DECLARATION OF THE 15th ALBA-TCP SUMMIT Caracas, March 5th, 2018

We denounce the attempts to reinstate the infamou Page 2 of 5 We underline the lack of moral authority of third countries to teach lessons to the countries of the region on democracy and human rights, and we demand respect for the sovereignty and selfdetermination of the Venezuelan people. We reject the interventionist policy of the Secretary General of Organization of American States (OAS) and some member countries of this organization against the progressive countries of the region. We reiterate our commitment to the Latin American and Caribbean unity seeking their own, independent and sovereign destiny, without tutelage or interference that affects our peoples and their development. Furthermore, we reiterate our full commitment to the genuinely Latin American and Caribbean integration mechanisms such as the CELAC, UNASUR, PETROCARIBE, CARICOM and the ALBA-TCP to ensure the sovereignty, independence, equality and self-determination of our peoples.

The Heads of State and Government of the member countries of the Bolivarian Alliance for the Peoples of Our America - Peoples’ Trade Treaty (ALBA-TCP) gathered in Caracas, inspired by the legacy of Commander Fidel Castro Ruz, historical leader of the Cuban Revolution, and today, five years after the passing of Commander Hugo Chavez Frias, whose thoughts and work embody the true ideals of Latin American and Caribbean integration. We reaffirm the postulates of the Proclamation of Latin America and the Caribbean as a Zone of Peace, signed by the Heads of State and / or Government at the 2nd CELAC Summit, held in Havana on January 28-29, 2014.

We demand strict abidance of the purposes and principles of, inter alia, the Charter of the United Nations and the International Law, the peaceful settlement of disputes, the prohibition of the use and the threat of the use of force, as well as the respect for the selfdetermination, sovereignty and territorial integrity of States and nonintervention in their internal affairs . We reaffirm the full validity of the Declaration of the 14th Summit of Heads of State and Government of the ALBA-TCP adopted on March 5th, 2017, within the current context of aggressions against the progressive countries of the region. We reiterate our commitment to continue promoting the construction of a new fair, inclusive, poly-centric and multi-polar international order, in contrast to the hegemonic and unilateral trends, with strict respect for the peoples and the institutions elected by them as well as for the existing different cultures of our planet.

We express our disagreement with the statements issued by a group of countries of the Hemisphere on February 13th, 2018 in Lima, Peru, which constitutes an interference in the internal affairs of the Bolivarian Republic of Venezuela. We reject the exclusion of the sisterly of the Bolivarian Republic and its President, Nicolas Maduro Moros, from the 8th Summit of the A mericas because we consider that such Submit must be a space for concertation for all States of the Hemisphere where we can all express our ideas, reach consensus, dissent and debate, respecting our diversity. We express our unconditional support to Bolivia in the prompt exercise of the Pro Tempore Presidency of UNASUR and CELAC, as mechanisms of dialogue to consolidate the integration of our region.

We demand respect for the legality of the organization of the Summit of the Americas, hence, we demand the right of Venezuela to participate in such activity and we endeavor to take diplomatic and political measures in this regard.

We reaffirm the claim of the international community to lift the economic, commercial and financial blockade imposed on Cuba by the United States, due to its extraterritoriality harms all States.

Likewise, we condemn the new measures furthering the blockade and the recent unilateral, unfounded, arbitrary and politically motivated decisions by the United States Government, which harm the Cuban people, the U.S citizens and the relations with Cuba as a whole. We stress the willingness of the people and government of Bolivia in the search for a peaceful solution to their maritime confinement that affects regional integration and prevents the country from achieving development, by means of International Law, negotiation and fruitful dialogue.

We exhort the international community to refrain from exercising any kind of coercive measures against the political independence and territorial integrity of Venezuela. These practices are clearly incompatible with the principles of International Law and the Charter Page 3 of 5 of the United Nations and are contrary to the Declaration of Latin America and the Caribbean as a Zone of Peace. We reject the unilateral coercive measures and sanctions imposed against the Bolivarian Republic of Venezuela which harm the life and development of the noble Venezuelan people and the enjoyment of their rights. We renew our firm support to the Constitutional President of the Bolivarian Republic, Nicolas Maduro Moros, his government and the democratic process that he is leading. We recognize the inalienable right of the Venezuelan people to hold and participate in presidential and legislative elections at national, state and municipal levels, in accordance with their internal rules and procedures.

