H

ardly a month into his office Tshwane mayor, Stephens Mokgalapa has announced changes to his executive, as he axed four MMCs who served under his predecessor Solly Msimanga. During the announcement Mokgalapa told his appointees to hit the ground running as they have no time to rest. MMC Mike Mkhari, Darryl Moss, Ntsiki Mkhonto and Randall Williams were left out in the cold. He retained the MMC of Finance Mare-lise Fourie, Shared and Corporate Services MMC Cilliers Brink, Road and Storm Water MMC Sheila Senkubuge and Human settlement’s Mandla Nkomo. The new MMCs were made to sign performance agreement set to be reviewed in three months.

Phamphilia Thabethe, who was recently appointed Community Liason Officer in the multi-million rand, Road and Storm Water project in Ward 25, Soshanguve, fears for her life and family’s safety after their home was raked with gunfire. Although no one was hurt, the bullet riddled walls, window, door and furniture provides grim gleams into the carnage intended. This after her house was showered with a hail of bullets by unknown gunmen while sleeping in her room with her youngest son recently. The mother of two has since linked the incident to a group of people whom she claims are opposing her appointment as the CLO in the project. “My ordeal started shortly after my appointment as the CLO in the Road and Storm Water project. A group of angry young men came to my house threatening to kill me if I accepted the position. At the time, I thought they were joking but reality hit me when I heard barrage of gun shots fired outside my house. I do not understand why they are opposing my appointment as there is nothing untoward. Just like any other candidate nominated, I was subjected to the same rigorous interview process by officials from the Office of the Speaker of Tshwane Council. If anyone has any objection to my appointment they must raise it with the Speakers Office and not try to kill me,” said Thabethe. In a statement released by the Secretary of SANCO in the ward, Thabo Mtshweni, the civic organisation expressed its dissatisfaction with the process followed in the appointment of Thabethe. “We are deeply disturbed by the process under taken in the hiring of the CLO in the much awaited Road and Storm Water project. We are shocked that the Office of the Speaker would want to proceed with an appointment that has been met with numerous objections. We want both the Department of Road and Storm Water in the City of Tshwane and Office of the Speaker to be clear on the process followed in the appointment. We are disturbed by the fact that the appointment of the PSC is so much of a concern to the Ward Councillor. We have uncovered corruption in the building of Block T Clinic, and we are waiting for the City of Tshwane to act on them.” Hlatshwayo rubbished the allegation leveled against him saying the delivery of service is being held under siege by people who want to benefit in project.
