TDC TOURISM PERFORMANCE METRICS 1. TDC DASHBOARD CURRENT MONTH & YTD*

Jergensen Bed Tax Collection – For the month of August 2020 collected in September 2020 was at $1.8M compared to the same month in 2019 at $2.6M with a (29%) decrease. Forecast at 2


reduced levels for the month was $0.4M, so we are $1.5M higher, but down (3.5%) from prior month. August Tax Exempt rental receipts of $1.5M, were up 11% from prior August. The Total FYTD’20 collections were at $43.3M, lower than last fiscal year’s $54.2M by (20%) reflecting the fifth full month of recovery from COVID-19 this fiscal year. Total Fiscal Year 2020 is $7M higher than our conservative reduction forecast for Fiscal Year 2020. Our initial forecasts projected a (33%) decline; we end at a (20%) decline equal to the Great Recession of 2008/2009. The Rooms sold for August were 213,353 or (35%) lower than the previous year. Rooms available for August at 549,878 at 4.4% higher than last year. Hotel Rooms active in the County 17,738 exceeded our March 2020 peak of 17,602. Occupancy for August 2020 was 38.8%, down (38%) over Prior Year. Occupancy for August 2019 was 62.1%. Occupancy August CYTD was 46.7%, down (37%) over prior year. Average daily rate for August was at $127.23, 5.2% higher than previous year, CYTD up 2.9%. The revenue/available room for August was at $49.32 lower by (34%), CYTD decrease (34%). Hotel Room Net sales FY20 Year over Year-August decreased (32%) at $25.8M. Nonhotel room sales FY20 Year over Year August increased 10% at $4M. Hotel Room Net Sales FY20 Year to Date decreased by (25%) at $597M. Non-Hotel Room Sales FY20 Year to Date increased by 20% at $104.4M. FYTD 2020 Taxable Revenues Fiscal Year decreased (20%) at $702M. Airport activities for the month of August, 113,627 passengers (76%) lower than the same August 2019 and estimated seat capacity was down (53%) over last year with 254,201 seats. Passenger from 12 month rolling average went down (34%) to 4,433,993 over last year. Leisure & Hospitality Employment for August of 64,100 decreased (26%) over the same month in 2019. Accommodations employment down (53%) at 5,100 employees. F&B was down (23%) at 43,900 employees. Arts & Entertainment employment down (18%) at 15,100 employees. a. b. c. B.

Cody Benkelman Cody Benkelman gave the report for Laura Bebe and stated that the advertising of the Jet Blue non-stop flight to LAX has begun in county for outgoing flights and is about to 3


begin in Los Angeles for flights to PBC. Advertising is focusing on digital formats and paid social media. C.

CHECKPOINT #6 AUGUST COLLECTED SEPTEMBER*

Jergensen Hotel rooms sold in August were down (34.8%) with revenue down (32.3%) and occupancy down (38%) from 2019. For the FY2020 gross collections were down (20.1%) with our lowest point being in April. Mayers Expressed the desire to continue with the checkpoints and forecasts through Q1. He expressed concern about the group market and continued lack of group bookings. He expressed a need in the industry to understand who is traveling, where they are from, where they are traveling, and why they are traveling. Anderson Confirmed that convention centers across the U.S. are not seeing any group activity or bookings until late March, early April. Jergensen Shared research which shows Florida is the most desired travel destination in the Country, but at the same time backs up Mr. Anderson’s comments that group travel will not resume until April 2021. Beebe Air travel is still down 75% in August and September maybe in the 60% range. She expects capacity to increase as we near the holidays, but flights will remain down 50%. Mayers Asked about projections. Beebe Stated that predictions are difficult because airlines are making last minute decisions about flights. New York continues to have quarantine orders which suppresses service and New York was once one of our largest markets. On a happy note, Conde Nast has voted PBI the third best airport in the U.S. 6.

TDC RECOVERY UPDATE 1. Discover Platform*

Basen Discover has entered into Stage- 2A marketing campaign, reaching into the Orlando and Tampa markets and if COVID cases in Florida continue to decrease marketing will begin soon in the Jacksonville and Atlanta markets. Discover is continuing with digital campaigns and free night promotions. 2.

Cultural Tourism*

Sullivan The Cultural Council has begun a five-pronged marketing campaign which is made up of • •

Relief and Recovery, which focuses on GBAC accreditation for cultural organizations. The Norton Museum is close to receiving their accreditation and will be the first cultural venue to do so. Advertising, new advertising campaigns are being aired in traditional markets, digital, and influencer markets, all have a call to action, click on the link for information and promotions. Mosaic is targeting the message in So. Florida and a teaser campaign begins October 16 and run through December in Orlando and Tampa markets. Brand marketing will turn on in December for travel markets. Matching Co-Op advertising, co-op advertising has begun with the Sun Sentinel, PB Media Group, Jupiter Magazine, and PBI. Influencers and P.R., a variety of social distancing events are taking place, such as a reception at the zoo which highlights cleaning procedures and the wearing of masks. Activations - are being planned through the Cultural Concierge program promoting social distancing and outdoor events. CULTURAL COUNCIL 1.

The Cultural Council hosted a virtual town hall with an audience of 160 attendees. October is National Arts and Humanities month. Cultural Resiliency Funding program launches on October 16 and we are asking cultural organizations to light their building green for go (reopening). The Cultural Councils first post COVID exhibit in the main gallery opens next week with a soft opening and will open to the general public on November 18.

Super Bowl Economic Impact*

Linley The economic impact from hosting the Super Bowl was $25 million to Palm Beach County. This is double what was generated from the last Super Bowl we hosted. Palm Beach County received 4.4% of the total impact of the Super Bowl which took place in Miami and 88% of Super Bowl attendees were from out-of-state. 3.

