Retiring Torres Strait Regional Authority (TSRA) chair Napau Pedro Stephen, who was also the longest-serving mayor of the Torres Shire Council, was

honoured last week with a presentation evening attended by families and friends from all three local Council areas of the region.

Mayor Elsie Seriat said it was a

very special night of celebrations.

The 2024 Black Teatfish season, which opened on 29 April for just three days, saw a total reported catch of 15.9 tonnes, under the 20,000-tonne allowable limit. These discussions provide an opportunity to maximise the economic and cultural benefits of the fishery while ensuring sustainable practice.

The Thursday Island Animal Support Group Inc (TIASG) is welcoming back a team from Vets Beyond Borders for a vet clinic from this Saturday until next Wednesday.

It was the 13th clinic offered on Thursday Island and demonstrated the need for access to veterinary care for pets in the community.

Since the first clinic 432 animals have been desexed and TIASG hoped to make it to 500 animals during this clinic.

TIASG President Sonia Einersen said desexing animals didn’t just stop unwanted litters, it also has health benefits.

“Dogs and cats that have been desexed tend to live for longer and are generally less likely to suffer from disease and certain illnesses, such as mammary cancer and uterine infections in females and prostate problems in males,” she said.

“We know some people don’t like desexing their male dogs because it changes how a dog looks, so we also

offer Suprelorin® which is an implant injected under the skin, which temporarily suppresses testosterone.

“Using Suprelorin® provides all of the advantages of castration but only lasts for six months.”

The clinics had also seen an increase in the number of dogs tested for Heartworm, which was a preventable disease – almost 50 per cent of dogs tested were positive.

Ms Einersen encouraged dog owners to collect free heartworm prevention tablets from the clinic.

“It is so easy to keep your dogs protected from heartworm, just one tablet a month is all it takes,” she said.

“Once positive, while heartworm is treatable, it is an intensive treatment and unpleasant for the animal.”

The clinic will take place at Rebel Marine, 5-8 Douglas St from

Turn up Respect focus in new video Raising awareness of the new and negative influences that impact the way young people think about respect is part one of a new Turn up Respect campaign for youth to women and girls, especially online.

The campaign has produced a video that showcased the work of Waiben-based Kayin Ipikazil in supporting women and empowering young people.

“It feels really good to be a part of the Turn Up Respect campaign,” Kayin Ipikazil founder Matilda Loban said.

“It’s provided a lot of positive traction to Kayin Ipikazil which will enable us to connect more young people with mentors.

“In terms of respect, the biggest thing is to listen to young women and their concerns. You need to hear from the young person – giving them the time and space to validate their feelings, and to hear what respect means to them, what’s ok and what’s not ok.”

The campaign was led by First Nations Ambassador Nooky, a proud Yuin and Thunghutti rapper, producer and founder of the We Are Warriors program for youth, who said he wanted to silence the disrespectful influence of powerful, new social media influencers that were targeting young people and fuelling disrespect towards women and girls.

“As a First Nations musician and a father, respect is not just a word to me – it’s a way of life,” he said. “I’ve always been passionate about making sure that we yarn about respect in our communities.

“Now more than ever, that conversation needs to be louder.

“I want them both to grow up in a world where they’re respected in every aspect of life – as young girls, as leaders, as fierce Blak women, and as human beings.

“The Turn Up Respect campaign is important because online disrespect is one way that harmful attitudes towards violence can start.

“Sadly, some popular online influencers target young men and boys, encouraging them to disrespect women and even be violent.

“When this behaviour is not pulled up, it can start to seem normal over time and shape the kind of person and partner they become.”

Nooky has called on all First Nations people to continue to have conversations with young people about disrespect

and violence against women, particularly now that these new online social media influences were “getting in our kids’ ears and spreading toxic, disrespectful messages”.

“Our kids might not deliberately want to hear or see bad stuff, but once they watch one of these videos or engage with a post, more and more show up in their feed due to social media algorithms,” he said. “It’s like those funny dog videos – once you’ve watched one, all of a sudden, you’ll be shown hundreds of them.

