The global cereal grains market showed an upward trend from 2007 to 2016 (the latest year analysed) expanding by 4% to 2 676 million tonnes in 2016. The cereal grains market grew with a compound annual growth rate (CAGR) of +2,6% over the last nine years, according to IndexBox estimates. In value terms, the market kept at the same level as 2015 and stood at US$632 billion in 2016. From 2007 to 2016, the market value was subject to significant fluctuations against changes in prices, crop yield and global cereal grains reserves.

Maize accounted for the highest share (42% in 2016) of global cereal grains consump­ tion, followed by wheat (28%), rice (19%), barley (5%), sorghum (3%), millet, oats and triticale (about 1% each).

CHINA IS THE BIGGEST CONSUMER The countries with the highest consumption were China (20% based on tonnes), the US (15%), India (9%), Brazil (4%), Indonesia and Russia (3% each), together comprising almost 54% of global consumption. The highest annual rates of growth with regard to cereal grains consumption from 2007 to 2016 were recorded in Brazil (+5,7%) and China (+3,5%).

Amongst the leading consuming countries, high levels of per capita consumption were recorded in the US (1 254 kg/year), Brazil (503 kg/year) and Russia (492 kg/year), while the global average per capita con­ sumption of cereal grains was estimated at 364 kg/year in 2016.

MODEST GROWTH IN THE MEDIUM TERM It is expected that global cereal grains con­ sumption will grow to three billion tonnes by 2025. In the medium term, consumption of cereal grains will grow at a slow rate (about +1,4% per year), mainly due to increased demand for cereal grains in Asian and African countries.

By 2025, maize consumption will increase to 1,32 billion tonnes. It is expected that maize for feed consumption will grow due to the rapid livestock growth in developing countries. Maize for human consumption will also grow mainly in developing countries, especially on the African continent.

According to expectations, the consumption of wheat will increase to 813 million tonnes.

Wheat will mostly be used for human con­ sumption. It is expected that the use of wheat for feed will increase primarily in Asian countries: China, Pakistan and Vietnam. The expected share of using wheat for biofuel

production will be about 1% of world wheat consumption in 2025.

Human consumption remains the main way of consuming rice, as this product is a staple food in most Asian countries and is also popular in Africa, Latin America, and the Caribbean. It is expected that the total consumption of rice will rise to 570 million tonnes by 2025 against the backdrop of Asian and African population growth.

The output of the five major producers of cereal grains, namely China (524 million tonnes), the US (486 million tonnes), India (253 million tonnes), Brazil (119 million ton­ nes) and Russia (103 million tonnes) repre­ sented about 55% of global cereal grains output. All main producer countries showed upward trends in cereal grains output: Brazil (+6,7% per year), Russia (+3,6% per year), China (+3% per year), the US (+1,9% per year) and India (+1,7% per year).

All these countries (including the US) together made up a 47% share of global exports. While Russia’s exports (+8,4% per year) steadily increased over the period under review, Argentina, France and the US cereal grains exports were relatively stable from 2007 to 2016.

Japan and China (6% each) were the main consumers of cereal grains imports. Except for Japan and China, the main importers of cereal grains were Mexico (15,2 million ton­ nes), South Korea (14,6 million tonnes), Spain (14,5 million tonnes), Algeria (13,3 million tonnes) and Saudi Arabia (13,2 million ton­ nes), all these countries together amounting to 32% share of global cereal grains imports.

China had the highest growth rates of imports +36,2% per year. Other countries had more moderate growth rates per year: Algeria (+7,1%), Saudi Arabia (+3%), South Korea (+2,1%), Spain (+1,7%) and Mexico (+1,5%).

US THE LARGEST EXPORTER In 2016, the volume of global exports totalled 390 million tonnes, which was 3% less than the year before. However, from 2007 to 2016, the global cereal grains exports indicated a steady growth, with a CAGR of +2,9%.

‘n Geskatte meer as 20 miljoen ton graan- en oliesaad is in die 2017-seisoen doeltreffend deur die Graanhanteringsorganisasie (GOSA) se lede hanteer. Diepsee-uitvoere het sowat twee miljoen ton beloop, waarvan witmielies uitgevoer is na Kenia en geelmielies na Japan, Korea en Taiwan.

GOSA het sy lede bedank vir die doeltref­ fende hantering van die vorige seisoen se rekord mielie­oes van bykans 17 miljoen ton.

Die silos is teen maksimum kapasiteit benut en silo­eienaars moes voorrade rondskuif om almal te kon akkommodeer. Tesame met ander kommoditeite wat gedurende 2017 gestroop is, is meer as 20 miljoen ton uiteindelik deur ons lede hanteer, met na­ genoeg twee miljoen ton wat na die Ooste uitgevoer is.

Die sprekers tydens die simposium was Theo Venter, politieke ontleder en beleidspesialis; dr Roelof Botha, onafhanklike ekonoom en ontleder; prof Mohammed Karaan, lid van die Nasionale Beplanningskommissie; Esli Rall van Rand Aksepbank (RMB) en Chris Seward, Envirologix. Vusi Thembekwayo, Brand Pretorius en adv Gerrie Nel het hulle ervaring gedeel rakende persoonlike en besigheids­ leierskap, korporatiewe beheer en die stryd teen korrupsie.

‘Ondanks goeie of slegte tye is ons in land­ bou verplig om aan Suid­Afrika se bevolking ‘n gerusstelling te verskaf rakende voedsel­ sekerheid en ­veiligheid. GOSA is trots op die onderskeie landbou­organisasies en hul samewerking. Die land se nagenoeg 33 000 primêre produsente, wat gereken word as van die beste in die wêreld en dit sonder enige staatsubsidies soos hul eweknieë elders ter wêreld, verdien besondere eer,’ het Annatjie Loio, voorsitter van GOSA, by die organisasie se 35ste simposium vroeër in Mosselbaai gesê.

Volgens die jongste oesskatting behoort 12,8 miljoen ton mielies in die huidige seisoen geoes te word. Die oordragvoorraad van nagenoeg 3,5 miljoen ton mielies en verbruik van 10,5 miljoen ton per jaar, laat die plaas­ like bedryf met ‘n hele paar miljoen ton mielies vir uitvoere.