Two Minute Update- George Linley

Linley 42,000 room nights have been cancelled in conjunction with cancellation of events due to COVID. The Sports Commission still has 27 events scheduled for Q1 2021, which we are trying to save by implementing COVID mitigation procedures. Multi-team events are the most challenging, the large Lacrosse event relocated to Tampa due to concerns about bring thousands of participants to Palm Beach County. The Gainbridge LPGA 6


tournament may shift to the end of February in coordination with another Florida LPGA event. Bronstein Have grant amounts changed based on what is happening? Linley We have reduced most grants somewhat, but we believe that recovery depends on getting sports back up and running. So, we do not want to lose an event due to funding levels. We are closely monitoring what is happening and we are also adjusting room night formulas, recognizing that room nights will not be what they were pre-covid. D.

DISCOVER 1.

Miami Dolphins-Two Year Partnership*

Parks With the success of our Super Bowl activation we looked at other ways to partner with the NFL and Miami Dolphins. Currently, Dolphins stadium is wrapping the first ten rows of seats and not allowing anyone to sit in these rows. We are purchasing advertising on these wraps. Our intent is to market our brand in the South Florida market and also to build our brand in visiting team markets. The buy is $200,000 per yr. for two years and with this purchase comes: • 32 television spots on The Audible a CBS Miami program. • Game day protection – if a game is cancelled our purchase price will be decreased • A Belle Glade football camp will be attended by active Dolphin members and will include a Q & A session. • Palm Beach County will be highlighted in the game day program. This is a deeply discounted rate for advertising during a Dolphins game. In normal times, this advertising would cost upwards of $500,000 per year. Jergensen In November Discover will be bringing a new branding campaign for discussion. 2.

Lomrantz Discover achieved four out of five performance measures in 2020 even with the onset of COVID. Other updates: • Currently, we have been participating with Visit Florida and their recovery program. 7

44 hotels have signed up for the GBAC accreditation. January 12 & 13 ,2021 Discover will be hosting a live virtual PCMA Leadership Conference. In January 2021 Discover will also be holding a strategic plan refresh. Gustav Weibull has been invited to join Visit Florida Leadership Council. Discover has selected a local consultant to provide diversity training to staff and a date will soon be locked down for that training. FILM & TV 1. Two Minute Update- Chuck Elderd

Elderd Thirty years ago, when the TDC was first started we had zero national media coverage, we now have an abundance of national presence from the upcoming Dolphin stadium wraps, to equestrian, golf, NCAA events, and more. Update: • PBTV Watch Parties are a success with a reach of 217,000 for this weekly series. Season 2 is about to begin with an episode focusing on our Cultural opportunities • More production companies are requesting permits to shoot and several companies from New York are currently filming. Good news, beaches are in good shape after recent storms. The RFP has gone out for beach restoration work with Juno Beach being worked on this winter and Jupiter/Carlin Park beginning next winter. Visitors to our open natural areas is up 25% as people are looking for ways to get out of the house in a safe manner. 7.

Discover The Palm Beaches Monthly Activity Report October 2020

The following is a summary of TDC Performance measures for the month of October 2020. This report demonstrates trends relative to owned visitor digital footprint, advertising impressions, social media engagement, and booked room nights for the Month of October. We continue to be negatively affected by the COVID-19 crisis, particularly, with the recent increase in cases. September Hotel Performance 

Total room inventory is 4.7% higher than last year, at 17,769. The Palm Beaches ranks 2nd in room inventory growth in Florida. The Space Coast ranks 1st.  Orlando is down 19%, Miami down 9% and Daytona down 0.4% The number of room nights sold in was 215,000, up about 1,000 from August.  Since reopening The Palm Beaches has sold an average of 194,000 room nights each month  The Palm Beaches has 3.9% share of room nights sold in Florida Occupancy ended the month at 40.3%.  The Palm Beaches ranks 9th, only higher than Naples, Miami and Orlando  The Panhandle continues to rank 1st with 59.9% occupancy and the Keys was 2nd with 56.0% The average daily rate (ADR) was $128 increasing 8.7% from 2019. This is due to a 68% increase from luxury properties ($397 vs. $237). All other scales saw ADR declines of 4-12%.  The Palm Beaches ranked 3rd in rate. Naples and The Keys had higher rates RevPAR was $52 up $3 from August (down 23% for 2019), ranking 5th (up from 7th last month)  The Keys had a RevPAR of $119

Commentary continues to be positive on Instagram - and we have seen a switch in attitude on Facebook. This month, we are continuing to see more positivity coming through. (This has to do with our audience on both platforms - Instagram has far more of a local presence, where we see our top audiences on Facebook coming from New York, New Jersey, etc.) Groups Linkedin strategy continues to prove that an employee-led strategy is best! This employee-shared photo of the booth was the most engaged this month. New Instagram record for most liked photo with 3.9K organic engagements and 6.7K likes after boosting! Loggerhead's virtual event promotion was our least engaged across channels - virtual events seem to be fatiguing.

HIGHLIGHTS ADVERTISING In October, the Council continued promotion of the MOSAIC campaign as part of its cultural tourism recovery efforts, keeping target markets aligned with Discover The Palm Beaches. Twelve offers from local cultural organization partners were added to the campaign landing page on October 16, and three more were added by the end of the month. Website traffic for the month once again reached levels on par with pre-COVID averages. Co-op programs resumed, with advertising in area publications as well as PBIA (which now includes a video in rotation on the airport’s digital signage).

