Hal Jones Begins Marina Restoration in Historic St. Augustine, FL

Hal Jones crews remove concrete pilings at the St. Augustine Marina in the photos below. The work is in preparation for installing new steel piles, rub boards and bumpers. The docks took significant damage during the last two hurricanes that hit the historic town. The upgrades being performed will help the docks better withstand any new storms that may impact the historic city in the future.

Hal Jones crews are adding finishing touches to the first two-thirds of the floating dock before continuing with demolition and reinstallation of final third of the floating dock system at St. Augustine Marina.

V&G Performs Major Bridge & Roadway Improvements In Ft. Pierce, FL

Vecellio & Grogan is installing a work trestle alongside the A1A North Causeway in preparation to replace the A1A North Causeway Bridge over the InterCoastal Waterway in Ft. Pierce, FL (Photo below).

At the same time, two floating rigs are installing test piles, cofferdams, and production piles for the piers in the water.

Our Hearts Go Out To A Fallen Team Member And His Family

The week before Christmas, our company suffered a terrible tragedy as one of our employees was killed by a hit-and-run driver while working a night shift in West Palm Beach, FL. Vixon Luis, 67, had followed all safety protocols and was setting up MoT to ensure the safety of his coworkers when he was hit by the speeding vehicle.

He did everything right but, sometimes, even doing everything right can’t keep us from harm. We are still mourning with his family as they continue to try and cope with this devastating and

unnecessary loss of life. Vixon would have celebrated his 30th year with Ranger Construction in 2024.

Recognition, teamwork, quality, and safety are all key tenets of Vecellio Group companies. They ensure we all always do the right thing for our customers, our partners, and our employees. That is why we continuously stress safety and looking out for fellow teammates.

In memory of Vixon, please join me in congratulating all our long-term employees listed later in this issue.

Ranger’s South Region Ends 2023 With A Focus On Employees’ Commitment To Safety & Planning

Ranger Construction is continuously focused on safety. Quarterly meetings with field supervisors help to ensure the highest levels of safety are achieved at every jobsite.

In December, Ranger held its Q4 meeting to prepare for the winter season and recognize employees’ achievements.

Presentations (inset photos) focused on how strategic planning can make crews aware of potential risk areas, and how committing to safety every minute on the jobsite is critical to making sure everyone gets home safely at the end of the work day.

Sharpe Bros. Wraps-Up Multiple Resurfacing Projects

Sharpe Bros. is a subcontractor on a North Carolina Dept. of Transportation (NCDOT) US-421 overpass project. The job consists of milling existing roadway, and paving new roadway, combining for a total of 1.3 miles.

The $6 million project (photos at left and right) required 65 thousand tons of asphalt. The overpass and road expansion was completed in November, 2023.

Sharpe has also been contracted by NCDOT for the resurfacing of multiple roads throughout Guilford County. These projects include milling, shoulder reconstruction, structure adjustment and patching.

Congratulations to the recipients of the Vecellio Group’s 2023 Service Awards! Take a few moments to read about the signi ficant contributions this year’s honorees have made to the Group’s success over the past 20, 30, and 40 years.

Conscienscious, reliable, honest and genuine...those are the words coworkers and managers use to describe John Parker.

In 1983, John began his long history with Ranger Construction. The first 20 years were mainly spent as a Finish Grader Operator, and running multiple road crews. His outstanding situational awareness and adaptability allowed John to anticipate potential problems on site, and ensure safe work conditions for coworkers, vendors, contractors and the general public.

John is a great asset to the Ranger team. He understands the big picture on projects, knows how to remain focused on the goals at hand, and always does the right thing for employees, coworkers and the company as a whole.

RAMON BARRO - 30 YEARS SALES REPRESENTATIVE WHITE ROCK QUARRIES

In 1993, Ramon “Ray” Barro was hired by White Rock Quarries to bring his years of experience to customers in the aggregate industry.

