As we begin a new year, it is important to remember what got us to where we are today.

Our ability to deliver high quality products and services to our customers is critical to our business, but our most important asset is our employees.

It is my pleasure to recognize our distinguished long-term service award recipients for 2022. This year, I have the honor of including employees from Murray Logan Construction as part of our celebration.

ON THE COVER Juan Acevedo, Pipe Laborer at Sharpe Bros., uses a remote control trench roller to backfill and compact a trench for a fifteen inch RCP pipe on Alamance Church Road in Greensboro, North Carolina.

Nearly 30 individuals celebrated their 20, 30 and 40-year anniversaries in 2022. Please join me in congratulating these individuals listed later in this issue.

Their nearly 650 years of experience in the road and bridge construction industry will help lead us into 2023 as we enter our 85th year in business. I want to thank all our employees for their hard work and dedication as we all celebrate this great achievement. Please stay safe and healthy.

Sharpe Bros. Works Through Carolina Clay to Widen Roadways Sharpe Bros. crews continue work on the Alamance Church Road project in Greensboro, North Carolina. The project includes widening Alamance Church Road, adding a turning lane, sidewalk, upgraded waterline and new storm drainage. Work will continue throughout the winter months as weather allows. Completion of the project is expected later in 2023.

Major Progress on I-73/I-74 Bypass Project in Rockingham

The current I-73/I-74 Bypass project in Rockingham, NC is now 3 years into construction. The project is steadily progressing from the southern part of the site moving north. The three bridges shown in the photos at left and below have been completed, along with the fine grading, and crews are now focused on paving operations.

Of the 7.3 million total cubic yards of excavating on the project, only one million remains. Embankment operations continue on the north half of the project to finalize the few remaining fills.

Soil stabilization and paving on the current US-74 westbound lanes will allow the transfer of traffic to exit from a new ramp.

That ramp will lead to US-74 Business going into downtown Rockingham.

Hal Jones Leads Multiple New Development Projects on St. Johns River in Jacksonville BULKHEAD REHABILITATION PROJECT

Hal Jones Contractor has begun construction on a new bulkhead rehabilitation project for Fincantieri Marine Repair in Jacksonville, Florida. In phase one of the $30 million project, 80 ft. pipe piles will be joined together with interlocks to form a pipe-on-pipe main bulkhead. The new pipe piles will be driven as close to the old sheet pile wall as possible, then the entire system will be encapsulated in concrete.

Each pipe pile will require a preformed drilled hole in the dense limerock river bottom. An existing relieving platform will be mostly demolished, leaving only the pile supported framework (photos above and below).

The new platform will then be repoured and extended. This phase of the project will consist of 350 feet of wall, approximately 10% of the total 2960 feet. This wall portion will allow a -54 elevation dredge cut to house a future drydock.

POST STREET DOCK

Hal Jones has a long-standing working relationship with the city of Jacksonville to support their plan to connect its many waterfront communities with several new docks along the St. Johns River. One of those docks is the new Post Street dock located on the west side of the river.

The dock, designed by SF Marina based out of Virgina, was installed by Hal Jones (photo below top). Concrete pontoons are a key feature of the dock and include a wave dampening design that, along with their substantial mass, allows them to endure heavy commercial use and wave action. Jacksonville has been hit by significant storms over the last few years, and that was taken into consideration when designing the dock.

Piles as deep as 40 feet into the river bottom, and 20 inches in diameter, secure the pontoons. A 42-foot aluminum bridge and 36-foot hinged gangway connects the docks to the shoreline (photo below bottom).

V&G Design/Build Project Plays an Important Environmental Role on Florida’s West Coast

ecellio & Grogan has a unique project with the Florida Department of Transportation (FDOT) in Tampa. The Sunshine Skyway Seawall Protection and Mitigation project is V&G’s first design/build project with FDOT and involves the building of two artificial reefs along the coast of Tampa Bay. Utilizing Living Shoreline Solutions’ products, V&G is creating and placing wave attenuator devices that will combine to provide more than five acres of potential seagrass growth and added protection for the coastline against rough weather.

