Butchulla man Kevin Heath, originally from K’Gari, now calls Sydney’s Eastern Suburbs home and said he understood first-hand how important it was to have someone close to you to take the time to notice and really listen when something was up.

“I recently had a mate asking me how I was going, and I wasn’t ready to open up,” Kevin said.

“He kept checking back in, I kept saying I was fine.

“One day he asked again, very directly this time which was a way that made sense to us and our friendship.

“He said to me ‘I’d rather lose you as a mate than lose you – what’s going on, you can talk to me, I’m here for you’.

“I let my wall come down and started crying.

“With his support, I got back to my doctor.

“I’m so grateful he stayed with me until I was ready to open up.”

Kevin said his experience reinforced how a genuine show of interest and concern, when you asked someone ‘Are you OK?’,

could help them share how they were really feeling.

BY CARLI WILLIS An initially successful voter enrolment campaign, which started with just $7500 in the Northern Peninsula Area (NPA), has successfully drawn a further $20,000 in funding from the Australian Electoral Commission (AEC) after they enrolled more than 100 new voters – almost four per cent of the total population – across the region.

Indigenous Electoral Participation Commission Program Senior Engagement Officer Telita Reuben said the group of NPA women driving the enrolments was raising much needed awareness in the lead up to the referendum polling day, to be held on 14 October.

She said Seisia Enterprises was leading the way over 17 other organisations across the state, who were also driving Indigenous enrolment.

“The history of the Indigenous vote with us, it all started back in the 1960s and it’s really, important that we come out and have our say,” she said.

“It’s our democratic right, and you vote any way you want, that’s entirely up to you, but that is what we’re here for.

“That’s my passion to get it to have our say due to that history of what we fought for, and from the 1967 referendum.”

Seisia Enterprises volunteer Talei Elu said the new funds

would help them continue the work they were doing as well as keep the electoral roll updated (deaths, change of name, addresses, etc) and run civics education through a youth parliament.

“With this money we can help new voters, created Creole video resources featuring NPA locals, and we have trained three local women who are now eligible to work at polling booths in future elections,” she said.

She said the project was borne out of a need to create change.

“This started in trying to secure a telecommunications tower for our region,” she said.

She said she felt the lack of telecommunications had further exacerbated other issues the region experienced.

“We realised we needed some form of leverage over the politicians and the decision-makers in Canberra in Brisbane,” she said.

“We realised in order to ensure that our issues were heard, we needed to boost our enrolment numbers and then boost our knowledge of voting processes so people are well-informed to vote for their elected representatives.

“Now the next step is to ensure they are well-informed enough to vote at this upcoming referendum.”

In the six months from December to June this year enrolments to vote in

Queensland increased by more than 12 per cent.

Ms Reuben said the AEC was driving a big push to encourage local Indigenous people to enrol.

“Some of our mob may be illiterate, and that shame factor may come in due to not being able to read the form,” she said.

“For them to have somebody that can speak their language and understand the culture, that’s really important to us and that will increase voter turnout, making it a culturally safe place.”

She said most polling locations would have a First Nations person on hand to assist.

Ms Elu said the NPA women were doing great things, but there were still bigger issues to address, particularly with telecommunications and, for example, dealing with identification.

“Everything is increasingly becoming online to register for different forms of ID,” she said.

“When things are online, and you don’t have the telecommunications access to be able to do that, it becomes much harder.”

She said she was proud of the work the NPA women were doing to enrol people, despite the access issues.

“This is going to be an incredible thing for not just this referendum but for local, state and federal voting in future,” she said.

Postal voting Postal vote applications opened earlier this week and will close at 6pm on Wednesday 11 October.

People can apply for a postal vote if they cannot make it to a polling booth or in-person voting centre on Saturday 14 October.

The Australian Electoral Commission said there would be thousands of polling places open from 8am to 6pm on polling day, and hundreds of early voting centres available during the two week early voting period, as well as mobile voting and in-person voting centres overseas.

They said they were aware some people may receive postal vote applications, or links to online postal vote applications, in the mail from third parties (e.g. political parties), which was legal, but they said they encouraged people to apply directly through their website at https://www.aec.gov. au/referendums/vote/ postal-voting.html

New management era for booming Bamaga Post Office

BY CARLI WILLIS For the first time in 30 years, the Bamaga Post Office has a new manager at the same time as technology upgrades are set to create positive change for the small community.

Jean Williams served her community through her work at the post office for more than 30 years.

She said when she first started everything was checked and balanced manually on paper.

“The post office was mainly used by people to collect their mail and we were an agent for the bank, but we were small,” she said.

Ms Williams said the post office looked forward to another technology upgrade at the end of the year, which meant residents could get their passport done at the post office.

“Probably end of the year, early next year, we’ll be able to do passports here as well,” she said.

“I was there for four years and then when I came back after four years, it was all electronic, they had the handles scanner,” he said.

He said the next big challenge for the post office was managing the mail service as the population continued to grow.

“More people are shopping online, I think because of the cost of living locally,” he said.

“It’s cheaper to get bulk items from down south coming through the mail because some of them will be providing free postage with the order.

“The community has grown, but the post office is still the same size.”

The tiny post office is owned by not-for-profit communityowned organisation Bamaga Enterprises Limited (BEL).

BEL General Manager Tom Kelly said the post office had reached capacity and they were looking at possible solutions to grow it into the future.

“People won’t have to go over to TI to do their passport, they can come in here.

“It’s $120 or so for ferry fees and on top of that you have to pay for the passport, so you were looking at probably 350-something dollars.”

She said she recently decided it was time to step down and let the younger generation come through the ranks.

With technology moving fast, she said, it was good to have a younger, tech savvy person leading the charge.

“I feel much better and it’s having someone younger there and who knows what he’s doing, because it’s such a big job,” she said.

New post office manager David Bond said he had enjoyed working “on and off” with Jean and the team for years.

He said the position gave him an opportunity to build on his managerial experience.

Language and traditional place names will be used on all ABC platforms from this year onwards, after the signing of a strategic partnership between First Languages Australia (FLA) and First Nations Media Australia (FNMA).

