Playgrounds and tuckshops up for upgrades A third round of funding has been announced for a popular program that will see playgrounds and tuckshops upgraded in Zenadth Kes schools.

Late last month seven Tagai State College campuses were added to a list of 277 schools across the state to receive the playground upgrades.

Badu, Erub, Mabuyag, Malu Kiwai, Poruma, St Paul’s and Waiben campuses were successful in the May 2024 round.

In June last year, Dauan, Kubin and Masig were successful in the

first round.

To-date, Waiben Secondary campus and Mer, Saibai, Warraber and Ngurupai state colleges have also been successful in a grant to upgrade their tuckshop.

The Queensland government said the Eat Right, Play Right, Learn Well Program was launched in 2022 with $20-million in funding for playground and tuckshop upgrades.

Due to its success, a further $140-million was added to the fund.

Satellite technology ready to deliver digital inclusion to ‘high-priority’ community locations A new deployment of Starlink satellite technology, aimed at bringing “immediate relief” to digitally excluded communities, is ready to be delivered by a new initiative for Queensland’s remote Indigenous communities, enabling them to utilise LEO satellite connectivity in high-priority community locations.

The Queensland Government Customer and Digital Group’s (QGCDG’s) $1.25 million Rapid Low Earth Orbit (LEO) Satellite Deployment Program would provide more effective and reliable fixed broadband coverage across the region.

The program was a collaboration between the Queensland Government and the Local Government Association of Queensland (LGAQ) to provide satellite equipment, installation and service.

Minister for Aboriginal and Torres Strait Islander Partnerships Leeanne Enoch said the program provided councils in discrete First Nations communities immediate access to digital technology that would radically improve their ability to serve the residents of their community.

“The Government’s investment in the LEO Satellite initiative is providing rapid solutions to enable remote families better connectivity with loved ones, and better access to everyday services,” she said.

Cherbourg Aboriginal Shire Council Mayor Bruce Simpson said better connectivity meant increased digital literacy and better access to online services.

“It opens up digital opportunities for our children, including reliable access to education for school assignments through to university courses and distance education,” he said.

LGAQ Chief Executive Officer Alison Smith said every community deserved reliable, affordable and available digital connectivity.

“We cannot expect to make progress on closing the gap until First Nations communities and councils have the same internet and phone services that allow for everyday, modern-day connections – to make emergency calls for help, keep in contact with loved ones, let kids complete their research homework, or families shop for better deals online in the cost-of-living crisis,” she said.

“We thank the State Government for providing this funding to help councils better serve their communities.”

Minister for Transport and Main Roads and Minister for Digital Services Bart Mellish said closing the gap through digital inclusion was a priority.

“The Government is proud to be working with the Local Government Association of Queensland on this important initiative,” he said.

“In recognition of the importance of improving digital technology across the state, the Government has committed $120 million over the next three years through Our Thriving Digital Future Queensland Digital Economy Strategy Action Plan.”

Key talks on crucial drinking water resource

BY JENNIFER ENOSA & CARLI WILLIS Queensland’s annual Indigenous Council Drinking Water Symposium was held over three days on Waiben last week.

Event organiser Brad Mulligan said around 60 people attended, including local government water operators, government engineering staff and the water regulator “This symposium is an initiative of the [Queensland Health] Safe and Healthy Drinking Water Program and it’s been in operation since about 2017,” he said.

“Our first symposium actually was held on Kirriri, Hammond Island, right next door to here, in 2018.”

Mr Mulligan said the group took excursions to the Ngurupai and Waiben water treatment plants and facilities.

“We’ll use the opportunity to review the Torres Shire drinking water scheme in its entirety from where the water is collected out of Loggy Dam, put through the stateof-the-art water treatment plant,” he said.

“We’re also looking through their SCADA – their telemetry, their electronic system – that helps them manage their drinking water supply.

“Nikki Sabatino is the drinking water manager here and has been working on it for 15 years.

“The concepts in SCADA system are his design that he managed to design with Brian Mitchell from Austek.

“It is really fantastic to see grassroots, development of systems to improve outcomes in community by community people.”

Mr Mulligan said climate change was also a topic of discussion at the symposium.

“We need to be smarter about how we harvest water and where we get water from,” he said.

“Treatment technology is changing and improving all of the time to ensure that we can provide safe healthy water to our communities.”

He said the event was an opportunity for leaders and water operators from remote Indigenous communities to learn and grow.

NPA still on hold for new Seisia tower Northern Peninsula Area communities are still on hold for a new Telstra mobile base station to be built in the region and are waiting on tower provider Amplitel, Northern Peninsula Area Council (NPARC) CEO Kate Gallaway says.

Ms Gallaway said NPARC had already received and approved plans for the new Telstra Tower at Seisia in September last year, “with no concerns”.

“Council is waiting on Amplitel to resolve the necessary conditions to allow granting of the lease to enable construction,” she said.

Ms Gallaway said NPARC could not comment on

timeframes, as it was at the discretion of Amplitel on how the lease conditions were met.

The federal government funded the works to the value of $1,095,300 in January 2023 – they were expected to be completed by this year.

