BY FLORA WARRIA A childcare centre, closed for several years on Ngurupai, is one step closer to re-opening after the land it was on was transferred back to Traditional Owners last Thursday.

It was a joyous day for residents.

The block was home to the island’s Ngurupai Kazil childcare centre, but the closure forced families to travel to nearby Thursday Island via ferry to access services.

The Kaurareg Native Title Aboriginal Corporation (KNTAC) has been given the title deeds for a block of land at Wasaga Village/ Community under the Aboriginal Land Act 1991.

Podcasts offer Ailan focus on dementia and ageing issues

A team of Torres and Cairns-based clinicians and researchers have produced four Torres Strait-specific podcasts focusing on dementia and ageing well for Torres Strait communities.

The podcasts were narrated by Torres Strait Healthy Ageing Research Team (HART) members Betty Sagigi and Chenoa Wapau.

Subjects covered by the podcasts included why dementia was an important topic to understand for people living in the Torres Strait, the most common types of dementia, what was involved in getting a diagnosis, keeping healthy, practical ways people can help family members with dementia and supports that were available locally.

Grants open for sustainable fishers

Queensland fishers can apply to reel in their share of $400,000 under the Queensland Government’s latest fishing grants program.

The funding formed a crucial component of the Government’s Sustainable Fisheries Strategy, designed to establish a legacy of sustainable fisheries for future generations.

Minister for Agricultural Industry Development and Fisheries and Minister for Rural Communities Mark Furner said they were committed to sustainable fishing.

“The Government is dedicated to empowering all fishers to trial and implement more sustainable fishing methods and boost community fishing activities,” he said.

“These programs have been increasingly popular each year they have been run, and their benefits are invaluable.

“The grassroots projects that these grants support are helping Queenslanders build sustainable fisheries for our children and grandchildren.”

This year hundreds of applications were received and applications were open for further grants with funding divided between: • $200,000 for commercial and

charter fishing initiatives that aim to promote sustainable fishing practices.

• $200,000 for recreational initiatives that provide a benefit to recreational or traditional fishing in Queensland.

Commercial and charter applications were

open until 25 October 2024 and may include

trialling alternative or innovative gear, industry modernisation, responsible or sustainable fishing methods or education, sustainable seafood promotion, and promoting mental health initiatives within the commercial fishing community.

Recreational or traditional fishing applications were also open until 25 October 2024 and may include projects run by communitybased not-for-profit organisations, fishing clubs and incorporated associations, and individuals.

Hospital redevelopment brings hope STORY AND PICS

Works finally completed on a long-awaited hospital redevelopment were celebrated with a formal opening last week on Waiben.

The $56 million upgrade included new hospital beds, a new emergency department, a new operating theatre, birthing suites and the region’s first CT Scanner.

Local MP Cynthia Lui said she could remember the challenges she faced when working at her first-ever job at the Primary Health Care Centre on Yam Island.

“I got to experience the challenges of delivering a health service to a community of people that I have close connections to,” she said.

“These were not strangers…[these] were families and people that I grew up with.

“In a remote setting, there are many challenges, such as limited access to fresh fruit and vegetables, access to [services] and how regular [health specialists) visit.”

“Health workers carry the responsibility of their community.”

upgrades back in 2020 with then-Minister Yvette D’ath, said it made her happy to see the hospital after four years of waiting.

She said her government was looking at health holistically.

“We’ve recently implemented a 20 per cent discount at the cash register, so people living up here can afford to buy essential items at the shop,” she said.

TSIRC Mayor Philemon Mosby welcomed the upgrades on behalf of the coalition of First Nations leaders from across the region’s three local councils and the Torres Strait Regional Authority.

“The government is demonstrating to the Aboriginal and Torres Strait Islander First Nations people of this region how serious the government is in terms of ensuring we have updated infrastructure, facilities and equipment,” he said.

