BALI urges Government to back £38bn landscaping sector

The British Association of Landscape Industries (BALI) has called on the Chancellor to recognise the economic and environmental importance of the UK’s landscaping sector in its 2025 Autumn Budget Statement, setting out a series of fi scal and policy measures that could unlock billions in growth and help deliver key government priorities.

In its official Budget Submission to the government, BALI highlights the landscaping sector’s substantial contribution to the UK economy, adding £38 billion in GDP and supporting 722,000 jobs, while supporting the creation of sustainable, liveable spaces across the country.

The Association further points out to the Chancellor that landscaping as a sector underpins the £6.6bn GVA garden tourism sector, which is responsible for a huge amount of international tourism. In fact, visiting gardens and parks was found to be the most common activity by

international tourists when visiting the UK.

However, the Association warns that escalating costs, skills shortages, and planning barriers are stifling growth and threatening the sector’s ability to deliver on national objectives such as housebuilding, flood resilience, and biodiversity enhancement.

“Our industry is a cornerstone of the UK’s green economy, supporting not only jobs and growth but also the environmental priorities this Government rightly champions,” said BALI’s Head of Policy and Public Affairs, Amy Cobbett.

“Therefore, this Autumn Budget is critical for many in the landscape industry, with our members grappling with the fiscal decisions made at last year’s Budget, including the rise in National Insurance contributions for employers and taxes such as the Landfill Tax. BALI member businesses are ready to deliver many of the Government’s priorities, from

house building initiatives to education and environmental improvements, but to do so the Chancellor must foster an economy which supports the sector and business growth.

“This is why BALI is calling for investment into skills, training, and education, and the removal of barriers to growth, including a halt on further tax rises. With the right support, landscaping could be worth over £51bn by 2030, benefitting the UK with healthier communities and high-quality green spaces.”

BALI emphasises that the landscaping industry is vital to achieving multiple government goals – from building 1.5 million new homes to meeting environmental targets and enhancing national resilience. With strategic investment and fairer regulation, the sector can play a leading role in growing the UK economy while improving people’s quality of life.

Boosting domestic tree production essential

The Government’s climate change and biodiversity targets will not be met without greater support for domestic tree production, according to a new report produced by the Woodland Trust, the Horticultural Trades Association (HTA), the National Trust and the Royal Horticultural Society (RHS).

The Strong Roots report suggests that the UK government’s Net Zero Strategy, which requires 40,000 hectares of trees to be planted annually by 2030, is likely to be held back by barriers to domestic tree production, such as the lack of a designated action plan and a shortage of skilled workers.

In 2023/24, Britain planted over 20,000 hectares of new

woodland, the highest in 35 years, yet meeting future planting targets will require strategic support for domestic tree production, which is “the backbone of reaching targets to increase tree cover” according to the report.

Another issue highlighted by the report is the low number of fruit, nut and amenity trees being produced domestically in Britain. These trees play fundamental roles in agroforestry, as well as in city streets and gardens.

Rebecca Gosling, Lead Policy Advocate at the Woodland Trust said: “All three British governments have ambitious annual targets to increase tree cover. England’s

Environmental Improvement Plan sets a legally binding goal of expanding tree cover from 14.5% to 16.5% by 2050. This level of tree planting, which is vital in the fight against climate change, simply won’t

be possible unless there is coordinated support for the British tree production industry.

“Support is especially critical to maintain and boost British production of rootstock and

standard trees. We want to see the Government address this with an action plan for British tree production.”

It is interesting to see a number of reports and studies issued in recent weeks highlighting the positive impact the wider industry has on the UK, both economically and socially.

From the health and wellbeing benefits of green spaces to the heritage and cultural value of historic parks, the industry has found itself in the spotlight.

Most important, perhaps, have been the reports highlighting the significant economic impact the industry has and the strides being made to encourage the next generation to take up professional roles.

Indeed, BALI’s report pinpointing the massive financial success story of landscaping and horticulture is important and timely. Aimed squarely at the Chancellor ahead of the Autumn Budget but more generally highlighting a success story that often gets ignored, there are increasing calls for proactive Government support for the industry.

