A New Chapter for Arabic Learning: KHDA Introduces Early Childhood Arabic Language Policy

Under the directive of His Highness

Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Deputy Prime Minister and Minister of Defence of the UAE, and Crown Prince and Chairman of the Executive Council of Dubai, and on the occasion of International Mother Language Day, Dubai’s Knowledge and Human Development Authority (KHDA) has introduced a new policy aimed at enhancing Arabic language education in early childhood education. The policy is designed to provide children with the opportunity to develop their Arabic language skills from an early age, making Arabic learning both fun and culturally enriching.

The new policy mandates Arabic language education for children from birth to six years at all private schools and early childhood centres in Dubai. This initiative aims to strengthen the use of Arabic language in schools and society, helping to foster a sense of pride in Emirati culture, language, and heritage.

The policy is part of Loughat Al Daad, one of the 28 game changers under Dubai’s Education 33 strategy. “Daad” is a letter and sound unique to the Arabic language, and Loughat Al Daad translates to: “the language of Daad”. Initiatives announced under Loughat Al Daad aim to strengthen Arabic language acquisition and nurture a deeper understanding of UAE culture and heritage.

Fatma Belrehif, CEO of the Education Quality Assurance Agency at KHDA said: “Arabic is at the heart of the UAE’s cultural identity,

and it is essential that we instil a love for the language in all our children from the earliest stages of their education. By embedding Arabic language learning in early childhood, we ensure that all children – including Emirati, Arab, and non-native speakers –can immerse themselves in the language and culture of the UAE. This policy will help nurture confident, bilingual global citizens who carry the pride of their heritage while being prepared for the global community.

“Our goal is not only for Emirati and Arabic speaking children to embrace the language as their mother tongue, but for non-native speakers to also experience the richness of the UAE’s culture and rich heritage from an early age. This will help them develop a strong connection to the country they are living in as they grow into wellrounded individuals who understand and respect the world around them.”

and early childhood centres to offer a variety of language learning models to suit the needs of both native and non-native Arabic speakers. At least one-third of children’s instructional time must include the presence of an Arabic teacher to engage children in interactive and culturally relevant activities.

Schools and early childhood centres must also ensure that Arabic teachers have the right qualifications and are supported with professional development to enhance their skills. Parents must also be encouraged to support their children’s language development, both at school and at home, through resources and strategies that foster Arabic language learning in everyday life.

The policy will be phased in from September 2025, with phase one covering Arabic language education for children aged four to six years. More phases will be rolled out in the coming years and cover all children from birth to six years.

Additionally, KHDA has also updated the requirements for the teaching of national mandatory subjects, including Arabic, Islamic Education, Social Studies, and Moral Education from Grade 1/Year 2 to Grade 12/Year 13 in Dubai private schools. Updates include increased instructional time and changes in the language of instruction for Islamic Education, Social Studies, and Arabic for Arab students, and updates on UAE Social, Moral, and Cultural Studies for non-Arab students.

These changes will come into effect from September 2025 for schools that start their academic year in September, and April 2026 for schools that start their academic year in April.

Ministry of Higher Education and Scientific Research reviews Outcome-based Evaluation Framework with UAE-based universities

MoHESR Engages UAE Higher Education Institutions in Workshops on Outcome-Based Evaluation Framework.

The Ministry of Higher Education and Scientific Research (MoHESR), through the Commission for Academic Accreditation (CAA), held interactive workshops with UAE-based higher education institutions (HEIs) to discuss its forthcoming Outcome-based Evaluation Framework. The workshops outlined the new framework’s objectives and its role in enhancing the competitiveness and outcomes of HEIs.

To engage all HEIs and academic specialists, three-day workshops were held at Al Ain University in Abu Dhabi, Mohammed Bin Rashid University of Medicine and Health Sciences in Dubai and the University of Sharjah. Participants included HEI leaders, MoHESR’s quality assurance and accreditation teams, MoHESR’s work teams, local regulatory bodies of quality assurance, and representatives from free zone educational institutions.

389 HEI representatives attended, including 118 senior academic leaders, 55 from freezone HEIs, and eight from local accreditation bodies. The CAA closed the session with a survey that showed a 90% satisfaction rate with the proposed framework, highlighting HEIs’ commitment to academic quality.

Discussions covered the six main pillars of the framework: employment outcomes, learning outcomes, industry collaboration, research outcomes, reputation and community engagement. Participants reviewed key performance indicators and their integration into assessment and accreditation, ensuring quality and continuous improvement while granting HEIs the flexibility to design their academic programmes.