Benewens die land se normale mielie­uitvoere na buurlande soos Botswana, Lesotho, Zim­ babwe, Zambië, Swaziland, Mosambiek en Namibië, is mielies tans in aanvraag in Suid­ Korea. Indien ons pryse goed meeding met die van die VSA, kan dit ‘n potensiële mark wees. Gunstige weervooruitsigte en die wisselvalligheid van die rand sal steeds fokus­ areas wees wat ‘n invloed op die mark het.

Loio het daarop gewys dat ‘n uitdaging die landbousektor in die gesig staar aangesien die gemiddelde ouderdom van produsente tans ouer as 60 jaar is. ‘Die jonger generasie moet deelneem aan die voorsiening van voedsel vir ons land,’ het sy gemaan en bygevoeg dat grondonteiening sonder vergoeding verhoed moet word ten einde produsente in staat te stel om voedsel­ sekerheid te handhaaf.

Verskeie van die gassprekers het die poten­ siële negatiewe invloed van die regering se beplande onteiening van grond sonder vergoeding aangeraak, maar ook uitgewys dat transformasie in landbou onafwend­ baar is.

Die sektor sal aktief moet deelneem aan transformasie, maar nie ten koste van die volhoubaarheid van die sektor as een van die grootste skeppers van werk en voedsel­ sekerheid nie.

Na ‘n strategiese beplanningsessie deur GOSA met verskeie rolspelers uit die bedryf in Februarie vanjaar, is die organisasie tans besig om sy posisionering te herbedink.

Planne hieromtrent sluit in om die verteen­ woordiging uit te brei ten einde die graan­ waardeketting in geheel in te sluit. Die aanstelling van ‘n bestuurder en uitbreiding van die raad word ook in die vooruitsig gestel.

Changing the Constitution won’t address the current problems with land reform, which is more related to a lack of support for bene­ ficiaries of land reform.

What South Africa needs for successful land reform is a diverse and flexible set of instruments to enable its acceleration. While there seems to be a change in the stance towards a way forward with the amendment of Section 25 of the Constitution, it must still be highlighted that constitutional changes will not address the current issues impeding the success of land reform, said Peter Setou, Chief Executive of the Vumelana

Highlighting the high failure rate of land reform to date, Setou noted that in 2010 it was estimated that 90% of the 5,9 million ha land transferred was no longer economically active (5,9 million ha is 1,5 times the size of Switzerland) and in 2012 this figure is said to have increased to 6,7 million ha. While the failure rate of transferred land reduced from 90% to 70% in 2012, the progress made is not enough to sustain food security and it seems we have not moved forward much in effectively equipping current beneficiaries of land reform to succeed.

families must be prioritised over politicians, developers and chiefs, resources must be enhanced and post settlement support must be expanded to enable the success of land reform,’ he said.

Setou argued that, while the Department of Rural Development and Land Reform has increased budgets for post settlement sup port committing to settle 1 151 land claims at a cost of R2 billion for the 2018/2019 financial year, and to prioritise post settle ment support on returned farms, allocating R700 million towards addressing this, funding support still needs to be further increased.

‘Institutional capacity remains a challenge, and government needs to build it nationally, provincially and locally,’ Setou said.

Focus must be placed on the importance of ensuring a just and equitable process that still acknowledges the importance of property rights and the promotion of balanced concerns for the acquisition of land and the manner in which land is used.

‘We must address the matters that require urgent attention, in particular developing and implementing strategies to enable the success, impact and profitability of land in the hands of current beneficiaries of land reform. Various institutions and key industry stakeholders that have been working in this space have come together to develop possible solutions to moving forward with land reform, strategies and plans to enhance the productivity of land, and developing a number of different scenarios to map out possible outcomes.

‘These interventions must be considered as we look at how to move forward with the land reform programme,’ said Setou.

He explained that among other interventions, the Community Private Partnership (CPP) model still presents a plausible solution to enabling successful land reform. In a CPP model a partnership is formed between communities that acquire access to land under the land reform programme and private parties who can help support them.

Typically, the communities bring their land and labour and the private partners or investors contribute resources and experience – they work together to ensure that the land received remains profitable.

CPPs differ from typical joint ventures that may for example require 50:50 shareholding and risk taking. CPPs are based on an assumption that the partners are unlikely to be equally capable of carrying risk and that the balance of risks, resources and rewards must be negotiated in the context of the particular circumstances of each case.

Leveraging the CPP model, Vumelana has facilitated 15 partnerships that have the potential to mobilise an investment of R580 million, putting approximately 70 000 ha of land to productive use, and benefitting more than 13 500 beneficiary households.

‘Government must have a thorough look at what has been done and what has worked with land reform, and explore work done with CPIs before developing any new strategies. While there have been developments in discussions on land reform since the ANC’s land summit, it is important to reiterate that it will be fatal if the current debates around expropriation of land without compensation divert attention from issues requiring urgent attention within the land reform space, including addressing the issue of limited resources, both human and financial to address land reform,’ said Setou.

minute and ten pull-ups in a minute for the men and seven for the women.

They also undergo an individual practical assessment to ensure they are competent with the various firefighting tools (rake hoe, beater, knapsack, drip torch, water pump engine, fire walk, etc).

In the theoretical component, participants have to pass a written test on the fundamentals of firefighting.

After successfully completing the Yellow Card Training Camp, a participant’s Yellow Card is renewed, without which, he or she is not allowed on the fire line.

TRAINING In preparation for the upcoming winter fire season, which covers most of the northern parts of South Africa, and runs from May to October, close to 4 000 Working on Fire firefighters are attending refresher camps.

These two-day camps, either at Kishugu Training in Nelspruit, or at selected venues in other provinces are held to ensure that everyone is ready for the season ahead.

Thereafter, these firefighting men and women are required to attend annual Yellow Card Training Camps where each individual and team’s readiness to go to the fire line is assessed. Only if and when they comply with all of WoF’s requirements are they issued with a new Yellow Card, valid for another year.

So-called Yellow Cards show how serious Working on Fire (WoF) is about safety. It is vitally important that WoF’s brave men and women, who work tirelessly to protect lives, properties and the environment from unwanted wildfires, know what they are doing.

Firefighters have to be in top physical shape, comfortable with their equipment, acquainted with the local landscape and vegetation, understand what they are fighting against and what they are fighting for, function well as a team and know how to calmly, yet wisely, act in unexpected situations, like a sudden flare-up or a change in wind conditions.

After completing a comprehensive initial firefighting training course, recruits receive a Yellow Card as part of their qualification.

This card grants a firefighter permission to be deployed to a fire line.