“That will enable smooth transition, accessibility and affordability for more of our people. “[Enabling] community members to access these services and our people living longer because these services, these technologies, are here at our doorstep.”

coalition took the opportunity to meet with Minister for Aboriginal and Torres Strait Islander Partnerships Leeanne Enoch about the region’s most critical issues.

“Number one being the legacy aspiration of regional governance,” he said.

“Secondly, we spoke about local decision-making and the statutory obligations and responsibilities of entities created by state and common legislation.

“Thirdly, we spoke about State and Commonwealth investment in terms of infrastructure, dollar for dollar matching, key replacement and renewal of infrastructure in the region.”

Cr Mosby said the coalition had maintained their calls for a coronial investigation in the hope it would spark change in a region struggling with poor health outcomes.

“Where is the accountability?” he said.

“Where is their statutory obligation and responsibility to the people of the Torres Strait and Northern Peninsula area for what has occurred since 2022 in terms of the avoidable and preventable deaths of First Nations, Aboriginal and Torres Strait Islander People.”

He said they were

Ms Lui said in her experience as a health worker, she had seen what the Torres Model of Care brought to the region first-hand.

“We should be bringing community closer to the health services and the health services closer to the community,” she said.

“However that happens, I will leave it to the experts in this space to make that decision.”

Ms Lui said that time and technology had changed, and the health services needed to move with that.

Minister Enoch said the upgraded infrastructure was a step closer to better health care but acknowledged more needed to be done.

“We need to acknowledge that there are systemic failures,” she said.

“We know there’s more work to be done – that’s why we’ve got the plan in place to ensure that we’re building the kind of healthcare that you want to see and that healthcare is closer to home.”

Garbage trucks on their way to outer island homes Torres Strait Island Regional Council (TSIRC) communities have 15 ‘new’ garbage trucks set to be shipped to communities between now and the new year.

City of Gold Coast donated 12 of the vehicles and three were purchased by the Council.

TSIRC CEO James William said the trucks would soon be hard at work regularly picking up community household waste.

“The rollout of the 15 garbage trucks underscores the Torres Strait Island Regional Council’s commitment to community health, safety and efficient waste management,” he said.

“We’re really excited about this move forward in waste disposal and know it will make a positive difference to our communities.

“We’re looking forward to the new garbage trucks lightening the load for all.”

Bike to school ‘bus’ on again Outer island sea

Mobilise TI’s ‘bike-to-school bus’ will be running again every Friday of term 4 from tomorrow.

Organised by Mobilise TI, coordinator Sarah Tedder said all community were invited to join in, whether they had children or not.

“We travel at a relaxed pace to ensure everyone of any age or ability is comfortable,” she said. “All you need to do is bring your own bike, scooter or runners.”

She said if a bike was needed, parents or children could sign up at www.bit.ly/ mobiliseti and select ‘Bikes to TI’.

“Our first priority is to ensure schoolaged kids have access to a working bike so they could get themselves to school,” she said.

She said their regular bike maintenance and repair workshops and partnership with Revolve Recycling helped.

Expressions of Interest (EOI) are being sought from sea freight operators with the capability and capacity to provide services to help lessen the cost-of-living pressures due to freight transportation challenges in the outer Torres Strait.

The State Government said it was continuing to deliver on its commitment to reduce cost-of-living pressures through its $64 million Remote Communities Freight Assistance Scheme.

The EOI process was for the delivery of essential sea freight services to the Outer Torres Strait Island (OTSI) communities.

Local MP Cynthia Lui said the Sea Freight EOI would help to address the immediate challenges associated with vast and dispersed communities in the Torres Strait.

Transport and Main Roads Minister Bart Mellish said the state included some of the most remote communities anywhere in the world.

“Which is why continuing to support them is critical to

ensuring sustainable freight service delivery,” he said.

“Reducing cost of living pressures for Queenslanders, regardless of where they are located, is a key focus of the Queensland Government, along with ensuring communities remain connected to essential goods and services.