The new partnership means more use of Aboriginal and Torres Strait Islander names and languages across all its platforms.

The partnership was to run from 2023-2026 to encourage two-way learning while supporting career pathways for Aboriginal and Torres Strait Islander people working in media.

FLA’s role in the partnership will see a continuation of current projects such as This Place, which shares the stories behind place names, station

identifications and ABC Education projects such as Good Mornings in language.

ABC Head of Indigenous, Diversity & Inclusion Kelly Williams said existing collaborations with FLA had resulted in the creation of more than 100 pieces of video content featuring place names from around the nation.

“This strategic partnership deepens the connections between ABC offices and language centres across Australia to ensure Aboriginal and Torres Strait Islanders languages are included in ABC programming and thus the national conversation,” she said.

FLA chief executive Beau Williams said the partnership would increase public awareness of the many hundreds of Aboriginal

and Torres Strait Islander languages of this continent.

“First Languages Australia is looking forward to continuing our work with the ABC to present communityled and owned stories that share the wonders of our nations,” he said.

The FNMA partnership extended the current focus on collaboration around content, knowledge sharing and industry support for a further three years.

FNMA chief executive Professor Shane Hearn said First Nations Media Australia was thrilled.

“This collaboration represents a significant step towards amplifying Indigenous voices and narratives through media and signifies our shared commitment to fostering a vibrant First Nations media

landscape,” he said.

“Over the next three years, I’m looking forward to us building upon our foundation of content collaboration, knowledge sharing, and industry support.

“Our focus on skills development in news and current affairs; content amplification through FNMA’s IndigiTUBE platform; and the ongoing contributions of decommissioned resources to our members, will empower Indigenous voices and strengthen our collective impact.”

Ms Williams said she was excited.

“I am excited that the ABC and First Nations Media Australia are continuing to work together to support and increase the visibility of Aboriginal and Torres Strait Islander stories and perspectives in the media,” she said.

New broadband scheme leaves out Torres Strait and NPA

BY CARLI WILLIS A federally-funded student initiative to provide 30,000 school-aged students with free broadband has excluded the Torres Strait and Northern Peninsula Area.

The School Student Broadband Initiative (SSBI), funded for $4.5 million through the 2022-23 budget, was aimed at narrowing the digital divide and promoting greater inclusion for disadvantaged families.

Erub Island woman Lala Gutchen, a First Languages Progam Facilitator for the Australian Literacy and Numeracy Foundation, taught Meuram language to children in kindy to Year 6. She said Zenadth Kes children experienced many access disadvantages and it made her sad to know they would miss this opportunity.

“Because there will be next generation blo yumi, they’re the ones that we’re educating to run this country blo yumi in the future,” she said.

“We part of the country too, and we are First Nations people for this country.

“They’re supposed to have the same benefits like children on the mainland. The internet plays the same big role [here] as the children on the mainland.”

Torres News asked the Department of Infrastructure, Transport, Regional Development, Communications & the Arts why the Torres Strait and NPA regions were not included, but did not receive a response to that question.

A spokesperson for the Department told the Torres News there were 200 locations nationally that were not included, and some were uninhabited.

They said Bamaga, Erub, Injinoo, Kubin, Masig, New Mapoon, Seisia, St Pauls, Waiben and Umagico could already access free public wifi..

“Since 2020, nbn has installed 10 community wi-fi access points across Torres Strait and Northern Peninsula Areas,” they said.

“These wi-fi access points provide access to the nbn Network via the nbn Sky Muster satellite

service and can be used by the community for free and supports access to online education services.”

In 2022 Ms Gutchen helped facilitate a report with RMIT university, which mapped the digital gap on Erub Island.

She said the report found 77 per cent of households did not have any form of fixed internet and affordability was a key concern.

She said the island had recently experienced a nine-day mobile drop out and services were often patchy.

“The winds are blowing at 22 to 25 knots southeast at the moment and the network is really bad,” she said.

“I have to put my phone on loudspeaker, so I can hold it in an angle [to get signal], so I can project my voice.”

The Queensland Department of Education, who were partners in the SSBI initiative, said they were striving for better broadband access at all schools through their Bandwidth Upgrade Project. They said broadband upgrades to schools had started from this month to ensure 99 per cent of students could reach speeds of one mbps or greater.

A spokesperson for the Department said they signed a $190 million dollar deal with Telstra for the upgrades in December 2021.

In July this year Telstra announced it would use Elon Musk’s Starlink to implement Low Earth Orbiting (LEO) satellite services as part of the deal.

The spokesperson said the Department of Education would implement LEO in several schools within the Torres Shire Council and Torres Strait Island Regional Council regions as a crucial component of the upgrade project.

“These upgrades are specifically targeted to improve internet speeds for state schools in the area,” they said.

“Communities will benefit from fibre optic or other terrestrial upgrades to the network.”

Telstra said they expected more details about the LEO satellite services to be available later in 2023.

Referendum

This year a referendum will be held on whether to alter the Constitution to recognise the First Peoples of Australia by establishing an Aboriginal and Torres Strait Islander Voice.

The last referendum was held in 1999. It’s the only way the Constitution can be changed. The Constitution sets out how Australia is governed.

All Australian citizens aged 18 and over must vote, and the government must act on what Australia decides.

TORRES STRAIT Marine Safety Program MetEye marine weather service for the Torres Strait

Five vital weather safety checks The Bureau of Meteorology’s MetEye maps have swell and wave map forecasts to assist skippers plan their voyage. Three map-based weather features provide comprehensive planning tools to all mariners across the far north.

The best way to access MetEye is through the Bureau’s marine webpage portal: www.bom.gov.au/marine All experienced boat operators in the Torres Strait know how dangerous a sudden squall or rough seas can make passage between the islands. The tools show the direction of different swell conditions as well as windwaves (or ‘sea waves) and total wave height.