The first reef will consist of 360 attenuators that measure ten feet six inches tall.

These will create a reef that is approximately 1,178 feet in length.

The second will consist of 484 devices that stand eight feet six inches tall and span an area of more than 1,500 feet.

A large protective area behind the manmade breakwaters will be used as a seagrass mitigation bank for the FDOT. This area will create a calm environment conducive for propagating seagrass which is important to sustaining existing and future sea life.

Each attenuator will be placed in close proximity in the water where they will create a breakwater over a half mile long on the coast of Tampa Bay. This will provide an area for seagrass to flourish, and sustain generations of sea life.

Newly Constructed Portofino Facility Goes Through Fire Prevention & Control Testing Before Opening

This is all part of Vecenergy’s recently completed Portofino terminal at Port Everglades in Hollywood, Florida.

ecenergy recently completed construction of its new Portofino Terminal located at Port Everglades in Hollywood, FL. One of the last tasks before allowing customers to enter the facility was to work with local Fire Department officials and crews to create a fire control plan for the entire terminal.

District Fire Chief Harris Henbest (below left) oversees the Broward County team testing the department’s water cannon at the Portofino terminal. The device supports multiple hose connections to shoot water, as well as a foam mixture, at a target from a distance of up to 300 feet.

With the Portofino tanks exceeding 70 feet in height, the teams selected an initial stationing area (bottom left) to begin testing. The cannon was then moved back to a safer area for firefighters (right) to manage against the extreme heat of a potential fire.

Even with the additional distance for safety, the cannon was still able to reach the top of the tank selected for testing (below right).

With the intended results achieved by the Fire Department, testing ended for day one. They returned for additional testing over the following two days to ensure all tanks and service areas were able to be supported in an emergency.

Luis Bomback, Operations Manager, worked closely with Chief Henbest to ensure all requirements were met by the Fire Department, the terminal, and South Florida Petroleum Services over the threeday period.

Vecenergy effectively and efficiently brings jet fuel from their South Florida Petroleum Services facilities, located on the Port Everglades shipping docks, to the Portofino tanks, then from the tanks to Miami International and Ft. Lauderdale airports via pipeline (above).

he National Asphalt Pavement Association (NAPA) awarded four asphalt plant operations from Ranger Construction, and three from Sharpe Bros. with NAPA’s 2022 Diamond Achievement Commendation for Excellence in Asphalt Plant/Site Operations.

Ranger’s West Palm Beach, Miami, Winter Garden and Fort Pierce plants all qualified this year. Sharpe Bros. was also recognized for their North Carolina facilities in Guilford County (two plants) and Forsyth County.

The Diamond Achievement Commendation reinforces to employees, communities, customers, potential customers, and the asphalt paving industry that Ranger Construction and Sharpe Bros., along with all Vecellio Group companies, are dedicated to responsible operational practices and for producing the highestquality products through continuous improvement.

Ranger’s West Palm Beach plant, in photos above, is one of four asphalt plants recognized for excellence by NAPA in 2022. Sharpe Bros., a division of Vecellio & Grogan, had three plants recognized - two in Guilford County, NC and one plant in Forsyth County.

d DAVID LILLY - 40 YEARS SHOP MECHANIC VECELLIO & GROGAN In 1982, David Lilly was hired by Vecellio & Grogan as a Shop Laborer. With an eagerness to learn and grow professionally, he continuously increased his skillset and, in 1985, earned a promotion to Mechanic’s helper.

David’s solid work ethic helped him to progress in mastering his trade, and leadership took notice.

In 1988, he was promoted to Auto/Truck Mechanic servicing the maintenance and repair needs of V&G’s fleet of light-duty vehicles.

David dedication to serving the customer, along with clear focus on quality, has made him a valuable asset to the company throughout his 40-years of service.

PAULA BURGESS - 30 YEARS VP - INFORMATION TECHNOLOGY VECELLIO MANAGEMENT SERVICES Paula Burgess was hired by Vecellio & Grogan in 1992 as a Senior Programmer/Analyst working in the Beckley, WV office. She continued in this capacity until 1996 when she was promoted to Director of Management Information Systems (MIS).

