Previously, he was CFO & Head of Strategy at Emirates Islamic, playing a pivotal role in its financial turnaround, and has held senior positions at ABN AMRO, ICICI Bank, and BNP Paribas. A qualified

Qais succeeds Abdulkarim bin Mohammed Al‑Nuhair, who elected not to renew his contract. With over 25 years of regional leadership, Qais brings extensive expertize, he previously

led Al-Manaseer Cement Factory in Jordan as CEO, served as CFO at GMS Group, and worked as Senior Internal Auditor at Fastlink. He also held the position of Director of Investments and Business Development at Hikma Pharmaceuticals.

Glen Instone - CEO of Husqvarna Group

Glen Instone has been appointed CEO of Husqvarna Group, stepping into the role effective 11 August 2025, according to the company’s Board.

Instone, a Chartered Management Accountant with a BA (Hons) in Accounting & Finance, joined Husqvarna in 2002. He has served as Group CFO and, since 2018, as President of the Forest & Garden Division. Torbjörn Lööf, Husqvarna AB’s Chairman, praised Instone’s “deep knowledge of our business and strong

leadership skills,” noting his central role in shaping the company’s next strategic phase, to be unveiled at Capital Markets Day in December. Glen succeeds Pavel Hajman, who will stay on until year-end. He remarked, “I am proud of our company’s achievements… customers are always at the heart of what we do”. With over two decades at Husqvarna, Glen Instone brings continuity and fresh vision at a pivotal time for the group.

PIF LAUNCHES COMMERCIAL PAPER PROGRAM

New initiative to further diversify PIF’s funding sources and enhance liquidity.

The Public Investment Fund (PIF), one of the world’s largest and most impactful sovereign wealth funds, has announced the establishment of its inaugural commercial paper (CP) program. This strategic move marks another significant milestone in PIF’s efforts to diversify its funding sources, expand access to short-term liquidity, and maintain a resilient financial framework aligned with its long-term investment goals.

The new CP program will allow PIF to issue Saudi Riyal-denominated instruments with maturities of up to one year. This initiative broadens the Fund’s existing funding toolkit, which already includes bonds, sukuk, and various debt instruments, and is designed to align with best practices in capital markets and prudent liquidity management.

I address these by using industrial-grade equipment designed for durability and reliability. Additionally, I implement backup systems and remote monitoring to maintain

seamless operation. The importance of timelapse systems extends to all engaged parties: project owners, consultants, contractors, and developers. These systems provide transparent documentation of progress, enhancing communication and trust among stakeholders.

WASEEM ASMAR: We take security very seriously at Spectrum Lens. Our footage is stored on secure servers with restricted access, and we comply with all local regulations regarding surveillance including local data hosting and 256-bit military grade encryption. We use cutting-edge Australian made industrial grade controller and our installed professional camera with interchangeable lens is not directly connected to internet. Data has become the main driver to optimize mall layouts, offer mix and customer flows, something we integrate when working on retail strategy consulting. Smart parking, app-based loyalty systems, and click-and-collect hubs are also becoming common. These aren’t gimmicks, they’re infrastructure for the new shopper journey.

SAUDI PROJECTS: What are some key considerations for designing malls that cater to the needs of Saudi consumers? How can malls balance cultural sensitivities with modern retail expectations?

MAURIZIO FABBRINI: Designing for Saudi consumers means understanding a unique mix of tradition and progress. Privacy, family orientation, and gender considerations are crucial—whether it’s through seating arrangements, prayer room access, or flexible circulation paths. But at the same time, the Saudi youth is one of the most connected and trend-savvy demographics globally. Every retail space needs to speak both languages: offering comfort and cultural respect while providing digital connectivity, style-forward brands, and entertainment. We see this every day in the projects we are working for large retailers and travel retail operators in Jeddah and Riyadh.

SAUDI PROJECTS: What are your predictions for the retail market in Saudi Arabia over the next 5 years? Will we see continued growth and investment in the sector?

MAURIZIO FABBRINI: The trajectory is clear: growth will continue, but not without transformation. Tier 1 cities will see a saturation of traditional malls, but mixed-use, community-led, and niche developments will thrive. There’s a strong appetite for F&B, health, and entertainment, especially in secondary cities. More international brands will enter the market, and local brands will be scaling up, creating a need for expert

SAUDI PROJECTS: How can mall operators and retailers overcome the challenges of oversupply and changing consumer preferences? Are there any notable success stories?