We welcome and congratulate the Ecuadorian people for its participation in the popular consultation and referendum held on February 4th, 2018 and the vast popular support granted to President Lenin Moreno, which enabled to strenghten democracy. We reaffirm our strong support to the Caribbean countries, victims of devastating natural phenomena and climate change, so that we actively contribute to overcome the ravages caused by these events. We demand a fair and differentiated treatment for the Caribbean States.

We endorse the efforts of the Venezuelan people and authorities to find by themselves the solutions to their political and economic challenges. We reject the increase of political and economic corruption in the region, showed by the growing wealth distribution inequality, social exclusion of the most humble sectors, the financial influence of large capitals on political campaigns, cash flight and the safe haven found by corrupt politicians in third countries which receive them.

We reiterate our solidarity in the light of the measures -so called "of graduation"- and the actions of extraregional countries against several Caribbean countries, declaring them non-cooperative jurisdictions, and we join the claim of compensation for the horrors of slavery and human trafficking. Page 5 of 5 We call upon the social and political organizations of the hemisphere to participate in the fora and activities by social movements and progressive forces to be held in 2018.

Let us defend unity in the diversity of Our America. Let us reject the shameful exclusions and interventionism. The unity of our peoples is not a mere chimera of men… but an inexorable decree of destiny.

We reaffirm our political willingness to the fight against corruption and the fulfillment of the international commitments on this matter. Furthermore, we call on the countries of the region to undertake or continue deepening the fight against corruption and transnational organized crime in order to ensure the well-being and development of our peoples. We reaffirm the need to strengthen the Community of Latin American and Caribbean States (CELAC), as a privileged space for political dialogue in Our America declared as a Zone of Peace, in the 2nd CELAC Summit, held in Havana. The world reaffirms its solidarity with the Bolivarian Government and the people of Venezuela

As part of the world day of solidarity with the Bolivarian Government, called “Todos Somos Venezuela” ( We Are All Venezuela), delegations from different parts of the world met in the open spaces of the Teresa Carreño Theater in Caracas, to show their solidarity and support to the Venezuelan people.

On Tuesday the 6th of March 2018, different countries represented by more than 200 delegations made up of intellectuals, women, youth and social movements made clear their support for Venezuela.

Venezuela is not alone! It was the message reiterated by these friends from across the globe, denouncing the excessive actions of the North American empire.

Work tables were also set up, such as: Table of Women and Youth, in which the Minister of People’s Power for Women and Gender Equality, Blanca Rosa Eekhout participated; Table of Workers graced with the participation of the Minister of People’s Power for Labor, Néstor Ovalles and the Constituent Jacobo Torres; as well as the Table of Intellectuals and Communicators, which was led by the Minister of People’s Power for Culture, Ernesto Villegas.

In each of these working groups, the different representatives presented the achievements in each sector of the Bolivarian Government for the benefit of the Venezuelan people, in the same way each sector discussion point became an exchange of knowledge with the international representatives.

During the activity the guests also reaffirmed their rejection of the attacks against Venezuela, while denouncing that it is a strategy of imperialism that not only affects this Nation, but is directed towards several countries of Latin America and the Caribbean. www.mppre.gob.ve 4

We, citizens of different countries, movements and social organizations, political parties, women, youth, workers , innovators and intellectuals, peasants, religious people, gathered in Caracas on the 5th, 6th and 7th of March 2018, we reaffirm our solidarity and unwavering support to the Venezuelan people, the Bolivarian Revolution and its popular government, headed by our friend NicolĂĄs Maduro Moros.

world must know that a military aggression against Venezuela would provoke a crisis of historical dimensions and unquantifiable and unpredictable human, economic and ecological effects in the region.