PR & SOCIAL MEDIA State of the Cultural Sector Town Hall and “Restart with the Arts”: On October 8, the Cultural Council announced several key initiatives during a virtual State of the Cultural Sector Town Hall, which welcomed 158 attendees and garnered nearly 300 views on Facebook. The Council shared results from an initial COVID-19 impact survey, announced the new Cultural Resiliency Fund, and encouraged cultural organizations to “go green” on October 16. Ten organizations lit their buildings in green, and more participated on social media to bring attention to the Council’s “Restart with the Arts” movement to encourage the community to support local cultural organizations this fall. Efforts resulted in several pieces of media coverage and well over 3,200 people reached on social media. MOSAIC Influencers: As offers were posted to the MOSAIC landing page, the Council contracted five additional drive market social influencers to visit and post about safe cultural experiences in the destination. Communications – Re-opening & Virtual Experiences: The Council continues to promote The Palm Beaches' Pledge, mask mandates, safe visitation to cultural organizations, and MOSAIC on social media, in national PR efforts, and on its website. Safety language is a key component in these communications. Other Highlights: South Florida Science Center & Aquarium's Hard Bodies exhibition; Mounts Botanical Garden's Dogs' Day in the Garden; How Do We Move Forward? and Reflections exhibitions at the Cultural Council.

Advertising and promotion TimberTech Championship The TimberTech Championship, formally the Boca Raton Championship, is a non-profit PGA Champions Tour Golf Tournament to be held on The Old Course at Broken Sound October 29-November 1. Our Sports Commission secured advertising in multiple elements of the TimberTech Championship including putting green signs, caddie bibs and 14 Golf Channel television commercials. Our Sports Commission is working closely with Discover The Palm Beaches to include County tourism branding throughout the event.

Palm Beach County Sports Commission Wins “Locally Created Event of the Year” Award by Sports ETA WEST PALM BEACH, Fla. – The Palm Beach County Sports Commission's Holiday Basketball Classic of The Palm Beaches has won Sports ETA's "Locally Created Event of the Year” Award. Sports ETA, formerly National Association of Sports Commissions, is the only non-profit 501(c)3 trade association for the sports and events tourism industry in the United States.

The Holiday Basketball Classic is an annual invitational basketball tournament comprised of two championship divisions for both boys and girls high school teams. After creating the Holiday Basketball Classic in 2016 to bring national exposure to Palm Beach County while engaging

the local community, the Palm Beach County Sports Commission-owned event exceeded


expectations in 2019 by generating an economic impact of almost $1 million. The 2019 Classic took place across four Palm Beach County venues (Cardinal Newman High School, Palm Beach Gardens High School, The Benjamin School, and Jupiter Christian School) and featured 32 top boys and girls basketball programs from across the United States. Since its creation, the Classic has attracted over 7,500 spectators and featured 1,160 players from 13 states including New York, Virginia, Tennessee, Pennsylvania, Georgia, and more.

"These awards from our national association, Sports ETA, mean more than any other type of recognition we get because this is the body that directly represents us,� said George Linley, executive director of the PBCSC. “Our goal when creating events like the Holiday Basketball Classic is to bring value to our local community here in The Palm Beaches. It is especially nice to be recognized by our peers for that hard work."

Palm Beach County Wins Multiple Bids for Future NCAA Golf Championship Events WEST PALM BEACH, Fla. - The National Collegiate Athletic Association (NCAA) has announced that the Palm Beach County Sports Commission (PBCSC), in partnership with Palm Beach Atlantic University (PBAU), has won bids to host the 2025 NCAA Division II Men's Golf Championships and the 2026 NCAA Division II Women’s Golf Championships. Both championship events will take place on the Champion Course at PGA National Resort & Spa in Palm Beach Gardens.

“The Palm Beach County Sports Commission is thrilled to partner with Palm Beach Atlantic


University in hosting these NCAA National Championships, as it showcases Palm Beach County as an elite sports destination,” said George Linley, executive director of the PBCSC. “Few communities have the privilege of hosting a collegiate national championship, and we are excited to continue hosting these events for years to come.”

The NCAA made more than 450 selections of host sites for preliminary rounds and final sites of predetermined championships in Divisions I, II, and III, with most to be held from 2022-23 through 2025-26. The NCAA received more than 3,000 bid submissions from NCAA member schools, conferences, sports commissions, and cities vying to host predetermined rounds for 86 of the NCAA’s 90 championships. The announcement marks a continued presence of NCAA championship events in Palm Beach County. During the last round of winning bid announcements in 2017, the PBCSC was also awarded multiple events: the 2019 Division II Women's Golf Championship, the 2020 Division III Men's and Women's Golf Championship, the 2021 Division II Men's Golf Championship, and the 2022 Division I Men's Golf Regional.


The national championships will provide a considerable economic and tourism impact to Palm Beach County. Students, alumni, and golf fans from across the United States are expected to visit The Palm Beaches and enjoy the crowning of a national champion. The event will create an impressive level of visitor spending while filling hotel rooms across the county.

PBAU is partnering with the PBCSC to oversee the event. PBAU will provide essential support by offering an abundance of volunteers, which are required to manage events of this caliber. PBAU is a member of the Sunshine State Conference, a Division II affiliate of the NCAA.

The site for the championships, the Champion Course at PGA National Resort & Spa, is one of the most celebrated golf venues in Florida. The course, featuring a famed stretch of finishing


holes called the "Bear Trap," is home to championship events at all levels of the sport including the PGA Tour's The Honda Classic. The world-renowned course, redesigned by Jack Nicklaus in 2014, features five sets of tees, ensuring its playability to golfers of all levels. College Football Playoff (CFP) National Championship Celebration Riviera Beach

The Palm Beach County Sports Commission teamed up with the Host Committee for the 2021 College Football Playoff (CFP) National Championship and the City of Riviera Beach to safely celebrate Halloween during the COVID-19 pandemic. Sports Commission staff and Volunteers distributed food, sanitation items, Halloween candy, kids crafts and more at the drive-thru only event on Saturday, Oct. 31, at Wells Recreation Center in Riviera Beach. In addition, the Host Committee is partnering with Farm Share, Florida’s homegrown food bank that distributes more than 104 million pounds of fresh produce and non-perishable goods to in-need Floridians every year, to provide meals for those in need during this event.

