Spring Wrap-Up: Big Wins, Celebrations & What’s Next at the Tulsa HBA
This spring has been full of energy, progress, and celebration for the Home Builders Association of Greater Tulsa. We proudly welcomed Ryan Martinez as the new Oklahoma State Executive Officer for the Oklahoma Home Builders Association. His appointment marks a strong step forward for state-level advocacy and housing policy, and we look forward to his leadership in the years ahead.
The 76th Annual Tulsa Home & Garden Show was a landmark event for our association. Thousands of attendees filled the SageNet Center at Expo Square to explore the latest in home innovation, remodeling, outdoor living, and more. With strong participation from our members and partners, this year’s show not only celebrated its long-standing legacy but also set a new benchmark for engagement and community impact. Builder Appreciation Night capped off the season with an evening dedicated to recognizing the hard work and impact of our builder members. It was a fantastic night of food, fellowship, and gratitude.
As we embrace the promise of spring, I’d like to take this opportunity to reflect on the success of the past few months and look ahead to the exciting opportunities that await us. The Home Builders Association of Greater Tulsa continues to be a vital resource and strong advocate for the building industry, and our collective efforts are driving real change in our community.

in Action: Innovative Outdoor Living's Permit Success
When Innovative Outdoor Living encountered challenges with securing a building permit from the City of Tulsa, it was clear that prompt action was needed. Fortunately, Cherlyn Reeves and her team could rely on the support of the Tulsa Home Builders Association to navigate this obstacle.
Ben Kimbro, our Association's expert in governmental affairs, stepped in to assist. With a few strategic phone calls to the Tulsa Mayor's office, he was able to help break through the red tape. Thanks to his efforts, the situation quickly moved forward, and Cherlyn was able to proceed with her project.
This is a prime example of the advocacy work that the Tulsa HBA is dedicated to, ensuring that our members have the support they need when challenges arise. We are proud to stand behind our members and help open doors to success.

A modest decline in mortgage rates and lean existing inventory helped boost new home sales in March even as builders and consumers contend with uncertain market conditions.
Sales of newly built, single-family homes in March increased 7.4% to a 724,000 seasonally adjusted annual rate from a revised January number, according to newly released data from the U.S. Department of Housing and Urban Development and the U.S. Census Bureau. The pace of new home sales in March was up 6.0% compared to a year earlier.
“The March new home sales data shows that demand continues to be present in the market, provided affordability conditions permit a purchase,” said Buddy Hughes, chairman of the National Association of Home Builders (NAHB) and a home builder and developer from Lexington, N.C. “An increase in economic certainty would be a big boost to future sales conditions.”
“Lower mortgage interest rates helped boost the pace of new home sales in March,” said NAHB Chief Economist Robert Dietz. “In February, the average 30-year fixed rate mortgage was 6.84%, while in March it fell to 6.65%.”
A new home sale occurs when a sales contract is signed, or a deposit is accepted. The home can be in any stage of construction: not yet started, under construction or completed. In addition to adjusting for seasonal effects, the March reading of 724,000 units is the number of homes that would sell if this pace continued for the next 12 months.
New single-family home inventory in March continued to rise to a level of 503,000, up 7.9% compared to a year earlier. This represents an 8.3 months’ supply at the current building pace. This level of supply continues to be reasonable given that the resale, single-family months’ supply remains lean at just 3.4. The count of completed, ready-to-occupy homes available for sale increased to 119,000, up 34% from a year ago.
The median new home sale price in March was $403,600, down 7.5% from a year ago. Sales were particularly strong at lower price levels. Compared to March 2024, new homes sales were 33% higher for homes priced below $300,000 and 28% higher for new homes priced between $300,000 and $400,000.
Regionally, on a year-to-date basis, new home sales are up 12.9% in the South, but are down 32% in the Northeast, 18.3% in the Midwest and 6% in the West.

TULSA, OKLA. — The Home Builders Association of Greater Tulsa has released its March 2025 Housing Starts Report, showing a strong rebound and continued growth across the Tulsa metro area. A total of 347 new residential permits were issued in March alone, marking a 17.58% increase over March 2024, and an impressive 36% increase yearto-date—1,061 starts compared to 778 during the same period last year.
This jump comes after a modest dip last year, when March 2024 housing starts were down 5% compared to March 2023. The rebound in 2025 signals renewed confidence in the housing market and steady demand for new residential development in northeast Oklahoma.
Leading cities by March permits include:
Broken Arrow: 86 starts
Bixby: 49 starts
Tulsa (city): 42 starts
Coweta: 32 starts
Jenks: 25 starts
Cumulatively for 2025, the top-performing areas include:
Broken Arrow: 242 year-to-date
Bixby: 164 year-to-date
Tulsa (city): 111 year-to-date
Wagoner County (unincorporated): 124 year-todate
Rogers County (unincorporated): 57 year-to-date
"This growth is a reflection of our region’s resilience and the strength of our housing industry," said Jeffrey Smith, Executive Officer of the Home Builders Association of Greater Tulsa. "After a slight dip last year, we’re seeing strong momentum in both new construction and community development."
The latest data also highlights steady growth in smaller municipalities such as Claremore, Coweta, and Skiatook, each contributing to the broader upward trend.
Tulsa Members, allow me to introduce to you the new Executive Officer for your state association, the Oklahoma HBA, Mr. Ryan Martinez. This will not be your usual introduction.
You may be thinking, why do I know the name Ryan Martinez? Well, it may be because in 2024 he was the EO for the Central Oklahoma HBA.
Or it may be because you were one of the few members who regularly read the legislative reports OkHBA puts out and you recall that Ryan was a member of the legislature. Ryan served for eight years in the Oklahoma House of Representatives. He was a friend of the association and carried the esthetic design bill for us, successfully I might add.
Or maybe you have a long memory and met several of the staff of former US Senator Jim Inhofe. Ryan served on the senator’s staff for a few years.
Or just maybe you are either a graduate of the University of Northern Colorado or you were a college wrestling fan and you remember that Ryan wrestled for the Bears.
On a personal note, I’ve come to know Ryan through our shared faith. He was a regular participant in Bible Study Fellowship during the time I served as a teaching leader, and I always appreciated his thoughtful presence and commitment.
Now you know a little bit more about the new guy at the helm of the state association. Good toolset of politics, approachable, conservative and a pretty cool guy. I hope you find time to get to know him as I do.

On April 8, 2025, the Home Builders Association of Greater Tulsa teed off an unforgettable evening with the annual Builder Appreciation General Membership Mixer (GMM), celebrating the "Masters" of the building industry in a lively, golf-themed event. Held at Mill Creek Lumber in Broken Arrow, the night brought together members, partners, and friends for a relaxed evening of food, games, and fellowship.