“I encourage prospective sea freight operators who are interested in working with the Queensland Government to provide essential services to the OTSI region to submit an expression of interest.”

The Department of Transport and Main Roads has released an expression of interest via QTenders, which closes at midnight on Friday, 22 November 2024.

Expressions of interest will help inform how the Queensland Government can best work with a freight service provider to ensure the OTSI region is well supported into the future.

New grants offered for arts experiences and businesses First Nations-led arts experiences and businesses have two new opportunities this Indigenous Small Business Month after a Queensland Government investment of more than $1 million to support the creation of new works, grow careers and improve business skills and capacity.

The First Nations Commissioning Fund (FNCF) supported nine Aboriginal and Torres Strait Islander artists and organisations to share unique stories and cultural knowledge across various art forms, including new music commissions, as well as boosting career opportunities for First Nations arts workers through industry placements.

Minister for the Arts Leeanne Enoch said First Nations artists and cultural enterprises made a significant contribution to the state’s economy and identity.

“With the Brisbane 2032 Brisbane Olympic and Paralympic

Games on the horizon, the Queensland Government is working to ensure the state’s talented First Nations artists and arts organisations and businesses can leverage the immense opportunities the Games will present,” she said.

“The First Nations Commissioning Fund and First Nations Arts Business Grants support the priorities of our 10year Creative Together roadmap for arts, culture and creativity, elevating Queensland’s reputation for exceptional and unique First Nations arts and cultural products and experiences.”

Aboriginal and Torres Strait Islander singer and social historian Jessie Lloyd was eligible for up to $85,000 through the FNCF to produce Kala Lagaw Ya Learning Songs in collaboration with Western Torres Strait song women, while an additional $37,500 was to support a Creative Producer industry placement for the project.

Ms Lloyd said the grant would contribute to solidifying the project, which strategically preserved, sustained and celebrated the Western Torres Strait language.

“The project will make the severely endangered Kala Lagaw Ya language available in song form and easily accessible through online formats, which is where the younger generation are mostly engaged,” she said.

Other Torres Strait Island recipients included Lisa Sorbie Martin, a Gold Coast-based visual artist who created wearable art, textile designs and ceramics, and the Badu Art Centre.

BY KANTESHA TAKAI The Tides of Tomorrow Emerging Leadership and Business Development Workshop will immerse 15 young Torres Strait Islanders in business and leadership fundamentals this Indigenous Business Month.

The transformative experience, to be held on Waiben later this month, was described as a dynamic program for 18-25 year olds to gain from hands-on training led by First Nations facilitators such as motivational speaker and Cairns councillor Trevor Tim, who praised the program for its youth empowerment.

“It’s important that we prepare young people with the tools and mindset necessary to become successful entrepreneurs,” Mr Tim said.

“It’s all about dreams, discipline, and building confidence.

“Everything we want in life is outside our comfort zone, so sometimes it’s important to feel uncomfortable to get comfortable.”

Over five inspirational days, participants could explore business opportunities that addressed challenges in their respective communities and collaborate to develop, prototype and test their ideas.

Also joining the program was influential Salty Monkeys business owner Dennis Fay, who encouraged hands-on learning for First Nations peoples.

“Our people are practical learners, we learn by doing and through this program, participants will practice problem-solving with a sense of ownership and empowerment,” Mr Fay said.

“It’s an incubator where they will gain valuable insights into the realities of running a business in the Torres Strait.

“Tides of Tomorrow is a launchpad for future entrepreneurs.”

Co-organiser and facilitator Marcella Ketchell said the program was a collaborative effort between Salty Monkeys and Blak Stars Solutions, supported by the TNQ Drought Hub and partially funded by the Community Benefit Grants Fund.

The Indigenous Driver Licensing Unit (IDLU) is coming to the Torres Strait for an extended visit this month, thanks to the support of GBK’s MGNM team. The IDLP will be visiting Masig and Poruma to ensure that more community members can access the program and gain their driver’s licences or update their existing ones.