MAURIZIO FABBRINI: Data is the answer. It will require flexibility and programming. Malls that constantly evolve, hosting popups, community events, seasonal activations will stay relevant. One standout model is the continuous reinvention we see in The Boulevard in Riyadh, which shifts its offering and layout seasonally. Another is integrating co-retail spaces, incubators, and showrooming models that appeal to both tenants and visitors. It would be interesting to see a new approach where operators think like content platforms, not real estate owners.

SAUDI PROJECTS: How do you envision the future of malls in Saudi Arabia evolving? Will they become more focused on entertainment, dining, and community activities?

MAURIZIO FABBRINI: Absolutely. Malls are already pivoting from retail centers to social ecosystems: places where people go to spend time, not just money. Dining, wellness, entertainment, art, and events will drive footfall, while shopping becomes a byproduct of presence. GETTING IT RIGHT IN THE KSA

ark Fraser, a seasoned expert in advising international design professionals and contractors, shares his insights on navigating opportunities and risks in Saudi Arabia's construction sector. In his article, he explores the delicate balance between seizing opportunities and managing risks, with a focus on the importance of fair contract terms and the value of expertize in negotiations.

Even as NEOM, Saudi Arabia’s megacity project, undergoes strategic review and adjustment, the Kingdom still offers enticing opportunities for international professionals and contractors. That said, opportunity inevitably comes with risk. Against this backdrop, what is the current opportunity window and what does experience tell us in terms of risk and liability? The following commentary is based on my experience advising international design professionals (and their professional indemnity insurers) and contractors dipping their toes into Saudi projects. The lure of the fruits the Kingdom has to offer must be weighed against

Expertize is your strongest tool, use it to resist onerous terms

the hitherto willingness to accept the strict contract terms imposed by employers which appear to be more control than partnering oriented. Is a change in approach overdue?

Construction and engineering can be reduced to three core issues, namely time, quality and money, in other words the right building, at the right price, at the right time. Against this backdrop, the client and professional/ contractor relationship can be reduced further to the provision of services in return for money. Put another way, there has to be something

in it for both parties for the relationship to work and the project to benefit (the “Reciprocity Factor”). International designers and contractors should not be reticent about placing a value on the expertize they bring to the table. That expertize is why they are being invited to participate. Expertize is the leverage which should be used to resist imposition of unduly onerous terms and conditions and

the time to do this is the honeymoon phase of contract negotiation. I have cherry picked some key issues to address at the outset.

HE WHO PAYS THE PIPER…

Based on experience advising all players in the construction arena in the UK, Asia and the Middle East, the payment regimes sought to be imposed on professionals and contractors in

Avoid excessive indemnity clauses and dilute their impact

the KSA are, quite simply, the most onerous I have seen. Do not fall into the trap of restricting your review to the “payment” clause, as the control ethos tends to be woven into a number of clauses which ostensibly address quality, timing and logistics but actually have the overall impact of vesting in the employer complete control over payment.

The result is that the professional/ contractor is left having to respond to continuing demands for services whilst being put through the hoops complying with complex invoicing and substantiation mechanics. As a result, there is a strain on resourcing which is not being paid for. In short, the Reciprocity Factor has broken down. I hear you say “but what about the dispute resolution mechanism?”. Any seasoned participant in the construction process will tell you that dispute resolution is not only an avenue of last resort, but often offers little, if anything, in terms of adequate redress.

The answer is to negotiate firmly at the outset and not to lose sight of the value of leverage. If the professional or contractor is to retain any hope of restoring the payment balance, it is imperative that it does not release a prized deliverable if payment is delayed.

INDEMNIFICATION

Indemnity obligations are onerous and exceed the conventional exposure to damages for breach of contract. Civil code jurisdictions tend to recognise the three factors of fault, proven loss and causation. The beneficiary of an indemnity may be relieved of the requirement to mitigate its loss and establish causation. Either resist indemnities or introduce language to qualify or dilute them.

ABSOLUTE OBLIGATIONS

The most onerous of obligations, absolute obligations are akin to guarantees of performance which leave little scope for a defence.