Paula transferred to West Palm Beach in 2004 to manage MIS for all Vecellio Group companies. Her success in this role led her to being promoted to Vice President – Information Technology in 2007.

She has been instrumental in making sure the Group’s information systems use the most up-to-date technology and optimize efficiency and productivity for all users. Paula played key roles in upgrading the Company’s accounting and payroll systems, implementing project and job costing systems, and meeting cost and implementation deadlines when Ranger Construction and Vecellio Management Services moved to the 8

Paula’s efforts have helped all employees communicate more effectively and efficiently, while managing their day-to-day business with maximum productivity.

JIMMY JONES - 30 YEARS PAINTER/MECHANIC VECELLIO & GROGAN Jimmy Jones began his employment with Vecellio & Grogan in 1992. At that time, he was hired as a Painter in the Beckley shop, which later became known as Beckley Equipment Repair.

Jimmy is highly skilled in painting all types of equipment, from Cat 992 Loaders and Cat 777 Rock Trucks, down to small skid steers and pickups. He has a CDL license as well, that he uses to deliver parts and small equipment to job sites.

Jimmy also has a Surface Mine Card which allows him to work on mining job sites as a Mechanic’s Helper when additional assistance is needed outside the Shop.

Jimmy has always been flexible in his duties and always takes pride in his work, no matter the role. He is a tremendous asset to V&G’s business.

GLENN PRATT - 30 YEARS OPERATIONS MANAGER VECELLIO & GROGAN Glenn Pratt began his career with Vecellio & Grogan in 1989 working as a Dozer Operator on a project in Cumberland Maryland as a member of the United Steelworkers of

America. Glenn learned skills from many of the “old school” operators, but among his favorites was his dad, George Pratt. Glenn worked alongside his father for many years traveling to different projects from Maryland to West Virginia.

Glenn was later promoted to Grading Operations Manager in 2017 where he oversaw multiple grading projects. Soon after, he moved to the Beckley office to focus on the overall grading operations for all of V&G. In 2019, Glenn was tasked to oversee the largest single contract in V&G’s 84-year history in Rockingham, North Carolina.

The project includes nearly 7.3 million cubic yards of excavation, and is very demanding, requiring Glenn to spend most of his time on site.

Glenn has always operated with integrity and honesty. He is a great example of loyalty and hard work, and has been a key contributor to V&G’s success over the years.

DALTON RACHAL - 30 YEARS ASPHALT SUPERINTENDENT RANGER CONSTRUCTION Dalton Rachal was originally hired

by PAVEX Corporation, which later merged into Ranger Construction, as an Asphalt Roller Operator.

Dalton’s ability to learn on the job earned him a promotion to Foreman in the late 1990s. Later, after sharpening his multitasking and problem-solving skills, Dalton advanced to Asphalt Superintendent.

He understands every aspect of asphalt pavement construction. This knowledge, combined with his ability to remain calm in an ever-changing work environment, has made Dalton a key player on Ranger’s asphalt management team for 30 years.

MIKE RUNION - 30 YEARS SHOP FOREMAN VECELLIO & GROGAN Michael “Mike” W. Runion began his employment with Beckley Equipment Repair (BER) as a laborer in August 1992. Showing great progress in his skills and abilities, he was quickly promoted to Mechanic’s Helper.

Later, Mike was again promoted, this time to Heavy Equipment Hauler, where he transported equipment to various projects in and around West Virginia always transporting equipment safely and efficiently.

Mike never stopped learning about the business. He became a Certified Flagman, Class A Driver, and Hydraulic Crane Operator over the next few years.

Mike’s leadership abilities were always present in his day-to-day work, and he was later promoted to Assistant Shop Supervisor and, ultimately, Shop Foreman after Dante Castrodale’s retirement.

Mike’s loyalty to the company has been evident over his 30 years, and he is an asset to BER and V&G overall.

