Overnight Parking

Whether it’s guests spending the night, family members dropping by for the lovely surprise visit, loading up the camper for a road trip, or even storing furniture in the garage that’s being picked up the next day, we understand parking a vehicle on the street overnight is sometimes inevitable. But, in order to avoid a violation letter or fine, give us a call and we can help! The parking rules below are set in the community’s Covenants, Conditions, and Restrictions (CC&Rs). Check out the overview below or read the full policy in the CC&Rs, available on myvistancia.com.

His watermelon-eating pose on the August 2017 cover was voted the favorite cover of the last year, and this undoubtedly will be another favorite as he's joined by big brother Jaxon this year. Mason had stiff competition this year from many of you who submitted photos for the #ShotsofSummer contest. Trees Can Get Sun Damage, Too

If you’re going out in the sun this summer, you’re probably slathering on sunscreen or wearing a hat and long sleeves to protect your skin from getting sunburned. Did you know that trees can suffer sunburn as well? Called sunscald, the condition happens when the bark on a tree’s trunk and larger scaffolding branches get overexposed to the sun. Sunscald looks like dry, crusty bark that is discolored or cracked and usually appears on the south or west sides of trees. It is detrimental because it damages the vascular tissue of the tree — the tissue that is responsible for transporting water and nutrients throughout the plant. In severe cases of sunscald, the tissue is so damaged that the tree can no longer properly transport water and nutrients throughout its system, which can lead to tree death. Normally, risk of sunscald isn’t huge. However, some species are more susceptible to sun damage than others, especially those with thin bark — Ash, citrus, some Palo Verdes, and young trees. Performing canopy thinning on your trees to help prevent monsoon damage or branches broken off during strong winds can suddenly expose trunks to the sun, which can lead to sunscald.

PREVENTING SUNSCALD DAMAGE First, do what you can to prevent overexposure. When pruning your tree canopies, make sure you or your arborist doesn’t remove more than 25 percent of the tree canopy at a time. This will help make sure that enough of the canopy remains intact to properly shade the trunk. For young trees, make sure you leave on their lower, temporary branches for as long as possible. If you’ve accidentally pruned too much or if a large branch breaks off during monsoon storms leaving your tree’s trunk exposed, there are two options: trunk paint or trunk wrap.

INGREDIENTS: 2 cups all-purpose flour 2 tsp. baking powder 1/2 tsp. baking soda

Trunk paint is protective paint (think sunscreen) that is applied directly to the exposed tree trunk. While it looks like typical household paint, it’s very different and is formulated specifically to protect living tree trunks. It’s available in white and brown.

¼ tsp. salt

Another, less permanent option is a tree wrap. This is a gauze- or burlaplike material that is wrapped around the trunk of the tree. This option is best for younger and smaller trees. Both trunk wrap and trunk paint are available at nurseries or home improvement stores.

1 cup firmly packed brown sugar

½ tsp. ground cinnamon 1/8 tsp ground nutmeg 3 very ripe, large bananas, peeled and smashed 2 large eggs ½ c sour cream 1 tsp vanilla extract 4 tbsp unsalted butter, melted ½ cup semi-sweet chocolate chips

DIRECTIONS: Preheat the oven to 350 degrees. Butter two small loaf pans. In a medium bowl, whisk together the flour, baking powder, baking soda, salt, cinnamon, and nutmeg. In a large bowl, whisk together the bananas, eggs, brown sugar, sour cream, vanilla, and butter. Add the flour mixture to the banana mixture, and stir gently with a rubber spatula until combined. Stir in the chocolate chips. Scrape the batter into the prepared pan. Bake until a toothpick inserted into the center of the loaf comes out clean, about 30 minutes. Remove the pan from the oven and set it on a wire rack. Let it cool in the pan for about 15 minutes.

