Message from the Town Council

Fall in Danville is a season where change and tradition meet. This year, change is not just in the color of the leaves, but also in a new playground area at Diablo Vista Park, which is nearly complete. With inclusive play equipment and upgraded amenities, the re-imagined park reflects the Town’s commitment to creating spaces that welcome all (Page 8).

At the same time, traditions connect us to the heart of Danville. Favorites like the Scarecrow Stroll and Spooktacular Celebration bring autumn magic downtown. As the holidays approach, beloved events such as the Lighting of the Old Oak Tree and Elf Workshop remind us of the joy in gathering year after year. These celebrations carry forward the spirit of connection that defines life in Danville.

Balancing change and tradition requires thoughtful planning, and the Town Council has adopted an annual budget that does just that. By aligning resources with priorities like public safety, parks, infrastructure, and community services, we strengthen the places and programs that bring people together.

That focus on community extends to safety and awareness. The Not My Kid campaign helps parents navigate evolving requirements around e-bikes and e-scooters, underscoring the Town’s role in educating and protecting the community (Page 2).

THINKING ABOUT AN E-BIKE FOR THE HOLIDAYS?

Many kids in Danville may have an e-bike at the top of their holiday wish lists. With their sleek design and ease of use, it’s no wonder parents are considering an e-bike as a fun, efficient way for their child to get to school, practices, or around town.

But before you put a bow on the handlebars, it’s important to ask: Is an e-bike the right choice for your child? E-bikes may look like regular bicycles, but many models can reach speeds of up to 28 miles per hour. While they provide independence and convenience, unsafe use can lead to citations, serious injuries, and risks for both riders and the community. If you’ve ever seen kids riding recklessly and thought, “Glad that’s not my kid,” you’re not alone.

That’s where the Town’s Not My Kid campaign comes in. This program gives parents and families the tools to make informed choices about e-bike ownership. From understanding state and local laws to knowing what safety gear is required and setting clear ground rules, the program ensures families have the information and tools they need before the first ride.

And don't forget: all e-scooters require a driver's license or learner's permit.

Guidance for Families on E-Bikes and E-Scooters

With e-bikes and e-scooters rising in popularity, it’s vital for families to know the laws that keep young riders safe. Not abiding by basic bike laws, confusing an e-bike with a motorcycle, or overlooking e-scooter rules can lead to citations and reckless riding.

Why This Matters

Giving kids the ability to get to school and around town on their own is important to families, and so is understanding local and state bike laws. Misidentifying a motorcycle or e-scooter as an e-bike, or riding an e-scooter before obtaining a driver’s license or permit could put your child at risk. The right choice depends on their age, maturity, and an understanding of basic bike laws.

Danville Ordinances

In 2024, Danville passed an ordinance banning e-bikes, motorized boards, and scooters on sidewalks in business districts. The goal is to prevent crashes in busy pedestrian areas, such as Downtown.

Danville’s authority, however, is limited. Because e-bikes fall under the California Vehicle Code, most regulations are set by the state. Local ordinances like the sidewalk rule target narrow concerns, but broader policies are state-controlled.

E-Scooter Laws

Under California law, anyone riding an e-scooter must hold a valid driver’s license or learner’s permit. Riding without one is illegal and can lead to fines. While helmets are strongly encouraged for all riders, they remain mandatory for those under 18.

Classes of E-Bikes

• Class 1 or 2: Motor assists pedaling (Class 1) or via throttle (Class 2), up to 20 mph. No license required; all ages may ride.

• Class 3: Pedal-assist up to 28 mph. Riders must be 16+, and helmets are mandatory.

• Motorcycles/Dirt Bikes: Exceed 30 mph or lack pedals. Require M1 license and registration. Unlicensed minors on roads risk citations and vehicle impoundment.

New State Requirements

In July 2025, the Governor signed Assembly Bill 544, expanding e-bike safety rules. Starting January 1, 2026, all e-bikes must have a red rear reflector or light visible from 500 feet at all times. These updates show that e-bikes, which can reach 28 mph, require more responsibility than traditional bicycles.

Practical Tips for Families

Before buying an e-bike:

• Consider speed and age: While Class 1 and 2 e-bikes do not have age limits, they can reach 20 mph.

• Check the specs: Over 750 watts or 30 mph means it’s not an e-bike.

• Confirm the class: Look for labeling.

• Read the manual: It should clarify classification.

• Ask the seller: Reputable shops can provide documentation.