A moment made in advertising Alex Morgan On Location heaven! US Women’s Soccer team all-star Alex Morgan serves as Volkswagen’s Brand Ambassador, helping promote their “Drive Bigger” campaign. Morgan was front and center in a recent VW commercial filmed on the soccer fields of Burt Aaronson South County Regional Park in Boca Raton. Following strict COVID-19 protocols for safety on set, the crew managed to capture great footage while masked up and socially distanced. “It was just what we needed as a backdrop with a quick turnaround in scheduling thanks to the Parks & Recreation Department,” said Producer Scott Barnett with Whiskey Films. RUNWAY GOES VIRTUAL When faced with the challenge of hosting a fashion show during a pandemic, 100 Successful Women in Business Fashion Show Coordinator Angela Posillico knew she had to get creative, and found just the right home for a virtual showcase at the Port of Palm Beach. The large windows along the second floor brought in plenty of natural light to emphasize the Amora on Runway colorful attire and gorgeous looks of each model, along with ample space for a long runway. “It was the perfect spot for this type of venue. I do not think anyone could ask for more!” said Posillico, CEO for Ms. International World/ Ms. Latina International. The virtual fashion show was viewed by a worldwide audience through a live stream on social media and Zoom. FOCUS ON FILM NEW COMMERICALS, FREE NIGHTS Discover The Palm Beaches, the official marketing organization for Palm Beach County, recently launched a new commercial to promote the destination for visitors. The Free Nights & More spot entices visitors to take a trip to The Palm Beaches for a weekend getaway. The spot launched October 1 in Orlando and Tampa and continues to run as part of a partnership with the Miami Dolphins. Distribution includes CBS Miami, CW Treasure Coast/Ft. Pierce, TV 27 Orlando and NBC Ft. Meyers throughout the football season September-December. STUDENT PROJECT HITS AIRWAVES Palm Beach Day Academy (PBDA) students recently developed a 30-minute documentary that aired on South Florida PBS (both WXEL and WPBT) known as The Coral Project. The purpose of the project PBDA Students was a way for students to contribute to saving the tropical rainforest of the sea – the coral reef. Recorded, produced and edited by PBDA teacher Jonathan Paine and his daughter Nicólee, a recent graduate of PBDA, the video chronicles the efforts of students as they conducted research on their campus in a new marine science lab with reef tanks, a coral research station and coral seed bank. The welldeserved coverage was initiated by eight and ninth grade students, and the project has expanded to include an even wider audience with a 10-episode podcast series featuring PBDA students and experts/professionals in the environmental field. The project has garnered a 2019 nomination as a finalist of the Palm Beach Illustrated‘s Education Awards in the “Outstanding Program Award” category. BACHELORS TAKE THE PLUNGE Tyler Cameron, the 27-year-old former contestant on ABC’s The Bachelorette, decided it was time to finally get scuba certified. The Jupiter native, who previously played football at Florida Atlantic University in Boca Raton, enlisted the help of dive instructors at Pura Vida Divers in Riviera Beach. Cameron also brought along his good friend to get certified—ABC’s next James & Cameron Bachelor on the brink of international fame, Matt James. The duo spent three days preparing for their dive certification at the Best Western pool in West Palm Beach, the Blue Heron Bridge in Riviera Beach and Breakers Reef in Palm Beach. Their journey was captured on video by Jupiter-based production company Out Your Front Door. SINGING AND SCI-FI Palm Beach County-based filmmaker and comic book creator Gary Davis has co-written a song with Jamaican recording artist Mikal Asher of the famed Morgan Heritage band. The tune, called What Difference Does it Make?, features singing duo Twinkle Twinkle Little Star, which is comprised of Mikal Asher’s two daughters, aged six and 10 years. The song deals with a 10 year-old who faces bullying and decides to choose love in the end. Davis, a retired music teacher, originally composed the song for his sci-fi animation series. FOCUS ON FILM VIRTUAL FILM FEST GAINS STEAM Running through December 25, the Virtual Film Festival presented by the Judy Levis Markhoff Boca Raton Jewish Film Festival (BRJFF) showcases a diverse collection of over 30 independent films from around the world. Special to this year’s virtual festival are webinars with filmmakers and cast members, and the opportunity to view a film up to 72 hours after its scheduled screening. Spanish Broadcasting System (SBS), which operates more than a dozen radio and television stations throughout New York, LA, Chicago and Puerto Rico, is now broadcasting from The Palm Beaches. This comes after SBS reached a deal with Hola TV, based out of West Palm Beach. The network will now operate as MegaTV 47 and can be seen on Comcast (channel 1097) from Palm Beach County to Sebastian. Executives for the Spanish-language network believe this venture is “the best gift that the hundreds of thousands of Latinos in Palm Beach County have received during Hispanic Heritage Month.” Albert Rodriguez, Chief Operating Officer at SBS, notes that the Hispanic population continues to grow in the region and he hopes MegaTV 47 will continue to strengthen the Hispanic television industry in the United States. BRINGING IMAGINATION TO LIFE Boca Raton-based award-winning writer and filmmaker Tina Czarnota has found that when submitting scripts to screenwriting competitions, some extra effort goes a long way. Tina includes a one-sheet with support material, including visuals and inspiration in the form of movie posters to accompany her narrative. “With a small budget and much determination, I set about doing my photoshoot, doing my part to help stimulate our local filmmaking economy by hiring cast and crew to get it done!” Tina shared. LOCATION SPOTLIGHT HILLS ARE HARD TO FIND IN FLORIDA Riders and runners are familiar with the hills at Dyer Park in West Palm Beach. The former landfill is covered in grass with 55 feet of elevation. These Dyer Park hills are perfectly suited for lifestyle and wellness production projects, especially fitness, since you can capture the angle of the hill against the skyline beautifully. For BMX, there are riding trails made up of crushed rock that are one to two feet wide. Large trees provide shade and create an idyllic picnic scene on the lush grass. Lake Worth Beach offers a very unique golfing experience at Park Ridge Golf Course with 85 feet of elevation and changes throughout the course. Its linksPark Ridge Golf Course style layout offers rolling hills and stunning views. For golf-related productions, it is one of the best “Anywhere, USA” options in The Palm Beaches. The former Lantana landfill is a certified Audubon Sanctuary and a real treat for those who are weary of flat terrain.

