A letter from the Director
Theyearof2024hasbeenayearofsignificantchange,achievement and growth for the Hope Mills Parks and Recreation Department. To name a few significant milestones, the Town broke ground on Heritage Park with an anticipated grand opening in early fall; construction on Phase II of the Reid’s Journey Inclusive Play Complex began in early Spring, and will be completed by late summer. Architectural and engineering design has begun on a 97acre Town owned golf course that will transform the site into a new sports complex, complete with a new senior/ community center. In addition to improvements to facilities, Hope Mills Parks & Recreation has experienced a 30 percent growth in registration for youth athletics, recreational programming, special events and facilityrentals.
The exceptional quality of life in Hope Mills, which can arguably be attributed to the vast array of Parks and Recreation amenities and programs, has resulted in an increase housing demands, economic development, and partnerships. The Town’s popularity has allowed us to outpace other municipalities in the region in terms of population growth, construction. With population growth also comes the demand for infrastructure improvements, and the expanded need for amenities. The Hope Mills Parks and Recreation Department is poised to address the Town’s growth, the needs of our citizens, and continues to gauge the trends in leisure services.
The year 2025 will continue to usher in a fiscal year of community growth, and with growth comes the demand for new recreational services, programs, and park improvements. Join us for a magical evening as the town streets come alive with the dazzling glow of the Christmas Parade of Lights! Witness a spectacular procession of beautifully illuminated floats, marching bands, and performers, all decked out in shimmering holiday lights. The parade will feature an array of holidaythemed displays, from traditional nativity scenes to whimsical winter wonderlands, bringing the joy and spirit of the season to life.
SANTA & SIRENS
Parks & Recreation in conjunction with The Hope Mills Fire Department presents Santa & Sirens! Santa will be driving through town with our firefighters on December 16th, 17th, 18th, and 19th. Please see published maps for pre-selected routes. These maps can be found on the Hope Mills Parks & Recreation Facebook Page starting December 1st. If your home is not directly on the route and you would like to see Santa, please make your way to the route in your vehicle. There will not be any additions to the pre-determined routes. Santa will leave the fire station at 6:00pm each night and we will do our best to complete each route by 8:00pm. Listen for the sirens so you know when Santa is on his way! This year we will also have a live Santa tracker so you can see where Santa is and where he has already been. Future Projects
HERITAGE PARK
Phase 1
The Heritage Park Phase I focuses on overall site infrastructure improvements of the eastern side of Little Rockfish Creek. The restored flume, which is the main focal element of Phase I, consists of the historic preservation of the historic old mill flume, and the conversion of the flume to a stormwater control measure that will treat the new impervious surfaces constructed in the park. Phase 1 also includes the construction of a new driveway, restroom, parking lot, event lawn, and the preservation and placement of the floodgates as shade canopies over benches. Additionally, this project will also fund interpretive signs that will explain the history of the Town, the mill, and how the flume has been repurposed to treat stormwater and protect Little Rock Creek.
The centerpiece of this project will be the restoration of the flume walls and the conversion of the interior of the flume to a stormwater treatment device.
Stormwater from the new parking lot, driveway, and comfort station that will be constructed during Phase 1 of Heritage Park will be directed to the flume, which will be filtered and treated by the vegetation, sand, and stone that will be placed in the flume.
The total impervious surface that will be treated by the innovative stormwater control measure is 2.39 acres. Typically, sand filters do not include vegetation as part of the design and it is hoped that this project may become an example of how plantings can enhance both the aesthetics and treatment capabilities of a sand filter. The plantings around the perimeter of the flume will include pollinator-friendly native plants.
The central feature of Heritage Park, which is the stormwater management feature, promotes the sustainability of clean water through a uniquely designed drainage system that actively filters toxins present in stormwater before they inter into the nearby creek. The emphasis on sustainability and environmental stewardship makes Heritage Park a perfect candidate for grant funding.

Project Update as of 8/1/2024
K & C Contractors, Inc. has completed rough and fine grading in preparation for concrete paving, and vertical construction. During the past 30 days on construction, the following milestones have been reached:
Staking for structures including the seat walls, restroom building, sidewalks and concrete pads have been completed.
Taps for the sanitary sewer and waterline installation have been completed and inspected by PWC.
Structural work and welding to reinforce the floodgate canopy structures have been completed and approved by the structural engineer; the structural support and footings have been redesigned by the structural engineer to support 15,100 lbs.
The rough ins for the electrical work have been completed and approved by the Town of Hope Mills Inspections Department.
The interior of the flume structure has been cleaned and prepped for the installation of the weir walls, and infiltration drainage system.
Currently the contractor is installing the framework for sidewalks, concrete paving, footing, and the weir walls. Construction activities planned for the next 30 days includes the following tasks:
Installation of rebar and pouring of all concrete footings.
Install concrete weir wall and pier framework, pier rebar and anchor bolts.
Pour concrete walls, piers, install aggregate base for sidewalks and concrete pads.
Begin vertical construction on the restroom building, and rough-in of utilities.
Begin masonry work on the seat walls and install precast caps.