Ministry of Higher Education and Scientific Research partners with Times Higher Education to assess the UAE’s higher education landscape

The UAE recognises that a strong higher education sector is fundamental to achieving development, progress and success at the individual, community and national levels.

he Ministry of Higher Education and Scientific Research (MoHESR) has partnered with Times Higher Education (THE), a global university rankings provider, to conduct an indepth analysis of the UAE’s higher education landscape. The collaboration aligns with the Ministry’s efforts to boost the global competitiveness of UAE-based universities in both education and scientific research, while enhancing the integration of higher education outcomes with national priorities.

The announcement coincided with Emirati Day for Education, which is held under the theme ‘Education By Everyone, For Everyone’, which aims to support the strategic transformation of the UAE’s education sector and deepen its connection to human and community development.

Under this collaboration, THE will leverage its expertise to evaluate the performance of higher education institutions (HEIs), benchmark it against leading global universities, and identify key areas for growth and development. The analysis will provide insights that will help refine policies aimed at maximising the contribution of UAE-based HEIs to developing the nation’s sustainable, knowledge-based economy.

His Excellency Dr. Hassan AlMheiri added: “Our partnership with THE will enable us to assess the strengths and areas for improvement across our HEIs, ensuring they are even better positioned to produce world-class graduates. This will contribute to enhancing the national education system in a way that supports societal needs while keeping pace with future requirements.”

The project will be implemented across five phases. In the first phase, Nationwide Engagement, representatives of participating universities will attend training sessions to understand THE's ranking methodology and data submission processes. In the Data Submission and Quality Assurance phase, THE will collect data related to up to 11 subjects for a specific academic year for global benchmarking analysis. In phase three, Simulation and Rankings Production, THE will evaluate UAEbased universities based on their current performance and compare them to their peers.

After that, THE will move to phase four, Higher Education Landscape Analysis, where it will review local and federal institutional strategies, policies, and initiatives to assess their alignment with its World University Rankings metrics. In the final phase, THE will conduct International Peer Benchmarking against top-tier universities.

Participating universities will understand their position within the UAE higher education sector and receive suggestions for improvement as well as a detailed metrics-level ranking performance analysis report.

THE will lead engaging sessions with stakeholders across academia and government, and conduct masterclasses to train universities on the data submission and ranking methodologies. The initiative will culminate in the formulation of actionable strategies to take the UAE’s higher education sector to new heights.

The Abu Dhabi Department of Education and Knowledge (ADEK) has announced the licensing of 15 new private nurseries, adding 1,250 new seats across Abu Dhabi, Al Ain, and Al Dhafra. This expansion enhances access to high-quality early childhood education, providing families with more choices to support their children’s development.

Choosing the right nursery is a crucial decision for parents, and ADEK remains committed to ensuring transparency and affordability in nursery fees. These fees are determined based on multiple factors, including operational costs, staffing requirements to maintain optimal child-toteacher ratios, investments in educational resources, and stringent safety measures. ADEK’s rigorous assessment process ensures that fees align with market standards while sustaining a high level of service quality.

The initiative introduces sustainability concepts in an age-appropriate and engaging manner. The curriculum follows a structured progression, beginning in FS1, where three- and four-year-olds learn about caring for the earth and the importance of reducing waste. By Year 1 (5-6 years), pupils gain a deeper understanding of biodiversity and responsible waste management, while Year 2 (6-7 years) broadens their perspective to global sustainability issues, including climate action and personal responsibility. This carefully sequenced approach ensures that pupils deepen their understanding at every stage through interactive and handson learning experiences.

The curriculum has already been put into action, with FS2 pupils recently engaging in a range of sustainability-focused activities. In Science lessons, they explored the difference between disposable and recyclable waste, reinforcing the importance of sustainable living. They read a story about recycling and applied their learning by sorting trash collected at school. As part of their practical experience, the children took part in litter picking at the small-world beach area, created recycling signs through art, and worked on a collaborative piece using only recycled materials.

These activities not only strengthened their understanding but also made sustainability a tangible and enjoyable part of their learning experience.

Students tackle AI ethics through realworld scenarios and mock trials

As part of the course, students gain handson experience by designing and developing their own AI-driven applications, applying their knowledge to real-world challenges.

The AI-focused BTEC qualification, integrated with the IB curriculum, provides students with a globally recognised Level 3 Specialist Award in Artificial Intelligence. With at least 20 guided learning hours expanding up to 40 hours over the academic year, students engage in practical AI applications, while learning to innovate responsibly.

