INTRODUCTION The development of a parks master plan is a critical step for the Town of North Judson to take to ensure its parks support the goals of the town, meet the needs of its residents, and contribute to a high quality of life in the community. More now than ever, people are choosing to live in a community based on lifestyle and quality of life rather than the jobs available in that area, so it is critically important that a city has a strong parks system.

It is critical that small towns prioritize their public spaces as they will continue to play an important role in the lives of its current residents, as well as for the future residents who are deciding whether or not to make North Judson their home. As the town continues to grow and transform, accommodating and integrating contemporary expectations for public park spaces that support the needs and character of the community can become a challenge. Today’s society expects public parks to be a place with a diversity of accessible spaces for passive and active recreation, social interaction and gathering, and have a variety of other outdoor recreational uses. Somehow though, parks must meet this expectation despite distinct economic challenges of fiscal responsibilities, budget shortfalls, and with a limited network of staff and volunteers.

Identifying goals, objectives, and a vision for North Judson Parks is the first step in the master planning process and becomes the precedent for all future planning and design decisions over the course of the next 5 years. Each 5-Year Parks Master Plan process involves several outlines depending on the scope of services needed. Physical planning involves the layout and design of physical locations, such as parks and other infrastructure, as well as their maintenance needs. The operations side of planning involves funding, grant writing, staffing, and maintenance procedures.

DEFINITION OF PLANNING AREA PLANNING AREA & MAP The planning area includes North Judson and surrounding areas from where some park users travel. This is primarily the southwest corner of Starke County, including other small communities like San Pierre to the west and English Lake to the north, the Erie Trail corridor, and surrounding rural areas. Located in the northwest region of Indiana, the Town of North Judson is centered around the intersection of two major roadways, SR 10 and SR 39. Part of the south-west region of Starke County, North Judson is approximately 55 miles southwest of South Bend, Indiana and 60 miles north of Lafayette, Indiana. Other nearby communities include San Pierre and Bass Lake. • North Judson latitude is 41.217078° N and longitude is 86.775930° W. • It is in the Central Standard time zone. • Elevation is 712 feet. • The city encompasses 1.11 sq. miles, all of it land.

EXISTING PARKS North Judson has two parks located in town as well as a ball field just south of town. The two main parks in town make up an area just over 18 acres. These park properties include Norwayne Field and Town Park. Both parks have uniques characteristics and serve the community for different recreational purposes with Norwayne Field being the host to many town events and concerts and Town Park being reserved for sports related recreation and childhood play. Both parks play a vital role in the community and are widely used by residents and visitors alike. The ball field to the south of Town Park is commonly referred to as “Hidden Field”. Tucked away behind a massing of woods with a narrow, one-way entrance drive, Hidden Field is appropriately named. With over 20 acres of property owned by the town, “Hidden Field” has many opportunities that can be explored in order to make this public green space a staple of the Parks System. 10

With no major water bodies, North Judson also has very minimal drainage/flooding concerns but parks can be utilized to store storm water in extreme weather events.

CLIMATE North Judson’s climate is highly varied, with summer temperatures averaging around 83 degrees and winter temperatures averaging around 19 degrees (July/January being the hottest/coldest months respectively). On average, there is 40 inches of rain and 25 inches of snow a year in North Judson with 113 total days of precipitation a year. The humidity is usually comfortable in North Judson but some summer months can be sticky or muggy with the most humid months being July, August and June. On the BestPlaces Comfort 18

The parks haven’t had major issues with invasive species while usual suspects like Emerald Ash Borer have already ran their course as most ash trees in the parks have been affected and removed. A recent issue the parks have been dealing with pertains to disease that is infecting its historic oak population. Sudden Oak Death has ravaged North Judson’s oak population, with large collections of oak trees having to be cleared across town. Sudden Oak Death is a water mold infection that begins in the main trunk. Red-brown cankers and oozing sap may be seen on the main trunk and leaves may quickly wilt on infected oaks. Tree death may occur within a couple of years. Eradicating this disease from North Judson has been a priority of Parks staff to ensure it doesn’t continue to infect other healthy tree populations.

COMMUNITY CONTEXT POPULATION TRENDS The Town of North Judson is the second largest community in Starke County, behind the City of Knox, the county seat. The population of North Judson has remained fairly steady since the 2010 census population at 1,686 people. Sustainable growth is an obvious goal of almost all towns and cities, a goal that was also outlined by North Judson in their 2019 Comprehensive Plan. As discussed previously, upgrading community assets and infrastructure, especially public spaces and parks, spur economic development and private investment. This sort of economic activity is what moves stagnant population towns into periods of growth and expansion, bringing a diversity of people, amenities, and businesses to North Judson. Parks also serve as an important recruitment and retention tool for new and existing community members.