Torres Strait mariners have localised knowledge of how swell direction can interact with tide, wind, chop and current to produce danger zones. Used in conjunction with the marine text forecasts and warnings, these swell and wave maps add another safety dimension when planning your voyage, forming part of the ‘Five Vital Weather Safety Checks’ to complete before setting off.

Warnings current for your boating area: Highest priority forecasts for the next 24 hours. Winds of 26 knots or more indicate rough conditions for small boats.

Weather conditions affecting safe navigation and comfort: Coastal water forecasts provide information on factors such as reduced visibility, thunderstorms, lightning and squall conditions.

Look for forecast trends in wind speeds and shifts in wind direction over the day.

Three years for Meriba Omasker Kaziw Kazipa

BY CARLI WILLIS AND JEN ENOSA The third anniversary of the passing of Queensland’s historic Meriba Omasker Kaziw Kazipa (Torres Strait Islander Traditional Child Rearing Practice) legislation was celebrated last week.

The world-first legislation helped align Ailan Kastom and Traditional Law with Australian law, and allowed families to update birth certificates to reflect the customary adoption practice.

Co-chair of the Meriba Omasker Kaziw Kazipa Advisory group Ivy Trevallion played a role connecting the Torres Strait community to government.

She said it was important to acknowledge Elders and leaders, past and present, who worked with their communities to bring

about the change and helped to continue Ailan Kastom.

“On the working party we have Uncle Belza Lowah, Aunty McRose Elu, Bala Linky, Francis Tapim, Dana Ober, and we have a couple of resource people, Uncle Paul Ban, Uncle Alistair Nicholson, and Uncle Ralph Nelson,” she said.

Ivy walked the long journey with those leaders who worked with their communities and helped pave the way for the healing legislation.

“The late Uncle Steve Mam was very influential and inspirational in working with the group of people and preparing the community to discuss this issue that yumi no talk about,” she said “It is a taboo issue for yumpla, when youpla give your pikinini away.

“That took a long time for the community to prepare the community to go public

“It was a very emotional time for everybody, there were a lot of fights, a lot of disagreements, a lot of arguments about issues.

“But it’s also part of growing as well.”

Ivy said she was there the day the legislation was passed.

She said at the height of the pandemic she felt

it did not receive the recognition and attention the occasion deserved.

“It gives our families the rights our children and their children are entitled to,” she said.

“They don’t have to have sleepless nights, or think about what they need to do for the children, so that the children are happy.”

She said since the passing of the law families had been

travelling all the way to Cairns to take up the service.

She said there was discussion about taking the legislation to other states, but referendum discussions had taken it off the agenda of governments – for now.

“It’s admittedly disappointing for our families who live in the southern states because the adoption legislation

itself is managed by the states in each individual state,” she said.

“So all have to talk to thempla own parliamentarian like we did with this one.”

Ivy said an office was about to formally open on Waiben. “[It will be a place] where our families can go and talk to people in private,” she said.

“And they don’t have to worry about other people witnessing them.

“The issue around privacy where them pikinini blo yumpla is really important for yumpla.”

She said the new building would be blessed on Wednesday 27 September.

She said a book called Peri Peri Maab, about the long processes of making the law, would be launched to mark the day.

“It’s individual stories of all the people

I mentioned before, [they] recollect and tell the story about how they felt, what they witnessed how they experienced the journey blo mipla to the time it was recognised,” she said.

She said the Meriba Omasker Kaziw Kazipa legislation was under review and encouraged families to give their feedback.

She said there were some practical issues in the legislation that needed to be ironed out for families, to bring it better into line with customary law.

“That practice blo yumpla, it doesn’t change since time immemorial, it’s still the same you can’t change it,” she said.

“It’s a Black law, Torres Strait Islander customary law – L-A-W – being transferred or translated into a white law.”

Indigenous People find their voice at UN Conference

BY CARLI WILLIS Indigenous affairs advocates who travelled to a United Nations conference in Geneva say strengthening international relations has helped them cultivate more opportunities for their communities.

Gudang Yadhaykenu, Wakai Aragan (Badu) and Koedal (Saibai) clan man Alex Wymarra said he was already in Europe when he was told by a friend the United Nations was holding its Expert Mechanism on Indigenous Peoples (EMRIP) conference in Geneva that week.

The EMRIP was established by the United Nations Human Rights Council to help provide expert advice on the rights of Indigenous People.

Mr Wymarra, founder and chair of the Treaty Council Worldwide (TCW), contacted Paris-based colleague, Baramadagal woman and TCW legal advisor Jayne Christian to ask her to go with him.

“A lot of First Nations peoples don’t really get to hear about this, it’s a shame, but should be promoted more,” he said.

He said he helped to

establish the TCW and had been fostering relationships with Indigenous Nations overseas for years.

“I think there are ways of closing the gap and creating jobs through international engagement,” he said.

“You talk about the Voice and I think internationally this is the Voice.”

Mr Wymarra and Ms Christian arrived at the five-day conference on the last day.

Registrations had closed the week before, and they didn’t have a pass to enter.

But despite their unannounced arrival staff worked quickly to gain them entry and, they said, what they would learn from that day was well worth the trip.

Ms Christian said news quickly spread that Indigenous people from Cape York and Wagga Wagga had arrived and they received a warm welcome.

“From the moment Alex and I were being taken in, we were referred to as sovereigns,” she said.

“We come from this bubble (in Australia), where by and large we are not acknowledged as sovereigns of our own nations.

“When you are forming those relationships, having

Ms Christian said once in the event, UN delegates told the pair there were funding options available to provide First Nations people with financial assistance to attend these events.

The Department of Foreign Affairs and Trade

(DFAT) also said there were several funding opportunities available to First Nations People which included: UN Voluntary Fund for Indigenous Peoples, the Convention on Biological Diversity voluntary fund and the World Intellectual Property Organisation (WIPO) Voluntary Fund for Accredited Indigenous and Local Communities.

The National Indigenous Australians Agency

(NIAA) said in 2022 they provided $150,000 funding to the Indigenous Peoples Organisation-Australia to support more inclusive, meaningful and informed First Nations international participation and engagement, including at United Nations forums.

