Message from the Town Council We love the summer days in Danville, surrounded by golden hills and blue skies, and we’d love to welcome you to the summer edition of our Live Locally Newsletter! We are happy to see so many events back to normal this year, and we have a new appreciation for sharing time with each other.

Public safety is always a priority and, with that in mind, we introduce Zonehaven and how you can sign up for local notifications. Also, our Police Department shares a great neighbor story, and we talk about some programs provided by our Volunteers in Policing.

Learn how our Maintenance Department is keeping Danville green for generations to come.

We also discuss new legislation aimed at reducing plastic waste, and steps the Town is taking to help eliminate greenhouse gas emissions.

The Danville Town Council is comprised of five Councilmembers, elected at-large for four-year terms. Every two years, either two or three of the seats come up for re-election. In the next General Municipal Election, Tuesday, November 8, 2022, there will be two Town Councilmember positions on the ballot.

To be eligible to run for Town Council, candidates must reside within the Town of Danville incorporated boundaries and be a registered voter at the time nomination papers are issued. Interested residents must make an appointment with the City Clerk to receive and submit campaign documents during the nomination period beginning July 18 through August 12, 2022. If an incumbent fails to file nominating papers by the August 12 deadline, the nomination period will be extended to 5:00 p.m. on August 17, 2022.

The Danville Police Department would like to remind the community about two services provided by our Volunteers In Policing.

VACATION HOUSE CHECKS For some peace of mind while you are away, you can schedule a vacation house check where one of our volunteer officers will drive by your home periodically and make sure everything looks secure.

COP CARS TO THE COMMUNITY This program allows residents to request a volunteer patrol car to visit for a special event like a birthday party. Cop Cars to the Community is a great program for kids of any age who want to know more about law enforcement or want to see the lights and hear the siren on a police car!

Maintenance Services Coordinator With the persistent threat of climate change looming ever larger, the Town of Danville continues to take steps to create a more sustainable future for all of us. The Town’s Maintenance Department works diligently to be sustainably responsible by implementing water-saving irrigation systems and landscaping with drought-tolerant plant material. It also ensures public landscape adheres to weed abatement mandates. Electric vehicles are now part of the Town’s fleet of vehicles and electrical charging stations can be found at various locations around Town. Residents can also refill water bottles at hydration stations at both the Danville Community Center and the Veterans Memorial Building as an alternative to single-use plastic bottles.

These steps may not seem significant but are important to preserving Danville’s beauty.

The Town of Danville was incorporated in 1982, and Town Planners have done an awesome job creating this “small town atmosphere and outstanding quality of life.” We are surrounded by communities with beautiful hills and clear views of Mount Diablo. Our parks—who doesn’t love them? Students visit the parks to take their prom photos, couples get engaged there, and families host reunions and celebrate birthdays. One of the main corridors, Camino Tassajara, is beautifully outlined with trees and mature landscaping.

All of this contributes to making Danville a wonderful place to live and raise a family.

As California remains in a drought and wildfire seasons lengthen, I know we all want Danville to remain lush and beautiful for generations to come.

As the Maintenance Services Coordinator, I wish we could have eyes and hands on every aspect of the Town’s public areas. Teen Centers Plan For Reopening

With summer in full swing, the new school year is approaching and the Town of Danville is getting ready to reopen Teen Centers at Charlotte Wood, Los Cerros, and Diablo Vista Middle Schools.

Town staff maintains and monitors the centers to create a safe and exciting environment for after-school fun.

Students can join the staff in games, activities, a snack, or simply sit down and enjoy a moment of peace after school, before starting homework. The Town’s Teen Centers follow the San Ramon Valley Unified School District calendar and are open from the last school bell until 5:30 p.m. In addition, they are open on minimum days. Registration is required.

Town Talks with the Mayor is a monthly live stream broadcast held on the first Friday of each month via Zoom. The Mayor invites guests to discuss a variety of topics of interest to Danville residents.

DANVILLE’S EVACUATION ZONES ARE NOW LIVE VIA ZONEHAVEN WEBSITE Danville, Contra Costa County, and many other areas of the Bay Area and California use thirdparty software Zonehaven to divide communities into evacuation zones. Danville’s zones have been approved by the San Ramon Valley Fire Protection District, Danville Police Department, and the Contra Costa County Office of the Sheriff. The zones are now live via the Zonehaven website at community.zonehaven.com.

The evacuation zones are created using factors that include weather, traffic flows, street design, historical disaster data, geography, and more.

The zones allow first responders to manage evacuation in the most effective way during an emergency. In the event of an emergency, additional data is fed into the software, such as fire location, wind speeds and direction.