I’m not really sure how it goes.” The piano men will play you all the memories and melodies you request during Dueling Pianos, from 7-9 p.m. Saturday, Aug. 4, in the Mountain Vista Club Clubhouse. Imagine the fun you’ll have on this elegant night as two pianists tickle the ivories by candlelight for your enjoyment, as you sip on wine and take in a luxurious dessert bar. It is the perfect night to sit back and enjoy your neighbors and friends. It’s the right time to save your seat. Tickets are on sale now through Aug. 1 but get them ahead of the price increase! You will receive a night full of music, dessert, and a glass of wine for just $7 now through July 27, and ticket prices will increase to $10 July 28-Aug. 1. Diving Into the Vistancia Vipers By Hannah Crosby

The Vistancia Vipers swim team is one of the most established clubs we have in the community. Debuting nearly a decade ago in 2009, you may have seen them practicing at the Foothills Center Pool, their home pool, or heard a neighbor or family member talk about their accomplishments. The team is comprised of community members that have a love of swimming and being part of a team. Vipers Coach Taylor Hayes shared more about the team and the programs offered. “The Vistancia Vipers just finished their 2018 summer season. This year, we sent over 80 swimmers to compete in our league’s championship meet. This is the most swimmers we have ever had compete in championships in our team’s history. We compete in the well-established Desert Swim League (DSL). The DSL is a competitive sprint swim league where the goal is to provide a competitive atmosphere in which eligible swimmers can compete in all strokes without the rigors of competing in a recreation or year-round swim program. The league has done an impeccable job creating this atmosphere and is known as one of the top summer swim leagues in the state. Our aim is to provide a summer program that kids can create life-long friends and memories, while learning and enjoying all the wonderful benefits that comes with competitive swimming. Ages range from 3-18, and the only requirement for swimmer to join be that they are able to swim a full length of the pool (25 yards) with no assistance. From there, we train swimmers in four strokes: butterfly, backstroke, breaststroke, and freestyle. We offer two programs to the community. Our summer program, with daily morning practices and 7-10 swim meets throughout the season. We also offer both fall and spring swim programs. We plan to have two after-school practices per week for these programs and potentially a Saturday swim meet each month. I grew up swimming in the DSL, and I have a huge passion to help create the special memories for our swimmers that I had growing up. Using stuff you probably have lying around the kitchen, you and your family can make your very own lava lamp and learn a bit of science while doing it! A magician usually doesn’t reveal their secret, but, if you want to know how it works, read below:

SERVICE STAYS FOREVER

The secret behind the lamp’s “lava” is science. Oil is lighter, or less dense, than water, so it rises to the surface. Salt is heavier, or more dense, than water, and sinks to the bottom. When you add the salt, blobs of oil attach to the grains and sink. Then the salt dissolves, and the oil returns to the top. We want to see your lava lamp! YOU WILL NEED • Clear jar with lid • Water • Food coloring • Glitter • Vegetable oil • Salt • Flashlight STEP ONE Fill the jar three-quarters full of water. Add drops of food coloring until you like the color you see. A few drops go a long way! Sprinkle in glitter for extra sparkle.

STEP TWO Fill the jar almost to the top with the oil and let the mixture separate.

Lake Pleasant Elementary enjoys rich academic and cultural excellence that is the result of the school staff who provide a diversity of experiences for the students. We strongly believe that academics is a very important part of education and that we all can educate and grow the whole child: socially, emotionally, and behaviorally. STOP! In The Name of Safety, Before You Get in a Crash By Bridget Binsbacher

Many residents have asked how the city determines which traffic control measures will be used at an intersection. Why do some intersections have stop signs in four directions instead of two? Or, when does an intersection get a traffic signal? Below is a brief overview of how our traffic engineers determine how each intersection is controlled.

TWO-WAY STOP SIGNS

This type of traffic control is installed where a local street meets an arterial street. Installing a two-way stop is based on a combination of high speeds, restricted view, or other unusual circumstances. However, stop signs cannot be used for slowing speeds on a street.