We warn of such imperialism and the Lacayan elites that are playing this game: the people of Latin America, the Caribbean and the world will never allow Venezuela to be touched by the ambitions that the US military has! If in their insane obsession, the hawks of Washington dare to attack the Homeland of SimĂłn BolĂ­var, as it did more than 200 years ago, it will once again be the grave of an empire.

We strongly condemn the very serious escalation of aggressions against democracy and sovereignty of Venezuela by the warlike government of Donald Trump, the global corporate powers and the military industrial apparatus of US imperialism, which seek to overthrow the legitimate Government of Venezuela, destroy the project of Bolivarian democracy and misappropriate the resources of the Homeland of Venezuelan.

We denounce the blatant pressure of the US Empire on governments of the region to involve them in political, diplomatic, and even military operations against the Bolivarian Republic of Venezuela. With these actions, it intends to destroy regional integration and abolish the principle of the founding charter of the Community of Latin American and Caribbean States that declares the region as a zone of peace.

We denounce that this operation against Venezuela is part of a global strategy of neocolonization in Latin America and the Caribbean, which seeks to impose a new era of bondage and looting on our people, through the resurrection of the shameful Monroe Doctrine, a plan that is already underway in several countries of the continent.

We reject the shameful and anti-historical attitude of the governments of the region that have prostrated themselves to Washington's policy, through the creation of illegal and spurious instances such as the so-called Lima Group. The shameful regional elites that today lead the looting of their people, give sovereignty to the transnationals, increase poverty, inequality and violate human rights, lack all moral and political authority to question Venezuelan democracy.

We castigate the threat of Donald Trump of a potential military intervention in Venezuela and warn that this statement is not mere joke. The military option against the Bolivarian Revolution is within the strategy and the US geopolitical doctrine for the 21st century. The

We reject the unilateral and illegal sanctions of the US Government and the European Union against the Venezuelan people, who seek merely to destroy their economy and bend their democratic will. The blockades and sanctions are crimes against humanity infringed by the international capitalist system, and are hitting the Venezuelan people hard by sabotaging the productive, financial and commercial processes, preventing them from accessing food, medicines and essential goods.

We recognize the heroic resistance of the Venezuelan people against the onslaught of economic aggression, the financial blockade and all forms of sabotage that Venezuela is suffering and we support the economic, financial, political and diplomatic strategy being implemented by the Bolivarian Government and President Nicolรกs Maduro in order to overcome the adversities in the country and for the construction of the humanist model of Bolivarian Socialism.

We repudiate the perverse US sabotage to the process of dialogue initiated in the Dominican Republic and reiterate that only absolute respect for the sovereignty of Venezuela, non-interference in its internal affairs, sincere dialogue and electoral processes based on Venezuelan law, can define the way to recover the political coexistence between Venezuelans.

We commit ourselves to continue fighting for the truth, peace and sovereignty of Venezuela,to expand the bonds of friendship, solidarity and revolutionary commitment with the Venezuelan people. The people of the world, the conscience of all those who fight for the just causes of humanity, accompany in this hour, and always will accompany the Bolivarian Revolution, its leadership and its people.

In this regard, we salute the call to the presidential election of regional legislators and councilmen next May 20, this as a result of a political agreement with a sector of the Venezuelan opposition. In this election that is absolutely constitutional and legitimate, the Venezuelan people in a transparent and sovereign manner, will decide the course of their country.

We are convinced that Venezuela will be able to overcome the adversities through dialogue, respect for the Constitution, and the unwavering democratic will of its people, and that the Bolivarian Revolution will continue to be a beacon of hope for the people of the world in the search for a dignified and just destiny for humanity.

We salute and support the Declaration of the Presidential Summit of the Bolivarian Alliance for the Peoples of Our America ALBA-TCP that categorically rejects the exclusion of Venezuela from the next Summit of the Americas to be held in the city of Lima, Peru; in the same way, we support all diplomatic and political actions carried out by governments, countries and people to defend the plurality and political diversity in the continent and to safeguard the sovereignty and self-determination of the people.