“There’s nothing funny however about what our kids might be seeing and hearing, and how it affects their attitudes towards women and girls.

“So, it’s up to all of us to drown out the negative voices, turn up the volume on respect, and ensure that the positive messages about respect are the

ones that speak the loudest to our youth.”

The video featured several organisations, including Kayin Ipikazil, who were “already changing things”.

“There are people and programs out there in community already changing things, turning up respect everywhere,” he said. “In community, in our relationships, even online.

“So, let’s turn up respect and turn down the volume on all of the toxic voices.”

Health checks building healthy behaviours Young people on Thursday Island are being encouraged to build healthy behaviours for the future with an annual health check, starting from their secondary school days.

Torres Strait Men’s and Women’s Health Program Coordinator Lily-Annie Ahmat said an annual health check was important for young people.

As part of their activities to promote regular health checks, a Young Persons Health Check was held over two weeks at the Tagai Secondary Campus on Thursday Island.

“The Tagai event aims to encourage young people to build healthy behaviours from an early age,” Ms Ahmat said.

“By providing the event with consent from parents and carers it

overcomes barriers for young people to access health services, such

as shame, stigma, and confidentiality.”

Clinical Nurse Consultant Yoko Mills said early detection and prevention were the focus of the Young Persons Health Check.

The health check at Tagai has been held annually for the past nine years.

“This builds trust and rapport between students and health staff,’’ Ms Mills said.

She said familiarity with the Men’s and Women’s Health Program and health staff enabled students to continue accessing the health service when they left school.

“Prompt follow up of students with abnormal results is an important process for their health

and wellbeing,” Ms Mills said.

Students attending the Tagai health check were eligible for prizes as part of completing their check.

The Men’s and Women’s Health Program, in partnership with Tagai Secondary, aimed to deliver the event into the future.

Primary Health Care Programs Director Maleta Abednego said the Men’s and Women’s Health Program was one of five primary health care programs that operated under the Torres Strait Model of Primary Health Care.

The team was renowned for its community engagement and health promotion prior to and after all community visits.

TSC CEO Dalassa Yorkston said the Torres Shire Council acknowledged the enormous contribution and legacy of Mr Stephen.

“A leader who has given lifelong service to our region, Mr Napau Pedro Stephen has been and will continue to be a warrior for our nation, his advocacy for regional autonomy and preservation of kinship and culture has been unwavering,” she said.

“Courageous, persistent and visionary, Torres Shire Council, along with our sister Councils, have determined that to mark Mr Napau Pedro Stephen’s lifelong leadership of Aboriginal and Torres Strait Islander peoples, a leadership scholarship in his name is supported.

“Torres Shire Council places on the public record our enduring appreciation for his lifelong service and for his visionary leadership.

“There really is no big or little change that has occurred in the Torres Strait over the past four decades that Mr Napau Pedro Stephen has not either led or supported. He has been an essential change agent.

“Amongst all other things, he is to us all – dad – uncle – athe – brother-in-law – cousin – and lifelong friend.”

Torres Strait Island Regional Council Mayor Phillemon Mosby said he was honoured to be at the presentation.

“His unwavering dedication and vision has left a lasting impact on Torres Strait,” he said.

Northern Peninsula Area Regional Council Mayor Robert Poipoi said Mr Stephen’s dedication and commitment over the past 40 years had been truly inspiring.

“You have not only been a remarkable colleague and leader to many people within the NPA and Torres Strait, you have been a dear friend to our communities and

continued to advocate regarding our struggles,” he said.

Mr Stephen was presented with a Key to the City in recognition of his great service to the communities of the region – the highest honour, a rare gift and a first for the Torres Shire Council since its inception.

