Final Asphalt Overlay Pushes I-595 Work To Over $113 Million


huge transformation of a 12-mile stretch of I-595 and Florida’s Turnpike in Broward County, in which Ranger Construction has played a major subcontracting role, is nearing completion.

Ranger Earns ACAF Awards For US-1 Paving Jobs

Under multiple contracts and change orders totaling more than $113 million, Ranger’s portion of the work has included widening and paving 2.5 miles of I-595, reconfiguring and paving 1.5 miles of adjacent Turnpike lanes, and topping off the entire 12-mile project length with “friction course,” an open-graded asphalt mix designed to improve driving safety by channeling away water during rain. Ranger was first contracted to construct “Segment D” on I-595, then received a contract to reconfigure and tie-in the adjacent Turnpike lanes to the I-595 work. Earlier this year, Ranger was commissioned to lay the final lift of asphalt pavement over the entire length of the project, now in its final stages.

During mainline construction Ranger was also called upon to assist wherever needed to help keep the complex construction project on schedule for Dragados USA, the general contractor. The project is the state’s largest publicprivate partnership to date, with I-595 Express winning the $1.2 billion contract to design, build, finance, operate and maintain the limited access highway.

Ranger Halves Job Schedule

Ranger’s Segment D work involved moving existing I-595 and nearby SR-84 lanes outward, then adding three reversible, variable-toll lanes in the middle to accommodate I-595’s heavy rush-hour traffic. Handling 180,000 vehicles a day, the highway connects with I-75 and the Sawgrass Expressway to the west, while providing access to Ft. Lauderdale International Airport and Port Everglades to the east. The corridor also moves traffic to and from US-441/SR-7, Florida’s Turnpike, I-95 and several local roads.

Ranger Finishes Okeechobee Blvd. Project, Fourth In Six Years was valued at $31.4 million and involved a multi-year widening process to improve traffic flow from Florida’s Turnpike 4.6 miles westward toward Royal Palm Beach.

Two jobs were started and completed in 2011: resurfacing nearly two miles from the Turnpike eastward toward Military Trail, and improving a half-mile near the high-traffic CityPlace shopping destination, Kravis Center entertainment venue, and county convention center. This year Ranger completed a twomile, 270-day milling and resurfacing project from Military Trail toward I-95.

For Palm Beach County residents, if it seems like there’s been a Ranger Construction work zone somewhere along Okeechobee Blvd. every time they’ve driven by, it’s because for the past six years, there has been. Since 2008 Ranger has widened, paved and/or resurfaced nearly nine miles of the major east-west route under four different contracts totaling more than $38 million. And a few years before that, Ranger paved the interchange at Okeechobee Blvd. as part of major I-95 improvements (not included in that amount). The largest contract, begun in 2008,

I-95 Work Moves Forward In Three Counties Ranger Construction is more than three-quarters finished with an 8.7-mile widening project on I-95 in northern St. Lucie County. Ranger is the prime contractor on the job, a $78.2 million designbuild partnership that includes engineering design firms Wantman Group

and Atkins (formerly PBS&J), and bridge subcontractor Cone & Graham. In Broward and Miami-Dade County, Ranger is milling and resurfacing more than 13 miles of express lanes on I-95 as a subcontractor to Hubbard Construction Company.

Ranger Preps, Paves For SunRail Crossings, Stations

Roadbuilding makes up the majority of Ranger’s workload, but providing site development and paving services for railroad lines is just as important to a region’s transportation infrastructure. Ranger is working with Archer Western Contractors to prepare multiple rail-

road stations and grade crossings for SunRail, a new passenger/freight hybrid system that runs roughly parallel to I-4 through the Orlando area. Ranger provided similar services recently for a railcar unloading facility at Port Everglades (see page 2).

V&G Awarded $123 Million Project In NC Under a contract for $122.8 million, the largest project in Vecellio & Grogan’s 75-year history will get underway in North Carolina in late 2013, with a completion date of March 2018. V&G will build a 4-mile section of six-lane highway as part of Greensboro’s proposed 44-mile I-785/I-840 Urban Loop. Most of the loop, carrying traffic around the south side of the city, is already in place. V&G’s job extends from Bryan Boulevard near Piedmont Triad International Airport to US-220/Battleground Ave. as part of the Western Loop. The project includes grading, drainage, paving, ITS (intelligent transport systems) and structures. Several years ago under multiple contracts, V&G and Sharpe Bros. completed more than $200 million in road, runway and site work at PTIA to accommodate a new FedEx hub.

His unassuming, straightforward style served him well during his long transportation construction career, whether working on behalf of the industry or working his way up the ladder at Ranger Construction and, before that, at Vecellio & Grogan and subsidiaries, where he began Mike Slade over four decades ago. Mike transitioned to a Ranger consulting role at the beginning of this year, with Bob Schafer stepping up from an Executive V.P. role to fill Mike’s shoes as company President.

Ranger’s Jo Moore Receives Naturalist Certification

Jo Moore, Ranger’s Environmental Director, has completed a 120-hour Florida Master Naturalist Program as part of Ranger’s ongoing commitment to educating employees and protecting the environment while busy with the task of building needed transportation infrastructure. The course is a University of Florida/ Institute of Food and Agricultural Sciences extension education program promoting awareness, understanding and respect of Florida’s natural world.

In Memoriam: Howard E. Lane

Howard E. Lane, a long-retired 33year employee of Vecellio & Grogan who progressed from Superintendent to Vice President of Construction during his tenure, passed away over the summer. Lane worked for V&G from 1961 to 1994, managing hundreds of millions of dollars in projects. He supervised the largest of three Kentucky railroad jobs in the 1960s and set a company record by moving more than one million cu. yds. of material in a single month. Howard eventually moved into the front office and became a well-respected company executive known also for his hospitality and generosity to friends. He is remembered fondly and will be missed.