In April this year, Telstra Regional Manager Rachel Cliffe told the Torres News the prolonged wet season had prevented the works from getting underway.

“As soon as we can safely access the site with our equipment, we will look to begin construction,” she said at the time.

Last week Ms Cliffe said they would be able to get to

work on the ground “as soon as these final steps are complete”.

“Planning for a new mobile base station in Seisia under the Regional Connectivity Program is complete and we are in the process of gaining final local approvals to begin construction,” she said.

MEANWHILE, the national 2024 Regional Telecommunications Review has launched a public survey on connectivity.

It was the first time the review opened a survey for the general public, in addition to its usual face-to-face consultations.

Review Committee Chair Alannah MacTiernan said access to reliable

telecommunication was increasingly important for regional Australians.

“It is essential for keeping connected with family and friends as well as for business and access to health and education services,” she said.

“We need to hear your stories about what is working and what is not. While we will be travelling to dozens of sample communities across the country, we want to provide an opportunity for every regional Australian to have their say.

“The online survey is an easy way you can participate.”

Business warned to be ready for 3G switch-off Australian Small Business and Family Enterprise Ombudsman Bruce Billson has urged small and family businesses to make sure they are not caught out by the 3G switch-off in August and September this year.

“The 3G switch-off will affect more than just your mobile phone signal,” Mr Billson said.

“It could affect EFTPOS terminals, security systems and cameras, scanners, industrial routers,

tablets, smart watches, asset tracking tools, surveying instruments, water and environmental monitoring and many [other] wireless operating systems.

“Even some 4G-enabled devices have aspects that are powered by 3G, but users may not realise until they stop working, so it makes sense to have those checked as well.

“It is vital small businesses take action urgently to find out if they will be affected and if so, upgrade their

technology before business-harming disconnection and technology dysfunction is the first they learn about it.”

Mr Billson said small businesses should contact their telecommunications provider or device manufacturer to confirm if a device will be affected.

“But beware of scams and only contact mobile providers using trusted information and links,” he said.

Telstra recently

announced it would delay its 3G network switch off until 31 August 2024.

Optus was planning to switch-off its 3G network from 1 September 2024. TPG Telecom/Vodafone has already switched off its 3G network.

Those on the Telstra or Optus network can text “3” to the number 3498 and will receive a response whether that device is affected.

Having previously worked with Ubuntu Behaviour Support’s owner and practitioner Leonie Shawcross in their other regions, they said they wanted to train their team in of their most remote communities in this important area.

Learning that Ubuntu was working to collect the number of appointments required to make travelling to the Torres Strait a viable exercise, the My Pathway team pitched an innovative idea – what if Leonie’s remaining available time was used to provide specialist behaviour support skills training to their support workers and leaders?

The idea caught, and Leonie was able to travel to Thursday Island in early May to fit specialist training in areas such as Positive Behaviour Support, Autism, de-escalation and implementing controls & measures to reduce risk around

her other community commitments.

My Pathway Disability Supports team leader Laura Shone said the training had been very beneficial and would help the team provide an even greater level of support to their clients and community.

“Leonie’s training was a huge success, and really empowered our team,” she said.

“The training was so client-focused and tailored to the types of scenarios and behaviours our team could experience while delivering NDIS supports.

“Because of this, our highly-trained team members are now even better prepared to offer complex support through the Torres Strait region, which benefits not only our participants but also the entire community.”

My Pathway Disability Supports program manager Derek Carter said My Pathway had become an integral part of the communities they supported.

“This training is a great example of the impact reaching beyond their program and into the wider community,” he said.

“The people of the Torres Strait have welcomed our disability support into their communities, and both our organisation and the communities themselves are stronger for that.

“Ensuring essential services, such as Behaviour Support are more readily understood and available in the remote communities in which we work is another way we can ensure that we are having the greatest positive impact possible.”

The most convenient product for 21st Century living is also the worst for the environment and everything that lives within it, including the Torres Strait.

‘Microplastics’ – the new face of Australia’s marine plastics crisis – made up a quarter of all items littering the nation’s urban habitats, which was more-than 10 times ‘traditional offenders’ such as plastic bags and bottles, in the past three years, according to new research.

This was added pressure to an already increasing number of threatened marine species, which rose about 20 per cent at the same time.

The research findings were released

by Conservation Volunteers Australia (CVA) to mark World Ocean Day as part of its Australia en Danger insights series with public affairs analysts Provocate.

CVA was an official partner of World Ocean Day Down Under.

The findings were to be presented to Federal and State Environment Ministers before discussions around key plastic, packaging and species reforms, at their upcoming COAG meeting.

CVA’s #SeaToSource program played a critical role in counting and collecting data towards Federal targets of an 80 per cent reduction in plastic entering the environment by 2030.

CVA chief executive Phil Harrison said the worst offender for marine microplastics was Sydney (35 per cent), followed by Adelaide (27 per cent) and Tasmania’s Hobart/ Launceston (26 per cent), compared to 25 per cent across the nation’s state capitals between 2020 and 2023.

Items such as plastic beverage bottles and plastic bags only made up a fraction of that, at around two per cent each, he said.