Equally, as other industries complain of growing skills gaps that are hindering progress, this industry is taking positive step s to encouraging a new workforce for the future. There are undoubtedly still huge challenges and obstacles that have to be overcome, but the industry is working tirelessly to improve education and training provision.

Throughout 2025 we have seen plenty of evidence of the continued success of the industry and hopefully that is rewarded in the near future with Government recognition.

Survey opens on the future of horticulture and landscape apprenticeships

The Horticulture and Landscaping Apprenticeship Trailblazer Group, a collaboration of over 50 employers, trade associations, and educators, has announced an important survey aimed at evaluating and enhancing our apprenticeship programmes.

This initiative is part of our ongoing commitment to develop, refine, promote, and support horticulture and landscaping apprenticeships.

The survey will close on the 24th November and all stakeholders (employers, apprentices, educational professionals, trade associations and other interested groups) are urged to take part.

The survey will help assess the effectiveness of the horticulture or landscape construction operative and horticulture or landscaping supervisor apprenticeships and guide future activities.

It will also assist in streamlining the documents that determine how the end

point assessments (tests) work, in line with current government policy.

Additionally, the results will be shared with partner awarding organisations to support their efforts.

The winners of the National Student of the Year Awards 2025 have been selected and notified and the BALI Chalk Fund charity is pleased to announce and congratulate:

• Chloë Webster from KLC West Dean for the Garden Design Student of the Year Award 2025

• Archie Matthews from Myerscough College for the Landscape & Horticulture Student of the Year Award 2025

Chloë and Archie faced the toughest competition this year, with entrant numbers increasing and the quality of entries being of a very high standard. The Trustees reviewed all the candidate entries and tutor submissions at a session in September.

Both winners will be officially presented with their awards at this year’s BALI National Landscape Awards, alongside their tutors.

As well as the accolade and kudos of winning such a prestigious award as they begin their careers, they also win £100 and a ROLO training course from Orchard Learning. Their college receives £500 also.

ITRI announces first three funded projects Headingley Cricket Ground bowled over with Gerflor

The Scandinavian Turfgrass and Environment Research Foundation (STERF), The R&A and the United States Golf Association (USGA) are pleased to announce three research projects selected for funding under the International Turfgrass Research Initiative (ITRI), a global programme designed to advance sustainable golf course and sports turf management.

The announcement marks the culmination of a rigorous twophase application process. Out of 25 proposals received at Phase 1, nine high-quality projects were invited to submit full proposals at Phase 2.

Following expert peer review and joint evaluation, three outstanding projects have been awarded funding.

Headingley Cricket Ground has been home to The Yorkshire County Cricket Club (YCCC) since 1890 and has hosted Test Matches since 1899.

When Headingley required a major refurbishment of their indoor cricket training facilities, the design team led by GCP Chartered Architects introduced

Gerflor, the international flooring expert, to deliver the ideal sports floorcovering solution for this critical and much needed facility upgrade.

To meet the high criteria set by both YCCC and the ECB, the installation of the new Taraflex Performance SL vinyl sports floor needed to be both innovative and completed to a very high standard.

Finalists announced for the APL Awards 2026

The Horticultural Trades Association (HTA) is thrilled to announce a record number of finalists for the 2026 Association of Professional Landscapers (APL) Awards, which showcase and celebrate excellence among the HTA’s landscaper and garden designer members.

The 123 finalists were revealed at the APL Annual General Meeting.

Judging took place over three intensive days. Led by a panel of respected industry professionals, the judges used their wealth of knowledge and experience to meticulously evaluate and select the best from an array of outstanding projects.

The expert judging panel was chaired by Bob Sweet (BBC

Gardeners’ World Live), with Rod Winrow (Garden House Design), Laura Anstiss (Oakmore Green), Rupert Keys (TASK Academy), and Phil Tremayne (APL General Manager).

