Barbara Marty called the meeting to order at 10:02am and we went around the room for introductions.

Energy Savings Goals 2010 – Chris Coronel provided the updated project tracking list.

Chris said that there have been some systems issues, but SCE was finally able to bring to the table the list with details. Chris explained that when a project is identified by a jurisdiction SCE will then provide an application; the jurisdiction fills it out and returns it; everything is reviewed; and a contract is sent to the jurisdiction. Once the contract is received by customer and sent back to SCE, then it will be seen on the list. Courtney Kalashian asked about Porterville’s project and Chris noted that there was never a contract; however, the kinks have been taken care of and it is now on the list. Chris has a contract they need to sign but since there was no Porterville representative, Chris will get that to Porterville. Gail Henry asked Chris to clarify what Tulare County projects were on the list because she does not remember signing any contracts. Chris will help to clarify and they will set up a meeting for next week. In Kim Loeb’s absence, Courtney checked in on Visalia’s airport lighting project status. Chris said he has been in communication with Kim. Partner Activity Reports Leslie Caviglia reported on behalf of Nathan Garza from the meeting with Pat Stoner of the Local Government Commission. Pat Stoner is now a local government energy efficiency specialist and was able to provide budget amounts and a description of money that was funded for planning projects. With a total of $29 million, about $22 million was awarded with about $7 million leftover so there will be a second round of requests. Courtney forwarded the information to all Partners during the Partners meeting so they could see what types of projects were funded. Jesse Langley added that there was an advice letter filed and the confidential information that was not released was because they have yet to sit down with the jurisdictions to complete contract negotiations. Once this is complete, all the information will be available.

Courtney Kalashian reported on the AgTAC June 2nd Residential Retrofit Forum.

Courtney and Maureen attended as VIEW representatives. Most of the attendees were contractors; however Kim Loeb, Jesse Langley, Bill DeLain, Brian Thoburn, Cal Rossi were also present. July 4th was mentioned as the date to when the Home Star program might pass; however Jesse wasn’t sure this was accurate. Either way, the most important piece taken away was that the retrofit was a great opportunity for job creation to remain local. All the presentations will be available online at the Tulare County Workforce Investment Board site. Courtney suggested that it would be a good link to provide in Gail’s Tulare County newsletter. Paulo Morais added that the California Energy Efficiency brand campaign launch would be about the same time as the Home Star launch and the CEC will probably have a website with all the different programs in all the various regions. Jesse confirmed that they did touch on the website with all the information at the event. Leslie noted that Kim Loeb did not think that there were many Tulare County contractors present at the Retrofit Forum. Bill thought that was a very interesting observation and it is something that we can confirm though AgTAC. Leslie 2

San Joaquin Valley Energy Leader Partnership (VIEW) thinks that we will still have to have more education for this area so that local contractors can be involved. Courtney asked Leslie if there is anybody in the Kings and Tulare area that we might be able to phone; Lew Nelson volunteered to call the Chamber when he gets back to his office.

Paulo explained that he could not hear the group very well via the conference line, and if nobody had any questions for him, he might drop off the call. Courtney said she would give Paulo the action items and summary notes after the meeting.

Courtney reported that Jim Perrine is no longer with the City of Porterville and we currently do not have a replacement for VIEW representation. Courtney and Maureen met with Jim and the City Manager, John Lollis; John felt he could come to the VIEW meetings but this is unrealistic. Courtney will be checking in with John twice a month to keep Porterville engaged until a replacement comes on board. Our utility partners noted that there are a few people in mind.

Although it was not on the agenda, Courtney explained that we will now discuss Strategic Planning at every Partners meeting, similar to how we discuss Chris’s energy list. From the Strategic Plan menu, items 3.1.1 (Develop energy benchmarking policies and procedures to enable ongoing benchmarking of all local government facilities), 3.1.2 (set up Portfolio Manager for each VIEW Partner), 4.1.1 (Develop a regional template for Climate Action Plan or Energy Action Plans), 4.1.3 (Develop General Plan policies, identify and secure consultant) were briefly explained and discussed.

We also briefly discussed that we will try and set up more Jurisdiction Assessments to make sure that all Partners are being provided with the information they need and to ensure everyone is seeing a benefit from being part of the Partnership. Assessments have already been done with the County of Tulare, the City of Hanford, and the City of Porterville. The City of Tulare will have its assessment meeting on June 30th at 3:30p.m.

Marketing and Outreach Report - Courtney explained that we did not have a true marketing meeting due to lack of attendance; instead, we focused on the County of Tulare since Gail Henry was the only Jurisdiction Partner present. It was also discussed and decided to move the marketing meetings to a quarterly, rather than monthly, system. The next marketing meeting will be held on September 2nd at 9a.m. Since the meetings will be held less frequently, it would be great to have more participation!

Southern California Edison Programs – Jesse Langley presented SCE’s programs to all Partners and refreshed everyone on the benefits of belonging to an Energy Leader Model partnership (projects, marketing, tier levels, and all the other ‘bells and whistles’). Edison has about 114 jurisdictions in a partnership with still over 100 to go.

Some of the programs he discussed were direct install in which the utilities rotate around different communities for energy projects; benchmarking; On-bill financing which is scheduled to roll out again June 30th; the Whole House Retrofit program; appliance recycling where older, functioning units can be picked up; the Cool Schools 3

program; and much more. Maureen will email Jesse’s PowerPoint presentation to all the Partners.

There was quick discussion of the MEU AC tune-up sign-up sheets from 2009. Gail and others who signed up said they never received call backs. Chris Coronel said they will take this as a lesson learned and make sure there is follow up for any future events.

Courtney reminded everyone that the All Partners meeting is June 14th in Downey, California. Maureen and Courtney plan to attend and would love company!

Jesse, Chris, and Courtney thanked all the Partners for signing up for Demand Response on time.

Courtney asked if anybody had signed up for the Cool Center program. Gail was unsure if anyone had signed up for Tulare County but she will follow-up. Lew said the City of Tulare sent in their application on time.

Valerie Williams was voted facilitator for the next meeting and the meeting was adjourned.

ACTION ITEMS 1. Courtney will send the link to Panama’s presentation from the Retrofit Forum as well as the link to the Tulare County WIB site for the other presentations.
