Community spirit high for annual Clean Up Australia Day

Community spirit was very much in evidence as young, old and a good number of those in between met to collect gloves, rubbish bags and water bottles for this year’s Clean Up Australia Day across Torres Shire Council (TSC) last weekend.

BY ALF WILSON The Townsville Bulletin has named Tallisha Harden number one, and Gail Mabo in the top eight of the city’s 50 most inspiring and influential women list for 2024.

The top 50 hailed from many parts of the diverse community from sport, politics and business to health, the arts and big industries.

Tallisha was highly respected in the community and a natural leader on and off the field.

Gail Mabo was also a genuine leader who has endeared herself to the community and further afield.

Two inspiring Aboriginal women, Professor Gracelyn Smallwood and former Police Liaison Officer Linda Janetski, also made the list.

Actor Jimi Bani will join long-time Reconciliation Awards ambassador Johnathan Thurston in encouraging businesses, community groups, educational institutions and government agencies to enter a nomination for this year’s Queensland Reconciliation Awards.

Horn Island land sale almost ready for EOIs

The Torres Shire Council Horn Island Housing Subdivision, consisting of 26 freehold blocks, is well advanced.

The council has worked closely with multiple funding agencies to secure a substantial investment to undertake the subdivision

works, including housing construction.

They said in the first phase of the development nine new community homes were under construction and should be ready for occupancy by mid-year.

“We want to thank the community for their patience

whilst we worked hard to complete the construction and progress this important community infrastructure project that will ease the housing pressures in our Shire,” Mayor Yen Loban said.

He also said Expressions of Interest (EOIs) would soon be called for all eligible

residents to secure blocks of land to build their own homes.

“Community information sessions will be provided to advise of the eligibility criteria to access this great initiative,” he said.

“It’s time to get ready to speak to lending providers

about your ability to secure a pre-approved home loan.

“Home ownership is now within reach of our First Nations communities.

“Council has removed obstacles for you to access the land on which to build.

“Keep an eye out for the community information

sessions, they are coming to you very soon.”

The housing projects were jointly supported and sponsored by the Torres Strait Regional Authority (TSRA), the Queensland Government’s Building Our Regions Funding and theTorres Shire Council.

With 19 female rangers – up from eight previously – women now make up about a third of TSRA’s ranger workforce who care for land and sea country.

TSRA Ugaram Senior Ranger Belphine (Gloria) Stephen said being a ranger was among the best jobs in the world.

“The work we do as rangers benefits not only the environment of our unique region but also the people who call it home,” Ms Stephen said.

“Since joining the TSRA Ranger Program in 2019, I have had so many wonderful experiences from monitoring nesting green sea turtles in the northern Great Barrier Reef to removing marine debris from beautiful uninhabited islands.

“Working with AIMS scientists on field trips to monitor crown-of-thorns starfish along eastern reefs around Ugar, Erub and Mer was another great experience.

In recent years, TSRA female rangers have been part of the first Torres Strait Great Reef Census and the international awardwinning Queensland Indigenous Women’s

Ranger Network.

TSRA Chief Executive Officer Vonda Malone – formerly the first female Mayor of Torres Shire Council – said women continued to challenge gender stereotypes and break barriers.

“Empowering women with opportunities to earn, learn and lead enables our communities to thrive,” Ms Malone said.

“We are proud of the women in our workforce, including our record number of TSRA female rangers and board members who are inspiring the next generation of leaders.”

The TSRA Board currently has the strongest level of female representation since its establishment in 1994, with six female

members, up from three in the previous term.

The United Nations theme for International Women’s Day 2024 is Count Her In: Invest in Women. Accelerate Progress. The theme was focused on the need to invest more in women to achieve gender equality.

TSRA Chairperson Napau Pedro Stephen AM said it was an opportunity to celebrate trailblazing women in the region and beyond.

“On International Women’s Day we acknowledge the contributions of women who keep our families, workplaces and communities strong,” Mr Stephen said.

“We also pay tribute to inspiring women who have passed, but continue to guide our way forward.”