Part of the assessment includes a fitness test where recruits have to run 2,4 km in under 12 minutes for men and under 14 minutes for women; they have to do 40 sit-ups in one minute; 40 push-ups in one

These refresher camps are, however, not just for firefighters. WoF’s pilots and dispatch and coordination staff, among others, are all required to attend refresher training sessions before the start of a new fire season.

As of this year, all WoF drivers are also required to pass specific driver assessments in order to obtain Yellow Cards. Firefighters can’t fight a fire if they can’t get to it. WoF’s drivers have a tremendous responsibility.

They are tasked with transporting up to 25 people safely, through often dangerous and unstable terrain, to a fire line. It is important that they themselves are fit and fire lineready.

scores of passionate citizens across the world proposed it, following the deaths of five firefighters in tragic circumstances in a wildfire in Australia. The date is historically a traditional Firefighters’ Day in many European countries, because it is the day of Saint Florian – patron saint of firefighters.

We pay tribute to firefighters who have died in the line of duty and we also honour current firefighters. A special word of thanks to our WoF firefighters who are preparing for the winter fire season.

WORKING ON FIRE AVIATION Aerial firefighting is a key component in the effective combating of wildfires in South Africa. Whilst the spotter aircraft enables Incident Commanders to make informed decisions and properly coordinate other resources, the bomber aircraft offer much needed support to the wildland firefighting crew battling flames on the ground.

By dousing flames with water and chemical suppressants, WoF’s firefighting pilots cool down the fire line, enabling ground teams to get closer and extinguish the flames.

Through this collaboration of air and ground resources, WoF is able to help protect lives, properties and the environment from the devastating effects of unwanted wildfires.

‘We go to great lengths to ensure that all our bases are fully operational and ready to assist if and when needed,’ says Mike Assad, National WoF Aviation Manager. ‘We realise that large parts of South Africa are still experiencing a measure of drought and we are therefore extra vigilant.’

Over the previous two fire seasons, 2017/ 2018 winter and 2018 summer fire season (May 2017 until April 2018) WoF Aviation flew in excess of 2 000 hours, assisting in combating 250 wildfires across South Africa, of which a number of fires ran over multiple days. WoF Aviation was also very involved in combating the devastating Knysna fires.

INTERNATIONAL FIREFIGHTERS’ DAY From 1 April 2017, until the end of March 2018, WoF’s ground and aerial resources assisted in suppressing 2 231 wildfires across South Africa, saving millions of hectares of

Firefighters, whether they fight on the ground or from the sky, risk their lives to protect life, limb and property. Today, we recognise the personal sacrifice these brave men and women make to help ensure that we are protected from disasters and tragedy.

Wat beteken die nuwe BTW-belastingkoerse vir my?

Met die aankondiging van hierdie jaar se Nasionale Begroting is daar ‘n paar veranderinge wat die algemene Suid-Afrikaanse burger gaan beïnvloed; die grootste is die verhoging in die Belasting op Toegevoegde Waarde (BTW)-koers.

Van 1 April 2018 af het die BTW gehef op die lewering van goedere en dienste verhoog van 14% na die standaardkoers van 15%, soos voorsien deur artikel 7(4) van die Wet op Belasting op Toegevoegde Waarde 89 van 1991. ‘n Onderneming wat meer as R1 miljoen van belasbare goedere of dienste per jaar lewer, is wetlik verplig om vir BTW te registreer. ‘n Onderneming wat meer as R50 000 van belasbare leweringe maak, maar nie meer as R1 miljoen nie, mag ‘n vrywillige registrasie doen. Daar is wel ‘n bepaalde aantal leweransiers wat onderhewig is aan ‘n nulkoers of van BTW vrygestel is. Die Inkomste belastingwet 1962 maak voorsiening vir nie-winsgewende organisasies wat hierdie vrystelling geniet.

BOERDERYONDERNEMINGS GENIET VERSKILLENDE BELASTINGT YDPERKE IN LYN MET HUL OMSET ‘n Boerderyonderneming is nie verplig om as Kategorie D (sesmaandelikse- of tweejaarlikse belastingtydperk) te registreer nie.

Ten einde vir Kategorie D-belastingtydperk te kwalifiseer moet ‘n geskrewe aansoek aan die Kommissaris gerig word en moet daar aan die volgende vereistes voldoen word: • Die onderneming moet alleenlik vir boerdery-, weiding- of landbou-aktiwiteite bestaan.

• Die totale omset van die boerdery-aktiwiteite mag nie R1,5 miljoen oorskry vir

‘n aaneenlopende tydperk van 12 maande nie.

Indien die omset binne enige tydperk van 12 maande aaneenlopend die R1,5 miljoen perk oorskry, sal die Kommissaris Kategorie A of B aan die onderneming toeken (tweemaandelikse belastingtydperk).

Waar die waarde van belasbare voorraad die bedrag van R30 miljoen oorskry, per aaneenlopende tydperk van 12 maande, sal die onderneming ingevolge Kategorie Cklassifikasie verplig wees om BTW oor te betaal en maandelikse opgawes in te dien.

HOE HIERDIE VERHOGING JOU BEGROTING GAAN BEÏNVLOED Hierdie verhoging is ingestel met die verwagting dat dit ‘n bykomende R22,9 miljard se belastinginkomste vir die staat sal genereer.

Dit opsigself sal twee-derdes van die addisionele belastinginkomstes opmaak, soos voorgestel in die Begroting.

Die bekendstelling van die BTW-verhoging is gemotiveerd deur noodsaaklikheid om die bestedingverpligtinge op te vang en om die verdere erodering van openbare finansies te verhoed.

Hierdie verhoging was meer gunstig, teenoor ‘n verhoging in die inkomstebelastingkoerse vir beide individue en ‘n verhoging in die koerse waarteen maatskappye belas word.

Volgens Gerhard Badenhorst van Cliffe Dekker Hofmeyr Prokureurs was die kommer oorweeg dat ‘n verhoging in die inkomstebelasting groei en beleggings sou belemmer en dat maatskappye hierop sou reageer deur lone te verlaag, werkers af te dank en pryse te verhoog.

Die effektiewe datum van 1 April 2018, het nie veel tyd gelaat vir verskaffers om hul sisteme en prosedures behoorlik te wysig voordat die nuwe BTW-koerse ingestel moet word nie. Van die industrieë wat die meeste deur hierdie verhoging geraak gaan word is die finansiële dienste- en versekeringsbedrywe.

