At the Home Builders Association of Greater Tulsa, it has been said around these halls that the building industry is more than bricks and blueprints, it’s about relationships, community, and purpose. Every year, the Spirit Award shines a spotlight on those values by honoring a builder member who exemplifies what it means to lead with integrity and impact.
First presented in 1989, the Spirit Award recognizes a builder member whose work reflects the best of our industry, collaboration, professionalism, and a deep commitment to community. It’s not just about what they build, but how they build: through trust, partnerships, and a passion for elevating others.
The 2024 Spirit Award winner, Cherlyn Reeves with Innovative Outdoor Living, embodies the spirit of our association. A creative force with a background in landscape architecture, Cherlyn

Building a Legacy, One Outdoor Space at a Time: The Spirit Behind Cherlyn Reeves’ Award-Winning Work
For Cherlyn Reeves of Innovative Outdoor Living, creativity and craftsmanship aren’t just part of the job, they’re part of her DNA. Long before earning a degree in Landscape Architecture or transforming outdoor spaces into beautiful sanctuaries, she was a kid tagging along with her grandfather in his Tulsa workshop. A retired police officer turned self-taught carpenter, he was always building something: hutches, clocks, bookshelves. “I didn’t realize it at the time, but he planted the seed,” Cherlyn says.
That seed took root when she worked for a playground design company, which led her back to college and into the building industry, a path that felt both natural and inspired.
Today, Cherlyn pours that passion into every project. Her approach centers on crafting spaces where people want to be, places that invite connection and memories. “I love taking a blank space and turning it into somewhere people want to hang out with family and friends.”
Her recent outdoor living project, which earned her the Tulsa HBA Spirit Award, exemplifies that passion. The Spirit Award is presented by the Home Builders Association of Greater Tulsa to recognize a builder member who embodies association values through collaboration, professionalism, and commitment to the industry.
The client’s backyard had potential but wasn’t fully utilized. Cherlyn’s team reimagined it, especially
the lower-level deck. Now, the clients spend hours enjoying the hot tub and other revitalized spaces. “When they tell me how much time they spend out there now, I know I’ve done my job.”
One challenge was an exposed electrical line run through a boulder, something Cherlyn couldn’t ignore. When the utility company stalled, she called her son, who works in fiber, to help relocate it. “It was fixed in two days. Sometimes, you just call in a favor.”
She also partnered with Craft Customs for custom screening, so successfully that the client ordered a second screen. And her decking team went above and beyond, curving composite boards around limestone boulders with precision rarely seen.
To Cherlyn, working with HBA members isn’t just good business, it’s about trust. “You know they’re insured, and chances are, you already have a relationship. That makes all the difference.”
Receiving the Spirit Award was more than an honor, it was validation. “It shows others in the industry that we’re a contractor who cares deeply about the work and the process.”
Looking ahead, Cherlyn is excited about new outdoor living projects and future collaborations. “When you build strong relationships within the association, you build stronger projects. And that benefits everyone.”

Tulsa Metro Homebuilding Surges 23% in 2025: Broken Arrow, Bixby, and Tulsa Lead the Charge
The Tulsa metro area is off to a booming start in 2025, with housing starts up a remarkable 23.1% year-to-date, according to the Home Builders Association of Greater Tulsa. Through April, builders pulled 1,315 new residential permits—up from 1,064 during the same period last year—signaling strong momentum in the region’s homebuilding sector.
While April saw a modest dip in activity, with 253 new home starts (down 13% from April 2024), the overall trend remains robust. The year kicked off with a dramatic 57.4% surge in January, marking the highest single-month yearover-year increase so far.
“The 2025 market is tracking ahead of expectations in key areas like Tulsa County, Broken Arrow, and Bixby,” said Jeffrey Smith, CEO of the Home Builders Association of Greater Tulsa. “While some areas saw slower activity in April, overall demand remains strong across the region. The strong start to the year has positioned us well heading into the peak building season.”
A Closer Look at the Numbers
Here’s how the first four months of 2025 stack up against last year:
January: 467 starts (2025) vs. 199 (2024) — +57.4%
February: 241 vs. 293 — -21.6%
March: 349 vs. 286 — +18.1%
April: 253 vs. 286 — -13.0%
Despite some month-to-month fluctuations, the year-todate total remains significantly ahead of 2024.
Regional Leaders in Growth
Three cities—Broken Arrow, Bixby, and Tulsa—are leading the metro’s housing boom, accounting for more than half of all new home starts so far this year:
Broken Arrow: 285 starts Bixby: 171 starts Tulsa: 126 starts Other notable contributors include Wagoner County (145), Jenks (115), and Owasso (92), reflecting a broader trend of suburban expansion and demand for new housing across the region.
What’s Driving the Growth?
Industry experts point to several factors fueling the surge: continued population growth, a strong labor market, and ongoing development in both urban and suburban areas. Builders are also benefiting from relatively stable material costs and improved supply chain conditions compared to recent years.
Looking Ahead
With the summer building season now underway, the HBA anticipates continued strength in the market. “We’re seeing consistent interest from buyers and developers alike,” Smith noted. “If current trends hold, 2025 could be one of the strongest years for new home construction in recent memory.”
As the Tulsa metro continues to grow, all eyes will be on how builders respond to the demand—and how municipalities support this expansion with infrastructure and planning.

Appetite for Construction Raises Over $53,000 for Workforce Development
The Tulsa HBA’s Appetite for Construction event brought together 240 attendees for an evening of connection, purpose, and progress, and the results were truly inspiring. Together, attendees helped raise an incredible $53,125 to support the association’s Charitable Foundation.
These funds directly support initiatives designed to strengthen the pipeline of skilled trades professionals, programs like Build My Future, classroom partnerships, student scholarships, and career exploration experiences that open doors to rewarding paths in the housing industry.
The success of this event reflects the Tulsa HBA’s mission: empowering the success of our members as the professional resource for housing in our community. By investing in workforce development, we not only support the industry’s future but also ensure our community continues to thrive.
As workforce challenges grow nationwide, Appetite for Construction proves what’s possible when a community comes together to invest in the future of housing: one student, one program, one skilled worker at a time.