Kupai Omasker was instrumental in having Torres Strait child-rearing practices formalised into law in 2020.

Aunty Ivy said she wanted the position to be a power-sharing role – between a Torres Strait Islander and an Aboriginal person.

“We welcome this good news, everybody will be watching this with interest,” she said.

“We’ve got a chance now because also we have two distinct cultures – mainland and Torres Strait Islander, and there’s also a crossover between the two.

“So any new commissioner has to be culturally knowledgeable, have an understanding and be well-versed in the cultural aspects of Aboriginal and Torres Strait Islander life.

“Mine is the issue of cultural practice because the history of our children in this country is

not good. The different cultural practices – from east to west, north to south – need to be acknowledged in this because there’s a variety of ways people can look after children.

“I want them to be visible, families in communities to be acknowledged and to be accessible for the people.

“Personally, first day on the job, I would introduce myself to all the government departments, to all the Aboriginal organisations, tell them who I am and what is expected of me.”

To whoever fills the new role, Aunty Ivy had some wise words for them.

“They have to really thick skin because they’re in a public position and they will come under scrutiny so they have to be well-equipped for any public backlash,” she said.

Health, children’s well-being and human rights organisations around the country have welcomed the idea of the development of a new National Aboriginal and Torres Strait Islander Children’s Commissioner, announced last month.

The Federal Government said the new position would be formally created in the coming weeks with the main aim of promoting the rights, interests and well-being of First Nations children and young people.

An interim Commissioner was expected to be appointed soon.

The role has long been advocated by the peak bodies representing Australia’s First Nations children.

Aboriginal and Torres Strait Islander Social Justice Commissioner June Oscar welcomed the move.

“First Nations children continue to be removed from their families at disproportionate rates – disrupting their connection to community and culture,” Ms Oscar said.

SNAICC CEO Catherine Liddle said the Commissioner would be a champion for Indigenous children, young people and families and would hold governments to account.

“They will help turn the tide of our children being over-represented in out-of-home care and youth detention,” Ms Liddle said. “They will be able to investigate and make strong recommendations on issues that affect our children, ensuring their safety and rights are upheld.

“This significant commitment to our children should have bi-partisan support nationally and in all states and territories.

“Our children deserve this.”

In my work and life, I have seen many places, policies and situations where the exclusion, particularly of women, from decisions, power, and economic participation has had heartbreaking and challenging consequences. A new scheme to upskill health workers will see three palliative care placements in the Torres and Cape Hospital and Health Services, and an additional three in Cairns in 2024.

The Queensland Health Post Graduate Study Scheme will benefit allied health, nursing and Aboriginal and Torres Strait Islander Health workers in the Far North through enhanced education and training opportunities in palliative care.

Employees will be able to undertake additional study ranging from short courses to Masters in Palliative Care which will boost the skills needed in palliative care services across the state.

It was one of six initiatives which formed part of the Palliative Care Workforce Capability Uplift program.

TCHHS palliative care Clinical Nurse Kirsten Standage has started a Graduate Certificate in Palliative Care through Flinders University this year as part of the scheme.

“I think it will be a great opportunity to develop my skills in palliative care and the course has some great electives focusing on First Nations people and specific diseases,” she said.

“Having the scholarship option is hugely beneficial.

“Palliative care is a growing area and this course will assist me to perform my role and the work I do for TCHHS.” Member for Cook Cynthia Lui said it was a long-term investment.

“I’m so excited that three of our wonderful health care workers are choosing to gain valuable skills that will benefits so many Queenslanders here in the Torres and Cape,” she said.

“The compassionate and incredibly important palliative care they provide not only benefits their families but also their loved ones, families, and carers.

“Our government cares about Queenslanders and are committed to ensuring we have the skilled health workforce Queenslanders need, close to home.

“This investment will ensure the continued delivery of Queensland’s world-class healthcare for our communities right here in the Torres and Cape.”

Minister for Health, Mental Health and Ambulance Shannon Fentiman said support within the government for this initiative would remain strong.

“We want to support our health workers in the Far North pursue a successful and fulfilling career in palliative care,” she said.