Supporting population growth will be difficult in the current housing situation with very minimal housing developments being constructed in and around North Judson in the last 10 years. North Judson should still consider how it will handle the housing needs of the future. Increasing multi-unit and apartment housing is the most effective way to satisfy this housing need without the need for more space.

With over 98% of the population of North Judson listed as white, improving the diversity of North Judson can be addressed using the parks as well. While commonly perceived as race, diversity represents a wide range of different categories, including but not limited to, culture, community, and a unique perspective from patrons. The Town of North Judson has over 38 acres of park space spread between 3 different parks. With a massive interest in local sports, many of the amenities in the parks have to do with organized sport recreation, especially baseball and softball. Unfortunately, many of these sports fields and courts have not had the proper upkeep to ensure they still maintain a effective and safe play surface.

Restoring and updating existing amenities and facilities at these 3 local parks will be a priority throughout the 5-Year Parks Master Plan. A thorough review of all park amenities will be followed by an action list, prioritizing and explaining the work that will need to be done in order to improve the recreational experience within North Judson parks.

One of the most popular amenities of North Judson parks as of recently has been the splash pad at Norwayne Field. Although simple in design, this splash pad has been widely utilized during the hot summer months as a fun place for kids to cool off and play. Another recent addition to the parks system in North Judson is the fenced in dog park at Town Park.

ANALYSIS

The site of the Mint Festival, as well as movies in the park and the annual Christmas tree lighting, Norwayne field is a center piece to the town of North Judson. Located near downtown and centrally to the town center, Norwayne park is a more passive recreation park, with a walking loop, amphitheater, and splash pad and is also void of any sports fields or courts. This identity suits the park well and serves as the town center for entertainment and host location to almost all town events.

The current identity to Norwayne Field works well and is the focal point for events and celebrations in the community. Ensuring that it is able to continue to host these important town events will be a major consideration when making recommended improvements to the park. Beyond the amphitheater and some scattered benches, there is a lack of casual, day-to-day seating available in the park, especially for residents looking to enjoy lunch in the park.

Many oak trees in Norwayne Field have been affected by Sudden Oak Death and have been unfortunately removed. Still standing though are a collection of mature pines used in the Christmas lighting. The park also has a sledding hill that runs along the amphitheater, giving residents a recreational option during the cold winter months.

Adding splash pad equipment has been a goal of the Park Board since the beginning of 2020 and will be visited again with this planning document. Other analysis for Norwayne Field concluded that adding shade to the amphitheater space would make for a more comfortable entertainment experience.

HIDDEN FIELD HIDDEN FIELD INVENTORY

ANALYSIS

Hidden Field, appropriately named for its secluded and tucked away nature on the south side of town, is the largest park in town with over 18 acres of park space. Located just across the street from Town Park, Hidden Field has a single lane entrance drive that pulls into the outfield of a softball field as well as some scattered natural trails. The access drive to the park is in poor condition and needs to be improved and widened. There is no pedestrian access to the site or accessible routes within the site. The ball field is over grown with weeds and the delineation between the outfield and infield is not clear. The dugouts for this field are also in need of serious repair or complete replacement. The clearing where the softball field is located then gives way to a more wooded and natural area where the trails weave through the foliage.

With the most acreage of any park in North Judson, Hidden Field has incredible potential for a new recreational experience for the community. Previously the site of many adult softball tournaments, Hidden Field is now greatly under utilized when compared to the other two parks in town. Repairing this field to its original quality will be important, but opening and paving the entrance drive will be essential in order to make the park accessible.

With so much space not being utilized as park space, this Parks Master Plan will evaluate the most effective ways to activate the area south of the softball field. The goal is to transform this area into an accessible recreation space with amenities that will attract the community and visitors alike. The amenities chosen for this space will be guided by discussions with the community and Park Board.


ERIE TRAIL ERIE TRAIL INVENTORY

ANALYSIS

This 11 mile trail connecting North Judson with Bass Lake and Ora to the east and follows the path of a old railroad line. This 10’ wide, asphalt trail that is widely used by the residents of North Judson as well as runners, bikers, and other recreational users from around the Starke County area. The majority of the trail is flat and straight, making it the perfect trail for anyone of any recreation level to enjoy. The trail travels through clearings, farm land, and wooded areas for an added sense of scenery.