Resist fitness for purpose design obligations and words such as “ensure” which introduce the guarantee ethos. Designers who wish to retain the benefit of their professional indemnity cover should be mindful that professional indemnity insurers recognise and embrace the conventional standard of reasonable skill and care. Absolute obligations go well beyond this standard and will not be covered by conventional professional indemnity cover. Let’s face it, there is no point paying for cover which does not respond.

Secure a neutral venue and consider expedited arbitration procedures

DISPUTE RESOLUTION

A dispute resolution clause providing for arbitration or court jurisdiction in KSA against a quasi-governmental entity has little appeal. Professionals and contractors should give themselves some chance by negotiating terms firmly at the outset then trying to negotiate a neutral venue. In terms of institutional arbitration, consider those institutions which are efficiently administered and whose rules embrace expedition and closure. The streamlined and expedited procedures offered by Singapore International Arbitration Centre (“SIAC”) may have appeal in this regard. But the golden rule is that the time and money spent negotiating terms at the outset will be a drop in the ocean compared to the time, money and inconvenience involved in hostile litigation.

THE WAY AHEAD

Drawing the threads together, international professionals and contractors will be well served by embracing and promoting their expertize (always in the best possible taste) and standing their ground at the outset in the negotiation process. If faced with a “take it or leave” attitude during the honeymoon phase, just imagine what the relationship will be like if difficulties arise during the currency of the project when the contract terms are stacked in the employer’s favour. Negotiate fair and balanced terms and do not dance to any tune.

Designed by AAID and brought to life by SBCM, the HQ combines traditional Saudi elements with modern architecture, serving as a physical expression of Vision 2030.

A Living Vision of Saudi Arabia

From the moment visitors step inside, they are taken on a journey through Saudi Arabia’s rich geography and diverse heritage. The design is rooted in a theme of “Wanderlust,” celebrating all 13 of the Kingdom’s regions through an imaginative and layered architectural narrative.

Reimagining Government Space

The headquarters spans 17,000 sqm across three interconnected buildings, A, B, and C. Each building houses stateof-the-art facilities, including executive offices, IT infrastructure, meeting rooms, and a business intelligence hub.

But this isn’t your standard office complex. With each floor dedicated to a specific region of Saudi Arabia, the experience of working in or visiting the Ministry is immersive. Atriums flood the interiors with light and act as shared spaces for people and ideas to circulate.

Inspired by Place and Tradition

The design pulls inspiration directly from Saudi Arabia’s landscapes, materials, and historical motifs:

• Building A showcases triple-height metal curtains reflecting the blues and corals of the Red Sea, representing Makkah, Tabuk, and Madinah.

• Building B is a green oasis inspired by Jazan’s mountainous terrain and Al Baha’s lush forestry.

• Building C uses metalwork and cascading features to highlight Asir’s jacaranda trees and Najran’s architectural detail, including a dramatic Janbiya dagger sculpture wrapping around the main staircase.

Throughout the buildings, parametric geometries nod to Sadu weaving, and traditional wooden screens reinterpret Jeddah’s Al-Balad style.

Rich Materials, Local Roots

The project incorporates more than 400 different finishes, many of them locally sourced. Saudi limestone, timber veneers, plush textiles, and custom carpets all speak to regional identity. A particular design highlight is the bespoke metal curtain in oceanic tones, linking themes from coast to coast.

Each material and texture has been carefully selected not only for its beauty but for its cultural meaning—making the space feel both grounded and visionary.

Built with Sustainability in Mind

Environmental responsibility was a priority from the beginning. Most materials were sourced from within the Kingdom, reducing transport emissions and supporting local industries. Much of the furniture was also procured locally, reinforcing Saudi Arabia’s commitment to economic sustainability alongside environmental goals.

In a landmark achievement for hospitality and design in the Kingdom of Saudi Arabia, Allen Architecture Interiors Design (AAID), in collaboration with client MJS and a dedicated project team, has delivered the first-ever Mr Chow restaurant in the Middle East. Located in Riyadh’s prestigious King Abdullah Financial District (KAFD), the opening marks a new chapter for a brand that has defined global elegance, creativity, and cultural fusion for more than 50 years.

Mr Chow is not just a restaurant, it’s a world-renowned institution that merges cuisine, design, and performance art into a unique sensory experience. From Beverly Hills to London, its tables have hosted some of the biggest names in entertainment, fashion, art, and politics. Its arrival in Saudi Arabia signals more than just geographic expansion; it’s a celebration of global culture and refined taste.

