San Joaquin Valley Energy Leader Partnership (VIEW) Summary of Discussion: Welcome and Introductions Lew Nelson called the meeting to order at 10:00am and introductions followed.

Housekeeping Courtney Kalashian updated everyone on SCE’s new contact information. Hammad Chaudhry relocated from Irwindale to Rosemead so his office address and office telephone line have been changed. Email and mobile phone are still the same. All partners should have received updated contact information via email. For questions, contact Courtney.

The plug load power strips were returned and rotated between partners. Only the City of Visalia took a power strip to test in their offices. Hammad Chaudhry reminded partners that if they install the power strips themselves, a post-inspection will occur at random. The County of Tulare ordered 4300 strips and the City of Tulare ordered 100.

Mark Okino reported on incentives paid. Last month The City of Porterville received $1,300 and the City of Hanford received $12,000. Lew Nelson noted that in the past Bill DeLain would come out and do a big check presentation.

Cal Rossi explained that there is a marketing advantage for praising staff and showing results of efforts to council.

Hammad agreed that for checks that have not been hand delivered yet, something could be arranged with Cal and Brian Thoburn.

Energy Savings Goals Mark Okino addressed questions regarding the SCE project tracking list. Gail Henry was concerned the County of Tulare Floresco lighting project was not on the list. Mark clarified and said it wasn’t on there because nothing was submitted; however, as soon as there is a proposal submitted it should appear. For this particular project, the SJVCEO is waiting to get latest MOU from Air Pollution Control District. Courtney gave a brief history of the SJVCEO work with the Clean Energy Partnership. Mark noted that he did not think the City of Lindsay would be going forward with their pump projects.

Frank Lauro had no major updates for SCG projects. The City of Visalia wastewater treatment plant design should be done by the end of April or next month. There might be another project with County of Tulare. Frank also mentioned commercial kitchen ventilation systems as potential for gas savings.

Strategic Planning Courtney Kalashian presented the first look of the “Benchmarking Made Easy” document. Scheduling for training on benchmarking will take place later in the summer or early fall. The document is just at ten pages, a shorter version than most ‘how to’ guides, and explains how to take benchmarking to the next level. This is only a first look and does not require any action by the jurisdiction partners just yet. Courtney noted that not all of the buildings entered in the system will receive an energy star rating; however, it will still be a good way to manage all of your utility data in one location. Hammad added that the Public Utilities Commission is moving towards providing an incentive for those who do benchmark all facilities so it is important to have documentation and to continue with these partnership efforts. Frank added that once facilities are benchmarked you can look at energy intensity (energy use) and compare to other facilities. Gail Henry voiced her concern over multiple facilities attached to one meter. Courtney explained that there are probably similar situations out there and comparisons could be made to those. Hammad agreed that if something can be benchmarked, it should be done. Mark Okino suggested having jurisdictions re-sign CISR forms on an annual basis for accuracy purposes. Forms will be brought to the next meeting.

Courtney explained the automatic benchmarking system that will help save time by receiving updates from the utilities. It also helps to set a baseline. The big question is what to do with the data once it has been input into the system. The partnership goal is for each jurisdiction to advance towards the next incentive tier and the benchmarking system will help to determine next steps for reaching those goals. San Joaquin Valley Energy Leader Partnership (VIEW) developing systems to recognize those achieving their goals. These systems will be personalized for each city/county.

Frank gave an example from the Downey All Partners meeting where one jurisdiction, without making any capital investment, was able to change operational characteristics of building and improve their energy score. There are no cost, low cost, and other ways that jurisdictions can start to move forward with savings. Portfolio Manager will also allow a jurisdiction to take note of past improvements already made towards energy efficiency.

Gail expressed her frustrations with benchmarking because it leaves out the community piece. She feels Tulare County has taken already taken all the steps they can to reduce energy on the government side and they won’t be able to reach a new tier level without more efforts from the community side, specifically agriculture.

The City of Adelanto guests explained that they have yet to start the benchmarking process but plan to use the VIEW partnership’s efforts as a jumping off point/framework and then will customize for their city.

Courtney checked in with Nathan Garza to see if he was aware of Kim Loeb’s efforts for the City of Visalia but he was unsure. Lew Nelson said he has been reviewing the City of Tulare’s accounts. Most everything he knows of are wells and pumps which can’t be benchmarked; he will distribute the list to other departments to fill in the gaps.