The Erie Trail is part of the Trans-American routes for the Great American Rail-Trail, the northern branch of the American Discovery Trail, and US Bike Route 35. The vision for Erie Trail is to continue the trail both west and east of its current end points. Eventually, the goal for this trail system is to extend across Starke County and connect to the rest of the state of Indiana.

In 2021, Erie Trail completed a 2 mile extension east from Bass Station to Ora. Parking is available where the trail crosses State Road 10, where it crosses US Highway 35, and at its current southeast terminus at County Road 700 East. On the west end of the trail in North Judson, the trailhead has a few gravel parking spaces and a pedestrian trail connection.

In North Judson, the focus would be assessing how to connect pedestrians from town with the trail without the use of a vehicle. Pedestrian connectivity across North Judson has been identified as a goal in previous planning documents and will still guide this Master Plan document as well. Other improvements to this trail would be installing some restrooms and improving parking and accessibility at trailheads. TROYER GROUP

The Americans with Disabilities Act requires that North Judson makes its parks facilities and programs accessible to persons with disabilities. If an individual feels that he or she has been unable to access a facility or program because of a lack of accessibility or been discriminated against because of a disability, the individual should file a grievance. The Town has the ADA Transition Plan and Grievance Policy posted on the website. The procedure must be used by anyone who wished to file a complaint alleging discrimination on the basis of disability in the provisions of services, activities, programs, or benefits provided by the Inc. Any and all complaints shall be in writing and contain information about the alleged discrimination such as the name, address, phone number of complaint and location, date and time, and description of the problems. ARGOS, INDIANA Argos is a small, quaint town located in north central Indiana. With a population of 1,622 residents, it is very comparable to North Judson in size and in context. With many public green spaces and a community centered around its local sports recreation, Argos has adopted an appropriate slogan for their small town, “A Town Within A Park”. Argos also has a very active Parks Board.

KNOX, INDIANA The City of Knox is the county seat for Starke County, Indiana. The community is located in the northwest quadrant of the state, 42 miles southwest of South Bend, Indiana and 65 miles southeast of Chicago, Illinois. The City of Knox’s current population is 3,549 people, making it the largest city in Starke County. North Judson is located 14 miles southwest of the City of Knox.

AURORA, INDIANA Settled as early as 1796, Aurora was platted in 1819 by local statesman and attorney Jesse Holman. By the early 19th century, the growing town was a successful port and home to regionally important industry. Positioned at one of the deepest points on this portion of the Ohio River, Aurora was conveniently located between Cincinnati and Louisville. Aurora now has a population of 3,668 people.

NAPPANEE, INDIANA In the last 140+ years, Nappanee has grown to become home to a population of over 6,700, with a diverse economy and unique cultures of old and new living and working together. The City of Nappanee has based its Park & Rec vision on the belief that through quality recreation programs, facilities and people, a vibrant and dynamic community will be created and continually enhanced. PHYSICAL INVENTORY SYSTEM ACREAGE & TRAIL MILES

ANALYSIS

The system acreage analysis looks at the acreage of each park system. The matrix compares the amount of park land available per 1,000 residents. The agencies that are compared have park acreages ranging between 39 acres and 270 acres. The Town of North Judson is the lowest data point on this spectrum, which is expected as it is the smallest community of the benchmark communities. In order to compare these park acreages more reasonably, park space is divided amongst every 1,000 residents to see a more detailed relationship between the overall population and available park space. The Indiana 20212025 Statewide Comprehensive Outdoor Recreation Plan recommends 20 acres of park acreage per 1,000 residents (Local Level of Service). For the benchmark communities (information provided in charts on the following page), there is a range between 12-41 acres per 1,000 residents, with North Judson sitting comfortably in the middle of this data set at about 23 acres (average of all 5 communities was around 27 acres).

Trails are an obvious area of improvement when it comes to the recreation in North Judson but the parks experience does not reflect the original analysis of park acreage per 1,000 residents either. In the public input survey (discussed later in this report), when asked how residents would rate the availability of park space in town from 1 - 5 (5 being the best), the average answer for the 225 respondents was 3.08. This was highlighted as an area to improve and some deeper analysis would need to be done in order to understand why the residents of North Judson scored this question the way they did.