In 2020, Miami Dade College students Samuel Romero (Producer/ Cinematographer) and Jac Viramuerte (Director) captured the hearts of The Palm Beaches Student Showcase of Films (SSOF) with their allegorical masterpiece, Speak Only Good of the Dead. After the SSOF awarded their film a 1st place trophy Romero in the College Feature category, it went on to win The Student Production Award from The National Academy of Television Arts and Sciences, as well as a nomination from The Academy for the Student Academy Awards. Speak Only Good of the Dead was also accepted into notable film festivals such as The Orlando Film Festival, The Fort Lauderdale International Festival and several others. But for Sam and Jac, their filmmaking journey had just begun.

West Palm Beach offers a classic hill for stunt driving and other filmmaking on Evernia Street in between Tamarind and Rosemary Avenue, with plenty of options for basecamp in the area. Evernia Street Having a scene in front of the Hotel Evernia would add to any story since there is a ton of character in its architecture.

The young men really wanted to push themselves even further as storytellers with social purpose. Their newest project, which recently filmed pivotal scenes on the distinctive beaches of Coral Cove Park in Jupiter, is titled Filming at Coral Cove Park Now You See Nothing. In the film, a grieving father seeks revenge on the white supremacist who murdered his only son. “Jac and I have worked on a series of projects, but this is one that we felt the need to tell,” said Samuel. “We were inspired by the racial tension that we've seen resurface in the last couple of years.”

Jupiter Ridge Natural Area has a sandy hill with an elevation of 49 feet above sea level on the south side of the power station. This spot is great to capture weather events in a variety of backdrops. The trails make it possible to explore the exciting native vegetation and capture amazing sunsets. Just south of the Juno Beach Juno Dunes Pier is the Juno Dunes Natural Area, which goes from the ocean to the Intracoastal Waterway, making it possible to get a sunrise and a sunset image from the same location. Jac and Sam both agree that they share the mindset of conveying greater messages within the films they make: sharing those perspectives that need to be seen, saying the words that must be heard, and bringing stories with cultural or philosophical relevance to the big screen. Production Activity Report For September 2020 Variance Explanations Percentage change variances of ± 10% in performance statistics are typically explained in this section. However, due to the widespread impact of the COVID-19 pandemic on the entertainment production industry, this page will serve as an overall update on data collection and reporting measures across multiple categories. During the month of September 2020, the number of daily COVID-19 cases in Florida decreased significantly, from 15,300 in one day on the record peak on July 12 to 738 on September 28. The public perception and national media coverage surrounding Florida visitation improved, giving filmmakers and producers considering Palm Beach County for on-location work more confidence for the safety of their casts and crews, as reflected in the steadying number of Total Permits Issued and Total Leads (equal in September 2019 and September 2020). Palm Beach County’s local production community has continued to report progress on getting back to set, as reflected in the closing gap in Total Production Days (522 in September 2020 vs. 615 in September 2019) and increase non-permitted productions (17 in September 2020 vs 13 in September 2019). Background Context (March – July 2020): Following a rapid increase in confirmed COVID-19 cases and public awareness in the United States in mid-March, a massive social distancing effort effectively shut down production sets across the country. Many of the locations that fall under the FTC’s One-Stop Permitting process closed to public access amidst Governor DeSantis’ Stay At Home order, which went into effect March 26, 2020. As businesses were urged to begin working remotely from home whenever possible, studio projects and on-location productions alike were either postponed or cancelled in the interest of prioritizing public health. The Stay At Home order was not lifted in Palm Beach County until May 11, at which point Phase One of Governor DeSantis’ reopening plan was enacted. While the FTC’s services have continued uninterrupted and permit requests have been accepted and reviewed on a case-by-case basis, State of Florida Executive Orders made on-location production all but impossible during half of March, the entire month of April, and half of May 2020. During the months of June and July 2020, the number of COVID-19 cases in Florida increased over eight-fold, from 56,830 on June 1 to 470,386 on July 31. While the production industry set an example for safety, health and accountability measures while getting back to business with guidelines from DGA, SAG-AFTRA, IATSE, Teamsters, Film Florida and many others, the surge in Florida cases was widely covered on national media outlets, making it difficult to attract out-of-state production and slowing the intake of new leads. This impact will be reflected in year-to-date percentages through the end of the 2020 calendar year. Prior to the outbreak, production in Palm Beach County was experiencing an increase year-over-year. The total number of permits issued from January 1-March 15, 2020 (just before the shutdown) was 85,

compared to 71 for January 1-March 15, 2019, a 19% increase. The year-to-date production data through September 2020 correlates with nationwide trends in production business impacts, as well as the experiences reported amongst Film Commissions throughout the State of Florida who have cited a slight increase in production in the months of August and September, following the postponements and cancellations that plagued June and July (due to the surge in Florida COVID cases)1. FilmLA released a report on the 2nd quarter of the year (April 2020June 2020) which indicated they had received 34% of the usual permit applications (a decrease of 66%)2. A study released by The Brookings Institution, a nonprofit public policy organization, measured the impacts of COVID-19 on the creative economy and estimated a 30% loss in creative industry occupations nationwide3. In order to report data as accurately as possible and reflect the full-scale effect on our Palm Beach County production community, the FTC continues to make contact with each entity included in the monthly Production Companies & Support Services section (via an industry-wide survey) for estimated percentage adjustments to their average monthly production days, employees, freelancers, hotel room nights and production revenue. As a result of these data collection efforts, percentage change variances of ± 10% are as follows: • • • • • • • •

The FTC continues production community outreach to provide support and collect information regarding the long-term effects of the COVID-19 pandemic on the industry as a whole. The FTC will continue to monitor reports coming from other film commissions across the state and country to compare business impacts and trends in data accrual.