“Palliative care ensures Queenslanders can live their life as comfortably as possible – providing specialist care for people with lifelimiting illnesses and their families.

“Queensland Health’s significant investment in boosting training opportunities for health workers will go a long way to increasing frontline services and ensuring skilled and multidisciplinary care is accessible to people, their families and carers.

“Our focus on upskilling our frontline staff will continue to benefit Queensland communities now and into the future.

“The Miles Government remains committed to delivering palliative care in the Far North region, supporting people’s preferences to receive care closer to, or in, their home.”

Nursing grads ready for new horizons Four new registered nursing graduates started work with the Torres and Cape Hospital and Health Service (TCHHS) this week, two of them on Waiben.

TSHHS Executive Director of Nursing and Midwifery Services Sarah Worth said another two nurse graduates would join the health service in September, with one of those also headed for Thursday Island.

“The registered nurse graduates will have a range of clinical experiences, including acute medical, surgical, emergency care, community and primary health care,’’ she said.

Ms Worth said the new nurses would undertake a 12-month graduate program that involved theoretical and practical assessments.

“This year, we have also appointed Thursday Island Clinical Nurse Ivy Hodges as a

First Nations Clinical Facilitator to support our new graduates,” she said.

“She will be there to support, advise and mentor our new graduates making the transition from studying at university to life in the workforce, as well as reinforcing our commitment to delivering culturally safe care to our First Nations communities.”

Ms Worth said the new registered nurse graduates were from a variety of universities and backgrounds.

“We are happy to welcome them as they begin their careers with the TCHHS,’’ she said.

“They are an important part of our team, and we value the contribution they will make.

“Our new graduates have chosen a rewarding and fulfilling vocation that provides many pathways for career development and is a fabulous way of serving

Call for new ‘living guidelines’ for GPs With health research and evidence changing rapidly, Australia’s largest peak GP body has called for funding to turn existing GP clinical guidelines into ‘living guidelines’ in its pre-Budget submission 2024-25.

The Royal Australian College of GPs (RACGP) said they wanted the Federal Government to invest in the new guidelines for preventive care so patient care was informed by the latest evidence and improved health outcomes.

Clinical guidelines provided evidencebacked recommendations for medical professionals and patients to inform health decisions, weighing benefits, potential harms and the certainty of evidence.

While most guidelines were updated at specific intervals such as every three years, living guidelines incorporated relevant new evidence as it became available to allow clinicians to stay up to date with the latest research, but required continual surveillance and review.

A nationwide newsGP poll identified GPs found it most challenging to stay across rapidly

changing evidence on: • COVID-19 – 24 per cent • Smoking/vaping cessation – 20 per cent • PSA testing – 14 per cent • Preventive health – 14 per cent • MS-2 Step – six per cent.

RACGP President Dr Nicole Higgins said living guidelines would make a significant difference for GPs and their patients.

“Funding for GP-led living guidelines will mean Australians can get the latest evidence-based care – this will make Australia healthier and reduce costs to the health system,” she said.

“We are calling for funding for preventive care guidelines which would have a significant impact on health outcomes. The leading causes of death and disability in Australia are preventable or can be delayed with early intervention through general practice.

“I strongly encourage the government to make this investment in RACGP guidelines in the next Budget.

“It will help all Australians get the latest evidence-based care, improve our health, and reduce pressure on our hospitals.”

New local jetski tour business tipped to be an adventure

As a new, locallyowned business, Cape York Jetski Tours is quick to acknowledge Angkamuthi, Atambaya and Gudang Yadheykenu Traditional Owners.

This proud First Nations family-owned business was established earlier this year and was expected to be in operation from next month onwards.

Directors Pafetai Jack (PJ) Morseau and his wife Rita were planning to run the enterprise from Seisia.

PJ said they only employed highly experienced local Jetski guides, some of whom were family members, who had local knowledge and understanding of the region’s historical, environmental and cultural heritage, land, sky, sea and marine life and sacred landscapes.

“Jetski Tours won’t only focus on tourism, but will also look at local communities,” he said.