Tasked with translating this legendary identity into the language of the Middle East, AAID, a boutique interior design firm based in Dubai, was entrusted with designing a flagship that would preserve the integrity of the brand while responding to local context. With a legacy of collaboration with MJS, renowned for introducing premium, high-end brands to the region, AAID embraced the challenge with boldness, vision, and meticulous detail.

From the outset, AAID’s mission was clear: capture the very essence of Mr Chow. The brand’s visual DNA—marked by modern deco styling, French design influences, and a deep reverence for artistry had to be maintained across every inch of the space. But this was no copy-paste exercise. The Riyadh venue needed to reflect its environment while harmonizing with the brand’s international pedigree.

Circular staircase offers dramatic visual impact

In this spirit, AAID created an atmosphere that feels both familiar to fans of Mr Chow and new to the Riyadh dining scene. At the heart of the space, a dramatic sixmeter-high wraparound staircase and a signature circular elevator set the stage, an architectural centerpiece that anchors the experience. Indoors and outdoors are seamlessly connected via a façade that opens onto an elegant terrace, creating a dining flow that’s both functional and immersive.

Material selection merges tradition and innovation

The Riyadh location echoes elements from Mr Chow’s sister restaurants while incorporating local materials and culturally relevant motifs. One of the most striking features is the ceiling, which uses advanced LED technology to animate digital graphics. These visual displays incorporate regional themes in a bold, modern way, enriching the restaurant’s ambiance while offering a nod to its new cultural home. Every table is adorned with the brand’s iconic central light—casting a warm glow and reinforcing the signature Mr Chow aesthetic. The interior furniture features clean lines and deco accents, all curated to evoke sophistication and intimacy.

Deco styling meets Middle Eastern elegance

The selection of materials in the restaurant plays a central role in defining its character. Chrome accents lend modern shine and contrast, while limestone flooring and stairs bring timeless strength and elegance. Venetian plaster adds texture and artisanal richness, and black mirrored wall panels enhance the space’s drama and depth. Ceiling soffits curve gracefully overhead, softening the architectural edges and drawing the eye upward. Fluted black stone bars serve as visual anchors where patrons can gather, while gunmetal chairs provide ergonomic comfort with a modern edge.

Following the successful delivery of Norton Rose Fulbright’s Dubai office, acclaimed interior design firm AAID was entrusted with designing the law firm’s new Riyadh headquarters in the Kingdom Tower. The project brief was clear and considered: reflect the international brand identity while resonating with the local cultural and environmental context of Saudi Arabia.

To achieve this, AAID adopted a meticulous, user-centered approach, conducting in-depth interviews with department heads to tailor the design around the team’s operational needs. This process helped shape a workplace that balances corporate formality with regional nuance, professional and structured, yet approachable and familiar.

A defining element of the new office is its creative homage to rawasheen—the traditional Hijazi windows characterized by intricate wooden latticework. These architectural features, often found in historic homes of Jeddah and Makkah, are celebrated for their ability to combine aesthetics with utility, allowing light and air to enter while maintaining privacy.

In the Riyadh office, this traditional element is reimagined through a modern lens. Painted in calming hues of blue and green, and adorned with motifs like crescent moons and stars, the rawasheen-inspired forms are seamlessly incorporated into the design language of the space. RED SEA GLOBAL’S GROUNDBREAKING BIODIVERSITY STUDY

LARGEST-EVER SURVEY UNCOVERS NEW SPECIES, KEY BIODIVERSITY AREAS, AND PROMOTES CONSERVATION IN SAUDI ARABIA’S ECOSYSTEM.

Red Sea Global, the developer behind regenerative tourism destinations

The Red Sea and AMAALA, has published the findings of one of the most comprehensive and integrative terrestrial baseline survey ever undertaken by a development company, establishing a new standard for conservationled development in the tourism industry and announcing several discoveries.

The report, “Terrestrial Spatial Habitats Assessment for Biodiversity Conservation,”

published on 6 July 2025 and conducted in partnership with the Biodiversity and Genetic Resources Research Center (BIOPOLIS/CIBIO) from the University of Porto in Portugal, covered more than 120 terrestrial sites, including over 13,000km² of deserts, volcanic fields, wetlands, mangroves, and mountain ecosystems.