Due to the exceptional level of skilled entries, two new categories have been introduced for the 2026 awards: Outdoor Living and Waterfalls and Pond Features, bringing the total number of categories to 22.

Winners of the prestigious APL Awards 2026 will be announced during a special awards ceremony on Friday, 13 March 2026, at The Brewery, 52 Chiswell Street, London EC1Y 4SA.

Operation Pollinator Award open for entries

The Syngenta Operation Pollinator Award is open for entries.

The Award seeks to reward golf clubs and other sport facilities proactively creating areas for all pollinator insects, along with managing other ecology initiatives that enhance the biodiversity alongside playing surfaces.

There are no Golf Environment Awards taking place for 2026, so the Syngenta Operation Pollinator Award will be presented at the prestigious BIGGA Awards Evening at BTME, Harrogate in January.

The Award, open for UK golf clubs and sport facilities, is being managed by the STRI and judged

by an independent industry panel, including the Wildlife Trust, BIGGA and last year’s Operation Pollinator Award winner, Melissa Winkworth of Goring & Streatley Golf Club.

Entry is a simple on-line questionnaire and sending in photos, detailing what you do, what has been seen and how it is communicated with players and the public, along with how ecology initiatives fit with the overall turf management. A short-list of finalists will be contacted for a discussion with leading STRI ecologist, Sella Rixon.

BALI unveils ground-breaking report

The new BALI Lay of the Land report is an in-depth analysis of the landscape industry’s current climate.

The study highlights market trends, challenges and future opportunities, with this landmark report set to become an essential reference point for planning and strategy across the sector.

Insights on the outlook and sentiment for landscaping businesses reveal 60 percent of respondents are prioritising business expansion in the next 12 months, though this is juxtaposed against the backdrop of 29 percent feeling staff recruitment is a challenge, with 55 percent saying staffing costs are “challenging or very challenging”.

The graduates, trained in partnership with ProVQ at the John Deere Apprentice Training Centre in Upper Saxondale, Nottinghamshire, were recognised at a special ceremony celebrating their achievement and the ongoing success of one of the longest-running manufacturer apprenticeship schemes in the industry.

Jacob Ellwood from the Thomas Sherriff dealership was named Technician Apprentice of the Year for 2025, while Alex Hind from Farol won the Parts Apprentice of the Year award. Both received trophies and iPads to mark their success.

Now in its fourth decade, John Deere’s apprenticeship scheme

continues to evolve to meet the changing needs of modern machinery dealerships. The programme equips students with a mix of technical, diagnostic, and digital skills, alongside customer service and communication training.

Apprentices on the Ag Tech and Turf Tech courses work towards the Land-Based Service Engineering Technician Level 3 qualification, while those on the Parts Tech route complete a Level 3 parts diploma.

The expanded Parts Tech programme, introduced last year, now includes greater emphasis on technical knowledge and customer interaction in response to the growing importance of John Deere’s aftermarket and service support.

An apprenticeship programme is also available to those working in the construction industry with the John Deereowned Wirtgen Group.

Since its inception in 1992, the John Deere apprenticeship programme has supported well in excess of 1,200 young people to find skilled roles across the company’s worldwide dealership network. Recruitment for the next intake is now underway, offering school and college leavers the opportunity to build long-term careers in the agricultural and turf machinery industries.

Getting paving jointing right first time and avoiding annual repairs

For all types of paved surfaces on domestic patios, and driveways, around retail and other commercial premises, and all around the public domain, inadequate paving jointing is the primary cause for most of the problems with natural stone paving.

This includes the reasons for countless delays in jointing and repointing works to complete the paving, as well as for the subsequent premature breakdown and failure.

Most types of paving jointing have several critical application restrictions and limitations for their use on site, the most important is usually that the jointing must take place in dry conditions and with no rain in the forecast, even for wet-slurry applied cement-based materials. This restriction and limitation is therefore the reason for countless delays in finishing paving works, whilst waiting for dry weather conditions.