“Despite plastic bottles and bags being the face of Australia’s marine plastic crisis, our capital city catchments now have more microplastics floating around in their marine habitats than any other type of litter,” Mr Harrison said.

“This coincides with 20 per cent increase in threatened marine species in recent years, particularly birds, which can ingest these microplastics and die a very slow and painful death.

“It only takes one piece – a warning for our own food chain as well.

“While our research found the numbers of fish and reptiles, including turtles, reaching critically endangered status – the last step before extinction – have also doubled and tripled overall the last few years.

“We’re rapidly facing having more plastic in our oceans than fish.

“Community action at scale is still critical to ensure these threatened species don’t slip out of our hands altogether.”

He said there were a range of actions Australians could take right now, including downloading the CVA community app to find local events; signing up to the #SeaToSource waste challenge; or donating at www.

Big talk for small business on forum agenda Discussion on issues and challenges faced by small businesses in the region was the focus of a Small Business Forum facilitated by Member for Cook Cynthia Lui, and hosted at the Malu Paru restaurant, on Waiben last week.

Minister for Employment and Small Business and Minister for Training and Skills Development Lance McCallum MP attended the session, providing an update on the support and grant funding available.

Torres Shire Council Mayor Elsie Seriat opened the session with a Welcome to Country, thanking Ministers McCallum and Ms Lui for providing an opportunity for small business owners to connect, network and meet with members of their staff Concerns regarding high operational costs, including shipping, freight and logistics were the primary areas of discussion which led to the flow on effects of the cost of living crisis, and how it affects small businesses across the Torres Strait.

Help-seeking a superpower for men Dads, stepdads, grandfathers, and all father figures were encouraged to prioritise their mental health and see ‘helpseeking’ as a superpower that has a positive ripple effect on the entire family during last week’s Men’s Mental Health Week (10 –16 June).

Triple P – Positive Parenting Program Head of Training and Clinical Psychologist Dr Alan Ralph said the mental health and well-being of fathers was worsening amidst rising financial pressures and worklife balance struggles.

“In Triple P’s 2024 National Parenting Survey of 8300 parents, more than a third of dads reported that the cost-ofliving crisis is affecting their ability to remain calm and loving parents,” Dr Ralph said.

“Additionally, nearly half (46 per cent) of fathers said they felt guilty about the amount of time spent with their kids.”

He said the findings highlighted how increased stress, worry, and ongoing feelings of guilt could lead to heightened mental health concerns.

But by prioritising self-care and opening up to ask for support, whether that was talking to a trusted friend, GP, health professional, or getting parenting support, dads could mitigate any negative or long-term impacts.

“When fathers take care of their well-being it can also have a positive impact on the overall health and wellbeing of their kids,” he said.

“Men’s Health Week is a timely reminder for fathers to check in on their mental health and to understand just how important it is for themselves, and their families, to look after their wellbeing.”

He said help was at hand.

“Engaging in positive parenting programs has been shown to have beneficial outcomes for both children and families, with early intervention in the parenting journey leading to better long-term results,” Dr Ralph said.

“By being open about your struggles and accessing help, parents and carers can create a positive and loving home environment that strengthens children’s emotional resilience and gives them the best start in life.”

Delivery of the Triple P – Positive Parenting Program to parents and carers of children was supported by funding from the Australian Government Department of Health and Aged Care under the Parenting Education and Support Program.

Housing central plank to 2024 state budget

Housing – and better access to affordable housing – is one of the key components of the 2024 Queensland State budget handed down earlier this week.

Under its Homes for Queenslanders, the government said it

wanted to strengthen the safety net to help people avoid homelessness.

It plannned to “ramp up” its efforts with more funding for specialist homelessness services, more emergency accommodation in

the regions and more help for First Nations peoples and young people.

They said they were committed to make the housing system fairer and to closing the gap for First Nations peoples in urban,

Minister for Training and Skills Development Lance McCallum said the strategy had already changed lives.

“This strategy is not just real cost of living relief now, but a chance at a better life, with better pay and a better job, helping grow our economy right across the state,” he said.

“Labor’s Free TAFE has changed lives – people who were facing homelessness, mothers returning to work, and young people who haven’t finished high school – have completed free TAFE courses and come out with good jobs.

New vehicle boost for women’s shelter The Lena Passi Women’s Shelter has been given $35,000 from the Queensland government’s Gambling Community Benefit Fund (GCBF) for a new car to help in their work protecting women from family and domestic violence.

The money came at a great time for the NPARC, ahead of the 2024 senior and junior NPA Regional Rugby League season.

A new fleet of allterrain vehicles for Kaurareg Native Title Aboriginal Corporation (KNTAC) will be used to work toward reducing the threat to sea-life from man-made pollution as one of seven grants awarded last Wednesday for World

Environment Day. KNTAC was to use the new vehicles on the United Isles of Kaiwalagal to eradicate ghost nets, plastic and other marine debris found in the waters, shorelines, mangroves, and beaches, to be accomplished through ranger patrols on land

and sea activities and regular beach clean-ups.

The waru, or green sea turtle, of the Kaiwalagal Archipelago was classified as a threatened species.

