AL-BAHAR SUCCESSFULLY CONCLUDED THE REGIONAL GLOBAL OPERATOR CHALLENGE

Al-Bahar organized the event across three key locations. The dust has settled on an exhilarating Caterpillar Global Operator Challenge, culminating in a hardfought victory for the three winning operators, Ghulam Fareed Shev Ali from Al Marwan, Amer Iqbal from Copri Co. and Parnek Singh from Khazan Logistics. Al-Bahar organized the event across three key locations and dates in April: Abu Dhabi, Sharjah, and Muscat, with a participation of close to 30 operators per location, leading to an approximate participation of 90 participants.

Funding aims to accelerate SME growth with support from four major banks. Etihad Credit Insurance (ECI), the UAE’s federal export credit company, announced the impact of its ‘Xport Xponential’ program, which has helped raise AED 174 million in funding to support the growth of SMEs, during the closing ceremony of the program. The working capital was raised with the support of four of ECI’s banking partners: First Abu Dhabi Bank, Commercial Bank of Dubai, Ajman Bank, and Al Maryah Community Bank. NAD AL SHEBA 3 SEWER UPGRADE CONNECTING NEW DISTRICTS TO DUBAI’S SMART DRAINAGE NETWORK

Dubai Municipality has successfully completed a major infrastructure project connecting Nad Al Sheba 3 to the emirate’s primary sewerage and rainwater drainage system. The new network supports approximately 300 plots across 340 hectares and is part of Dubai’s commitment to sustainable, resilient urban development.

The AED 277 million initiative includes nearly 24 km of sewer lines (200–800 mm in diameter) and 11 km of household connections, improving public health and enabling easier future maintenance. The project also adds a powerful 4,000-litres-per-second rainwater pumping station, and a gravitybased drainage pipeline running over 31 km (250–1,500 mm diameter).

SEAMLESS INTEGRATION INTO MAIN SEWER NETWORK

BOOSTED EFFICIENCY WITH SMART MAINTENANCE DESIGN

This infrastructure ensures effective stormwater management and flood prevention during heavy rains.

Engr. Marwan Ahmed bin Ghalita, Dubai Municipality’s Director-General, emphasized that this project is central to two of the emirate’s largest infrastructure programs, Tasreef, a AED 30 billion rainwater drainage upgrade, and an AED 80 billion sewerage enhancement strategy. He stressed that delivering world-class infrastructure is vital to supporting Dubai’s global ambitions and protecting its residents for the next century.

This development is aligned with Dubai’s forward-looking vision to connect every neighborhood to a smart, climate-ready

utility network. Smart engineering, advanced solutions, and strategic planning demonstrate how the emirate continues to set benchmarks in urban sustainability.

By integrating Nad Al Sheba 3 into the main system, Dubai Municipality is reinforcing its commitment to infrastructure that is efficient, resilient, and capable of meeting future environmental challenges.

The project underscores the emirate’s proactive stance in public health, environmental sustainability, and infrastructure excellence solidifying Dubai’s status as a leader in smart city development.

MORO HUB SHOWCASES CUTTINGEDGE INFRASTRUCTURE AND GREEN INNOVATION TO CITY LEADERSHIP

Dubai Municipality is taking bold steps toward a smarter, more sustainable future. On June 26, 2025, a high-level delegation led by His Excellency Marwan Bin Ghalita, Director General of Dubai Municipality, visited Moro Hub—a subsidiary of Digital DEWA and a key driver of Dubai’s digital transformation strategy.

The visit, hosted by HE Saeed Mohammed Al Tayer, MD & CEO of Dubai Electricity and Water Authority (DEWA), underscores a shared commitment to building a connected, green, and digitally empowered city.

The delegation included senior officials from both Dubai Municipality and Digital DEWA, such as Eng. Marwan Bin Haidar, Vice Chairman – Digital & Group CEO of Digital DEWA; Eng. Waleed Bin Salman,

Vice Chairman – Energy; Abdul Nasser Abbas, Board Member of Digital DEWA; and Mohammed Bin Sulaiman, CEO of Moro Hub.

“Guided by the vision of His Highness

Sheikh Mohammed bin Rashid Al Maktoum, our mission is to enhance Dubai’s global reputation for innovation, sustainability, and smart infrastructure,” said HE Al Tayer.

“This visit strengthens collaboration with Dubai Municipality, ensuring our strategies align with the UAE’s Net Zero by 2050 and the Dubai Clean Energy Strategy 2050.”

The tour featured an immersive overview of Moro Hub’s advanced operations, including visits to the Network Operations Centre (NOC), Security Operations Centre (SOC), Smart Cities and IoT Command Centre, and the Green Data Centre. A major highlight was the presentation of Moro Hub’s Green Certificate to HE Eng. Marwan Bin Ghalita, which recognizes the Municipality’s move to host IT workloads

in the eco-friendly Green Data Centre, significantly reducing carbon emissions.