During the fieldwork, Red Sea Global’s team identified several species potentially new to science, meaning they have been identified

as distinct and previously unrecorded by scientists. Among the species discovered in the fieldwork were one scorpion (Trypanothacus sp.), two geckos (Hemidactylus sp. and Tropiocolotes sp.), and a small mammal (Gerbillus sp.). A scientific finding of this scale is highly significant, especially as biological knowledge of this region has been historically limited. Furthermore, with the discovery of these potential new species, Red Sea Global’s terrestrial team has demonstrated the ecological uniqueness

and conservation value of deserts and arid environments, which are often perceived as low in biodiversity but, in reality, host specialized and highly adapted fauna.

“This survey marks yet another important step in our continued efforts to protect and enhance the region’s landscape and wildlife,” said John Pagano, Group CEO of Red Sea Global. “We now know exactly where these habitats are, what species they support, and what steps we need to take to protect them.

By embedding this kind of scientific research into planning, we’re showing that luxury tourism and environmental preservation are not only compatible, but they can also be brought together to deliver long-term benefits for both the environment and our visitors.”

In addition to the potentially newly discovered species, the report also identified 11 local Key Biodiversity Areas (KBAs), which are defined as specific sites recognized by the International Union for Conservation of Nature

(IUCN) for their significant contribution to the persistence of biodiversity, either globally, regionally or locally. These local KBAs were newly identified through this baseline survey, using the IUCN’s methodology, and they support a remarkable diversity of flora and fauna, including locally threatened species and geographically restricted species and species only found in the Arabian Peninsula.

The wider findings of the survey form an ecological baseline that will guide Red

Sea Global’s land-use, restoration, and conservation strategies, as well as inform development decisions as destinations continue to progress. The fieldwork also supports Resa Gulf’s commitment to achieving a 30% net conservation gain by 2040, which means that by that year, the region will feature more or better-quality habitats than before development began.

The survey also highlights the ecological significance of the Red Sea zone, the combined terrestrial area encompassing

The Red Sea and AMAALA. It documented: 41 locally threatened species, including the Arabian Woodpecker, classed locally as critically endangered and found in the Red Sea mountains: the endangered Nubian Ibex, facing habitat loss, as well as the vulnerable Egyptian Slit-faced Bat and Bonelli’s Eagle.

88 locally geographically restricted species, including several species potentially new to science, such as Hemidactylus sp. and Gerbillus sp. highlighting how little was known about this landscape.

19 species only found in the Arabian Peninsula, adding to the region’s unique biodiversity, such as the Arabian Sunbird, the Hejaz blackcollared snake, and Scott’s Ground Beetle.

18 species displaying local demographic aggregations within the zone, meaning their populations in the area rely on specific sites for breeding, feeding or shelter.

Shedding Light on the Region’s Ecological Uniqueness and Conservation Value

Among the 11 local KBAs identified are:

 Al-Wajh Bank (2,835 km²): A globally recognized Important Bird Area (IBA) that plays a crucial role in supporting populations of the Sooty Falcon and other marine birds like the Crab Plover and the Sooty Gull. It is also a major stopover for many globally and locally threatened migratory species.

 Upper Wadi Al Hamd (976 km²): Recognized as an important area for several species, such as the Arabian Wolf. Identifying this KBA gives conservationists better insights into how the species is surviving and highlights the need for habitat restoration. Additionally, as the Arabian Wolf faces ongoing threats from persecution and hunting, the KBA designation also opens the door to working more closely with local communities inhabiting the area to encourage coexistence and shift prevailing perceptions.

In total, these KBAs provide habitat for 136 species of local conservation concern. This number represents 24% of the diversity identified in the Red Sea zone, highlighting the importance of these areas for ongoing conservation efforts within the area. As a result of this fieldwork, which transformed the level of knowledge available, filling critical gaps in the scientific record, the species and habitats identified will now be better protected.

This work highlights Resa Gulf’s commitment to regenerative tourism, which not only focuses on sustainability but also actively contributes to the restoration and enhancement of

destinations, rather than just reducing negative impacts. Additionally, it builds on Resa Gulf’s 2022 Environmental Baseline Survey, which examined the populations and habitats of species along the Red Sea coastline.