Ms Christian said she learned a great deal from Indigenous leaders from across the globe, and where they were on their treaty and reconciliation journeys.

“I quite often can feel defeated in terms of any kind of power-sharing arrangement ever coming into fruition for any of us in Australia,” she said.

“But it really broadens your own mind when you speak to people who confirm and validate that it is a hard process and it’s a long process.

“When you make these connections, you can go ‘oh, that’s where we’re at’ or ‘that’s what we need’.

“It just that makes it all seem possible.”

The two were able to provide written statements to help inform the outcome of the conference, the theme of which was Indigenous Peoples, human health, planetary and territorial

health and climate change: a rights-based approach.

Mr Wymarra said he would continue to raise awareness about the event.

“We got aspirations now to just beat the drum with Indigenous delegates from around the country to bring it on, get over there,” he said.

“Let’s do it and get our voices out and heard.

“Our people [need] to know they can reach out internationally and get the recognition that we need, our sovereign recognition.”

Energy strategy offers opportunity Justice groups trained up in Co-designing a First Nations Clean Energy Strategy took another step forward late last month, with Queensland First Nations leaders, industry and government meeting in Cairns.

The Strategy was in the process of being developed under a National Energy Transformation Partnership between the Federal government and states and territories.

One of its priorities was a reset of the energy landscape, with First Nations playing a central role in participating in and benefiting from the energy transition.

Previous roundtables were held in the Pilbara, Alice Springs and Canberra, with further roundtables scheduled for New South Wales, South Australia, Victoria, Perth and Tasmania.

Issues raised at the Cairns meeting were around themes of engagement and consent, energy security, and capacity and resourcing to enable First Nations ownership of clean energy projects. They included: • Need for free prior and informed consent – direct and early consultation with landholders/owners before a project begins, and during a project • A lack of information available at household, community and project level • Need to create more competition in the Queensland market (as competition to Ergon) • First Nations businesses were not being prioritised for contracts and work on their land • was suggested that in addition to renewable energy zones, we need ‘First Nations renewable energy zones’ • government must support First Nations-led businesses • communities must be supported to develop clean energy projects that benefit communities • First Nations must be supported to own clean energy

projects, in communities and on Country • PBCs and representative bodies need better resourcing to deal with the large number of proponents wanting to build projects on First Nations land, and even out the power imbalance.

First Nations Clean Energy Network Co-Chair, Yorta Yorta woman Karrina Nolan, said the meetings drew out key issues impacting First Nations people in Queensland at the family, local, Country and national level.

“This is the biggest transformation of our energy system we will see in our lifetime,” she said.

“Our communities must be part of the process, from

how lands and waters could be impacted through to the potential benefits of renewables if we genuinely engage.

“We believe this could be such an opportunity for sustainable economic development if done well, and want to see industry, government and community work together.”

A draft Strategy is due by the end of this year.

The Federal government has committed to implementing the First Nations Clean Energy Strategy from early 2024.

Community Justice Group (CJG) members from across the Torres Strait and Northern Peninsula Area (NPA) met in Cairns last week for a special two-day workshop hosted by the Queensland Indigenous Family Violence Legal Service (QIFVLS).

QIFVLS CEO Wynetta Dewis said the event was sparked by feedback which indicated a need for more training and information sessions.

“The CJG were particularly keen to gain more information around court orders and the court process,” she said.

“In addition to legal aspects, the CJGs also sought guidance on issues such as domestic and family violence, child protection, Traditional Adoption, and the swiftly changing legislative landscape in Queensland, driven by the Women’s Safety Justice Taskforce’s recommendations.

“This comprehensive training

equipped CJGs with the knowledge and tools to deliver better outcomes for the communities they represent.”

She said attendees included Meriba Omasker Kaziw Kazipa (Traditional Adoption) Commissioner Czarke Maza and representation from Department of Attorney General and Justice (DJAG), the Torres Strait Regional Authority (TSRA), and the First Nations Justice Office (FNJO).

“This Community Justice Workshop in Cairns served as a pivotal platform for enhancing the skills and knowledge of the CJGs, ultimately strengthening their vital role in the community,” she said. “QIFVLS and its partners are dedicated to empowering the CJGs who work tirelessly to promote justice and well-being in their respective communities.”

Executive Principal - Michael Ward I hope you are all enjoying our regular features in the Torres News, which serve to update the community on what is happening and to share our evolving story of improvement and success.

This is an exciting story, and is one that is filled with positive change and aspirations that directly support the achievement of real-life outcomes for each student in tandem with the broader goals of the Torres Strait nation. Together with my colleagues Yolanda Mclean (Head of School) and Karen Wright (Business Manager), we form the college executive team which leads the most unique school in the world.

My mantra since taking up the role of Executive Principal two years ago, is that we aim to deliver the same or a better standard in education that you would find anywhere. My team are rising to this challenge and I commend their hard work and dedication to you across all campuses.

In recent weeks my schedule has included working on campus at six of our seventeen sites, as well as furthering the strategic goals of the college at important meetings with TAFE, TSIREC, our partners in Regional Office and key community partners. The process of staffing our college for 2024 is well underway and my executive team and I are currently leading selection processes for key leadership roles across a number of campuses, each of which include a strong community voice.

I am pleased to advise the local community, as part of the Department of Education’s Equity and Excellence strategy,that Tagai State College has been included in the new Partnership Initiative. This means that our college will benefit from prioritised support and resourcing to focus on strengthening the relationship between our school, early childhood education and Embracing Edu TECH: Journey care, our community, diffAerent parts in of government, local businesses and not-forprofit organisations delivering services in our community. I think this is an exciting announcement for our school and our community. We will pause soon for the September school holidays and I look forward to working with our communities for the remaining nine weeks of the school year and developing our plans for 2024.

I am thrilled to share with you my recent experience at the Edu TECH conference in Melbourne, where I had the privilege of co-presenting alongside the Director of Education at Schools Plus, Karen Robertson.