Bamaga’s Guba Markai was one of only two non-local dance groups invited to dance at the second Paytham Malkari Festival in Lockhart River last weekend.

It was the group’s second year at the event, which also celebrated the community’s 100th anniversary over the past week.

Guba Markai manager Clifford Wasiu said he came up with a much bigger group than last year.

“I came up with a big group, I had workers, singers and dancers,” he said.

“I got about three girls and six boys, and

that’s my performance dancers, and I got about eight-plus singers and workers too, like backstage workers and people who cook or just help me out on the trip.”

He said it took eight cars to get them there.

“Six from home, one from Cairns and two from Weipa,” he said.

“Last year was a bit smaller.

“I reckon this year was better, I promised them I’d double the group this year and I did.

“And I believe next year will be a bit bigger, everything is good here.”

One of Lockhart River’s Kawadji Wiimpa Dance Group directors, Lorraine Clarmont, said it was good to have the Bamaga dancers in the town.

“It was good to have them along,” she said.

“For the boys from Bamaga, before we went together, a lot of Torres Strait Islanders work at old mission and in this place.

“We’ve got people come from all over the islands, and they shared the culture with us as well.”

Lockhart River resident and Puuya Foundation CEO with Mer connections, Emma Schuh, said the festival was a success.

“A lot of hard work, but we’re very happy with the outcome of the festival and what it brought to the community,” she said.

“And especially showcasing the special culture that is embedded

throughout the whole community of Lockhart, and sharing that experience with our visitors.”

She said the community had “really embraced” her and her son Caleb.

“My little boy is a Murray Island boy, but the community of Lockhart has really embraced us, and we’re really thankful they’ve allowed him to dance with the Junior Kawadji Wimpa group, he just loves it,” she said.

Kawadji Wiimpa Dance Grouip singer and Lockhart River Mayor Wayne Butcher said next year he hoped to invite another Torres Strait dance group to the Festival.

Townsville corroborees in cultural celebration STORY & PICS BY ALF WILSON Aboriginal and Torres Strait Islander culture and craft were showcased to hundreds of locals and visitors from around Australia and overseas at the Corroboree event – part of the North Australia Festival of Arts (NAFA) – in Townsville earlier this month.

Held at Jezzine Barracks Precinct in North Ward near the Strand, it was very popular.

NAFA was an annual celebration of arts, culture, inclusion, and community.

During the festival period, NAFA transformed Townsville with eclectic and vibrant shows and events that included comedy, dance, theatre, circus, music, visual arts, cabaret, workshops and much more.

Corroboree, which was organised

by Big Eye Theatre, was a celebration of First Nations dance, art and culture, including Blak Art markets, TSV cultural performances, local musicians and food stalls.

Big Eye Theatre organiser Ros Sailor said it was a great event enjoyed by many.

The Carinity Education Shalom and Shalom Family church community

College youth group, which included dancers from Mer, was a highlight.

Pastor Andrew Bollom, who co-ordinated the Shalom youths, said it was a great event.

“The kids come from Charters Towers, Palm Island, Mount Isa, Cherbourg, Yarrabah and Murray Island in the Torres Strait,” he said.

“After a special year dancing at the Indigenous Allstars Game in Townsville followed by many NAIDOC events and schools and community visits, it was an honour to be invited to the Jezzine Barracks by the Strand for the annual Corroboree hosted by Big Eye theatre and Auntie Ros. “The kids loved kicking up the sand and representing their old people, their families, school, church, and community.

“They even got asked to a second set of performances on the night.”

The Torres News also spoke to Dakota, Melikai and baby Amaya, all with Erub connections.

“This a very good family event,” Dakota said.

Corroboree was provided by local combined group Mala Jina Julbu women and Mala Jina Waran men.

Kicking (AFL) goals down south Panthers v Storm set to be a blockbuster After a trip with the Gold Coast Suns Academy last week, Jerome Holland is off to the Flying Boomerangs program this week.