Failure to comply with these necessary limitations, usually due to time and cost pressure,

BIGGA announces President for 2026

A Master Greenkeeper with more than four decades of experience across the world has accepted the nomination to become President of the British and International Golf Greenkeepers Association (BIGGA) in 2026.

John Wells, 66, has immediately stepped into the role of BIGGA President Elect, supporting current President Ronnie Myles for the remainder of his term. He will be formally appointed BIGGA President at the association’s Annual General Meeting, taking place online in January.

As BIGGA President, John will act as an ambassador for the association, representing BIGGA at events across the UK and overseas. He will also join the Board of Management, using his extensive experience to help guide the association in its mission to support and develop greenkeepers and turf professionals.

John was so surprised to be offered the presidency that he was initially in disbelief. He said: “I was quite taken aback when I received the call from Ronnie Myles to ask if I’d consider the position. At first, I thought it might be a wind-up from some mates! But once I realised it

was genuine, I was over the moon. I’ve been on Cloud Nine ever since.

John’s greenkeeping journey started at Welwyn Garden City, where his early promise was recognised as he ascended to the role of Head Greenkeeper at just 20 years of age. He spent 16 years there before moving to

Brocket Hall, where he oversaw major course developments.

He achieved Master Greenkeeper status in 1995 and left Brocket Hall in 2010, with John’s 18 years there having also seen him posted to

Cyprus, Russia, France and beyond to oversee projects. His final port of call was South Herts Golf Club, where he retired in 2023.

Salary committee issues 2026 recommendations

Made up of representatives of BIGGA, the GCMA and independent members, the CGCS recommends a 4.8% salary increase for 2026.

The CGCS has once again convened to examine the issues facing the industry and provide guidance to employees and employers on the appropriate levels of remuneration for key roles in golf.

Whilst the sport continues to thrive it is clear that challenges remain in finding and retaining the right people to maintain this momentum. There are also pressures on employers to meet increased overheads in the same way that employees are facing a continued squeeze on household finances.

The CGCS takes both of these factors into account when arriving at a recommendation. Inflationary measures since the last recommendations were published have been almost the inverse of the previous twelve months. Whilst not quite reaching the highs of September 2023, inflation has

risen steadily with some signs that we may have reached a plateau. At the same time Regular Pay inflation is currently at its lowest for 24 months.

The Committee believes that the issue of highly qualified and experienced staff being caught up in terms of salary by those enjoying the rise in the NLW still remains a significant problem.

With these factors in mind the Committee is recommending an overall wage increase of 4.8% from January 1st, 2026. Employers will continue to take an approach to remuneration decisions that reflects their own business environment and we hope that this recommendation is given commensurate consideration at this point.

Further to this our deliberations have considered the value of factors in addition to pay awards. A growing number of employers are looking at how they can reward and motivate employees through a package of measures that include

private health insurance, a defined proportion of budget ringfenced for professional development and also demonstrating a commitment to a robust governance structure. These factors all contribute to giving employees the sense that the business in which they work is genuinely committed to staff well-being.

With this in mind the CGCS is also recommending employers consider adding a further 2% to the overall package of key staff from January 1st, 2026. We believe that this reflects the growing practice amongst employers of considering staff remuneration in this way and will have a positive impact on staff retention.

Duncan Ross rejuvenates school sports field

Broughton High School is ecstatic that the school field, which has been closed for eight years due to a large hole appearing, has finally seen extensive works carried out by Duncan Ross Ltd, bring it back to life and with it, extending the fantastic sporting facilities on offer.

when heavy vehicles became bogged down on the pitch. Since then, the old network of drains beneath the surface had silted up beyond repair. The clear choice was to replace the entire system.

The company specified a comprehensive scheme, installing carrier, main, and lateral drains at fivemetre centres. Inspection chambers, junctions, and

outfalls were included for ease of future maintenance.

Once installed, the field received a full programme of post-drainage operations including decompaction to relieve construction compaction, sand topdressing to improve infiltration and surface regularity, overseeding for density, and targeted fertiliser applications to drive establishment.