Ray first developed his skillset and knowledge of quarry products and applications as a Dispatcher at another quarry. After joining White Rock, Ray continued to apply his expertise in scale operations, working as a Dispatcher for the first 15 years, then as Dispatch Manager.

The fast-paced environment of the scale house requires a calm approach for success. That type of approach, along with his sense of humor, made Ray the ideal team member.

After mastering the processing of customer truck orders, Tony took the initiative to learn how to establish computurized job orders and answer order inquiries. This led him to becoming an Ass’t. Scale Manager, where he also accepted the responsibility of supervising the rail loadout operation.

When White Rock South opened its doors, Tony became the Senior Dispatcher where he took the opportunity to learn additional aspects of quarry operations including working with MSHA inspectors and supervising field personnel.

In 2011, White Rock began recruiting for a Safety Director, needing someone who had knowledge of the entire quarry operation. Tony had the qualifications needed, applied, and was hired for the position.

As the new Safety Director, he brought a high degree of professionalism and attention to detail to the role. When it came to keeping employees safe, Tony always does the right thing, which is extremely important in the quarry business.

JACQUELIN GUERRIER - 30 YEARS LOADER OPERATOR RANGER CONSTRUCTION

Willam “Bill” Yoder began working for Ranger Construction in 1983 as a Scraper Operator. With his work ethic and knowledge of the construction industry, he was promoted in 1986 to Foreman.

Bill was transferred to Stuart Contracting, a sister company, a few years later. He came back to Ranger when they ultimately acquired Stuart Contracting.

ANTONIO DIAZ - 30 YEARS SAFETY DIRECTOR WHITE ROCK QUARRIES

Antonio “Tony”

Diaz joined White Rock Quarries as a Scale Dispatcher in 1993 and has since taken advantage of every professional opportunity offered to him by White Rock.

Jacquelin (Jacky) Guerrier began working at PAVEX in 1993 before it was acquired by Ranger Construction. He immediately became a Laborer on the Grading Crew, but advanced quickly, being promoted to Roller Operator. He proved to be proficient operating all major equipment on grading jobsites and received a promotion to Grader Operator.

Jacky always demonstrates initiative and diligence in his work, and is recognized as a go-to person for crew members in all phases of the job. Now a Loader Operator, he is a trusted and dependable team member, and performs all work with excellence.

Beginning in 2023, gifts of appreciation are now given out to those reaching 1, 5, 10, 20, 30, 40, and 50 years of service. Gifts include monetary awards, plaques, custom diamond rings with company logos, and Rolex watches.

HERNANDEZ - 30 YEARS PLANT PRODUCTION MANAGER WHITE ROCK QUARRIES

Jose “Joe” Hernandez came to White Rock quarries as a Plant Mechanic’s Helper. His dedication to his craft led him to becoming a Plant Mechanic, and Maintenance Lead Man in quick fashion.

Joe developed an ability to troubleshoot problems throughout the Aggregate Plant and, in April 1995, he became the Plant Maintenance Foreman. He ensured all equipment was running to its utmost cababilities while limiting operational down time through the development of an exhaustive preventative maintenance program.

Joe’s success in reducing operational costs helped White Rock become the low cost producer of high quality construction materials in South Florida. Today, as Plant Production Manager, Joe continues to set a high standard of excellence with customers and coworkers.

KARL JONES -30 YEARS LOADER OPERATOR RANGER CONSTRUCTION

In 1993, Karl Jones began his career with Ranger Construction as an Equipment Operator and MoT Crew Leader.

Karl has always been a self-starter, and his reliability and work ethic have been key to his success at Ranger. Having his Work Zone Traffic Supervisor Certification for 15 years now, Karl is proud of the longevity he has achieved at Ranger.

THERESA D. MEADOWS - 30 YEARS PAYROLL MANAGER VECELLIO & GROGAN

Theresa Dawn Meadows began her career with Vecellio & Grogan in October 1993 as an Administrative Assistant.

After a couple of years, Theresa’s hard work and diligence earned her greater responsibility in the Accounts Payable Department. She worked there for approximately four years before ultimately moving to the Payroll Department and becoming Payroll Manager.