First responders use the program to guide decision-making around if, when, and where to order evacuations or evacuation warnings. Residents of affected zones are alerted using a variety of means, including the Contra Costa County Community Warning System, or CWS, Nixle local alerts, social media such as Twitter and Facebook, and old-fashioned doorto-door warnings. Zonehaven also interfaces with Waze, real-time GPS-guided traffic maps.

• Sign up for CWS and Nixle—to receive emergency notifications.

Public Art Exhibit: Picture This Picture This is a temporary public art exhibit that will be featured in parks and picturesque areas throughout the Tri-Valley this summer. This exhibit was inspired by artist Carlos Campos and County Park Friends in Santa Cruz, who created a similar exhibit titled, Outside the Frame.

SUMMER BIKE CHALLENGE

The Town of Danville, City of Dublin, City of Livermore, City of Pleasanton and the City of San Ramon, have partnered together to bring this new exhibit to life.

Each frame is 4 ft by 6 ft (frame opening will be 4 ft by 3 ft) and uniquely designed by local artists. The frames will be on display from July 16 to September 30.

Diablo Road Trail Update

Design and environmental work on the long-anticipated Diablo Road Trail project has continued throughout 2022. With the environmental phase nearing completion and expected to wrap up by the end of the summer, work on the final design will continue through the fall. The design includes a crosswalk and pedestrian/bicycle crossing system that will connect the existing Diablo Road Trail (“Barbara Haile Trail”) along the north side of Diablo Road to the new trail segment that will run along the south side of Diablo Road. The crossing system will be located near the Diablo Road/Fairway Drive intersection.

The project includes the construction of two trail segments.

The Town will fund and build the western segment. Davidon Homes (developer of the Magee Preserve project) will build the eastern segment, which will connect to Blackhawk Road and traverse through the new Magee Preserve development. When completed, the Diablo Road Trail will be a contiguous paved multi-purpose path totaling 2.1 miles providing a scenic route for bicyclists and pedestrians along the Diablo Road corridor and improving access to popular destinations such as Mt. Diablo State Park.

The Town has procured a total of $5.7 million to fully fund construction of the trail, with work expected to begin in the Spring/Summer of 2023. Please visit DanvilleTownTalks.org for ongoing updates and details on the project.

Explore the Town from the seat of a bike! The Summer Bike Challenge hosted by 511 Contra Costa has returned to Danville. To participate, sign up online at 511cc.org/go and download the Danville Bike Bingo Card. Bike to as many squares as you can between now and August 31 and collect prizes along the way. Featured family-friendly locations include Sycamore Valley Park, the Danville Farmers’ Market, Downtown, and more. Housing Element Update: Help Shape Danvill The State of California has declared a housing crisis, and Danville has been assigned the task of planning for a minimum of 2,241 units for the upcoming Housing Element Cycle 2023–2031—over four times the allocation of the previous cycle.

It is important to note that the Town’s role is not to construct housing but to identify the most appropriate sites for potential construction by the private development market. As with prior Housing Element cycles, State law requires the Town to conduct a site-by-site inventory of land suitable for development of all housing types, including multi-family homes.

During the second phase of community engagement in Spring 2022, the Town invited the community to identify and suggest sites they believe should be considered for housing development using an interactive Housing Site Suggestion Map. At the conclusion of the activity, community members had dropped 281 ‘pins’ or suggestions on 99 separate sites for the Town to consider. The Town evaluated all suggested sites against criteria established by the State Department of Housing and Community Development (State HCD). Sites that met State HCD criteria were deemed ‘viable’ and can be considered for designation as a housing site.

What’s Next?

The Town is inviting community members back to use a Housing Plan Simulation tool to create and submit their own version of a housing element that achieves the 2,241-unit target (plus a buffer).

The housing element simulation begins with an ‘imbalanced’ housing plan with ‘unassigned’ housing units. Users can ‘add’ what they believe is the appropriate number of units to each qualified potential site until all the units are assigned, and the housing plan is ‘balanced.’ Most of the sites identified on the map were identified by the community using the Housing Site Suggestion Map in Spring 2022.

It is an interactive way to explore where housing might go and how different housing densities on various sites can help the Town meet its housing assignment.

Community-submitted housing plan simulations and other considerations will help inform the Planning Commission and Town Council’s decisions on which sites would be most appropriate to accommodate Danville’s housing assignment.

Accessory Dwelling Units (ADUs)

An Accessory Dwelling Unit (ADU) is a self-contained living unit that is usually smaller than the main home on the same property. It contains a kitchen, bathroom, and a place to sleep. ADUs can be attached to the main home or a separate detached building.

California ADU laws changed dramatically in 2020, expanding the areas and conditions under which ADUs can be built. In 2020 the Town issued 22 ADU permits. In 2021 the number more than doubled to 51.

Many of the units being permitted are manufactured units prefabricated in one location, transported and placed on a homeowner’s lot.