The key to healthier playing surfaces

The real measure of irrigation quality and the biggest factor affecting turf health and resource efficiency is uniformity.

Manager of International Golf Sales for KAR UK & Van Den Borne Wesley Henshaw discusses the importance of irrigation uniformity.

Uniformity, measured as Distribution Uniformity (DU), describes how evenly water is applied across the irrigated area. A DU of 100% would mean every square metre receives exactly the same amount of water. In reality, factors like wind, pressure variation, nozzle design, and sprinkler layout mean there’s always some variation but the higher the DU, the better.

“Low uniformity forces you to run sprinklers longer to ensure the driest spots get enough water. This overwatering of the rest of the area wastes water, increases pumping costs,

and can create softer playing conditions, disease risk, and nutrient leaching,” he said.

“Many believe that sprinkler performance is simply about distance, if one head’s throw reaches another, coverage is ‘good’. In truth, sprinklers cannot achieve good uniformity if installed in a straight line. Overlapping spray patterns need to be arranged in a square or triangular pattern to blend evenly. Think of it like painting with a spray can, you don’t get a consistent coat by making single passes; you need overlapping passes at the right angles.”

Maximising versatility with the Terra Spike GXi8 HD

Romford Golf Club in Essex has relied on its Wiedenmann

Terra Spike GXi8 HD for deep aeration since 2018, and Course Manager Antony Kirwan says it’s now integral to the club’s maintenance programme.

“The GXi8 is exceptionally versatile,” says Antony Kirwan.

“We use it across every surface — tees, greens, aprons, and fairways. Its quick forward motion and range of tine sizes mean we can adapt it precisely to what we need at different times of the year.

“We use it in conjunction with a pedestrian aerator, and its efficiency allows us to cover 13 or 14 greens in an eight-hour shift, finishing the remainder the next morning.”

Romford’s course is mostly flat, but Antony Kirwan says that even the uneven areas pose no problem.

“We’ve a couple of areas that still have ridge and furrow from when it was farmland,” he explains, “but it breezes over them and doesn’t fluctuate or miss a beat.”

Antony Kirwan particularly values the speed of the GXi8 when aerating fairways. “We have to close holes during this work, so it’s essential the machine is both quick and efficient to minimise disruption

and get golfers back out as soon as possible,” he adds. “It’s easily the fastest machine for the job.”

That efficiency carries through to how the tines are used. New sets start on the fairways, and once they’ve worn down, they’re still appropriate for use on the greens for the next set of renovations — helping the team get the most out of every set.

Romford’s aeration programme has evolved since the GXi8’s arrival: fairways are treated two or three times in winter, while in March the greens are aerated to a depth of around 175 mm. Greens also receive scheduled renovations and three summer passes with 10 mm tines, and tees, aprons, and surrounds are maintained during seasonal windows.

The mid-season renovation includes a scarify, topdressing, a spike at around 150 mm depth, seeding with bent, and a light roll — a process that keeps the greens healthy, smooth, and consistent throughout the season. This approach improves soil health by letting air, water, and nutrients reach the root zone, keeping the course in championship condition.

The grounds management team at Blenheim Palace returned to MAJOR again to replace an older Trideck roller mower with new MJTDR-610.

Blenheim Palace in Oxfordshire, is more than a historic estate - it’s a living landscape, meticulously maintained to preserve its grandeur.

As a UNESCO World Heritage Site and one of Britain’s most celebrated examples of Baroque architecture, its 12,000 acre grounds include over 2,000 acres of formal gardens, parkland and lakes, that must be kept in pristine condition year-round for the million-plus visitors who come to experience its splendour.

The task falls to a dedicated team, including Forestry and Cultivation Manager Rob Burgess and estate maintenance worker Charlie Gerring. They care for around 300 acres of grassland, mowing up to 150 acres weekly for 35–40 weeks a year. “Visitors expect the front of the palace to look pristine,” says Charlie. “It’s a palace, so it should look like a palace.”