The Queensland Government gave more than $625,000 in funding to seven projects under its newly established

Queensland Threatened Species Recovery Action grants program.

Amounts from $50,000 to $100,000 were made available for projects that used evidence-based onground management activities to protect and recover threatened species in the wild.

Students and staff at two Northern Peninsula Area State College’s junior campuses have celebrated the official opening of new facilities.

The Bamaga Junior Campus’ new administration building was a $5.7 million investment from the Queensland Government, funded by a renewal program.

The fit-for-purpose building included a staff room, a reception area with a waiting room, a sick bay, an interview room, a visiting specialist’s room and office spaces, along with amenities.

The Ama Mary Eseli Injinoo campus received two new prefabricated buildings under the same program.

The new buildings provided the campus with four learning spaces, complete with kitchenettes and breakout spaces, replacing two demountable buildings that could not be refurbished.

The $7.6m project, which was completed before the beginning of the school year, also brought a covered outdoor learning and play area and a new groundsmen’s shed to the campus.

Justice Di Farmer at the official opening event.

“I had the wonderful opportunity to represent the Minister for Education, Di Farmer to officially open the new administration building at the Bamaga Junior Campus at NPA State College,” Ms Lui said.

“Our children deserve a quality education and facilities no matter where they live.

“This new building has a reception area and waiting room, a staff room, a sick bay and much-needed staff office spaces.

“Since 2015, the State Government has invested $11.5m building and maintaining education infrastructure at Northern Peninsula Area College (Bamaga Junior Campus), and plans to spend an additional $10m in 2023–24.”

NPA State College Principal Leanne Fox said the new buildings were a good first impression.

“The new administration building at the Bamaga Junior Campus gives a professional and contemporary “first impression” for students, parents and visitors,” she said. “The new learning buildings at the Ama Mary Eseli Injinoo Campus are visible reflections of the NPA State College staff’s commitment to equity and excellence in their classrooms.”

Good skippers always plan for the journey ahead, but they should also plan for the unexpected, because there’s always a chance that something may go wrong.

Your engine might breakdown, the weather may change for the worse or navigational equipment could fail. Any number of things could combine to create a situation where you need to be rescued.

The two most important rules to surviving in this type of situation are always the same...

Increase your survival time and reduce your rescue time.

We increase our survival time through carrying and using items such as lifejackets, fresh water, food, sun protection and other survival tools. Good skippers carry these things on all voyages.

We reduce rescue time by using devices which alert rescuers to bring you help in the shortest possible time, and one of these pieces of vital lifesaving equipment is a registered 406 MHz Emergency Position Indicating Radio Beacon, or EPIRB.

If kept in good condition, and operated properly, the 406 MHz EPIRB will let rescue authorities know that you are in trouble within minutes of turning it on, if deployed correctly. Not only that, the EPIRB, particularly a GPS enabled model, will also tell rescuers exactly where you are, allowing them to commence search and rescue coordination as soon as possible.

This is the most effective way to reduce the time it takes to rescue you!

Search personnel and assets which are tasked to look for EPIRB’s that have been inadvertently activated are then unavailable for a real emergency.

EPIRB batteries are hazardous items which should be disposed of in an environmentally friendly way.

MEETING AGENDAS

Meetings are an essential part of PBC business, but without a clear agenda, they can lose focus. An agenda lets the directors know what they’ll be doing at the meeting. It also allows directors to see if there are agenda items in which they may have a conflict of interest. In this guide, adapted from ORIC, we are breaking down the important items for a Director’s meeting. Remember, not every item on an agenda will need a decision.

Some items may be for noting or information only.

The first few agenda items are about checking that due process is being followed, for example: • Do you have enough people present for the meeting to begin?

• Have you already decided who will chair the meeting? Or do you need to choose someone to do this?

• Did some people notify the corporation that they weren’t able to come?

• Do you all agree that the record of the previous meeting is full and accurate?

• Have action items from the previous meeting been completed?

It’s possible for directors to pass a resolution without holding a meeting. Any resolutions passed after the previous meeting should be noted at the next meeting.

Other items on the agenda are about the corporation’s business.

Generally, the bigger your corporation, the more the directors will need to delegate work to staff. For example, some corporations have staff to manage business operations, finances and special projects. Directors have a duty to know about these things so they need to receive regular reports from the staff.

Reports provide an update on the activity and the directors might only need to note them. But often there is a decision to be made.

A new mental health service to support expectant women and new mothers throughout the Torres Strait, Northern Peninsula Area and Cape York has been launched by the Torres and Cape Hospital and Health Service (TCHHS).

The perinatal and infant mental health service began last month and was already being embraced by local women and their families.

The service included two travelling, experienced perinatal and infant mental health clinicians and a psychiatrist.

It was launched as part of the State Government’s $1.64 billion Better Care Together program which was a five-year plan announced last year to support improved mental health services across the state.

TCHHS received almost $2.7 million in funding over five years for the new service and the psychiatrist position.

Perinatal and Infant Mental Health clinician Sarah Davies-Roe said the new service was vital in the region.