Volgens Badenhorst sal hierdie verhoging ook ‘n besigheid se kontantbasis beïnvloed.

Besighede wat goedere en dienste op ‘n kontantbasis voorsien, maar voorraad op kredietterme van hul verskaffers kry, mag ‘n positiewe kontantvloei ervaar as ‘n gevolg van die BTW-verhoging. Nietemin, besighede wat goedere of dienste op verlengde kredietterme aan hul kliënte voorsien, wat oor die algemeen eers hul krediteure betaal voordat die kliënte se rekeninge vereffen word, sal ‘n negatiewe kontantvloei ervaar weens die BTW-verhoging. Hierdie tipe besighede sal moontlik ook bykomende bedryfskapitaal in die middeltermyn benodig.

NULKOERSVOORRADE Deel A van die Tweede Bylaag van die Wet op BTW maak voorsiening vir produkte wat in die gebruik of verbruik in die loop van die bedryf van boerderyondernemings, ‘n nulkoers belas word of vrygestel is van BTW met invoer.

Voorbeelde van hierdie goedere is onder andere: • plaagbeheermiddels; • plante en sade vir verbouing; • misstof; • veevoer.

Diesel word per die Diesel Terugbetalingskema teruggeëis vir boerdery-aktiwiteite en hierdie toegewing word deur die BTW-stelsel geadministreer, maar deur die Wet op Doeane en Aksyns toegestaan. Dit is dus ‘n voorvereiste om vir BTW-geregistreer te wees in hierdie verband.

Die vereistes om hierdie goedere teen ‘n nulkoers aan te koop vir die boerderyonderneming, soos gelys in die Tweede Bylaag: • Die boerderyonderneming moet in besit wees van ‘n BTW-registrasiesertifikaat; • Voorafgaande kennisgewing van registrasie moet aan die verskaffer voorsien word; • Die goedere moet gelys wees in Deel A van die Tweede Bylaag in die Wet op BTW; • Die BTW-registrasienommer van die persoon wat die boerdery bedryf, moet op die belastingfaktuur verskyn wat aan die verskaffende onderneming uitgereik word in die aankoopproses. diens (SAID) staatmaak om die proses van die terugbetaling betyds te handhaaf, ten einde die kontantvloei-impak op die besigheid te verlig.

Die BTW-wetgewing maak voorsiening vir hoe goedere tydens die oorgangsperiode na die nuwe koers belas gaan word, sowel as nie-vermyding-bepalings wat verskaffers verhoed om transaksies op so ‘n wyse te struktureer dat hulle die betaling van die nuwe belastingkoers vermy.

Jy as verbruiker word beïnvloed in die sin dat die huidige verbruikerskostes en tariewe

met 1% verhoog het vanaf die effektiewe datum en daar dus ‘n ongerief veroorsaak in die aankope van algemene verbruikersitems en die prys wat daarvoor betaal word.

Artikel 12 op die Wet van Belasting op Toegevoegde Waarde maak voorsiening dat finansiële dienste onderhewig is aan ‘n nulkoers. Indien jy begroot het vir ‘n produksiefasiliteit in die vorige fiskale jaar en dit eers betaalbaar is in die nuwe finansiële jaar, gaan dit geen impak op jou terugbetalingsvermoë hê nie, omrede die voorsiening van finansiering nie onderhewig is aan BTW nie.

ANDER BELANGRIKE BEGROTINGSHOOGTEPUNTE • Boedelbelastingkoers verhoog van 20% na 25% op die belasbare bedrag vir boedels meer as R30 miljoen in waarde; • Skenkingbelastingkoers verhoog van 20% na 25% op skenkings meer as R30 miljoen: • Beperkte verligting vir die effek van inflasie in die aanpassing van persoonlike inkomstebelasting; • Verhoogde aksynsregte op tabak- en alkoholiese produkte: - tabak: verhoog met 8,5%; - alkohol: verhoog met tussen 6 - 10%; - die regering oorweeg metodes om die verbruik van hierdie items te verminder.

• Algemene brandstofheffing verhoog met 22 sent per liter en die Padongelukkefonds-heffing verhoog met 30 sent per liter brandstof vanaf 4 April 2018; • Verhoogde omgewingsbelasting op plas tieksakke, gloeilampe, voertuiguitlaatgasbelasting, en ‘n heffing op suikerbelaaide drankies effektief 1 April 2018.

Die produkte wat wel onderhewig is aan belastingheffings, wat aangekoop word na die intrede van die effektiewe datum, sal wel onderhewig wees aan die hoër belastingkoers.

Badenhorst stel voor dat hierdie BTWverhoging ‘n groter, beduidende impak op armer huishoudings sal hê. Die nuwe begroting maak voorsiening vir ‘n groter verhoging in maatskaplike toelae, maar dat dit steeds nie voldoende sal wees teenoor die hoër belastingkoerse nie.

Met die verhoging van die belastingkoerse is daar oorweging gegee aan beide die verhoging van die inkomstebelastingkoerse en BTW-koerse en die negatiewe impak en noodsaaklikheid wat dit op beide die individu en op die Suid-Afrikaanse gemeenskap as ‘n geheel sal uitoefen. Dit was vir die beleidmakers meer gunstig om die BTW-tariewe te verhoog, ten einde die leemte in die belastinginkomste op te maak en te verhoed dat openbare fondse opdroog.

The drawbacks of intestate succession Nicolene Engelbrecht, Engelbrecht Attorneys

WHAT IS INTESTATE SUCCESSION? When a person dies and no valid will can be found, or the will or part of it is declared invalid for whatever reason, that person’s estate (or part of it) will be distributed according to the principles of the common law. In common law, a person’s blood relatives are his or her natural heirs. The Intestate Succession Act 81 of 1987 intro duced a radical departure from the common law in that spouses and adopted children are also regarded as intestate heirs. Intestate heirs are determined at the date of death.

In broad terms the following will occur when a person dies without leaving a valid will: If the deceased is survived only by a spouse, the spouse inherits the entire intestate estate. If the deceased is survived only by descendants (children, grandchildren, etc) they will inherit the estate. If there is a combination of spouse and descendants, they will inherit the estate in specific shares. If there is no spouse or descendants, the parents of the deceased will inherit the estate. If there are no parents, the descendants of the parents (ie the brothers and sisters of the deceased) will inherit. If there are no parents, or descendants of parents, the grandparents and other collateral relatives inherit the estate in equal shares.