October 2020 Project Status Report Department of Environmental Resources Management North County Comprehensive Shoreline Protection Project - Segment 3: A contractor has been selected for the upcoming beach restoration project occurring along 2.42 miles of shoreline within the Towns of Jupiter and Juno Beach, from Beach Access 33 to the Juno Ocean Club Condominium. Approximately 969,600 cubic yards of beach-quality sand will be dredged from a nearby offshore borrow area and placed on the beach to provide for storm protection, recreation, and nesting sea turtle habitat. Contractor mobilization is expected as early as November 18th. JUNO BEACH

NESTING SEA TURTLE

Sea Turtles: Sea turtle nesting season officially ended on October 31st, but a few late season nests may continue to incubate past this date. In the off season, ERM staff will address issues with indirect lighting and sky glow by continuing to provide marketing materials to residents and by organizing a lighting workshop in early 2021. The workshop will be open to local municipal officials and oceanfront residents and managers in order to provide more information on sea turtle friendly lighting options for our Palm Beach County beaches.

JEWELL COVE MANGROVE POD

Manatees: Local law enforcement partners from 9 police departments renewed their Manatee Law Enforcement Agreements for increased patrols during manatee season. The Kickoff meeting for all participating law enforcement partners was held virtually this year on November 3rd. This meeting takes place just before the start of manatee season, which lasts from November 15th through March 31st. Jewell Cove Mangrove Pods: A new pilot project was recently completed in the Lake Worth Lagoon. Limestone rocks were placed in 5 discrete piles, and mangroves were planted within each to create new oyster and mangrove habitat. This project tests a new method to create mangrove habitat in a more cost effective way than traditional methods (creating islands, mangrove planters, etc.). Benefits of the project include water-quality improvements, improved wildlife- and fisheries-oriented recreation opportunities, increased protection of shorelines from coastal storms, and increased carbon sequestration to mitigate climate change. Mangrove pods could be a great option for homeowners living along hardened shorelines to add habitat value and improve resiliency along their property.

Coral Disease Response Monitoring: Florida’s Wildlife Research Institute (FWRI) oversees the Florida Reef Resilience Program, which monitors coral bleaching and disease on natural reefs from Martin County south through the Dry Tortugas. These surveys occur during the hottest months of the summer when the ocean temperatures are elevated and corals can become stressed. This year, ERM’s dive team is assisting FWRI in conducting surveys within Palm Beach County. A mid-survey report described this years’ coral bleaching season as mild, which is consistent with the observations made here in Palm Beach County.

CORAL BLEACHING SURVEY

Celestial Lilies: Fall certainly doesn’t guarantee sweater weather, but it does guarantee flatwoods flowers! Ample summer rainfall, coupled with Florida’s long growing season, provides excellent conditions for a fall blooming season. One of the most breathtaking views of this season is the abundance of fall wildflowers in our fire-maintained ecosystems. Frequent fire intervals in the pine flatwoods clear hardwoods and brushy vegetation from the understory and creates conditions where fire-adapted species like celestial lily (Nemastylis floridana) can thrive. Celestial lilies are endemic to Florida and have only been vouchered in fifteen counties in eastern Florida. The violet-blue six-petaled flower only opens for an hour or two in the afternoon during the fall, hence the common name. This year, county staff have observed a remarkable bloom response from this listed species as a result of recent prescribed fires in several north county natural areas. CELESTIAL LILY

Mechanical Fuel Reduction: ERM is continuing work at High Ridge Scrub Natural Area to reduce the risk of wildfire activity and improve the health of the ecosystem by using mechanical equipment to clear vegetation. Less vegetation means that less fuel will be available to a wildfire, should one occur. With less fuel, fires burn at a lower intensity and for a shorter duration, making them more easily controllable. There’s a benefit to the ecosystem as well: clearing overgrown vegetation allows threatened Florida native species such as gopher tortoise, milkweed, rosemary, and pinweed to thrive. This work has been completed at Hypoluxo Natural Area.

2021 Campaign Goals • Drive economic activity into the County. • “Save the Season” – CTA from all major hotel / culture / attractions: “Fight to preserve the seasonal guest.” Launch scheduled for January – CTA from key industry leaders - this fall / winter will be extremely competitive. We will need to fight for our fair share of economic activity. – The season generates the bulk of tax revenue and we cannot cede that revenue to neighboring counties in Florida – The Keys, Broward and Pinellas already making big advertising buys to fight for visitors. The Keys has been active in our backyard all summer.

Delray Beach Open (ATP World Tour & ATP Champions Tour Event) The Delray Beach Open is a professional men’s tournament, the only combined ATP World Tour & Champions Tour event in the world. The ATP World Tour event, one of only 10 in the United States, will take place from February 15-21, 2021 at the Delray Beach Tennis Center. Past participants have included stars such as Andy Roddick, Andre Agassi, Mardy Fish, Jimmy Connors, and James Blake. The 7-day tournament is seen nationally and internationally in over 150 countries with a potential reach of 128.2 million homes. The main draw consists of 32 world class tennis players. Prior to the ATP World Tour Event, the Delray Beach Tennis Center will host the only ATP Champions Tour event in the United States for the eighth consecutive year on February 12-15, 2021. The Champions Tour brings together some of the greatest tennis players in history for a nostalgic, competitive, and entertaining tournament. The Champions Tour attracts veteran players, such as John McEnroe, Michael Chang, Ivan Lendl and Patrick Rafter. This 3-day tournament will consist of an eight-man field competing in a round-robin format.

