Pre-Design Field Engineering
Every successful network starts in the field. Our engineers conduct thorough site walks and field investigations to collect accurate, onthe-ground data. This allows us to identify existing infrastructure, environmental constraints, and permitting considerations—ensuring design decisions are grounded in real-world conditions and aligned with construction realities.
FTTH (Fiber-to-the-Home) – High-Level & Low-Level Design
We offer comprehensive design services for Fiber-to-the-Home projects, whether you need big-picture route planning or detailed splicing and construction documentation. Our High-Level Design services help with feasibility and funding, while our Low-Level Designs bring those plans to life with construction-ready drawings tailored to your network’s specific architecture—GPON, XGS-PON, or point-topoint.
OLT Site Engineering & Ring Tie-In

Backhaul Design

Jon Beasley has over 35 years of experience in the Telecommunications industry. He has held leadership positions within Network Planning, Engineering, Capital Management, Program Management, and currently is Troyer Group VP of Network Engineering Operations with P&L responsibility.
Jon’s Telecom leadership experience includes vetting and creating business cases for targeted copper/fiber and FTTH network expansions, capital budget planning and analysis, managing FiberTo-The-Cell network expansions and backhaul interconnections, building new engineering teams for managing FCC Connect America Funding program vetting and fiscal feasibility approvals, implementing complete reorganization of engineering forces, and leading a startup network engineering organization through years of expansion.
Jon’s educational background includes an undergrad degree in Electrical Engineering Technology, post-grad Executive MBA degree, and he also instructed for a college-level Program Management course for 7 years. Jon obtained an Engineer-In-Training (EIT) license early in his career.

Rich Matney has been in the Telecommunications industry for over 20 years. Most of his time has been spent in Outside Plant Engineering organizations with several public and private Telecommunications companies.
Rich’s vast engineering experience allows him to lead engineering teams and projects with an emphasis on quality and speed to deployment. Having built and maintained copper and fiber networks, Rich helps our clients navigate projects by identifying and solving issues before they happen, leading to more efficient and timely project rollouts.
Having participated in and built programs such as Fiber To The Home, Fiber To The Cell, Broadband Expansion (Copper), and Small Cell Wireless, Rich can help new clients navigate these projects efficiently, leading to immediate results.
Rich also has extensive experience in Federal, State, Local, and JointUse permitting. Rich’s ability to create lasting connections with permitting entities has helped save several projects from delays or cancellations due to permitting requirements and previous difficulties with these entities.

Tom Maude is a seasoned telecommunications professional with a career spanning over two decades. Tom has established himself as a leader in network services, technical operations, and infrastructure development. Currently serving as a Director of Network Services at Troyer Group, Tom plays a pivotal role in implementing strategic plans, and driving operational efficiency.
Throughout his career, Tom has demonstrated a strong aptitude for managing large-scale technical teams, overseeing complex projects, and spearheading innovative solutions to enhance service delivery. He has held key positions at major organizations, including Pulse Broadband (NRTC), Arris Professional Services, Time Warner Cable, and Comcast, where he led initiatives in network deployment, digital service expansion, and high-speed data integration. His leadership has been instrumental in streamlining operations, reducing costs, and improving service reliability.
Tom’s expertise encompasses headend engineering, fiber network deployment, CMTS installation, VoIP integration, and project management. His hands-on approach and commitment to excellence have earned him a reputation for successfully leading teams through technological transitions, infrastructure upgrades, and service expansions.

Neil Pabla is a highly experienced engineering manager and telecom professional with expertise in the design, installation, relocation, and implementation of telecom OSP (Outside Plant) networks, including both fiber and copper-based systems. Neil excels in motivating technical teams to perform at the highest level and driving successful outcomes on complex projects. He is particularly skilled in project management, data analysis, quality management, and planning, and has extensive experience in FTTH, FTTC, permitting, utility coordination, CAD drafting, and site provisioning.
Throughout his nearly 20-year career, Neil has held various roles starting his career as a CAD Drafter at the Verizon FTTP Design Center, then advancing into Sr. Network Engineer, and recently serving OSP Engineering and Planning Manager at Frontier Communications. Neil has a proven ability to lead teams, implement efficient processes, and deliver high-quality network engineering projects on time and on budget, always with a focus on long-term reliability.
A graduate of Ivy Tech Community College with a Liberal Arts Associates degree, Neil has built a career that combines technical expertise with exceptional leadership in the telecommunications sector.

Paul Strom serves as Manager of Network Services at the Troyer Group, where he leads initiatives focused on the planning, permitting, and engineering of telecommunications infrastructure. With over 12 years of experience in the telecommunications industry, Paul has developed a deep understanding of the technical, regulatory, and strategic aspects of network development. His expertise spans across permitting processes, engineering design, and the delivery of professional services to a diverse range of public and private sector clients.
Throughout his career, Paul has had the privilege of working alongside dedicated professionals and mentors who have influenced his leadership style and commitment to quality. He is passionate about leveraging telecommunications as a tool for economic development and community connectivity. At Troyer Group, he is excited to contribute to projects that generate both economic and social value, and he remains committed to fostering strong client relationships and innovative solutions within the Network Services division.
A native of Plymouth, Michigan, Paul earned his Bachelor’s degree from Loyola University Chicago, where he developed a foundation in analytical thinking and urban systems. He later pursued a Master’s degree in Urban Planning from Wayne State University, combining his interest in infrastructure development with a broader vision for sustainable and community-focused growth.