“And for locals who are adventurous and like to try out new things – most people have never experienced a ride on a jetski before, this will be the opportunity to have a go, and I believe it will be a big hit.

“Our signature tour has been lined up to be a jetski guided tour along the coastline to the tip of Cape York (Pajinka).

“Included in that is island trekking which will take the guests on a visit to Roko Island, which was once an old pearl farm from the old pearling days.

“The guests will also get the opportunity to take a ride to see Captain Cook’s memorial plaque, where he took possession of the whole of the east coast of Australia from Possession Island, as

well as a tour around the Seisia foreshore area.”

He said they were ‘croc wise’ and took safety measures on the water as their highest priority.

“Daily drone surveillance will give them support and live feedback with coverage on any marine animals and debris,” he said.

“The safety of clients is and will be a priority with surveillance drones and a support boat, we have also collaborated with local rangers about where crocs might be.

“We are fortunate with today’s technology that we can efficiently provide daily drone surveillance over vast areas to enhance protection.

“We will use the drones to monitor all types of marine wildlife patterns and environmental hazards, such as ghost nets.”

Voters ready to head for the (mobile) polls Doors to early voting centres opened this week as voting got underway for the 2024 Queensland local government elections.

About 45 per cent of voters were expected to go early to around 170 early voting centres, which included the Torres Strait and Cape York, between now and next Friday – the day before polling day.

In the Torres Strait, Waiben’s early-voting booth at the Boat Club opens next Thursday and Friday from 9am-6pm.

DIRECTORS’ MEMBERS

Are you a director of an ORIC-registered corporation?

Discover how to prepare for and effectively run your next directors’ meetings.

Meetings are an essential part of good corporate governance. Directors must hold regular directors’ meetings to ensure that the business of the corporation is on track and looked after. Directors must attend and take an active part in directors’ meetings.

Purpose of Meetings Directors’ meetings are for: • discussing and making decisions about the corporation’s business • reviewing performance • monitoring the corporation’s financial position • setting plans for the future direction of the corporation.

Timing and Calling Meetings The corporation’s rule book will specify how often directors’ meetings should be held.

Directors are responsible for calling meetings, and notice should be given to all directors in a reasonable timeframe. The notice should include details such as the date, time, venue, agenda items, proposed resolutions, and any supporting documents.

Running the Meeting CHAIRPERSON The CATSI Act requires the directors to elect a director to chair their meetings.

Some directors elect a chairperson for a period of time (e.g. one or two years) and other directors take turns at chairing their meetings.

The chairperson’s job is to make sure the agenda is followed—and that the meeting starts on time, stays on track and is held within the corporation’s rules. A good chairperson also makes sure that everyone has a chance to share their views and listen to others.

RESOLUTIONS Decisions at directors’ meetings are made by passing resolutions.

The CATSI Act says that resolutions at directors’ meetings must be passed by the majority of votes cast by the directors, however a corporation may have a different rule for decisionmaking in its rule book.

Some rulebooks allow for resolutions to be passed by directors without holding a directors’ meeting. These are called circulating resolutions.

MINUTES The minutes of the meeting should be taken to record key discussions, decisions, action items, and any resolutions passed.

Find out more The Corporations (Aboriginal and Torres Strait Islander) Act 2006 (CATSI Act) sets out the rules for meetings but there are some parts of the law that corporations can change in their own rule book.

Review your corporation’s rulebook to see what rules are in place for your directors’ meetings.

The ORIC website has some great resources for corporation members, including fact sheets and a videos.

When the meeting is over and the minutes finalised, the chairperson of the meeting (or chairperson of the next meeting) will need to sign them.

The directors must approve them at the next directors’ meeting.

Dozens step up for local clean ups Torres Shire Council worked in conjunction with Clean Up Australia to host this year’s Clean Up Australia Day event at several locations last weekend.

Community spirit was high and contributions on all three islands where participants met to register and collect gloves, rubbish bags and water bottles were strong.

Muralag Beach, the foreshore waiting shed on Ngurupai, and Mr Turtle, Rosehill ZarZar and Tamwoy Basketball Courts on Waiben were the focus.