Additionally, another metric that was analyzed in order to gain an understanding of the recreational experience in North Judson as compared to the other benchmark communities was the length in miles of available trails. As seen by the charts on the following page, this was nearly negligible for North Judson as there are minimal trails available within town limits (Erie Trail extends out of town limits for the majority of trail). Other benchmark communities were somewhat higher than this mark with the average of the 5 communities being about .8 miles per 1,000 residents. 38

To gain a better understanding of the available and usable park space for North Judson residents, the same benchmarking metric was done again for park space but, this time, it did not include the park acreage from Hidden Field. As the largest park in North Judson, Hidden Field is mostly unused at all times of the year because of its lack of amenities and poor accessibility conditions. The ball field at this location, once popular for adult and childhood softball games, has also fallen into a state of disrepair and is no longer utilized as commonly. This change in the benchmarking data showed a more accurate reflection of usable park acreage per 1,000 residents in North Judson, now with only 11 acres, significantly lower than the original value of 23 acres and also lower than the new 23 acres average for the 5 benchmark communities combined. Activating Hidden Park and utilizing that park space will be a priority in order to increase North Judson’s usable park space to the 20 acres per 1,000 residents recommended.

PARK AMENITIES INVENTORY & ANALYSIS When comparing North Judson’s numbers for amenities to the other benchmark communities, it is important to note that North Judson is the smallest of the 5 communities. While its park system may be smaller, it is still useful to compare North Judson’s numbers with communities that have slightly larger park systems in order to have some benchmarks for North Judson parks as the community grows and in which areas the Town needs to improve its parks and recreational experience. North Judson has a rich history in sports recreation, especially with baseball and softball. It is with no surprise that this is the most popular amenity amongst its three parks as North Judson has commonly hosted youth baseball/softball leagues/tournaments throughout the past and present. There has been a significant down-tick in baseball/ softball tournaments hosted in North Judson Parks, as many of them have been migrated to Knox due to the better quality of baseball/ softball fields. Re-sparking this interest in baseball/softball tournaments hosted by the Town of North Judson starts with the fields

themselves. Updating facilities at the fields and renovating the playing surfaces will be a recommendation in this 5-Year Parks Master Plan in order to attract this recreational interest again. Assessments of the fields should be conducted with community input in order to identify renovation priorities moving forward. As for other recreational options, North Judson is on-par with almost all of the other benchmarking communities. There are some deficiencies when it comes to certain areas, like soccer fields and tennis courts for example, but it is important to identify whether an amenity is a need of the community before installing deciding to install them. An important gauge for what the community needs when it comes to recreational options is the feedback received in the community input survey. Looking at park inventory data doesn’t always point you in the right direction when deciding and planning for future park amenities, but it is a very useful tool to formulate the questions that were asked in the public input survey. Those results are compiled to help guide design and planning decisions for the future of North Judson Parks and their amenities.

This section discusses the methodology and results of the public engagement strategies implemented during the planning process.

PUBLIC SURVEY A total of 225 valid responses were received and analyzed for the public survey while it was open from October 1st, 2021 until November 14th, 2021. All responses were received online, as no paper copies were returned. The survey gathered the opinions from a varying demographic, with a wide range of age of respondents as well as a variety people who both live within North Judson town limits as well as within Starke County. This survey was incredibly beneficial in guiding the planning decisions made for each individual park as well as for the goals of the entire North Judson Park System as well. The Public Input Survey was advertised on the Town’s website and on social media, as well as through other methods in town. Hard copies were available at Town Hall.

SCHOOL SURVEY A total of 160 valid responses were received and analyzed for the school survey and all responses were received online as well. Catered more towards grade school age residents, with a vast majority of respondents being between the ages of 10-12, this simplified version of the public survey focused more on the general enjoyment and experience with the North Judson Parks System.

STAKEHOLDER FOCUS GROUPS Hosted on October 28th in North Judson Town Hall, Troyer Group led 4 Focus Group Meetings with 15 representatives from the Town of North Judson. The purpose of these meeting was for stakeholders to share their input, observations, and suggestions for the development of the 5-Year Parks Master Plan for the Town of North Judson. Many of these individuals were city officials, members of local/county organizations, and lifelong residents from the Town. Their input is highly valuable to the master planning process and will guide future planning and design decisions for North Judson Parks.

COMMUNITY OPEN HOUSE EVENT Also hosted on October 28th, this Open House event was an opportunity for other members of the public to come and provide their input and suggestions for the 5-Year Parks Master Plan. The Open House was advertised publicly through a local news outlet, as well as on the Town’s website and social media. This interactive process involved each individual using green and red sticker dots to signify images and amenities they liked or disliked for each specific park as well as in general for the entire town. There were also sticky notes for each board so people could leave further comments regarding the parks