So, a person may say he or she is quite happy with the intestate succession procedure as set out above, why then bother to make a will? There are many drawbacks to dying intestate and some of the drawbacks will be listed below.

THE DRAWBACKS OF INTESTATE SUCCESSION

The Master of the High Court may require a Bond of Security.

In a will it is standard practice to exempt the Executor from furnishing security to the

Master of the High Court. If there is no will and the Executor is not a child or parent of the deceased, the Master will very likely call for a Bond of Security.

It is a cumbersome and expensive procedure for the ordinary person to go through, and will very likely delay the winding up of the estate for several months. An attorney who is appointed Executor may apply to the Attorneys’ Indemnity Insurance Fund for a Security Bond. It is provided to the attorney free of charge. However, the attorney is entitled to charge the client for the large amount of administrative work involved.

One can also not rely on the fact that the attorney is willing to be named as Executor.

There is no marital exclusion clause.

In a will there is very often a marital exclusion clause which may read as follows: ‘Any beneficiary of mine shall have the bequest and all fruits thereof for his or her own sole and absolute use and benefit, and free from the debts of and excluded from any community of property marriage’.

There are several variations of this clause, but the essence of it is that the inheritance of a beneficiary is excluded from any community marriage, and the spouse of the beneficiary, or the creditors of the spouse of the beneficiary will have no claim to the inheritance. In the event of intestate succession, an inheritance will automatically form part of any community of property marriage, and will be vulnerable to the creditors and the insolvency of the spouse.

Agricultural land may not be subdivided amongst two or more persons.

Section 3 of the Subdivision of Agricultural Land Act, 70 of 1970 prohibits the subdivision of agricultural land, without first obtaining the consent of the Minister of Agriculture. As the purpose of this section

is to prevent farms from being subdivided into uneconomical pieces of land, such consent is unlikely to be obtained. Thus, if an owner of a farm with two or more children as beneficiaries dies intestate, the farm cannot be transferred to the children but must be transferred to a trust or a company. Alternatively, the children may enter into a Redistribution Agreement and transfer the farm to only one child, but the success of this depends on the value of the other assets – is it sufficient to buy out the other children? And will all the children agree?

If the deceased leaves, for example, six beneficiaries, any fixed property will have to be transferred into the names of all six (and their spouses if they are married in community of property). While this may give them the right to live in the ‘family home,’ it also means it is very difficult to sell the property, and obtaining a mortgage bond for say, improvements to the property, will be impossible. Further complications will arise should any of the six beneficiaries also die intestate, and their one sixth share has to be transferred to their descendants. The share in the fixed property may be so small as to make it more of a burden than an asset.

Costs for transferring a very small portion may well be higher than the value of the property. A Redistribution Agreement can be entered into by the children, but again it depends on the overall assets in the estate and relies on reaching agreement amongst all the parties.

CONCLUSION A well-considered and well drafted will can avoid many problems and can be the instrument to wind up an estate as speedily as possible, whilst giving effect to the true wishes of the deceased. A will is not something to be crossed off the ‘bucket list’ in one hour, but is a vital instrument deserving of full and ongoing attention throughout the life of the testator.

In ‘n familieboerdery is die familie deel van die sleutelmense wat die sake-onderneming moet bestuur. Dit is daarom wys om jou familieboerdery en jou afhanklikes te beskerm deur die sleutelmense wat die boerdery bestuur, en jou afhanklikes te beskerm teen onvoorsiene gebeure.

Uitdaging: Wat gebeur met jou familieboerdery indien die eienaar persoonlike borg gestaan het vir skuld wat aangegaan is om die boerdery te bedryf, te sterwe kom of nie in staat is om die familieboerdery verder te bestuur nie weens ‘n onvoorsiene gestremdheid?

Oplossing: Sleutelpersoondekking verseker dat daar, in die geval van die dood of permanente ongeskiktheid van ‘n sleutelpersoon, geen onderbrekings in die sake-aktiwiteite van die familieboerdery is nie. Dit bied die nodige fondse om die familieboerdery te onderhou, totdat ‘n geskikte persoon gewerf en opgelei kan word, of totdat ‘n natuurlike opvolger, byvoorbeeld ‘n minderjarige kind, beskikbaar word. Dit verseker ook dat die bestaande en potensiële besigheidskontrakte, en die kredietwaardigheid van die familieboerdery, nie geraak word nie.

As stoetboere, wat die beste genetiese materiaal aan mede­ stoetboere en kommersiëleboere moet voorsien, speel presisie­ boerdery ‘n groot rol om dit moontlik te maak.

Voeding is die basis van suksesvolle vleis beesboerdery. ‘n Doeltreffende en volhoubare weidingsbestuurstelsel is die spil waar om alles draai, maar dit is normaal om voedingstoftekorte gedurende sekere tye van die jaar en in kritieke produksiestadiums te ervaar. Hierdie tekorte moet aangevul word om in die behoefte van spesifieke produksieklasse te voorsien. Eers as die voeding en kondisie van die diere optimaal is, kan ons maksimum resultate verwag van ander bestuursinsette, wat teling insluit.

Spoormineraalaanvulling is deel van voeding en ‘n onderwerp wat deesdae al meer aandag geniet, as gevolg van die belangrike rol wat dit speel in optimale produksie.

Alhoewel spoorminerale in baie klein hoe veelhede benodig word, speel dit ‘n kardinale rol in vele prosesse in die liggaam. Dus behoort dit die nodige aandag te kry. Ons is lankal verby die stadium om eers aandag aan spoorminerale te gee wanneer kliniese tekortsimptome waargeneem word. Kliniese tekortsimptome is die sogenaamde ‘punt van die ysberg’. Sub-optimale spoormineraalvlakke is die groter, ‘onsigbare’ gedeelte van die ysberg wat onder die water is en die meeste skade kan aanrig.

Soos in Figuur 1 gesien kan word, is optimale immuniteit die eerste produksieparameter wat negatief geraak word weens sub-optimale spoormineraalvlakke. Daarna word maksimum reproduksie en produksie negatief geraak, gevolg deur normale produksie en reproduksie. Soms is dit eers in hierdie laat-stadium dat onraad gemerk word, maar

meestal gebeur dit eers as kliniese tekortsimptome voorkom! Suid-Afrika staan oor die algemeen bekend as ‘n spoormineraalarm land wat spoormineraal-aanvulling nog belangriker maak, veral as ons druk plaas op tussenkalfperiodes sodat koeie elke jaar kan kalf en ‘n swaar kalf speen.