“This partnership supports Dubai’s progress in becoming one of the world’s smartest cities,” said HE Bin Ghalita. “Moro Hub’s capabilities will strengthen our service delivery, improve infrastructure resilience, and support our sustainability goals.”

ABU DHABI SETS SUMMER CONSTRUCTION HOURS

NEW MIDDAY WORK BAN PROTECTS

OUTDOOR WORKERS FROM EXTREME HEAT

Abu Dhabi’s Department of Municipalities and Transport, through the City Municipality, has reinforced a seasonal summer policy that bans outdoor construction work under direct sunlight between 12:30 PM and 3:00 PM. This rule, active from 15 June through to 15 September 2025, aims to shield laborers from heat-related illnesses.

Originating from UAE Ministry of Human Resources & Emiratization Resolution No. 401 of 2015, the mid-day pause applies across all sunexposed and open-air tasks on construction sites. The City Municipality has been active in rolling out awareness campaigns, virtual workshops, and on-site inspections to ensure compliance and reinforce safety practices.

In June 2024, a “Safety in the Heat” workshop highlighted employers’ responsibilities under Decision 401, covering heat-stress prevention, hydration, and emergency preparedness. It emphasized that employers must provide shaded rest zones, cold water, salt-infused hydration, and first aid resources. Strict enforcement comes with significant fines for violations.

WORKERS REST FROM 12:30 PM–3:00 PM

A September 2024 follow-up workshop reviewed gains from the midday ban, citing noticeable improvements in worker well-being and productivity. The session brought together municipality officials,

contractors, and safety specialists to share best practices and lessons learned.

Throughout July 2023 and April 2025, municipal inspectors carried out field campaigns at workplace construction sites across Abu Dhabi Island. They reinforced the midday ban, monitored hydration protocols, and checked for proper rest spaces and sun protection.

This annual pause is unique in the region and underscores Abu Dhabi’s commitment to occupational health and safety. It’s backed by a legal framework and sustained oversight, ensuring that workers are protected from the hazards of peak summer heat.

SHARJAH EMPOWERS YOUTH FOR GREEN FUTURE

NEW INITIATIVE PREPARES YOUNG LEADERS TO DRIVE SUSTAINABILITY ACROSS THE EMIRATE.

Sharjah City Municipality, in collaboration with the Sharjah Municipal Council, has launched a new program titled “Youth, Sustainable Future”, a forward-looking initiative aimed at empowering youth to take part in shaping the emirate’s sustainable development journey.

The program aligns with Sharjah’s broader environmental goals and is part of an ongoing effort to integrate younger generations into urban development and climate-conscious decision-making. Targeting students from various educational levels, the initiative blends environmental education with practical civic engagement, encouraging

a deeper sense of responsibility and belonging among Sharjah’s youth.

HE Dr. Suleiman Sarhan Al Zaabi, Chairman of the Sharjah Municipal Council, emphasized that the initiative supports the strategic direction of the Council in building partnerships with educational institutions. “We are investing in our future by supporting students who are passionate about sustainability and civic responsibility,” he stated.

His Excellency Obaid Saeed Al Tunaiji, Director General of Sharjah City Municipality, added that the municipality is committed to nurturing the capabilities of the youth, equipping them with tools and knowledge that contribute to Sharjah’s sustainable vision. “Our youth are the backbone of our future, and it is our duty to provide them with the right platform to contribute meaningfully,” he said.

The program will include training workshops, field visits, and interactive sessions that focus on environmental challenges, waste management, water conservation, urban green spaces, and the role of municipalities in building smart, sustainable cities. It also fosters a spirit of innovation by encouraging young participants to develop ideas and solutions that address real-world sustainability issues.

Sharjah’s initiative reflects the emirate’s growing emphasis on youth empowerment and environmental stewardship. By fostering a sense of civic duty among students today, the program aims to create a generation of environmentally conscious citizens ready to lead tomorrow.

From next-generation solar farms and water desalination megaprojects to cutting-edge AI campuses and metro expansions, the UAE is redefining what future-ready infrastructure looks like, one integrated investment at a time.

Clean Energy Pioneer - Masdar’s Baseload Solar Project

• Investment: AED 22 billion

• Output: 5 GW solar with 19 GWh of storage capacity

• Footprint: 90 km² desert site, Abu Dhabi

• Developer: Masdar and Emirates Water & Electricity Company (EWEC)

• Completion: Commercial operations by 2027

In a bold leap forward for renewable energy, Masdar is delivering what will be the world’s first solar-powered baseload plant, capable of supplying uninterrupted, around-the-clock clean power. This massive project will combine solar generation with vast battery storage to deliver a steady 1 GW of output, replacing the intermittency typical of solar with true grid reliability.