Our presentation centered on our literacy journey in one of Australia’s most remote schools, spread across a vast expanse of 48,000 square kilometres across fifteen islands in the Torres Strait. This remarkable journey is a testament to what can be achieved when all children are granted access to the same opportunities to thrive academically.

While stepping onto the stage filled me with a mix of excitement and nervousness, the response from the audience afterward was overwhelmingly positive. It was heartening to see how our story inspired those in attendance, and it reaffirmed our belief in the transformative power of education. For those unfamiliar with Schools Plus, they are a not-for-profit education organisation dedicated to supporting schools across Australia in improving student outcomes. We are fortunate to have their support through a grant and the guidance of a dedicated coach as we work on the Positive Behavioural Interventions and Supports (PBIS) framework with Dr. Tim Lewis.

One of the highlights of the Edu TECH conference was witnessing the incredible use of artificial intelligence (AI) in education.

The potential that AI offers as a teaching tool and educational resource is nothing short of astounding. It became evident that in a world evolving at a breakneck pace due to technology, it is imperative for us as educators to embrace these innovations to adequately prepare our students for the challenges and opportunities of the 21st century.

The integration of AI in education opens up exciting avenues for personalised learning experiences, data-driven insights, and more effective teaching methodologies. Imagine the possibilities: AI-powered virtual tutors providing immediate assistance to struggling

students, adaptive learning platforms tailoring content to individual needs, and data analytics helping educators make informed decisions about instructional strategies.

Our literacy journey in the Torres Strait, while filled with unique challenges due to geographical remoteness, has also been a testament to the resilience and determination of our students and educators. It has highlighted the importance of equitable access to educational resources and opportunities. In this digital age, it’s essential that we bridge the digital divide, ensuring that students from remote and underserved areas have the same access to technology and the educational benefits it brings as their urban counterparts.

Let us continue to work towards a future where all our students have access to the tools and knowledge they need to succeed in a rapidly changing world. Literacy Structured Synthetic Phonics is well established at Masig Muysaw Ngurpay Lag, Monday to Thursday students from Prep to Year 6 participate in reading, spelling, phonic dictation and learning the code activities. Each group is led by a teacher or teacher aide, who have become experts in teaching their group.

Literacy intervention is delivered by Miss Helen with lots of hands on activities and games.

Students have loved learning about persuasive texts this term and are currently writing their assessment pieces, convincing the reader to take action on an environmental issue. We have many persuasive students here at Masig Muysaw Ngurpay Lag!

Rangers partner with Tangaroa Blue for clean up

Department of Agriculture & Fisheries assists with the removal and identification of ghost nets found on a beach.

BY DARREN MONCRIEFF & JEN ENOSA The Apudthama Rangers’ partnership with Tangaroa Blue alongside Traditional Owners will be key to the success of a five-day beach clean-up later this month.

The Five Beaches Loop community clean-up will take in land and sea country owned by the Anggamuthi, Atambaya, Wuthathi, Yadhaykenu and Gudang peoples from 22-27 September.

It was planned to start near Somerset, at Fly Point, and make its way down the track to finish at Nanthau Beach.

The idea was wholly funded by the Ocean Conservancy and driven

locally by Tangaroa Blue, a volunteer group focused on the health of the marine environment and which has had a long presence in the Torres Strait.

Tangaroa Blue’s Waibenbased Ebony Bail said from their experience of past events they were expecting to find an astonishing amount of rubbish.

“We usually find lots of rubbish; we are expecting to find from 1.5 to two-tonnes of rubbish,” Ebony said.

“The base will be at Somerset where it will be meticulously sorted through.

“We have 150 categories – like what it is, what it’s made of, and where it comes from.

“This is added into the Australian Marine Debris Initiative database which has

She said the sorting station for the clean-up, which would start at Fly Point before it made its way down the Five Beaches Loop track, would be at Somerset.

Ebony said to date 15 volunteers had signed up for the clean-up and organisers were hopeful of more coming on board as time drew near.

The group planned to camp at Punsand and make their way to Somerset to hit the beaches each day.

She said the biggest thing with their rubbish clean-ups was everything they collected had to go somewhere.

“Rubbish disposal is an issue in the region,” Ebony said.

“We will recycle what we can.

“There is the 10-cent deposit scheme here, and with a lot of the rubbish as plastic bottles these can be part of that scheme.

“Depending on where the clean-up is, there may be a charity or a school nearby and they can collect the money from the recycled rubbish.

“Up here, we will sort rubbish as recyclables and non-recyclables.

“The Apudthama Rangers will take the non-recyclable items to the dump at Bamaga and the recycled items will be taken down south and recycled properly.”

“Also the large amount of plastic water bottles, mostly from overseas, plus lots of thongs and bottle caps, toothbrushes and refrigerant gas bottles,” she said.

“In the sorting process, any label we find we record the barcode, the brand and country.

“The clean-ups I’ve done at least 70-80 per cent is foreign rubbish which makes it difficult because this is at remote communities which don’t have the resources.

“It’s frustrating.

“At some stage, we can go to these companies and tell them about their rubbish, and to try and stop it.”

She said they would be

mindful of the fragility of certain environments and sites of significance.

“With beach clean-ups we’d love to do them all but we have to be mindful of animals, and of sacred grounds,” Ebony said.

“So there’s always a conversation to be had with TOs and those partnerships.

“It is a really good opportunity for anyone wanting to see how we do this and they can take that back to their communities.

“It all may seem overwhelming at first but after a day or so you get to see it through.”

Hot conditions forecast ominous outlook for reefs Hot conditions forecast for this summer may increase the chance of further mass coral bleaching events across the Great Barrier Reef, academics say.

The Great Barrier Reef has experienced six mass coral bleaching events since 1998 and reef scientists were already reporting water temps up to four degrees above average in places for this time of year.

The forecast for this coming summer was for low cloud cover,

higher temps and increased chances of marine heatwaves, with experts concerned that mass coral bleaching events would drive hard coral species closer to extinction.

Climate Council member and distinguished Professor of Biology Lesley Hughes said urgent action was needed.