PUBLIC REVIEW OF MASTER PLAN Following the completion of the initial draft of the 5-Year Parks Master Plan and its submittal to Indiana Department of Natural Resources for their review in January of 2022, the Town of North Judson sought feedback from the community through a variety of media outlets. In February of 2022, the Town of North Judson posted on their community Facebook page with a link to the 5-Year Parks Master Plan and requested for feedback to be sent to the provided email address (info@townofnorthjudson.com). An article about the 5-Year Parks Master Plan and its request for feedback was also published on a local news site WKVI (wkvi. com) with the same provided email to receive any feedback from the community. This news article was also published to the Town of North Judson’s website (https://townofnorthjudson.com) where this same information was also provided. STAKEHOLDER FOCUS GROUPS Troyer Group led 4 Focus Group Meetings with 15 representatives from the Town of North Judson. The purpose of these meeting was for stakeholders to share their input, observations, and suggestions for the development of the 5-Year Parks Master Plan for the Town of North Judson. These questions were catered towards the public green spaces in North Judson but participants were encouraged to provide any and all feedback when it came to the development of the parks and recreational experience in North Judson. Many of these individuals were city officials, members of local/county organizations, and lifelong residents from the Town. Their input is highly valuable to the master planning process and will guide future planning and design decisions for North Judson Parks. This input has been compiled and summarized for the report and categorized by the location of the suggested improvements. The full meeting minutes of their responses is listed in the appendix.

COMMUNITY OPEN HOUSE Troyer Group and the Town of North Judson hosted a Community Open House event in the North Judson-San Pierre Middle School building in which all members of the community were encouraged to come out and share their ideas and thoughts pertaining to the 5-Year Parks Master Plan. Thirteen people attended, nine of which were members of the public. At the Open House Event, multiple boards with images of park amenities and improvement ideas were set up on easels throughout the room, organized by the three different parks as well as a general board pertaining to the rest of town. Guests were given green and red sticker dots in which they were allowed to place on images of amenities they liked for certain parks (green dots) and on the ones they disliked (red dots). There were also sticky notes at each board so people could also write out feedback or ideas that might not be pictured on the boards. This information has been summarized below based on the six most liked images for each park location and a summary of some of the comments made on the sticky notes. A full list of results and feedback given at this Community Open House Event is provided in the appendix.

PARK RECOMMENDATIONS The current facilities and amenities of North Judson Parks are aging and need significant upgrades, additions, and renovations to keep them up to date with desired use and programmatic needs of the community. The process of reshaping and enhancing North Judson Parks was a collaborative planning effort. This process combined the local expertise of the community and Park Board with the experience and knowledge of design professionals. Through contextual research, park and town inventory, community surveying and outreach, and comparison analysis, the vision for North Judson Parks is created.

NORWAYNE FIELD PROPOSED IMPROVEMENTS Norwayne Field’s identity as a passive recreation and entertainment space is very recognizable to the community. Therefor it was important to retain this character at the park and use proposed amenities that would only enhance the existing recreational experience.

NORTH JUDSON CEMETERY

A restroom near the splash pad is scheduled for construction in 2022, and additional spray features are proposed. Adjacent grass mounds and limestone steppers will encourage kids to run up and down the hills and jump from rock to rock but the park will still keep the aesthetic as a downtown park without the typical playground equipment. Other added features, based on feedback from the community include a picnic seating area near the gazebo entrance to the site for residents to enjoy their lunch in the park, as well as a wildflower retention garden for added visual and drainage benefits. Other final improvements include providing shade to the amphitheater for concerts in the summer heat. Lastly, a fitness station (especially popular for senior citizens) has been located along the walking loop to provide some additional fitness recreation to park walkers. A SPLASH PAD IMPROVEMENTS

TOWN PARK PROPOSED IMPROVEMENTS Maintaining Town Park’s identity as the active recreation space for the community was also a priority. Most Town Park improvements are renovating facilities and updating aging amenities. Repairing the ballfields is of utmost importance in order to re-spark tournament interests and other baseball/softball leagues being hosted at Town Park. Other updates pertain to pavilions, restroom buildings, and basketball court.

Upon reviewing the public survey results, some of the highlighted amenities that wanted to be seen in the Town Park improvements were the addition of pickle-ball, new playground equipment, and a skate park. A pavilion has been located with the proposed pickleball courts and volleyball courts to provide seating and shade for small group gatherings while using either of these courts. Two new playgrounds will also replace the existing, outdated playgrounds in order to provide a new play experience that adheres to present accessibility standards.

HIDDEN FIELD PROPOSED IMPROVEMENTS Hidden Field has immense potential to be a unique recreational space for the Town of North Judson. Opportunities for this space were discussed during stakeholder meetings and reviewed during site visits to identify strategies and amenities that would activate this space. Drawing residents into the space and offering a unique recreational experience was the vision of the proposed amenities for Hidden Field.

