President’s Report
By HBA President Brian Rose
A Year I Will Always Be Proud Of
As I write my final message as President of the Home Builders Association of Greater Tulsa, I am reminded of a favorite Walt Disney quote: “Around here, we do not look backwards for very long. We keep moving forward, opening up new doors and doing new things.” This sentiment captures exactly how I feel as I reflect on this past year and look toward the future of our association.
Serving as your President has been one of the most meaningful experiences of my career. This year was filled with accomplishments that strengthened our organization and advanced our mission of empowering the success of our members as the professional resource for housing in our community. Our efforts in workforce development, advocacy, and member support demonstrated what is possible when passion, collaboration, and purpose come together. In particular, our advocacy in the political realm ensured that our industry’s voice was heard at the city, county, and state levels, protecting our members’ interests and promoting policies that support quality housing for all Oklahomans.
Our members leaned into challenges, celebrated successes, and supported one another every step of the way. I am especially proud of the impact we made on students across the region, from Union and Broken Arrow to Claremore and Nathan Hale. Each classroom visit, each Build My Future event, and each mentorship moment helps open a new door for the next generation. That is the kind of progress that truly fulfills our mission.
and unwavering commitment to our mission. Your work powers the success of this association and the success of every member we serve.
As I finish my term, I do so with a full heart knowing the HBA is moving forward with strength and momentum. I have no doubt that the year ahead will bring new opportunities, new achievements, and new ways to continue empowering our members and supporting the communities we serve.
Thank you for the privilege of serving as your President. Thank you for your trust and your partnership. And thank you for making this year one I will carry with me for the rest of my life.
With gratitude, Brian Rose
Warm regards, Brian Rose

A Year of Advocacy, Impact, and Empowerment
As 2025 comes to a close, I am reflecting on a year defined by action, collaboration, and the unwavering commitment of our members. The Home Builders Association of Greater Tulsa has always been dedicated to empowering the success of our members as the professional resource for housing in our community.
One of the hallmarks of 2025 was our advocacy in the political realm. Relationships were forged and fostered with key people. We worked to ensure that policies protect our members’ interests, support quality housing, and promote growth across our communities. This kind of engagement is more than strategy. It is a responsibility and a privilege that strengthens the foundation of our industry.
Beyond advocacy, our efforts in workforce development, community engagement, and member support made an incredible impact. Students across the region, from Union and Broken Arrow to Nathan Hale and Claremore, experienced hands-on opportunities to explore careers in construction and the trades. house brought learning to life, inspiring the next generation of professionals and leaders. Our Home & Garden Show is still the largest in the US. Designer Showcase and Home Remodeling Showcase fill a void for where designers and remodelers can showcase their artistry. Parade of Homes was one of the largest we have had.
None of this work would be possible without the dedication of our leadership, volunteers, and staff. I am grateful to our Board of Directors, committee members, and every HBA team member who brings integrity, creativity, and energy to our mission. Your efforts empower our members and strengthen our community every day.
Looking ahead to 2026, we remain committed to advocacy, workforce development, and serving as the trusted resource for our members. The road ahead is full of opportunity, and I am confident that together we will continue to make a meaningful impact on the housing industry in Tulsa and beyond.
Thank you to our members for your trust, engagement, and partnership. Your commitment is what makes this association strong and what drives our collective success.

We extend our deepest gratitude to our remarkable members whose support and generosity empower the Home Builders Association of Greater Tulsa. Your contributions inspire progress, build stronger foundations, and shape a brighter future for our community. Together, we’re creating lasting impact!
Building Influence, One Vote at a Time.
Strategic Advocacy in a HighStakes Year
As Oklahoma prepares for a challenging legislative session, the Home Builders Association of Greater Tulsa is sharpening its advocacy strategy and focusing on the issues that matter most to our members. At a recent political strategy meeting, association leaders reviewed key political dynamics, county-level challenges, and candidate support priorities shaping the year ahead.
A Contentious Legislative Landscape
The upcoming legislative session is expected to be difficult, in large part because of continued tension between the governor and legislative leadership. This strained relationship is likely to affect both the pace and tone of policymaking. To advance meaningful legislation, broad support across rural, urban, and suburban communities will be essential.