“We need urgent action to give our Reef a fighting chance, starting with a rapid phase-out of all coal, oil, and gas

projects,” he said.

“It is important we remember that the Reef can be restored, but it needs a break from severe back-to-back bleaching events, and the only way to do that is to rapidly reduce our greenhouse gas emissions.

“To stay well below two degrees Celsius, and to give the Reef its best chance of survival, the Climate Council recommends Australia cut its emissions by 75 percent by 2030 – based

of our past inaction, of failing to move more quickly beyond coal, oil and gas, and of decades of ignoring the stark warnings about the perils of climate change to our Reef and to all ecosystems on which we depend for our livelihoods, security and wellbeing.

“Strong and determined action this decade will be the difference between giving our precious Great Barrier Reef and everything that

Climate Council Director of Research Dr Simon Bradshaw said there was no question the Great Barrier Reef and other tropical coral reefs worldwide were in grave danger.

Reef change rate a ‘serious challenge’ A report into the effects of climate change on the Great Barrier Reef (GBR) positions Indigenous traditional knowledge as a framework from which to manage those changes, but also says the rate of change presents serious challenges.

The Reef Futures Roundtables Report (August 2023) said Indigenous people had adapted, and suggested using a collaborative approach to solving the problem, based in Traditional Knowledge.

Roundtable discussions were co-chaired by Chrissy Grant, an Eastern Kuku Yalanji woman from the Jalun-warra clan of the Daintree and Mualaig from Kubin.

The report said the Great Barrier Reef was, “likely to face impacts from climate change that could become irreversible around mid-century, regardless of whether global emissions stabilised”.

It also identified evidence-based strategies and areas of opportunity to manage the reef ecosystem in the face of climate change.

Australian Academy

of Science President Professor Chennupati Jagadish said the report made it clear climate change was the primary threat to the reef and its connected systems.

“It reminds us that sticking to that path we are currently on, simply because we started on it, will not offer the best solution for the Great Barrier Reef,” Professor Jagadish said.

“It highlights that in the medium-term, there are opportunities to slow the decline in the health of the reef, however this requires Australia to take further action now.”

The report concluded: “Truthful, open, and clear communication with the public is needed to prepare Australians for what is to come, given the GBR will continue to change as the environment becomes more challenging for its habitats and species.”

Little feet take to streets for Under 8s day Hundreds of children marched the streets of Waiben last week to raise awareness for Under 8s Week which highlights the importance of early, developmental years in a child’s life.

As the children filtered into ANZAC Park they launched into a range of games and activities set up by local industries and interests, including schools, Queensland Health, emergency services, army and navy.

Waybeni Buway Ngurpay Mudh (WBNM) Head of Campus Rick Cass said the day was a success.

Event organiser and WBNM teacher Ellie Jackes said the event brought together the whole community under the theme Play - you, me and our communities.

She said it had been a whole-of-community effort.

“So many engaging play activities for kids from island dancing, bubbles, face-painting, footy skills and, a crowd favourite this year, Karaoke,” she said.

“When they are exploring through the different activities here they are learning, through sensory activities, important things, like the ambulance talks about our health, the police in our community [talk about] the role they play.

“Everyone comes together, to explore through play with our kids, learn with them, and really just connect.”

An early childhood approach program Community Engagement Officer, Rita Kebisu, said she worked closely with Ailan families to

understand their child’s development.

“Early years is really important for children, because that’s where they grow and develop,” she said.

“For us here in the Torres Strait, because of logistics, and having layers of disadvantage, such as social economics or English as a second language, we find a lot of kids have developmental delays.

“If we come in at the beginning and address those gaps, address those issues, it gives kids a better social life.”

Inc Domestic and Family Violence Counsellor Salome (Olive) Whap said it was important to teach children about healthy relationships.

She said Mura Kosker had a program where they talked to children about their safety.

“We ask them, what does Child Protection mean for them,” she

said. “They had really awesome responses, like keeping your family safe and strong, keeping your family and friends strong.

“It was really great to know how much the children knew about keeping themselves safe from harm and any risk.”

Ms Whap said she also spoke to young

people about their roles and responsibilities as individuals and family, and how that impacted the community.

“Events like this really draws community together, and allows families to see the support services they can tap into,” she said.

Gagai pulls underdogs over line 20 teams lined up for Dan Ropeyarn comp

A try by Dane Gagai at the 56th minute proved vital for the Newcastle Knights in their nail biting 30-28 win over the Canberra Raiders after extra time in last Sunday’s NRL elimination semi final.

Underdogs Raiders had led 16-6 at halftime and looked likely to run away with the match in front of a parochial home Newcastle crowd.

In the first half Dane made two errors and had a try disallowed after the bunker ruled he had knocked the ball over the line.

However centre Dane who was playing his 267th NRL game rebounded to be one of the best Knights in the second half.

Scores were deadlocked as 28-all when the normal final siren sounded and the match went into extra time.

A Kalyn Ponga penalty goal at the 89th minute in the second five minute period of extra time sealed the win.

The Knights will now travel to New Zealand this coming weekend for a knockout semi final against the Warriors.

Canberra Raiders were missing utility Sebastian Kris, who has been suspended.

Mam performs well for Broncos Five eighth Ezra Mam played a major role in the Brisbane Broncos 26nil win over arch rivals the Melbourne Storm in Friday night’s NRL qualifying semi final.

The Broncos broke a hoodoo which had seen them lose their previous 14 matches to the Storm.

The entertaining game was played in front of 50,197 spectators at Brisbane’s Suncorp Stadium and the Broncos will have a week’s rest before a preliminary

final in a fortnight.

A win in that encounter will see the Broncos advance to their first grand final appearance in 17 years.

Melbourne’s PNG international winger Xavier Coates limped from field with an ankle injury and may be in doubt for the Storm’s elimination final next week against arch rivals the Sydney Roosters.

Brisbane’s champion halfback Adam Reynolds, fullback Reece Walsh and forwards Patrick Carrigan and Payne Haas were outstanding for the Broncos.

Minor premiers Penrith Panthers qualified for the other preliminary final berth after their handsome 32-6 home ground win over the Warriors.