JUAN APREA - 20 YEARS TRUCK DRIVER WHITE ROCK QUARRIES Juan Aprea began working at White Rock Quarries In February 2002. During his first two years as a Groundman, he was dedicated to his work that ensured the Plant system worked efficiently and effectively.

In 2004, Juan seized the opportunity to

become a Water Truck Operator. He was responsible for the safety of all equipment operators and drivers by controlling dust conditions that helped maintain good visibility for the crews.

More recently, Juan has transported raw material from the Pit to the Plant. He has driven trucks of increasing capacity as his skills have developed, including Caterpillar 785B and 785D haul trucks. Juan takes great pride in driving his trucks safely while meeting tight scheduling demands and production demands for customers.

STACY BARBER - 20 YEARS CONTRACTS ADMINISTRATOR RANGER CONSTRUCTION Stacy Barber began her career with Ranger Construction in May 2002, in the Winter Garden, FL office. She started as an Administrative Assistant and quickly excelled in her role.

Due to her many talents and dedication, on December 2, 2002, Stacy received a promotion to Office Clerk where she continued to flourish, prompting her next promotion to Contracts Clerk in 2003. Stacy continued to grow and in October 2005 she was promoted to her current position as Contracts Administrator.

Stacy’s work ethic and contributions to the business have been invaluable. Her managers and teammates describe her as a hard worker and someone who, if needed, would work 7 days a week with no questions asked.

Stacy is always dedicated to her work, and loyal to her teammates. She is known for being the first person to arrive at the office and often the last person to leave. The Company commends Stacy for her many years of loyal and dedicated service and looks forward to her contributions in the years to come.

d TERRY BASHER - 20 YEARS EXECUTIVE ASSISTANT RANGER CONSTRUCTION Terry Basher began her career with Ranger Construction as a receptionist in the West Palm Beach office in 1992. After leaving for a short time, Terry came back to Ranger working in the payroll department at the Ft. Pierce office in 2002.

Following that, Terry began supporting both Payroll and Reception. Her hard work, knowledge of the business, and relationships with team members, led her to ultimately being promoted to Executive Assistant for Ranger President, Bob Schafer.

Terry is a critical part of Ranger Construction and, after 20 years, is a highly valued employee at Ranger and for the Vecellio Group as a whole.

JULIAN CAMPOS - 20 YEARS BRIDGE SUPERINTENDENT HAL JONES CONTRACTOR Julian Campos began his career with Hal Jones Contractor in November 2002 as a skilled laborer. His continued learning and ability to develop onthe-spot techniques to execute challenging job tasks led to promotions of Foreman and then to Superintendent in 2017.

Julian has been instrumental in the success of many projects due to his willingness to travel and work varying schedules required by customers. In his years of service, he has proven to be a valuable member of Hal Jones Contractor team.

THOMAS HOFFMAN, JR - 20 YEARS EQUIPMENT OPERATOR MURRAY LOGAN CONSTRUCTION

Robert Cruz began his career with White Rock Quarries in July of 2002, starting as a Hammer Man at the Plant.

He dedicated himself to his work – observing, gaining experience, and growing with the business. This led him to getting his first promotion at White Rock to Mechanic’s Helper.

Robert continued to work hard and was rewarded again when he was promoted to Cone Crusher Maintenance Mechanic. Over his 20 years he has always appreciated the opportunity to work and grow in the Vecellio Group and is a valued member of the team.

Ponch Frank started his career with Ranger in January of 2002 as a Project Engineer. His ability to analyze and solve problems effectively, and manage time and priorities wisely, led him to being promoted to Project Manager after a short time.

Ponch was the Project Manager for the I-4/Graves Ave. bridge replacement for the Florida Department of Transportation (FDOT). This was the first time a bridge had been built offsite and moved into place overnight in Florida. He also managed key installations, upgrades, and modifications that helped increase product availability throughout the region.

Later, Ponch was promoted to Vice President of Ranger, in charge of asphalt plants.

In this role, he helps ensure every job has the products needed to perform work in a timely manner for the customer. It also includes the sales and support of products to companies outside of Ranger, an important revenue stream for the business.