Theresa’s positive attitude, professionalism, and attention to detail make her a valued asset to the business. Her most admirable trait, however, is her overwhelming dedication to V&G, and that shows through the pride she takes in her work every day.

MICHAEL NELSON - 30 YEARS FIELD & SHOP MECHANIC RANGER CONSTRUCTION

In 1993, Michael “Mike” Nelson was hired as a Mechanic at Martin Paving, later acquired by Ranger Construction’s operations in North Central Florida.

Mike’s ability to contribute to Ranger’s success was apparent from the start. He was known for his wide range of mechanical skills as well as his hard work and dedication.

Whether in the field, or in the shop, Mike has always been able to diagnose and repair mechanical issues, as well as provide needed maintenance in a timely fashion.

This has been an advantage for Ranger

Construction as it has helped keep equipment active and productive across Central Division job sites. Mike remains a well-respected and valued member of the Ranger team to this day.

2023 Employee Service Award 2023 Service Award

TIM BAILEY - 20 YEARS PIPE FOREMAN SHARPE BROS.

Tim Bailey was a Pipe Foreman when he started with Sharpe Bros. in 2003.

With 30+ years’ experience in water, sewer and storm drainage installation, Tim shares that experience with both existing employees and new hires.

His ability to train and develop employees led Tim to being promoted to Superintendent in 2016. He is skilled at managing multiple projects, as well as managing multiple subcontractor tasks at Sharpe Bros. job sites.

Tim continues to be a valued and valuable asset to the team as both a leader and coworker.

LUIS BUSTAMANTE - 20 YEARS BULLDOZER OPERATOR RANGER CONSTRUCTION

Luis Bustamante began his career at Ranger Construction as a Laborer/Roller Operator. He immediately developed a keen eye for grading and, in 2016, was promoted to Bulldozer Operator.

Luis has an expert knowledge of what equipment to use for any operation. That skill was learned over time and has earned him a high level of respect from coworkers and managers alike.

As someone who is always striving to improve his skills for operating equipment, Luis’ positive attitude and ability to take on additional responsibility makes him an asset to fellow employees and to the business overall.

Safety is the most important aspect of every job.

CARLOS CASTRILLO - 20 YEARS PURCHASING ADMINISTRATOR WHITE ROCK QUARRIES

Carlos Castrillo’s career at White Rock Quarries began in 2003 as a Purchasing Agent in Miami, FL.

His ability to work closely with team members, as well as being a highly skilled negotiator, led Carlos to receiving a promotion to Purchasing Administrator in 2014.

Carlos is known for being a trustworthy and loyal employee by coworkers. He is always respectful and gracious in his work, and creates a positive work environment and an atmosphere of trust with employees and customers alike.

FRED CHAPIN - 20 YEARS BRIDGE SUPERINTENDENT HAL JONES CONTRACTOR

Fred Chapin began working for Hal Jones Contractor in 2003 as a Working Foreman specializing in bridge decks.

His expertise and dedication to his craft helped him earn a promotion to Superintendent in 2006. In this role, he continued to show a great attention to detail as well as a focus on safety.

There is no challenge too great for Fred, and he strives for his projects to always run smoothly and efficiently. Taking ownership of every project, Fred always makes sure each job is completed with the highest quality.

IVAN CLAYTON - 20 YEARS VICE PRESIDENT SHARPE BROS.

Ivan Clayton is the Vice President of Sharpe Bros., and has been since his hiring in 2003.

Ivan’s 45 years of experience in grading and asphalt paving helps make him an integral part of the Group’s management team.

He is also an industry leader in North Carolina where Sharpe Bros. is located. In 2011 and 2021, Ivan served as President of the Carolina Asphalt Pavement Association.

Ivan is a leader and mentor, hiring and developing employees to not only succeed in their roles, but to ultimately lead the Sharpe Bros. business over the long-term.