He was also presented with a Goebagab, passed onto him from Cr Thomas Fuji, who handed it to Cr Thomas Loban, who then passed it on to Cr Gabriel Bani, who not only spoke eloquently in honour of Chair Stephen but also explained the importance of the Goebagab as a cultural gift.

“This gift comes to us tonight through the corridors of time, carrying the values of many generations of a unique nation of people,” Cr Bani said.

“From the very beginning of his leadership journey, Uncle Pedro was introduced to and given the mantle of ‘Igilyawa’ - Protector of Life ‘Igilil’

- life, alive, tree that is green. “‘Yawa’ refers to caring for, taking care and looking after, protecting “This person is called Yawaw Garka custodian life/village last line of defence, the last man standing, the one who stays behind.

“Uphold traditional law based on kopor / kupay.

“Uncle Pedro, in your retirement, as Yawaw Garka, you now withdraw back to the village where you take your stand.

“With honour and respect for your journey and in acknowledgement and representation of the clan and tribal people, we present you with a Goebagab, a fighting club – battle item – and a symbol of authority reminding us of our obligation to the people we serve.”

Mayor Seriat wished Mr Stephen “the very best in your retirement”.

Truth-telling Inquiry reopens online – for now Online submissions have re-opened to provide the opportunity for all Queenslanders who have not yet had an opportunity to contribute to the Queensland Government’s Truthtelling and Healing Inquiry’s work to share their story.

The Inquiry recently paused work to seek further information from the Queensland Government, following public comments made by new Premier David Crisafulli and correspondence from Aboriginal and Torres Strait Islander Partnerships Minister Fiona Simpson about the government’s intention to repeal the Path to Treaty Act 2023 and not continue the Inquiry process.

Inquiry Chair Joshua Creamer said it had been nearly a month since the Premier advised he would be taking a different direction.

“Despite that passage of time, and now six requests from myself for an urgent meeting with the Premier, the Minister or the Director-General, there’s been very little communication, but for a proposed meeting that was indefinitely postponed,” he said.

“Now, I think we’ve all come to realise that we are all governed by the rule of law, and if you want to dismantle a functioning and effective inquiry, you have to comply with the law.

“As it stands, the Path to Treaty Act is the law, and under the Path to Treaty Act, myself and other members have certain responsibilities, duties and functions.

“Given the inability of the Government to be able to move swiftly, we’ve decided to recommence the work of the Inquiry.”

He said there would be some limitations.

“The plan, going forward, is to open our submissions’ portal,” he said.

“Our submissions portal will be opened at least until early January at this stage and at the end of that juncture, we’re proposing to produce a report.

“It is obvious the inquiry will not get the opportunity to run out its statutory term of three years, but it’s likely to

“I also have responsibilities under the Path to Treaty Act for the efficient and effective use of those resources that the inquiry has. “Those resources include our staff, which are provided to support the inquiry by the Department.

“Taking those things into consideration, I think it’s important that we utilise our resources effectively over the next coming months.

“And as I say, the staff will be focused on engaging with key organisations and institutions, working through the submissions, and then producing a report which, under the Act, has to be provided to the Minister and will be tabled in Parliament.”

He said there had been no information from the government in terms of pulling back on resources.

“We’ve got access to the resources which have been there,” he said. “There’s been no information from the Government, so no discussions about pulling back our resources at any stage.

“So, whilst they’re there, we’ll continue to utilise them.”

He said there had been a “wave of support” for Inquiry, which had encouraged him and his team.

“It’s up to the Government whether they choose to listen to that,” he said.

Mr Creamer said with the re-opening of the portal, submissions could be accepted.

“The history of Queensland needs to be told,” he said.

“That’s what it comes down to.

“I’ve had the benefit of working on historical matters for 15 years.

“I’ve got a better grasp than most about the history.

“It’s a beautiful history.

“It’s a powerful history, and very few people understand it.

“That was the benefit of this inquiry.

“But we’ll do the best we can in the short timeframe we’ve got, to compile a report that covers key aspects of our history and make some important recommendations.”