Protecting Regionally Significant Fauna and Flora

The findings also support Saudi Arabia’s national environmental goals under the Saudi Green Initiative and align with global biodiversity targets under the UN Convention on Biological Diversity.

iddiya City, the 360-km² entertainment, sports, arts, and culture megaproject located just southwest of Riyadh, is rapidly progressing toward its goal of becoming a global destination by 2030. As a cornerstone of Saudi Vision 2030, Qiddiya is designed to diversify the economy, build domestic talent, and offer world-class experiences at scale.

ON THE GROUND PROGRESS: WHAT’S NEARLY COMPLETE

Public signals and recent reporting confirm that several marquee attractions in Qiddiya City are now at advanced stages of construction, with openings slated in 2025:

Six Flags Qiddiya City is now approximately 89% complete. The roughly $1 billion theme park will comprise 28 rides and attractions, including Falcon’s Flight—destined to be the world’s tallest, fastest and longest roller coaster, soaring to 639 ft, hitting speeds of 155 mph, and spanning over 13,900 ft.

Aquarabia Water Park, adjacent to the Six Flags site, is also nearing completion at around 84%. Costing approximately $750 million, the park will feature 22 rides, including world-record water attractions: the tallest water coaster, tallest drop slide, the longest mat racer, and Saudi’s first surf pool. It also includes a first-of-its-kind underwater adventure ride with submersible cars.

Golf facilities featuring a Jack Nicklaus championship course and vast landscaped areas—are about 77% complete, with 45% of greenery installed across 1.6 million m².

Aquarabia to debut record‑breaking water rides

Further out on the timeline, Qiddiya is preparing for even larger builds:

 Prince Mohammed bin Salman Stadium, a $1.1 billion cliff-top structure with a retractable roof, pitch, and LED wall, is scheduled to break

ground in 2026 and open in 2029.

 The Speed Park Formula 1 circuit, a $1.9 billion FIA Grade 1 racetrack designed with dramatic elevation changes and a signature “Blade” corner, is expected to be completed around 2027.

WORKFORCE, SCALE AND ECONOMIC IMPACT

Qiddiya Investment Company (QIC), a Public Investment Fund entity, has awarded over SAR 10 billion (approx. $2.7 billion) in construction contracts to date. When fully operational, Qiddiya City is projected to house 600,000 residents, attract 48 million visitors annually, and contribute SAR 135 billion ($36 billion) to Saudi GDP each year. It will also generate over 325,000 direct, indirect and induced jobs spanning tourism, hospitality, entertainment, and related sectors.

WORLD‑FIRST ATTRACTIONS UNDER CONSTRUCTION

Falcon’s Flight, now mechanically complete and on schedule to debut in late 2025, is the coaster everyone’s watching. It uses Intamin’s LSM magnetic launches, climbs

639 ft, drops 519 ft, reaches 155 mph, and skirts alongside the future F1 circuit. The ride will also feature aerodynamic windshields to protect riders from desert sand.

Meanwhile, Aquarabia’s iconic rides—such as Junoon Drop (world’s tallest water coaster), the longest mat racer, and the surf-pool-based wave lagoon—combine immersive design with sustainability features like 75% lower water usage and rainwater recycling.

VISION 2030 GOALS BEYOND THE ATTRACTIONS

Qiddiya is much more than rides—it embodies five strategic pillars: Parks & Attractions; Sports & Wellness; Motion & Mobility; Arts & Culture; and Nature & Environment. Its master plan includes zones such as Resort Core, Motion Zone, Eco Zone, Qiddiya Village and Golf Community—all designed to integrate with the natural Tuwaiq mountain landscape.

As a youth-focused destination—67% of Saudi citizens are under 35—Qiddiya aims to offer newly trained Saudi talent opportunities in esports, hospitality, sports management, engineering and creative fields, in alignment with Vision 2030’s social and economic diversification objectives.

Other notable planned features include a massive gaming and esports district with venues for 73,000 attendees, a world-first Dragon Ball theme park spanning half a million square metres, and a performing arts centre.

WHAT HAS OPENED ALREADY?

While the flagship attractions remain under construction, Qiddiya has begun opening smaller infrastructure and enabling works. These include roads, landscaping, utilities, and residential/community facilities to support early-phase operations. However, the headline experiences—Six Flags, Aquarabia, Speed Park, and the Stadium—are expected to debut between late 2025 and 2029/27, with full opening targeted by 2030, consistent with Vision 2030 timelines.
