By Wade Thibodeaux   The long awaited overpass on Highway 73 at County Line Road has finally started construction. While crews have been working for months on the side roads and preparatory projects, the beginning of the construction of the overpass really brings this project together. The driving of the pilings begins to define the size and shape of the structure and let's people get a mental picture about how the finished project will look several months down the road. Before the pilings are seen, the rest of the project just looks like ordinary road construction and is just a traffic
nightmare that seems like it will never get finished. The side streets and the other work that has been done to date is important for a couple of reasons, the first is that it provides a flow of traffic and provides safety to the workers. The second reason is that while it looks like a bunch of unconnected bits and pieces of roadway, it really is part of the finished product and will allow workers to tie everything together at the proper time. The entire project is expected to take several additional months to complete, but will be a welcomed addition to a long awaited solution to a dangerous intersection.

TBCD Sets Interviews to Fill Vacant Directors Position
By Wade Thibodeaux   The Trinity Bay Conservation District Board of Directors met in regular session on Wednesday, April 15, 2020 at 9:00 am. Due to the Corona Virus situation this meeting was conducted via teleconference, but it still contained the usual bantering back and forth between Directors and/ or General Manager Jerry Shadden. All of the routine items such as minutes and financials were approved and then the first item of real discussion was the setting of a meeting to interview potential board members to fill the seat left vacant by the untimely passing of Board President Mike Winzer. After a little bit of discussion about the board members schedules it was decided that the interviews would take place on Monday, April 20, 2020 at 9:00 am. As of
press time, the information that the The Hometown Press has is that meeting was cancelled and no additional meeting has been scheduled. We will keep our readers posted. Then the fireworks started as the board dove off into the meat of the agenda. The first item was a withdrawing of the project #73882 request for financial assistance from the TWDB(Texas Water Development Board) for the project known as the Hankamer Sewer Plant. The current thinking is that TBCD will build a smaller sewer plant and still utilize the matching money from the County and only have to come out of pocket with about $300,000.00 instead of about $3.3 Million for the larger plant. Director Jenkins asked General Manager Shadden why he had to find out about TBCD's plans (contd on page 3)

Chambers County Emergency Services District No.1 Implements New Protocols By Wade Thibodeaux  The Chambers County Emergency Services District No.1 Board of Commissioners held their regular monthly meeting on Wednesday, April 8, 2020 at 6:00 pm. The meeting was held via a teleconference due to the guidelines put in place for social distancing in reference to the Covid-19 situation. The meeting was a relatively short one due to the difficulty of the telecommunications versus an actual face to face meeting, but the Commissioners were able to handle the District's business for the month. New protocols
were adopted for firemen responding to medical calls in order to provide as much protection to the firemen as possible. The financial reports were approved with a total cash fund balance of $1,054,413.30 and the monthly bills were approved for payment. Considerable discussion was held concerning the availability of PPE(Personal Protective Equipment) and the difficulty in locating some to purchase. The discussion also included the fact that when equipment was found available it was generally at a higher price than normal and
so the Commissioners approved raising the purchasing power of the administrator from $2500. to $5000. without board approval. A motion to amend a service agreement with Emergency Training Enterprises for training, emergency response preparedness, and reporting compliance was approved. The administrators report showed that a new A/C unit was installed inside and out at the Fire Station due to ongoing issues with the 30 year old unit and many projects are on hold due to the Covid-19 situation including the driveway repairs
and the station repairs from tropical storm Imelda. The Volunteer Fire Department report showed 27 calls for assistance for the month of March and 99 total calls for the 2020 calendar year. The next meeting of the Chambers County Emergency Services District No.1 Board of Commissioners will be Wednesday, May 13, 2020 at 6:00 pm. and will either be at the Fire Station located at 825 State Highway 124 in Winnie, Texas or it will be by teleconference based on the guidelines for Covid-19 that are in place at the time.
By Wade Thibodeaux  In what has become a rare in person meeting, the Winnie Stowell Emergency Medical Service Board of Directors met in regular session on Monday, April 20, 2020 at 7:00 pm. at the station located at 249 Broadway in Winnie, Texas. The ambulances were pulled out of the bays and chairs were spread out to comply with social distancing
requirements and Directors wasted no time in taking care of the absolutely necessary items for the month and called it a night with hopes that the next month's meeting would be back to a somewhat normal setting. The Directors did approve the payment of the monthly bills to the tune of $14,249.91 without payroll and $66,808.14 with
payroll. The only other item on the agenda other than executive session was the EMS Coordinators report which showed 89 calls for the month of March with 46 transports, 30 refusals, 1 air transports, 5 public assistance, 1 deceased on scene, and 6 cancelled calls. The yearly call volume is at 238 calls for assistance. The Directors went into
executive session to get an update on personnel matters with their attorney with no action taken after they emerged from executive session. The next regular meeting of the Winnie Stowell EMS Board of Directors will be Monday, May 18, 2020 at 7:00 pm. at the station located at 249 Broadway in Winnie, Texas.
