SUMMARY OF DISCUSSION Welcome & Introductions Courtney Kalashian, SJVCEO, welcomed the group and introductions followed. She informed the group that Holly Merrihew was taking over the Program Manager role for SCE and would be joining the group at the April meeting.

Partnership Business Review Action Items and Summary Notes The group reviewed the list of action items from the February partnership meeting. The first action item will remain open as Joe Carlini and Frank Yanes have yet to meet and discuss Tulare wells 31 abd 41.

Public Sector Business Plan Update CK serves as the Public Sector subcommittee and shared updates from the March 16 th kickoff meeting. The Program Administrators (IOUs and SoCal REN) presented their public sector market analysis and gap data. All five Program Administrators working in the Public Sector made specific callouts for serving rural communities.

Save the Date: SEEC Conference June 15th & 16th in Riverside The seventh annual Statewide Energy Efficiency Collaborative (SEEC) forum will occur June 15 th and 16th in Riverside at the Riverside Convention Center. The Riverside Marriott will serve as the host hotel and the forum room rate is available through May 23rd.

The Partnership will sponsor local government partners to attend. VIEW can cover travel related expenses (mileage, airfare, lodging and meals) but cannot pay for staff time. If you are interested in attending please contact Samantha Dodero, SJVCEO at sdodero@pesc.com Direct Install Calendar SCE provided the 2016 Direct Install calendar. The Partnership will conduct co-branded marketing with the individual municipalities as it has been an effective strategy in the past. CK mentioned that she would like to do a co-branded outreach effort with those that will be served this year.

Monthly Feature: Savings by Design Dave Intner, SCE Savings by Design (SBD), presented what opportunities exist for municipal partners within the program. SBD is a statewide program that covers design assistance, owner’s incentive, design team incentives and energy design resources. While the program is primarily are new-build strategy retrofits can qualify as well.

There are two approaches to the program: whole building approach and systems approach. Whole building approach is the best way to achieve the greatest amount of energy efficiency savings. Whole Building allows SBD design team to consider integrated EE solutions as well as balancing energy and gas use. Many of the incentives included in this section are based upon Title 24 standards. Systems approach optimizes EE choices for less complex buildings. Incentives in the systems approach are flat rate incentives. The Partnership incentive can be stacked on top of the SBD incentive making the program more rewarding for VIEW municipal partners. There is an incentive cap of $150,000.

Project Review and Updates PG&E Staples Report February 2016 Dave Christensen shared there were no projects to date due to program changes that held back program kickoff.

He mentioned projects that are in the pipeline now for Kings County. DC also introduced the new PG&E customer manager for the VIEW partnership, Isaias Franco. IF shared his enthusiasm for working with municipal partners and has identified a number of opportunities with the assistance of Jarred Olsen, SJVCEO SCE Project Updates and Reviews Lacking an SCE project list, CK asked partners to hold a roundtable on project opportunities.

Tulare Discussion surrounded how Joe Carlini could best leverage the resources of the Partnership.  CK will work with JC to host a VIEW lunch and learn for Managers.  Potential rebate for block heaters on two new gas fired generators.

Tulare County  No knowledge of new projects outside of the detention facility.  New hire for the County, Victor, will begin attending meetings and serve as the primary point of contact going forward.

Visalia  911 communication center is in the works as well as the water conservation plant.  The energy audit completed on the new administrative building by TEN has brought up two projects that the city would like to move on. Mostly occupancy sensors and outdoor lighting.

SCG Project Updates Gustavo Sevilla, SCG, did not have any project related updates for the partners.

Other Business Upcoming Events SD shared the 2016 events calendar to date. Calendared events include Visalia Earth Day, Spring County outreach events, Kings County employee appreciation BBQ, Tulare County employee health fair and the fall community outreach events that happen in October. SD and DC stated that the spring outreach events will be scrapped since we are already getting into spring without any plans. Rhonda Mann, Kings County, stated that she would like to go back to Kettleman City as well as Hardwick. Kettleman City was already approved, but due to lack of opportunity for Proteus Hardwick is not going to make sense. CK suggested that Kings County look to hold the event as a threeIOU event that could coordinate with Direct Install, potentially in Armona.