Repairing the softball field and adding concessions will also play an important role in reactivating the existing ball field that has fallen into disrepair. Creating more opportunities for adult/child softball leagues and tournaments in North Judson. Other added sidewalk connections to the park will also improve pedestrian connectivity. Improving access to the site was the first step in activating this park, this was done by widening and paving the entrance drive and providing parking for new site amenities. OTHER RECOMMENDATIONS TRAILS & SIDEWALKS Trails were highlighted as an area to improve throughout the inventory and analysis process and was a topic that was also heavily discussed during stakeholder engagement meetings. Trails play an important role in park systems and the recreational experience of a community. They also help improve pedestrian connectivity, allowing people to be less vehicular dependent, have a safe route to access public green spaces, and also provide another recreation option to the community and visitors alike. One group that was very helpful during the stakeholder engagement process was the Prairie Trails Club. The Prairie Trails Club Inc. (“the PTC”) is a nongovernmental support group that helps maintain the Erie Trail and its Connectors in Starke County, Indiana. The PTC is supported through private donations, grants, and membership dues. The PTC is looking to expand the trail network in Starke County, and communities in the county would benefit from an expanded trail network. While the PTC has done some preliminary planning, pursuing a County Trails Master Plan would be beneficial to help plan and identify potential routes, prioritize future trail expansions, develop preliminary costs, and review potential funding mechanisms and grant programs. Having a Trails Master Plan in place would also help the county and PTC acquire grants through INDOT, IDNR, and other agencies. After the recent completion of the 2 mile extension on the east end of the trail, future planned improvements for trail include the extension of Erie Trail to the northwest of North Judson following the old rail corridor. Other improvements included 66

connecting the Erie Trail into town where it can link with the parks system, creating an even more pedestrian connected recreation experience. The trails close proximity to the Railroad Museum is also another opportunity to draw in visitors to this unique community asset while on the trail. Sidewalks also play a vital role in connecting the community with its parks and enhancing the pedestrian network. One project that will connect the school to the parks is funded through INDOT and is in the engineering phase. Additional connections should be planned and prioritized.

PROGRAMS Increasing park programming will be essential to get the community to engage more with the local park systems. Event programming not only bolsters park visibility within the community, but it also possesses the opportunity for Park Board to interact with the community, communicate future plans and changes to the parks, and also enlist volunteers to aid in future park projects/maintenance. Park programming also generates economic activity for local businesses, helping them grow while also promoting North Judson as a location for new private investment, as discussed earlier in this Parks Master Plan. Park programming starts from the top, needing a proactive and engaging strategy from both the Park Board and Town Council. Involving the community throughout every process will only bolster results, giving residents a stake in the programming efforts and making it a more personal experience. From this, committees primarily consisting of community members, like the Mint Festival, can be formed in order to run future programmatic events in the parks.

OTHER RECOMMENDATIONS LAND ACQUISITION

FACILITIES

Not explicitly identified as a need in this Parks Master Plan, land acquisition for new park space should be a consideration of the Town Council and Park Board to increase usable park space for a growing community and to increase access to parks for all residents. North Judson Parks should not just acquire any land for parks, but land that fits the mission and strategic plan for acquisition, something that can be created as a result of this Parks Master Plan to better identify areas of interest. These lands should also make sense financially. When acquiring land, North Judson should give special attention to the natural assets of the community. These would include land that connects trail corridors, natural sites, access to water, cultural features, or historic sites and properties adjacent to existing park lands.

Reviewed during the analysis portion of this Parks Master Plan, updating and improving the park facilities and amenities is a major priority for the parks system moving forward. There is a certain level of quality that needs to be reached in order for park facilities to be effective and some current facilities and amenities fall short. A maintenance plan should be prepared to identify the most critical upgrades, improvements, or replacements in the parks. Deferred maintenance is one of the biggest challenges every parks system faces.

PUBLIC COMMUNICATION Keeping the community involved in all planning processes was a goal outlined in the beginning of this Parks Master Plan document. Open communication with the community gives them a stake in future planning efforts, it allows for a more robust and informed final product, and it makes a community that is passionate about the changes happening in their town. Finding new ways to communicate with the community, whether through programmatic events in the parks, council meetings, or through social media outlets, the Park Board and Town Council needs to explore different ways in which it can keep the community involved in planning solutions to create a more unified and informed final product.

ADA COMPLIANCE Accessibility compliance should be a priority to ensure all residents and park users have access to the facilities and amenities within North Judson parks. While it would be costly and not very feasible to complete one systemwide accessibility improvement project, this can be accomplished in pieces as improvement projects occur in the parks. An ADA Transition Plan will help guide this process. Accessibility improvements should focus on providing a firm, stable surface in parking areas and an accessible route to all park amenities. A focus should also be on ADA compliance in restrooms and pavilions.