As Masdar Chairman Dr. Sultan Al Jaber remarked, “This will, for the first time ever, transform renewable energy into baseload energy.”

This development marks a paradigm shift for renewables, pushing the UAE to the global forefront of sustainable power generation. Masdar is not only setting benchmarks domestically; it is also exporting expertise abroad—recently acquiring a $200 million stake in Spanish solar assets and working towards an ambitious 100 GW international renewable energy portfolio by 2030.

Water-Energy Nexus - ACWA Power’s Desalination Megaprojects

1. Taweelah RO Plant (Abu Dhabi):

• Capacity: 909,000 m³/day

• Operational since mid-2022

2. Hassyan IWP (Dubai):

• Capacity: 818,280 m³/day

• Value: AED 3.36 billion

• Under construction since October 2023 ACWA Power is redefining water security in the UAE through pioneering integration of solar energy with reverse osmosis (RO) desalination. By leveraging photovoltaic power to drive these massive plants, ACWA is building sustainable water infrastructure with lower carbon footprints. The Taweelah plant, already one of the largest RO facilities in the world, underscores Abu Dhabi’s commitment to water sustainability. Meanwhile, the under-construction Hassyan IWP in Dubai is expected to push the envelope further by tapping solar power to supply clean water to a growing population.

Dubai’s Metro Blue Line is set to become a cornerstone of integrated urban mobility. The 30-kilometre transit corridor will link major communities while intersecting with existing metro lines and the national Etihad Rail network. With stations spanning the iconic Dubai Creek and surrounding districts, the Blue Line will offer smart, sustainable commuting options to thousands. Beyond convenience, the line supports Dubai’s goal to reduce transport-related emissions, aligning with the UAE’s broader Net Zero ambitions.

Engineering complexity is high, with tunneling and viaducts forming part of a technically advanced solution delivered under the vigilant oversight of the Roads and Transport Authority (RTA).

AI & Digital Infrastructure - Stargate UAE

• Estimated Value: Multi-billion dollar campus (Initial 1 GW phase)

• Partners: G42, OpenAI, Nvidia, Oracle, Cisco, SoftBank

• Timeline: 200 MW operational by 2026, expanding to 5 GW

• Technology: Nvidia GB300 Grace Blackwell chips (approx. 100,000 powering 1,400 servers)

In Abu Dhabi, G42 is spearheading Stargate UAE, one of the world’s most powerful AI data ecosystems. Designed to process unprecedented volumes of data and train next-gen AI models, the project brings together global tech giants to position the UAE as a leader in artificial intelligence. Oracle CTO Larry Ellison called it “a first-in-the-world platform” that will empower every government and commercial organisation in the UAE to

leverage the world’s most advanced AI models. Despite U.S. export controls still under discussion, the initial 200 MW phase is on track for 2026, with full ramp-up to 5 GW planned soon after. Backed by sovereign wealth and deep technical partnerships, Stargate will enhance the UAE’s data autonomy while driving R&D across sectors; from defence and healthcare to finance and logistics.

Hyperscale Cloud - du and Microsoft Data Center

• Investment: AED 2 billion

• Partners: du and Microsoft

• Function: Hyperscale cloud platform for AI-ready and enterprise services

In tandem with AI advancements, du and Microsoft are building a state-of-the-art hyperscale data center designed to support the government’s digital transformation roadmap. This infrastructure will serve as the backbone for AI-enabled services and enterprise platforms, ensuring sovereign control over critical data assets. The partnership ensures global-standard expertise from Microsoft in cloud computing, with Nvidia, Cisco, Oracle, and OpenAI contributing to AI system integration. This facility forms a critical node in the UAE’s vision to be a digitally autonomous and innovation-led economy.

EMIRATES PROJECTS: Stuart, could you begin by telling us a bit about your background and what led to the founding of AAID?

STUART ALLEN: Moving to the USA in my early teens and being educated in America has allowed me to call myself an expat for the majority of my life. While I’ve always been aware of my roots, I’ve embraced the influence of the places I’ve lived, which has guided my choices and career in an indirect but meaningful way.

Living and working all over the US helped me develop the ability to adapt across different markets and skillsets. From working on a ranch to touring with a band, these experiences taught me to evolve with my environment. When I eventually found my design career, I realised it had always been my calling, I just hadn’t seen it in front of me.

I’ve always pushed myself and challenged the boundaries of what I do. Sometimes it’s been unconventional, but struggle and hardship have fuelled my drive and determination. Founding AAID came through risk, persistence, and the dream of building a design studio I would want to be a part of, one rooted in integrity and a commitment to doing things the right way. That’s what I believe we’re about, and hopefully others see that too.

EMIRATES PROJECTS: AAID has a strong and expanding presence in the GCC. When did you first begin working in Saudi Arabia, and what attracted you to the Kingdom?