Die meeste kommersiële lekke bevat spoor minerale en dit is noodsaaklik as ‘n daaglikse basisaanvulling. Orale aanvullings het egter sekere beperkinge. Beperkte kripspasie en dominansie veroorsaak dat sekere diere se lekinname (en dus spoormineraalinname) nie voldoende is nie. Verder speel antagoniste soos kalsium (Ca), yster (Fe) en swael (S) ‘n groot rol, deurdat dit die opname van spoorminerale in die spysverteringskanaal negatief kan beïnvloed.

Inspuitbare spoormineraalaanvullings is ontwikkel om die meeste van die probleme van orale aanvullings te oorkom. Dié middels systap die antagoniste van die spysverteringskanaal, deurdat die spoorminerale direk vanaf die inspuitplek opgeneem en via die bloedstroom deur die liggaam gesirkuleer word vir opname en storing in die lewer en ander organe. Verder het dit die voordeel dat elke dier sy regmatige aanvulling kry.

Daarby word die ‘optop’ aanvullings gegee voor die aanvang van die kritiese tye in die produksiesiklus wanneer die behoefte aan spoorminerale die hoogste is, naamlik: • Voorkalf – die ongebore kalf kry al sy spoorminerale vanaf die koei deur middel van die naelstring. ‘n Koei staan ongeveer ‘n derde van haar spoorminerale aan die kalf af. Indien die koei se spoormineraalstatus nie optimaal is nie, sal die kalf se reserwes met geboorte ook nie optimaal wees nie, wat die lewensvatbaarheid van die kalf negatief kan beïnvloed. Spoorminerale speel ook ‘n belangrike rol in die ontwikkeling van optimale immuniteit.

Indien koeie tydens laatdragtigheid ingeënt word en ook ‘n spoormineraalaanvulling ontvang, sal die immuunreaksie optimaal wees. Gehalte biesmelk is krities vir die pasgebore kalf en spoorminerale speel ook hierin ‘n belangrike rol, deurdat dit teenliggame in die bies optimaliseer.

Melk is ‘n swak bron van spoorminerale.

Die kalf moet dus tydens laatdragtigheid en direk na geboorte met bies, soveel as moontlik spoorminerale inkry.

RESPONSIBILITIES

It is your right to get a detailed contract from your broker or the insurance company within 30 days after you have accepted the policy. The contract must state exactly what you are covered for and what you are not covered for.

You have the responsibility to ensure that you only ever deal with insurance companies or brokers that are registered with the Financial Services Board. Make sure that the insurance broker you are dealing with is recognised by the insurance company he/she represents.

The contract must also give you the telephone numbers, physical address and postal address of the insurance company and your broker that sold the product to you.

You have the responsibility to read through your contract documents and making sure that you understand everything.

Ask your broker if there is anything that you do not under­ stand. If you still do not understand, get someone to explain everything to you in your own language. You also have the responsibility to insist on having your documents written in clear and simple language.

Your contract must tell you the exact premium you must pay every month. It must also tell you on which day of the month that amount must be paid. The contract must also tell you how this monthly payment could increase in the future.

Do not sign any blank or partially completed application forms.

Complete all forms in ink.

It is your right to know what the grace period is. You normally have a 15­day grace period for late payment. For instance, if you have to pay by the 1st of each month, you are actually allowed 15 more days for the premium to be paid.

Make sure you understand what is said to you and what you agreed on is confirmed in writing within 30 days.

The contract must explain any special conditions that your insurance policy may have. It is also your right to know what you are not covered against under your insurance policy that you have taken out. This is called ‘exclusions’ in your policy document.

It is your responsibility to keep your contract in a safe place.

You can however request a copy at any time at no additional cost.

You also have the right to know the amount that you must pay in before a company will pay your claim. That amount is called the excess.

You have the responsibility to give true and correct informa­ tion about yourself. You may experience problems with your claims if it is found that some of the information is false.

You have the right to cancel an insurance contract within 30 days after you have signed the contract and you are not happy with it. This is called a ‘cooling­off’ period in your contract.

You are responsible to make sure that you pay your insurance every month. Remember, you will not be covered if the premium is not paid!

It is your right to know how to make a claim. Your contract will stipulate how the company’s claims process works.

Make sure that you know exactly how much the policy will cost each month and to include it in your monthly budget.

The contract must also give you the telephone and fax numbers, physical and e­mail addresses of the Ombudsman for Short­term Insurance. This is the office where you go and complain if your insurance company or broker cannot resolve your complaint.

The following constitute the central tax proposals for the 2018/19 tax year: • VAT will be increased to 15%.

• The top four income brackets for individuals will not be changed, but the bottom three brackets will be adjusted upwards.

• The fuel price will increase with 52 c/L, with 22 c/L that will be contributed towards the Fuel Levy and 30 c/L towards the Road Accident Fund levy.

• Increased ad valorem excise duties for all luxury goods.

• Estate duty will be levied at 25% for any estates higher than R30 million.

• Other increases will be in the plastic bag levy, motor vehicle emissions tax and more.

In the above table (Table 1), the most notable change will be in the personal income tax, which usually constituted 34% of SA’s total tax revenue and is now increased to 37,6% of the total tax revenue.

The thresholds for paying income tax have changed and can be noted in Table 2. Relief will be given for lower income individuals by the increase in the bottom three brackets for personal income tax and also through the increased rebates which can be deducted from the total amounts payable to the South African Revenue Service (SARS).

Further relief will be brought to lower

income households by increased social grants.

Although there will be an increase in tax relief, the consumer will not enjoy the benefit thereof, since the tax relief is lower than the inflation rate. As for the top tax bracket, it is estimated that a mere 100 000 individuals have earnings above

the amount of R1,5 million and are thus taxed at 45% on all income earned above R1,5 million. In Table 2 it can be seen that government provides for personal income tax relief of R6,8 billion which is more than in previous years. Hereafter, the biggest contribution will result from our increased VAT, which from 1 April 2018 increased from 14% to 15%.

According to government the one percentage point increase in VAT is the change that they expect to be least harmful to our country’s economic growth and our employment prospects. Government expects VAT to contribute R348,1 billion to the total revenue in the 2018 financial year.

This is a simplistic view of tyre composition.