In the other elimination semi final the Sydney Roosters beat the Cronulla Sharks 13-12 and will face the Melbourne Storm this week in what is another knockout game.

Cronulla Sharks and Canberra Raiders have been eliminated from the finals series.

Better effort brings same result

A record 14 men’s and six ladies rugby league teams will line up at the Bamaga’s NPA Mulitsports Dan Ropeyarn Memorial carnival later this month, making it the biggest footy event in the region.

The men’s sides entered at the time of printing were: Injinoo Crocs, Alau Eagles, TI Wahmere, Wuthathi Brothers, New Mapoon Warriors, Bamaga Roos, Masig Thurud Wap, Cape Stallions, Erub United, Erub United (2), Northern Dingoes, Goemu Bau Raiders, Malu Kiwai and Sawmill Raiders.

The ladies sides were: Cape Sisters, Bau Au Stingers, Pioneer Dames, Kayin Koasals, Jillaroos United and Black Pearls.

To be held from 27 to 29 October, the carnival has attracted players and supporters from around the NPA, the Torres Strait Islands, Cape York, Cairns and even Townsville.

Torres Strait Island and NPA teams should have a major bearing on which team might win the prestigious carnival.

Goemu Bau Raiders from Mabuiag was a handsome winner of the recent Island of Origin Series on Badu Island, which featured nine teams.

Tallisha Harden came off the interchange bench.

Tallisha’s left knee was heavily strapped and the powerhouse front rower looked in discomfort when she ran the ball numerous times.

But with telling runs, Tallisha sparked the Cowboys attack.

Cowboys try scorers were Tiana RaftstrandSmith in the 47th minute and Emma Manzelmann in the 64th.

Halfback Kirra Dibb kicked the two goals.

One again the ever reliable Tahlulah kicked well in general play and combined with her outside back Jasmine,

who has scored three tries this season and was heavily marked by the Raiders defence.

She was strong in defence herself, and tireless in attack.

Cowboys coach Ben Jeffries said he was pleased with second half fightback.

“We are trying to instil some traits into them about being resilient and rugby league is a tough game, it’s a contact sport and this is why we play it and only certain players who can play at an elite level,” he said.

“We are young group and we are learning

some really hard lessons at the moment. I was pleased with the fight in the second half but obviously the first half hasn’t been great in the last two weeks.”

In other round eight matches Sharks d Dragons 16-8, Broncos d West Tigers 22-18, Knights d Roosters 20-4 and Titans 34 d Eels 12.

Erub United won the Arthur Beetson Foundation Murri Knockout carnival late last year but was then beaten by the Newcastle Allblacks in the Koori v Murri winners challenge earlier this year.

Jon Reuben, the highest try scorer after 22 rounds of fixtures in the Queensland Hostplus Cup, told the Torres News he would line up for Erub United.

The Erub side has so many quality players it has nominated a second team.

TI Wahmere was also a strong team and Masig Thurup Wap, was an unknown quantity when it came to who would line up.

Alau Eagles, New Mapoon Warriors, Bamaga Roos and Injinoo Crocs contested the NPARL competition this season.

Six quality teams have also lined up for the women’s comp, which was expected to see some of the most talented women players in the north sign up, including some of this year’s best NRLW players.

This carnival was much anticipated by football fans.

Deadly Dudley scores twice as Blackhawks reach the Big Dance

ROUND UP Despite a strong second half fightback, the Cowboys ladies went down 34-12 to the Canberra Raiders in round eight of the NRLW competition on Sunday.

The Raiders scored the first four tries to lead 22-nil at halftime and looked set to run away with the game at Cbus Stadium on the Gold Coast.

But the Cowboys showed great determination to score two tries after the break.

In that 35 minute period the Cowboys scored the two four pointers as both teams put on 12 points.

Speedy Dudley Dotoi scored two tries as the Townsville Blackhawks charged into the Hastings Deering Colts grand final when they beat Tweed Seagulls 24-12 in Saturday’s preliminary final on the Gold Coast.

The Blackhawks will meet the red hot Brisbane Tigers in next Sunday’s “Big Dance” at Brisbane’s Kayo Stadium commencing at 3.15pm.

The Blackhawks led four-nil at halftime and scored five tries to two in the final analysis.

Dudley scored his four pointers at the 49th and 64th minutes to put scoreboard pressure on the Tweed Seagulls.

Classy Dudley was sought after by the NRL Club West Tigers recently.

Other Blackhawks try scorers were Jesse Yallop (two) and Cathane one whilst PNG star Ragarive

Wavik kicked two goals.

Ragarive is a North Queensland Cowboys development player and a quality fullback who is the Blackhawks Colts captain.

Tanu Nona came off the interchange bench for the Seagulls.

The Blackhawks side, coached by Roy Baira, included Jamal Shibasaki, who has many family members living on Waiben, Tyrone Gunn-James, Elekana Suavai, Cathane Hill and Darnell Geia, while Tyreice Baira-Gela and Tajshon Santo Messa also played for the Blackhawks over this season.

The Brisbane Tigers qualified after defeating the Redcliffe Dolphins 36-14 in Sunday’s other preliminary final at Totally Wear Stadium.

Dolphins fullback Brenton Baira scored a try at the eighth minute and kicked a goal at the 71st for the Dolphins last weekend.

Canberra Raiders player Royston Lightning, Brenton trained with champion star Hamiso “Hammer” Tabuai-Fidow with the Dolphins NRL team.

The Tigers will go into the grand final as a favourite after having defeated the Blackhawks 36-12 in a qualifying final three weeks earlier.

Hostplus Cup Brisbane Tigers and Burleigh Bears will meet in Sunday’s Hostplus Queensland Cup grand final after convincing victories in last weekend’s preliminary finals.

Burleigh Bears beat Wynnum Manly Seagulls 57-8 on Saturday and the following day the Brisbane Tigers rolled CQ Capras 14-6.

The Capras were without injured Torres Strait Islander winger Edrick Lee who had been a regular try scorer.