MULTI-WAY STOP SIGNS

This form of traffic control is typically installed sparingly because it is the most restrictive, yet it is one of the safest forms of traffic control. This traffic control is dependent upon engineering judgement as well, considering a combination of factors and traffic volumes.

Multi-way stop control may be used as an interim form of traffic control where a traffic signal is justified. An example of this can be seen at El Mirage Road and Lone Mountain Parkway. Based on traffic studies for the ongoing and future development in the area, a traffic signal will be required at some time in the future, due to new development, but is not yet required based on current traffic volumes. However, the width of the intersection and the additional traffic movements associated with a new north leg makes the existing two-way stop a challenge. For these reasons, the city’s traffic engineers determined a multi-way stop at the intersection was the most appropriate interim treatment.

TRAFFIC SIGNALS

Traffic signals are used if an engineering study of traffic conditions, pedestrian, and physical characteristics of the locations justifies such an installation. The analysis considers traffic volumes at multiple times throughout the day, pedestrian and school crossings, and the roadway classifications. PEORIA HONORED FOR PRESERVATION EFFORTS

The Governor's Archaeology Advisory Commission recognized the City of Peoria recently for its historic preservation efforts on the Palo Verde Park Project. The Palo Verde Ruin is a significant cultural resource located in the City of Peoria. The city added signs explaining the history of archaeological research in the park and the chronology of the prehistoric occupation of the Palo Verde Ruin as well as the physical and cultural setting within the larger context of Central Arizona prehistory.

city briefs CITY OF PEORIA TO INTERVIEW FOUR FINALISTS FOR POLICE CHIEF POSITION The City of Peoria has selected four finalists for the police chief position. The four finalists selected to move forward in the interview process are Benny Pina, Deputy Chief of Peoria Police Department; David McGill, Police Chief of Sedona Police Department; Arthur J. Miller, Police Chief of South Pasadena Police Department in California; and Richard A. Bash, Deputy Chief of Columbus Police Department in Ohio. A national search was conducted to recruit a new chief after current Police Chief Roy Minter announced his plans to retire. The city received and reviewed 55 applications for the position. Interviews were scheduled for July 17-18. “Public Safety is a cornerstone of our community and selecting a highly experienced and passionate individual to serve as our police chief will carry out the mission of being one of the safest cities,” said City Manager Jeff Tyne. “Throughout our search, we have been focused on a candidate who will continue to emphasize community policing within our department. We are excited about the four final candidates and the qualifications they bring and look forward to introducing the finalists to the community.” A new police chief will be announced this month.

It’s August, and once again parents can jump for joy while their kids hang their heads in despair. Yes, it is back to school time! Summer is over; it’s time for our children to strap on backpacks and make their way to school to fill their days in activity and their heads with knowledge. It is also that time of year where we traverse our neighborhood streets among young, unpredictable pedestrians and vehicles filled with stressed-out parents navigating school obstacle courses to drop-off their children. Some of these drop-off and pick-up plans seem very disorganized and slow and - it never fails – that some parents feel they have a better way and go rogue. Suddenly, people are cutting each other off, speeding in school zones, and unloading children in the middle of the street. Next, there is shouting, horn blowing, and hand gestures that are not exactly G-rated. What seemed like a disorganized situation is now chaotic, stressful, and unsafe for all. We at the Peoria Police Department would like to let you know that our Traffic Engineering Department assesses the pickup and drop-off plan of each school. They conduct a careful review of each plan to ensure the safety of our streets while meeting the safety needs of the school. So, as our little ones head back to school, please review the pick-up and drop-off plans for your child’s school and give yourself plenty of time. Moreover, to all commuters, let’s be patient and courteous. There will be confusion by some, and inconsideration by other, but don’t take it as a personal injustice or a matter requiring your immediate attention. With a little prior planning and some understanding, we can all experience less stress and a smoother commute as our kids head back to school.