In Melbourne, the Boomerangs will take on the World team in an exhibition match at Tony Sheehan Oval.

The Flying Boomerangs and World Team programs offer a great opportunity for these talented young players to take part in a host of football, education, cultural and leadership sessions which will further develop their skills on and off the field.

Women to play Gordonvale

BY ALF WILSON Ten strong teams will contest the Women’s Indigenous Rugby League Allstars carnival in Cairns this weekend.

They are Bine Nie, Dhurrbil Orchids, Black Cockatoos, Erub United, Miakal Kuzi, Ugul Malu, Coastal Neurs, Normanton Stingers, Original Doobs and Cape Sisters.

Many of the players will be from around north Queensland, including the far north, with some from as far away as Brisbane.

The carnival will include many Torres Strait Islanders and Aboriginal players from the islands, the NPA, Cape York, Cairns, Townsville, Mackay and the Atherton Tablelands.

There will be players in teams who competed at the ladies’ division of the recent Murri carnival in Brisbane and also last weekend’s Mackay Indigenous carnival.

It is expected that numerous players who lined up in the BMD Statewide women’s competition

or the NRLW will participate.

Women’s rugby league has boomed in popularity in the past five years with high interest in comps at Cairns, Townsville and Mackay, where all local grand finals have been held.

These games provide great entertainment with many big tackles and fast-flowing football.

The carnival will also be a chance for many families to catch up in a friendly atmosphere.

A lot of the visitors will be billeted by Cairns families.

Country wins over City in town

BY ALF WILSON Talented Torres Strait Islanders Genavie Tabuai, Gagie Makie-Namok and Melody Tass starred for the Queensland Country who defeated Queensland City 12-8 in a women’s representative league match in Redcliffe.

Genavie (who played for Cairns Kangaroos club and is of Mer/Masig descent), Gagie (Townsville Centrals – Horn Island/Badu/Darnley/Moa) and Melody (Mackay Brothers – Badu) were key players in the victory.

There were also three Aboriginal players, Mateeka Nielson, Toni Daisy and Chloe Buttigieg.

Tigers co-captain Tahleah Backo was glowing in her praise of Gagie.

“Gags has just been a workhorse this whole year, last year she didn’t get much game time,” Backo said.

The Queensland Country men’s side won their game over City 26-16.

Three times reigning premiers the Penrith Panthers and runaway minor premiers the Melbourne Storm will clash in Sunday’s NRL final in what is one of the most anticipated deciders in decades.

Penrith charged into their fifth grand final in a row with a 26-6 win over the Cronulla Sharks in Saturday’s preliminary final number two.

Champion Panthers halfback Nathan Cleary showed his class with a best-on-the-ground performance.

Melbourne Storm showed why they are a top side to earn their spot with a 48-18 win over the Sydney Roosters in the preliminary final one on Friday night.

Reuben wins again Meanwhile, Cowboys forward Reuben Cotter has been named in the NRL Community Team of the Year.

This recognises the efforts of an NRL player who has not only achieved on the field but has committed time off the field to community projects.

A player is nominated by their NRL club for going above and beyond in their involvement in charity work, youth development or community support.

In his nomination, the NRL was glowing in their praise of Reuben.

NRLW Cronulla Sharks will meet Sydney Roosters in next weekend’s NRL women’s grand final which will be played as a curtain raiser to the men’s decider.

The Sharks defeated the Brisbane Broncos which had won their previous seven games 14-nil in Sunday’s qualifying final.

In the other final the Roosters defeated reigning premiers the Newcastle Knights 25-16 after leading 22-4 at halftime.

The Knights are coached by former Cowboys NRLW mentor Ben Jeffries.

Flag flies at MCG The Torres Strait, Aboriginal and Australian flags flew at the MCG in Melbourne on Saturday when the Brisbane Lions beat the Sydney Swans by 60 points in front of more than 100,000 spectators in the rival AFL grand final.

Millions more saw it on television screens in Australia and overseas.