Ponch is a hard-working, dependable team player, and is a key contributor to the overall success of Ranger Construction.

Thomas Hoffman, Jr. started his career with Murray Logan Construction on Sept. 4, 2001, as a general Laborer. Thomas’ willingness to help others on the job led him to gain a broad understanding of the overall business and steered him toward his promotions to Driver, then Equipment Operator.

Thomas enjoyed driving flatbeds and moving equipment and materials out to the job sites. He also was integral in helping the Rock Pit operate smoothly by always moving and loading-out product in a timely manner.

RICHARD CONDE - 20 YEARS TRUCKING MANAGER RANGER CONSTRUCTION Richard (Richie) Conde started his career with Ranger in August 2002. Beginning as a Dump Truck Driver, he built his legacy on hard work and continuing to develop his expertise.

Richie was soon promoted to Lowboy Driver, then to Trucking Foreman where he was responsible for coordinating trucks for multiple asphalt crews, covering day and night shifts for three separate plants.

He credits his communication skills, attention to detail, and commitment to safety for his latest promotion to Transportation Manager.

Richie wants all his coworkers to know that, if you’re willing to work hard and always do the right thing, there are many opportunities for growth throughout the business.

CHUCK HENDERSON - 20 YEARS FOREMAN MURRAY LOGAN CONSTRUCTION Charles “Chuck” Henderson started his career as a general construction Laborer with Murray Logan Construction in November 2001. His hard work and high ethical standards led him to being promoted to Lift Station Foreman, then to Pipe Foreman over his first 20 years.

Chuck is a dedicated team player who enjoys working for family-owned businesses who care about their employees. That’s why he always goes above and beyond to ensure he puts the customer first, and provides the highest quality results on all projects.

NORMAN OCON - 20 YEARS LOADER OPERATOR WHITE ROCK QUARRIES Norman Ocon started his career at White Rock Quarries in June of 2022 as a Loader Operator at the rail site. He has always been dedicated to performing his duties with the highest quality, safety, efficiency, and professionalism.

Norman has always arrived to the job on time and ready to start each workday with a positive attitude. And his dedication to the customer has him always looking for ways to identify potential problems to prevent any risk in delaying product shipments.

Over the past 20 years, Norman has operated a Cat 988G Front-End Loader. Loading the railcars and assisting crews to ensure all cars are clean is critical to preventing contamination before aggregate is loaded to be shipped to customers.

GREG REILLY - 20 YEARS PROGRAM MANAGER RANGER CONSTRUCTION Greg Reilly started his career with Ranger Construction in November 2002 as a Project Manager.

Recipients - Continued Greg has relied on his faith and ethics to always do the right thing. And, from day one, whenever he has been tasked with a responsibility, he has worked tirelessly to exceed it.

Greg has lived the philosophy that it takes 20 years to build a reputation, but only 20 minutes to ruin it. His customers and coworkers trust that will never change.

STEPHEN WHYTE - 20 YEARS EQUIPMENT OPERATOR WHITE ROCK QUARRIES Stephen Whyte joined White Rock Quarries in May 2002. In his first job as a plant Laborer, Stephen showed great promise and a willingness to learn and grow within the company. Later, Stephen was certified as a Haul Truck Operator, and was quickly promoted to that position.

Over his 20 years at White Rock, Stephen’s professionalism and quality of work has continuously shown through. It is great to see the pride and overall satisfaction Stephen brings to the job, and the way in which he performs that job each and every day.

BILLY RAMJATTANSINGH - 20 YEARS IT SUPPORT MANAGER VECELLIO MANAGEMENT SERVICES Billy began at Vecellio Management Services in April 2002 as a member of the Technical Systems Support team.

His dedication and dependability helped him to grow, receiving promotions to Technical Architect on the Network Team as well as IT Support Manager.

Billy is a skilled planner and coordinator which is critical for Information Technology leaders. Add in his ability to effectively problem solve for internal customers, and it is easy to understand his continued rise in the organization.

As a key contributor in the build out of the new Palm Beach and N. Congress Avenue offices, Billy’s efforts ensured company systems were implemented with precision and timeliness to minimize any negative impact to employee productivity.