The Honda Classic The Honda Classic, which is one of Palm Beach County’s marquee sports events, will take place on March 15-21, 2021, at the PGA National Resort & Spa in Palm Beach Gardens. This PGA Tour event attracts the world’s best golfers. The tournament will consist of 144 pro golfers competing over 72 holes. Golfers are vying for a total purse of more than $6.8 million. The Honda Classic recorded 206,834 spectators for the duration of the tournament. The modern-day attendance dwarfs the number of spectators (83,500) who attended The Honda Classic in 2007 when it moved to PGA National Resort & Spa. The tournament broke the 100,000-attendance threshold in 2010. Palm Beach County receives tremendous national and global media exposure through The Honda Classic. Ancient Golf Club of St. Andrews (R&A) and the United States Golf Association (USGA). The Walker Cup employs a combination of foursomes (alternate shot) and singles competition. In addition to the golf competition, an Opening Ceremony will be held at The Breakers for competitors, officials, sponsors, and members of the USGA/R&A official travel party. This will allow the Sports Commission an opportunity to network with the USGA Board of Directors, allowing us to enhance our partnership and pursue future event opportunities. In December, the USGA will bring USA team members for a preview at Seminole Golf Club. This Walker Cup Preview will generate additional room nights for Palm Beach County, as well as serve as a site visit for USGA Officials. The USGA originally planned for approximately 5,000 spectators at Seminole Golf Club for the Walker Cup. Due to Covid-19 restrictions, the USGA is planning for 50% capacity, with approximately 2,5003,000 spectators. If the health climate changes prior to May, the USGA will look to gradually increase the capacity to a safe and manageable number.

The Walker Cup was designed as an international event, which would allow golfers from the United States to compete from golfers across the globe. The Walker Cup morphed into a competition between a team, featuring amateur golfers from the United States, playing against a team featuring amateur golfers from Great Britain and Ireland. The first Walker Cup match took place in 1922 at National Golf Links of America in Southampton, NY, with the United States winning 8-4. The US leads the overall series 37-9-1. The Walker Cup was contested in 1922, 1923 and 1924 and then biennially ever since, with a nine-year hiatus between 1938 and 1947 for World War II.

This event, scheduled to take place from July 11-18, 2021 features 128 12 and under players compete in a modified compass singles draw and in a 64 single elimination doubles draw; first day is opening ceremonies and mandatory player meeting followed by 6 days of singles and doubles competition. These 12 and under girls start competing in January in state, regional, designated and national tournaments to qualify for this prestigious national championship event. This event is one of four national championships held in the United States for this age division. The College Football Playoff (CFP) will bring its National Championship Game to South Florida on January 11th, 2021. at Hard Rock Stadium in Miami. The College Football Playoff (CFP) is a fourteam event to determine college football’s national champion on the field. The two winning teams from the Playoff Semifinals compete for the National Championship. Although the National Championship Game will take place in Miami, the College Football National Championship Game (CFNCG) will impact the entire South Florida region, including The Palm Beaches. The College Football National Championship Game is second only to the Super Bowl in terms of popularity and television ratings amongst annual sports events. The College Football Playoff (CFP) awards its National Championship Game through a highly competitive bid process. The CFP model requires an entire community to bid for the game, as opposed to individual bowl games hosting the game on a rotational basis. The Orange Bowl led the bid process and backed the significant financial investment required to host the event and is relying on partnerships with Miami-Dade, Broward, and Palm Beach Counties to have the National Championship Game take place in South Florida. The below outlines a partnership between the Palm Beach County Sports Commission and the College Football National Championship Host Committee. This partnership includes valuable marketing and media benefits for The Palm Beaches. Furthermore, this partnership provides opportunities for our Sports Commission to expand its brand across the sports events industry through one of the most recognized sports properties in the United States.

South Florida has not yet hosted the College Football National Championship Game under the CFP format. In 2020, the College Football National Championship Game took place in New Orleans and generated an estimated $4,000,000 in economic impact. Super Bowl LIV took place in South Florida last February and generated $572 million of economic impact ($25 million was directed to Palm Beach County). In a pre Covid-19 environment, this game would undoubtably create a similar impact for The Palm Beaches. In a post Covid-19 environment, the marketing and media value will be a key driver for a partnership.

Partnership Parameters: The College Football Host Committee / Orange Bowl is requesting a total investment of $250,000 from the Palm Beach County Sports Commission. The Palm Beach County Sports Commission approved a $200,000 grant in March, prior to the Covid-19 pandemic. On November 2, the Palm Beach County Sports Commission board approved an adjusted grant of $100,000. Below is a proposed pathway to this partnership. The proposal was adjusted due to cancellation of community celebrations and events that would take place in The Palm Beaches, during the week of the National Championship. These events have been eliminated or modified due to the pandemic. The investment would come from the Sports Commission’s budget and would be structured similar to past partnerships with the Super Bowl.

Marketing (Print & Digital) – Palm Beach County will be promoted on various marketing and media platforms, including social media and digital/print publications spotlighting the destination.

Logo recognition – Palm Beach County & Discover the Palm Beaches logo/hyperlink will be placed on the College Football Playoff National Championship Game website.

Digital Destination Platform - Palm Beach County will be featured on the “Destination” page of the College Football National Championship Host Committee’s official website. The traveler will observe a “Things to Do” narrative on this landing page. The Palm Beaches will be presented alongside Fort Lauderdale and Miami. The traveler will be able to explore a variety of attributes for each destination (beaches, golf, shopping, attractions, arts/culture, nightlife, weather, etc.…). This page will also link to Discover The Palm Beaches award winning website to promote Palm Beach County’s assets and qualities.

National Championship Game Newsletter - Palm Beach County and its Sports Commission will be featured in the College Football National Championship Game enewsletter. The College Football National Championship newsletter will be a bi-weekly publication. A banner ad spotlighting The Palm Beaches will be provided in the newsletter. Additionally, a feature story/2-page advertorial will be provided, spotlighting The Palm Beaches.

Electronic Fan Guide – The College Football National Championship Game Host Committee will produce an electronic fan guide for consumption by a national audience of college football enthusiasts, which will include a Palm Beach County full page advertisement and a one-page advertorial.