The Queensland and Northern Territory branches of the Independent Education Union said they supported the decision to go ahead with the Inquiry within the capacity they had.

“The lack of fundamental courtesy being demonstrated by the new Queensland government in ignoring the Commission’s repeated requests to meet with the relevant minister is disgraceful,” Branch Secretary Terry Burke said.

“It shows a lack of fundamental respect to First Nations Peoples, the Inquiry and those who have made submissions to date.

“We strongly support today’s decision by the Commission Chair and encourage our members and others to tell their stories to the Commission as soon as possible to get those matters on the public record in the state archives.

“We again urge the new Queensland Premier to reconsider his plans to repeal the Path to Treaty Act.” Online submissions can be made to the Inquiry at https://www. truth-telling-qld.com. au/

New chapter in Ailan health opens on Waiben

BY KANTESHA TAKAI & JENNIFER ENOSA The opening of a new Torres Health Indigenous Corporation office and an official re-launch of its services was a momentous day for Torres Strait Islanders earlier this month.

As the first community-controlled health organisation in Zenadth Kes, Torres Health continued to support and complement existing services in the region by promoting and strengthening Aboriginal and Torres Strait Islander individuals and communities to achieve better health outcomes.

The milestone event was well attended by clients, former and current board members, staff, community stakeholders, government officials and funding bodies who have supported the organisation since its inception in 2017.

Kaurareg Elder Aunty Enid Tom delivered a moving Welcome to Country and shared

her history working in health.

She also declared her support of Torres Health’s vision and collective goal.

Torres Health Board Director Dr. Sean Taylor served as the event’s MC and spoke passionately about the future of Aboriginal and Torres Strait Islander health care.

“We know that when it comes to our health, we must take control,” he said.

Founder and inaugural Torres Health Chairperson Vonda Malone reflected on the organisation’s journey in her keynote, emphasising the importance of ensuring its long-term sustainability.

Torres Health Chairperson Fred Gela acknowledged key partners and community members, especially the Fujii family for offering the premises that would act as the organisation’s program office.

“This office space ensures stability for our growing team and easy access for families to receive culturally safe care,” Mr Gela said.

“We have strong partnerships and connections with our

funding bodies, and our services will have a strong focus on prevention.

“We don’t want to wait until yumi are in hospital beds, we want to start from the beginning and straight the bamboo while e green, not when em dry, that means we must start with our children, we must begin in the home.”

Torres Health CEO Renee Williams acknowledged her predecessors and introduced her staff and their program areas.

“My team are the heart and soul of Torres Health, and they are the voice of community,” she said.

“When they hear the needs of the community, they take action and raise it with me so that we are able to cater services to fit those needs.

“I thank Paula Arnol and Joanne Bowie for the work that they have done before me as CEOs of Torres Health.

“We work with many partners in the region and we are a small team

but we make things happen together.”

After the formalities, Aunty Enid, Mr Gela and Mrs Malone cut the ribbon and Father Stephen blessed the organisation, finishing with a traditional performance by the Lagaw Titui Dance Team.

Torres Health hired traditional venue decorations by George Gabey, decal installations by Kailu George, cake from Karina Hirakawa, photography by Lola Digital and catering from Shirley Yusia to support local business.

Torres Health’s launch underscored its mission to empower Zenadth Kes with accessible, holistic health services.

As the organisation looked to the future, it remained dedicated to innovation and partnerships to enhance the well-being of all Torres Strait Islanders across the region.

20 years on – Palm remembers Mulrunji Doomadgee

Mulrunji Doomadgee on Palm Island held last week.

On 19 November 2004, Mulrunji died in custody in a Palm Island police cell.

Twenty years on, family and friends gathered in the North

Queensland community for a memorial event.

The focus of the day, held at Palm’s Fred Clay Park, was “healing”.

Sister Valmae Doomadgee said words couldn’t explain how much they appreciated the event.