SURVEY RESULTS PUBLIC INPUT SURVEY - OCTOBER, 2021 Please provide any further comments or feedback relating to the development of the North Judson 5 Year Parks Master Plan. I think that we should be thinking realistically and placing the money into different areas of the park and not just worrying about the main park with equipment. There are very few people that utilize the park and sadly it isn’t just because lack of equipment. Take a drive around town, you won’t see many people out as families at the park, visiting norwayne or simplyJust out for a walk. A community center with some acreage for future expansion would be something to consider. A community center could receive rental fees for profit events and may provide a better space year round for many park or community programs. A community center could rent out space for classes, hall rental, senior programs and other community events or gatherings. I was the Office Administrator for St. John Township Trustee office and Community Center for thirteen years, in Schererville. Accessibility is the key to promoting health, without accessibility you risk making these renovations pointless. I believe beginning with better sidewalks and roadways to the parks will provide best benefit. Another baseball/softball field As updating the Parks you need events in them. If when updating, a power box with water for food truck hookups would be good. Bring back the Santa House in the park, Baseball and softball field improvements. Baseball and softball fields need some attention Baseball/softball field is getting dangerous and dilapidated in some ways Batting cages would be nice. There isn't enough space for baseball season for each of the teams to get adequate practice. The scoreboard hasn't worked right in 2 years. I live in another county, but my kids go to North judson so yhats where we spend most of our time. There isn't much to do at the park so the only time we go is during baseball season. clean baseball fields Create a space for small children and parents. Teens dont need to gather at the town park. DNR requirements for 5 year plan can be easily done in-house. Can't wait to see what a $20,000 plan looks like! Excited to see where these improvements take our little town! Fixing our ball fields will bring $$ into north Judson For a town our size we have a lot of green space and trails. Focus on keeping up the quality of what the two we have inatead of adding. Have more programs to get people out and about, take care of current amenities first. Hopefully you take everyone's comments into consideration and try to make the perks more enjoyable for families! I approve of any changes that bring more people to the park I believe that the town need to focus on things for all age groups and families. We need to have things going on so everyone can get involved. I feel NJ is doing great with the addition of the splashpad & other new amenities. Keep up the good work! I have lived in North Judson all my life and it's very disappointing to see how the town park has deteriorated. It's dark and gloomy and I feel like it could be better. Lighting, water features, grass area, etc....just loses the park's appeal to where we travel outside the area to take the grandkids. Would love to have more events for kids and seniors, invite local music to play events, and maybe competitions like cook-offs. Just a few ideas, but would love to see the town park be beautiful. I have nothing to share at this time. I think our parks are great for our small town. I think the current town council has done a great job and I hope they continue to be given the chance to improve the town. I think upgrading the town is awesome, but some of us moved here to get away from the big town vibes. I’m all for making this better area for the kids, but without trying to bring big city vibes here. It’s the small town charm that people want not another Valpo with expensive “green” equipment. I think we have 2 nice & unique spaces that just need some updates. Thank you! I would like to see the baseball fields redone I’m very happy to see changes in the town I lived in for my whole life and my parents and grand parents and their parents all lived here I'm truly happy our town is moving forward with improving our parks. Long overdue, unsafe and broken playground equipment, landscaping in poor condition. The teens hanging out, smoking using profanity is too scary for the kids to feel safe at the parks. Improvement, updated, and new equipment for the park needs to be looked into. In my opinion restrooms in these areas are most important Integrating HVRM, Erie Trail and downtown with the park spaces. Perhaps a couple of micro parks. Devoting more area to native plants, using existing remnants where possible. Restrooms. Let’s improve what we have! Our town is small but mighty. Our existing parks are sufficient for us, we just need to improve them and take care of them. I would hate to see them add another park when we have two areas with a lot of space! Love North Judson. Just the basic, example the water pad . Just a slab with water coming out. Look a other towns around Knox, Winamac , They went the extra mile. Look at the sports programs in Knox and Winamac in the parks busy all summer. . . Norwayne field needs a better look to attract people when they drive through the town. Norwayne field should have more bands on weekends throughout the summer Norwayne has improved a lot over the years but the town part seems to need the help. Norwayne is a great space that we need to take more advantage of and or promote. More events there would be great. The baseball fields need a lot of attention. Borderline unusable. The hidden diamond is to far gone. Revamping the LL and Tball fields should be strongly considered. Every other town that we play has a better facility. Our parks are crucial