Courtney stressed that any information to help determine what type of building will be helpful. Also, to be able to benchmark a building more details such as square footage, number of employees on main shift, number of computers, and other specifics will be needed. Maureen Hoff should be able to gather much of this information from records the SJVCEO already maintains but whatever jurisdictions can provide is greatly appreciated! Gail said she would provide the information she sent out when ordering power strips for the county to help determine number of computers. Maureen used the City of Hanford as an example and noted that only about 32 of the 307 accounts for the City are actual buildings that can be benchmarked.

In other Strategic Planning news, Courtney reported that ICLEI presented a climate action plan template at the All Partners meeting in Downey. Instead of starting from scratch, our partnership should be able to regionalize this template. Courtney already spoke with Loren Aiton from the Central California Chapter of the U.S. Green Building Council and he understood that the partnership no longer needed the chapter’s help. The cities of Tulare and Visalia have said they would share their climate action plans. King County is also doing their own climate action plan as was found out at the ICLEI class held at the SJVCEO office. The cities of Hanford, Lindsay, Woodlake, and Porterville have not started the process so they will benefit from these Strategic Planning efforts.

Marketing and Outreach Report th The Porterville Iris Festival will take place Saturday, April 16 and the Mobile Education Unit will be present. Cal Rossi said he could bring VIEW materials to the booth since he would already be at the event. Maureen will coordinate to get materials to Cal. th

The Partnership will also be represented at the Porterville Prospect Education Center Earth Day on Friday, May 6 th and the Kings-Tulare Senior Day at Mooney Grove Park in Visalia on Friday, May 13 . Courtney encouraged anyone who would be around to stop by the VIEW booth as she and Maureen will be self-staffing those events. Hammad suggested that it might be good for him and Frank to come to one of these events to help explain the partnership.

Courtney felt the summer farmers’ markets might be a better choice and will speak to Hammad offline.

Courtney also reported that the new magnetic chip clips have been ordered and should arrive by the end of April.

Direct Install According to word on the street, as actual reports have yet to come out, the small business direct install program was a success; Hammad doesn’t expect to have the report until about June. The program was such a success that

San Joaquin Valley Energy Leader Partnership (VIEW) the timeline for visits was delayed. Gail had a question about leased facilities receiving direct install updates and Hammad said Joe Ruisi would have the answers.

Synergy Companies was expected to present at the meeting but in their absence Courtney briefed everyone on the upcoming Comprehensive Mobile Home program. Unlike the Small Business Direct Install program, this one includes both utilities. Lew was disappointed that Synergy did not attend because he was anticipating receiving th program details and a flyer to present at the April 19 Tulare council meeting. The program has already come through many of the partnership territories; however, due to lack of success the first time around it will return.

There are still some unincorporated areas in the County of Tulare that have yet to be visited. The program is currently scheduled to come through the City of Tulare. Maureen will contact Synergy to get firm outreach dates and promotional materials and will be in touch with Lew and Betsy McGovern from Tulare. Outreach will include a door to door approach (as the mobile home parks allow), letters, city support, and press releases. The partnership can also utilize the community list of contacts Maureen created and presentations at town hall meetings as was done for small business direct install. Posters outside of the mobile home parks were suggested to catch residents’ attention.

Technical Assistance Funds Hammad discussed the availability of technical assistance funds and how partners could take advantage. There is about $74,000 from Edison and $7,000 from the Gas Company to perform energy audits, identify savings opportunities and financing options, or more. Frank sees these funds as a good opportunity for use after benchmarking has been completed.

Gail asked if there was still an opportunity for on-bill financing. There is a waiting list for SCE so the chance is slim but there is still a chance; there are, however, still plenty of funds for SCG on-bill financing projects. The base amount does need to be $5,000 on one service account. Mark noted that he has yet to hear of one on-bill financing project to go all the way through for this partnership.

Other Business th Nathan Garza volunteered himself as facilitator for the May 5 Partnership meeting.

Frank suggested Energy Upgrade California for next meeting’s topic of discussion. Nathan suggested electronic sensors for hoods.

Adjourn VIEW Partnership Meeting Before adjourning the meeting, Hammad added that SCE is working towards getting stylized logos for all its partnerships. Each jurisdiction and implementer will all receive one and it will come out of Edison’s funds, not the Partnership’s. Hammad will need high resolution logos for each entity.