“On behalf of myself and families we would like to thank all our local businesses for their time, consideration and help with food and preparations for the 20th anniversary,” she said on Facebook.

She also thanked speakers on the day who included Dr Gracelyn Smallwood, Lex Wotton and Alec Doomadgee, who travelled from Doomadgee with his mother Noreen, son Bailey Dumaji and nephew Don Don to be there.

“Your presence was so strong and powerful and was felt throughout the day,” Ms Doomadgee said.

“Thank you for travelling here to help us all heal, forgive and move forward as a family, as a community.”

Mr Doomadgee said he was on Palm for two days.

“The past two days here on Palm have been very healing and spiritually uplifting due to the respect and kindness of the community and my Doomadgee family,” he said.

Dr Smallwood said it was about trauma healing.

“It just seems like yesterday,” she said.

“Mulrunji’s death sparked a resistance and all that trauma has built up.

“This time was a little bit different, the anger wasn’t there.

“It was very sad The police were very cooperative and very supportive of the cultural business.

“Alec did special ceremony, and then there were speeches, and we spoke about trauma healing – this should never happen again.”

She said it was a positive move that Queensland police had sent Rothana for the event.

“Rothana had a father from here and she has grassroots and cultural knowledge,” she said.

“I have never before praised police in decades but we need more people like her.”

Mr Wotton, who was jailed for his part in events following Mulrunji’s death, said he didn’t regret his actions two decades ago and told the audience that he had no intention to speak.

“But the Doomadgee family asked me and this is in memory of Cameron,” he said.

“Our people are still

“The government spends millions a year on fly-in and fly-out workers from the mainland and these jobs could be going to locals.”

David Bulsey was not as forgiving.

“My life was placed in turmoil and the incident maybe 20 years ago but is still fresh in my mind,” David said.

Mayor Lacey said the day exceeded his expectations.

“It was a time for community to come together and not so much opening up old wounds, but finding a process in terms of all of us moving forward and getting things done, particularly for the new generation in our community,” he said.

“It was about how we find inner peace in ourselves – human rights is always going to be an issue, no matter whether we live in Palm or Yarrabah or in the Torres Strait or wherever, and I think it’s just a matter of helping the family to move on to find inner peace within themselves.

“I want to thank the community for participating, I think it was really important that we just had a moment ourselves as a community to sit down and think about things and where we want to move forward.”

BY SERA SEFETI WITH THANKS TO BENAR NEWS Australia has been accused of being “out of touch with the reality of climate change” by campaigners as it bids to co-host the COP31 summit in 2026 with Pacific Island nations.

Talks at the UN’s COP29 in Azerbaijan finished their second week and delegates were on their way home earlier this week.

Australia took a lead role in climate finance negotiations and pushed to secure COP31.

A joint AustraliaPacific COP would be the first co-hosted by multiple nations and mark the summit’s return to the Southern Hemisphere after an absence of a decade.

Turkey was also vying to hold the event, with a decision anticipated by the middle of next year.

Pacific Islands Forum Secretary General Baron Waqa said Australia’s bid has the full support of Pacific Island nations and would be “great for the Pacific.”

“We just need to get to the finer details, to work out the finer details,” Waqa said in Baku.

Civil society groups said the divide between Australia and the Pacific’s climate ambitions must be addressed.

Australia’s government has lobbied intensively to secure the hosting rights, including diplomatic overtures to competing bidder Turkey. Climate Change Minister Chris Bowen reportedly made a brief stopover in the capital Ankara on his way to COP29.

“Climate change is the biggest threat to the prosperity and security of the people across our Blue Pacific Continent,” Bowen’s office said in a statement. “Australia and the Pacific share an ocean and a future; this is why we are bidding to host a COP in partnership with the Pacific in 2026.”

Togiab McRose Elu, representing an Australian community highly vulnerable to climate change, travelled to Azerbaijan to highlight the dire situation in her low-lying islands.