STUART ALLEN: We began working in Saudi Arabia around 2011–2012, supporting a client from Abu Dhabi with their regional office in Riyadh. At the time, the industry was at a turning point, and there was an

opportunity to make a real impact by elevating creative design standards and introducing international processes.

Even then, change was on the horizon in the Kingdom with innovation, diversification, and forward-thinking approaches were beginning to emerge. It felt like the right time to be involved in dynamic, creative work and to contribute meaningfully to a region in transformation.

EMIRATES PROJECTS: How would you describe AAID’s design philosophy, and how is this reflected in your projects across Saudi Arabia?

STUART ALLEN: We have deep respect for the culture and environment we work in. We draw inspiration from the cultural characteristics of a place while also planning for the future. Our philosophy is rooted in form and function, ensuring designs are both beautiful and purposeful.

We integrate international design standards and forward-thinking practices that bring efficiency and creativity to each project. Wherever possible, we use locally sourced materials and aim to reflect both the diversity and heritage of the Kingdom. Our goal is to showcase the richness of Saudi Arabia in a way that’s authentic and inspiring.

Emirates Projects: What sets AAID apart from other design firms operating in the region, particularly in the fast-evolving Saudi market?

STUART ALLEN: I’m a firm believer in the design process, one that has been tested internationally through generations and movements. This process allows an idea to develop into a well-resolved, real-world solution that meets client needs and surpasses expectations.

Too often, we’ve seen this process overlooked. In Saudi Arabia, we make it a point to explain its importance and ensure every project is treated with the integrity it deserves.

EMIRATES PROJECTS: Could you highlight some of the key projects or clients you have worked with in Saudi Arabia to date?

From Qiddiya to PIF - A growing client list

STUART ALLEN: Certainly. Some of our key projects and clients in the Kingdom include:

EMIRATES PROJECTS: Vision 2030 is transforming the built environment in Saudi Arabia. How is AAID aligning with the ambitions of this national initiative?

A decade of experience shaping Saudi spaces

STUART ALLEN: Vision 2030 is about showcasing Saudi Arabia’s culture and contributions to the world, both economically and culturally. It sets a powerful direction, encouraging international recognition and trade.

We’ve already seen the design industry respond. Global companies are establishing themselves in the region, demanding excellence in design. Where once international design firms were a requirement, the Kingdom is now setting the standard, with local talent and projects leading the way. We’re proud to be part of that evolution.

EMIRATES PROJECTS: Have you faced any unique challenges or opportunities when designing for the Saudi market? How has AAID adapted?

STUART ALLEN: In the past, a key challenge was the lack of skilled labour and proper onsite management. However, the landscape has shifted quickly. With more international influence and higher standards, the region now aligns with global business practices.

Another major shift is material availability. Previously, projects relied heavily on imports. Now, many suppliers have set up within the Kingdom, which has opened up opportunities for local sourcing. This evolution has been incredible, and we’re grateful to have spent over a decade growing alongside the Kingdom’s development.

EMIRATES PROJECTS: From commercial interiors to residential design, AAID has a diverse portfolio. Which sectors are you seeing the most growth or interest in within Saudi Arabia?

STUART ALLEN: The commercial sector remains strong, particularly as more businesses enter the region. However, with the rise of mega projects, international events, and exhibitions, there’s huge demand for supporting infrastructure, particularly in hospitality and F&B.

These in turn drive demand for residential and retail spaces. We expect high-end residential design to see significant growth, shaped by the increasing diversity and opportunity within the Kingdom.

EMIRATES PROJECTS: How do you see the future of architecture and interior design evolving in Saudi Arabia, and what role do you envision AAID playing in that journey?

STUART ALLEN: Respect the region and its history. Working in the Kingdom is a gift, an opportunity to collaborate with a proud and rich culture at an extraordinary moment of transformation.

Qatar International Safety Centre (QISC), in collaboration with Intelligent Seas Group (ISG), has successfully delivered a landmark digital training initiative for Shell’s Major Turnaround 4 (MTA4) project at the Pearl GTL facility in Ras Laffan.

This large-scale digital learning solution trained 24,000 individuals, far surpassing the original target of 15,000 and played a critical role in preparing Shell’s international contractor workforce for deployment.

The advanced learning platform was created to support Shell’s global efforts to enhance workforce competency and ensure readiness for high-stakes operational environments.

Developed by Almal Real Estate Development, an award-winning Dubai-based luxury property developer, the project will be managed by Palladium Hotel Group under The Unexpected Hotels & Residences brand. Design & Architecture Bureau (DAR) has been appointed as the lead design consultant, overseeing the project’s lifecycle. With 422 hotel rooms and residences, the property’s prime location adjacent to the upcoming Wynn Island positions it as a premier destination for affluent travelers and partygoers seeking high-energy experiences. Completion is scheduled for 2027.