Messy little hands is a class that will explore basic art techniques through different mediums. It's a fun environment for children to get their little hands messy while making new friends. Projects are geared towards children using their fine motor skills while exploring the world of art through these projects. This program requires the participation of one parent/guardian - so expect to get your hands messy too!
Gain knowledge about plants and animals found in NC and the Atlantic Ocean via stories, crafts, collaboration, and physical activities. Each topic will be explored using the instructional 5E Model - Engage, Explore, Explain, Elaborate, and Evaluate. Wear your comfy clothes and be prepared for a walk outside. One parent or guardian should remain with their child and learn something new too!

SOCIAL QUILTING
Join your fellow quilters for friendship, to share ideas, exchange fabric and to show off your current project! Please bring your own supplies. You are also welcome to bring your sewing machine! This is not an instructional class, however, there may be other quilters who can help guide you if you’d like to learn how to quilt! Online, advanced registration is recommended.
SOCIAL KNITTING & CROCHETING
Bring your latest project, exchange ideas and learn new stitches from your fellow knitters and crocheters during this four-hour meet up group with those who share a "common thread" with you. This is not an instructional class, however, there may be other knitters or crocheters who can help guide you if you’d like to learn how to knit or crochet! Loom knitters are also welcome! No fee, however online advanced registration required.
This is a Concealed Carry Weapons Course where you will learn NC Law, Gun Safety, Fundamentals of Shooting & more. The instructor is a USCCA & NRA Certified Instructor. Online advanced registration is required. Prior to course date, you will be contacted by the instructor with additional information. Following the classroom portion, class will leave Hope Mills Recreation Center for Harrison Creek Gun Club (subject to change). Range fee is $10, cash only, paid on site.

ADULT 55+ PROGRAMS
55+ LEVEL 1
This class is for those that have never line danced before, and for those who want to brush up on their steps. This will be a slower paced class with a thorough review of steps and dances. Please bring a water bottle. You will need to create a CivicRec account in order to register, and then select each specific class you wish to take; registration is good for the entire month. Advanced online registration is highly recommended. Registration opens the 3rd Friday of the month at 8:00 am for the following month and will close the first day of each class in the month.

55+ LEVEL 2 LINE DANCE
Line dance experience is recommended. This is generally for those who have been dancing for some time and have mastered basic line dance steps, sequences and routines. We’ll cover dances from beginner to improver/intermediate level dances. Please bring a water bottle.

This class is for the more experienced dancers and those who have mastered an array of dance steps, patterns and routines. Dances may include turns, pauses, syncopations, tags and restarts, and will move at a faster pace. It will be challenging and rewarding at the same time. Please bring a water bottle. You will need to create a CivicRec account in order to register, and then select each specific class you wish to take; registration is good for the entire month. Weight bearing exercises not only maintain, but can help improve bone density. Various fitness equipment is used to provide strength training exercises, and some portions are done on the floor. The first part of this class is dance fitness. Join the Latin-inspired, easy to follow, feel it to the core, dance-fitness party! This is a fun fitness class that will get your heart pumping. The second part of this class is a blend of Pilates principles, strength training, barre & high-energy workouts that will make you feel graceful, flexible & strong. Fusion of unique resistance exercises, flexibility training & cardio exercises creating a toned, shapely body. Please bring water bottle, hand towel & smiles. This class will provide strength training and deep stretching to help with daily mobility and flexibility. Class will end with 20 minutes of guided relaxation techniques for a full body and mind workout. This workout will target a broad range of muscles with a sequence of moderate intensity exercise stations. We will use body weight, bands, bars, dumbbells, balls & step riser. This workout will include floor exercises, so participants should independently be able to get down & up. Great calorie burn while toning & strengthening all muscle groups & honing your balance. For this class bring a mat, towel & water. This class is for intermediate exercise ability; not recommended for beginners. Come enjoy an hour of arts & crafts! Join a Pettay Senior Solutions for an hour of crafts & fellowship. This will take place at the Thomas Campbell Oakman Memorial Chapel located at 3711 S. The Hope Mills Parks & Recreation Athletics Department holds three seasons of league play sports; Winter, Spring & Fall.
Schedules for practice and game days, times & locations are not available for each season until the registration period ends & drafts take place. Once drafts are completed, coaches will then contact parents/guardians with specific team schedules.
FALL ATHLETICS
Registration: June 1 - July 31. 2024
League age is determined by participants age on December 1, 2024. Registration will be held June 1st - July 31st. Proof of address and birth certificate is required to complete the athletic registration process. *Fall Baseball & Softball League age is determined by participants age on May 1, 2025.