First UAE school to offer AI-focused BTEC as a core subject

The AI ethics curriculum at BWA goes beyond theory, encouraging students to examine AI’s role across industries such as healthcare, policing, fraud detection, e-commerce, financial services, data mining, and automotive technology. Through collaborative projects, they assess AI’s potential benefits while addressing critical concerns like algorithmic bias, privacy, and societal impact. By integrating practical applications with ethical discussions, students develop a well-rounded perspective on AI’s responsibilities and real-

world implications, preparing them for AIdriven fields such as data analysis, software engineering, and AI development.

Commenting on the importance of teaching AI in schools, John Bell, Founding Principal of Bloom World Academy, said: “AI is here to stay, and our students are helping to shape its future at Bloom World Academy. The programme commenced during the first semester of the 2024/25 academic year and has seen students explore a wide range of topics, transitioning smoothly between key areas while maintaining the narrative flow of AI ethics, beginning with the delicate balance between data privacy and ethical boundaries. The debate centred on how applications in policing and fraud detection collect vast amounts of personal information, emphasising the need to protect privacy rights while acknowledging the role of AI in enhancing security.

The conversation naturally shifted to the impact of automation on the workforce, as students examined how industries like logistics and e-commerce are evolving through AI-driven efficiencies, albeit with concerns around potential job displacement and its broader societal effects. Another crucial area of investigation was the presence of bias in machine learning systems, where students learned how flawed or unrepresentative datasets can perpetuate discrimination. By proposing solutions like regular audits and more inclusive training sets, they demonstrated a proactive approach to mitigating bias.

Exploring AI’s impact on privacy, automation, and ethical decision-making. To make these discussions more tangible, BWA introduced the engaging and impactful Ethics on Trial, a role-playing exercise that immediately captured students’ attention. Within the trial, students acted as lawyers, jurors, and expert witnesses in fictional legal cases. Two standout case studies included a scenario involving a home care robot, where the manufacturer stood accused of responsibility for the death of a client due to faulty sensors and inadequate health monitoring capabilities. In another case, participants analysed the ethical decisions behind an autonomous car accident,

evaluating whether the AI system prioritised the correct ethical values in its decisionmaking. These activities helped students appreciate the complexities of AI ethics while honing their communication and evidencebased reasoning skills.

Grade 10 student Rishaan Gupta, said: “The ethics of artificial intelligence revolves around the responsible development and use of technology, ensuring that it benefits society while minimising harm. Throughout our lessons, we’ve learned the importance of understanding data bias in AI and how it can influence real-world decisions.”

Grade 9 student Inaaya Zaidi, added: “The AI course is so interesting because it lets us consider the ethical implications of using AI in different fields. By evaluating the impact of bias on task performance, we learned why accurate, representative data is essential.”

The programme concluded with students presenting actionable recommendations to promote ethical AI development. Their proposals included conducting regular dataset audits to ensure training data is free from bias and represents diverse populations, establishing universal ethical standards to guide responsible AI practices, and implementing clear accountability frameworks to define responsibility for AIdriven decisions that impact people’s lives.

Through these interactive activities, BWA equips students with essential skills in critical thinking, empathy, and collaborative problem-solving. EDUCATION UAE: How has the concept of boarding schools evolved in Dubai and the UAE?

ROBERT WALLS: Historically, there were only two boarding schools in the UAE, Swiss International School Dubai (SISD) and Repton Dubai, both attracting a range of families for reasons beyond the typical boarding school rationale. These families often had business interests in Dubai, liked the idea of short-haul destinations, or were looking for a more global, cosmopolitan boarding education for their children.

As the UAE now gains credibility as a centre of educational excellence, interest in boarding has grown, with families now considering it a more serious and viable option. The safety of Dubai, ranked as one of the world’s safest cities, is also a major attraction for families.

And of course, add to that the city's entertainment options - beaches, deserts, waterparks, malls - and Dubai becomes a teenager’s dream!

The city’s accessibility, with Dubai being the world’s largest transport hub and SISD being only 15 minutes from DXB airport, further makes boarding here an appealing and convenient option. With Dubai’s growing attraction, the concept of boarding in the city has certainly become more visible and interesting for families to explore.

EDUCATION UAE: How do boarding schools ensure the well-being and mental health of boarding students, especially those far from home?

ROBERT WALLS: At SISD, we prioritise student well-being by dedicating significant time and resources to mental health. We have a team of pastoral leaders and support staff living in the boarding house, who are responsible for the students' happiness. They conduct regular check-ins, pulse checks, and work closely with our Secondary teams to identify any concerns.

We also have a dedicated Boarding Counsellor and an onsite medical team to ensure students' safety, well-being, and emotional development are thoroughly supported. Our approach emphasises the importance of collaboration between parents, teachers, and support staff to ensure a holistic team effort around each child, making sure they feel supported throughout their boarding and educational journey.