VINCENT VEGA - 20 YEARS LEAD MAN VECENERGY

Christopher Vecellio officially joined the familyowned business in 2002. He has played a key role in the expansion of the Group’s range of businesses, but especially in the ground-up development of the petroleum products & services business, Vecenergy.

Christopher is an integral part of the overall business, its growth, and its future. He has effectively managed key corporate functions and led critical business acquisitions including Hal Jones Contractor in 2019 and Murray Logan Construction in 2021. Christopher leads the company’s investments activities and continues to craft the future of the Vecellio Group.

Vincent “Vince” Vega began his career at South Florida Petroleum Services (SFPS) in September 2002 working on the docks. His leadership and problem-solving skills were evident throughout his early years which led to a promotion to Person-In-Charge.

Vince always looked out for his team’s safety and promoted honesty and fairness on the job. This created an atmoshphere of loyalty among team members that still exists today. It was this collaborative and adaptive team building that led to his next promotion as Lead Man. Vince values the friendships built over his 20 years with SFPS, and his team knows they can count on him on and off the job.

ROBERT VIZCAINO - 20 YEARS TRUCK DRIVER WHITE ROCK QUARRIES

Michael Vecellio officially joined the family-owned business in 2002 after completing his graduate studies at Virginia Tech. He has been a strategic leader for the Group’s heavy/highway construction business and, in 2013, was named President of Vecellio & Grogan, Construction Division.

Since that time, Michael has been a leader for heavy/highway operations for Vecellio & Grogan, Inc. Michael has also been very active in industry associations throughout his career including the Economic Council of Palm Beach County and the Young Presidents Organization. He has held multiple positions of leadership in one of the most influential organizations in the U.S., the American Road & Transportation Builders Association (ARTBA). Most notably to date, is Michael’s role as Southern Region Vice Chair.

Robert Vizcaino began working at White Rock Quarries as a plant Laborer on May 22, 2002. He consistently worked hard and, after six-months, was rewarded with a welldeserved promotion to Truck Driver, driving Caterpillar 785D heavy haulers.

Robert’s skills have been recognized and appreciated throughout his career at White Rock. He makes it a priority to always work safely and display a high level of professionalism on the job.

Robert takes great pride in the work he performs. He gains satisfaction from the work, the respect he has earned, and the appreciation received from helping to interpret for his Spanish-speaking coworkers.

Johnny Hughes

Johnny Hughes started working for Ranger Construction in 1984. His hard work and dedication led him to becoming Senior Plant Manager in Ranger’s Central Division. After 38 years of service, he decided the next step for him will be more family focused. Johnny retired in October of 2022 and will be missed by all his friends and coworkers.

Albert M. Chung

Albert Chung was hired by Hardrives as a Survey Party Chief in 1988. He became part of the Ranger team after they acquired the business in 2021. Albert continued as Survey Party Chief until October 28, 2022 when he retired. We congratulate Albert for his 34 years of dedicated service to the industry.

Arnaldo Rodriguez

Arnaldo Rodriguez was hired as a Quality Control Technician by Ranger Construction in 2005. His strict attention to detail made him a valued member of the Ranger South team from day one. Arnaldo announced his retirement in 2022 which became official on December 16th.

His retirement caps 17 years of valued service and contributions to Ranger, and the Vecellio Group as a whole.

Kamara Francis, Contract Administrator for Ranger Construction, gained her citizenship in Florida. Kamara started with Ranger in the Summer of 2022 and is originally from Jamaica.

Luis Nunez, Bridge Superintendent at Vecellio & Grogan, became a citizen early in 2022. Luis is originally from the Central American country of Honduras.

John Eldridge Smith

Retired Vecellio & Grogan employee John Eldridge Smith passed away in December at the age of 85.

John spent six years in the U.S. Navy before going to work for V&G in Beckley, WV in a career that lasted more than 40 years as a mechanic and shop manager.

He will be remembered fondly for building lifelong friendships and bringing a smile and an encouraging word to everyone he met.