“We’ve spoken to them about how climate change is affecting our islands and people and they leave the room only to approve new gas projects. Our people are refusing to leave their ancestral homes despite the rising sea levels. They say, ‘Come what may, I will die here’.”

Civil society groups urged Australia to align its domestic policies with the region’s priorities, particularly on no new coal or gas extraction projects, fossil fuel phase outs and limiting warming to 1.5 degrees Celsius.

President of grassroots advocacy group 350 Pacific Joseph Sikulu said Australia could not have it both ways, accusing it of paying “lip service” to the region’s ambitions.

“Australia is the world’s largest emission exporter, with 35 coal mine proposals and six gas exploration projects in the pipeline, but wants to be seen as an ambitious climate leader in the Asia-Pacific region,” Sikulu said.

“With Australia bidding for COP31 presidency, its actions – or lack thereof – here in Baku are under the spotlight and unfortunately the country has demonstrated it remains completely out of touch with the reality of climate change.

“The extraction and expansion of coal and gas in Australia directly exports destruction to the Pacific.”

Countries who hosted COPs were picked on a rotational basis from the five regional groupings of Africa, Asia, Eastern

Europe, Latin America and Caribbean, and Western Europe and Other States.

Host countries in 2026 were Western Europe and Other States and Australia secured the support of fellow group members US, UK, France, Germany, New Zealand and Canada.

The decision was traditionally reached by consensus. Pacific nations were part of the Asia group, which included last year’s host Dubai.

A veteran Samoan climate negotiator and member of the COP29 Scientific Council Sala George Carter said the opportunity of co-hosting with Australia would be “unprecedented for the Pacific”.

Fiji’s delegation to COP29 welcomed the prospect of a Pacific COP and the increased visibility it would bring to the region’s “frontline” communities – but with qualifications.

“It will put enormous pressure on the Australian government to do something about their emissions strategy,” Fiji’s country lead in Baku, diplomat Sivendra Michael said.

Australian diplomat Emily Luck told a panel session at COP29 her country understood the value of a collective and co-ordinated voice.

“We in Australia certainly recognise our responsibility in addressing the climate crisis through our own transition to net zero and providing support for the Pacific,” Luck said.

“We certainly recognise our responsibility to

reduce our emissions and advocate that others, including the world’s largest emitters, do the same.”

She highlighted within this decade Australia would move 82 per cent of its electricity towards renewable energy, from just 32 per cent in 2022.

Mer Shark Teeth Welcome Arch

Restored to Glory GBK’s MGNM Work Crew transforms a cultural icon through dedication, skill-building, and teamwork.

Mer Island is excited as GBK’s Meriba Ged Ngalpun Mab (MGNM) Community Work Crew takes charge of restoring the famous Shark Teeth Welcome Arch at the island’s airport. This project, funded by the Australian Government’s Community Development Program (CDP), gives local workers the chance to build new skills while preserving an important cultural symbol.

The restoration began with a week of welding training for the MGNM team, led by Rudi from Civil Safety. After completing their training, the crew started carefully removing the shark teeth and feathers from the arch.

They worked hard to clean off old paint, pressure-wash the structure, repair broken parts using their welding skills, and repaint the shark teeth and feathers to bring the arch back to life.

The project is guided by MGNM’s Project Manager, Harry Ghee, with help from Project Coordinator, Amina Ghee.

Through this work, the team is not only restoring the arch but also learning useful skills in construction and maintenance.

As explained by MGNM’s Ellen Tapau, “The Shark Teeth Welcome Arch holds profound significance for the Mer Island community. It is a symbol of cultural heritage and pride, representing the island’s unique identity.

The restoration of the arch is not just a physical renewal but also a celebration of the island’s rich traditions and history.”

When the work is done, the renewed arch will welcome visitors with its bright, fresh look, showing the strength and teamwork of the Mer Island community and the great work of the MGNM team.