6 in 10 parents say building confidence in their child is their

top priority for 2025

Follows studies that increased screen time is impacting children’s confidence and overall mental health

61% of parents say that building confidence in their child is their top priority for 2025. That’s according to new research released today by the Warrior Academy, which explores the hopes and dreams of parents for their children this year.

Almost one in three (28%) parents said concentration and focus was the most important to them, with more than a third (36%) saying that overcoming hesitation and fear, and maintaining self-discipline was something that they wanted their child to develop more of this year.

Interestingly, many parents cited their children as been quite shy and uncomfortable when it comes to meeting new people and entering new environments, hence they would encourage their child to build more resilience and character to face these situations.

The research, conducted by the Middle East’s largest martial arts club, paints a picture of a nation of parents committed to supporting their child’s development, by equipping them with the positive skills and traits that will set them up for life as they grow up.

The news follows studies on the impacts of external factors on children’s health growing up, with the extensive use of screens and smart phones being linked to an increase in mental health issues. On average, children aged 8-12 in the United States spend 4-6 hours a day watching or using screens, and teens spend up to a staggering 9 hours according to reports from the American

Academy of Child & Adolescent Psychiatry. A recent study publicised in the BMC Public Health found that more screen time was linked with more severe symptoms of depression, anxiety, inattention and aggression in 9-10 year-olds, impacting children’s confidence levels.

Commenting on the research, Sebastian Bates, award-winning author of the ‘The Not a Victim’ book and Founder of the Warrior Academy, said:

“As the new-school term gets underway, we wanted to understand from parents their aspirations for their child’s development this year. Building confidence overwhelmingly came up as the top attribute, with parents feeling this would help their child become more resilient, increase their self-esteem and their sense of overall well-being.

“But with so many factors at play as children grow up, and especially with many expats living in the UAE, it’s not always easy to ‘be confident’, and it’s no surprise that the parents in our survey felt this was one area that could be strengthened in their children. There are so many hurdles that children will experience that can often knock them down and have a real effect on their sense of self.

“That’s why we set up the Warrior Academy – and we’re proud to have created the only specialised Character Development Centre in the Middle East – where we teach children the skills they need to become responsible, compassionate, and respectful members of society through martial arts.

“I believe that having a strong character is key to a child’s success in life, influencing every decision they make, and through our Academies we hope to inspire a next generation of young adults to feel empowered to take on challenges head-on.”

Parents also highlighted the importance of their child having courage, speaking up and being brave; in fact, 22% of parents want to equip their child with the tools to stand up to bullies if they ever experience this at school. Indeed, bullying is the biggest fear that dominates parents’ concerns for their children growing up, with parents worried about their child having to face these challenges at school. Perhaps this reveals why parents place so much emphasis on developing confidence and resilience in their child.

But whilst parents do have some worries in these areas, many have tried different methods and activities to help their child to overcome any potential issues and to build confidence. This includes encouraging their child to take part in after-school activities (with football, swimming and drama classes being popular), social engagements (such as ‘playdates’ with their friends) and spending time together as a family. Parents also sight the importance of positive reinforcement, being encouraging, motivational and supportive, with parents unanimously agreeing that having an open and honest dialogue with their child helps to build trust to alleviate any potential issues they may face.

The survey also revealed other, more softer skills in the survey that parents valued in the children. This included developing empathy, prioritising their wellbeing and taking care of their mental as well as their physical health, which was something parents hope their child can get into good habits of developing.

Mahesh Gehani, parent of Devang Gehani from Dubai, had this to add: “As a parent, a child should have confidence and not be bullied by anyone, this was why we came to the WarriorAcademy, and all is good so far. My son has now started travelling to visit his friends by himself; he goes to his guitar classes now on his own; so he is building his self-confidence and his independence. He believes in himself that he can do this, and it’s helping him in his everyday life, increasing his focus and self-discipline. We are seeing him improve day by day; there are big changes, he now goes outside and is active, rather than spending so much time at home playing computer games. He’s evolving, he’s becoming stronger day by day, and has become more focused and self-confident!”

Yas Marina Circuit is set to welcome back the Future Racers Camp, an immersive Spring Break programme that combines the thrill of motorsport with engaging STEM-based learning. Running from 24th to 28 March and 31 March to 4 April, the camp is designed for children aged 7–14, offering them a unique opportunity to explore the world of racing and engineering at one of the world’s most iconic motorsport venues.

Hosted at the ADNOC Yas in Schools Experience Centre, the Future Racers Camp allows young enthusiasts to delve into Formula 1®-inspired STEM education.