More than 20 Murulag community members worked hard in the rain on Saturday morning, as did those on Waiben and Ngurupai on Sunday.

A free sausage sizzle, fresh fruit and water were provided to everyone who took part in the event on all three islands.

Mayor Loban said the fresh fruit and water were sponsored by CEQ. “Torres Shire Council extends a big Eso for their support and appreciates their efforts to ensure healthy food options on the day,” he said.

“A special shout out to the 36 participants from Our Lady of the Sacred Heart School on Thursday Island, and the 16 members of the Torres Strait Outrigging Club who

rolled up their sleeves and joined in with the community on the day – what a wonderful effort.

“There were 23 community members from Prince of Wales Island, 91 from Thursday Island and 17 from Horn Island.

“That’s a total of 131 community members, young and old, boys and girls, women and men, who were part of a total of one million Australians who volunteered over the weekend.”

Clean Up Australia aimed to mobilise communities to help improve and conserve our environment, eliminate litter and end waste.

The event started three decades ago and over that time more than 21 million Australians have participated in the annual event.

“Torres Shire Council is proud of its communities whose efforts not only make our shire the most beautiful place on earth to live, work and play, but protect our marine environment that is such an important source of income for our communities,” Mayor Loban said.

“It makes good economic and environmental sense to become involved and that is why Council supports the event each year – 2024 was a great result.”

Tangaroa Blue Foundation, which has led in debris clean-ups in the NPA, has successfully claimed funds from the competitive Great Barrier Reef Marine Debris Management and Mitigation Grant opportunity.

Marine debris has been identified as a significant risk to the Great Barrier Reef – which ends at the southern end of the Torres Strait islands – and was considered a key threat to the Reef region’s values.

Tangaroa Blue has worked with Traditional Owner groups across the Cape, where some clean-up activities have already kicked off.

The grant would provide opportunities for volunteers to participate in remote clean-up events, regular monitoring activities, source reduction projects and education and awareness activities.

“Tangaroa Blue led the ReefClean program from 2018-2023 removing more than 127 tonnes of marine debris from between the Torres Strait and Bundaberg and tens of thousands of participants in activities,” Tangaroa Blue Foundation CEO Heidi Tait said.

“We are thrilled to be able to continue to build on this work, with our team of ReefClean partners, to reduce the risk of marine debris to the Great Barrier Reef.

“Together with our key delivery partners including AUSMAP, BehaviourWorks Australia, Clean Up Australia, Gunggandji-

Mandingalbay Yidinji Peoples Prescribed Body Corporate, Pioneer Catchment Landcare, Reef Check Australia, South Cape York Catchments, Whitsunday Catchment Landcare, Woppaburra TUMRA and Wuthathi Aboriginal Corporation and our on-ground community organisations, supporters and volunteers, we are looking forward to another 3.5 years focusing on the removal and prevention of marine debris across the Great Barrier Reef Catchment.”

Wuthathi Aboriginal Corporation Land and Sea Custodian Coordinator Clayton Enoch said they were excited.

“We are really excited to continue to work hand in hand with Tangaroa Blue Foundation to reduce marine debris impacting our Country,” he said.

“During last year’s events, the faces of our Elders lit up as soon as they found out we had pulled so much rubbish from the beaches and they couldn’t wait to do it again.”

BehaviourWorks Australia project lead Dr Kim Borg said they were also honoured.

“BehaviourWorks is excited and honoured to join the ReefClean partnership,” he said.

“It is a great opportunity to join forces with an already successful program and amplify its impact through a rigorous and applied behavioural approach to help address the wicked problem that is marine debris in the Great Barrier Reef.”

Lingu Karay Women’s Choir reunites for a first After a four-year wait, the Lingu Karay Women’s Choir has regrouped to rehearse and record seven of their original songs and compositions for the first-ever Torres Strait women’s contemporary music album at the TSIMA’s Awa Kidai Recording Studio late last month.

Thanks to funding from the Torres Strait Regional Authority’s (TSRA’s) Culture Arts & Heritage Program, the Choir had time and space to rehearse with musical director Jessie Lloyd (Geia) before they recorded.

