STATE SUBSIDY •

Effective January 1, 2020

•

Funded by State Mandate

•

New assistance to individuals with incomes between 400% and 600% FPL

•

Approximately 900,000 people will be eligible for the new state subsidy

•

Subsidy amounts will vary based on income, family size, age, region, and health care premium costs

•

Estimated statewide subsidies average around $100 per month

•

Individuals with incomes between 200% and 400% FPL will receive average states subsidy around $10 per month in addition to federal APTC

•

Households with income at or below 138 percent of the federal poverty level will see their premiums for the benchmark plan lowered to $1 per member, per month, if they do not qualify for full scope Medi-Cal

•

State subsidy is designed to sunset after three years

STATE MANDATE • The California Individual Mandate requires all consumers to have minimum essential coverage, beginning in 2020 OR pay a penalty OR claim an exemption • Annual penalty on state taxes of $695 or 2.5% of household income, whichever is greater • Revenue is used to fund state subsidy

COMMISSION & KEY UPDATES

• Commission is calculated on a monthly basis and is paid out on a quarterly basis.

• The commission monthly Payment Rate is determined by Tier level and Type of Enrollment (new vs. renewal). The monthly Payment Rate may fluctuate from month-tomonth depending on the total number of effectuated members that pay their premium on time.

• Premium Payment Reports will be provided monthly to each VHP appointed Agent/Broker. VHP will limit commission adjustments beyond six months from the date of original payment for non-payment or under-payment.