“During pregnancy and after having a baby is a time of significant changes for women, not only for their bodies but getting used to becoming mothers,” she said.

“There are a range of risk factors that contribute to vulnerability and research has shown that those living in rural and remote areas, or Aboriginal and Torres Strait Islander women do have an increased vulnerability.

“There is no health without positive mental health.”

Perinatal and Infant Mental Health clinician Louise Gawler said one in five women experience perinatal anxiety and one in seven suffer from perinatal depression.

“That’s why it is imperative that we have a Perinatal and Infant Mental Health service in Torres and Cape to meet the needs of all women and their infants through the perinatal period and beyond,” she said.

“The significance of this goes beyond the here and now it supports families and their infants

to reach their immediate and long-term outcomes in life.

“We also know through research that Aboriginal and Torres Strait Islander peoples have a higher rate of mental illness to the general population and are the least likely to engage in mental health services.”

Psychiatrist Dr Alexandra Simpson would initially work one day per week to support the two clinicians who would be travelling throughout the region.

Mental Health, Alcohol and Other Drugs director Dawn Miller said she was the first psychiatrist to work for the Health Service and hoped her position would expand as the service did.

“It is fantastic our clinicians will be able to travel out to sites to hold appointments with women, then have the additional support of a highly experienced psychiatrist who will consult on cases and hold appointments with some of our patients,” she said.

She said women could access the service directly, or the team were working closely with the Midwifery Group Practices, Maternal and Child Health nurses and local Mental Health teams who could support women to be referred to the service.

Nursing and Midwifery Services acting executive director Sarah Worth said the service would also work closely with local Aboriginal and Torres Strait Islander Health Workers to ensure cultural safety for the women involved.

“This is such an essential service and we understand the vulnerability of the women in our region and how important it is to offer it as close to home as possible,” she said.

“We have recruited a highly skilled team who are extremely experienced in the area of perinatal mental health and I believe this service is going to make a significant difference for women and their families in our communities.”

The service was launched for this week’s Infant Mental Health Awareness Week, which runs from 10-16 June.

Dengue fever case numbers likely to rise on Mer The number of dengue fever cases on Mer Island in the Torres Strait has risen after an initial outbreak on the island last month.

Torres and Cape Hospital and Health Service (TCHHS) Public Health Medical Officer Dr Allison Hempenstall said a total of seven cases of dengue fever were now confirmed

in residents or recent visitors to the island.

“We also have another 33 possible cases and 38 probable cases,’’ she said.

“As such, we continuing to monitor the situation on Mer Island.

“Formal mosquito spraying control measures on the island were completed this

week but we urge all residents on the island to continue to be vigilant and remove any potential mosquito breeding sites.

“Public mosquito control measures and education campaigns can only do so much.

“All residents also need to do their part and take action to eliminate mosquito breeding sites on their properties and

protect themselves from mosquito bites.’’

Dr Hempenstall said while mosquitoes tended to be far more prevalent in normally wetter seasonal conditions between November and April, in the tropical north, they were active all year round.

Virtual COVID-19 support may form a blueprint for services A virtual care program delivered to COVID-19 positive patients in the Torres Strait, Cape York and Northern Peninsula Area during the pandemic could form a blueprint for health services supporting communities during major health responses, a new study has found.

The Torres and Cape Hospital and Health Service (TCHHS) offered a COVID-19 Care in the Home (CCITH) program for residents during the first Omicron wave across the region in 2022.

The virtual model of care involved TCHHS staff offering daily telephone calls to positive cases and their families to assist them to isolate safely at home and check their wellbeing.

The team included a significant number of Aboriginal and Torres Strait Islander staff to ensure cultural sensitivity and safety for the patients and their families.

The CCITH program was led by a public health medical officer, senior medical officer and four clinical nurse consultants with – at its peak – more than 108 clinical and non-clinical team members providing daily well-being calls.

Public Health Unit nurse Rittia Matysek, who was a lead author of the study and a proud Torres Strait Island woman with links to Erub and Ugar Islands, said unlike other models around the state where patients just received text message updates, TCHHS team members spoke directly to patients.

“We have an incredibly large and diverse region and the CCITH program ensured we could better address the specific needs, including cultural needs, of each person,” she said.

“This may have been as simple as ensuring people had adequate medical supplies while they isolated, including regular prescriptions.

“It also ensured most people could remain in their home communities rather than needing to leave to seek medical treatment.

“As part of this study we spoke to dozens of our community members who were part of the program and overwhelmingly they felt their health needs were met by TCHHS and the CCITH team.

“Most did not need to attend hospitals or primary health care centres as they were able to speak directly to someone daily and this helped ease the burden on our facilities.

“This study showed that a virtual model of care can be used in a geographically isolated area with vulnerable communities and can be well received by these communities.”

The study, which was published last month in the Australian and New Zealand Journal of Public Health, involved surveying 140 people who were part of the CCITH program.

There were 5457 positive COVID cases recorded across the Torres Strait, Cape York, and Northern Peninsula Area during the first Omicron wave between December 2021 and April 2022.

Almost 3500 enrolled in the CCITH program.