TSRA marks World Fisheries Day The Torres Strait Regional Authority (TSRA) marked World Fisheries Day last week by highlighting its commitment to supporting the region’s Traditional Inhabitant Boat (TIB) fishers, who embody this year’s theme of sustainability, healthy ecosystems, and innovation in fisheries.

For centuries, Torres Strait Islander and Aboriginal people of the region have relied on their deep knowledge of the sea and traditional fishing practices to feed their families and maintain a healthy sea country with sustainable fish stocks.

Today, TIB fishers continued to uphold these principles in their commercial operations, balancing cultural heritage with sustainable practices.

To help address these issues, TSRA launched Phase 1 of the Wapil 2 project, an initiative designed to strengthen the economic viability of TIB fishers while respecting cultural priorities and practises.

Wapil 2 was a three-year project, funded by the TSRA, Department of Employment, Small Business and Training and the National Indigenous Australians Agency.

TSRA Chairperson Napau Pedro Stephen said the project strongly aligned with this year’s World Fisheries Day theme.

“World Fisheries Day’s focus on sustainability and innovation is at the heart of the TSRA Wapil 2 project,” he said.

“We’re offering grants to help TIB commercial fishers replace aging equipment, like outboard motors and trailers, and provide essential items like safety kits and training opportunities.”

Vessel inspections on offer for TIBs Torres Strait Regional Authority (TSRA) fisheries staff will visit islands to assess Traditional Inhabitant Boat (TIB) fishing vessels for Australian Maritime Safety Authority (AMSA) vessel certification requirements with an accredited marine surveyor later this month and into December.

While obtaining AMSA compliance is typically the responsibility of boat owners, the TSRA said they were offering the support to enhance safety for TIB commercial fishers and their crews, and strengthen the eligibility of TIB commercial fishers to access training and grant opportunities under TSRA’s Wapil 2 project.

Inspections will cover: • safety equipment • fuel systems • electrical systems • hull condition; and • checking builders’ plate details are correct and renew with stability test if required.

To prepare for the inspections Armstrong Marine Services Principal Surveyor Rod Armstrong (pictured) has asked TIB fishers seeking AMSA certification to submit a pre-inspection form (available from the TSRA Fisheries Team), along with photos of their vessels.

“The inspections should be done on trailers, out of the water, unless a stability test is required,” Mr Armstrong said.

“All safety gear must also be on board and fully operational.”

In addition to vessel assessments, Mr Armstrong will assist commercial TIB fishers by: • submitting survey applications to AMSA • preparing AMSA forms and survey documents for each vessel waiting for inspection • ordering and dispatching new Australian Builders’ plates (as required); and,

• helping the issuing of Ex40 certificates from AMSA. TIB commercial fishers will be notified about inspection dates and times, with schedules posted on the TSRA Facebook page and community notice boards.

Safety kits and Wapil 2 Project opportunities As part of Phase 1 of the Wapil 2 Project, the TSRA has been distributing safety kits to TIB commercial fishers.

The kits were designed to meet AMSA compliance for 3C vessels up to six metres and Exemption 40 and included: • Safety jackets • Electronic Position Indicating Radio Beacons (EPIRBs) • Flares, and other essential safety gear The equipment was stored in waterproof safety cell containers and grab bags that could be secured to vessels.

Full-time, commercial TIB fishers were encouraged to take advantage of the opportunities under the Wapil 2 project by submitting an Expression of Interest (EOI).

Wapil 2 was a three year project funded by the TSRA, Department of Trade, Employment and Training and Employment, Small Business and Training and the National Indigenous Australians Agency.

Laughter filled the Gab Titui Cultural Centre last Friday and Saturday nights when the highly anticipated theatre show Lucky and the Flight of the Sky Puppies made its debut in Zenadth Kes. Kaiwalagal-based families and community gathered around the outdoor stage to follow the heartwarming and hilarious adventures of Lucky, a Speckled Flying Fox lost in Cairns when its home was destroyed.

“It was amazing playing off of her energy and watching her respond and adjust to the crowd’s reactions.”