WINTER PREP AND CREEK MAINTENANCE

As winter approaches, the Town of Danville is taking proactive steps to prepare for seasonal storms by clearing roadside ditches, culverts, creeks, and storm drain inlets to reduce flooding risks. While the Town maintains certain creeks, most fall under the responsibility of private property owners, homeowner associations, or the Contra Costa County Flood Control District, making regular upkeep — such as debris removal, vegetation trimming, and erosion prevention — essential. News briefs from the Town of Danville

SEASONAL CLOSURES FOR DANVILLE PARKS AND AMENITIES

Danville water features operate seasonally, running from April 1 through October 1 each year, weather and water usage restrictions permitting. During the Town’s annual winter moratorium, water features close October 1 and reopen in the spring. The Canine Corral and natural turf sports fields will also close for a winter rest period December through February, and are scheduled to reopen March 1, 2026, weather permitting. These seasonal closures help maintain the quality, safety, and longevity of Danville’s parks and amenities for the community to enjoy year after year. DIABLO TRAIL PROJECT UPDATE

In August, the Town Council awarded both the construction contract and the professional services agreement for the Diablo Road Trail Project, marking another major milestone for this long-anticipated connection between the Barbara Hale Trail and the Magee Preserve development. Construction is set to begin in October, with completion projected by the end of 2026. Once finished, the paved 0.9-mile trail will provide a safe and scenic route for cyclists, walkers, joggers, and other non-motorized users, offering better connections, safer travel, and new opportunities to enjoy the outdoors in Danville. EMPLOYEE SPOTLIGHT:

Building on nearly 20 years of dedicated service, Jessica Wallner has stepped into a new role as the Town's Recreation, Arts & Community Services Director — the next chapter in a lifelong devotion to the Danville community.

Her journey with the Town began while she was home from college and worked at the Charlotte Wood Teen Center. After graduating with a degree in Recreation Administration from San Diego State University, she returned to Danville as a intern with the recreation department. From her first full-time role as the Youth Program Coordinator to her new leadership position, Jessica has poured her creativity, energy, and heart into making Danville a place where people feel connected and welcomed.

Looking ahead, she is excited to continue building events and experiences that bring neighbors together and celebrate the unique spirit of Danville. “Don’t be afraid to find what you’re passionate about.” These words drive Jessica’s work in shaping a community where connection thrives — and where every gathering feels like coming home.

From spooky celebrations and whimsical scarecrows to theatrical magic and healthy outdoor fun, Danville is brimming with seasonal activities to celebrate the charm of autumn.

The season kicks off October 3 through October 12 at the Village Theatre with Tri-Valley Repertory Theatre Company’s production of PUFFS, or Seven Increasingly Eventful Years at a Certain School of Magic & Magic. This witty and heartfelt play tells the story of the Puffs — a group of lovable underdogs who just happened to be at the same wizarding school as a certain famous boy wizard.

From October 10 to November 10, the annual Scarecrow Stroll invites visitors to explore Downtown Danville and discover an array of creative scarecrows, each

designed by a local business to reflect its personality and fall spirit. Guests can view the official map and enter a prize drawing at danville.ca.gov/scarecrowstroll.

On Wednesday, October 23, families can enjoy the Spooktacular Celebration at the Danville Community Center and Town Green from 4 to 7:30 p.m. The evening will be filled with Halloween fun, including arts and crafts, face painting, games, trickor-treating, and festive fall activities. Costumes are encouraged, and preregistration is required.

Thursday, October 24 offers two exciting events. In the morning, Walk-tober invites ages 55 and up to lace up their walking shoes for a walk at Osage Station Park from 10:30 a.m. to 12:30 p.m. Participants can walk any distance they choose and enjoy a BBQ lunch.

That evening, the Village Theatre will host a magical sing-along movie night with a big-screen showing of Wicked Festivities begin at 6 p.m. with themed activities, including a chance to walk the Yellow Brick Runway in your best Emerald City-inspired attire.

Holiday Magic Fills Danville this Season

As the year draws to a close, Danville is set to sparkle with festive events that bring the community together for music, laughter, creativity, and holiday cheer. From a roaring 1920s mystery to beloved family traditions, there’s something for everyone to enjoy this holiday season.

The celebrations begin November 14 with the annual Murder Mystery Dinner. This year’s theme transports guests to the Prohibition Era, complete with speakeasies, the mafia, and a 1920s caper waiting to be solved. Open to ages 18 and older. Registration is required for this immersive experience.

Downtown Danville will glow with the Lighting of the Old Oak Tree on November 28. Festivities begin at 5:15 p.m. with holiday music from local choirs, followed by the magical moment when the Town’s iconic Old Oak Tree is illuminated for the season. Visitors can stroll through Downtown, enjoy holiday shopping, and soak in the joyful atmosphere of this holiday tradition

On November 29, The Best Intentions Holiday Concert will fill the Village Theatre

with irresistible harmonies, captivating choreography, and an energetic blend of holiday favorites, Old School hits, Motown classics, and contemporary R&B.

From December 1 through December 12, children can send their wishes directly to the North Pole via Santa’s Mailbox, located at the Danville Community Center and the Danville Library during business hours. Letters dropped off during this time will receive a personalized reply from Santa by December 24.