TCHHS had not recorded any positive cases prior to December 2021.

A total of 58 people were hospitalised with, tragically, two deaths.

TCHHS Medical Services

executive director Marlow Coates said while the pandemic forced the delivery of many clinical services into communities to temporarily cease, the CCITH ensured healthcare was delivered directly into people’s homes.

“The pandemic was a challenging time for the entire world, but it allowed us to further expand our virtual care model which is so important in rural and remote areas,” he said.

“This study shows communities were happy with the support they received, and I believe the CCITH model has many potential applications in the future for the Torres and Cape HHS and other health services.

“We will always strive to support our patients and families in the most culturally appropriate way possible and understood the importance of this additional contact and support.

BY ALF WILSON Proud grandmother LJ Shibasaki travelled from Waiben to Sydney for her grandson Jamal Shibasaki’s NRL debut with the North Queensland Cowboys last week.

LJ told the Torres News the trip was worth every cent despite the distance.

Other family travelled from Brisbane, Townsville, Cairns and the Gold Coast for Jamal’s debut against the Sydney Roosters at Allianz Stadium on Sunday.

“Our day with Jamal started with breakfast, then lunch and I was honoured to be asked by Jamal’s parents together with his Godparents to hand him his jersey,” LJ said.

“His Godfather, Frank Loban, who travelled from Thursday

Island, spoke on our behalf. His Godmother is Serai Lui, from Townsville and is a sister to Jamal’s mum Nina.

“The family were all decked out in our debut shirts cheering on the Cowboys.

“Others who travelled down from Townsville were Jamal’s brothers Enemarki Shibasaki, Tashaun Benjamin, Brayden Bin Doraho, Quintin Fleming and Moigida Loban.

“Nina’s other sister Topsy Mola and Enemarki’s partner travelled from Townsville and father Gehamat’s younger brother Yen Shibasaki travelled from the Gold Coast.

“Families who live in Sydney who came along were Jamal’s Uncle Don and his Aunt Dr Taslena Tapim.”

LJ said they felt they cheered so hard and loudly the Cowboys

heard them, which resulted in them winning the game by two points.

“We weren’t phased by the opposition on their home soil, it was more about our boy making his NRL debut,” she said.

“It was such a great game for us to proudly fly our flag and watch live, even more special that our boy was playing.

“It was even fitting we could end Reconciliation Week flying the Torres Strait flag proudly at Allianz Stadium.”

Jamal plays for Mackay in the HostPlus Cup competition and his elder brother Gehamat jnr is with rival club, Townsville Blackhawks.

Last year, some family members including LJ went to Townsville to watch their relative and friend, Tallisha Harden play for the Cowboys in the NRLW.

Dantoray lead Pride sky high

BY ALF WILSON Northern Pride 5/8 Dantoray Lui scored a try for the highrolling Cairns-based team in their defeat of Burleigh Bears 24-16 in round 13 of the HostPlus Cup before a big crowd at Barlow Park in Cairns on Saturday.

The youngster, a regular for Erub United, crossed the line in the 31st minute as the Pride consolidated second place on the ladder in the hotly contested 15-club state-wide competition.

The Pride and Northern Devils, for which another Erub United back, Julian Christian, is key, remain equal on 20 points at the top of the table and ahead of third-placed Wynnum–Manly also on 20pts.

The Devils have a slightly better for-and-against (147 to 144) while the Seagulls have 66.

Hat-trick to Badu’s Brenton Baira Rising star Brenton Baira scored two tries when his Redcliffe Dolphins thrashed Mackay 42-6 on Saturday.

The game was played at Townsville’s Queensland Country Bank Stadium as a

curtain-raiser to the NRL match between North Queensland and NZ Warriors.

Brenton scored his hat-trick at the sixth, 44th and 55th minutes with many of his family in the grandstand.

The quality back is a son of former Canberra Raiders player Royston Baira.

Second-rower Jamal Shibasaki was a member of the Cutters side after making his NRL debut for the Cowboys the previous week.

Brenko lines up for Tigers Former NRL premiership player Brenko Lee lined up for Brisbane Tigers which lost 18-16 to Wynnum-Manly on Saturday.

Playing at centre Brenko had a solid game and will be an asset for the Tigers as the weeks roll on.

Gehamat in team of the week Meanwhile, Blackhawks centre Gehamat Shibasaki was named in the QRL Team of the Week for round 12.

“In a stunning effort on home turf,” the QRL said, “(Gehamat) Shibasaki helped his team to a crucial win over the Brisbane Tigers.

“He recently earned another stint in the NRL with South Sydney – had two tries and an assist. He also registered 161 run metres, a huge 11 tackle busts, three offloads, two line breaks and two line break assists for a classy attacking performance.”

Ezra Mam lined up for his 50th NRL game recently but there was no win to celebrate his first milestone match.

Ezra’s Broncos team lost 22-12 to Cronulla in round 14 of the NRL on Saturday night.

Ezra, at 5/8, was dangerous whenever he touched the ball and came under close attention from the Sharks’ defence.

Teammate Tristan Sailor lined up at fullback replacing superstar Reece Walsh, who was injured in Game I of State of Origin last week.