Participants noted that the governor’s unpredictable approach, illustrated by past conflicts with tribal nations, adds complexity to the session. Building strong coalitions and staying adaptable will be critical to navigating this environment successfully.
Local Issues Take Center Stage
Closer to home, Tulsa County continues to face significant challenges, including juvenile justice reform, child trafficking prevention, and ongoing discussions surrounding courthouse construction. These local issues require coordinated engagement and thoughtful political navigation.
The association’s issues fund currently stands at $16,819, providing a solid foundation for strategic support. However, additional fundraising will be necessary to respond effectively as legislative and county priorities evolve.
Targeted Support for Key Candidates
Supporting candidates who champion housing affordability, workforce development, and education remains a top priority. The Government Affairs Committee recommended a $500 contribution to Johnny Walker, a Wagner County Commissioner candidate who is widely regarded as collaborative and wellconnected.
The Government Affairs Committee also identified State Senator Ally Seifried as a legislative leader in the Tulsa metro area who has consistently demonstrated strong support for housing, education, and workforce initiatives. Her steady advocacy and alignment with key regional priorities make her an important ally again this year.
Taken together, these recommendations reflect a focused approach that supports leaders who advance policies that strengthen the housing industry and promote long-term economic growth.
Judicial Races: A Growing Concern
The meeting also highlighted growing concerns surrounding Tulsa County’s judicial landscape. Recruiting special judges has become increasingly difficult because of heavy caseloads, safety concerns, and rising hostility directed at members of the judiciary. These pressures are contributing to a shrinking pool of qualified candidates.
The association emphasized the importance of supporting judicial candidates who demonstrate competence, balance, and professionalism. These individuals must be able to manage complex cases fairly and effectively. As judicial races begin to surface, the association will continue monitoring developments and keeping members informed.
Remaining Neutral in the Governor’s Race
While the state home builders association will engage in the upcoming gubernatorial race, the Tulsa HBA will remain neutral. This ensures local focus stays on the areas where the association can make the most meaningful impact: legislative, county, and judicial priorities that directly affect residential construction, workforce development, and the business environment.
Looking Forward
With a high-stakes legislative session and several key races ahead, the Home Builders Association of Greater Tulsa remains committed to being a steady and informed voice for the housing industry. Through strategic engagement, targeted support, and a focus on policies that align with our mission, we will continue advocating for our members and protecting the future of homebuilding in our community.
Housing Starts - September 2025
Tulsa, OK – 11/6/2025 – The Home Builders Association of Greater Tulsa reports a continued strong pace of residential construction across the Tulsa metro area. Through September 2025, the region recorded 2,578 housing starts, marking an 8.3% increase compared to the same period in 2024.
The September total of 273 new housing starts reflects consistent momentum as builders meet ongoing housing demand throughout the area.
“Despite market fluctuations, Tulsa’s housing industry remains stable and productive,” said Jeffrey Smith, CEO of the Home Builders Association of Greater Tulsa. “Builders continue to respond to population growth, job creation, and buyer demand across the metro.”
Regional Highlights
• Broken Arrow led all municipalities with 497 housing units so far in 2025, followed by Bixby (404) and Owasso (133).
• Tulsa County remains the most active area overall, accounting for 246 starts year-to-date, while Wagoner County (265) and Rogers County (169) also showed strong contributions.
• Smaller communities such as Coweta (192) and Jenks (94) continue to post steady growth.
These figures show that new home construction is active across the region, not limited to one community, signaling strong demand throughout both the city and its surrounding suburbs.
Monthly Trends
2025 began with an exceptionally strong first quarter. January rose 57% over the previous year, and March climbed 18%. The year-to-date total through September (2,578) has already surpassed 2024’s pace, positioning Tulsa Builders for another solid finish to the year.
“Builders in the Tulsa metro area continue to deliver high-quality homes that meet the needs of families, professionals, and first-time buyers alike,” Smith added. “The consistency of these numbers shows confidence in the market and in our local workforce.”