ROSA COLON - 20 YEARS CLERK RANGER CONSTRUCTION

Rosa Colon was a Tack Truck Driver when she became a new employee at Ranger Construction in 2003.

As a goal-driven team member, Rosa was a key player in a large project located in Key West, FL Her positive attitude and commitment to her work led her to a promotion in 2008 as an Office Clerk for Ranger’s South Division.

Rosa is a team player and always willing to assist others with jobs around the office. This willingness to help others is just one of the reasons she is a valuable part of the business.

ALEXIS DE ARMAS - 20 YEARS LOWBOY TRUCK DRIVER RANGER CONSTRUCTION

Alexis De Armas is a 20-year employee of Ranger Construction. Originally a Dump Truck Driver, Alexis requested to train as a Lowboy driver in 2012. Since that time, he has been a valued asset to the Ranger team.

DUNIEL DIAZ - 20 YEARS PIT OPERATOR WHITE ROCK QUARRIES

Duniel Diaz was originally hired in 1995 as a Truck Driver working the night shift to haul raw material to the plant.

Between 2000 and 2013, Duniel trained on various equipment including loaders, graders, and backhoes. This training allowed him to perform numerous additional tasks like demucking, feeding portable crushers, maintaining road conditions, and cleaning ditches.

After a brief period of time away from White Rock, Duniel was rehired in March of 2022 as a Sales Loader Operator. His self-motivation and strong work ethic allowed him to once again grow in the business. His versatility was again recognized by team members and, in September of 2022, Duniel was promoted to his current job, Utility Operator, where he continues to help support the success of the business at White Rock.

SIMPSON EDMOND - 20 YEARS ASPHALT DISTRIBUTOR OPERATOR RANGER CONSTRUCTION

In 2003, Ranger Construction welcomed Simpson Edmond to the team as an Asphalt Distributor Operator. Simpson has performed many jobs on the paving crew including Laborer, Raker, Screed Operator, and Roller Operator.

While paving is not the cleanest of activities, Simpson takes great care of the equipment and ensures everything is always working properly. He is proud to work at Ranger and to be a part of the Vecellio Group. His positive attitude and dependability are key to his long-time success at Ranger.

AMAURY ESTERELLAS - 20 YEARS PLANT TOWER OPERATOR WHITE ROCK QUARRIES

In 2003, Amaury Esterellas began his career at White Rock Quarries as a Plant Laborer/ Groundman.

His attention to detail, along with his active listening and communication skills, helped him to stand out to management. Amaury was promoted to Plant Operator where his dedication, punctuality, teamwork, and ability to multitask has led to additional recognition and success.

Amaury’s integrity and respect for his coworkers makes him a leader among his peers. He continues to always do the right thing to ensure quality and safety in and around the workplace every day.

DAVID GILFILLAN - 20 YEARS ESTIMATOR/PROJECT MANAGER RANGER CONSTRUCTION

David Gilfillan began his career at Ranger Construction as a Project Engineer after moving to the US from Scotland with his family in 2003.

David worked on one of the first, and possibly the only, Metric FDOT projects which took place in Pembroke Pines, FL. His impact was immediate, and he was promoted to Project Manager after only a year on the job.

Two years later, David was asked to take on the role of Estimator while still retaining project management duties from Broward County in FL, south to the Keys. His ability to negotiate with, and manage, customers helped make him successful in these roles.

David and his family proudly received US citizenship in 2023. He retained his Scottish brogue, however, along with visitation rights to his niece’s dog, Frank, who remains in Scotland.

PATRICIA GOODMAN - 20 YEARS SR. ACCOUNTS PAYABLE CLERK RANGER CONSTRUCTION

Patricia “Pat” Goodman began her career at Ranger Construction in 2000 as the receptionist at the West Palm Beach office. She proved immediately to be a selfstarter by launching the EEO Compliance Department for Ranger in 2003.

After a short time away from the business, she started back full-time in 2008 working in Accounts Payable and Accounts Receivable. In 2018, Pat moved to the Ft. Pierce office as the Shop P.O. Clerk before returning to the life of Finance in 2022 as Accounts Payable Clerk.