Tristan had a mixed night, having returned from injury and while he made some nice runs, he also dropped several high balls from bomb kicks, and a knock-on at a vital stage.

The Dolphins will be strengthened tonight (13 June) with the return of Maroons’ three-try hero Hamiso Tabuai-Fidow.

Reuben worked hard in attack and defence and in one fine passage of play he helped hold up a Warriors forward over the line.

Dane’s big running game Centre Dane Gagai was Newcastle’s best player when his side lost 36-28 to table leaders Melbourne on Sunday.

Dane ran for a teamhigh 246 metres and also made three linebreaks as well as scoring a try at the 66th minute.

The Torres Strait and NPA were represented in style when the AFL Cape York program took an under-12s team called the Crusaders to the Queensland School Sport Australian Football State Championships on the

Sunshine Coast earlier this month.

The Crusaders rep program brought together boys and girls from 16 communities across far north Queensland.

No ref means no footy

Suburbs and Pioneer Knights after last weekend’s hard-fought game.

STORY & PICS BY DARREN MONCRIEFF The shallow pool of qualified rugby league referees in the Torres Strait was brought into sharp focus last weekend when the entire round 3 of the 2024 Zenadth Kes Rugby League Island Rooster Cup was postponed.

The single qualified central referee in the region, locallybased Samson Zitha, was unavailable for the two round 3 games at Ken Brown Oval on Waiben last Saturday.

Under QRL guidelines it meant none of those games could go ahead without a ref.

Clubs and administrators were made aware of the situation early last week. Torres News became aware of the situation just before our deadline (6 June).

The unscheduled postponement meant the ZKRL would miss two weeks of football, instead of the scheduled one, because of the Island of Origin on Badu this weekend.

It was estimated at least 80 footballers were playing across the four ZKRL clubs – Suburbs, Pioneer Knights, Roosters and Mulga Tigers – and up to 25-30 off-field personnel across all clubs.

It was hoped the QRL’s recent RISE camp would lead to more local football people interested in refereeing and receiving further training, or that incentives put in place for others to take up the whistle.

The new ZKRL season was building nicely.

The Torres Strait region was without regular-season club football for four years before this year.

Shield team takes shape The Torres Strait’s Laurie Spina Shield Under-11 rugby league team has been finalised and the youngsters will make the trek to Townsville next month to play against their same-age counterparts.

The shield carnival runs from 5 – 6 July and coincides with the North Queensland Cowboys vs Manly NRL round 18 match at home.

The young team consists of Josiah Dewis, Sasha Pearson-Garnier, Tevarn’ya Ketchell, Frances Mosby, James Robinson, Sampson Warria, MayEsther Nona, Telava Nai, Alexander Aiken, Noa Taumafai, Peter Yorkston, Cyril Pau, Hunter Fujii, Oscar Mawn and Zayda Pearson-Garnier.

The Under-11 team was to be coached by George Nona, assistant coach JP Jeffrey, sports trainer Kiwat Abednego, League Safe Emily Nona

and team manager Ursula Nai. Extra training sessions have been scheduled for the team on Sunday afternoons ahead of their departure for the mainland on 4 July.

The Torres Strait’s own Jamal Shibasaki and Reuben Cotter got their start in representative footy in the Laurie Spina Shield carnival that bore the name of the North Queensland Cowboys’ first captain.

The shield event was a two-day rugby league carnival coordinated by the Cowboys and is open to players under 11 years of age. Its focus was on participation, fair play and enjoying ‘the greatest game of all’.

It has run since 1997 making this year its 27th.

Last year, more than 2000 parents and family members attended the event.

Mackay, Northside on top

Rugby league referee Samson Zitha keeps a close eye on the action during the Suburbs vs Pioneer Knights round 2 match of the 2024 Zenadth Kes Rugby League Island Rooster Cup premiership season at Ken Brown Oval at Waiben earlier this month.

In the first three weeks of the new season, fans, families and heaps of kids have been turning out in good numbers.

The quality of football this past month has shown how close the competition could be, how evenly matched each of the four clubs was and that there was no clear favourite to win this early in the season.

Both games last weekend – between Suburbs and Pioneer Knights, and Mulga Tigers and Roosters – were decided by a try and a converted try, respectively.

All of which bodes well for a stellar season of Torres Strait footy in 2024 - if they can secure the refs.

The QRL has been contacted for comment.

Mackay Meteors (men) and Northside Wizards (women) remain the teams to beat and the benchmark for the NBL1 North competition following results from round 9 at the weekend.

Mackay have been impressive with three wins in three days on the road where they defeated Ipswich Force 110-89, South West Metro Pirates 103-89 and Logan Thunder 88-82.

The Wizards had a high-scoring game in their strong win over Darwin Salties 122-91, and remain undefeated.

Salties won two games on the road, against Sunshine Coast 105-92, and Northside Wizards 87-80.

Salties guard Verle Williams continued his super-sub form coming off the bench to score 20 points and four steals, and produced 10 points, three steals and four assists in his following game.

In Townsville, the Flames won their game against Rockhampton Cyclones 89-74 to keep their finals hopes alive.

