San Joaquin Valley Energy Leader Partnership (VIEW) Summary of Discussion: Welcome and Introductions Lew Nelson called the meeting to order at 10:10am and introductions followed.

Energy Savings Goals Mark Okino reported on the SCE project list. All of the 2010 completed projects were dropped off the list so the new one should be clean. Gail Henry noted that a couple of the numbers looked incorrect so Mark will check on this and follow-up.

Frank Lauro reported on the SCG project list. He noted there are still a lot of audits to perform and plans to chat with each partner when/where to do these audits. The City of Visalia project is waiting on final design.

Marketing and Outreach Report Courtney Kalashian briefly recapped the discussion from the Marketing Task Force meeting. The Porterville Iris th Festival will be held on April 16 and Maureen Hoff will email around a volunteer sign-up sheet. The SCE Mobile Education Unit will be present and Maureen will also contact the gas company to have representation. The th Porterville Prospect Education Center Earth Day event will be May 6 and is geared towards elementary school children. The Partnership will also have a booth at 2 farmers’ markets in the City of Lindsay – one in June and one in July. Courtney will coordinate the re-order of promotional giveaways – keyboard calendars and magnetic chip clips for the economy selections and the multi-use highlighter for the premium selection. Maureen Hoff will look into cost for a prize wheel for outreach events.

Direct Install All of the Direct Install promotional letters have been mailed, with the exception of letters for Kings County. Since the county seal was not of high enough quality, only the signature will be included on the letter.

Jesse Langley suggested being in touch with the FESS contractors directly to check on status of program. Hammad Chaudhry will help to put in touch with Courtney and Maureen to facilitate contact.

Maureen has been reaching out to local chambers and they have been very helpful in promoting the program. The Visalia Chamber has even included program information in their weekly e-blast. Hanging street banners and popup banners will be provided to those jurisdictions that requested them.

Cool Centers Jeannie Harrell, manager of SCE’s Cool Center program, presented on the program for 2011. The Cool Center program helps customers to save money by providing an air conditioned, central location to which to retreat st th during the summer months. Centers are open weekdays from June 1 through October 15 (not including holidays), 10am to 5pm. Center locations have the opportunity to make money because all expenses are reimbursed; if a business is already open during those times/dates, why not have Edison pay for it? Facilities must be air conditioned, safe and welcoming. All material, labor, transportation will be reimbursed provided reports and receipts are turned in. Jurisdictions are to submit a proposal of labor and expenses for potential centers. There are currently 14 cool centers and the goal is to have 20. Partners are encouraged to contact Jeannie if interested.

Lew Nelson said the new City of Tulare might be open to having a cool center this year.

San Joaquin Valley Energy Leader Partnership (VIEW) There was a question regarding hours of operation. Since the Central Valley stays hot until late in the evening, it was asked if the center hours could be 12-7 instead of 10-5. Jeannie said she would be flexible on this (and other aspects of the centers) as long as the total number of hours remains the same.

It was noted that centers are open to everyone, even non-Edison customers as the centers will not be checking on this. Only the facility needs to be in Edison territory.

Jeannie also noted that in addition to all labor costs, Edison will also provide $1000 up front for the center to get started and $500 to help with closing down the center.

GRID Alternatives Tom Esqueda and Alicia Bohigian presented on GRID Alternatives, a non-profit that installs solar panels on lowincome homes. GRID trains and leads community volunteers and job trainees to install the solar electric systems with low-income homeowners. GRID is supported by San Diego Gas and Electric, Southern California Edison, and Pacific Gas and Electric. From the support of businesses and workforce volunteers, not on family has had to pay for anything out of pocket. Alicia Bohigian, GRID outreach manager, meets with families and makes sure they meet the qualifications. Part of the program includes energy efficiency education. Home owners are even encouraged to be a part of the installation process.

Plug Load Power Strips Stephanie Summers presented on and demonstrated the plug load power strips. The current program is geared towards municipalities and other areas where budgets have been strapped. The power strips help with ‘phantom load’ and use an infrared sensors to help turn off equipment. The ‘always on’ outlet on the strip is useful for uninterrupted power (CPU, external hard drive, modem, wireless router, etc) while the ‘master outlet’ controls the ‘energy saver’ outlet and is controlled by the infrared occupancy sensor. After the workspace has been unoccupied for thirty minutes the master and all the energy saver devices will automatically be turned off. SCE will submit all the order so if jurisdictions are interested, please contact Mark Okino. Accuracy is important when ordering because post-inspections will be performed by Edison and there will be a fee for each power strip that is not in use. Also, power strips must be installed within seven days of receiving them. Stephanie said she would be willing to work with jurisdictions on this seven day period. The savings will be captured by the partnership and are estimated at about 143 kWh per power strip.

Other Business There was no update/report on the CPUC 2/16/11 workshop.

No update on the implication of proposed Senate budget PGC grab.

As the meeting had already run over, Courtney asked those in attendance to contact her or Maureen if they had any questions on the Strategic Plan piece. Maureen recently emailed SCE and SCG government facility data to each partner for review and assistance in identifying facility type. Courtney also noted the ‘How to Benchmark’ guide will have two addendums to include what happens when you have a large amount of data and how to implement policy. th