A common-sized all season passenger tyre weighing about 10 kg new, contains: • 30 kinds of synthetic rubber • eight kinds of natural rubber • eight kinds of carbon black

Tyres contain so many different compounds and ingredients because they are engineering miracles, expected to handle the tortures of heat and cold, high speed, abrasive conditions, and often not enough air pressure. They are expected to perform for tens of thousands of kilometres and retain their essential properties, despite horrendous driving habits and sometimes poorly maintained or built roads.

Tyres contain practically no hazardous waste constituents. According to the Basel Convention Technical Guidelines on the Identification and Management of Used Tyres, tyres contain copper and zinc compounds, cadmium, lead and lead compounds, acidic solutions or acids in solid form, and organohalogen compounds.

Several toxicity tests performed in Europe have shown that used tyres have no toxicity.

The tyres also have several types of fabric for reinforcement and several kinds and sizes of steel. Some of the steel is twisted or braided into strong cables. Tyres are made for their use on vehicles; they are not made as a recycling industry feedstock. Their composition makes them difficult to recycle.

Passenger car, truck and off-road tyres are products of complex engineering. They are made up of numerous different rubber compounds, many different types of carbon black, fillers like clay and silica, and chemicals and minerals added to allow or accelerate vulcanisation.

Product yields for recycling used tyre materials do not correspond to new tyre composition because: • Most waste tyres have significant tread wear, reducing the amount of rubber material available for product yield, and increasing the percentage contributions of non-rubber constituents such as metals and fibre; • Crumb rubber contains some contamination of metals and fibres in most grades.

Only the finest grades/powders are completely wire and fibre-free; • What is identified as ‘crumb rubber’ actually incorporates the rubber/elastomers, the carbon black, the sulphur, the ‘additives’ and most of the zinc oxide; • Inevitably, some rubber materials adhere to the steel.

Nearly anything made from rubber can be made from recycled tyres, the list ranges from athletic tracks, to shoes and traffic cones. Recycled rubber can also be incorporated into new road surfaces. The metal simply joins other sources in the recycling chain.

When you can’t take a picture of that special moment because you do not have storage space on your device; or your desktop computer, laptop, phone or tablet are running slow, one solu­ tion might be memory capacity, or rather the lack thereof. Here are some easy ways to free up space on your devices and increase performance.

INSTALL ‘CLEANING’ SOFT WARE When you are unfamiliar with your computer’s task managers or phone apps list, you might consider downloading ‘cleaning’ software. These software programs identify programs that consume a lot of memory and warns you about them so that you can

take action, or shuts off access to save memory. Just keep in mind when downloading these kinds of software programs that it might also be malware disguised as cleaning software, so do your research and read reviews, or use your antivirus to check if a program is safe to use before running it.

ADD MORE MEMORY/MOVE TO EXTERNAL MEMORY Nowadays it is unusual to find devices that do not have space for extra memory. Adding more memory will show an instant improvement. If you do not have an extra memory slot on your device, consider replacing current memory with larger memory and transferring data over.

SAVE YOUR DATA TO THE CLOUD And no, I’m not talking about the ones that make rain; cloud storage is a service that stores your data on third party servers, like Google Drive and Dropbox, and allows you to download your data at any time on any device. Most of these services are free for a limited amount of storage space, but you can buy more space with monthly or annual subscriptions.

The best items to store on cloud storage are pictures, videos and other data you don’t use regularly, and although it is most unlikely that something will happen to those servers, it is best to make a backup of your data at some time on a physical device for safe keeping. Also choose usernames and passwords that you will not forget. Also bear in mind privacy implications before considering cloud storage.

TWK Agri borg die 9de jaarlikse

Bosbou-gholfdag 2018 Anessa Coetser, Excelsior Nuus

Die jaarlikse Bosbou-gholfdag is Vrydag en Saterdag 18 en 19 Mei 2018 gehou en die organiseerders sowel as die ondersteuners het weereens ’n liefdadigheidsfunksie soos min aangebied. Die verrigtinge is op Vrydagaand afgeskop met ’n smullekker ete by TWK Agri se Welverdiend-gastehuis.

Gaste kon aansit by pragtig gedekte tafels vir ’n geselligheid saam met bekende gesigte van die Suid-Afrikaanse sportbedryf, Fanie de Villiers en Bakkies Botha. Gaste het die geleentheid gehad om deel te neem aan ’n veiling waartydens hulle op krieket- sowel as rugbygedenkwaardighede kon bie, terwyl hulle deur Fanie en Bakkies vermaak is.

Al was Piet Retief Saterdagoggend met ’n miskombers en motreën bedek, wat met tipiese winterkoue gepaardgaan, het dit nie die geesdriftige gholfspelers afgeskrik nie, en die waterpunte is reeds vroegoggend opgestel vir ’n heerlike dag vol pret en plesier.

Met ‘n baan van 104 gholfspelers kan ’n mens met sekerheid sê dat dit ’n gholf dag was wat uitstekend gereël is. Die spanne wat ingeskryf het, het almal hul beste gegee, al kon niemand daarin slaag om ’n kolhou aan te teken nie.

Teen laat Saterdagmiddag het die spelers en hul families, vriende en ondersteuners bymekaargekom vir die prysuitdeling, terwyl die geur van heerlike kos die lug gevul het.

Weereens is die gaste deur Fanie en Bakkies vermaak terwyl die wenners vir die dag aangekondig is en die onderskeie spanne hul pryse ontvang het.

Baie geluk aan die volgende gholfspelers en spanne wat uitmuntend gevaar het: Langste dryf (mans) 2 en 11: N Francis; Langste dryf (dames) 2 en 11: S du Toit; Naaste aan die pen 4 en 13: R Strijdom; Naaste aan die pen 6 en 15: E van Zuydam; Algehele wenners: Thuthuka Forestry met 108 punte; Tweede plek: Mpact (2) met 101 punte; Derde plek: Ringers met 101 punte.

Saterdagaand se prysuitdeling het ook gepaardgegaan met ’n suksesvolle veiling

van allerlei sportitems en geraamde sporttruie. Die gaste het nie twee keer gedink om hande op te steek en vir hulself ’n item of twee aan te skaf nie.

Die organiseerders van die Bosbou-gholfdag wil graag elke ondersteuner, speler asook besoeker hartlik bedank vir hul bydraes, positiewe gesindheid en lojale ondersteuning. Sonder julle sal hierdie jaarlikse instelling nie so suksesvol wees nie en met julle hulp word daar baie fondse vir liefdadigheidsorganisasies in die Piet Retief-omgewing ingesamel.

