Program Name: LGEAR: San Joaquin Program Number: SCEXXXX Quarter: First Quarter 2010 1.

Program Description: LGEAR is a partnership program structure, which involves the creation of energy partnerships with cities and local governments to set energy efficiency goals and generate measurable, verifiable energy savings through identification of specific energy efficiency projects and community outreach activities. Projects are referred to Southern California Edison’s (SCE) core programs and can be residential or non-residential, including small, commercial and industrial businesses, municipal and other governmental agencies, and non-profit organizations. Low income and demand response programs will also be included.

2. Administrative Activities: The following activities took place in San Joaquin: o Ongoing monthly meetings with the partnership implementer, the San Joaquin Valley Clean Energy Organization for program planning and implementation. o The SJVCEO held a conference call for all Jurisdiction partners on March 2, 2010 to assist with plans for the SCE Competitive Strategic Plan menu selection application process.

3. Marketing Activities: The San Joaquin Valley: o During the first quarter of 2010 jurisdiction partners and implementer worked to compile and narrow down a list of over 130 possible community events to a manageable number of nine community events with effort given to hit each jurisdiction at least one time. The implementer coordinated with Organizational Support Services and secured the 2nd Unit Mobile Education Unit for all nine events. o At the utility program managers request the implementer moved quickly to secure a booth, 2nd Unit MEU and volunteer participation in the 17 th annual Visalia Spring Home and Patio Event February 12-14 at the Visalia Convention Center. With limited advance notice it was decided to participate and within four days the Partnership was set to participate!

The partnership, aided by OSS with the 2nd MEU, and Southern California Gas company volunteers participated in the 17th annual Visalia Spring Fest Home and Patio event February 12-14, 2010. Partner volunteers reported a positive experience, with some of the following comments:

Liked that it was more general, and less focused on one particular program—provided visitors with an all-around idea of what the utilities are doing to help them.  Missed being able to offer the individual energy audit, not able to “sell” the online version as much.  Need more copies of the SCE whole house diagram handout, as they ran out due to popularity. Although, the concept of combining SCE and SCG savings opportunities on one house diagram is still the dream!  OSS reported a good turnout and opportunity.

The City of Lindsay volunteered to hold the first Partnership “self-staffed” event at the City of Lindsay Earth Day event on Saturday, April 3. The City will man a VIEW booth with volunteers from the City (both English and Spanish speaking). The partnership loaned the banner, and provided promotional materials to the City for the booth.

The Partnership, through the implementing partner, began work on a marketing plan for the 2010, and 2011-2012. This will be treated as a living document and further developed with jurisdiction input at the ME&O Task Force meetings each month.

4. Direct Implementation Activities: The San Joaquin Valley: o Applications for Cities of Lindsay and Woodlake and Counties of Kings and Tulare were submitted for the Energy Efficiency and Conservation Block Grant funds from the California Energy Commission. These funds will be used to finance energy efficiency projects that the jurisdictions in turn hope to have qualify to meet 2010-12 energy reduction goals. o Partners received notice of their individual 2010 Energy Leader Tier levels and a copy of the SCE tier level graph. o SCE and the implementer made a big push with the jurisdictions to get their potential On Bill Financing project ideas submitted for a “pre-look” so the VIEW Partnership projects would be ready when the program opened. The OBF program was a major focus at the March Partnership meeting. The implementer is in regular contact with jurisdictions to obtain more project ideas and is tracking these in an Excel spreadsheet. o The implementer and utility worked to ensure jurisdiction feedback on which strategic plan menu selection goals to pursue with the $81,000+ embedded Strategic Plan funds after the original plan to use part of the funds on an AB811 program was dismissed.

The general consensus from the jurisdictions was disappointment when they learned that AB811 program would not be eligible for embedded Strategic Plan funds. In a united voice the jurisdictions appealed with the following statement, “It seems like setting up an AB811 program is a very positive, cost effective way to set up a program that will result in actual, long term energy conservation. Since the program would seemingly pay for a consultant to develop general plan policies, it seems that it would also pay for the development of an energy conservation program that would then be selfsustaining.”

Thanks to strong communication and attention from the utilities and with support from the implementer, the jurisdictions agreed to use the imbedded funds for the following goals: 3.1.1, 3.1.2, 4.1.1, and 4.1.3. o A Jurisdiction Needs Assessment was developed and provided to the “test subject” Tulare County. The 2010 Needs Assessment is 14 questions, with a space provided for written comments. The assessment is broken into three parts including: General Informaiton, Energy Knowledge Base, and Partnership Evaluation. The implementer will distribute the assessment to the seven other partners during the month of April, and schedule follow up calls and face to face meetings to review with the Partners.

SCE, SCG, Implementer and County of Tulare met via conference call to determine the best approach to move up their Partner Tier Level. The County is in a unique position, in that their municipal participation level is 62%, while the community participation level is only 2.3%. The call focused on innovative ways to reduce energy usage in the unincorporated areas of the County, specifically in the Ag industry, which accounts for 98,054,178 in annual kWh— almost ten times greater than the next closet usage segment. o Implementer began work to reach first benchmarks embedded Strategic Plan goals 3.1.1, 3.1.2, 4.1.1 and 4.1.3. Additionally, the implementer went through training on the Energy Star Portfolio Manager and is prepared to begin input upon final decision from the CPUC. 5.

Explanation: The San Joaquin Valley partnerships have been well received. SCE and the partners are working on additional activities to customize existing energy efficiency programs.

San Joaquin Valley: Intends to focus on setting an annual calendar of rebate and incentive programs from each utility that can be promoted within the jurisdictions to communities. The Partnership will spend much of the second and early third quarters utilizing the SCE Cooling Centers and Flex Alert programs to promote reduction during the summer months.

Additionally, the Partnership will use its presence at nine local farmers markets to promote the CARE program, and the implementer is working with the CARE program representatives to determine the best method to track participation.

Changes to staffing and staff responsibilities, if any: There was a change in implementer staff, and Courtney Kalashian will be the lead staff member from the SJVCEO working on VIEW. Cynthia Downing will be focusing her attention to the SJVCEO fundraising and EECBG efforts and will no longer involved with the Partnership. Paul Johnson will continue to advise as the SJVCEO Executive Director, and in March, Maureen Hoff came on board to assist Courtney with clerical duties.