Coen was the home to all things AFL Cape York last week as young people from eight communities gathered to take part in the Crusaders AFL Development Camp.

The camp included team-building, AFL information sessions, education about the talent pathways and the Central Cape U12 Crusader Cup Carnival.

“It was a great way for young people from across some of our most remote communities to come together and enjoy our great game,” AFL Cape York Development Coordinator Matt Mellahn said.

“Some of the participating students and staff travelled over 850km to get to Coen and back, so it really shows how keen young people are to play AFL.” The carnival was opened last Thursday with a Welcome to Country from Lucretia Huen, from the Southern Kaantju clan group, at the Coen community oval.

From there it was non-stop footy action

with the five teams – including two from the NPA – taking each other on in the round robin style tournament.

“These camps are a great way for students to interact with people from other communities across the Cape,” AFL Cape York Participation and Programs Manager Jake O’Halloran said.

“It’s always great for them to get this sort of experience, being away from home, and meeting new people.

“By the end of the camp, students are sharing stories and really getting to know each other.”

The Hope Vale Bulldogs won the Cup, after going through the carnival undefeated.

“We’re extremely grateful to Cavel Cora and the team at Cape York Employment alongside Sharni Williams from the Coen Women’s shelter for providing lunch, Loyalty Beach campgrounds for providing sleeping gear for our NPA students and Coen State School for allowing our travelling school students to camp out in their classrooms for the last two nights,” Matt said.

“The more exposure to structured sport the better for our young people, so to have this opportunity to engage with so many kids as the same time is amazing.”

The event was also used to reinforce positive behaviours amongst

young people, with schools often using it as a reward for their hard-work at the end of the term.

NPA State College set selection criteria surrounding attendance, behaviour and completion of schoolwork for their students.

Having run AFL sessions with the NPA cohort of students for the past five weeks, I can tell you that they haven’t stopped asking about the trip, so they’ve definitely enjoyed this experience.

This Central Cape Crusaders AFL Cup was a selection event for further representative AFL programs to be held early next year.

Boarders bolster Bombers grand final win in Townsville

BY ALF WILSON A Garbutt Bombers side, which included several Torres Strait Islander boarding school students, has won the Townsville under 17 girls Australian Rules grand final.

In the decider held at the Riverway Stadium earlier this month, the Bombers 11-7-73 defeated Thuringowa Bulldogs 7-5-47.

Bombers coach Kelly Gardner said more than half of the players were from the Torres Strait including Warraber, Mabuiag, Waiben, Badu and Saibai.

“The girls were great to coach and have a lot of talent,” she said.

Bombers Tikisha Mari won the award for the best and fairest player in the competition polling 17 votes, whilst Desirae Kris, from University Hawks club, was equal third with eight votes.

Jade Harris (Bombers) won the competition goalkicking award with 40, followed by Sedonia Nona (Thuringowa Bulldogs) 32, Latisha Kaitap (Bombers) 30, Jessica McLean (Curra Swans) 24, Tikisha 18, Desirae Kris 17, and Maria Pollard (Bulldogs) 17.

Garbutt Magpies official Randall Ross said some of the under 17 players would line up for the senior women’s team next season.

“We didn’t have senior men and women’s side in the comp this year because our home ground at Harold Phillips Park is being renovated and we will next year,” Randall said.

The winning Garbutt Bombers side included St Pat’s College boarders Lorianna Eseli, Hollie Parkes, Kenya Mari, Tikisha Mari, Alison Wosomo, Kylie Foster, Jusaray Maka- Nona, Isabella Nona, Denna Nona and Charlize Barrett.

BY DARREN MONCRIEFF Wongai Basketball Association (WBA) has a new set of champions following the recent conclusion of the 2023 Winter-Summer Basketball season on Waiben.

Scratchies, Lynx (A- and B-Ladies) and Kaziw Meta and Crocs (A- and B-Mens) won their respective divisions in the season-decider grand finals.

For the first time ever the A-Ladies grand

final went into doubleovertime, long-time (three years) WBA president Michael Loban said.

“The season was really good,” he said.

“It was good to see a lot of younger ones coming through from the Bs and up into the As division.

“Basketball was one of the main attractions on the island this year, with no football.”

The season ran for six months and was played mostly during the week at the Thursday Island

Sports Complex.

“There was a lot of people and families watching their kids, their brothers, sisters, it was good support from the community,” Michael said. “(The winners) they’ll have bragging rights until next season, hopefully, we’ll have a season again next year.

“We had very big numbers, especially for our ladies.

“We’re usually really short but it’s been really good, a really good season.”

ZKJRL surprised with national win

BY DARREN MONCRIEFF The Zenadth Kes Junior Rugby League (ZKJRL) has won a state and national double after being awarded the NRL’s 2023 Community Rugby League Club of the Year.

It was a shock to all present when QRL officials – at a local function held to celebrate the state win – announced the league had also won national recognition.

“We knew we won the QRL award and we were doing a dinner when at one stage of the evening the QRL were invited to speak – they said we won the national award,” ZKJRL president Anthony Moynihan said.

“Every junior club works under the same framework, and they face hardships, but it’s a little more different and expensive [for us] because we are in a unique part of the world.

“Rugby league is the number-one thing people talk about, and with that you would think it would make it easy, but you need more coaches and volunteers who are properly registered.”

Anthony said junior football had grown on the islands they covered, which were Waiben (Thursday), Ngurupai (Horn) and Kirriri (Hammond) islands.

“When George Nona and Terry Abednego started this eight years ago there were 26 kids,” he said.

“Today, we have 140 kids and 25 registered volunteers.”

Age groups in the ZKJRL run from 7s, 8s, 9, 10s and 12s with plans to include a 13s and 14s girls and boys competition next season.

“This was all very humbling to be recognised nationally,” Anthony said.

“You don’t do it for the awards and recognition, but it is humbling for all the hard work and logistics, to get recognised by the major body.

“It backs up the ethos we have, which is we’re not building footballers, we’re building better people with respect, manners, resilience and courage, and linking that back through to culture.”