Host Committee – South Florida Logo - The Host Committee will create an alternate logo, which has been approved by the College Football Playoff for promotional use. This alternate logo features “South Florida” vs “Miami”. 3

Social Media Marketing -The CFPNCG Host Committee will execute six (6) social media posts (Facebook & Twitter) promoting The Palm Beaches’ destination attributes and its sports scene leading up to “Championship Week”.

Social Media Promotion - Palm Beach County would have the opportunity to conduct a “Social Media Promotion” through the CFPNCG social media channels. All marketing material is subject to final approval by the College Football Playoff.

Official National Championship Game Press Release – Palm Beach County will be included into the official College Football National Championship Game press release, which is distributed approximately one-week prior to the game.

College Football Championship Kickoff in The Palm Beaches - The 2021 CFPNCG Host Committee will host the AvMed Championship Virtual Kickoff in November or December (date to be determined). The event will be designed to specifically showcase Palm Beach County and highlight its tourism landscape and sport event hosting capabilities under the framework of the College Football National Championship Host Committee partnership. o This event will feature a Q&A between a high-profile speaker and media personalities in the college football landscape. o Guests will include prominent members of the Palm Beach County business community, public officials, Host Committee leadership and sponsors, College Football Playoff representatives, members of the media and more. o The Host Committee will adapt the event to a virtual format, creating unique virtual networking opportunities featuring the same high-profile participants. o The Host Committee will work with the Sports Commission to highlight Palm Beach County through sponsored content display, speaking opportunities and other creative avenues.

Championship Community Celebration - The 2021 CFPNCG Host Committee will host a Community Celebration at the Wells Recreation Center in the City of Riviera Beach on Saturday, October 31, 2020. The event is free, open to the public, and designed to engage the entire family. The Host Committee will adapt the event to meet the needs of the community with a Halloween celebration theme.

Extra Yard for Teaches Contribution - In partnership with the College Football Playoff (CFP) Foundation, the 2021 CFPNCG Host Committee would commit to a matching investment of $100,000 [contingent upon level of PBCSC contribution] with the School District of Palm Beach County for our Extra Yard for Teachers program.

Extra Yard for Teaches Contribution - Palm Beach County teachers will be invited to participate in the CFP Foundation’s free virtual Extra Yard for Teachers Summit. The Summit serves as a forum for local and national educators and their guests to learn and win. The Summit is typically hosted during the week leading up to the CFPNCG. As part of the Extra Yard for Teachers Summit virtual production, Palm Beach County will be provided logo recognition and the opportunity to showcase a 30-second feature of promotional video.

Cultural Tourism Promotion - The Host Committee will include Palm Beach County volunteers in its community events and programs. Upon CFP request, the Host Committee will work with volunteer groups in Palm Beach County to provide opportunities for involvement with Championship Weekend activities.

Youth Football Camp - The Sports Commission will partner with the 2021 CFPNCG Host Committee, in conjunction with the Orange Bowl Committee, to conduct a football camp for Palm Beach County’s youth (free and open to the public) at a mutually agreed upon date in 2021. Orange Bowl Field at Glades Pioneer Park in Belle Glade has been identified as the preferrable location for a youth football camp.

Hospital Visit - The Host Committee will facilitate college football alumni to visit a Palm Beach County hospital at a mutually agreed upon date in 2021. 5

College Football National Championship Official Golf Event – The official College Football National Championship Game Golf Event will take place at Osprey Point Golf Course in Boca Raton. This event will attract college football alumni and personalities, partners of the College Football Playoff, and college football stakeholders from across the country. The Palm Beach County Sports Commission will also use this event as a catalyst for a fam tour with key sports event clients.

Diverse Vendor Initiative - The 2021 CFPNCG Host Committee is currently working with the CFP to develop a diverse vendor initiative that would facilitate contract opportunities for certified minority, woman, veteran, lesbian, gay, bisexual and/or transgender-owned businesses (similar to the NFL’s Business Connect program).

Citywide signage - The 2021 CFPNCG Host Committee will work with the College Football Playoff to develop signage for use by the Palm Beach County Sports Commission/Tourist Development Council, which may be placed throughout Palm Beach County.

Committee Involvement - Inclusion of Palm Beach County Tourist Development Council Executive Director on the 2021 CFPNCG Host Committee.

College Football Playoff National Championship Game Other Considerations Orange Bowl partnership with Palm Beach County

The College Football Playoff (CFP) awarded the 2021 College Football National Championship Game (CFNCF) to South Florida. The bid requires a multi-million-dollar commitment from the CFNCG Host Committee. The Orange Bowl, which led the bid process and the development of the CFNCG Host Committee, also decided to back the multi-million-dollar commitment in good faith that South Florida’s pubic and private sector would provide support. In March, the Palm Beach County Sports Commission executive committee approved a $200,000 grant to support the College Football National Championship Game (CFNCG). This support equaled the investment made into Super Bowl LIV, which also made South Florida its home. Many of the benefits presented to our Sports Commission were community wide celebrations, similar to Super Bowl LIV. Unfortunately, the Covid-19 pandemic has eliminated the ability to produce community celebrations and the National Championship Game will have a restricted attendance, which lessens visitation. With that being said, the Orange Bowl is still responsible for costs associated with hosting the CFNCG and is imploring our Sports Commission, to remain a partner in hosting this game, which is the “Super Bowl” of college football. Many of the benefits have changed from event activation to marketing and media opportunities. The Orange Bowl has been a tremendous partner for Palm Beach County and its Sports Commission. The Orange Bowl assisted with the launch of the Lou Groza Award in 1992 and has been its presenting sponsor for nearly 30 years. The Orange Bowl made one of the largest investments made into Belle Glade with the renovation of Glades Pioneer Park through its “Legacy Gifts”. The Legacy Gift reshaped the sports scene in the Glade’s region. The Orange Bowl has embraced Palm Beach County’s development of the Boca Raton Bowl and have been a valuable partner for ESPN Events. The next page summarizes the investments made by the Orange Bowl on behalf of Palm Beach County. The Orange Bowl has been a long-term loyal partner for the Sports Commission.