The season of cheer continues with the Elf Workshop at the Danville Community Center, for ages 1 to 9. In the afternoon December 12 or the morning of December 13, children can create festive, handson crafts and meet Santa for a photo opportunity. Pre-registration is required.

FESTIVE FUN FOR DANVILLE SENIORS

The Danville Senior Center is ringing in the holiday season with a variety of free festive activities for ages 55 and up. The celebrations begin November 25 with the Friendsgiving Dessert Recipe Swap social, where guests can enjoy complimentary coffee and dessert while sharing a favorite pie recipe.

On December 8, the holiday spirit gets a playful twist with The Price is Merry, a cheerful, holiday-themed spin on the classic game show. The next day, December 9, seniors can take part in the Holiday Walk and Shop Local tour, exploring Downtown Danville businesses while hearing from Town staff and shop owners about the importance of supporting small businesses.

On December 10, the Present Wrapping Workshop will offer expert tips and tricks to help wrap gifts like a pro. The season’s activities wrap up December 11 with Festive Holiday Crafting, giving attendees the chance to create personalized holiday projects perfect for gifts or home décor.

‘Snake Park’ Playground Gets an Upgrade at Diablo Vista

The Town of Danville continues to prioritize community well-being by investing in projects that enhance public spaces and elevate quality of life. Residents have been watching that mission in action during the renovation of the playground area at Diablo Vista Park, a project that began in May and is now nearing completion.

This re-imagined playground is designed with the entire community in mind, offering updated equipment for all ages and abilities. From slides, climbers, interactive musical play features and swings to steppers and accessible play features for children with limited mobility, the new space promotes fun, inclusivity, and connection. The community will also enjoy a shade structure at the picnic overlook area, benches and a new seat wall for relaxation, and a new drinking fountain equipped with a bottle filler and a pet water bowl.

To further support healthy lifestyles for all ages, the project adds updated exercise equipment and refreshed

landscaping that creates an inviting, vibrant environment.

The park is known to some as Snake Park due to a cherished feature: the “Large Serpent - Scarlatti” sculpture, which remains a centerpiece. First constructed by Bay Area artist Peter Veres in 1990 using a mix of fiberboard, fiberglass, sand, concrete, and hand-set tiles, the serpent has long been a symbol of imagination and creativity for the community. As part of the renovation, the sculpture has been carefully repaired in harmony with the original artist’s work, ensuring it will continue to inspire generations of park visitors.

The Town’s investment in Diablo Vista Park demonstrates a commitment to creating welcoming spaces where neighbors can gather, children can play, and residents of all ages can stay active. By continually enhancing parks and public areas, the Town ensures that the community’s shared spaces remain places of joy, health, and togetherness. Learn more at danvilletowntalks.org/dvp.

STATE-MANDATED LANDSCAPE CHANGES IN PROGRESS

Residents may notice browning grass along major roadsides as the Town begins a landscape modification program to comply with Assembly Bill 1572, a state law banning potable water irrigation of non-functional turf. Some grass along streets such as Camino Tassajara and El Capitan Drive will be replaced with water-efficient landscaping. Non-functional turf, like narrow grass strips between sidewalks and streets, will be removed or replanted, while functional turf in parks, sports fields, and gathering areas will remain unchanged.

The first phase of the program focuses on Camino Tassajara between Tassajara Lane and Sherburne Hills Road, followed by a second phase between Tassajara Lane and Hill Meadow Drive. Landscaping will feature mulch, shrubs, and other drought-tolerant plants, with tree irrigation maintained to preserve shade along walking paths.

Melded Metals Exhibition Brings the Beauty of Metal to Life

From October 11 through December 19, the Village Theatre Art Gallery invites visitors to experience Melded Metals, an exhibition that transforms perceptions of metal from cold and industrial to expressive and inspiring. The show opens with a free reception October 11 from 4 to 6 p.m., offering attendees the first opportunity to explore how artists have harnessed the textures, forms, and possibilities of metal to create works that speak to the imagination.

The exhibition is accompanied by handson programs that give the community a

chance to explore the artistic potential of metal for themselves. On October 22 from 3 to 4:30 p.m., children ages 7–11 can take part in a Metal Embossing Workshop, learning the basics of this timeless technique and discovering how it can add beauty and texture to any project. Adults will have their turn on November 6 from noon to 2 p.m., with a session designed for ages 18 and up to explore the craft in more depth.

The gallery’s Young @ Art program returns November 18 from 3:45 to 5 p.m., inviting young artists to explore

the Melded Metals exhibition and draw inspiration for their own creative projects. This engaging session offers children an interactive connection to the art on display, encouraging them to see metal as a medium of imagination and play.

Canine Corral at Hap Magee Ranch Park is the perfect spot for your dog to romp and socialize off-leash. It’s a local favorite for a reason! Just a heads-up: the dog park will close for its annual winter moratorium December 1 and reopen in early spring. Be sure to get those wiggles out before then!