Jessie originally worked with the Aunties back in 2019 through a series of workshop intensives for a performance outcome at the 20th Remote Media Festival and Torres Strait Performing Arts Festival.

Some members of that original group went on to develop works and

projects with Jessie for the Ailan Songs Project and the Kala Lagaw Ya language-learning project.

TSIMA CEO Diat Alferink said she was proud to be able to support the Lingu Karay Women’s Choir as part of TSIMA Music.

“Last week our visiting sound engineer and music producer Will Kepa returned home to collaborate with Jessie and the Choir to record the amazing sounds of our community through song and music,” she said.

“We look forward to the final product, so stay tuned for the First Lingu Karay Women’s album in 2024.”

The project was also supported by TSIMA-based Regional Art Services Network (RASN) officer Anthea Patrick.

Hawks hold on to NBL finals hope in stunning upset win Champion point guard Will Hickey is keeping his basketball dream – and the Illawarra Hawks’ NBL finals hopes – alive with a string of stirring performances following their win over the NZ Breakers on Monday night.

Hickey played solid minutes and contributed in a key way to the Hawks’ stunning run for what was an unlikely playoff berth.

Illawarra surprised the NZ Breakers with an 88-85 win, ending the

Kiwi side’s season hopes and keeping the Hawks’ championship hopes alive.

The Hawks go forward to meet ladderleaders Melbourne United in a three-game playoff series, with the winner to advance to the championship playoffs.

28-year-old Jacob is the younger brother of champion Newcastle Knights back Dane Gagai. Their dad is former Brisbane Bronco Ray Gagai.

Winger Jacob scored his try at the 32nd-minute mark of the first half and is the second youngest player in Rabbitohs history to make his debut.

Courageous Ezra Rising star Ezra Mam displayed toughness, courage and skill in the second game at Allegiant Stadium in Las Vegas when his Brisbane Broncos lost 20-10 to a red-hot Sydney Roosters.

Five-eighth Ezra was the subject of close attention from the Roosters’ defence which was mindful of his amazing three-try performance when the Broncos lost by two points to the Penrith Panthers in the last NRL grand final.

In one passage of play, Ezra fell heavily to the ground and looked likely to leave the field but showed great courage and determination to continue.

Slur claim Roosters forward Spencer Leniu has been referred to the NRL Judiciary over an alleged racial slur to Mam. The incident occurred in the 69th minute of the clash with referee Adam Gee placing Leniu on report after

Mam made the allegation, which has received massive publicity.

“Ezra has made a formal complaint,” Gee said to the Roosters after a push-and-shove broke out.

“It’s racial in nature against Spencer.

“The incident goes on report and it will be dealt with after.

“That’s where it’s at.”

In audio from the match broadcast, Mam is heard telling referee Gee, “He called me a monkey”.

Another Broncos player also said, “he called him a monkey”.

Gee then asked Mam if he wanted to make a formal complaint, to which Mam responded, “yes I do”.

Leniu has subsequently been charged with Contrary Conduct.

Torres Strait spotlight The Torres Strait was under an international spotlight after the games as commentator Lara Pitt interviewed Broncos captain Adam Reynolds.

Just behind them in full view of an audience of millions around the world, a large Torres Strait island flag was being held by spectators.

An Aboriginal flag could also be seen.

Hammer vs Cotter NRL round one matches continue tonight when the Newcastle Knights are at home to the Canberra Raiders.

Tomorrow (Friday) the New Zealand Warriors meet the Cronulla Sharks across the ditch, and the Melbourne Storm meet premiers the Penrith Panthers at AAMI Park in the Victorian capital.

On Saturday the Parramatta Eels and Bulldogs clash and the Gold Coast Titans are up against the St George Dragons.

In the most anticipated remaining match of the round on Sunday, the North Queensland Cowboys travel to Brisbane’s Suncorp Stadium to face the Dolphins.

The battle kicks off at 3.05pm and pits champion Dolphins back Hamiso “Hammer” Tabuai-Fidow against another Torres Strait star in Cowboys forward Reuben Cotter.