The Lions last won a flag in 2003 which was their third in a row.

Local community members were put through their paces with experienced referees earlier last week, in a two-day clinic held before the Zenadth Kes Basketball Carnival (ZKBC) last weekend.

The clinic was an ideal way for interested people to get up to speed with referee rules and signals.

FIBA referee and Basketball Queensland Technical Officials Program Coordinator Jacqui Dover and other visiting officials, who had experience at the

National Basketball League, Women’s National Basketball League and NBL1 competitions, ran the event.

Having skilled officials would have certainly upgraded the standard of more than 50 games that were played over the four-day ZKBC, including the grand finals played out on Saturday night at the Torres Shire Sports Complex Basketball Stadium.

Canberra-based WNBL referee Michelle Cosier said she enjoyed the carnival and would make the trip to Thursday Island again next year.

BY VELMA GARA Australian Opals forward Cayla George played her first competition since the Paris Olympic Games in August on Waiben at the Zenadth Kes Basketball Carnival (ZKBC) last weekend.

Cayla suited up for Pearls, a team of mothers and daughters, which also included two Townsville junior representative players.

The ZKBC was more than just basketball for the 22 teams over the four-day event, it was a time for players from down south to make the trek far north to visit families and enjoy their tropical home away from home.

It was held at the Torres Shire Sports Complex Basketball Stadium.

The Pearls previously played in the ZKBC in 2017.

They had a great tournament and advanced to the Division 1 Women’s grand finals before losing to the Expendabelles.

Former schoolmates played for fun

BY VELMA GARA The Zenadth Kes Basketball Carnival, held last weekend on Waiben, was an opportunity for schoolmates to get together, play some hoops and celebrate their high school days.

Team member Kali McKeown said TI High 96ers was put together to celebrate 28 years since they finished high school.

“It wasn’t about winning, but more importantly for us as over 45-year-old basketballers, it was about participating, and we still had the passion for the game,” she said.

Despite not winning a game in the Division 1 Women’s competition, the TI High 96ers still just wanted to have fun.

During the Wongai Basketball Association competition season the ladies played with different teams but this year they wanted to play together as a form of a reunion and share high school days memories.

Apart from playing the games, Kali said they really enjoyed each other company.

She said it was great to get back on the court and display skills and talents as well as setting the bar of good sportsmanship.

Townsville’s Pio ready to conquer New York Marathon

Townsville local and member of the 2024 Indigenous Marathon Project (IMP) Squad Pio Kelemete has been chosen to represent his community at one of the world’s most iconic endurance events—the TCS New York City Marathon.

After just five months of training, the Boigu Island and Tokelauan man was set to tackle the 42.195km distance in November, has demonstrated unparalleled determination, resilience, and heart as he prepared for one of the world’s biggest stages.

Final selection for the TCS New York City Marathon was earned by IMP squad members who showed unwavering commitment to their training throughout the year and successfully completed the gruelling 30km test run in Alice Springs.

For Pio, his achievement was about more than just running.

His place in the final marathon squad was also a testament to his dedication to the IMP’s education and leadership component, which equipped squad members with the skills, knowledge and confidence to return home as powerful role models, ready to inspire and create lasting change in their communities.

With just under five weeks remaining before the race on 3 November Pio was focused on refining his training, perfecting his nutrition and pushing personal limits to ensure peak physical and mental readiness.

“To have been selected after my third try-out and to have experienced so many life-changing moments is something I will never forget,” Pio said. “For the first time in my life, I feel the confidence to

fully be myself.

“Training for this marathon has tested me physically and mentally but also prepared me for a future I’m excited to embrace.”

IMF Founder and Director Robert de Castella AO MBE said he was proud of the 2024 IMP squad who would take on New York.

“This program is about so much more than running,” he said.

“These young men and women have shown what is possible when you believe in yourself and commit to a purpose greater than yourself.

“They will run on behalf of their families, their communities, and all Australians, proving that anything is possible.