For nearly a decade, the team relied on a Major 6.1m TDR mower, valued for its sharp, clean finish and reliability. After nine years of service, it was time for a replacement - and the choice was clear: another Major TDR, purchased

When Stuart Donald took on the role of Head Greenkeeper at Inverurie Golf Club in April 2024, he faced immediate challenges.

“The greens were full of thatch with a shallow black layer,” he recalls. “The course needed remedial work and a clear longterm strategy to improve turf health and playability.”

The Biofilm Biofertiliser project is developing a novel multi-species biofilm-based biofertiliser product that reduces the use of synthetic fertilisers by 40-50%.

By utilising a unique consortium of UK indigenous biofilm-forming plant growthpromoting bacteria (PGPB), which is tailored to UK soils, it will improve soil quality and plant/crop health, resulting in 20-30% higher yields.

Formulation types include water-dispersible granules (WDG) and encapsulated options, which aims to improve nutrient availability, enhance soil health and foster a stable

biofilm with a targeted minimum shelf life of up to 24 months.

Following funding from the UK’s innovation agency, Innovate UK, the project is being led by a consortium of partners including lead partner, Bionema Group, a global leader in biocontrol technology development operating a Centre of Excellence and Technology Platform in biological formulation; CPI, responsible for the process development and production of samples for the UK field trials, and the UK Agri-Tech Centre, responsible for project management and dissemination/ exploitation ensuring awareness raising and end-user engagement.

Reducing disease and increase quality with Suståne

Life is all about balance, but for the greens team at Sweden’s Sankt Jörgen Park, achieving the balance of Nitrogen in the greens profile became critical as the club battled extensive annual outbreaks of Snow Mold (Fusarium Patch).

Helping them lower the Nitrogen content without detriment to plant health or play quality is 6-2-4 Turf Revival from Suståne which, after just three years, has significantly reduced the severity of the fungal disease.

Head Greenkeeper Andreas Flodman spoke to distributor Crophealth who identified with soil samples that we had high levels of Nitrogen in the ground over winter which

is not ideal when disease pressure is high and plant growth is low.

Crophealth suggested the club look at the more gradual nutrient release of the Naturel base Suståne range – a product Andreas used previously and was pleased to be re-introduced to. Andreas has been conducting two to four applications of Suståne 6-2-4 Turf Revival per season for the last three seasons, together with supplementary applications of Suståne 5-2-4+Fe allpurpose fertiliser for an additional boost in the early autumn when required.

When winter bites, it bites hard in the North East. At Chester-LeStreet Golf Club, Course Manager Jack Hetherington knows the battle all too well: persistent rain, cold soils, and long hours of leaf wetness that stretch from autumn into early spring.

Between October and March, maintaining playable surfaces becomes a test of strategy, not just stamina.

“Improving the movement of water through the surface is essential in maximising the window in which we can operate to produce the best surfaces,” Jack explains.

With a course built on mixed construction types, including clay push-ups with drains, keeping water moving is vital.

“It’s crucial that we get water down into the drains as quickly

as possible to maintain turf health and ensure playability. We’d also had issues with access points and bottlenecks becoming unsafe for play after rain. Applying FlowSmart in these areas has kept the course open.”

Jack applies H2Pro FlowSmart monthly in a tank-mix with Effect Iron as part of his ITM programme. “This combination aids playability and helps us stay on top of disease management,” he says.

The results soon spoke for themselves: firmer-feeling clay push-ups, faster infiltration, and more manageable disease pressure through the autumn and winter.

Tank-mixing with iron has brought additional gains too, with improved turf colour, vigour, and resilience through high-pressure disease periods.

For decades, gardeners have been encouraged to apply chemical fertilisers and pesticides to keep lawns looking lush and green.

But those quick-fix solutions are slowly stripping the soil of its natural life, damaging the delicate ecosystem that keeps grass healthy and resilient.

“Many people believe they’re helping their lawns by feeding them with fertilisers,” says Wilkins, operations director at soil biology specialists Ruskins. “But in reality, they’re creating a dependency.

It might take a little longer to see results, but the reward is a lawn that thrives year after year.”