to our town. We have a great community who deserve a wonderful park and baseball fields that I know North Judson can have, be proud of, and will utilize. Pickleball courts would be advantageous to all age groups Pickleball, trails, and shuffleboard are fitness activities that can be enjoyed by all age groups. Please don't touch norwayne field and make more natural trails Please fix the baseball softball and tball field as they are used a lot be awesome to have a nice awesome ball park in town Please improve the baseball/softball field and tee ball field. Put money into softball fields Put our tax dollars to work and give us places to go with our kids and things for our teenagers to do do. I love the addition of the new sidewalk art -- we need more art! I miss the old "Fun Day at the Park" it was Arlowa Vorm's passion and lots of fun too. Better access to the Erie Trail rest park on 10 would be great too -- maybe create a designated path down Leslie Street??? We live just West of town and use the parks a lot and I think they are a great addition to our town. Often walk a trail and then go to Grand Central for a nice coffee and a pastry. We miss fun days at the park. And would love to see nature school for kiddos, etc. But importance must be directed to improving on the ancient equipment at park. And more shaded seating at splash pad. We really need something for teens to utilize. Bike and skateboarding are a must We struggle to have enough fields to have softball practices for our kids and host games and tournaments You’re doing great & you cannot please everyone. Round about, sea saw What I would like to see is a new playground for kids to play. This is really hard for me because I have lots of memories on that playground. A basketball court. A better trail A bigger splash pad A bigger upgrade like a bigger splash pad. A football field A lot of water fountains cause there are barley any when i look for them….. A maple seesaw and new swings and/or basketball quart. Maybe like some kind of obstacle course or puzzle on the playgrounds. At our town park I would like new basketball courts because I love basketball courts and when I went there last time the court did not look very healthy. I would also like there to maybe be some basketballs there because I don’t have an outdoor basketball to bring there if I go. This court is also a big part of the park and I don’t want to see it go to waste. It would also be cool if they expanded the park a little bit and made a mini football field for kids to play two hand touch while visiting the park. I think over all the are okay the way they are I think personally, the baseball fields need cleaned up and fixed Ive played for 8 years and I love the fields they just need a little clean up maybe repaint the dugouts and a nice clay mound or good one what ever works, we need a new score board for the feild too and more batting cages on both sides so both teams can get warmed up. And what would be amazing to see is the hidden diamond in the back to be cleaned up that would be so amazing and I would love that, then we can have more than one home game going on at once, thank you for your time. I think we should clean are park up and get new play ground supplies along with new gathering spaces. I want a maple and a seesaw and a new basketball quart. I want new playgrounds and equipment. I want the baseball fields to be better so we can held mint fest tournaments and other ones but the conditions of the fields are bad. I want to see more color, it’s not that exciting with the full colors I would also like to see some basketball courts there is none in our town and they should be provided with basketballs I would like a better playground for older kids, and walking trails through the woods, and maybe bars for exercise. I would like big rock walls and more things to climb on. I would like to be able to play more sports at the park. I would like to have the current walking trails to be tended to better than they actually are. I would like to see a walking trail or a bike trail. I would like to see better bathrooms too I would like to see giant slides. I would also like to have a soccer field. I would like to see improved basketball hoops. I would like to see it taking care of and way bigger trails. I would like to see more fun things to do. Such as walking trail or a ga ga pit or making the softball fields better. I feel if there was more color from the flowers then more people would come to the park. It would make it look more welcoming. Jungle gyms Just to keep it clean and taken care of Lights on the basketball court!!!! Local football field Make the splash pad bigger Make the splash pad bigger. Many a football field Maybe add a pool. Just a suggestion. Maybe more equipment Maybe more tennis courts Maybe some updated equipment like high things for bigger kids. Better baseball fields. Subway That is all I won’t The ground The playground stuff get better The walking trail and the Gaga pit would be fun and i would try to go more. Tire swings. To add more monkey bars To make the basketball hoops not double rimmed To see a marry go round, a zip line, and a new water spicket. Thank you. :) Trails and Sidewalks Trampoline Updated playground, full limestone baseball fields, ZIP-LINE Upgrade the playground to a “little kid” area and a “older kid” area would be fun. Volleyball areas, open areas to have picnics, and more walking trails. Walking trail. We cold get a Mary go round and a zip line wold be nice. Some clean working water wold also be nice if you cold you should get water cup too. We need better water fountain and more play sets for kids What i think we should have at the parks monkey bars and more play equipment What the fields look like. Where people that are older can still have fun working water fountains Workout areas Zip line or skating