Empangeni Trade branch celebrates tenth birthday Radius editorial team

The TWK Agri birthday bash and annual farmers’ braai was recently held at the TWK Agri Empangeni Trade branch.

Loyal customers, farmers and suppliers, and TWK staff had the opportunity to mingle in a social, informal way which allowed everybody to learn more about the customers’ needs and the supplier’s products, followed by an informative presentation and slide show presented by Hennie Groenewald, Northern Regional Manager: Trade.

The preliminary event kicked off on Monday 21 May with a massive ‘red dot’ sale where selected products were marked down and scattered around the shop with red stickers. Customers were also invited to ‘pop-a-balloon’ which contained even more discounts, which provided a festive and fun atmosphere in store with customers and staff enjoying the festivities all the way through the week leading up to the Friday’s main event.

Friday had even more lined up, kicking the main event into high gear with an in-store DJ playing popular favourites and encouraging customers to hunt for the ‘red dot’ discounts. The Friday evening kicked off just after closing time with the guests arriving and having a chat with some of our valued suppliers. Once everybody had settled in we were treated to Groenewald’s informative presentation, outlining TWK Agri’s growth since the beginning up to the present day and all the different services the company has to offer.

Dinner was served with three different meats, which were locally sourced from our valued farmers. With a lot of satisfied tummies the evening concluded with dancing and over all festivity for our 10th birthday celebration. The event was regarded as a huge success.

TWK Agri’s Harding branch is now open after a few good months of planning and preparation. We are excited about offering a good service to all emerging and established farmers in the area. Our marketing has been intense, and we strive to give our customers excellent service, competitive prices and a comprehensive range of products.

Harding is a small farming town, situated between Kokstad and Port Shepstone. The local farming enterprises consist mainly of forestry, sugarcane, beef and cash crop farming. TWK Agri is going to settle in nicely into this agricultural niche. We are looking forward to meet the needs of the local community.

Why we need discernment Angus Buchan

Discernment, having ‘good judgement’, comes from wisdom, which in turn comes from spending time with God. So many people today say one thing and mean something totally different. This is when discernment is required.

We need to pray and seek discernment – ask God to show us what is in a person’s heart.

Jesus pointed out that an apple tree will not produce oranges, nor a fig tree, grapes. ‘You shall know them by their fruit,’ He said. We need to trust people. But we also need to be wise and discerning, because a bad deal can ruin a farmer forever and a bad accusation can destroy a marriage.

Perception is not necessarily truth. When we perceive that a person has done something wrong, for example, we have no right to accuse him or her until we have found out the truth. Perception is what we think the truth is, and often we find ourselves being very wrong. We should rather see the fruit before we make a judgement! The Lord Himself said, ‘Not all who cry ‘Lord, Lord’ will enter into the Kingdom of God, but those who do the will of my Father.’

At one stage, my sons and I used to exhibit cattle and sheep at the local show. It took us ages to get those oxen into top shape. It was the same with the sheep – we used to literally shampoo them before the show. My sons

would sometimes ask me if all the extra labour was worth it. It was, because the bank manager, the local co-op manager and many other influential people would be at the show.

Although we might not have made anything out of our efforts financially, we succeeded in building up a decent reputation. Then, in later years, when things were tight and we needed an advance from the bank, the bank manager would discern that we were the farmers who had produced those fine animals, and we had a better chance of getting that loan.

Discernment comes from God and also from experience. When I was a young man doing my agricultural training in Scotland, I loved to sit with the old farmers.

In those days there were no computerised weather forecasts (I don’t know if they’re all that accurate even now), but because of their experience, those farmers would be able to tell what the coming season was going to be like. Jesus said that when we see a fig tree producing new leaves, we know that spring is on its way, and similarly, when we see these signs in the world we will know that the coming of the Lord is at hand.

We need to discern the times in which we live in order to be prepared – spiritually and practically.

The Fourth Industrial Revolution brings challenges and opportunities for agriculture and agro-processing No commercial activity can escape the implications of the Fourth Industrial Revolution. This blending of the physical, digital and biological domains is bringing significant change to South Africa’s agriculture and agro-processing industries.

‘This will introduce new challenges and opportunities,’ says Nico Groenewald, Head of Agriculture at the Standard Bank Group.

‘It means changes through the value chain and the agro-processing chain by improving processes, increasing productivity and reducing costs.’

One of the local challenges for agriculture and agro-processing is the potential negative impact the increasing adoption of technology will have on jobs in the sector. ‘However, in South Africa, authorities point out that the relative share of small and medium agroprocessing to total employment numbers are higher than their share of total income in the industry,’ says Mr Groenewald.

‘Accordingly, small and medium-sized pro cessing enterprises have great potential to generate sustainable jobs, while using technology to increase income.’

Increased use of technology that begins in the fields presents opportunities to transform the agro-processing industry, increasing its already high importance in the local economy (according to the Department of Trade and Industry, in 2016, the contribution of the agro-processing industry to the real value added (GDP) by the manufacturing sector and the economy was 32,2% and 4,4% respectively).

Through the Fourth Industrial Revolution’s converging technologies, South Africa has the opportunity to become an early adopter, accelerating its agro-processing development. Some of the most recent advancements transforming this sphere are ‘smart farming’ tools; these help improve crop yields and quality, and reduce water consumption and greenhouse gas emissions. On the continent, such ‘futuristic’ solutions are already being used. For instance, in Nigeria, scientists created a pest-resistant black-eyed pea, and in Ghana, the Esoko app helps farmers identify markets in which their products will receive the best prices.

According to Mr Groenewald, there are many barriers to entering the mainstream economy for small and medium-sized agroprocessing operators, including lack of startup-appropriate agro-processing technologies, reaching economies of scale, high post-harvest losses and tough competition.

‘In South Africa, many activities within agro-processing are dominated by large companies that are vertically integrated along the entire value chain. For instance, in the poultry industry, players have grown activities within one sector of the chain into others; by using their original outputs like production feeds, they’ve entered the broiler and other areas. A small operator would have to wait a number of production cycles before he or she could become profitable, while competing with established players.’

Ultimately, as the Fourth Industrial Revolution gains traction, available technologies will become simpler and cheaper, creating opportunities for smaller operators to take their place in the agro-processing chain.