To incentivize the construction of quality units that meet Danville’s design and neighborhood compatibility standards, the Town launched the Danville Garden Cottage Program. The goal is to encourage construction of smaller living units in Danville that are affordable to a wider range of income levels, including elderly family members.

The program also responds to increasing demand for these units from Danville residents with the term “ADU” frequently searched on the Town’s website. The program offers a selection of pre-approved, permit-ready ADU building plans that can be downloaded free of charge. Because these ADU plans have been pre-plan checked, they are eligible for expedited processing and lower building permit fees.

The plans can be downloaded at www.danville.ca.gov/ADU and include studio, onebedroom, and two-bedroom designs. If you are thinking about building an accessory dwelling unit, this is a great option for homeowners and the neighborhood.

DANVILLE is now 100% Carbon-Free with MCE DEEP GREEN Electricity!

As part of Danville’s commitment to renewable energy, the Town increased participation in MCE’s DEEP GREEN program to include all streetlights. As of July 1, 2022, the Town has completed the transition to 100% carbon-free electricity to help eliminate greenhouse gas emissions.

Deep Green service comes from California Wind and Solar Power and costs .01 per kilowatt-hour. Half of the Deep Green premium is invested in MCE’s Local Renewable Energy & Program Development Fund, helping to build renewable energy projects and install electric vehicle charging stations throughout the MCE service area.

90% of Danville residences power their homes with the MCE Light Green 60% renewable energy service. For less than $5 more a month for an average residential customer, you can opt up to DEEP GREEN 100% renewable energy service, eliminating electricity-based greenhouse gas emissions from your home!

NEW LAW REDUCES THE IMPACT OF SINGLE-USE PLASTICS

REDUCING FIRE RISK Each year, the Town undertakes the considerable task of performing weed and vegetation abatement on various Town-owned parcels and public right-of-way areas prior to the Fire Department’s May 31 deadline. These efforts significantly reduce the risk of fires and help keep our community safe.

Property owners are ultimately responsible for managing their vegetation to meet Fire District requirements. To report a property that is out of compliance with Fire District standards, visit www.firedepartment.org.

As California continues to work toward being more eco-friendly, residents are used to asking for single-use plastic straws. Now, since January 1, 2022, restaurants and food facilities also need customers to request any singleuse foodware accessory or standard condiment to reduce the amount of waste created from single-use items.

Restaurants must not provide single-use food accessories or standard condiments with a meal unless customers request them. Remember to ask for the items you need.

Single-use foodware accessories include forks, knives, spoons, sporks, chopsticks, straws, stirrers, condiment cups and packets, splash sticks, or cocktail sticks.

“Standard condiment” means relishes, spices, sauces, confections, or seasonings that require no additional preparation and that are usually used on a food item after preparation, including ketchup, mustard, mayonnaise, soy sauce, hot sauce, salsa, salt, pepper, sugar, and sugar substitutes.

Remember to ask for only the items you need— let’s all do our part!

Providing food and beverage accessories only upon request to customers and requiring reusable food service ware for specified on-site dining will significantly reduce unnecessary waste and save local businesses thousands of dollars per year. Great news for businesses and the environment!

Why is this new law important? Single-use plastics contain chemicals and do not biodegrade. They break down into microparticles that contaminate the environment, pose a considerable risk to wildlife, and are extremely difficult to clean up. Single-use plastics are also made from natural gas and crude oil fossil fuels and account for over 15% of methane emissions.

Community Outreach Results In Inspiring Input for Danville’s Downtown Future The outreach phase of the Downtown Master Plan Update took place in early 2022 and generated significant feedback from the community, business stakeholders, and Town Commissioners. This effort resulted in over 5,300 visitors to the project website, nearly 1,500 responses to the community survey, and active engagement at business interviews and pop-up events around Town.

The overarching messages the Town heard from the community include a strong appreciation for: Danville’s smalltown charm.

The walkability of the downtown area.

The diverse local businesses.

While the community enjoys outdoor dining, the feedback points to a desire for more public gathering spaces that are not necessarily associated with a dining establishment. There is interest in improving the connection between the Iron Horse Trail and San Ramon Creek, providing opportunities to enjoy the creek frontage and enhancing the Town Green on Front Street. The Town also heard concerns about the inconsistent visual character of the existing parklets and their impact on traffic safety and on-street parking. Lastly, the responses point to Hartz Avenue as the favorite area within the downtown, followed by the Town Green and Library as the second most favorite spots.

The consultant, SWA, presented draft strategies and preliminary concepts to the Town Council and Commissions in late spring 2022. Town Council is expected to review a Draft Master Plan this summer.

Sycamore Park & Ride Update Pedestrian and drainage improvements are scheduled for the Sycamore Valley Road Park & Ride later this summer.

Although the planned expansion with additional parking is currently on hold, the Town will be constructing improvements to the northern section of the Park & Ride lot.