Pat is well respected by everyone who knows her. She has a deep-seated need to get things done…or, as she calls it, a “red-headed attitude.” In any case, Pat is a great asset to the Ranger organization and an integral part of their success over the years.

VINCENT GREEN - 20 YEARS ASPHALT LEAD RANGER CONSTRUCTION

Vincent Green began his career with Ranger Construction in 2003 as an Asphalt Laborer. As a natural leader, Vincent was quickly promoted to QC Tech in 2005 and then to Asphalt Foreman in 2015.

Vincent has a thorough knowledge of all aspects of paving projects and that knowledge, combined with excellent communication skills, is critical to making sure every job is completed with the highest quality.

An example of that quality was a highway project in Florida that included several lane miles of paving. That job had no deficiencies when it was completed, and that was primarily due to the outstanding work by Vincent and his team.

RENFORD HADDO - 20 YEARS FIELD/SHOP MECHANIC RANGER CONSTRUCTION

Renford Haddo began his career with Ranger Construction in 2003 as a Shop Helper and Fleet Fueler in the Miami area. His dependability and reputation as a team player led to a promotion in 2006 as a Shop Mechanic, then to a Field Mechanic in 2009.

Renford’s attention to detail has been invaluable to keeping dump trucks, lowboys and other equipment working reliably both the Miami and West Palm Beach job sites. Dependability and superb communications skills have made Renford a key contributor to Ranger Construction.

CRAIG JACKSON - 20 YEARS TANKER TRUCK DRIVER RANGER CONSTRUCTION

Craig Jackson is known for being a team player. Starting with Ranger in 2003 as a Tanker Driver, he delivers liquid asphalt to multiple customers, many of whom he has worked with for 20 years.

One of Craig’s key strengths is his ability to communicate effectively between Ranger teams and South Florida Materials Corp. ensuring timely delivery of products for custsomers. His patience and ability to navigate challenging situations makes Craig a valuable asset to his team, and to the company overall.

MICHELE LILLY - 20 YEARS SECRETARY & TREASURER VECELLIO & GROGAN

In 2003, Michele Lilly joined Vecellio & Grogan as Corporate Controller. Her highly motivated personality allowed her to seamlessly step in and make a positive contribution to the business.

Michele’s work ethic is an inspiration to everyone she works with. Her open-door policy created a more collaborative environment within the accounting group, and that attitude spread to other departments throughout the company.

Fondly known as “Eagle Eye” by her coworkers, Michele’s attention to detail is second to none. Her dedication to her work, as well as her coworkers, is always evident. This was most recently acknowledged by her much deserved promotion to Secretary & Treasurer at Vecellio & Grogan.

EDUARDO PALENZUELA - 20 YEARS TERMINAL MANAGER VECENERGY

Eduardo “Eddie” Palenzuela began his career with Belcher Oil Co. on Fisher Island in the Port of Miami and was the very first employee hired at Vecenergy.

Eddie has been the Terminal Manager at the Port of Palm Beach facility in Riviera Beach, FL since starting in 2003.

His kind and mentoring nature, along with his tenure and knowledge of the industry, makes him a valued leader, advisor and friend to fellow employees.

Eddie’s steadfast loyalty and commitment to the business has made him a cornerstone in the Vecenergy team.

GENE PHILLIPS - 20 YEARS BRIDGE FOREMAN HAL JONES CONTRACTOR

Granville “Gene” Phillips started his career with Hal Jones Contractor on September 4, 2001, as a carpenter.

Gene’s willingness to help others on the job led him to gain a broad understanding of the overall business and steered him toward his promotions to Working Foreman in 2004 and Foreman in 2020.

Gene has a tremendous work ethic and always promotes unity within his work crews. This leads to high quality results on every customer project.