“I was a little nervous, but I was so excited to get on stage,” Agnes said.

“I had lots of fun doing

Jason said the kids in the audience were responsive.

“The best part was how after the show, all the kids came up and were interested in learning how the puppets worked and they tried on the costumes as well,” he said.

“I loved watching their curiosity at work.

“We even had kids come up to us at the wharf and quote our lines from the show.”

Torres Strait Regional Authority (TSRA) Chairperson Napau Pedro Stephen AM said he was privileged to attend the show and that it had left him and

audiences with happy tears and unforgettable memories.

“The atmosphere of love and laughter created by the cast and crew was electric,” he said.

“What an incredible performance by young Agnes, Jimi and Jason.

“Lucky and Flight of the Sky Puppies will undoubtedly remain a cherished memory for all who attended, especially the children who sat at the front, eagerly awaiting each act.”

Jimi and Jason will remain on Waiben until the end of November and said they hoped to connect with local

performing artists.

“We are very humbled by the support from TSRA, Gab Titui Cultural Centre and TSIMA, and we look forward to developing conversations with local artists to explore all storytelling mediums to share important messages,” Jimi said.

Lucky and Flight of the Sky Puppies was presented by Gab Titui Cultural Centre and the Grin and Tonic Theatre Troupe.

AFL has continued across the outer islands over the last two weeks with school sessions held at Mabuiag, Poruma & Mer Islands.

It’s always a privilege to visit the Torres Strait

and to teach students the skills of AFL. While visiting each school, our staff talk to students about the importance of school attendance, behaviour and leadership.

Celebrating success: ZKJRL end-of-season party

BY MARITA SAGIGI ZKJRL wrapped up the 2024 season with a presentation night at the Bowls Club last weekend.

The committee expressed deep gratitude to their volunteers for their essential support on and off the field.

Special recognition was given to the team that competed at the Laurie Spina Shield in July, coaches George Nona and JP Jeffrey, manager Ursula Nai

and League Safe/sports trainers Emily Nona, Hezekiah Nona and Kiwat Abednego.

Vice President Marita Sagigi said the club was dedicated to providing opportunities for children to showcase their skills and training outside of local competitions.

“The children get to put all of their knowledge and training together in a pretty awesome display of natural talent and

become a little more competitive than in our local competition,” Marita said.

The club introduced a perpetual shield for the Under 12s ‘Player’s Player’ in memory of Denne Bourke.

“We discussed the significance of Denne’s support to our club in a committee meeting in 2023,” the committee said. “It was only fitting to commemorate Denne in this way.”

November introduced the 2025 committee with new and returning members: President JP Jeffrey, Vice President Marita Sagigi, Treasurer Ursula Nai, Secretary Elise McKee and Registrar Jess Jeffrey.

Harold keen to keep running

BY VELMA GARA Although it’s been 10 years since Harold Matthew ran in the New York Marathon as part of the Indigenous Marathon Project, he says he is still keen to continue at the elite level next year.

Torres News caught up with Harold at the PCYC Deadly 3’s Basketball earlier this month, where he was playing the other sport he loved when not running or playing football.

But that’s changed since returning to Thursday Island, putting on the running shoes to run along the roads, hills and around the island.

“That’s where my training gonna start now, probably not gonna play footy or no basketball, I’m going to be focused on my running now,” he said.

“I got big, big goals next year, I’ll

try and do some international marathon training and compete.”

Harold, along with now-Mayor Elsie Seriat, were the first from Thursday Island to join the Indigenous Marathon Project and both ran in the NY Marathon in 2014.

He also ran in the London Marathon in 2017.

Harold and Elsie were so inspired by long distance running, the positive change and health benefits it produced, they started the TI Deadly Runners on Thursday Island.

Over the years, many residents have participated and confidently taken the next step and competed in fun runs and marathons on the mainland.

Some have even followed in their footsteps and run the NY Marathon themselves – a huge achievement for Thursday Islanders and the Torres Strait.