Sagigi Shines at Suns All Stars Weekend.

Mistee Sagigi (Thursday Island) was in Townsville last weekend for the 17s Women’s Allstars Weekend which saw female AFL players from Cairns, Capricornia, Mackay and Townsville engage in education and expectations of the Gold Coast Suns High Performance program.

The highlight of the weekend was the All Stars match which took place at Hermit Park Tiger’s home ground.

Gold Coast Suns Academy staff were impressed by Mistee’s clean hands when picking the football up off the ground, kicking ability and steps and speed.

Staff also noted that she was driven, was able to quickly build relationships with her new teammates and picked up new skills well.

Mistee will be back in action this Friday in Cairns, attending the Peninsula U15 AFL trials, before heading

Two sets of three brothers from two families…

Two sets of three brothers from two families lined up for Torres Strait side Mosby Eagles at the Bowen’s 10s Rugby League Carnival last weekend.

It was a real family affair for proud Masig man, Billo, when his sons Jamahl (22), Paul (19) and Billo jnr (17) were key members of the Eagles side.

Assistant coach Fred Bulsey, who has ties to Badu on his mother’s side, was delighted that his sons Isaac, Germaine and Fred jnr were also in the Mosby Eagles team.

More than 20 open men’s and women’s sides competed in the carnival at Denison Park in Townsville.

While the action of the field was competitive, there was more of a social atmosphere at the games with families and friends meeting up during a lovely day out.

Some of the proceeds from the carnival went to cancer research.

Both Billo and 43-year-old Fred snr are legends of Indigenous rugby league in the region. They have competed at many carnivals including some around the Torres Strait.

Although Billo snr, 45, hasn’t played in many carnivals in recent

years, in previous decades he shone at more than 50 such events in places including the Torres Strait, Cairns, Mackay, Townsville and many other places.

In 2009 Billo snr received all the accolades when he scored 30 points for Badu Island side Argun Warriors who beat Cherbourg Hornets 42-38 in the grand final at a Cairns carnival.

Playing at fullback Billo snr scored five tries and booted five goals with his radar guided like boot against a Cherbourg side who included NRL star Chris Sandow.

Billo snr also played with Moa side Arkai Brothers who competed at a Torres Cup competition at Ken Brown Oval on Waiben in 2010.

For many years Fred snr was a nightmare for opposition defences when he was a blockbusting forward.

One of his appearances in the Torres Strait was as a key member of the Mua Razorbacks team who defeated Malu Kiwai from Boigu in the 2010 Silver Jubilee Island of Origin series grand final.

Billo snr and Fred were also teammates in the Arkai Brothers side at the 2008 Torres Cup (now Zenadth Kes carnival).

In the final analysis at the Bowen 10s, Darlz Warriors won both the men’s and women’s grand finals.

NPA junior rugby league on the table

Aspiring junior footballers in the Northern Peninsula Area are looking forward to a 2024 season on the field after a well-turnedout meeting started work on how the year might look for their younger teams.

Reps from each of the NPA communities met with the QRL to discuss how and what a junior season in the region might look like.

QRL events officer Marlon Nakachi said the juniors might come under the NPA Regional Rugby League banner to be in line with the seniors, but would have their own committee.

“That first meeting we had good a turn-out of 10 people, talking about getting a group together for the new season,” Marlon said.

“We wanted to try and see the interest from local communities, so it’s more communitydriven, then we’ll go for another meeting and from there form a committee of people from each of those communities.”

He said the big takeaway from that first meeting was strong support for a junior rugby league season, and early support coming from the health and education sector.

“A lot of people are keen, and a lot of parents and everybody is supporting it,” Marlon said.

“Some of their kids had to miss out on football last year and that was a big thing for some of the parents.

“A lot of the kids are into rugby league and we need to get a good program going.

“We’ve also got people working in the schools, from the Health (department), and NPARC.” Early indicators are that a junior league could have four teams, with a possibility of six.

The stakeholders were working toward a follow-up meeting.