The improvements include a pedestrian connection to the Iron Horse Regional Trail and a bioretention basin. The bioretention basin will contain landscaping features adapted to provide on-site treatment of stormwater runoff from the existing parking lot. Bioretention basins enhance stormwater quality through adsorption, filtration, evapotranspiration, nutrient uptake in plants, and enhanced infiltration and groundwater recharge.

ENJOYING THE TOWN’S WATER PLAY FEATURES The water features at Hap Magee Ranch and Sycamore Valley Parks are on for the season. These child-friendly water play features are useractivated and run from noon until 6:00 p.m. on weekdays and from 10:00 a.m. to 6:00 p.m. on weekends. The Town’s water features typically run annually from April 1 to October 1.

The water features at Diablo Vista and Oak Hill Park were switched off to conserve water as they are not user-activated, and the water would run continuously.

Drought conditions this summer might mean that the Town will need to switch off the water features. Please check www.danville.ca.gov/ waterfeatures before planning your visit.

New Art Exhibit: Modern Landscape COMMUNITY PIANOS RETURN TO DOWNTOWN! After a three-year, noticeably quiet absence, the Town of Danville is pleased to announce that the community pianos are back! This summer, pianos will be placed outside the Danville Senior Center, Danville Community Center, and the Village Theatre & Art Gallery for the public to share their musical stylings with residents and visitors alike.

In May, the Town put a call out to middle and high school students to design artwork for the pianos.

The Village Theatre Art Gallery will be hosting an exhibition curated by Marin County artist and prior Gallery Director Ellen Levine Dodd, titled Modern Landscape.

Blinded by the Light, by Ellen Levine Dodd—

Visitors to the gallery will oil and cold wax with mixed media on canvas experience a modern take on the traditional landscape. Levine Dodd aims to demonstrate the symbiotic relations that exist between humans and the environment allowing viewers to consider how the landscape affects us and how we affect the landscape.

The paintings she has selected for this exhibition represent a range of modern interpretations. Expect vibrant color palletes, bold brushstrokes, and dreamy depictions as a new way to look at familiar landscapes.

The artists featured in this exhibition are John Karl Claes, Ellen Levine Dodd, Karen Olsen-Dunn, Brian Rutenberg, Jim Shay, and Liana Steinmetz.

The exhibition will be at the Village Theatre Art Gallery, 233 Front Street in Danville, from August 27 to October 8, 2022.

The art gallery will host a brunch reception on Saturday, August 27, from 11:00 a.m. to 1:00 p.m. The artists’ reception is free and open to the public. Enjoy live music on the patio in front of the Village Theatre & Art Gallery and complimentary refreshments.

Two Resurfacing Projects Begin Late Summer Two of Danville’s major arterial streets, San Ramon Valley Boulevard and Camino Ramon, will receive much-anticipated repairs later this summer.

Long-planned transportation system improvements for these streets include pavement overlay, slurry seal, roadway base repair, green bike lane markings, striping replacement, Americans with Disabilities Act curb ramp improvements, traffic detection, and signal upgrades.

The project will use funds from the second round of the One Bay Area Grant (OBAG 2), a federal grant program intended to improve transportation infrastructure.

Construction activity will occur during non-commute hours to reduce the impact on traffic. The work will require periodic closures of lanes. Innovation Tri-Valley Leadership Group’s annual #GameChangers Awards recently celebrated 11 game-changing innovators, including two Danville companies, Crosschq and BoxMedia, who were honored for their local groundbreaking work, providing global solutions.

Crosschq, a Software-as-a-Service (SaaS) provider, uses predictive data to remove bias. Founded in Danville in 2018 by Michael Fitzsimmons and Peter Goettner, the company has exploded in recent years, having raised $36M in a recent funding round and quadrupling its office space in Danville. BEING A GOOD NEIGHBOR: “IF YOU SEE SOMETHING, SAY SOMETHING” IN ACTION The Danville Police Department continues to reinforce the message “If you See Something, Say Something” as a reminder of the importance of working together in maintaining our safe community.

On March 23, 2022, a Danville neighbor used that principle, and their quick thinking helped Danville PD apprehend two burglary suspects.

The incident started in the morning when a neighboring police agency responded to a car burglary at a shopping center. One of the items stolen was a garage door opener for a home in Danville. Danville Officers were dispatched to the address, where they found the residence already burglarized. Luckily, a neighbor witnessed the burglary and provided an excellent description of the vehicle.

Danville officers spotted the vehicle leaving the neighborhood. The suspects were eventually apprehended after a pursuit, and stolen property from both the auto burglary and the residential burglary was recovered. This case perfectly highlights the vital partnership between law enforcement and the community and how being a good neighbor, being alert, and reporting when something seems out of place can help keep our community safe and reduce crime.
