A letter from the Director

Dear Friends and Neighbors,

Hope Mills Parks & Recreation celebrated the end of fiscal year 2024 with record growth and expansion. As we reflect on yet another season of departmental growth, I am reminded of the department’s mission statement:

In the spirit of the mission statement, our team of professionals have been hard at work planning programs and special events that bring people of all ages and diverse backgrounds together Recent surveys have affirmed that Hope Mills Parks & Recreation is doing exceptionally well in the areas of programs, athletics, and the offerings of park amenities This success highlights the department’s commitment to enhancing community engagement and ensuring access to high-quality recreational opportunities for residents

Rather than resting on its laurels, Hope Mills Parks & Recreation is already focused on improving and expanding recreational opportunities for 2025 We are thrilled to announce the completion of several park projects, including Heritage Park Phase I, Reid’s Journey Inclusive Play Complex Phase II, and the expansion of Town Lake Park These park improvements will allow the department to expand its offerings in the areas of outdoor programing rental opportunities for venues, and informal passive opportunities.

HERITAGE PARK

Hope Mills Heritage Park was unveiled to the public on November 20, 2024 The restored flume, which is the main focal element of the park, consists of the historic preservation of the historic old mill flume, and the conversion of the flume to a stormwater control measure that treats the new impervious surfaces constructed in the park Heritage Park includes a new driveway, restroom, parking lot, event lawn, and the preservation and placement of the floodgates as shade canopies over benches Additionally, there are interpretive signs that explain the history of the Town, the mill, and how the flume has been repurposed to treat stormwater and protect Little Rock Creek

Future Projects

HOPE MILLS

The conceptual and schematic design phase for the Hope Mills Community Center and park is complete and has been approved by the Board of Commissioners The 27,000 square foot wellness center will serve youth athletics, seniors, veterans and adult programming Park elements include a tennis/pickleball complex, amphitheater, new maintenance complex, walking trails, and 60 acres of passive open space

The schematic design phase focused on establishing the projects overall vision, layout, and key functional places. Architects and engineers collaborated very closely with the Town, community and stakeholders to ensure the design met the needs of residents while incorporating sustainability and modern amenities. The facility is expected to feature multipurpose event spaces, classrooms, fitness and wellness areas, a gymnasium with two full courts, and a commercial serving kitchen. The new facility will also be designed to be an Emergency Operation Center during natural disasters and other times of need

The project will now move into the design development phase, where details such as materials, structural elements and systems integration will be refined The Town will issue a Request for Qualifications in early Spring 2025 for design-build firms interested in completing construction documents and providing construction services for the community center.

LAKE PARK

On April 24, 2024, the Board of Commissioners approved the purchase of .3 acres of land adjacent to Lake Park, marking a significant step toward the park’s expansion.

The acquisition will allow for improved access to the park, additional greenspace and parking. The Town of Hope Mills has entered into an engineering contract with The East Group to design significant improvements to the parking lot, vehicular circulation, and playground The improvements are aimed at enhancing safety, accessibility, and overall visitor experience. Under the contract, The East Group will develop plans to optimize traffic flow, expand parking facilities, upgrade storm water features, and update the playground area to be inclusive.

Once the design process is complete, the project will move into the construction phase, with a timeline expected to be announced later this year.

Lake Park Gazebo (pictured right)

HERITAGE PARK

Excitement is building as Hope Mills Parks & Recreation commence the design and development phase of Heritage Park Phase II. Following the successful completion and opening of Phase I, this next stage aims to expand on the park’s offerings with more active park elements and amenities, further enriching the community’s recreational and cultural opportunities The design and development phase will focus on refining plans for several major additions, including: an outdoor classroom, natural trail paving, natural playground area, picnic shelter, way finding signage and a floating canoe/kayak launch.

The Town will submit an application for a $500,000 Parks & Recreation Trust Fund (PARTF) grant to support the construction phase of the project. The funding, if awarded, will play a crucial role in funding the estimated $1,773,883 cost to complete the project