Guard Indiah Bowyer finished with 19 points and made 5 from 7 from beyond the arc.

The Fair Play Program was available to kids between five and 17 years from 1 July.

The program has vouchers of up to $200 to offset the rising cost of junior sports.

Before, the program was meanstested, meaning that families had to prove that they could not afford sports registrations. Now, it is open to all kids and their families regardless of income.

Since the program began in 2019 more than $30 million has been redeemed by activity providers and more than 210,000 vouchers used by eligible families.

The Fair Play Program was part of the Queensland Government’s 10-year Activate! Queensland Strategy to get more Queenslanders moving more often.

The program will be open from 1 July 2024 with vouchers to be redeemed by June 2025, to enable summer and winter sports and activities to be accessed.

Eddie Gilbert stands tall among historical figures in Aboriginal cricket, alongside that even of the 1868 team, the first from these lands to tour overseas and play as a cricket team against England – a full 10 years before a non-Aboriginal team toured England to play.

During his peak as a fast-bowler in the 1930s, in a Sheffield Shield career that spanned 23 games, Eddie Gilbert had the greatest cricketer the world has seen, the great Donald Bradman, reeling in the crease in a match between Queensland and New South Wales at the ’Gabba.

After first dismissing NSW opener Wendell Bill

for a first-ball duck, Gilbert welcomed #3, Bradman, to the crease with a series of thunderbolts that had the celebrated international floundering.

In Gilbert’s first four deliveries, Bradman utterly failed to get bat on ball, such was the pace of his spell.

Bradman eventually connected with the ball in Gilbert’s final delivery, only to see the ball gently sail into the waiting hands of a nearby fielder.

Gilbert was later side-lined by Queensland Cricket and faded into obscurity.

Eddie Gilbert was born at Woodford but was stolen from his family and grew

up in the mission at Cherbourg.

He died aged 72 in 1978 in Brisbane due to ill health.

He was penniless.

The Eddie Gilbert Program by Queensland Cricket aimed to bring back the name of one of Aboriginal sports’ greatest practitioners of his craft.

BY DARREN MONCRIEFF Hometown team, the Wakaid Warriors, will get the 2024 Island of Origin men’s series underway in game one of the popular annual event at Joe Mairu Memorial Oval on Badu this weekend.

The Warriors, who reached the semi-final stage of last year’s event, hoped to go several steps better when they meet Paga Panthers in round 1 tomorrow at 10am.

Last year’s gallant runners-up, Roxin Eagles, will be having an early look at newcomers, Cape Stallions, in game two of round 1.

The morning games will be two of five games overall on day one of the event.

Tomorrow afternoon, in round 2, it’s the Warriors vs Warriors when Argun Warriors play Wakaid Warriors at 2pm, followed by the Panthers and Stallions clash at 3pm.

The Eagles then take on Argun Warriors to end the day’s play from 5pm.

In the women’s division, Arkai Sisters and NQ Sistas United kick-off at 12pm tomorrow (14 June).

On Saturday, Bammau Kew get their first look at the opposition when they play Arkai Sisters at 9am.

Bammau Kew then face-off against NQ Sistas United at 1pm.

The finals for the Origin series is scheduled for Sunday (16 June) – the women’s grand final at 2pm, and the men’s semi-finals early on Sunday, with the grand final at 3pm.

Last year, Wakaid finished on top of the nine-team table, with 17 points, followed by Roxin (16) and Paga (14.5) in third. Argun placed seventh (7) while eventual winners, Goemu Bau, finished 6th (9.5).

Cricket program heads north in search for talent Queensland’s dominance in Indigenous cricket has seen the state play out and win in several finals at the Imparja Cup national championships in Alice Springs over recent years.

The Queensland Cricket (QC) organisation has put a program in place that hoped to find more hidden gems in the vastness of the state.

This month (9 – 26 June), QC embarked on a tour of Cape York to officially launch the revamped Eddie Gilbert Program.

The tour was to make stops in Waiben, Aurukun, Mapoon and Weipa, with the hope of a renewed focus on cricket in these communities.

The Eddie Gilbert Program Cape Tour was funded by the Queensland Cricket Foundation.

It has undergone a significant transformation.

Originally a talent development initiative, the program has evolved into an entry-level program, as a reflection of the ongoing evolution of Queensland Cricket’s First Nations talent pathway.

This Eddie Gilbert Program Cape Tour marked the official launch of the revamped program and aimed to engage local communities through a series of school clinics and a specialised coaching course on Waiben.

Queensland Cricket’s First Nations Project Officer Kieren Gibbs was a past participant in the Eddie Gilbert Program. He also played for Queensland in Alice Springs.

“Many of our past state Indigenous players came through the Eddie Gilbert Program,” Kieren said.

“However, as we now have several coaching and talent staff based across all of the cricket regions, much of the talent development has become core business.

“Restructuring the program to become a first taste for cricket provides us with an opportunity to introduce kids to the game, and also showcase some of our pathway players to hopefully motivate them to continue.”

Tour organiser and Far North Queensland Cricket Manager, Trish Spry, was excited about the regional activation.