ROBERT STAFFORD - 20 YEARS ESTIMATOR

Robert “Rob” Stafford started his Sharpe Bros. career as a Bridge Estimator in 2003. His vast knowledge and abilities in every phase of work being performed led to his quickly being promoted to Estimator/Project Engineer

Rob’s ability to negotiate pricing and work procedures with customers is a valuable asset to the business. He is also a skilled communicator and leader which has made him successful in helping to train new employees and contributing to their development.

BYRON WALKER - 20 YEARS LOADER OPERATOR RANGER CONSTRUCTION

In 2003, Byron Walker joined Ranger Construction as a Pipe Laborer, quickly advancing to Tail Man and Pipe Crew Fitter.

Byron was an important part of a large highway job, installing a significant amount of underground utitilities.

After the highway project was complete, Byron began operating equipment to include Loader and Skidsteer. His versatility and innovative nature allowed him to seek new opportunities on a regular basis.

Byron has proven to be an honest and trusted crew member who’s coworkers look forward to seeing and working with every single day.

IN MEMORIAM

Alonzo Coleman, Sr.

Alonzo Coleman was known by all at Murray Logan as a hardworking, smart, honest, and dedicated employee. In November, he succumbed to a medical condition which ultimately ended his all too brief life. Alonzo is survived by his parents, as well as two sons. Our hearts go out to his family. He will be missed by all.

Vixon Luis

The week prior to Christmas, Vixon Luis was working traffic control on a job in West Palm Beach, FL when he was killed by a hit and run driver speeding through the work zone. Vixon was one year short of his 30-year anniversary. He was a wonderful coworker, father, husband, and friend. And he will be missed by everyone who knew him.

RETIREMENTS

Richard Fowler

Richard “Rick” Fowler began working for Black Rock Contracting in 1974 as a laborer on a paving crew. In 1977, he was promoted to Paving Superintendent, then to Estimator in 1979. Rick was transferred to Pavex Corporation in Pompano Beach, FL in 1982 and became Chief Estimator.

Pavex later acquired American Asphalt in Orlando where Rick transferred and helped transform their estimating department. Ranger Daytona and Pavex Orlando merged under the Ranger banner in the late 1990s. That is where Rick found his professional sweet spot. He stayed with Ranger for 25 years, the remainder of his career, before retiring as Sr. Estimator on December 31, 2023.

Rick’s years of service and high quality work made him an invaluable and much appreciated member of the Ranger team.

Sammy L. Moore

Sammy Moore began his career with Ranger Construction in June of 1996. throughout his 27 years, Sammy helped to ensure equipment ran safely and efficiently as a Shop Mechanic, and provided an attention to detail that was second to none.

Sammy was always a team player and provided support, as well as expertise, to coworkers on a daily basis. His enthusiasm and dedication to his craft will be missed by all who worked with him over the years.

Allan F. Morris

Allan “Chief” Morris joined Vecellio & Grogan in 2021 on the Simpson River Bridge project as a Bridge Carpenter. However, he performed beyond his job title. His experience was brought into full use during the project. This included his skill as a welder, taking the lead roll in the fabrication of the trestle, and building and modifying all required components with a local subcontractor under his direction.

Allan performed every duty requested of him, from pile driving to forming and pouring concrete, to running machinery, making him an invaluable member of the team.

Even though he lived an hour and a half away, he was always the first to arrive and the last to leave making sure the yard was secured before leaving for the day.

After some unexpected family health emergencies, Allan decided to take a relatively early retirement to spend as much time as he could with his wife and family. He is missed by all.

Murray Logan Construction recently completed a state-of-the-art storm water pump station at Avenir, a new residential and golf community in South Florida (Belowinset shows before picture compared to the completed project). The fully automated pump station consists of six submersible axial flow pumps, one 50-hp water quality pump capable of pumping 10,500 gallon per minute and five 230-hp pumps each capable of pumping 49,000 gallons per minute, for a total pumping capacity of 245,000 gallon per minute (bottom left). The pumps are operated from a 1,260 square foot electrical building which houses the electrical gear, instrumentation and controls to maintain water quality in all lakes in the community (bottom right), and provides current and future residents with flood protection.
